1. Beijing’s Aggression Behind Emerging India-Philippines Defense Relationship

Abstract:
The People’s Republic of China’s increasingly assertive stance on affirming its territorial claims in the Indo-Pacific is informing the evolution of a closer defense relationship between New Delhi and Manila. On September 25, the Philippine Coast Guard removed a floating barrier that China had installed at Huangyan Dao (黄岩岛, an island in the Scarborough Shoal) in the South China Sea (SCS) the previous day. Responding to questions about the incident, PRC Foreign Ministry spokesperson Wang Wenbin (王文斌) maintained that “China Coast Guard did what was necessary to block and drive away the Philippine vessel,” and that “Huangyan Dao has always been China’s territory. What the Philippines did looks like nothing more than self-amusement” (FMPRC, September 26; FMPRC, September 27). Earlier in September, New Delhi’s Ambassador to the Philippines Shambu Kumaran expressed solidarity with Manila by pointedly rejecting the Chinese Communist Party (CCP)’s new extended ten-dash map of its sovereignty claims in the South China Sea (SCS) and Line of Actual Control (LAC). He criticized the move from Beijing as unhelpful “cartographic expansionism” (Manila Times, September 3). These two incidents, occurring in the space of less than a month, are only the most recent in a string of aggressive acts in recent years. The reactions of both India and the Philippines are indicative of growing unity among some of China’s neighboring countries as a direct response to the security threat that China poses. In recent years, these two partners have increased the areas of engagement for security collaboration and expressed an intent to further such initiatives. The PRC lambasts the Philippines for choosing “to ignore China’s goodwill and sincerity” (MOFA, August 8), but this rhetoric only reaffirms Manila’s shifting calculus. There are limits to how close the Indo-Philippines defense relationship will get, but there is still ample room to explore various forms of cooperation short of a mutual defense treaty. The coming years will see much more of that exploration start to materialize. The PRC has several options in terms of responding to this emerging dynamic. These range from economic coercion, influence operations, and leveraging its relationship with Russia to put pressure on India. It is unclear which combination of these the PRC will ultimately pursue, though the PRC has made it abundantly clear that backing down in the South China Sea is not an option it is willing to entertain.

On May 24, 2022, President Joe Biden met Indian Prime Minister Narendra Modi on the sidelines of the Quad summit in Tokyo. According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Abstract:
The term soft power has become a catch-all-phrase for public and cultural diplomacy since Joseph Nye introduced it in 1990. India has had several historical and cultural advantages regarding its influence in foreign countries. While India and Indians enjoyed goodwill in most countries, the sudden interests in India among the policymakers, businesses, and politicians were mainly after the 1992 economic liberalization that had opened the Indian markets to foreign investments. Besides the nation-branding exercises globally, New Delhi employed soft power instruments in countries it deemed to have more significant interests, from traditional allies like Bhutan and Afghanistan to the countries in the West in the last three decades. Nevertheless, how successful has India been in exploiting its cultural linkages and using its soft power in its branding? This question becomes pertinent as, in recent years, India has often received negative press coverage in international media, and on several freedom/democratic indices, its rankings have gone down. As India celebrates 75 years of independence as Azadi ka Mahotsav (a grand celebration of independence), this paper assesses the scope of its soft power as a foreign policy instrument, points out its shortcomings, and recommends the possibilities.

Abstract:
A democracy is built on free and fair elections. India is one of the world's most populous democratic countries. In 2018, the Indian government launched a new electoral bonds scheme to fund elections. Electoral bonds influence election funding and make it easier for corporate entities to conceal political donations by concealing the bond’s buyer and beneficiary details. The new electoral bonds scheme lures companies and facilitates money laundering. The present article critically evaluates the electoral bonds scheme by analyzing the various acts and statutes. However, the Indian judiciary evaded its role as guardian of the constitution and final interpreter of the constitution by not deciding the cases pending in court. The scheme provides an unfair advantage to the ruling party. Anonymity and secrecy harm accountability in a democracy. The new election funding scheme undermines transparency and fair elections. This new election funding scheme has exacerbated the situation in Indian democracy. This new mechanism of election funding keeps voters in the dark about whether the governing party favors corporate donations.

With Pakistan engulfed by political and economic turmoil, the Tehrik-i-Taliban Pakistan (TTP)—better known as the Pakistani Taliban—is again growing as a threat. In our feature article, Abdul Sayed and Tore Hamming write: “With the Taliban’s victory in Afghanistan, the TTP has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan and is now turning its focus back to its war against the Pakistani state. Over the past two years, the group has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With a solid organizational foundation and its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ that is arguably unparalleled in its history.” Our interview is with Robin Simcox, the United Kingdom’s Commissioner for Countering Extremism. He talks about tackling violent and non-violent extremism across the ideological spectrum and the findings of the recent independent review of the United Kingdom’s “Prevent” counter-extremism pillar. Wassim Nasr recounts his journey through Idlib in late April and early May 2023 on a reporting assignment for France24. He met with senior leaders of Hayat Tahrir al-Sham, including its leader Abu Muhammad al-Julani, who told him they have definitively turned away from global jihad. In Nasr’s words: “You have a core jihadi group with core leaders saying, ‘OK, we don’t want anything to do with international jihad anymore.’ This is unique. It’s never happened before.” Colin Clarke, Mollie Saltskog, Michaela Millender, and Naureen Fink examine the recent targeting of infrastructure by America’s violent far-right. They write that “the increased focus and attacks on critical infrastructure by far-right extremists has the potential to wreak extensive, multifaceted societal disruption and damage, impacting communications, the economy, mobility, and basic human necessities.”

7. Gross National Happiness Policy Outputs in Bhutan from 1972 to 2014*

Abstract:
In 1972, Bhutan’s Fourth King declared Gross National Happiness (GNH) more important than Gross Domestic Product. But what was the nature of GNH legislation policy outputs before and after the adoption of the written 2008 Bhutanese Constitution that required that Bhutan to promote GNH as a national policy goal? This study examines from 1972 to 2014 (six years after the adoption of the Bhutan Constitution) GNH policy outputs. There were two stages related to Bhutan’s four pillars that include sustainable and equitable economic development, good governance, cultural preservation, and environmental protection. In the first stage lasting to the 1990s, Bhutanese policy outputs emphasized preserving traditional culture. In the second phase from the 1990s to 2014, Bhutanese policy outputs emphasized Buddhist modernism in which all four pillars balanced traditional Buddhist values with modern issues like health care and illiteracy.

8. Innovation and Economic Value: A Prospective Benefit-Cost Analysis of the Fab Bhutan Challenge

Abstract:
National governments and international donors fund challenge competitions to foster innovation, but there is little evidence on the economic return to such investments. This paper conducts an ex-ante benefit-cost analysis to project the economic return on the 2023 Fab Bhutan Challenge, which was part of FAB23 Bhutan (the 19th annual international Fab Lab Conference). For the Challenge benefits side of the analysis, studies covering five topics were drawn from: crop yield improvements from climate adaptation (for Challenge 1 in Sarpang), cost and time savings from improved water supply (for Challenge 2 in Pangbisa), livelihood savings from human-wildlife conflict prevention (Challenge 3 in Limbukha Chiwog), revenue generation from cultural exports (Challenge 4 in Thimphu), and economic returns from special needs education (Challenge 5 in Rinchending). For the Challenge costs side, budget data were collected and interviews with challenge participants were conducted. Conservative estimates that account for the probability of some challenge solutions ultimately being nonviable place the economic return to Bhutan between $5 and $12 per dollar invested. The paper concludes by discussing opportunities for scaling solutions from the structured innovation challenge based on the global evidence, and implications of the study for Bhutan’s economic aspirations.

9. The 21st Century Global Crisis: Laying out the Foundations for a New World Civilization

Abstract:
The article focuses on principal traits of modern culture, i.e., on what we term the foundational cultural myths of Modernity, and to examine the role these myths have played in the contemporary crisis. A set of new epistemological insights is outlined that would be needed to understand and to act upon the root causes of this crisis, such as the oneness of Reality, the diversity within the oneness of Reality, the impermanency of all phenomena and the relativity of time and space. In this context, the actual functionability of modernity’s myth is questioned (the Myth of Eternal Progress) and its concrete manifestation as a model of social development based on the perennial increase of economic growth, i.e., industrial production and consumerism, in detriment of fundamental values, which we believe are the origin of both that existential system and the current global crisis. As a substitution, a model of development, Optimizing Homeostatic Paradigm, is proposed. This implies dismantling all policies of unrestricted economic growth and the replacement of Gross Domestic Production (GDP) as the standard measure of social development and human progress. The criticism that limitation of economic growth would reduce economic activity and would foster loss of employment, therefore more poverty, is refuted. In this theoretical framework, the concepts of human freedom, development and technology are revised, and new ones are proposed. Finally, Bhutan’s Gross National Happiness (GNH) index is shown as an example of alternative model of development, and inspiration for a new kind of world civilization.

10. Honoring Diplomats Punished for Doing their Job Well

The Department of State recently set a useful precedent by honoring Archer Blood, the U.S. consul general in Dhaka during Pakistan’s brutal suppression of free elections in East Pakistan (now Bangladesh). He reported Pakistani atrocities and complained when the United States refused to denounce them. Henry Kissinger, then the National Security Advisor, viewed Pakistan as a strategic ally. He had Blood recalled to Washington, clobbered with a career-ending poor evaluation, and stuck in a dead-end job. Blood’s story is told in the award-winning book, The Blood Telegram. By celebrating Blood and naming a conference room after him, the Department corrected an injustice. It should now do the same for George Horton, another diplomat punished for telling the truth and promoting humanitarian values. The Horton and Blood cases are remarkably similar. Both men were consuls general who witnessed horrendous attacks on civilian populations. Both argued the United States should condemn these horrors, and both intervened to save lives and make the truth known. Both were punished by the Department of State for reporting the truth and challenging extant policy. Both later went public with their accounts, and both have been posthumously vindicated. The major difference is that Horton’s experience came half a century earlier and he was treated even worse.

