- Abstract:
- The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

- In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

- Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

- Abstract:
- The purpose of this study was to see whether the Taliban regime poses a threat to the international community. The research primarily examined the threats that the formation of a theocratic regime in Afghanistan poses to neighboring countries and the international community. With regards to research methods, a document analysis method was used to obtain valid information and to analyze and describe the complex situation in Afghanistan. A wide array of documents and scholarly articles were analyzed to obtain reliable and objective information. This research revealed that the Taliban has not changed at all and still rules Afghanistan with medieval methods and strategies. Since the Taliban takeover of Afghanistan, the economic situation has deteriorated considerably and people face severe hardship. Therefore, hundreds of thousands of Afghans want to leave their homeland and migrate to the West. The Taliban violates constantly human rights and discriminates against women, ethnic and religious minorities. The Taliban has transformed Afghanistan into a narco-state. Neighboring countries fear that Afghanistan might become a hotbed of terrorism and extremism again.

- Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

7. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

- Abstract:
- The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

- “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

9. The Relationship between Energy Security, Exports and Economic Growth: The Case of the Middle East Countries

- In this study, it is aimed to examine the relationship between energy security, growth and exports for 16 Middle Eastern countries between 1980 and 2016 by taking into account the 4 dimensions of energy security (4 A's of energy security). Unlike other studies on the subject of Middle Eastern countries, this study covers more Middle Eastern countries and a wider period, and takes into account the cross-sectional dependency. The results of empirical analysis conducted by using second-generation unit-root and cointegration methods demonstrate that there is cointegration relationship between the variables. According to the results obtained from AMG estimator, which also considered cross-section dependence; the 1% increase in energy security risk level reduces the economic growth by approximately 0.66%, while the 1% increase in exports increases the economic growth by 0.41%. Finally, Granger non-causality test results demonstrate that there is a bi-directional causality relationship between variables. The results highlight the importance of policies to be implemented policies to ensure energy security such as choosing safe trade routes in oil and gas trade, ensuring the security of the major crossing points in the region, developing policies to decrease the share of energy revenues/expenses in the region economies, implementing policies for country and route diversification, ensuring energy efficiency and the use of renewable energy sources to prevent environmental pollution.

- Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

- Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

- This article attempts to answer the question of why Iran is reluctant to discuss its missile program. Unlike other studies that focus on the importance of Iran’s missile program in providing deterrence for the country and establishing a balance of military power in the region, or that view the missile program as one of dozens of post-revolutionary contentious issues between Iran and the United States, this article looks into Iran’s ontological security. The paper primarily argues that the missile program has become a source of pride for Iranians, inextricably linked to their identity. As a result, the Iranian authorities face two challenges when it comes to sitting at the negotiation table with their Western counterparts: deep mistrust of the West, and the ensuing sense of shame over any deal on the missile issue. Thus, Iranian officials opted to preserve the identity components of the program, return to normal and daily routines of life, insist on the missile program’s continuation despite sanctions and threats, and emphasize the dignity and honor of having a missile program. The article empirically demonstrates how states can overcome feelings of shame and mistrust. It also theoretically proves that when physical security conflicts with ontological security, governments prefer the former over the latter, based on the history of Iran’s nuclear negotiations. They appeal to create new narratives to justify changing their previous policies.

- The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

- Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. They reasoned that if they advocated for increased coordination between Israel and the Arab world, it would increase pressure on the Palestinians to negotiate with Israel. - In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

- In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

- The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

- International relations are determined by systemic and structural factors at the global, regional and state/domestic levels. Inter-state relations require common interests, shared goals, inter-related threat perception and eminent security challenges. Indo-Iranian relations have been on a progressive trajectory since the beginning of current century; their relations are focussed on political, economic, security and strategic spheres. - Afghanistan has been a center of a struggle between major powers since the 19th century. In 2001, the fight against terrorism had sparked a new power struggle among local, regional, and international Afghanistan actors. Various state and non-state players with conflicting perspectives and conflicting approaches are trying to pursue their strategic, political, and economic goals in Afghanistan. Due to similar security threats, complex economic interdependence, and economic liberalism, different scenarios may emerge in Afghanistan, leading to the potential collaboration of major global and regional powers in Afghanistan. This partnership can be expanded for several logics and reasons, among which security comes first. The peace treaty concluded between the United States and the Taliban on February 29, 2020. The continuing peace process via intra-Afghan peace talks with regional states has fortified hopes for peace in Afghanistan through cooperative measures among major regional and international powers.

