The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

In the early 1960s, Israeli diplomats based in Paris noted that student life there had become political in new ways that threatened to undermine Israel’s image and standing in the public mind. In an effort to understand the growing international student body and its nine thousand wellintegrated Arab students, the embassy asked Israeli students to spy on their colleagues and submit detailed reports about their political associations, thoughts, opinions, connections, whereabouts, and much else. Using the reports and other auxiliary material that the Israeli diplomats collected, this article examines the formation process of a unique, student-led intellectual and political ecosystem. Specifically, it shows how, in tandem with the rise of the New Arab Left and other transnational student collaborations, the Palestinian question grew from a marginal and marginalized issue to a major cause that was deeply entwined with other contemporaneous causes of universal resonance, such as those of South Africa, Rhodesia, and Algeria.

This year marks the 70th anniversary of the first Nobel Peace Prize presented for efforts to achieve peace in the Middle East between Israel and Arab nations in Palestine. The recipient was Ralph Bunche, an American academic and diplomat with the U.N., who received the Peace Prize in 1950 for brokering the Israeli-Arab armistice agreements in 1949. The agreements ended the official hostilities of the 1948 Arab-Israeli War between Israel and Egypt, Jordan, Syria, and Lebanon and established armistice lines between Israeli and Arab nation forces that held until the 1967 Six-Day War. (This same seemingly intractable confrontation yielded two later Peace Prizes: to Anwar al-Sadat and Menachem Begin in 1978 and to Yassar Arafat, Shimon Peres, and Yitzhak Rabin in 1994.)

While the recent accords with the United Arab Emirates (UAE), Bahrain, and Sudan moves Israel further along the path of regional integration and diplomatic normalization, the deal does nothing for Israel’s other existential threat — the Palestinians living in Israel proper, the West Bank, and Gaza. Nevertheless, it is a big deal. It is all part of the evolving Middle East where Arab support for the Palestinians has been melting for years. For decades, many Arab states were united in their hostility toward Israel and support for the Palestinian cause, even though in some cases that backing was largely rhetorical. But change has been under way for decades, beginning with the Egyptian and Jordanian formal recognition of Israel and then in the 2002 Arab Peace Initiative (API). That Saudi Arabian initiative called for normalizing relations between the Arab world and Israel, in exchange for a full withdrawal by Israel from the occupied territories (including the West Bank, Gaza, the Golan Heights, and Lebanon), a “just settlement” of the Palestinian refugee problem based on UN Resolution 242, and the establishment of a Palestinian state with East Jerusalem as its capital.

Iran’s Supreme Leader Ayatollah Ali Khamenei, a cleric who will turn 80 in July 2019 and has ruled over Iran since 1989, has made a political career out of demonizing the United States. And yet, he knows full well that at some point—whether in his lifetime or after—Tehran has to turn the page and look for ways to end the bad blood that started with the birth of the Islamic Republic in 1979. But Khamenei’s efforts to make the United States a strawman are not easily undone in present-day Tehran, where anti-Americanism is the top political football, as the two main factions inside the regime—the hardliners versus the so-called reformists—battle it out for the future of Iran. Meanwhile, President Donald Trump’s “maximum pressure” on Iran has made it all but impossible for Khamenei to meet Washington half-way. Accordingly, the best Khamenei can do for now is to wait out the Trump White House. There will be no Khamenei-Trump summits. That much is abundantly clear if one listens to the chatter from Tehran. But the issue of possible relations with post-Trump America is still hotly contested in the Islamic Republic. In the meantime, with Trump’s re-imposition of sanctions from November 2018, Tehran’s hope in the short term is that Europe, together with Iran’s more traditional supporters in Moscow and Beijing, can give Iran enough incentive so that it can ride out the next few years as its economy comes under unprecedented pressure.

Abstract:
The American approach to the problem of Palestine long rested on several recognizable pillars: a basic sympathy with the Zionist program, a sincerely felt belief that Palestinian Arabs had largely been victimized by historical forces that the United States itself had found it necessary to serve, and an unstated—but real—feeling of guilt over the key role Washington played in the 1948 birth of the Jewish state. Donald Trump’s presidency upended the long-held US posture on the Palestine issue, making Washington far more amenable to Israel’s growing appetite for Arab Lands taken in 1967. In his first two years in office Trump instituted a series of administrative and economic measures apparently designed to force the PLO’s acceptance of a still-unannounced peace plan. This article suggests that Trump’s strategy will fail.