11. A Mongoose Walked into a Narcotics Den…

The American embassy in Sri Lanka, like its counterparts worldwide, has the task of liaison and coordination with local authorities on the subject of narcotics. When I served there from 1986 to 1989, narcotics’ use was not a major problem, nor was the country an exporter or a major transit point. Nevertheless, these are relative terms, and the Sri Lankan government was worried that narcotics activity in the country was growing. Both governments were concerned about the increasing evidence that at least one of the Tamil separatist groups was funding its activities by drug smuggling from South Asia to Europe. Soon after my arrival in Colombo, a young colleague who held the narcotics portfolio (among his other duties) arranged a luncheon with four of his most important contacts in the narcotics area: police, customs, etc. We discussed various aspects of the problem and of our bilateral cooperation in the field. At one point, we discussed inspection and control mechanisms at airports and ports, and especially the virtues of specially trained sniffer dogs. The subject interested me as I had some knowledge of the subject from my days in counterterrorism. We all realized that, useful as they are, dogs have disadvantages: scarcity, cost of procurement and maintenance, difficulty of adaptation to tropical climates, and a negative cultural reaction to them among many Moslems. I cannot remember exactly who first broached the thought (although I would like to take credit), but suddenly we were discussing the possibility of replacing sniffer dogs in Sri Lanka and elsewhere in Asia with an indigenous animal, to wit, the mongoose. The more we talked, the more the idea seemed worth pursuing. The senior police officer present claimed experience with local mongooses as pets and insisted that they were clever and trainable, and notable for their ability to smell.

Riding the Afghan tiger has always been an incredibly risky venture, as history is witness, and getting off safely has almost always been impossible. There is no reason to believe that the new political dispensation in Afghanistan will not experience or exercise more violent changes in the near future. This is a tinderbox situation, and as always, Afghanistan is serving as a proxy for external neo-imperial ideologies and political maneuvers. This genealogical pattern is not unfamiliar to historians—Afghanistan served the same purpose in the nineteenth century between Britain and Russia, in the twentieth century between the USSR and the United States at the height of the Cold War, and in the twenty-first century between the so-called enlightened and liberal Western world order led by the United States and the dark forces of “jihadi” terrorism. China, India, and Pakistan are perhaps setting the board for a new iteration of this eternal “Great Game.”

13. Can the Belt and Road Initiative Succeed in Afghanistan?

At a trilateral meeting in Islamabad on May 9, the foreign ministers of China, Pakistan and Afghanistan agreed to extend the China-Pakistan Economic Corridor (CPEC) into Afghanistan and reaffirmed their support for multilateral infrastructure projects already underway, including the Central Asia-South Asia (CASA) power project and the Trans-Afghan Railways (People’s Republic of China Ministry of Foreign Affairs [FMPRC], May 9). Earlier on January 5, the Taliban regime signed an agreement with the Xinjiang Central Asia Petroleum and Gas Company (CAPEIC), a subsidiary of the state-owned China National Petroleum Company (CNPC), for the extraction of oil from the Amu Darya basin, under which China will invest $150 million annually for three years and increase it thereafter to $540 million for the contract’s 25-year duration (Kabul Now, January 5). Then on April 13, Afghanistan’s Ministry of Mines and Petroleum announced that the Chinese company Gochin had expressed interest in investing $10 billion in Afghanistan’s lithium reserves (Kabul Now, April 13). Meanwhile, China is reported to be in talks with the Taliban regime over renegotiating the terms of a 2008 contract to mine copper from the Mes Aynak reserves in Logar province (The Print, June 8, 2022). The agreements, including plans to extend CPEC—a key leg of China’s Belt and Road Initiative (BRI)—into Afghanistan, are a significant development. The deal relating to oil extraction in the Amu Darya basin is the Taliban regime’s first major foreign investment deal. However, in the past, major Chinese projects have failed to take off. Will the recent deals remain in limbo as well? China’s growing role in Afghanistan faces formidable challenges.

14. Assessing the Role of the PLA Southern Theater Command in a China-India Contingency

Soon after Xi Jinping assumed charge as the Central Military Commission (CMC) Chairman in November 2012, he set the stage for a sweeping military restructuring. On February 1, 2016, the People’s Liberation Army (PLA) moved away from the old Soviet-inspired Military Regions (MR) system to the U.S.-inspired Theater Command (TC) model. Under this new model, the seven Military Regions—Shenyang, Beijing, Jinan, Nanjing, Guangzhou, Chengdu and Lanzhou—were reorganized into five geographic TCs, each with a specific “strategic direction” (战略方向). [1] Following the force restructuring, the three TCs that concern India are the Western Theater Command (WTC) along with Tibet and Xinjiang Military Districts (TMD and XMD), the Southern Theater Command (STC) and the Central Theater Command (CTC). WTC’s 76th and 77th Group Armies (GA) under the PLA Army’s (PLAA) jurisdiction are mandated to ensure the security of China’s land boundaries with Central Asian states, India, Nepal, and Bhutan. The TMD and XMD were retained to oversee security on the Chinese border with the Indian state of Arunachal Pradesh and the Union Territory of Ladakh, respectively. In addition to the PLAA, the PLA Air Force (PLAAF), the PLA Rocket Force (PLARF) and the PLA Logistic Support Force (JLSF) are also significant services under the WTC command, while the PLA Navy (PLAN) plays a minor role at Pangong Tso in the Aksai Chin region. Elsewhere, PLAN forces under the STC’s jurisdiction are responsible for securing Chinese interests not only in the South China Sea but also possibly in the Indian Ocean Region and the Western Pacific Ocean. The CTC is mandated to protect the capital but also acts as an anchor to provide additional troops to other theaters in case of a contingency, including WTC. This is an important division of responsibilities for the Chinese armed forces after Xi’s recent military reforms. [2] However, recent developments have highlighted that the STC’s 75th Group Army could also play an important role in securing the People’s Republic of China’s (PRC) territorial integrity in Tibet, especially in the eastern sector bordering the Indian state of Arunachal Pradesh. Furthermore, the troops from the STC’s 75th Group Army could be used for rotation in the Tibetan theater, and the 75th GA’s artillery could be mobilized during a contingency with India. The four major reasons that the STC’s 75th GA could play such a role are improving connectivity between Tibet and the Southwestern Chinese province of Yunnan, minor changes to the 75th GA’s force composition, recent military exercises by STC’s 75th GA in Tibet and historical precedent.

Abstract:
This article examines the variations in the selected pro-leftist and pro-Islamist magazines’ discursive practices related to the Cold War era/politics in Pakistan. It adopts Critical Discourse Analysis as theoretical and methodololigical framework to delve into the discursive practices of the chosen periodicals. The discourses of the leftists and counterdiscourses of the Islamists highlight the ideological polarization as reflected in the in-group support and the out-group condemnation of certain viewpoints. These contrasting viewpoints coalesce around several issues and topics which were selected and used by chosen magazines to take part in the ideological conflict and challenge the rival ideologies in society. Some of the topics the selected magazines harp on are literature, culture, nationalism, Islam, socialism/communism, and democracy/capitalism. Using foregrounding and backgrounding in the topic selection of political magazines the researcher shows how nominated political magazines foregrounded and backgrounded reporting from the in-group and the out-group point of view and how they highlighted or hid reporting from the ingroup and the out-group. The study shows how these magazines used similar topics to advance their discussions in discourse and presented their ideas their standpoints during Cold War. They also utilized these topics to support and oppose certain ideas as the content of these periodicals is permeated with the ideologies which are glorified and used to renounce the alternative ideologies prevalent in discourse.

The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. With its rising power, China has been spreading its clout in almost every corner of the world. South Asia, owing to its rising significance, has caused new-found interest of China in this region. Amidst many assumptions, this paper attempts to trace out the rationale behind China‘s increasing presence in South Asia. Then, it primarily tries to analyze China‘s base of power in South Asian region and to explore its strengths and weaknesses. This study is designed to identify the factors that have attracted South Asian countries towards China. This study employs a case study method in general and ‗focused comparison‘ in particular. This method is considered highly appropriate as it brings various perspectives which are rooted in a particular context. China‘s transforming statecraft towards South Asia is the context and focused comparison comes into play while exploring the commonalities and differences associated with Chinese strategies towards South Asian countries. The study concludes that Chinese base of power in the South Asian region comes from the economic, security, and diplomatic support for the South Asian countries and China has capitalized on this opportunity to transform its resources into power.

Pakistan's naval modernization efforts and response to India's naval strategy demonstrate a commitment to regional security and stability. Indian naval strategic vision is expansionist in nature. Indian is race for hegemony and dominance in the Indian Ocean Region has direct implications on the security of Pakistan. This study will include an examination of the modernization of Pakistan's naval fleet, the development of new naval bases, and the cooperation with other countries to enhance Pakistan's naval capabilities. The article tries to explore Pakistan's naval strategy and its response to India's naval capabilities. To measure the behaviors involved in this study, two theoretical frameworks have been used. To highlight the geo-politics of Indian Ocean, Sea Power theory of Alfred Mahan has been used. To explore the essence behind the conducts of actors, broader framework of realism has been employed. The research methodology adopted for this study is qualitative in nature. Being an important state actor and due to its strategic location Pakistan’s response carry far reaching impacts on the peace and stability of the Indian Ocean Region. The article concludes with the finding that Indian frantic efforts for domination in the IOR is disturbing balance of power in the region.

Abstract:
Roads were developed by humans in ancient times. With the passage of time these structures went through development and took form of modern highways. A complex structure of road network existed in Indian sub-continent during imperialism in South Asia. When Mughals developed their Empire, they further developed that road network. These routes were used for various purposes like local as well as interstate trade, postal services, and movement of royal army. Individual travelers and caravans also moved on those roads. Valuable items were carried by travelers on these routes hence various groups of professional robbers, thieves and thugs were gradually formed who robbed and killed travelers. Mughal Emperors took various measures to address this issue. Administrative officers were given the task to make arrangements to provide security to travelers. Rest houses (Sarai) were made, check posts were created and local responsibility law was continued which required local village heads to provide security on roads which were present near their villages. A strong spying network was established which kept the emperor well informed about the happenings in the state. Culprits were either killed in encounters with Mughal troops or captured by the village vigil force or they were presented before Emperor and Judges who punished these criminals.

Abstract:
Eighteenth Amendment to Pakistan’s Constitution has made the Prime Minister of Pakistan, and hence the parliament, stronger instead of the President by abolishing Article 58(2) (b) just as the ‘Glorious Revolution’ of 1688-1689 in England made the parliament stronger by abolishing ‘Divine Rights’ of the kings and paving the way towards the constitutional monarchy by passing the ‘Bill of Rights’ in 1689. Just as the ‘Bill of Rights’ constituted a new era of democracy in England, the 18th constitutional amendment has promised the same. Furthermore, this constitutional software has removed the Concurrent List from the Constitution of 1973, thereby assigning more administrative, legislative and fiscal responsibilities to the federating units. The paper finds that by the passage of the 18th amendment, concrete constitutional measures were taken to transform a ‘centralized federation’ into a ‘participatory federation’ and now it is the constitutionally-driven responsibility of the provinces to chalk out development projects, addressing the people’s demands through enhanced fiscal discipline and well-coordinated public policies at their levels. In addition, consensus over the 7th NFC award was an historically important event in the politicoconstitutional annals of the federation of Pakistan.