- Fletcher Security Review (FSR): Dr. Gordon, it’s a pleasure to introduce you to our audience. Your new book, Losing the Long Game: The False Promise of Regime Change in the Middle East, is fascinating and we are excited to hear about it. To get us started, could you briefly describe your argument? Philip Gordon (PG): In briefest form, as the title of the book indicates, the argument is that regime change in the Middle East doesn’t turn out very well. I’ll just unpack that a little bit. First, by “regime change” what I’m talking about is when the United States sets out as a matter of policy to bring about a different government and political system in a country for whatever reason. It’s not when it happens naturally or internally. We have to have it as a policy and we have to do something about it. It turns out that we’ve done this fairly regularly in the post-World War II period. In fact, we’ve done it on average about once per decade. In the book, I look back all the way to the first time in 1953, to the CIA-backed coup in Iran, and look at all the episodes for the track record. I started thinking about this in particular as the Trump administration was pivoting towards what looked like a regime-change policy in Iran. It wasn’t their official, announced policy, but it looks like that’s what they were trying to achieve in Iran. That led me to think more about the track record: when have we done this before, why have we done it, and how it has turned out?...

- In contemporary world politics, India and Iran occupy great strategic significance. Both countries have huge convergence of national interests. Collaboration and cooperation between the countries would resolve their respective domestic issues and challenges and play a determining role in strengthening their role in global affairs. For a fast-growing economy and energy deficit country like India, Iran provides access to a huge amount of natural resources and opens up its vast untapped market for Indian finished goods and services. In addition to that, Iran, due to its geographic location can act as a transit route for India to reach strategically important countries in Central Asia and Afghanistan. Being the second-largest Shia populated country in the world after Iran and one of the highest energy importing countries, India occupies an important place in the strategic thinking of Iran. In the past, India was the second-largest oil-exporting destination for Iran and an important trading partner for Iran. Taking the structural realism as a theoretical framework, the article attempts to seek an answer to the questions, why despite belonging to a single-family, living together for many centuries and sharing common social, religious and traditional values, the two countries have been unable to transform their mutual understanding into a long term strategic partnership, and how the global events have affected their mutual understanding and replaced it with trust deficit.

- The study concerns forecasting the number of soldiers in the Saudi Arabian army based on information obtained from the website: https://data.worldbank.org (The World Bank, 9.03.2020). The research began with a comparative analysis of the number of soldiers in the armies of Saudi Arabia and Russia. The idea for a comparative analysis of the number of armies of Saudi Arabia and the Russian Federation arises from Russian policy in the region of the Middle East countries, including the impact on world oil prices. The comparative analysis showed the similarities and differences in the dynamics of changes in the number of both armies dynamically. Subsequently, the primary time series data analysis on the number of Saudi Arabian troops was performed. The study selected methods for predicting raw data: Holt’s exponential smoothing and Klein’s model for the future. The next stage of the research was forecasting and the analysis and evaluation of the obtained forecasts. Klein’s model was the best forecasting model. The forecast of the number of soldiers in the Saudi Arabian army for 2020 is 251454, and for 2021, it has increased to 251006. The study ends with a summary and conclusions.

This advancement and dependence on ICT also brought with it various types of vulnerabilities. Nowadays, institutions and individuals can be easily targeted by using cyberspace. Dependence on digital infrastructure is also increasing at a very rapid pace in Pakistan. Cyber networks are not only used by common people, but critical institutes like online banking, electric grids, and dams are also connected to digital networks. In the same way, military infrastructures like command and control systems and nuclear power plants are also linked to cyber networks. Due to this reliance on digital technologies, Pakistan is facing a constant threat of major cyber-attacks. So far, Pakistan does not have a proper mechanism to deal with the threat of cyber- attacks. This study analyses the impacts of the possible cyber-attack on the security of Pakistan.

- Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

- The high-profile assassination of General Qassim Soleimani, the commander of the Iranian Revolutionary Guard Corps’ Quds Force (QF), on January 3 in Baghdad marked the lowest point in US-Iran relations in recent times. It triggered a new spell of geopolitical tensions in the Middle East with far-reaching consequences for South and Southeast Asia. Soleimani’s killing has also coincided with the potential rejuvenation of the Islamic State (IS), and ongoing anti-government protests in Iraq, Iran and Lebanon. Soleimani’s killing was bound to have reverberations beyond the Middle East. Muslim-majority states in South and Southeast Asia, where both Saudi Arabia and Iran have engaged in sectarian proxy wars by funding and influencing the Sunni and Shia segments of the population. While states in both regions have condemned Soleimani’s killing, they have stayed largely neutral to avoid getting sucked into rising geopolitical tensions. Against this backdrop, the March issue of the Counter Terrorists Trends and Analyses (CTTA) features three articles that explore different dimensions of Soleimani’s death and their geopolitical implications. In the first article, James M. Dorsey argues that as US-Iran tensions have eased in recent months, Iranian hardliners, emboldened by a sweeping mandate earned in recent domestic elections, remain committed to a well-honed strategy of escalating asymmetric warfare. According to the author, this raises the prospects for a full-scale war, with the United States also still pursuing a maximum pressure campaign on Iran that has to date, yet to produce tangible results. In the second article, Raffaello Pantucci reasons that despite a general consensus that the US-Iran rupture will ease pressure on transnational jihadist groups in the Middle East theatre, it remains unclear how Soleimani’s killing will shape their future behaviour. On the one hand, Iran-backed Shia militias are likely to step up their operations, which will exacerbate sectarian fault-lines in the region and feed into IS’ self-portrayal as the saviours of Sunnis. Conversely, pragmatism continues to define interactions between Tehran and Sunni jihadist groups such as the Islamic State and Al Qaeda, who appear happy to cooperate to ensure broader strategic goals. Next, Bilveer Singh examines the implications of Soleimani’s assassination for South and Southeast Asia. regions where both Iran and Saudi Arabia enjoy ideological influence among the Muslim-majority states. Sunni Malaysia and Indonesia have reservations about Tehran, but domestic political pressures are likely to endear Iran to them more than the US. The impact in South Asia could be more varied, mostly affecting Afghanistan and Pakistan. Iran through its Shia militant proxies can undermine US interests in Afghanistan. The QF has also recruited significant Shia militias in Afghanistan and Pakistan respectively for operations in Syria. Moreover, Pakistan has to walk a tight rope given Iran has an inside track to its significant Shia population. Besides cross and intra-regional assessments of Soleimani’s assassination within the broader US-Iran fissures, the threat landscapes in Indonesia and West Africa, both long-time hotbeds for terrorist activity in their respective regions, are also examined in this issue. Firstly, Noor Huda Ismail takes a closer look at pro-IS terrorist networks in Indonesia, a country that is home to the world’s largest Muslim population. By examining the background, tactics and modus operandi of local terrorist groups, both online and offline, and comparing their legacy with those of previous militant Islamist movements, the author believes important learning lessons can be drawn to help mitigate future security threats. Finally, Atta Barkindo analyses the jihadist threat in the Sahel region, where a landscape conducive to terrorist activities provides the fertile ground for IS and Al-Qaeda to grow by linking up with local militant networks. The tactical sophistication exhibited in terrorist attacks by Sahelian jihadist groups, particularly in Nigeria and the Lake Chad region, testifies to a growing footprint of global jihadism. Sahel provides an arterial life-line through the region, by facilitating the movement of goods and people between the Mediterranean and West Africa, which has been enormously beneficial to terrorist groups involved in organised criminal enterprises. Moreover, desertification and environmental degradation have also created a conducive environment for criminal activities and terrorism.

- The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

- On January 3, 2020, American drone-launched missiles killed Major General Qassem Soleimani shortly after his landing at Baghdad International Airport in what may turn out to be the most significant targeted killing of the 21st century to date.[i] While it is too early to determine the long-term implications and effectiveness of this operation, there is no question that the US action showed it will hold Iran accountable for terrorist actions.

- This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

- The US-Taliban peace agreement has rekindled hopes for peace in Afghanistan. After fighting for almost two decades, the US has agreed to enter into a peace deal with its one time worst enemy i.e. Taliban. Pakistan has been a facilitator in bringing a peace deal to Afghanistan. Its role has been well recognised by both US and Taliban. Pakistan has long been associated with this issue; first as US partner in the war against Taliban and now as a facilitator to bring US and Taliban to a peace deal. It seems quite pertinent to re-evaluate Pakistan„s role in war against terrorism and its repercussions for Pakistan. The present research has explored the effects that Pakistan has faced after becoming the partner of war on terror initiated by the then American President George Walker Bush in 2001 soon after the incident of 9/11. It has explained how this participation of Pakistan has caused a colossal damage to the social, economic, religious and political domains of Pakistan and how the partnership has tarnished the image of Pakistan in the comity of nations. Additionally, impact of war on terror has been judged through examining the current status of internal and external security threats, soaring poverty, restrained development policies, increased hatred against the Americans and national disintegration. The methods of describing the facts and figures in the existing body of knowledge i.e published books, research articles, newspapers and published theses and then comparing and analysing them on the basis of personal opinion and other data, have been used to conclude the topic.

