In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

Abstract:
In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

Abstract:
The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

Abstract:
The recent ruling of the International Criminal Court (ICC) affirming territorial jurisdiction over the West Bank, including East Jerusalem, and the Gaza Strip may at first appear to be a mere procedural decision outlining the court’s authority to investigate Israeli criminality. Upon closer scrutiny, however, it is clearly much more: an indirect, yet far-reaching vindication of Palestinian resistance and struggle in the ongoing “legitimacy war” with Israel. These legal proceedings have momentous potential implications for broader accountability efforts, which could be significant over time, even if attempts to prosecute Israeli perpetrators are ultimately frustrated. This legal event already sheds light on both the limitations of the court and the legal and geopolitical challenges it faces in cases where suspected perpetrators wield significant influence in international political arenas. As of now, the ICC has gained credibility precisely because it has the institutional courage to take on the architects of Israeli criminality.

Abstract:
After almost 75 years of existence of the State of Israel, its foreign policy has maintained a certain continuity. Some prime ministers such as David Ben Gurion, Menahem Begin, Isaac Rabin have taken some turns in foreign policy that in the long term will condition Israel's future. Last summer Benjamin Netanyahu left the government after more than twelve years in office, becoming the longest-serving Israeli leader. Throughout these years, Benjamin Netanyahu has introduced important structural reforms in the country. One of these fields has been foreign policy, where he has implemented his own doctrine, the Netanyahu Doctrine. This article will try to present the fundamental points that make up this foreign policy doctrine. An interpretative approach will be adopted using the most important speeches of Benjamin Netanyahu. / En los casi 75 años de existencia del Estado de Israel, su política exterior ha mantenido una cierta continuidad. Algunos primeros ministros como David Ben-Gurión, Menahem Begin, Issac Rabín han dado giros a la política exterior que, a largo plazo, han condicionado el futuro de Israel. El pasado verano Benjamín Netanyahu salió del gobierno después de más de doce años en el cargo convirtiéndose en el mandatario israelí que más tiempo ha permanecido en el cargo. A lo largo de estos años, Benjamín Netanyahu ha introducido importantes reformas estructurales en país. Uno de estos campos ha sido la política exterior donde se puede considerar que se ha instalado una doctrina propia, la Doctrina Netanyahu. Este artículo tratará de construir los puntos fundamentales que componen esta doctrina de política exterior. Se adoptará una aproximación interpretativa usando los discursos más importantes de Benjamín Netanyahu.

Abstract:
The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. Este cambio en la política exterior saudí se debe al controvertido Príncipe Heredero Mohamed bin Salmán que sabe aprovechar la cambiante geopolítica regional y los instrumentos financieros saudíes, pero también los militares y tecnológicos a favor de una Arabia Saudí más proactiva y moderna, a pesar de sus debilidades.

Abstract:
The Middle East has recently seen a few bright spots in Arab Israeli relations, as evidenced by the wellknown Abraham Accords, led by former President Donald Trump and former Israeli Prime Minister Benjamin Netanyahu. There remain, however, two major unresolved issues: one is that of Iran and the armed groups massively supported by Tehran, such as Hamas, Hezbollah and others that are beginning to have a certain relevance in both Iraq and Syria, as highlighted by international news; and the other, which is more defined, concerns the issue of Iran’s nuclear programme, an aspect that is currently being addressed in the Vienna nuclear negotiations, following the Donald Trump withdrawal from the July 2015 nuclear deal. This highlights the fact that Iran has become one of the most important players in the region and Israel continues to keep a close eye on its activities, not only nuclear, but also those of the various armed groups under its economic, military and political patronage./La zona del Medio Oriente ha encontrado en los últimos tiempos unos vigorosos rayos de luz en las relaciones árabes-israelíes, como lo demuestran los ya conocidos Acuerdos de Abraham, liderados por el ya ex-presidente Donald Trump y por el también ya ex-primer ministro israelí Benjamin Netanyahu. Quedan, sin embargo, dos grandes temas muy importantes sin resolver: uno de ellos es el de Irán y los grupos armados apoyados masivamente por Teherán, como Hamás, Hezbolláh y otros que empiezan a tener una cierta relevancia tanto en Irak como en Siria, como lo pone de relieve la actualidad internacional; y el otro, que es más preciso, atañe a la cuestión del programa nuclear iraní, aspecto que se está tratando actualmente en las negociaciones nucleares de Viena, tras la retirada de los Estados Unidos del acuerdo nuclear de julio de 2015 por parte de Donald Trump. Earlier this year, President Donald Trump presented his Peace Plan for Israel and the Palestinians. The plan also dealt with the future boundaries of Jerusalem. Jerusalem is the only city ruled by a sovereign regime, the State of Israel, which declared Jerusalem as its Capital city and draw its boundary lines. Except for the US, the status and boundaries of Jerusalem are not accepted by any other international or national entity. Only the United States, which accepts Jerusalem as the capital city of Israel, agreed to accept its Israeli declared boundaries. Jerusalem’s status and boundaries stand at the core of the dispute between Israel and the Palestinian Authority, which wishes to restore the pre-1967 line. The city of Jerusalem was divided during the years 1948-1967 between Israel and Jordan. The Palestinian Authority thus calls for a separation of Jerusalem between two independent states. Today, Jerusalem has an urban boundary that serves partly as a separating line between Israel and the Palestinian Autonomy, but most countries do not accept the present boundaries, and its future permanent line and status are far from establishing. Jerusalem is a unique city. This article presents a brief history that should help understanding its uniqueness.