The Trump Administration Middle East Plan appears to call for a Palestinian “Bantustan” (maybe two with Gaza) and legally enforced separation of communities based on ethnic grounds. It is difficult to believe that this resurrection from the discredited past could be acceptable to anyone but its authors, who appear to be completely oblivious to the history of South Africa. That includes Netanyahu, who has obviously been fully engaged in the plan’s development. However the plan will be unacceptable to everyone else, including Saudi Arabia and other Arab governments who have been flirting with Israel and the US in an informal anti-Iranian alliance. The plan would certainly exacerbate – if that is possible – the relationship between Israel and the Palestinians. The Kushner Plan would be like throwing oil on a fire; it will end badly for everyone concerned.

The paper adds to the body of recent scholarly literature that emphasizes the role of domestic publics in public diplomacy – a field until recently examined with only minor attention to the domestic realm. It suggests conducting analysis of the domestic dimension of public diplomacy on three levels: individual, organizational, and national. By doing so, we are able to understand in a complex manner the environment from which public diplomacy practice grows, and thus also its specific dynamics. Applying this model of analysis to the case of Israel, the paper describes major domestic factors shaping Israeli public diplomacy: the culture of individual engagement (individual level), the clash of organizational ethea of institutions responsible for public diplomacy (organizational level), and the intertwining of public diplomacy and nation building (national level). The analysis also allows us to bet- ter grasp the dilemma faced by Israeli public diplomacy between efficiency and democratic character.

India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo- Iran's relations.

Turkey’s Middle East policy under the AKP government – in particular, its stance on Syria and the fight against ISIL – has had a damaging effect on not only its 60-year-old alliance with the US, but also its regional standing. The author chronicles several of the government’s blunders, arguing that they ultimately stem from a “fundamental miscalculation of Turkey’s power and capacity to shape regional developments.” From the government’s misplaced confidence in Bashar al-Assad’s regime and subsequent radical reversal in its Syria policy, to its sectarian approach to the region and support of the Muslim Brotherhood in Egypt, to its deteriorated relationship with Israel, the author contends that Turkey has succeeded only in further alienating itself.

Most analysts consider Davutogˆlu’s “zero problems with neighbors” strategy a failure, and typically cite Turkey’s decision to lend its support to religious conservative movements like the Muslim Brotherhood during the Arab Spring as a primary example. However, the failures of the last few years must also be understood within the framework of a larger narrative where Turkey has insisted on functioning as an intermediary between Israel and Syria, and the United States and Iran. These episodes, during which Turkey overstepped the boundaries of its influence, revealed the limitations of Turkish foreign policy and foreshadowed its regional decline.

Abstract:
Security relations with the US have been critical for Turkey. Cold War strategic imperatives dictated typical bandwagoning policies, although disagreements and frictions were present at times. In the 2000s, a combination of domestic developments and rapidly changing regional security patterns has resulted in a more assertive Turkish regional security policy, which for many represents a departure from traditional Kemalist principles. This article attempts to assess the current course of Turkish regional security engagement and the extent to which relations between the USA and Turkey are subject to major change. The analytical context accounts for the impact of domestic, regional and global levels. The empirical focus is on Turkey’s involvement in the Syrian sectarian conflict and on the trajectory of the bilateral relations with Israel.

