- The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

3. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

- The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

- Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

- Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

- This article attempts to answer the question of why Iran is reluctant to discuss its missile program. Unlike other studies that focus on the importance of Iran’s missile program in providing deterrence for the country and establishing a balance of military power in the region, or that view the missile program as one of dozens of post-revolutionary contentious issues between Iran and the United States, this article looks into Iran’s ontological security. The paper primarily argues that the missile program has become a source of pride for Iranians, inextricably linked to their identity. As a result, the Iranian authorities face two challenges when it comes to sitting at the negotiation table with their Western counterparts: deep mistrust of the West, and the ensuing sense of shame over any deal on the missile issue. Thus, Iranian officials opted to preserve the identity components of the program, return to normal and daily routines of life, insist on the missile program’s continuation despite sanctions and threats, and emphasize the dignity and honor of having a missile program. The article empirically demonstrates how states can overcome feelings of shame and mistrust. It also theoretically proves that when physical security conflicts with ontological security, governments prefer the former over the latter, based on the history of Iran’s nuclear negotiations. They appeal to create new narratives to justify changing their previous policies.

- The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

- International relations are determined by systemic and structural factors at the global, regional and state/domestic levels. Inter-state relations require common interests, shared goals, inter-related threat perception and eminent security challenges. Indo-Iranian relations have been on a progressive trajectory since the beginning of current century; their relations are focussed on political, economic, security and strategic spheres. As an emerging major power, India intends to enhance its influence across regions. This paper attempts to examine how Indo-Iranian relations have shaped up over the years. How convergence of interests by these two far-off neighbors have developed to join and cooperate in economic, political and social domains. - In contemporary world politics, India and Iran occupy great strategic significance. Both countries have huge convergence of national interests. Collaboration and cooperation between the countries would resolve their respective domestic issues and challenges and play a determining role in strengthening their role in global affairs. For a fast-growing economy and energy deficit country like India, Iran provides access to a huge amount of natural resources and opens up its vast untapped market for Indian finished goods and services. In addition to that, Iran, due to its geographic location can act as a transit route for India to reach strategically important countries in Central Asia and Afghanistan. Being the second-largest Shia populated country in the world after Iran and one of the highest energy importing countries, India occupies an important place in the strategic thinking of Iran. In the past, India was the second-largest oil-exporting destination for Iran and an important trading partner for Iran. Taking the structural realism as a theoretical framework, the article attempts to seek an answer to the questions, why despite belonging to a single-family, living together for many centuries and sharing common social, religious and traditional values, the two countries have been unable to transform their mutual understanding into a long term strategic partnership, and how the global events have affected their mutual understanding and replaced it with trust deficit.