- CPEC project (China – Pakistan Economic Corridor) being the flagship project of Belt & Road Initiative initially witnessed a planned investment of $ 46.6 billion which Beijing intitated and now it is extended to $62 billion and would be completed in the next few years. CPEC is not only aimed at connecting Kashgar to Gwadar but it is also considered to be the Zipper of Central Asia with South Asia, Moscow and Beijing with the Middle East and Africa. CPEC is specifically envisioned beneficial for economic security for Pakistan in a crucial time when Pakistan is isolated and badly damaged by the War on Terror since September 2001. - In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

- Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.

- The Islamic State’s (IS) territorial losses and military defeat in Iraq and Syria have not weakened the militant landscape in Southeast Asia. Rather, the regional threat landscape has become more resilient and competitive, with pro-IS militant groups exhibiting better operational capabilities, knowledge of explosive-making and networking linkages. Moreover, pro-IS groups in the region have found traction by exploiting local issues to spread the terror group’s extremist ideology. Several major challenges have emerged from the recent setback to IS in the Middle East. First is the issue of returning foreign fighters (FTFs) and how to deal with them. Such returnees pose a plethora of legal, political and security challenges to Southeast countries, particularly Malaysia, Indonesia and the Philippines. A second challenge is IS’ efforts to declare new wilayat (provinces) in different parts of the world. While IS has officially declared the East Asia wilayat based in the Philippines, the declaration of new wilayat cannot be ruled out as witnessed in South Asia and Africa. Further, terrorist groups such as IS constantly require increasing financial resources to expand and sustain their operations. In Southeast Asia, IS-linked groups have set up Islamic charities to raise funds and conceal their activities. Against this backdrop, the September issue of the Counter Terrorists Trends and Analyses (CTTA) features four articles looking at different aspects and dimensions of Southeast Asia’s threat landscape in the post-territorial caliphate environment. The first article by V. Arianti and Nur Aziemah Azman argues that the IS fighters in Indonesia may continue to empower their affiliated groups in the country. According to the authors, this is evident by the apparent attempts by Indonesian IS fighters in Syria to create a wilayah (province) in Indonesia by strengthening two Indonesian militant groups, the Mujahidin Indonesia Timur (MIT, Mujahidin of Eastern Indonesia) and Jamaah Ansharud Daulah (JAD, Congregation of Supporters of IS). IS acknowledged Indonesia as part of its East Asia Wilayah (encompassing primarily the Philippines and Indonesia) in July 2018. In the second article, Sylvia Windya Laksmi examines the nexus between charities and terrorism financing, through the case-study of the IS-affiliated Jamaah Ansharut Daulah (JAD) in Indonesia. Given recent reports of convictions around the world of non-profit organisations that misuse their revenues to finance the activities of terrorists, the article details three themes that emerge from JAD’s activities in Indonesia: (i) sham charities set up by the group as a conduit to generate funds to ensure its sustainability; (ii) funds raised for charitable causes funneled into terrorist activities and (iii) social media used to not only recruit members but also raise funds. Given IS’ focus on global expansion in the post-caliphate era, the multi-pronged threat posed by its affiliate networks in Indonesia and surrounding region, of which terrorism financing is a component, will need to be addressed by policymakers and security agencies going forward. The next article by Amalina Abdul Nasir upholds that despite numerous setbacks in Syria, IS is quite determined to stay alive in Malaysia. The pro-IS Malaysian militant groups are exploiting local issues to advance the terror group’s extremist ideology. In this new phase, according to the author, Malaysian IS supporters have acquired better bomb-making capabilities and fostered deeper operational linkages with foreign militants. Moreover, Malaysia is also dealing with the issue of returning fighters. The Malaysian policymakers need to ensure an effective rehabilitation policy in dealing with returning militants and to continue to carefully manage the ethnic and religious climate in Malaysia so as to minimise exploitation of related local issues by pro-IS groups. Finally, Kenneth Yeo discusses the prospects for a consolidation of foreign terrorist fighters (FTFs) in the Southern Philippines following IS‘ territorial losses this year. According to the author, IS’ weakened presence in the Iraq-Syria theatre has positioned the Philippines as an attractive destination for FTFs in Southeast Asia given its status as an alternate conflict theatre within jihadist discourse. The article argues there could be a consolidation of rebel forces in hotspots such as Mindanao, with IS affiliated groups seeking to complement local fighters with FTFs and youth militants to launch attacks and gain territory. With the added impetus of a leadership transition within IS’ networks in the Philippines, comprehensive counter-terrorism measures are needed to address these developments, which also have regional implications.