Violence in the West Bank is low and restrictions on Palestinian movement between major population centers have eased noticeably. Israeli-Palestinian peace talks are on hold as Palestinian Authority (PA) Pres. Mahmud Abbas refuses to resume negotiations until Israel implements a comprehensive settlement freeze (which Israel rejects).Today in Gaza, 4 Palestinians are injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the Israel Defense Forces (IDF) conducts late-night arrest raids, house searches in and around Tubas, in Bayt Fajjar nr. Bethlehem, and in Qalandia refugee camp (r.c.) nr. Ramallah. Of note, 6 IDF soldiers refuse orders to dismantle structures at an unauthorized settlement outpost; they are relieved of duty pending a court-martial hearing. (NYT 11/17; OCHA, WP 11/18; PCHR 11/19) 17 NOVEMBER The Israeli Interior Min. approves construction of 900 new housing units in Gilo settlement in East Jerusalem, precipitating sharp criticism from the White House not only for the Gilo project but for “the continued pattern of evictions and demolitions of Palestinian homes” in Jerusalem; UN Secy.-Gen. Ban Ki-moon “deplores” the decision. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Hebron (evicting 1 Palestinian family from their home, occupying it as an observation post), Jericho, Nablus. In the Jerusalem environs, Israeli forces demolish 2 Palestinian homes (1 in Wadi Qaddum, housing 30 Palestinians; 1 in Bayt Hanina, displacing 11 Palestinians). (IFM, NYT, OCHA, PLONAD, WP, WT 11/18; PCHR 11/19) 18 NOVEMBER New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). (NYT, XIN 11/19; PCHR 11/25; JPI 11/27) 19 NOVEMBER In the West Bank, the IDF stages synchronized late-night raids on the homes of 5 PA intelligence officers in villages nr. Nablus and Salfit, detaining the men (including the PA's Salfit regional intelligence cmdr. Lt. Col. Muhammad `Abd al-Hamid Bani Fadil), marking Israel's first arrest of senior PA security officials in 3 yrs.; the IDF also relays to the PA a request to turn over a 6th intelligence officer, but the PA does not comply; the Israeli DMin. confirms the arrests but refuses to comment, with Palestinian security sources speculating (YA 11/20) that Israel was pressuring the PA to back off investigation of a suspected collaborator; all 5 are released on 11/20 after talks between Israel and the PA. The IDF also stages synchronized late-night house searches in 3 villages w. of Jenin, making no arrests. IDF undercover units traveling in a car with Palestinian license plates enter Bil`in village, arrest a Palestinian on an Israeli wanted list. (YA 11/20; OCHA, PCHR 11/25) 20 NOVEMBER In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians taking part in weekly protests against the separation wall in Bil`in (10s suffer tear gas inhalation) and against Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstration against the separation wall in Ni`lin (injuring 3 Palestinians); fires stun grenades and tear gas at Palestinian and international activists taking part in the weekly nonviolent demonstration against the separation wall in al-Ma`sara s. of Bethlehem (injuring 3 Palestinians, including a 9-yr.-old boy); conducts late-night arrest raids on several coffee shops nr. Qalqilya, detaining 3 PA security officers and 3 teenagers (including a 14-yr.-old boy). In Hebron, Jewish settlers fr. Ma'on in Hebron beat 4 Palestinian youths tending sheep nearby, chasing them off the land; Jewish settlers fr. Carmiel attack and vandalize a Palestinian home nearby, attempting to drive the Palestinian family off the land. (OCHA, PCHR 11/25) 21 NOVEMBER In Gaza, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. The IDF retaliates with air strikes on 2 suspected weapons factories and a smuggling tunnel on the Rafah border, injuring 8 Palestinians (2 seriously, 2 moderately, 4 lightly) and damaging another 2 factories and 4 homes nearby. Hrs. later, Hamas announces that it has secured renewed pledges from all Gaza factions to halt all rocket and mortar fire toward Israel, to preserve the stability in Gaza and prevent further Israeli retaliation, though the factions say they will respond to any IDF incursion into Gaza. (YA 11/21; HA, WT 11/22; WT 11/23; OCHA, PCHR 11/25; WJW 11/26) 22 NOVEMBER In the West Bank, the IDF makes a late-night incursion into Bayt Liqiya nr. Ramallah, patrolling the streets and firing rubber-coated steel bullets at stone-throwing youths who confront them, causing no reported injuries; conducts late-night arrest raids, house searches nr. Jenin, Qalqilya. (OCHA, PCHR 11/25) 23 NOVEMBER Unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Qalqilya; conducts late-night patrols inside Jenin town. Jewish settlers stone Palestinian vehicles traveling on the Nablus–Qalqilya road nr. Havat Gilad settlement. The UN reports that in the previous wk., 2 Palestinian militants were killed mishandling explosives, and 1 Palestinian was killed and 1 injured in a smuggling tunnel collapse on the Rafah border. (PCHR 12/3; OCHA 12/9) Netanyahu declares a 10-mo. halt to all new residential housing approvals and construction in West Bank settlements, though building in East Jerusalem and work on 2,900 West Bank housing units currently under construction and any “public buildings essential for normal life” (e.g., schools, synagogues) in West Bank settlements would proceed. 31. Attack on the Gaza Flotilla: An Eyewitness Account