This research embarked on an investigation of the factors influencing political tolerance amongst young adults, specifically in the District of Sargodha. The primary focus of this study was to identify both individual and environmental variables associated with political tolerance in this demographic. The exploration scrutinized political tolerance in Sargodha's youth through the lens of various political and socio-economic determinants, including factors such as sexuality, educational attainment, political allegiance, and political mobilization. Furthermore, the study also assessed the influence of social capital, personality traits, and exposure to social media on the political tolerance of young inhabitants in the District of Sargodha. The research employed a quantitative methodology. Data collection was executed via a survey method, with a sample size of 431 students, derived using a multi-stage sampling approach from the target population. Insights gathered from the study reveal that a significant portion of students refrained from engaging in political dialogues with peers who share similar views or from participating in public assemblies organized by their respective political affiliations. Interestingly, these students prefer to utilize social media platforms as a conduit to express their political allegiance and opinions on pertinent political issues. The students also exhibited a substantial understanding and respect for varying political beliefs and ethnic backgrounds, asserting the importance of everyone's right to hold and express their viewpoints. This recognition and appreciation of the cultural diversity of political perspectives amongst different ethnic groups were prevalent amongst the majority of youth participants. Most notably, the consensus amongst these young adults demonstrated an acceptance, appreciation, and respect for diversity, thereby fostering an environment conducive to political tolerance within their society.

Contemporary geo-political and geo-economics potentialities creates new horizons for the bilateral relations between states. These potential arrangements require security as a pre-requisite, both traditional and nontraditional domain. Pakistan Navy is dealing with these security threats from a comprehensive security approach. Through Task Force-88 and Task Force-150 as well as the Force Protection Battalion (FPB) for the security of CPEC from foreign actors, it has made enormous efforts to protect the China Pakistan Economic Corridor (CPEC) from new challenges and threats. This demonstrates that the People's Liberation Army Navy (PLAN) and the Pakistan Navy might accomplish compressive security through joint efforts. The protection and defence of sea lanes of communication (SLOCs) and the maritime-based economy are also enshrined in Pakistan's maritime doctrine. The Pakistan Navy's active engagement in Pakistan's security sector has also opened doors for the improvement of bilateral ties between various countries through the AMAN Exercises, a global collaboration of 45 nations to combat rising security threats.

Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

All colonies got independence in the twentieth century through fighting or political movements against the colonizers or got independence without any struggle. mostly in these (post-colonial) states, military is dominant where political institutions are weak. Pakistan is one of these states, where army waged war against the democracy successfully and ruled directly half of the independence period. It indirect ruled the country through installing or dissolution of civilian governments. Now, they run the state from behind through giving instructions to the civilians, legalized its power using rivalry with India (Shah, 2020). The post-World War II era has seen a significant increase in peacekeeping missions, crucial in preserving international harmony and resolving conflicts in nebulous regions and states. Some United Nations members, including Pakistan, have made contributions to assist these operations. This study's main goal is to gain insight into Pakistan's participation in and commitment to UN peacekeeping efforts. The following article uses the qualitative research methodology. This paper aims to explain Pakistan's participation in United Nations peacekeeping Operations (UNPKOs) and the successes Pakistan has achieved in these operations. One of Pakistan's top foreign policy priorities under Article 40 of Constitution of Pakistan 1973 is to maintain international stability and security. Because of this, it has actively participated in United Nations peacekeeping missions since its creation. Pakistan has been an active member of the world community by contributing to 46 missions in 28 different countries and areas. Due to their calm demeanors and outstanding competence, Pakistani peacekeepers have been widely praised for their many successful operations and for winning the support of local populations. To date, 157 Pakistanis have also died in the service for this worthy purpose.

We analyze the Russo-Japanese War, the recent Afghan War, and the ongoing war in Ukraine as conflicts where political-military specificities enabled outmatched powers to win or force a stalemate. These cases demonstrate the decisive influence of power projection, doctrine, geopolitical constraints, and readiness on conflict outcomes. Finally, the authors operationalize PTT at the grand strategic scale alongside military studies methods at the operational level to propose U.S. responses to Chinese regional revisionism.

Abstract:
In the wake of terrorist attacks carried out by radical Islamist groups such as Al Qaida, Bocco Haram and ISIS, there has been a growing tendency in the western societies to dub Muslims as illiberal and intolerant of religious minorities and Islam as a religion of terror. Muslims are presented as people oppressing cultures which they disapprove of. In this article, this negative portrayal of Muslims as intolerant, non-accommodative and discriminative is questioned in the context of Khyber Pakhtunkhwa (KP), Pakistan. The paper, firstly, surveys the liberal theories of multiculturalism and secondly, evaluates the attitudes of religious groups in KP towards religious differences by collecting 2977 questionnaires and conducting 80 personal interviews from four religious groups. The paper shows that as a Muslim majority entity, KP society is tolerant, accommodative and non-discriminative with majority of the respondents supporting state neutrality in term of religion.

During the War on Terrorism, the Taliban destroyed girls’ schools and discourage their education. At this time Malala Yousafzai, a teenage girl, stood up to them and fought for girls’ education rights. Though she went through a physical and psychological ordeal after the Taliban shot her in the head she persisted in her initiative. Soon she was much praised in the Western media and also landed a Nobel Prize for her efforts. However, in her hometown, she became somewhat controversial. By engaging the ethnographic method, we bring to light different perspectives on Malala’s initiative in the valley of Swat. This article also contributes to the study of the growingly complex social and political figure of Malala Yousafzai.

Since the turn of the century, we have seen conflicts emerge, stabilize, and deteriorate as the world has shifted towards a period of post-colonization and globalization. In the past two decades, we have seen the rise, fall, and resurgence of the Taliban in Afghanistan. We have seen the near-century-old conflict in Palestine-Israel and Jammu-Kashmir heighten with civilian lives at stake. Myanmar marched forward with a democratically elected leader yet fell victim to a military coup d’état. The COVID-19 pandemic brought a multitude of conflicts, impacting individual countries and the global world on three levels: political, economic, and social. This global health crisis brought to the forefront a new type of diplomacy: health diplomacy. The current status of these conflicts, amongst others, pushes us to question the traditional nature of diplomacy and understand what must be done to reconfigure diplomacy for the next era. This year’s issue seeks to serve as a discourse on the failures and the future of diplomacy processes. The twenty-third volume of the Journal contains seven articles on a variety of different conflicts and current diplomacy processes, serving either as case studies or recommendations. The first four articles focus on traditional diplomacy processes and the last four focus on health diplomacy. Richard M. O’Meara analyzes the cases of wars in Afghanistan and Ukraine, arguing that not only is it crucial for practitioners and scholars to understand the beginning and end of war, but that we they must also understand as well as the conduct of battle. Examining the historical and legal definition of preventative diplomacy, Sylvia Paola evaluates the contemporary approaches and non-traditional security threats to preventative diplomacy, focusing on Mexico’s strategy for preventive diplomacy during its time as a United Nations Security Council member. Alluding to the possibility of peace in the South Asian subcontinent, Claude Rakisits outlines a three-step grand plan to carve the path to a free and demilitarized Jammu and Kashmir. Utilizing a 1½ track dialogue, focusing on the rights of self-determination, Rakisits posits that the resolution of the issue of Jammu and Kashmir, as a result, lead to peace between Pakistan and India. William Maley explores why “regional solutions” to refugee crises, especially in the case of Australia, may not be the answer to solving the refugee problem because of the influence of a state’s domestic politics favoring itself over the good of the people. When these traditional modes of diplomacy fail, what comes next? As Stephen F. Sener and Matthew J. Martin explore this same question, their answer is: health diplomacy. Focusing on past efforts of health diplomacy, Sener and Martin offer solutions to contribute to global health diplomacy and expand on how this will become a lifeline for state relations. As vaccination continues to be a key driver in the discourse of health diplomacy, Ivelaw Lloyd Griffith studies the gap in vaccine diplomacy dynamics in relation to the power players and the nature of their investment in a combination of humanitarianism and geopolitics. With the diplomatic arena expanding beyond nation-states, it is key to take into consideration the influence of non-state actors such as pharmaceutical companies and multi-lateral organizations. Ilan Kelman examines the potential for health diplomacy during the COVID-19 pandemic from a disaster diplomacy perspective, analyzing its impact on peace, cooperation, and diplomacy between countries. His analysis suggests that while pandemic-related actions may complement existing peace and cooperation efforts, COVID-19 alone is unlikely to lead to new and sustainable diplomatic initiatives for a more peaceful future. As the world continues to grapple with conflicts, traditional modes of diplomacy are being challenged, and health diplomacy is emerging as a critical element in state relations. The articles presented in this volume provide insights into the complexities of various conflicts and offer recommendations for practitioners and scholars alike. It is clear that diplomacy in the next era must be reconfigured to adapt to the changing global landscape, and health diplomacy must be embraced as a vital component of state relations.

Abstract:
The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Three trends will characterise the evolving global terror threat landscape in 2022. First, the cascading implications of the return of the Taliban-al Qaeda alliance to Afghanistan on August 15, 2021. Second, the diffusion of the Islamic State threat from the Levant, notably from Iraqi-Syrian theatre. Third, the online surge of extremist and violent content especially of Islamist and Far Right entities on servers in North America and Europe mobilising and radicalizing especially youth. With lockdowns, partial lockdowns and other pandemic restrictions, the challenges facing government security forces - military, law enforcement and intelligence surged and both in resource allocation for training and mobility for operations hampered their performance and efficacy. The focus on humanitarian challenges by governments during the pandemic was ably exploited by threat groups to expand their support bases or capture territory. On the other hand, a range of ideological and material threats manifested in 2021. Some will institutionalise both in the physical and digital spaces in 2022. With radicalisation and reciprocal radicalisation of Islamists and Far Right threat groups, their networks, cells and personalities will stage attacks.