The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

In January 2021, Prime Minister Benjamin Netanyahu paid a visit to Umm al-Fahm, an Arab city in the north of Israel. The visit, officially celebrating the country’s millionth COVID-19 vaccine recipient, also had a political purpose: winning the forthcoming elections in March 2021. For the first time, Netanyahu and the Likud party hoped to gain support from Israel’s Arab citizens. Among Netanyahu’s promises of economic betterment was a commitment to fight ris- ing crime and violence in Arab cities. He pledged “a comprehensive plan” with the primary goal of constructing more police stations “because a dense network of police stations creates more security.” Going further, he added that he “also want[ed] more intelligence, more officers, and more means [of enforcement].” Netanyahu declared himself “first and foremost committed to the rule of law and safety for citizens.”1

Abstract:
The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

For the last decade of his life, the Palestinian intellectual, author, and editor Ghassan Kanafani (d. 1972) was deeply immersed in theorizing, lecturing, and publishing on Palestinian resistance literature from Beirut. A refugee of the 1948 war, Kanafani presented his theory of resistance literature and the notion of “cultural siege” at the March 1967 Beirut conference of the Soviet-funded Afro-Asian Writers Association (AAWA). Articulated in resistance to Zionist propaganda literature and in solidarity with Marxist- Leninist revolutionary struggles in the Third World, Kanafani was inspired by Maxim Gorky, William Faulkner, and Mao Zedong alike. In books, essays, and lectures, Kanafani argued that Zionist propaganda literature served as a “weapon” in the war against Palestine, returning repeatedly to Arthur Koestler’s 1946 Thieves in the Night. Better known for his critique of Stalinism in Darkness at Noon (1940), Koestler was also actively involved in waging cultural Cold War, writing the United States Central Intelligence Agency’s (CIA) Congress for Cultural Freedom 1950 manifesto and helping the organization infiltrate Afro-Asian writing in the wake of Bandung. Kanafani’s 1960s theory of resistance literature thus responded at once to the psychological dislocation of Zionist propaganda fiction and the cultural infiltration of Arabic literature in the Cold War.

In contemporary conversations around Israel/Palestine, the Gaza Strip is construed as a state of exception, rendering the territory either hypervisible or entirely invisible. Through the prism of the Covid-19 pandemic and Israel’s possible de jure annexation of portions of the West Bank, this piece argues that rather than being exceptional, the Gaza Strip represents the very embodiment of Israeli settler colonialism in Palestine. Its isolation and de-development constitute the endpoint of Israel’s policies of land theft and Palestinian dispossession. This endpoint, referred to as Gazafication, entails the confinement of Palestinians to urban enclaves entirely surrounded by Israel or Israeli-controlled territory. The Trump plan, otherwise known as the “deal of the century,” along with the Covid- 19 crisis, have inadvertently exposed the reality of Gaza as an enclave of the one-state paradigm.

Abstract:
Available on publicly accessible websites, interactive documentaries are typically free to use, allowing audiences to navigate through amounts of information too large for standard film or television documentaries. Media literacy, however, is needed to understand the ways that interactive documentaries reveal or conceal their power to narrate. Examining ARTE France’s Gaza Sderot (2008–9), Zochrot’s iNakba (2014), and Dorit Naaman’s Jerusalem, We Are Here (2016), this article discusses documentaries that prompt audiences to reflect upon asymmetries in the power to forget history and the responsibility to remember it by mapping Palestinian geographies that have been rendered invisible. Since media ecologies are increasingly militarized, particularly in Palestine/Israel, interactive documentaries like iNakba and Jerusalem, We Are Here can disrupt Israeli state branding as technologically innovative while minimizing risk of surveillance by avoiding the use of location-aware technologies that transform interaction into tracking.

Abstract:
In the early 1960s, Israeli diplomats based in Paris noted that student life there had become political in new ways that threatened to undermine Israel’s image and standing in the public mind. In an effort to understand the growing international student body and its nine thousand wellintegrated Arab students, the embassy asked Israeli students to spy on their colleagues and submit detailed reports about their political associations, thoughts, opinions, connections, whereabouts, and much else. Using the reports and other auxiliary material that the Israeli diplomats collected, this article examines the formation process of a unique, student-led intellectual and political ecosystem. Specifically, it shows how, in tandem with the rise of the New Arab Left and other transnational student collaborations, the Palestinian question grew from a marginal and marginalized issue to a major cause that was deeply entwined with other contemporaneous causes of universal resonance, such as those of South Africa, Rhodesia, and Algeria.

Abstract:
Despite its military, diplomatic, and economic power, Israel’s regime of military occupation, settler colonialism, and apartheid still views the nonviolent, Palestinian-led global Boycott, Divestment, Sanctions (BDS) movement as a “strategic threat” to its system of injustice, waging a protracted war against the movement accordingly. This essay aims to contextualize Israel’s war on BDS by examining the movement’s origins, principles, impact, and theory of change. It analyzes the most critical challenges BDS is facing and its most promising strengths, especially its balancing of ethical principles with strategic effectiveness and its intersectional approach to the struggle for Palestinian freedom, justice, and equality.