Abstract:
Palestinians in Gaza have suffered under an illegal siege—first imposed by Israel in 2005 and strictly enforced since early 2009—which Amnesty International has called “a flagrant violation of international law.” Hundreds of civilians, the representatives from dozens of countries, attempted to deliver much-needed material to the Gazan people by the Gaza flotilla. The passengers on board—including elected officials, diplomats, media professionals, and other human rights workers—joined the flotilla as an act of civil disobedience and because they believe there is no decent justification for preventing shipments of humanitarian aid from reaching people in crisis. Israeli military launched a nighttime assault with heavily armed soldiers who shot and killed nine civilians and seriously injured dozens more. What happened to the flotilla is happening to the people of Gaza on a daily basis. It will not stop until international law is applied to all countries, Israel included.

For a more comprehensive overview of events related to the al-Aqsa intifada and of regional and international developments related to the peace process, see the Quarterly Update on Conflict and Diplomacy in this issue. 16 NOVEMBER As the quarter opens, Israel maintains its strict siege of Gaza, imposed following Hamas's 6/07 takeover of Gaza and tightened dramatically in 1/08 to allow no exports and only the bare minimum of humanitarian imports. A 6-mo. Gaza cease-fire, in place since 6/19, technically remains in effect, although significant cross-border exchanges resumed on 11/4. Israel has sealed Gaza borders completely since 11/5, allowing in an average of 5 containers/day of humanitarian aid, whereas the UN estimates that 500/day are needed to sustain the basic human needs of the 1.5 m. population. Today, the Israel Defense Forces (IDF) makes an air strike on Gaza City targeting a group of Popular Resistance Comm. (PRC) mbrs. preparing to fire a rocket into Israel, killing 4 PRC mbrs. (The IDF reports that in the past 48 hrs., Palestinians have fired 20 rockets and mortars, including 2 Grad-type rockets, into Israel, causing no damage or injuries.) In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Nablus, and nr. Bethlehem, Jenin. Israel's High Court orders Jewish settlers to evacuate the illegal outpost of Beit Shalom, in the al-Rajabi building in the Wadi al-Nassara area of Hebron, or face eviction, also declaring the State of Israel the temporary custodian of the building until ownership disputes are resolved; settlers ignored a 10/29 High Court order demanding they vacate the building within 24 hrs. (NYT 11/17; OCHA 11/19; PCHR 11/20; OCHA 11/27) 17 NOVEMBER Israel allows into Gaza 30 trucks carrying food and medicine for UNRWA, a limited amount of diesel fuel for Gaza's electricity plant. The IDF fires on a group of armed Palestinians nr. Bayt Lahiya, wounding 2. Palestinians fire 11 rockets, 1 mortar fr. Gaza into Israel, causing some damage but no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bayt Umar and al-Fawar refugee camp (r.c.) nr. Hebron. (JP, WP 11/18; OCHA 11/19; PCHR 11/20; JP 1/22; HA 11/23) 18 NOVEMBER Israel reseals crossings into Gaza, citing continued Palestinian mortar and rocket fire. Palestinian rocket fire immediately falls to near zero. The IDF sends tanks into s. Gaza to disable roadside bombs planted along the border, trading fire with Palestinian gunmen, causing no reported injuries. The Israeli navy intercepts and confiscates 3 Palestinian fishing boats carrying fishermen and international peace activists, detaining passengers and crew (all are released on 11/19). Egyptian security forces demolish 20 smuggling tunnels on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Issawiyya nr. In the West Bank, the IDF conducts late-night house searches in and around Balata r.c. and Nablus, nr. Qalqilya; occupies 4 Palestinian homes in the Wadi al-Nassara area of Hebron, restricts Palestinian movement in the neighborhood while Jewish settlers fr. Kiryat Arba hold a celebration. (OCHA, PCHR 11/20; PCHR 11/27) 21 NOVEMBER In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 5); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil`in (10s suffer tear gas inhalation), Jayyus nr. Qalqilya (10s suffer tear gas inhalation; a Palestinian Council mbr. and PLO Exec. Comm. mbr. are detained for questioning), and Ni`lin (injuring 1). In East Jerusalem, Israeli police raid and halt a cultural event at a theater in the city organized by the Jerusalemite Youth Parliament and several local NGOs and schools, stating that it was a political event connected to the Palestinian Authority (PA), which the organizers deny. (PCHR 11/27) 22 NOVEMBER The IDF conducts late-night arrest raids, house searches nr. Bethlehem, Jenin. Jewish settlers dress in Magen David Adom (Israeli Red Cross) uniforms and, guarded by Israeli security forces, raid, seize a Palestinian home in the Aqabat al-Saraya quarter of the Old Town of East Jerusalem; the Palestinian family has lived in the home since 1931. A Palestinian who suffered a severe heart attack during an 11/9 IDF raid on his East Jerusalem home dies. (PCHR 11/27) 23 NOVEMBER The IDF conducts a late-night arrest raid in Bethlehem. An Israeli court orders settlers to evacuate the East Jerusalem home seized on 11/22; Israeli police remove the settlers but seal the second floor of the home pending a 12/2 court date to hear the settlers' case. Jewish settlers fr. Kiryat Arba vandalize Palestinian homes nr. the al-Ibrahimi Mosque/Tomb of the Patriarchs. (PCHR 11/27) 24 NOVEMBER Israel allows 32 truckloads of humanitarian aid, limited fuel imports, and some currency imports into Gaza but maintains a ban on foreign journalists (ban now in place for more than 2 wks.). The Foreign Press Association appeals to Israel's High Court to overturn the ban. Despite receiving fuel, Gaza's power plant cannot resume operation, because its turbine batteries have died from prolonged lack of use and Israel continues to bar the import of maintenance equipment. Palestinians fire 1 rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF demolishes a Palestinian home in Azariyya; patrols in, fires on residential areas of Jenin town and r.c., causing no injuries; conducts late-night arrest raids, house searches, ID checks in Qalandia r.c. nr. Ramallah. Jewish settlers fr. Beit Shalom vandalize, heavily damage at least 5 Palestinian cars. The Israeli government reaches a deal with the 45 Jewish settler families in the unauthorized outpost of Migron (among the largest unauthorized outposts) near Hebron to relocate closer to the existing authorized Jewish settlement of Adam; the families will be permitted to stay in Migron until new housing is constructed, a process expected to take years. The UN Office for the Coordination of Humanitarian Affairs (OCHA) estimates that Palestinians have fired 20 rockets, mortars toward Israel since 11/19, with 5 exploding at the launch site, most landing in Sederot, none causing injuries. In the West Bank, the IDF conducts synchronized, late-night house searches on several villages nr. Jenin (no arrests are reported). As rumors spread that the IDF is preparing to evict settlers fr. Beit Shalom, Jewish settlers fr. Kiryat Arba and Beit Shalom carry out a series of attacks on nearby Palestinian neighborhoods, vandalizing homes, attacking 2 funeral processions, moderately injuring 2 Palestinians; the IDF observes but does not intervene. Hebron, Jerusalem, Qalqilya, Tulkarm; conducts synchronized, late-night house searches in Tubas and neighboring al-Fara` r.c., and in 8 villages s. of Jenin, making no arrests; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil`in (injuring 1 Japanese activist), Jayyus nr. Qalqilya (injuring 2 Palestinians), and Ni`lin (injuring 2 Danish activists, 1 Palestinian teenager). Jewish settlers fr. Kiryat Arba and Beit Shalom attack Palestinians, vandalize property in nearby Palestinian areas, seriously injuring 4 Palestinians, including a 6-yr.-old boy. Later, IDF troops close the area, take up positions on surrounding rooftops, escort 5 busloads of settlers from other parts of the West Bank into the area to "defend" the illegal Beit Shalom outpost. In the evening, the settlers rampage through Palestinian areas, burning cars, slashing tires, breaking windows of cars and homes, destroying water tanks; the IDF does not intervene. In an attempt to revive peace talks, Israeli Prime Minister Ehud Olmert recently met with Palestinian Prime Minister Mahmoud Abbas at his residence in Jerusalem. Once again, Palestinian and Israeli leaders appear to be at an important crossroads. Is peace on the horizon? Or will violence erupt? Tough questions loom ominously. The complex environment of Middle East diplomacy is like walking a tightrope, where each negotiation rests on a delicate balance between peace and war. As Israel's former Ambassador to the United States and Chief Negotiator to Syria, Itamar Rabinovich has walked this tightrope, negotiating through some of Israel's most challenging times. Former Ambassador Rabinovich sat down with al Nakhlah to shed light on his diplomatic experience, offering important lessons from the past and his unique perspective on the future challenges and opportunities in the Middle East.
