Abstract:
This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

Abstract:
The complications of the Syrian crisis that has extended over six years are overseen on three distinct levels which are national, topographical, and global. A closer look at the situation in Syria in 2010/2011 will help explain why the regime has survived, the complexities of the situation in Syria, and what makes the search for a stable political settlement so difficult. The purpose of the present study is to highlight the nature of US engagement in the Syrian crisis which involves maintaining the US military presence for regional stability, ensuring the enduring defeat of ISIS, countering the future expansion of the Iranian influence and political settlement to the conflict, containing the Assad’s regime in the interim. By outlining various threats, issues, assessing the Syrian conflict and its key actors, this paper seeks to explain the US response to the Syrian crisis on basis of thematic analysis. In conclusion, the United States' foreign policy has continued in a region vital to its national security interests due to available oil, its impetus to protect Israel, to support security by retaining military bases, to preserve the position of the protectorate of client states, and friendly regimes, and to resist Islamic movements and terrorism.

Abstract:
This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. El presente artículo pretende dar cuenta de la situación actual de Siria y, en particular, de los objetivos particulares que mantienen en el país diversos actores. Después de que desaparecieran las dos razones principales esgrimidas para intervenir en el conflicto, quedó de manifiesto su auténtica naturaleza de guerra subsidiaria y sectaria, que se inserta en las más amplias contiendas entre rivales históricos como los Estados Unidos y Rusia, por una parte, y Arabia Saudí, Turquía e Irán, por otra, y que ninguno entre ellos parece tener interés en acabar sin recibir compensaciones.

Abstract:
The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security./La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. Esta contribución intenta explorar si las cuestiones humanitarias presentan mayor relevancia que las explicaciones centradas en la seguridad.

Abstract:
The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:
Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non-governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. As new Syrian NGOs have spread within countries nearby as well as in the diaspora, this article will only focus on those that were based mainly in Turkey due to several reasons explained in the article.

The objective of the study is to carry out a meaningful comparison that demonstrates the similarities and differences of various conflict theatres where proxy forces were employed. The analyses of the discussed cases focused on different aspects of the conflict and nature of the proxy use. The analyses presented on the following pages were conducted on the basis of the literature on the subject, governmental research and reports, and supporting sources reporting recent developments that complemented academic sources. Various non-state actors such as ethnic militias, paramilitary units, and private military companies have become more and more visible on contemporary battlegrounds. Modern states employ those actors to further their objectives, as this limits their own political and financial costs. This increasingly visible phenomenon points to an emerging new model of warfare where state actors are relying ever more on proxies of various character and nature. It is highly likely that any future conflict will be characterised by a proxy-based model of warfare, which will consist of a limited footprint made by regular forces (or none at all) and, consequently, the extended use of proxies supported by special forces. Because such an approach is less costly, proxies will be more often employed by low-budget states, previously reluctant to carry out such costly military endeavours. Denying the actions and affiliations of these proxies will inevitably follow and, in turn, a lack of political accountability and responsibility for the conflict’s outcome.

Abstract:
Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.

Abstract:
Current narratives on terrorism and violent extremism by governments, policymakers and law enforcement agencies are largely Islam-centric with an overt focus on the military defeat of terrorist groups. This issue firstly looks into the assumed link between a reduction or elimination of territorial control by terrorist groups and their so-called ‘defeat’. Using the Islamic State (IS) as a study, this issue explicates further on a group’s cross-border/global networks, linkages and ideological spread to assert that the victory-defeat framework against IS is flawed, as its threat has transformed into a network of smaller cells and geographically dispersed cells. Secondly, this issue looks at the rising threat of far-right extremism and terrorism; a phenomenon which has been under-explored, given the Islam-centric nature of terrorism in recent decades. For instance, it has been reported that 71 percent of fatalities linked to terrorism between 2008 and 2017 in the United States were committed by far-right extremists and white supremacists. This issue specifically examines the recent Christchurch terrorist attack in New Zealand by a far-right extremist and possible implications for the Asia Pacific region. In the first article, Abdul Basit discusses the narrative of defeat against IS after US forces eliminated its last physical stronghold in Syria. It is argued that while IS territory shrank considerably, the group is still active with its ideological appeal attracting smaller networks and cells globally. The author states that IS has managed to remain relevant and active despite losing its physical sanctuaries due to three reasons: (i) revising the ideological narrative; (ii) organisational restructuring; and (iii) forming new networks. This is likely to have far-reaching implications on the global threat landscape that will witness a rise in low-end urban terrorism, more competition from rival groups and reactionary violence from right-wing extremists. Next, Amresh Gunasingham studies the recent attacks in Sri Lanka on Easter Sunday that heightened post-war ethnic tensions and brought forth civil war traumas amidst an ongoing political crisis. The article examines the possibility of a communication gap among security agencies that prevented early detection of one of the deadliest terrorist attacks in the country’s history. It further details the motivations for the attack as: (i) the Wahhabi factor; (ii) anti-Muslim violence furthering radicalization; and (iii) the possible links to IS. Possible implications and responses to the attack include a rise in anti-Muslim sentiments and violence with tightened security measures imposed by the state. In order to ensure long-term stability, the state needs measures to promote ethnic and religious harmony with strong counter-terrorism legislation. Iftekharul Bashar details the threat landscape in Western Myanmar, focusing on (i) Arakan Rohingya Salvation Army (ARSA), an ethno-nationalist group and (ii) IS and Al-Qaeda (AQ), both Islamist terrorist groups. The article argues that the threat brought on by ethnic violence and Islamist terrorism is facilitated by grievances of the local Rohingya Muslims and motivations for revenge and active presence of IS and AQ networks in the South and Southeast Asia region. The exploitation of the local refugee crisis by IS and AQ coupled with ARSA’s resilience requires comprehensive responses that centre on communal harmony in addition to hard-power measures. Lastly, Jade Hutchinson discusses the far-right terrorist threat, specifically in light of the Christchurch shooting at two mosques in New Zealand in March 2019 where 51 people were killed. The article focuses on the attack, the attacker, his links to other far-right extremist groups and the key role the Internet and social media played in facilitating the attack. This incident in New Zealand signals the possibility of further copycat attacks in Australia and other countries, further recruitment towards far-right extremism online and the need to devise policies to effectively counter far-right extremism in the online space.

