With the exception of a handful of capitals friendly to Tehran, and of course the Iranian regime itself, few now dispute the notion that the Islamic Republic of Iran is involved in a nuclear weapons program—and one that will, unfortunately, come to fruition in the next few years. News of Iran's seemingly-unstoppable drive for nuclear status is no real surprise, of course; despite four UN Security Council Resolutions condemning Iran and imposing punitive economic sanctions, Tehran continues to enrich uranium for those weapons virtually unhindered.

Abstract:
The recent emergence of Muslim democratic parties such as AKP in Turkey and PJD in Morocco draws attention to the perennial question on the moderation of Islamist parties yet again. Economic liberalization and the accompanying socioeconomic transformation underlie the democratic and liberal turn political Islam has taken in the Middle East. The precise nature of liberalization is critical to this moderation. Competitive liberalization, by enabling peripheral groups to benefit from liberalization, conduces to the renewed interest in democracy and a liberal system. Crony liberalization, by reinforcing the archaic rent-seeking relationship between the state and big business and continuing to marginalize the peripheral groups from politics and the economy, sustains the interest of peripheral groups in the reactionary discourse of Islamism. The strength of Muslim democratic parties is a reflection of competitiveness economic reforms introduce in the society and the economy.

AMERICA'S BLOODY encounter with Islam is a failure. At heart there is an inability to understand the context and dynamics of Arab and Muslim politics; the conceptual differences and boundaries between moderate Islamists, nonviolent radical activists, local jihadists and global jihadists like al-Qaeda. For eight years, the dominant U.S. narrative blurred the lines between "Islamist," "radical," "militant," "extremist," "jihadist" and "terrorist." The United States equated Islamists' offensive speech with jihadists' violent action. But there are stark differences between locally and regionally based political groups like Palestinian Hamas and Lebanese Hezbollah and borderless, transnational and globalized jihadist groups like al-Qaeda that have been waging war against the United States and its close allies since the mid-1990s.

Abstract:
Insurgency and counterinsurgency as types of warfare are currently subject to considerable attention due to the nature of the high-profile struggles underway in Afghanistan and Iraq. It is prudent to note that neither insurgency nor the strategy and tactics required to combat it represent new phenomena. A large body of experience and literature from the twentieth century and earlier exists that addresses both sides of the insurgent struggle. Some characteristics of insurgencies are largely immutable, since insurgency is ultimately a form of warfare that is adopted when a combatant has limited resources and limited choices for how to fight against a more powerful adversary. Today as in the past, these characteristics include employment of small-unit attacks, ambushes, assassinations, propaganda activity, and the development of covert infrastructure. Nevertheless, the primary insurgencies active in the twenty-first century are marked by important differences from earlier struggles, particularly in the areas of motivation and inspiration. Rather than being quintessentially political and interested in local or national grievances, many contemporary insurgencies are at their core linked to a particular interpretation of Islam. Thus, these insurgencies represent a war of religion, not of politics, economics, or ethnicity. Islamist insurgencies are likely to be uncompromising and averse to negotiation, absolutist and pan-national in their goals, and willing to justify the mass slaughter of non-combatants who do not share their religious vision.

Almost a decade before the end of the 20th century, most parts of Eastern Europe were still under the communist rule and, with a few exceptions, the Middle East was checker squared with varying degrees of authoritarianism. Almost a decade into the 21st century and many East European countries are now regarded as democracies. The Middle East, however, continues to be dominated by authoritarian regimes. This study outlines some of the factors that can help to explain this contrasting outcome in a comparative framework.