One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

Notwithstanding a night attack that killed 11 Iraqi soldiers on an army base in the Iraqi province of Diyala earlier this month, the Islamic State is at its lowest ebb in Iraq in many years, according to new data published by Michael Knights and Alex Almeida in this month’s feature article. They write that “a comprehensive analysis of attack metrics shows an insurgency that has deteriorated in both the quality of its operations and overall volume of attack activity, which has fallen to its lowest point since 2003. The Islamic State is increasingly isolated from the population, confined to remote rural backwaters controlled by Iraq’s less effective armed forces and militias, and lacks reach into urban centers.” They note that “the key analytical quandary that emerges from this picture is whether the downtrend marks the onset of an enduring decline for the group, or if the Islamic State is merely lying low while laying the groundwork for its survival as a generational insurgency.” In this month’s interview, Amy Zegart speaks to Brian Fishman and Don Rassler about her soon-to-be published book Spies, Lies, and Algorithms: The History and Future of American Intelligence. In the interview, she calls for the creation in the United States of a dedicated open-source intelligence agency because “OSINT will never get the priority or resources the nation needs without its own agency.” Amira Jadoon, Abdul Sayed, and Andrew Mines assess the threat trajectory of Islamic State Khorasan (ISK) in the wake of the Taliban takeover of Afghanistan. They assess that “given the absence of multilateral counterterrorism pressure, the Taliban’s limited capacity to govern, and a worsening humanitarian crisis in Afghanistan, ISK now finds itself perhaps in the most permissive environment yet to rebuild, rally, and expand.” Drawing on extensive fieldwork, including interviews with bandits and jihadi defectors, James Barnett, Murtala Ahmed Rufa’i, and Abdulaziz Abdulaziz examine the nexus between Nigeria’s bandits and jihadi organizations in northwestern Nigeria. They find that despite widespread fears bandits and jihadis would find common cause, there has been infrequent cooperation between them because they have conflicting approaches in their treatment of local inhabitants and because the more powerful bandits feel they have little to gain from working with the jihadis.

There has been substantial research undertaken on the performance management system (PMS) and accountability. Despite a recent increase in the literature on PMS and accountability, far less research has been carried out on the impact of the PMS in strengthening accountability in Bhutanese civil service. As a result, critical gaps exist between PMS and actual practice in strengthening the accountability of Bhutanese civil servants in the field. To fill this gap, this study set out to examine the impact of the PMS in strengthening accountability in the Bhutanese civil service. This study uses interviews and content analysis of the annual reports to answer the research questions. Results showed that agencies introduced various systems to strengthen accountability, such as accountability initiatives, performance-based accountability, and effective disciplinary regime. However, interview data indicated that the current PMS failed to strengthen accountability in the Bhutanese civil service. A possible explanation for these results may be the lack of fair and reasonable measurement tools, the priority level of accountability, and supervisor accountability. Policy recommendations for strengthening accountability and suggestions for future research are provided.

Bhutan’s coinage has been thoroughly documented related to design and mintage variability. In addition, as noted for the first time in this paper, one of Bhutan’s late 18th to early 20th century core governmental missions is reflected through changes in Bhutan’s coinage. This is based on Bhutan’s conflict with Cooch Behar including interactions with the British East India Company and the legacy and aftermath of that conflict. While 18th to early 19th century versions of the symbols on Bhutanese coins reflected Hindu and national icons of Cooch Behar, the later versions to 1910 contained Cooch Behar symbols and definitive Buddhist symbols reflecting the sovereignty and a core mission to promote a Bhutanese Buddhist state where citizens became Enlightened.

This study problematises degrowth’s goal of abandoning economic growth as a policy objective on the grounds that its advocates base their arguments on a binary growth/no-growth dichotomy and unwittingly activate the same economistic frame as the growth paradigm. To explore a remedy against this pitfall arising from the conventional view of plurality that segregates study materials into distinctive categories and prioritises one of them, Bhutan’s policy of Gross National Happiness (GNH) is taken up. The policy does not lapse into the growth/degrowth trap, refrains from rejecting economic growth of all kinds, and instead ascertains its potentially diverse connotations. GNH accordingly weighs growth-related indicators on equal terms with various others concerning social, cultural, spiritual and emotional contentment. The holistic approach of GNH helps rectify the prevailing hegemony of economic growth and thus provides a more effective pathway for attaining a postgrowth order.

Abstract:
The emergence of a modern secular educational system in Bhutan in the 1960s forced the monastic institutions in the country to adapt and change to the new social, political and educational landscape. This article explores the transformation and changes to monastic education in Bhutan during the second half of the 20th century and the early 21st century, with a particular focus on the introduction of a new monastic curriculum in the 1980s and the rise of the Shedra (Tib. bshad grwa) or monastic college as the central religious educational institution in contemporary Bhutan. The article is based on research that took place during the summers of 2018 and 2019, where the authors visited dozens of monasteries, collected various curricula, and talked to monks and officials all over the country. We argue that Bhutan is in the midst of a new transformational period in which Buddhist education and the monastic curriculum are being revitalized through a series of innovations and changes that have to do as much with a dialogue with secular education as with the impact of other factors: the influence of transnational Buddhist movements and ideas, the introduction of the commentarial curriculum from Tibetan monasteries in India, and the loss of political power after the introduction of the Bhutanese constitution in 2008, among others. The result is a monastic curriculum that asserts specific Bhutanese sectarian and national identity, and introduces a religious education that is transforming monastic life and education in ways that we are only beginning to see.

The article aims to describe the regional security challenges to India in South Asia. Since the partition of India in 1947, the country has continuously been under external threat as a form of proxy warfare and terrorism. For this purpose, the article highlighted the core hotspots where India has major border issues with China in the Himalayan terrain. India has been facing a bigger security challenge from China and Pakistan in the South Asia region. This article analyses the defence ties between India and France in the context of security. India's neorealist approaches expand its strategic partnership in global politics. Therefore, India has been getting strategic support from the French side whenever India seeks support in a critical situation. The article uses the methods of case study and discourse analysis to answer the question and find out the study's relevance. As a result of severe security threats, India had to negotiate the purchase of defence equipment from France. India had to buy Rafael fighter jet, submarine and other heavy military weapons. Indo-French relations are stronger than in the past and will develop as friendly relations in the future.

On June 10, the Foreign Office in Islamabad received a diplomatic communication from the Pakistani ambassador in Beijing (The News, June 13). China assured Prime Minister (PM) Shehbaz Sharif, who replaced former PM Imran Khan in April, that it is eager to work with the present government (PRC Foreign Ministry [FMPRC], June 17). China also confirmed the rollover of a $2.3 billion loan to Pakistan at a reduced rate, which is a great help to the cash-strapped nation (The Express Tribune, June 22). Furthermore, China agreed to extend additional financial assistance between $2.5 to $2.8 billion, and pledged to support Pakistan’s fragile economy through the multi-billion China-Pakistan Economic Corridor (CPEC) (Business Standard, June 29). Chinese leadership also urged the present government to reinvigorate CPEC projects, which were neglected under Imran Khan’s government (The News, June 13; Business Recorder, June 15). However, PM Sharif’s government has inherited a plethora of problems and issues plaguing progress and causing delays in the execution of projects that fall under the umbrella of CPEC.

As a result, Sri Lanka has been forced to suspend repayment of $51 billion worth of debt owed to China, Japan and other foreign creditors (The Hindu, April 12; The Island, April 13). The country has also been unable to pay for imports of essential commodities, and has experienced serious shortages of food, fuel and medicine (The Island, January 15). The economic crisis has in turn triggered a political crisis. Public anger has boiled over onto the streets. Angry protesters have been calling for the resignation of President Gotabaya Rajapaksa and his brother, Prime Minister Mahinda Rajapaksa (Colombo Telegraph, April 7). The Rajapaksa family has dominated Sri Lankan politics for decades and several members of the family are in positions of power as ministers, legislators or heads of corporations and departments. Sri Lankans want the entire clan out. Some of them, including Mahinda, resigned under public pressure in recent months (Island, April 17). Although Gotabaya remains president and under the country’s executive presidential system, continues to wield enormous power, it is evident that the influence of the Rajapaksas has declined. The unfolding crises in Sri Lanka have implications beyond the island. China is among Sri Lanka’s largest bilateral lenders and has played a big role in the island’s infrastructure development. Sri Lanka is a part of China’s Belt and Road Initiative (BRI). Despite China’s pledges that BRI would boost Sri Lanka’s economic and social development by transforming it into “the hub of the Indian Ocean”, Chinese loans are widely believed to have pushed the country into a ‘debt trap’ (Embassy of the People’s Republic of China in Sri Lanka, June 16, 2017). How have the crises impacted China’s image in Sri Lanka and will the decline of the Rajapaksas, widely regarded as ‘pro-China,’ impact Sino-Sri Lankan relations? Finally, will the Sri Lankan crises affect the fate of BRI?

China and Pakistan have formally launched Phase II of the China Pakistan Economic Corridor (CPEC), a flagship venture in China’s ambitious Belt and Road Initiative (BRI). During Pakistani Prime Minister Imran Khan’s visit to Beijing on February 3-6 for the Winter Olympics, the two sides signed a Framework Agreement on Industrial Cooperation to kick off the second phase of CPEC, which will focus on the development and industrialization of special economic zones (SEZs) (Pakistan Today, February 4). The joint statement issued at the end of Khan’s visit noted that “the two sides signed or concluded a number of agreements / MoUs, covering bilateral cooperation in areas of economic and technical, industry, investment, infrastructure, space, vaccine, digitalization, standardization, disaster management, culture, sports, and vocational education” (for the full text of the China-Pakistan joint statement see People’s Republic of China, Ministry of Foreign Affairs, February 6). According to Pakistan’s Special Assistant to the Prime Minister (SAPM) on CPEC Affairs Khalid Mansoor, CPEC’s second phase will attract multi-billion dollar investments to Pakistan. Representatives of around 500 Chinese companies met with Khan in Beijing, and per the Prime Minister’s remarks to Pakistani media following the visit, expressed interest in investing in industry, agriculture, information technology, infrastructure, housing and construction, mining and oil refining (Business Recorder, February 8). The big question, however, is whether this ostensible interest from Chinese businesses will translate into hard cash commitments. China is concerned over the deteriorating security situation in Pakistan. In the run-up to Khan’s visit, Pakistani militants carried out several major attacks in the country. On January 17, the Tehreek-e-Taliban (TTP), also known as Pakistani Taliban, opened fire on a security checkpoint in Islamabad (Dawn, January 19). A few days later, the newly formed Baluch Nationalist Army (BNA) carried out a bomb attack in a busy market in Lahore (Express Tribune, January 20). Hours before Khan left for China, Baluch militants struck again, this time attacking security forces’ camps in Panjgur and Naushki in Baluchistan province in southwestern Pakistan (Dawn, February 2). Then on February 5, the TTP killed five Frontier Corps personnel at a security checkpoint in Pakistan’s Khyber Pakhtunkhwa province (Dawn, February 7). Last year, Pakistan suffered 207 terrorist attacks, a 42% increase over 2020, according to a study by the Pakistan Institute of Peace Studies, an independent think-tank based in Islamabad. Fatalities from terror attacks increased by 51% over the previous year. [1] Worryingly for Beijing, Pakistani militant groups have increasingly threatened Chinese nationals. Four of the attacks in 2021 targeted Chinese nationals and at least 17 Chinese workers were killed in these attacks. As China and Pakistan move into Phase II of CPEC, the safety of Chinese projects and personnel in Pakistan will be a key concern.

