Abstract:
In his 2010 best-selling book Germany Is Doing Away with Itself former German Central Bank executive member Thilo Sarrazin denounced the structural integration unwillingness of the Turkish community in Germany. The book sparked a fierce controversy especially among young, liberal, German-speaking Turks who feltCEU Political Science Journal. Vol. 8, No. 2 267 deeply offended by Sarrazin's allegations. The German unease with Islam and Turkey has cast a shadow over bilateral relations between the two states. With the rise of radical Islam and ongoing human rights violations in Turkey, tensions have been on the increase.

Abstract:
Against the background of increasing EU enlargement fatigue amongst EU countries, and with the official negotiation process with the Western Balkan countries currently underway, a comparative analysis of current reciprocal perceptions between both sides is carried out to identify potential conflict lines, and to trace how the EU is currently perceived from inside and from. In an exploratory media study three EU countries (Austria, Germany, and the United Kingdom) and two Western Balkan countries (Bosnia and Herzegovina BiH and Serbia) are compared. This paper shows that the reciprocal perceptions are not only shaped by assumed distance and difference, but also by proximity and similarities. However, the communicated boundaries and obstacles between EU and non-EU also show some indicate barriers for Western Balkan countries in the accession steps lying ahead. Furthermore, the media study suggests a broadening of the analytical spectrum to include thematic areas that go beyond political discourse.

Abstract:
Perhaps the most misleading platitude that one hears all too often in discussions of the contemporary rise of piracy off the Horn of Africa is that piracy has been around since the beginning of recorded history. On the surface, the statement is of course true. But this truth comes at the tremendous price of conceptually flattening differences between diverse social and historical situations into a one dimensional legal category, thereby obfuscating the genealogy of a concept and a figure that has been formative to the history of nations. It is precisely this complex genealogy that Professor Heller-Roazen assails and reconstructs with tremendous acumen and subtlety in his latest work The Enemy of All: Piracy and the Law of Nations.

4. Volunteering in Japan and Germany: How moral citizenship strengthens society and the state

Abstract:
For many years the prevailing image of Japan and Germany was one of “strong state, weak civil society”. The market and the state dominated public life. This article traces the role of the state in the civil society traditions of Japan and Germany and questions the “state versus civil society” institutional approach. First, it proposes a normative theoretical framework that overcomes the state/civil society dichotomy by highlighting the impact of political culture on institutional patterns of governance. Second, it contends that  modern volunteering is agent based and driven by concerns for “moral citizenship” going beyond mere advocacy and traditional political activism. Third, it argues that libertarian value changes represent a shift towards greater autonomy and self-assertiveness among citizens. The article concludes that selfless volunteering has been incremental in shaping a more legitimate state and a more self responsible society in both countries.