Abstract:
The Islamic State’s (IS) territorial defeat reflects a shift in the epicentre of violence from Iraq and Syria to the peripheries (countries with an active presence of IS cells or other insurgent and terrorist threats). In the study of terrorism and insurgency, age-old threats can persist while new threats are always emerging, either due to policy shifts that give rise to new opportunities for insurgents to exploit, or due to changes in the political climate of societies. As such, the May issue deals with three key thematic challenges in a post-IS threat landscape. First, it looks at returning foreign terrorist fighters (FTFs), who after IS’ territorial defeat have either traveled to or attempted to return to their home countries. According to the United Nations (UN) more than 40,000 FTFs from 110 countries had traveled to Iraq and Syria to join IS. The return of segments of the FTFs indicates escalation of threats in their home countries as they come armed with operational skills and could possibly regroup, establish local cells and engage in violence. In this case, a high number of FTFs travelled to Iraq and Syria from Tunisia despite the country’s peaceful transition towards a participatory democracy, in the aftermath of the 2011 Arab uprisings. Second, in order to deal with the shifting threat landscape, it is necessary to develop new and strengthen existing de-radicalisation programmes. De-radicalisation is a smaller part of broader counter-terrorism and counter-radicalisation efforts that focus on terrorists or returning FTFs in custody. Effective de-radicalisation programmes will provide detainees with opportunities to reintegrate back into the society by rejecting violence and promoting peaceful coexistence. This issue critically evaluates de-radicalisation as a concept and specific programmes in Yemen, Pakistan, Indonesia and Saudi Arabia, while extoling the need for holistic approaches for effective outcomes. Lastly, beyond the Islamist extremist threat emanating from IS and other affiliated or local groups, other non-Islamist threats continue to persist. This includes far-right extremists gaining traction and engaging in violence in parts of United States, Europe, Australia and New Zealand. In addition, ethno-separatist groups (Baloch Liberation Army in Pakistan) and communist groups (The New People’s Army in Philippines and the Naxalites in India) also have a strong support structure and operational presence. According to the Global Terrorism Index, the Communist Party of India (Maoist) or Naxalites killed 205 people in 190 different incidents across 2018. This issue specifically delves into the Naxalite insurgency in India, which has evolved from a mass-mobilisation movement to a militant insurgency over the last few decades. The article advocates for institutional reforms to address various grievances to reduce the agency to violence. In the first article, Natasha Quek and Syed Huzaifah Bin Othman Alkaff explore the causal factors behind Tunisia contributing one of the highest numbers of FTFs in theatres of conflict in the Middle East and beyond. The authors contend that the proliferation of Tunisian FTFs and surge in jihadist-linked violence domestically in recent years, poses a threat to long term stability, and could also fuel conflict in the wider region. Tunisia’s strong history of secularism provides an advantage, as the government can rely on a robust civil society rather than adopt a purely security-based approach. However, additional policy responses are needed to curtail jihadist activities and safeguard the country’s democratic achievements. Md. Didarul Islam then assesses various definitional aspects and theoretical models of de-radicalisation programmes. The author further provides observations on the gains, limitations and local context of de-radicalisation programmes, gleaned from four country case studies, which suggest that effective de-radicalisation of individuals necessitates a holistic approach focused on three key areas: (i) re-education or ideological interventions; (ii) vocational training or financial support; (iii) and a viable reintegration environment. Isolated approaches towards de-radicalisation that discount these variables are likely to only bring short-term success and a higher likelihood of recidivism. Lastly, Naman Rawat then examines different factors and underlying causes which have sustained the Naxalite insurgency in India for over fifty years. The author argues that since the 1960s, the lack of legitimate political institutions as well as corrupt practices of the government and bureaucracy have contributed to the Naxalites’ socio-political alienation in India. Additionally, the ineffective implementation of land reform laws, which prohibit acquisition of the tribal lands by non-Adivasis, has pushed the more extreme sections of tribal and peasant people to revolt against the government. Though the insurgency has been weakened in recent years, it is far from over.