Abstract:
In early January, several hours of heavy rain exposed poor infrastructure and exaggerated claims of massive development in Gwadar. The largely deserted port city sits on the Iranian border in Pakistan’s southwestern Balochistan province, which is wracked by poverty, militancy, and violence. Despite its challenging location, Gwadar has long been touted as the crown jewel of the much heralded China-Pakistan Economic Corridor (CPEC), the $62 billion megaproject connecting western China with the Arabian sea (China Brief, January 17, 2020). On January 4, heavy rains disrupted routine activities, forcing schools, restaurants, and shops to shut down. The town’s main streets and roads, as well as its tiny airport, were flooded (Twitter/KiyyaBaloch, January 4). Cars floated down roads and people used small wooden dhows to navigate flooded streets. Local reports claimed that in the remote southern parts of Gwadar, thousands of people fled their homes (Dawn, January 5). In the city center, which is about three miles from the seaport where the China Overseas Port Holding Company (COPHC) is building a $250 million coastal port, officials from the Pakistan Disaster Management Authority (PDMA) said floodwaters had reached heights of four to six feet (ARY News, January 4; Balochistan Times, January 4). As Gwadar has fallen on hard times, residents have blamed Beijing and Islamabad for ignoring them in their CPEC megaproject plans. The governments of both China and Pakistan claim that they are modernizing Gwadar by building a well-equipped hospital, parks, technical colleges, modern roads, an industrial park, and a seaport. For years, Chinese and Pakistani officials have claimed that this coastal backwater would soon compete with Dubai, Singapore, and Shenzhen to attract huge foreign investment. However, the currently poor state of Gwadar’s infrastructure underscores that this narrative remains illusory. The rain and flooding have wreaked havoc in Gwadar as it grapples with huge protests demanding better civic facilities and an end to economic injustices. Some have called the recent protests a struggle for civil rights, while others have labeled the movement — the “Baloch Spring” (Dawn, January 2). In December, the protests, which lasted for more than a month, became a heated topic of discussion on Pakistani social media. However, the protests attracted only modest international media attention, and were officially called off on December 16. While it is too early to determine the full impact of the protests, Pakistan Prime Minister Imran Khan and the Chief Minister of Balochistan province have formed a committee to address protesters’ concerns.

Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

So, through the crisis management technique possible armed collision is controlled. The primary purpose of the study is to analyze the American mediation in the India-Pakistan crises. The nature of the study is qualitative because qualitative research supports explaining comprehensively and helps interpretive objectives to understand the role of America in the India-Pakistan crises. The case study method is applied for the present study and the selected era is from 2001 to 2019. Being a review study descriptive, exploratory and historical approaches are applied to discover the answers of the research questions. This research would offer a guiding structure for studying third-party mediation in the management of the crisis. Consequently, an analysis of this research will support to discover several potential finding of the American involvement in crisis management to keep strategic stability and peace in the South Asian region. But, there is no assurance that the findings and conclusions of this crisis management case study are applied to other contexts or crises.

This paper discusses the use of social media by the ruling party BJP and its opposition, especially Congress, during the pandemic in India. The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

Money laundering is not the issue of today, as it is coming from the early days in many ways and the evil to society as it effects not only those peoples which are related to this evil as well as it also hits the noble peoples of the society by not paying the legal levies that increases the prices of products in the market. Research is carried out to check the impact of money laundering on the economy of Pakistan in an econometric way along with the other control variables (inflation, unemployment, remittances, number of crimes, total investment, and corruption). Money laundering is measured with informal economy and economic growth is measured with GDP. Annual data from 2000 to 2019 is employed for the purpose of analysis and suitable statistical tools are applied to derive the results. Through these test short run and long run effects are derived also. For analysis of the data, secondary data of two recent decades are used which is collected from the different sources i.e. economic surveys, published papers, and World Bank database etc. At the end it is concluded that money laundering has negative effect on the economy of Pakistan along with other variables.

Abstract:
This research aims to investigate harassment faced by women at workplaces. The research methodology used for this study is qualitative, and semi-structured interviews have been conducted to collect primary data. A population size of onehundred working women at public and private institutions of Lahore has been taken. Twenty working women were interviewed and themes and sub-themes were derived from the collected data. The results revealed that harassment commonly occurs in workplaces. It includes abuse, non-consensual physical contact, threats, homophobic comments, ogling, and attempts at seduction, gender-based harassment, sexual coercion, and sexual imposition. It not only impacts the psychological condition of working women but also impacts their productivity. Those women who are the only breadwinners of their families are unwilling to take any action against the culprits so as not to lose their jobs; as a result, perpetrators exploit them. Most respondents contacted were aware of women's rights, but not familiar with the Protection against Harassment of Women at Workplace Act, 2010. The study identified several issues related to harassment and recommended significant initiatives to train women against harassment.

“Nation-building or State-building” has been a 20th century highly complex and controversial concept which taking again center-stage in the post-Cold War era. The idea has generated much heated debate in the world as well as in the academic circles. The notion is a process of constructing or structuring a unification of the people within the state through the state power which can be politically and economically stable and viable in the long run. In the past „nation-building‟ or „state-building‟ approach emphasizes on cultural identity for the newly established „nation-states‟ which lead to self-determination. However, in the contemporary modern world, it is process whereby a diverse society with different languages, cultures and religions come together within the boundaries of a sovereign state with a unified constitutional and legal dispensation. In this regard, Pakistan is multi-ethnic, multi-cultural and multi-religious state where people have less amount of commonality of interests, goals and preferences. It is extremely unlikely that different linguistic communities will agree on the definition of „nation‟. Its complexity and fragility is the product of deep rooted political and economic factors which are the main threats to its domestic security and stability. It is also fact that religion and external threats are no more viable reason for the state and regime survival. So, the guardians of the state remain failed to succeed in „nationbuilding‟ process which is still the biggest challenge to the country‟s solidarity. Modern scholars have views that nation-building cannot complete without economic development, modernization and democratization. Thus, the state is the political regime that operates within an existing nation or nations. It is the role of the state to bring together disparate national communities into a stable political regime. Nonetheless, the model of democratization, expansion of federal structure, economic growth and stable political institutions recognize as the formula of success and this is the only way of nation-building or national integration.

This research paper critically analyses Pakistan‟s crucial and costly relationship with the United States of America, during the three eras of bipolar, unipolar and emerging multi-polar world order. It also contemplates that a new and balanced relationship, anchored in shared bilateral economic, political and security interests built simultaneously with the status quo, emerging and resurgent great powers is more beneficial and less risky for Pakistan in future than band wagoning with a single great power or offering its total security commitment against any other great power. Total alignment with a great power not only earns the threat of other great powers but also makes Pakistan more vulnerable against economic coercion in an interdependent global economy. The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

Gwadar port is likely to unlock potential of connectivity with regional trade partners in West Asia-Central Asia and South Asia. This project is a win-win situation for China and Pakistan. China‟s investment in Gwadar port will improve Pakistan‟s economy, uplift Baluchistan‟s living standards by offering attractive opportunity to potential investors in Gwadar‟s free zone. China‟s investment in Gwadar is promising to bring real change in Gwadar and Pakistan in particular. Due to massive propaganda against Gwadar, desired results have not been achieved yet. This paper is based on primary as well as secondary data. Primary data has been collected from Planning Commission of Pakistan on the condition of anonymity. The main argument of the paper is that the narrative of debt trap diplomacy is false. Connectivity of Gwadar with regional countries will be a game changer in the region.

Abstract:
The real autonomy would not be possible if people were not capable to express their thoughts, compose their opinions, or linked with those who might discuss their feelings and thoughts. It is also an essential right in a free society to be liberally allowed to participate in the welfare of society. The equilibrium should be maintained by imposing realistic restrictions which may be levied under the law when the right to Freedom of Speech comes in clash with rights of other individuals which can help the democratic state to preserve the basic right of Freedom of Speech at an admissible level. The basic purpose of this article is to explore the scope and extent of “protection of national security” an exception of Freedom of Speech in the light of national and international instruments.

Abstract:
China and Pakistan have enjoyed a close and mutually beneficial relationship during the last seven decades. Both the nations‘ leadership pronounced the bilateral relationship between China and Pakistan as the ―All-Weather Strategic Cooperative Partnership‖ and ―Iron Brother.‖ The strategic partnership between China and Pakistan has a significant impact on the Asian strategic environment in particular and global politics. The Indian strategic enclave regards China-Pakistan‘s multifaceted relationship as a substantial obstacle for India‘s rise as a Great Power within the regional context. The study‘s primary objective is to critically examine impact on Asia‘s main actors such as India and Russia. So that one can profess about the dynamics of this relationship and implications of China and Pakistan‘s geo-strategic relations on the rising economies. A qualitative study with qualitative interviews and thematic analysis was applied to conduct this study. The analysis reveals that South Asian RSC has no change in the patterns of amity and enmity. The region continues to be conflictive, where their enduring rivalry and continued distrust shape enmity patterns between Pakistan and India. On the contrary, Pakistan and China‘s amity patterns can be seen growing in the longstanding strategic relationship and deep-rooted cooperation. The investigation discovers that on a bilateral level, several new factors in the post-9/11 era have molded Pakistan-China Strategic relations, which have intricate linkages with the regional and global security complexion.

Abstract:
The political system of Pakistan rests on the principle of federation: powers of decisionmaking are constitutionally divided between parliament and the provincial governments. The constitution of the Islamic Republic of Pakistan 1973 emphasizes party-based democracy. It demands the practice of democracy within the political parties to promote democratic norms in political culture and to create a conducive political environment to strengthen the federal system in Pakistan. The second important principle of federation is unity in diversity. A political party in a federation is considered as a bridge between the federal government and its federating units having its roots in the general masses across the federating units. It helps the federating units to have a forum to identify, express, and articulate their interests. But the element of hereditary succession and the presence of affinity networks within political parties is weakening the democratic spirit of the federal Constitution of Pakistan. In major political parties, the only merit to elevate to the highest rank in the party is to be the next heir or to be the close relative of the party leader. The culture of hereditary leadership promotes the norms of kinship politics and nepotism where political decisions are made to protect the vested interests of kinship groups at the cost of the more extensive interests of the federation. This paper is based on three sections; the first section deals with the phenomena of hereditary politics in general; the second section deals with the importance of political parties in a federal system and; the third section of the study deals with hereditary succession and affinity networks in political parties in Pakistan and their impact on the federal system. The study used the desk research method to analyze the data under the qualitative approach. Primary and secondary sources are used to collect the data, however, primary data is collected from various internet sources like official websites of FAFEN, ECP, and Dunya news, etc.