- Abstract:
- The high-profile assassination of General Qassim Soleimani, the commander of the Iranian Revolutionary Guard Corps’ Quds Force (QF), on January 3 in Baghdad marked the lowest point in US-Iran relations in recent times. It triggered a new spell of geopolitical tensions in the Middle East with far-reaching consequences for South and Southeast Asia. Soleimani’s killing has also coincided with the potential rejuvenation of the Islamic State (IS), and ongoing anti-government protests in Iraq, Iran and Lebanon. Soleimani’s killing was bound to have reverberations beyond the Middle East. Muslim-majority states in South and Southeast Asia, where both Saudi Arabia and Iran have engaged in sectarian proxy wars by funding and influencing the Sunni and Shia segments of the population. While states in both regions have condemned Soleimani’s killing, they have stayed largely neutral to avoid getting sucked into rising geopolitical tensions. Against this backdrop, the March issue of the Counter Terrorists Trends and Analyses (CTTA) features three articles that explore different dimensions of Soleimani’s death and their geopolitical implications. In the first article, James M. Dorsey argues that as US-Iran tensions have eased in recent months, Iranian hardliners, emboldened by a sweeping mandate earned in recent domestic elections, remain committed to a well-honed strategy of escalating asymmetric warfare. According to the author, this raises the prospects for a full-scale war, with the United States also still pursuing a maximum pressure campaign on Iran that has to date, yet to produce tangible results. In the second article, Raffaello Pantucci reasons that despite a general consensus that the US-Iran rupture will ease pressure on transnational jihadist groups in the Middle East theatre, it remains unclear how Soleimani’s killing will shape their future behaviour. On the one hand, Iran-backed Shia militias are likely to step up their operations, which will exacerbate sectarian fault-lines in the region and feed into IS’ self-portrayal as the saviours of Sunnis. Conversely, pragmatism continues to define interactions between Tehran and Sunni jihadist groups such as the Islamic State and Al Qaeda, who appear happy to cooperate to ensure broader strategic goals. Next, Bilveer Singh examines the implications of Soleimani’s assassination for South and Southeast Asia. regions where both Iran and Saudi Arabia enjoy ideological influence among the Muslim-majority states. Sunni Malaysia and Indonesia have reservations about Tehran, but domestic political pressures are likely to endear Iran to them more than the US. The impact in South Asia could be more varied, mostly affecting Afghanistan and Pakistan. Iran through its Shia militant proxies can undermine US interests in Afghanistan. The QF has also recruited significant Shia militias in Afghanistan and Pakistan respectively for operations in Syria. Moreover, Pakistan has to walk a tight rope given Iran has an inside track to its significant Shia population. Besides cross and intra-regional assessments of Soleimani’s assassination within the broader US-Iran fissures, the threat landscapes in Indonesia and West Africa, both long-time hotbeds for terrorist activity in their respective regions, are also examined in this issue. Firstly, Noor Huda Ismail takes a closer look at pro-IS terrorist networks in Indonesia, a country that is home to the world’s largest Muslim population. By examining the background, tactics and modus operandi of local terrorist groups, both online and offline, and comparing their legacy with those of previous militant Islamist movements, the author believes important learning lessons can be drawn to help mitigate future security threats. Finally, Atta Barkindo analyses the jihadist threat in the Sahel region, where a landscape conducive to terrorist activities provides the fertile ground for IS and Al-Qaeda to grow by linking up with local militant networks. The tactical sophistication exhibited in terrorist attacks by Sahelian jihadist groups, particularly in Nigeria and the Lake Chad region, testifies to a growing footprint of global jihadism. Sahel provides an arterial life-line through the region, by facilitating the movement of goods and people between the Mediterranean and West Africa, which has been enormously beneficial to terrorist groups involved in organised criminal enterprises. Moreover, desertification and environmental degradation have also created a conducive environment for criminal activities and terrorism.

- In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

- When and how do domestic politics influence a state's nuclear choices? Recent scholarship on nuclear security develops many domestic-political explanations for different nuclear decisions. These explanations are partly the result of two welcome trends: first, scholars have expanded the nuclear timeline, examining state behavior before and after nuclear proliferation; and second, scholars have moved beyond blunt distinctions between democracies and autocracies to more fine-grained understandings of domestic constraints. But without linkages between them, new domestic-political findings could be dismissed as a laundry list of factors that do not explain significant variation in nuclear decisions. This review essay assesses recent research on domestic politics and nuclear security, and develops a framework that illuminates when and how domestic-political mechanisms are likely to affect nuclear choices. In contrast to most previous domestic arguments, many of the newer domestic-political mechanisms posited in the literature are in some way top-down; that is, they show leaders deliberately maintaining or loosening control over nuclear choices. Two dimensions govern the extent and nature of domestic-political influence on nuclear choices: the degree of threat uncertainty and the costs and benefits to leaders of expanding the circle of domestic actors involved in a nuclear decision. The framework developed in this review essay helps make sense of several cases explored in the recent nuclear security literature. It also has implications for understanding when and how domestic-political arguments might diverge from the predictions of security-based analyses.