- Current narratives on terrorism and violent extremism by governments, policymakers and law enforcement agencies are largely Islam-centric with an overt focus on the military defeat of terrorist groups. This issue firstly looks into the assumed link between a reduction or elimination of territorial control by terrorist groups and their so-called ‘defeat’. Using the Islamic State (IS) as a study, this issue explicates further on a group’s cross-border/global networks, linkages and ideological spread to assert that the victory-defeat framework against IS is flawed, as its threat has transformed into a network of smaller cells and geographically dispersed cells. Secondly, this issue looks at the rising threat of far-right extremism and terrorism; a phenomenon which has been under-explored, given the Islam-centric nature of terrorism in recent decades. For instance, it has been reported that 71 percent of fatalities linked to terrorism between 2008 and 2017 in the United States were committed by far-right extremists and white supremacists. This issue specifically examines the recent Christchurch terrorist attack in New Zealand by a far-right extremist and possible implications for the Asia Pacific region. In the first article, Abdul Basit discusses the narrative of defeat against IS after US forces eliminated its last physical stronghold in Syria. It is argued that while IS territory shrank considerably, the group is still active with its ideological appeal attracting smaller networks and cells globally. The author states that IS has managed to remain relevant and active despite losing its physical sanctuaries due to three reasons: (i) revising the ideological narrative; (ii) organisational restructuring; and (iii) forming new networks. This is likely to have far-reaching implications on the global threat landscape that will witness a rise in low-end urban terrorism, more competition from rival groups and reactionary violence from right-wing extremists. Next, Amresh Gunasingham studies the recent attacks in Sri Lanka on Easter Sunday that heightened post-war ethnic tensions and brought forth civil war traumas amidst an ongoing political crisis. The article examines the possibility of a communication gap among security agencies that prevented early detection of one of the deadliest terrorist attacks in the country’s history. It further details the motivations for the attack as: (i) the Wahhabi factor; (ii) anti-Muslim violence furthering radicalization; and (iii) the possible links to IS. Possible implications and responses to the attack include a rise in anti-Muslim sentiments and violence with tightened security measures imposed by the state. In order to ensure long-term stability, the state needs measures to promote ethnic and religious harmony with strong counter-terrorism legislation. Iftekharul Bashar details the threat landscape in Western Myanmar, focusing on (i) Arakan Rohingya Salvation Army (ARSA), an ethno-nationalist group and (ii) IS and Al-Qaeda (AQ), both Islamist terrorist groups. The article argues that the threat brought on by ethnic violence and Islamist terrorism is facilitated by grievances of the local Rohingya Muslims and motivations for revenge and active presence of IS and AQ networks in the South and Southeast Asia region. The exploitation of the local refugee crisis by IS and AQ coupled with ARSA’s resilience requires comprehensive responses that centre on communal harmony in addition to hard-power measures. Lastly, Jade Hutchinson discusses the far-right terrorist threat, specifically in light of the Christchurch shooting at two mosques in New Zealand in March 2019 where 51 people were killed. The article focuses on the attack, the attacker, his links to other far-right extremist groups and the key role the Internet and social media played in facilitating the attack. This incident in New Zealand signals the possibility of further copycat attacks in Australia and other countries, further recruitment towards far-right extremism online and the need to devise policies to effectively counter far-right extremism in the online space.