When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. For this purpose in-depth study of all three documents occurred along with different articles, news, research reports and books.

Pakistan has been in pursuit for stable democratic system since its creation. The patronclient relationship is shaping and defining the general politics and the biraderi politics of Pakistan. These links also legitimize the politically dynamic biraderies‘ clench on means and resources as well as the transfer of these resources as a bequest to coming generations of biraderies. The process of democratization is directly correlated and undermined due to biraderism that makes its pace very sluggish and inactive. It has been considered irresistible for non-democratic forces. It is generally argued the prehistoric group identities like family, kinship and caste, or biraderi membership, played a more important role in determining voting behaviour than the individual‘s political rational preferences. This phenomenon is overwhelmingly rule in the life of an individual in a society which is still in the transitional phase of democracy. The settlement policies of social engineering of the British had worked very well in the central region Punjab specifically. This is a theoretical and analytical study that presents a conceptual framework between biraderism and democratization process. The process of democratization is a dependent variable and the dynamics of biraderism work as an independent variable.

The blue economy is the development of sustainable economic growth preserving the marine ecosystem. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

Abstract:
The treatment, image, and issues related to CPEC become significant when this venture is considered a game-changer for the Pakistani economy. This study analyzes the CPEC coverage in Pakistan's highly circulated English newspaper, Daily Dawn, and The News. The quantitative content analysis technique is employed for this study from April 2015 to December 2019. This study aims to explore how news contents of selected newspapers portray the image of CPEC and the treatment of selected newspapers toward this project. The theoretical foundation of this study work under the Grunig models of Public Relations. The findings of this study reveal that both newspapers portray a positive image of CPEC. The primary focus of the news content of selected newspapers is information regarding the economic and political aspects of this project, while inadequate significance is given to strategic, social, and legal aspects. Moreover, from Grunig’s models' perspective, major public relations practices worked under the public information and press agent model.

Abstract:
It is an internationally recognized principle that the prerogative to speak freely is a preliminary human right of the utmost importance. It is a fundamental democratic principle which plays a key role in strengthening other human rights. Concurrently, it is widely accepted that this right is not absolute and the legislature may impose restrictions on it, according to law, for the welfare of the people. The unbridled license may not be given to any person for publishing defamatory material, either libel or slander, which defames the dignity and reputation of others on the plea of the prerogative to speak freely. The prerogative to speak freely must be proportionated against other fundamental rights and constitutional principles. The basic purpose of this article is to explore the “defamatory statement” which harms the reputation of others in the light of UDHR, ICCPR and the Constitution of Pakistan, particularly in the recent political landscape.

The longstanding question over whether or not terrorism is a unique form of violence that demands its own unique set of responses is one of the most outstanding theoretical and conceptual problems in the terrorism discourse. The contentious debate has generated and actively sustained a number of competing theories and convictions. Amidst all this, the already convoluted concept of terrorism has become all the more peculiar. The attempts to undermine the uniqueness of terrorism, in particular, pose a serious challenge to the chances of terrorism ever becoming an independent field of academic research. Abstract:
Studies in different socio-cultural contexts have found that women academics face structural and cultural obstacles and barriers. Less is known about the lived experiences of women academics in the context of Azad Jammu and Kashmir. This study explores the lived experiences of women academicians in coeducation higher education institutions (HEIs) / universites of Azad Jammu and Kashmir (AJK), Pakistan. The main objective of the study was to know the working relationships and interactions between women academicians with their men colleagues and students. We also attempted to unpack how women academicians manage their families and academic responsibilities. The data for the study come from sixteen in-depth interviews with women academicians in two public sector coeducation universities/ HEIs of AJK. The respondents were selected with the help of purposive sampling technique. We processed and analyzed the collected data inline with the qualitative data analysis technique. We enagegd Walby‟s (1990) concept of pubic and private patriarchy. Our study findings/results unpacked the explicit and implicit disparities and discrimination faced by women academicians in the prevailing patriarchal structure of higher education institutions of AJK. The findings advance and further the existing debate on the lived experiences of women academicians in HEIs with new insights from the specific context of AJK.

Pakistan is a galaxy of religions and a land having rich cultural diversity. Such attributes have fascinated the research scholars, political scientists, and sociologists for studying the elements that, despite of indifferences, have connected the people. Pakistan was a political demanded of a visible Muslim minority of Sub-Continent to have a piece of land where the deprived and oppressed community (Muslim) can enjoy the liberty and freedom of their culture, tradition, and religious rituals. However, when the Pakistan Movement was on its full spring, other small minorities have also joined hands. Furthermore, Quaid’s vision for a democratic, tolerant, and inclusive society convinced the other minorities and ethnic groups for opting to live in Pakistan. The constitutional and political history of Pakistan reflects the efforts and energies invested by the decision makers to strengthen the national unity and cohesive bond. The research topic ‘National Unity and Cohesion in Pakistan: A Critical Assessment of Constitution 1973’ is an attempt to identify the constitutional provisions for ensuring national unity and cohesion. The qualitative method has been deployed in which the researcher studied the material already produced on the same topic and conducted interviews. The primary objective of this endeavour was to assess the constitutional commitments and the political will to ensure implementation. Additionally, the factors that have affected the implementation and disturbed the social fabric of Pakistan contributing to increase marginalization of weak segments of society and excluding some specific groups from the mainstream.

The US withdrawal from Central Asia, Russia-Ukraine conflict and diverted great-powers’ competition from the region necessitate and drive the Central Asian region to revive historical links and open up in southern direction. The circumstances also induce Russia to open up trade routes to South via Central Asia. Central Asia with prudent regional approach may move from a “shatter belt” status (a region torn by internal strife and external intervention) to strengthened regionalism in the absence of direct great powers’ competition. The changed geo-political and geo-economic situation presents new opportunities to Central Asia, Afghanistan and South Asia for developing the Central-South Asia economic corridor, though accompanied with challenges within Afghanistan. Language is one of the most complex abilities, especially teaching in a formal learning environment and demography may help to comprehend social and economic issues and find viable answers. It engages in market research, labor market analysis, insurance forecasting, economic development, and social planning. People in South Asian countries work for private and public institutions at local, regional, national, and international levels. This research deals with the language learning of child acquisition and its influence on demographic elements, and the most crucial element in this discussion is the various implications on South Asia countries and the results of a research study conducted among private and government students (N=500) who are studying in different Muslim and nonMuslims schools of Lahore, Pakistan. This study investigates the effect of demographic factors on children's language acquisition at the middle level all over Asian countries. The researchers developed a questionnaire that contained 40 items, 37 are close-ended and 3 are open-ended. Quantitative and descriptive statistics with SPSS software are employed to investigate the effect of all demographic factors on the language learning process of children. The results indicate the pertinent findings against each major construct/theme such as age, gender, parents' (income, status, education, background, and occupation), social and economic context, rural and urban society, and cultural influence. It also shows that each factor has a deep influence on language acquisition among middle-level students, and Asian countries are affected a lot. This study investigates the short- and long-term effects of demographic variables on the language acquisition of South Asian children.

Abstract:
On September 11, 2001, the World Trade Center collapsed and the Pentagon was attacked, triggering a sustained anti-terrorism campaign around the world. A number of cases have been reported where the war on terror has adversely affected the sovereignty of the state. The war on terror has been particularly devastating to Pakistan, one of the frontline states in this conflict. This war has compromised Pakistan's sovereignty a number of times. Specifically, this paper focuses on drone strikes by US forces in Pakistan's tribal areas, including attacks on Salallah checkpoints and the killing of Osama in Abbottabad without obtaining permission or sharing information from Pakistan. There is still a lack of trust between the United States and Pakistan, so it was the Pakistani government's responsibility to protect its regional interests before entering this war and deciding the scope of Allied Forces authority. The paper concludes that the US-led forces have undermined Pakistan's sovereignty. The document notes that intelligence cooperation, allies' trust, and the respect for national sovereignty of states are very important factors for the advancement of the antiterrorism effort.

Pakistan has oscillated between weak civilian rules and military regimes throughout its history. Military co-option with the judiciary, alongside few exceptions commenced an era of dissolutions in 1988. This led to develop an institutional imbalance which undermined the representative institutions by upholding the presidential orders to dismiss federal and provincial assemblies in Pakistan. The judiciary in Pakistan largely remained a reactionary institution as it endeavored for the self-preservation rather than upholding the constitutionalism and enforcing the rule of law. Judiciary‟s political assertiveness during the decade of 1990s by addressing the political questions led to decline of its impartial character. This research expounds that judiciary‟s informal support for military increased the federal challenges of Pakistan and enhanced the authoritarian features of the state. This paper also explicates that by validating the dismissals of the representative institutions and authorizing the military regimes to amend the constitution, Judiciary compromised its judicial independence, which is one of the salient features of Constitution of 1973. Keeping in view the nature of case study and employing qualitative approach of research, this paper largely addresses the key question that how judicial Independence is relevant to the issues of federalism and democracy in Pakistan.

Abstract:
This paper seeks to understand if the political, legal and ethical imperatives of a humanitarian war justified Indian military intervention in East Pakistan. It examines the asymmetric, dynamic national power equations that shaped the Bangladesh Liberation War and the genocide that preceded the conflict. At the height of the Cold War between the United States and the Soviet Union, this conflict was a key flashpoint in South Asia. This research was undertaken through a qualitative literature review with the help of declassified archival documents and media from numerous national archives and government databases across the world. Aided by emerging insights, perspectives and research, this paper seeks to evolve, extend and expand our existing understanding of events as they unfolded within the overall matrix of this conflict. The results show that India’s ability to align its foreign policy and media narratives to its military objectives while adroitly managing big power rivalry holds lessons for how smaller states might compel strategic concessions from big powers and global institutions. This requires them to navigate both the asymmetry of national power and the asymmetry of attention during a conflict to secure their interests. In conclusion, recent times have seen an increasing trend for major global powers and alliances to declare war in the name of humanitarianism. The political and ethical imperatives of a humanitarian war in 1971 dovetailed seamlessly with larger Indian strategic goals and was one of the catalysts for the eventual unanimous adoption in 2005 of the global political commitment known as Responsibility to Protect (R2P) in the United Nations.