- British withdrawal from the Persian Gulf in 1971, started a new era in the region with new political order and new security map. Iran and Saudi Arabia emerged as the guardians of the status quo to be filling the power vacuum left by the British in behalf of the West. Britain adopted a new post-imperial role in the region along with new post-colonial foreign policy in the post-withdrawal context. British policy towards the regional security is analysed in this article with central focus on the shift emerged in the aftermath of the Iranian Revolution in the British policy. After 1979, Iran, no longer a Western ally, has been defined as the major internal threat for the regional security following the major external threat of the Soviet expansion in the British foreign policy. This paper argues that the shift in the British policy came along with a sectarianist approach towards the region. The sectarianization emerged with the securitization of the Gulf based on “Iran threat” within the determinants of the Anglo-American alliance on the regional security. The sectarianist discourse adopted by the British foreign policy was employed as an effective tool of the securitization of the Gulf that was deepened during the regional conflicts, the Iran-Iraq War and the Gulf War.

- It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

- In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

- What impact has the Syrian crisis had on Iran-Turkey political relations? Some analysts argue that divergence in Iranian and Turkish outlooks and roles played in the Syrian crisis have adversely affected their bilateral relationship. But the authors believe that in spite of the conflict in Iran's interests and Turkish policies towards Syria, their broader relations in other areas–security and economy-have prevented the rupture of political relations. In this regards, after the nature of the Syrian crisis is briefly described, Turkish foreign policy strategy in the Middle East will be explained. Then, Turkish-Syrian relations prior to the outbreak of the crisis will be analyzed followed by a discussion of Iranian and Turkish foreign policies towards the Syrian crisis and their impact on their mutual relations. The authors will conclude that although the Syrian political crisis has given rise to certain tensions and adverse consequences in their political relations, their bilateral ties have persisted as manifested in high-ranking diplomatic meetings between their political authorities and in ongoing deliberations on important regional issues.

- The region of the Persian Gulf can be seen as a heartland under the geopolitical influence of which the Arab-Iranian relations are shaped. As one the world's primary and most significant source of fossil-energy exports, the Persian Gulf cobbles together the eight countries of the region in a geopolitical panorama, in which they enjoy similarities in economic and strategic life, as well as security concerns. As well, the challenges of maritime political geography seem to be quite dependent on an established set of standards and agreements in order to remain on solid grounds. Currently, these challenges manifest themselves in four major categories, with substantial geopolitical consequences between the Iranians and the Arabs of the region, and the complexity of their relationships. These include: Religious Controversies, which concern the sectarian geopolitics, propagated under Jordan-Israeli concoction of "Shiite Crescent", Territorial Contentions; with its major controversy over the naming of the Persian Gulf. This article examines the process of territorial conflicts, proceedings and eventually the settlements over the maritime areas of the Persian Gulf in the past five decades. The arrangement of the maritime political geography in the Persian Gulf is a fitting example of former disputes over the border and boundaries within the maritime regions of the world.

- For decades, the United States and Iran have pursued fundamentally incompatible strategic objectives. Yet despite having expansive goals and minimal mutual interests, each side has recognized that direct confrontation would jeopardize its ultimate goal. Thus competition between the two countries often has taken less decisive, but also less risky, forms of behavior, namely: diplomacy, sanctions, and the use of proxy forces. Given the stakes involved, however, relying entirely on such measures to convey the seriousness of one’s intentions is insufficient. Indeed, the United States has been most successful influencing Iranian policy when it has demonstrated its own willingness to use force or supported actors using military force directly against Iran – and conversely, least successful when it has failed to do so. The two countries have long held mutually exclusive aims. The United States wants to remain predominant in the Middle East to ensure the free flow of natural resources and the security of its allies, even as it withdraws troops after more than a decade of war and faces an uncertain fiscal future. The Iranian regime pursues nuclear weapons capability to protect against its perceived danger from a U.S.-supported overthrow, provide an umbrella under which it can project unmatchable power against its neighbors, and validate its continuing right to rule, among other goals. Both objectives are highly ambitious and in direct conflict with each other. Therefore the lethargy of peace suits both rivals well, as neither side feels it can afford an overt rupture. For the United States, direct conflict would critically endanger its efforts to maintain regional stability with a receding regional footprint. For Iran, it would seriously delay its approach to a nuclear weapons capability. There is little middle ground for diplomacy to secure, given the two countries’ ultimately irreconcilable goals.