- The landscape of Islamist terrorism is diverse, multifaceted and fractious, simultaneously characterised by inter and intra-group rivalries and various forms of cooperation at the operational, tactical and strategic levels. It cuts across geographical, gender and ideological lines/boundaries. More importantly, it evolves at a very rapid pace resulting in fluid security and conflict environments in different geographical locales. For instance, there are local groups like Nigerian Boko Haram that are trying to globalise their jihadist agenda through affiliations with the Islamic State (IS). However, this cooperation is not entirely collegial and is marked by friction and a trust deficit on both ends. In contrast, Al-Qaeda’s (AQ) South Asian affiliate, Al-Qaeda in the Indian Subcontinent (AQIS), despite its regional character is localising its recruitment and operational strategies to avoid visibility from media and security agencies. AQIS is abstaining from violence while Boko Haram is engaging in violence to gain public attention. At the same time, the evolution of the terrorist landscape in Indonesia and Malaysia from Jemaah Islamiyah (JI) and AQ-dominated to IS-led and inspired, has affected the recruitment and participation of women. The growing involvement of female militants in diverse roles gives rise to further security threats. In this issue, the first article by Mustapha Kulungu examines the genesis of Boko Haram in Nigeria as a local movement representing grievances of Muslims to its transformation as an operationally strong terrorist group. The author writes that the growing links over the last few years between IS and Boko Haram have added to the lethality and brutality of the latter, which has relied on narratives of Muslim victimhood in Nigeria to expand its footprint outside the country. The article analyses Boko Haram’s organisational structure, operational strategies, sources of funding and ideological ambitions. While it is argued that Boko Haram’s growing capabilities will undermine the US’ interests in Africa, enhancing US-Nigerian security cooperation may act as a counter Boko Haram’s threat. The second article by Shafi Mostofa discusses AQIS’ online and offline propaganda operations in Bangladesh and the various political and ideological narratives the group has used to grow further. Along with issuing several online videos and pamphlets, AQIS publishes two Bengali language magazines: Al-Balagh and Azan. In these publications, AQIS has frequently invoked four themes to justify its activities in Bangladesh. These four themes are: Indian hegemonic ambitions in South Asia, Muslim persecution, religious credentials of the head of a Muslim state and Islamic values. The author argues that AQIS is targeting affluent Bangladeshi youth for recruitment. AQIS’ continued online propaganda is likely to have negative security implications. As such, the author recommends adoption of long-term kinetic and non-kinetic counter-terrorism and counter-extremism strategies to neutralise AQIS. The last article by Amalina Abdul Nasir observes how women’s roles in terrorism have evolved in Indonesia and Malaysia from JI to an IS-dominated threat landscape. Overall, the roles of women have become more diverse due to IS’ physical inroads in the region, particularly in light of online recruitment through the open and close media platforms. The author discusses the evolution of women’s roles from wives and mothers to suicide bombers and combatants as recently witnessed in Indonesia and Malaysia. This development will need to be addressed by counter-terrorism agencies so as to mitigate its impact on the security threat landscape. It also requires an examination of the current perception of women in terrorist groups, and developing policies that factor in the gender-inclusive nature of the terrorist landscape in parts of Southeast Asia.

- The international community, led by the United States, has invested trillions of dollars in state-building efforts during the past two decades. Yet despite this commitment of substantial resources, conflict and violence remain a challenge in fragile states. It therefore seems especially important to consider the reasons why state-building has not lived up to its expectations. One plausible explanation for the failure of state-building in Afghanistan is that the government remains extremely centralized in all critical dimensions, including the power of the executive, subnational governance, judicial institutions, public budgeting and finance, and the national security forces. Of these, only the Afghan National Army has implemented meaningful reforms. In the other areas, almost no reform has occurred compared to the institutional status quo before 2001. A consequence is that most Afghans continue to experience the same type of centralized, predatory state that they endured prior to 2001. Paradoxically, by resurrecting the centralized, predatory state, the stabilization effort continues to give rise to an antigovernment insurgency across the country.

- The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions,cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood.

- The United States has been using Remotely Piloted Aircraft (RPA) to assassinate terrorist targets since its first RPA strike on November 3, 2002, when a U.S. Predator fired a hellfire missile at a car traveling through the Mar’ib province of Yemen. The intelligence cycle of this targeted killing process is murky at best, and the policy has changed throughout the successive administrations of U.S. presidents. Details exist but there is no defined tangible chain of analysis concerning the selection of the target, the monitoring of the target, and finally, the assassination of the target. This paper attempts to elucidate the intelligence chain of analysis concerning American targeted killing and examine how the intelligence cycle of targeted killing varies through successive presidential administrations. This paper will begin with a short analysis of relevant literature, although sources concerning this topic are scarce. The occurrence of targeted killings of U.S. citizens will also be explained in the literature section. The paper will continue with an elaboration of a generic intelligence cycle model, which will be used to illustrate the intelligence cycle of U.S. targeted killings using both the Reaper and the Predator RPA.[1] The paper will then address differences in the intelligence cycles and processes that have occurred between successive presidents since targeted killing first began in 2002 with President George W.