Terrorism has changed the national and international security milieu over the last few years; however, there have been metamorphoses in the phenomenon of defining security in light of new threats of terrorism. This research critically evaluates the anti-terrorism legal regime of Pakistan along with its structural flaws. While vigorous efforts to defeat terrorism have taken place in Pakistan, much needs to be done to achieve de-radicalisation along with identifying and addressing areas of vulnerability. This research moves in three directions: firstly, it looks into the background of extremism in terms of ethnic and sectarian conflicts that led Pakistan to embark on the journey to combat terrorism; secondly, it evaluates how these laws aimed exclusively at countering terrorism have not been as effective as hoped; and thirdly, it offers an in-depth analysis of flaws in the judicial system and analysis of capacity gaps in relation to prosecution of terrorist offences in Pakistan. Lastly, this research makes recommendations for eliminating the causes of institutional and legal inefficiencies that feed and nurture terrorism in Pakistan. The qualitative method is used in this research, which holds that Pakistan needs to make effective structural changes to implement counterterrorism strategies constructively, such as, capacity-building of judiciary and law enforcement agencies, acceptance of innovation in investigation methods, amendments in procedural laws and comprehensive, unambiguous and detailed legislation. Amendments to existing anti-terrorism laws need to be adapted to the changing security trends in the region. In order to combat the high rate of acquittal under these laws, a strong and focused approach is required.

Abstract:
Entrepreneurship is one of the growing trends, and studies are focusing on it generally. However, this study is mainly focused on women’s entrepreneurship. This study intends to measure the impact of work-family interference, socio-cultural support, access to finance entrepreneurial skills, and legal constraints on women’s entrepreneurial involvement through the mediation of self-leadership in the hospitality and tourism sector. This study has chosen a quantitative approach, collecting data through surveys. The snowball sampling method was used for data collection from women of Pakistan, and data was analyzed through the PLS-SEM method. The result of the present study affirms that work-family interference, social and cultural support, and entrepreneurial skills are significantly associated with women’s entrepreneurial involvement other than access to finance and legal constraints. Moreover, self-leadership significantly mediates between (work-family interference, socio-cultural support, and access to finance) and women’s entrepreneurial involvement except for entrepreneurial skills and legal constraints. The present study’s findings affirm that formal or informal institutions influence women’s entrepreneurial involvement. This study may help women entrepreneurs understand the factors and policymakers to make policies for women entrepreneurs in the hospitality sector.

Abstract:
The ‘soft power’ can be brought forward and achieved for any developing country through softer means. Advertising (both direct and indirect approach) is a powerful tool for disseminating information to various stakeholders concerning the MSME sector. To introspect the potentiality of India’s MSME’s emerging power, the researchers attempted to answer the different components that shaped Indian industrialization over the years and also analyzed the direct and indirect audio-visual advertisements created on MSMEs to encourage entrepreneurial activities throughout the nation. The observation indicates that direct and indirect advertisements that promote and encourage the growth of entrepreneurship have their advantages and disadvantages; however, direct advertisements are proven to be preferred over indirect advertisements, while the reason behind it can be the dilution of concept or the prominence of commercialization.

Abstract:
The empirical assessment of happiness or life satisfaction is emerging as a key research area across the world. Studies in this area, however, are pursued mostly by determining generalized Quality of Life (QoL) and fails to reflect contextual and place-based QoL. This study aims to fill this gap by examining how placed-based attributes could determine QoL by taking the case of Thimphu, the capital city of Bhutan. Subsuming the attributes of Gross National Happiness (GNH) the study determines QoL of Thimphu for the first time. The study applies empirical QoL model and employs both qualitative and quantitative approach, and it also considers wide range of literature reviews. The findings reveal that both GNH and most QoL cases are multidimensional in approach and bears high correlation between the attributes. There is inherent commonness and similar patterns between the two. Converging the findings from recent GNH survey 2015 and this QoL assessment, the analysis demonstrated that there is correlation close to R2 = 0.91 and the line of best fit at y=01236x+1.7333. The significance of the findings confirm that the QoL mechanism would be efficient, effective and realistic if it is place-based and contextual in approach, but not undermining dynamism in change around. The findings of the QoL assessment also recommends set of significant propositions to address the dispossession of QoL. The policy review, program alignment and innovative infrastructural integration in education, psychology and community vitality domains of QoL are underscored as main recommendations from the study.

Abstract:
The main purpose of this study was to investigate the determinants of the growth of Cottage and Small Industry (CSI) under Thimphu Thromde. We adopted a cross-sectional study design where samples were drawn using proportionate stratified random sampling technique. The analysis is based on the 102 CSI owners who responded to the online survey. Descriptive analysis shows that CSI sector in Thimphu Thromde is growing both in terms of employment generation and capital accumulation. Furthermore, multiple linear regression (MLR) test indicates that management know-how, technology, support CSIs get, and marital status are statistically significant with capital growth while access to finance, government rules and regulations and firm age were statistically significant with employment growth.

Abstract:
Self-censorship in journalism is a global phenomenon. Against the rapidly changing media landscape, experts have posed selfcensorship as a severe threat to the future of journalism. Bhutan is no exception. There are no empirical studies conducted in the country on self-censorship in Bhutanese media. Therefore, the paper attempts to examine the perceptions and practices of self-censorship and its characteristics in the media society, especially after the country transitioned to a constitutional democratic monarchy. It also tries to understand the situation for policy interventions to empower the media in fostering a healthy democratic society. For the study, the paper views self-censorship as the act of journalists limiting or ignoring a story or parts of a story for various reasons and not limited to external threats or the fear of negative repercussions. Sixty-one journalists, including freelancers, were interviewed online during the study. Based on their accounts, there is a common consensus that selfcensorship is an issue in Bhutan. But it is not a result of an oppressive media environment as journalists generally enjoy professional freedom in covering various topics. Instead, it is exercised more like a coping mechanism to professional demands and consequences such as protecting sources and avoiding prosecutions. Moreover, journalists also self-censor as an ethically guided judgement. At the same time, the results suggest that agencies concerned could reduce the instances of self-censorship in the Bhutanese media fraternity through specific interventions.

87. Push, Pull and Falling out: Determinant Factors of Drop-out in Technical Training Institutes in Bhutan

Abstract:
This study determined the determinant pull, push and falling out factors that influenced students to drop out of Technical Training Institutes (TTIs). Institute was the agent for the push factor, while students themselves were agents for the pull factor. For the falling out factor, neither institute nor student was an agent, but the situations which are not in control of both. The study also further explored the dominant and the least prevalent factors that led the student to drop out from TTIs. The closed-ended dichotomous survey questionnaire was used for collecting data from drop-outs. Collected data were analyzed using the SPSS software package. The findings supported that pullout factors related to family played a prominent role in the complex sequence of events that factored into students’ decision to drop out. In contrast, falling out that encapsulated more of peer-related factors remained the most negligible prevalent factor. The result also pointed out that the accumulation of more than three individual factors caused students to drop out of TTIs. Furthermore, it was also evident from the outcome that poverty, lack of education and low social status of parents increased odds for a student to drop out.

China is India’s largest source of imports, nearly 15 percent of which are sourced from China. Many of India’s major imports—electrical machinery, electronic and semiconductor devices, fertilizers, antibiotics, iron and steel products, and vehicular parts—are extensively sourced from China. The outbreak of the COVID-19 pandemic highlighted the critical dependence of India’s pharmaceutical industry on China for active pharmaceutical ingredients (APIs). The dependence on China for both intermediate and finished products, has encouraged India to incentivize greater production at home through production-linked-incentives (PLIs) and to work with Japan and Australia on reorganizing regional supply chains. The paper examines the repositioning of supply chains in the strategic industry of pharmaceuticals. Efforts to reduce dependence on China assume great importance in this regard as India strives to become the leading supplier of affordable vaccines for tackling COVID-19.) The decade of the 2020’s has begun with India embarking on the dedicated mission of reducing import dependence and increasing self-reliance. The COVID-19 pandemic has starkly exposed the frailties of supply chains relying heavily on China. For India, which relies extensively on China for several critical imports, no sector is more vulnerable to disruptions from over-dependence than its pharmaceuticals. India’s reputation as the “pharmacy of the world” drawn from its great proficiency in making affordable pharmaceutical formulations and vaccines, relies fundamentally on sourcing essential drug intermediates from China. As one of the leading actors in the world’s fight against COVID-19, India is wary of sourcing disruptions from China affecting its ability to contribute to expanding global health security. After focusing on the import dependence of India’s pharmaceutical industry on China, this paper analyzes the recent initiatives announced by India for increasing economic self-reliance and reducing such dependence. It concludes by reflecting on the prospects of India decoupling from China in sourcing pharmaceutical ingredients.

Abstract:
On February 26, 2020, an Indian plane landed in Wuhan carrying medical supplies for China, which was then the epicenter of the COVID-19 outbreak. On its return, it evacuated a number of Indian and Bangladeshi nationals, as well as citizens of other countries. On the face of it, this is the kind of cooperative effort that is expected during a global public health crisis, with countries—even competitors—coming together at a time of need. However, the saga of that flight reflected another (prescient) dynamic—that COVID-19 would reinforce and increase rather than alleviate competition between China and India and complicate cooperation, with pandemic response and recovery efforts being seen through a competitive prism. That flight to Wuhan was not smooth; indeed, it was much delayed. Delhi had announced it a week earlier. It was a way to help China, demonstrate India’s capacity, and assist India’s neighbors by evacuating their citizens. But then Indian officials publicly, albeit anonymously, revealed that Beijing was not clearing the flight. The reason was unclear—China, after all, had been requesting international support. There also did not seem to be a bureaucratic snafu. So, was it the visual of Beijing accepting support from India, which Chinese officials and analysts sometimes dismiss as a less capable, even chaotic, neighbor? Was it the desire not to give India a soft power win, including with its neighbors? Was it because the flight involved a military transport aircraft procured from the U.S.? Was it retaliation for the temporary Indian detention of a Chinese ship bound for Pakistan due to a tip-off of dual-use items on board? Or was the reason Chinese unhappiness about Indian travel restrictions to and from China, or Indian export limits on certain medical products? Whatever the reason, China eventually gave the flight clearance, but only a week later and after much Indian negotiation. It was an early sign that the public health arena would not be immune from the competitive atmosphere prevailing between the two countries, and in the region as a whole. Subsequent events only bore that out. There has been considerable discussion about how countries’ perceptions of China would change due to the pandemic—at the beginning because of its mishandling, and then because of its recovery. This chapter argues that, rather than change perceptions, Beijing’s handling of COVID-19 increased the largely skeptical views of China that prevail in India, which had at least 29 million cases and over 385,000 deaths in India by mid-June 2021 (the 2nd and 3rd highest in the world respectively). This trend was further bolstered by the worst boundary crisis between the two countries since they fought a war in 1962. Together, the pandemic and the boundary crisis have ensured that the competitive and conflictual elements of the India-China relationship have been front and center over the last year. They have reinforced and accelerated concerns in India about China’s lack of transparency, its uncertain commitment to the rules-based order, as well as its growing influence in the Indo-Pacific and in international institutions. And they have demonstrated that despite Delhi and Beijing’s efforts to cooperate and to stabilize their relationship over the last two decades, it remains a fundamentally competitive one that can spill over into conflict. This chapter examines the impact of first the pandemic and then the boundary crisis on perceptions of China among the Indian government, establishment, and public. It proceeds to outline the consequences of these perceptions on Indian domestic policy, its partnerships with like-minded major and middle powers, and its counter-COVID activism. Finally, it considers China’s response, particularly to Indian policy changes.