- The SCO grew out of a Chinese initiative (hence its name) from the late 1990s that brought together all the states that had emerged from the Soviet Union in 1991 and signed bilateral border-delimiting treaties with China: Russia, Kazakhstan, Kyrgyzstan, and Tajikistan. In 2001, these states and Uzbekistan formally created the SCO. Since then it has added observer states—Mongolia, Afghanistan, India, Iran, and Pakistan—and dialogue partners—Turkey, Belarus, and Sri Lanka. The SCO's original mandate seemingly formulated it as a collective security organization pledged to the defense of any member threatened by secession, terrorism, or extremism—for example, from Islamic militancy. This pre-9/11 threat listing reflected the fact that each member confronted restive Muslim minorities within its own borders. That threat may indeed be what brought them together since China's concern for its territorial integrity in Xinjiang drives its overall Central Asian policy. Thus, the SCO's original charter and mandate formally debarred Central Asian states from helping Uyghur Muslim citizens fight the repression of their Uyghur kinsmen in China. Likewise, the charter formally precludes Russian or Chinese assistance to disaffected minorities in one or more Central Asian states should they launch an insurgency. In practice the SCO has refrained from defense activities and followed an idiosyncratic, even elusive, path; it is an organization that is supposed to be promoting its members' security, yet it is difficult to see what, if anything, it actually does. Officially published accounts are of little help in assessing the SCO since they confine themselves to high-flown, vague language and are short on specifics. We see from members' actual behavior that they primarily rely on bilateral ties with Washington, Beijing, or Moscow, or on other multilateral formations like the Russian-organized Collective Security Treaty Organization (CSTO), itself an organization of questionable effectiveness. Therefore, this essay argues that the SCO is not primarily a security organization. Rather, it provides a platform and regulatory framework for Central Asian nations to engage and cope with China's rise and with Sino-Russian efforts to dominate the area. As such, it is attractive to small nations and neighboring powers but problematic for Russia and the United States. Analyzing the SCO's lack of genuine security provision, its membership expansion considerations, and Russia's decline in power will help clarify the organization's current and future roles.

- The most publicly discussed link between economics and security is the relationship between economic performance and power. the underpinnings for this relationship come from the philosophical approach that sees political power stemming from economic power. espoused at least since the 17th century by english Civil War philosopher James Harrington, these ideas saw their most well known expression in the philosophy of Karl Marx, who saw economic change driving political change. If economic structures determined politics then the link with security is clear. Carl von Clausewitz's likened war to other areas of conflict within developed societies, such as commerce and politics: “It is a conflict of great interests which is settled by bloodshed, and only in that is it different from others.”

- This study analyzes the limits and further areas of possible privatization of security in the Czech Republic in the context of a growing number of private security companies (PSCs). With reference to the recent foreign studies of security privatization and interviews conducted with the owners and/or managers of PSCs operating in the Czech Republic, this study shows that the process of security privatization is not taking place somewhere outside the structures of the Czech state because the very (in)activity of its components in providing security, along with the understandable efforts of PSCs to maximize their profits by offering new services, or extending the range of the existing ones, represents one of its key determinants. By outlining possible further areas as well as limits of security privatization in the Czech Republic, this study has the ambition to be the basis for not only an academic, but also a political debate about the ways of ensuring the safety of the citizens of the Czech Republic in the foreseeable future.

