1. US-India Relations: Friends with Benefits

Abstract:
2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Abstract:
Pakistan's defence diplomacy has undergone significant changes in the past decade. With the evolving global and regional security environment, Pakistan has adapted its strategies to protect its national interests and ensure regional stability. This research article aims to provide an analysis of Pakistan's defence diplomacy from 2013 to 2022. The study examines the key factors that have influenced Pakistan's defence diplomacy and how it has evolved over the years. The research article employs a qualitative research approach, utilizing secondary data sources such as academic articles, policy papers, and government reports. The data is analyzed through a thematic approach to identify the key trends and developments in Pakistan's defence diplomacy. The analysis reveals that Pakistan's defence diplomacy has been shaped by a range of factors, including its relationship with key allies like China and the United States as well as its ongoing conflict with India. The study identifies the major shifts in Pakistan's defence diplomacy strategies, including its efforts to diversify its defence partnerships, increase defence diplomacy, and pursue a more proactive role in regional security initiatives. The research article also highlights the key challenges faced by Pakistan's defence diplomacy, including the impact of domestic politics on foreign policy, resource constraints, and the need to balance its relationship with competing powers in the region.

Abstract:
International relations are determined by systemic and structural factors at the global, regional and state/domestic levels. Inter-state relations require common interests, shared goals, inter-related threat perception and eminent security challenges. Indo-Iranian relations have been on a progressive trajectory since the beginning of current century; their relations are focussed on political, economic, security and strategic spheres. As an emerging major power, India intends to enhance its influence across regions. This paper attempts to examine how Indo-Iranian relations have shaped up over the years. How convergence of interests by these two far-off neighbors have developed to join and cooperate in economic, political and social domains. For Pakistan, any development on its eastern and western borders holds important bearing on its national security; therefore, what new challenges are posed by Indo-Iranian relations in the changing regional environment of South Asia.

Abstract:
South Asia has always been regarded as a significant area for the security interests of the United States. In view of the U.S. threat perceptions in Asia, the American policy makers were constantly motivated to construct a stable security system in the region. The U.S. security programme in South Asia actually is predominantly exerted on United States-Pakistan –India triangular relationship. Given its strategic perspective in the area, the U.S. policy is found transferred. During the Cold War days, the U.S. interests were attached with Pakistan. Thus Pakistan was regarded as the „America‟s most allied ally in Asia.‟ With the end of Cold War, the U.S. policy underwent a tremendous change that subsequently picked India as a potential counterweight to China and called it a „natural partner.‟ Eventually, the U.S.-Pakistan relations had been in a depressing setting. However, in the post 9/11 period, the two countries came closer and collaborated in war against terrorism. But this single-issue alliance could not engulf the differences between the partners. This paper attempts to trace the US security policy and its maneuvering in South Asia during and after the Cold War periods.

Abstract:
These are critical times for those who work to further the public interest. Across the globe, divisions and distrust erode the clarity required to tackle the great challenges of our day. Those who advocate for truth find themselves under attack from those who fear what they might lose if the status quo is changed. There is exceptional need today for powerful voices speaking on behalf of sound policy. The 10 articles in this 29th edition of the Journal of Public and International Affairs all reflect a dogged determination among young policy professionals around the world to press ahead in spite of the headwinds. These pages contain fresh ideas on electrifying rural Myanmar, reforming the U.S. banking system, strengthening the Jordanian labor market, and preventing recidivism among convicted sex offenders in Texas, to name just a few. Abstract:
The purpose of this paper is to examine the prospects of China Pakistan Economic Corridor (CPEC) from a stakeholder’s perspective. The identification and communication of stakeholders can play a vital role in identifying the perceptions of all who are directly or indirectly involved in a project. Moreover, this study focuses on the general nature of stakeholders and their awareness about the mega project. An exploratory study was conducted through a structured survey instrument to tap the awareness and opinions of the stakeholders connected to the likely benefits of CPEC. The results revealed interesting findings relating to their opinions about CPEC. The study further suggests some important implications and future directions to introduce an inclusive approach to mitigate the misconceptions about CPEC.