The main aim of the present study is to empirically investigate into the question whether the Institutional Quality (IQ) and Trade Openness (TO) are competitors or complements in Economic Growth (EG) in case of sample South Asia Economies; “India, Bangladesh, Pakistan, and Sri Lanka”. The panel data for the period of 1984-2018 has been utilized. The Fixed Effects Model (FEM) estimation technique has been applied for empirical investigation. The empirical results of FEM confirm the positive and statically significant impact of IQ and Interaction Term on Economic Growth in sample countries. The positive significant results strongly supported the hypothesis of this study, the IQ and TO are complements in EG in the case of sample SAE. The IQ measure has also established positive and significant effects on EG while the TO has a negative impact. Based on empirical findings, this study recommends that the policymakers of sample countries should make policies that strengthen the IQ, in order to improve trade and, consequently, the EG.

International relations are determined by systemic and structural factors at the global, regional and state/domestic levels. Inter-state relations require common interests, shared goals, inter-related threat perception and eminent security challenges. Indo-Iranian relations have been on a progressive trajectory since the beginning of current century; their relations are focussed on political, economic, security and strategic spheres. As an emerging major power, India intends to enhance its influence across regions. This paper attempts to examine how Indo-Iranian relations have shaped up over the years. How convergence of interests by these two far-off neighbors have developed to join and cooperate in economic, political and social domains. Abstract:
The principal objectives of this research were to analyze their reintegration challenges and to dig out the way to use their social and human capital for getting benefit from the international political economy. Qualitative data were obtained from sixteen highly qualified return migrants in the universities of Faisalabad. Purposive and snowball sampling techniques were adopted to reach the respondents and in-depth interviews with them were conducted with the help of an interview guide. Thematic analysis was applied on the bases of case studies. The return migrants were facing multiple challenges at the institutional, political, and economic levels. They were less paid as they can get better salaries internationally. There is no channel to utilize their human and social capital appropriately that can be beneficial for enhancing the role of the country in the global political economy. The difficulties in the diffusion of new ideas, mismanagement at the professional level, cultural shock, lack of proper infrastructure, and political interference in academic institutions remained challengeable for them. The country should better utilize the capital of the highly qualified return migrants to uplift the political economy of the country.

This study examined the effect of personality traits on procrastination of university students. All the students enrolled in public and private universities of the Punjab were population of the study. Sample was comprised of 500 students which were selected through convenient sampling technique. Due to Covid-19 convenient sampling technique was used. Two instruments were used to measure personality traits and procrastination. Big Five Inventory was used to measure personality traits and 20-item Procrastination Scale was used to measure procrastination. Structural Equation Modeling (SEM) was used to analyze the data. It was found that sample data fit the hypothetical model well. Randomly selected large sample is recommended to further probe the cause-effect relationship of variables understudy.

The aim of this qualitative study is to explore the impacts, challenges, and opportunities for Pakistan and India if United States of America applies full exit policy in Afghanistan. USA invade Afghanistan after 9/11 incident, almost 20 years close to pass, and Barak Obama peace deal withdrawal from Afghanistan is shortly to apply till the 20th anniversary of the said incident. Whole world has fixed her attention on this issue that how would USA successfully exit from Afghanistan by applying adequate intra-Afghan peace deal having a number of interests in the region. Ramification of the study is that USA full exit from Afghanistan is nightmare and for peace process and development of the reign Pakistan and Afghanistan must be cooperate instead of playing in enemy’s hands. It is also recommended that Pakistan need to review foreign policy on sound basis for the preservation of her interests in Afghanistan.

Abstract:
People engage in online political debates through Facebook and online political information sharing leads to offline political participation. This study aims to analyse the use and influence of Facebook on the information-sharing practices of Pakistani netizens. A quantitative research design based on an online questionnaire survey was used to collect data from Pakistani netizens who were also active users of Facebook. Data showed that the majority of the respondents positively used Facebook during an election to enhance their political knowledge and participation. They also forwarded political information and influenced their friends to vote for a specific candidate in the election. The Facebook campaign had a positive influence on election results as well as the turnout of the election. Findings also revealed that demographic factors of respondents did not have any effect on their information sharing practices during a general election. Moreover, caution should be exhibited to avoid posting derogatory and appalling comments and fake news. The use of Facebook among educated netizens in the Pakistani General election may fill the gap in the psephology and context of a developing country. Findings may apply to other developing countries with similar contexts.

Afghanistan is important to China not only for curbing religious extremism to prevent its further spread into and beyond Xinjiang, but also for serving its economic interests and making the region safe for the One Belt One Road Initiative now briefly called Belt Road Initiative (BRI). Chinese current engagement in Afghanistan is mainly based on resource exploitation and infrastructure development. With its fast-growing economy, political stability at home and increasingly successful foreign policy, China is in a good position to create the image of projecting stability in this troubled region. Indeed, geo-strategically, China is now in a position to play a decisive role in regional affairs. It has become a solid, stabilizing influence with the power to materially impact the region. This research is conducted through sequential mixed method design with three major phases namely, an initial data gathering stage, a questionnaire survey, and a qualitative data gathering phase. The study concludes that Afghanistan is significant for China because of investment in economic projects and for the success of China Pakistan Economic Corridor and BRI. Pakistan and China got independence one after another. China of Chiang-Kai-Shek had very little interest in Indo-Pakistan Subcontinent. However, they were hostile to the division of Subcontinent on religious ground. When Pakistan got independence, it did not receive any felicitations from China; on the other hand Pakistan took no interest in Chinese revolution. Pakistan only got activated when India became the floor-runner in recognition of China. After Indian recognition, Pakistan also recognized China. The real test of relationship was, when India stopped supply of coal for Pakistani trains and Chinese helped Pakistan, Pakistan on the other hand refused to condemn China in 1950s Korean War. The start of the relationship was neither warm nor cold. Pakistan had assumed that China was a neighbor and neighbor can not be changed. Moreover in case of Chinese assumption of Security Council seat, Pakistanis realized that Kashmir question would be discussed at UN, therefore, close and friendly relationship with China was necessary but Pakistan also needed economic and military assistance which could only come from Western block. However, maintaining normal relations with China was considered necessary. Therefore, Pakistan strongly supported Chinese‟ entry into UN Security Council and at Bandung Conference.

China‟s policy of strategic ambiguity towards the territorial dispute in South China Sea has altered the geopolitical architecture. China‟s use of delaying tactics to appease ASEAN states and methods of distraction in its bilateral relations with competing states has improved the security in the region. However, the Chinese leadership is simultaneously conducting domineering activities in the disputed waters of South China. In this context, the study explores China‟s policies in the South China Sea. Additionally, there is a general understanding of the external motives and domestic sources being behind China‟s policy towards South China Sea, however, these factors are often analyzed and studied in isolation. This research article examines both the factors simultaneously and draws conclusions on the potential of armed conflict in the region, especially with respect to the claimant littoral states and the American pivot.

The primary objective of this research work is to analyze the nexus between institutional quality with a special emphasis on democracy in the economic growth of Pakistan. Economic growth is measured by Real Gross Domestic Product (RGDP), and democracy is quantified by democratic accountability (DA). Time series data on democratic accountability (DA), human capital (HC), infrastructure (INF), inflation (DEF), and RGDP from 1984 to 2018 have been utilized. Using the Johansen Cointegration approach, the results showed a long-run cointegration between the variables. Johansen Normalized results showed that democratic accountability, infrastructure, and human capital have a direct and statistically significant effect on Pakistan‟s economic growth. Similarly, Vector Error Correction Model (VECM) exhibits that the computed value of ECT (-1) is statistically significant, negative, and less than 1, these results confirm the convergence of the variables towards its mean position. The VECM confirmed the existence of a long-run relationship between democratic accountability and the economic growth of Pakistan. Moreover, the results showed the short-run relationship between the variables. Granger causality showed a unidirectional causality is running from democratic accountability to economic growth. The results of diagnostic tests also revealed the absence of autocorrelation and heteroscedasticity with the normality of residuals. Based on the econometric results, this study recommends that elected governments should establish such procedures and mechanisms that strengthen and support the democratic system and respond to people‟s problems to achieve sustainable economic growth in Pakistan.

Abstract:
This research paper analyses the employment of cyber warfare as a tool of hybrid warfare by focusing on the case study of Pakistan. The changing domains of war in hybrid regimes complemented by the ambiguity of cyber warfare, becomes a real destructive instrument of power. Pakistan is a developing country and the cyber space of Pakistan has numerous vulnerabilities which are exploited by our adversaries time and again. Cyber space is closely linked with hybrid warfare and it is employed by both state and non-state actors as an effective instrument of hybrid warfare. The paper begins by the challenging task of defining and briefly analysing the terms such as cyberspace, cyber warfare and hybrid warfare. The research argues how cyber warfare is being linked with hybrid warfare in contemporary times. Subsequently, it attempts to analyse the existing cyberspace of Pakistan to identify its cyber vulnerabilities and how those vulnerabilities have been exploited to undermine the national security of Pakistan through cyber warfare in a hybrid domain. Additionally, the paper highlights the major findings to underpin the requirements of guarding cyber space and concludes by underpinning the need to protect the cyber space from exploitations by multiple actors.