- The realm of privatization of security and the consequent existence of private military companies is an important constitutive element of security with regard to international relations. This phenomenon is most strongly developed in the Anglo-Saxon world. However, in the case of the French Republic, we can observe significant developmental and functional disparities. This paper examines externalization processes in the context of the French approach to the legitimacy, legality and territoriality of the privatization of security functions of the state and explains the different causes of their development. It discusses the main aspects of externalization, defines the typical activities of French private military companies, describes their strengths and weaknesses and outlines the problems and possible solutions that lie before the French, which cannot be ignored in the future. Finally, this paper describes the most important French private military companies and their characteristics.

One of its pillars is the verification mechanism that has been built as an international system of nuclear testing detection to enable the control of observance of the obligations anchored in the CTBT. Despite the great relevance to the global non-proliferation and disarmament efforts, the CTBT is still not in force. The main aim of the article is to summarize the importance of the CTBT and its entry into force not only from the international relations perspective but also from the perspective of the technical implementation of the monitoring system.

- Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

- Security is the main concern or raison d'être of any state. The Islamic republic of Iran and the west have had common geopolitical concerns, with some convergence in Afghanistan. The first security priority of the U.S. in particular and Europe in general after the September 11 events has been coping with terrorism in its heartland, i.e. Afghanistan. This paper, after a short review of Iran's historical relations with Afghanistan as well as its geopolitical importance for Tehran, examines Iran's main security concerns stemming from Afghanistan and the consequent Iranian narration of those threats in the post-9/11 era. The article argues that Iranian policy and even ideals for Afghanistan's long-term security is similar to the Iraqi model: outright withdrawal of foreign troops and national self-reliance on security issues. Therefore, Iran welcomes NATO's drawback from Afghanistan in 2014 and implicitly cooperates with the west in Afghanistan for viable and indigenous security.

- Democratic governments tend to cooperate with each other positively. By establishing a framework, democracy controls politicians' behavior, preventing them from pursuing imbalanced and improper policies. Popular revolutions in the Middle East have overthrown a number of authoritarian regimes allied with the United States. With the independent democratic governments being formed, we see Iran's regional and transregional rivals and adversaries challenged. Making efforts to promote democracy in the Middle East can serve as an important factor in strengthening Iran's influence in the region. Therefore, given that the rule of the game in the Middle East is one of zero-sum, the Islamic republic of Iran should reinforce its national security level and enlarge its national security realm by explicitly supporting and articulating the demands of the regional nations. Also, the presence of the Shi'a in government is closely related to the promotion of democratic trends, support for the democracy-seeking wave in the Middle East.

- The Arab revolutions have changed the political and security landscape of the Persian Gulf. The upheavals have altered the sources of threats states used to feel from those emanating from outside the internal ones; the unrest in Bahrain and Saudi Arabia has proved that the sources of tension for the Arab states are quite societal. As a result, the old Arab tactic of attribution of domestic challenges to alleged Iranian interventionism is now obsolete. The traditional role played by the regional powers is also affected and the regional alignments are in flux. The overthrow of the Mubarak regime along with the U.S middle of the way approach during the Arab revolutions have elevated Iran's stance in the Persian Gulf at the expense of the U.S and the GCC. Moreover, the security interdependence of the Persian Gulf states, particularly among the GCC, is tightened and in the face of increasing security challenges, the monarchical bloc is revitalized with the aim to buttress Arab regimes. All the said developments are the subject of examination in this article through application of the regional security complex (RSC) theory.