Abstract:
The January issue focuses on an overview of the terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2018. The articles discuss the regional terrorism threat and responses in Southeast Asia, South Asia, Central Asia, China and the Middle East. Thematically, the articles also analyse online extremism and the counter-ideology dimensions of terrorism and violent extremism in 2019. The lead article argues that global terrorist and extremist threat is likely to persist in 2019 as the Islamic State (IS) is going through a phase of readaptation and decentralisation. The group has established clandestine and underground structures to survive in Iraq and Syria. Its ideology is still intact and continues to be propagated in the cyber space. In the provinces, groups, networks and cells which have pledged allegiance to IS leader Abu Bakr al Baghdadi are radicalising Muslims and conducting attacks. Harnessing both the physical and virtual space, IS continues to present an enduring threat worldwide. Although the apex of IS leadership and many of the directing figures are on the run and might be eliminated in 2019, the penultimate leadership enabling the fight and supporting the infrastructure will continue to operate in the shadows as they become agile and more cunning. The IS and Al-Qaeda (AQ)-centric threats are likely to remain given the lack of an effective global counter terrorism plan and strategy, the continuation of superpower and geopolitical rivalry, and the failure to resolve the underlying causes of extremism and terrorism.

14. U.S. Complicity in the 2014 Coup in Kiev as a Violation of International Law

Abstract:
FIVE YEARS AGO, a coup d’état took place in Kiev. Following demon- strations and arson attacks, a mob seized several government institutions, including the administration building and residence of the constitutional- ly elected president of Ukraine, Viktor Yanukovich. Some members of the Ukrainian president’s security detail who were protecting his residence from illegal seizure were wounded and killed.1 Alexander Turchinov, one of the coup leaders, began serving as the president of Ukraine even though no Ukrainian presidential election had been held. The coup in Kiev led primarily to the U.S. assuming a leading role in Ukraine’s governance – something it had neither during the period of the Russian Empire nor the Soviet era. The February 2014 overthrow of the president in Kiev that took place without elections and in violation of the Ukrainian Constitution de facto divided the country into regions that recognized the new authorities in Kiev and those that opposed the coup (primarily the southern and eastern regions of Ukraine). This occurred not only because the Ukrainian presi- dent was unconstitutionally removed from power but primarily because the “installation” of the putschist government was accompanied by vio- lence, and ethnic and linguistic persecution. In March 2014, the Autonomous Republic of Crimea left the new, “post-coup” Ukraine in accordance with the provision of the UN Charter on the right of peoples to self-determination. Subsequently, following a referendum in Crimea, a treaty on Crimea’s reunification with Russia was signed. A confrontation between the new regime in Kiev* and residents of Donetsk and Lugansk Regions turned into a protracted armed conflict. The forcible replacement in Kiev of a constitutionally elected head of state (Yanukovich) with an unconstitutional leader (Turchinov) directly impacted Russia’s national interests. Russians and Ukrainians lived together within a single state, the Russian Empire, from the 17th century until 1917. During the Soviet period, the border between the Russian Soviet Federative Socialist Republic and the Ukrainian Soviet Socialist Republic did not have international legal significance. It was an administrative bor- der. After the collapse of the Soviet Union, the independent UN member states (Russia and Ukraine) that replaced them continued to maintain close economic and other ties. Their continued integration, including through joint participation in the Customs Union, objectively met the strategic interests of Ukraine and Russia. A friendly Ukraine is also important to Russia from a national securi- ty standpoint, considering NATO’s expansion toward Russia’s borders that began in the early 1990s – i.e., NATO’s absorption of all former member states of the Warsaw Pact, including Poland and even the former Soviet republics of Latvia, Lithuania and Estonia. Russia’s leadership has repeatedly stressed the inadmissibility of dragging Ukraine into NATO. Words about “fraternal” relations between the peoples of Russia and Ukraine are no exaggeration: Millions of family members (both Russians and Ukrainians) live on opposite sides of the Russian-Ukrainian border,2 and at least one-third of Ukraine’s population speaks Russian as a native language. In this context, it is not surprising that Moscow considered the U.S.- orchestrated seizure of power from the head of state in Kiev an event affecting its vital interests. Something else is remarkable: The U.S. administration said that the events in Ukraine, far away from the American mainland, “constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.”4 Westerners promulgated a very different assessment of the forced ouster of Ukrainian President Viktor Yanukovich in 2014. The U.S. called it a “people’s rev- olution” and said that the mob action organized in part by the U.S. ambas- sador in Kiev (including the killing of Berkut fighters, the state guard of the Ukrainian president) was a legitimate way of expressing the will of the “Ukrainian people.”

15. Not Our War: Iraq, Iran and Syria’s Approaches towards the PKK

Abstract:
Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.