- Developments relating to the Islamic Awakening in the Middle East, especially in 2011, influenced and intensified, more than ever, the efforts made by the Obama Administration to securitize nuclear activities of the Islamic Republic of Iran. In fact, these activities have always been one of the major preoccupations for the foreign policy the USA. Obama followed up seriously on what George Bush did, especially during his second term. The approach of both US presidents, predicated on considering the Iranian nuclear energy programme as a threat against the US and its interests, has its root in the security-oriented approach, and its adverse consequences, towards the Iran. Therefore, a major part of Iran's foreign policy has been influenced by nuclear activities. This paper proposes to consider the process of securitizing Iran's nuclear file, especially under Obama's administration, on the basis of the conceptual pattern provided by the Copenhagen School and from speech act and action perspectives. - From the beginning of human life on earth, human needs have been crystallized in their relationship and interaction with each other. As a result of such an inter-relationship and interaction, it has been necessary for a body of law to exist that would specify humans' duties and obligations towards each other. Even though different regulations concerning human rights have been codified, human beings have not taken benefit from these rights on an equal basis. In fact, we see that throughout history, the oppressed have fought oppressors. In these protracted struggles, human beings continued to seek transcendental rights; rights they wanted to enjoy regardless of power and wealth, skin color and race. Based on this argument, if we look at the objectives and activities related to human rights, we can suggest that monotheistic religions also played a crucial part in promoting human rights. According to the findings of this research, although international law and Islamic international law both believe in the universality of human rights, without any doubt their nature and foundation differ. Nonetheless, there are numerous shared grounds and points between the two aforementioned bodies of law for whose study and utilization international human resources have to be used to forge unity and to protect world peace and security.

The opposition has been unable to deal a serious blow to the regime and international pressure has so far yielded no major results. Though calls for international and regional action have recently intensified, there exists no clear international leadership or consensus on how to handle Syria. The Arab League and Turkey, along with other countries, have created the “Friends of Syria” group after the failure of the UN Security Council resolution on Syria, but Russian and Iranian backing for the Assad regime is seriously limiting options. Given its support for the people against authoritarian regimes during the Arab Spring and its anti Assad stance, expectations for Turkey to “do something” are increasingly more pronounced. So, what's holding Turkey back?

- This paper intends to point out that threats and problems related to security and stability are common and affect the entire sub-regional system, necessitating common responses. The paper is structured in three parts. In the first part this paper intends to analyse and explain the concept of security, demonstrating that from a theoretical point of view, it must not be considered as a univocal problem, but regrouping different aspects. The second part of the paper analyses the many sources of instability affecting the Persian Gulf region today, with unavoidable consequences seen in the neighbouring sub-regional systems, such as the Caucasus, Central Asia, European Union, India and China. In the third part this paper will propose some theoretical ideas and pragmatic mechanisms aimed at suggesting different solutions to the issues analysed above. There will also be a review of the proposal for the creation of a common market involving Iran and the Persian Gulf Cooperation Council (GCC) countries as a prelude to a monetary union modelled on the experiences and results of the Euro. The effects of an end to the embargo on Iran will also be assessed. As for military security, I will assess whether the realisation of a sort of a Persian Gulf version of NATO would be possible.

- It is increasingly obvious that Qatar is playing above its weight in the international role. There is no one script that defines Qatar's diplomatic role. It is best seen as a maverick, willing to work with the US as well as Hamas, Hezbollah and Iran. It operates a complex form of public diplomacy via Al-Jazeera and other high profile initiatives at the same time as it mediates behind the scenes with Israel and Lebanon. - The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

Although it has been argued that Iran is very close to make a nuclear bomb, the results of the latest official reports from the International Atomic Energy Agency (IAEA) and some American intelligence institutions demonstrate that Iran is not reluctant to consider the concerns of the international community in its decisions. One of the main policies of great powers is to cooperate with regional actors, like Turkey, to persuade Iran to be more flexible in its nuclear policy and particularly in its uranium enrichment activity. The historical mistrust between Iran and the great powers reinforces the necessity of having other regional actors act as mediators and countries like Turkey can play an important role in this context. The governing AKP's mediation policy in the regional level is a catalyst to Turkey's attempts to mediate between Iran and the 5+1 Group, although mediation can have its own difficulties.
