- Europe has been the privileged economic and political partner of Africa, but more recently China has increased its foothold in Africa through important financial investments and trade agreements. Against this backdrop, the empirical research conducted in 2007-08 in Kenya and South Africa as part of a pioneering international project investigates the perceptions of public opinion, political leaders, civil society activists and media operators. While confirming their continent's traditional proximity to Europe, African citizens are increasingly interested in China and its impact on Africa's development. Europe is criticised for not having been able to dismiss the traditionally 'patronising' attitude towards Africa. While African civil society leaders and media operators describe China as an opportunity for Africa to break free of its historical dependence on European markets, other opinion leaders warn against too much enthusiasm for the Asian giant. There is a suspicion that the Chinese strategy might, in the long run, turn into a new form of economic patronage.

105. The Myth of Economic Complementarity in Sino-Indian Relations

- It is now a part of conventional wisdom that both China and India are emerging economic, political and even military powers in the 21st century. Terms such as “BRIC” and “Chindia,” and phrases such as “not China or India, but China and India” have entered popular discourse and policy discussions. Such terms imply a synergistic relationship between China and India—an implication that belies the tension that has characterized Sino-Indian relations for centuries. My view is less sanguine than many others' about the prospects of their relations. Relations between the two countries will be fraught with difficulties and will likely remain fragile. Conflict and competitiveness are deeply rooted in historical and structural causes, while forces for harmony are more contingent on political will, cultural understanding and careful policy management. There are several areas in which their relations can go wrong. At a fundamental level, the two countries are in an economically competitive, not a complementary, relationship with each other. Their economic and social endowments are similar (as compared with China/U.S. or India/U.S.). India and China offer very different lessons about economic policies and growth. This is not to suggest that the two countries are headed toward an inevitable collision, but to identify the urgency of carefully managing their relations and nurturing trust and goodwill on both sides.

106. Blind Men and an Elephant: How the Indian and Chinese Press Cover Myanmar

- The objective of this paper is to examine how patterns of Indian and Chinese reporting on Myanmar reflect the political climates of each country. A sample of 94 articles from Indian sources and 106 articles from Xinhua News Agency (English) was examined using content-analysis techniques. There is a clear divergence in the topics covered by the Indian and Chinese media during the time period reviewed, 3 November to 17 November 2010, which was selected to coincide with Myanmar's first nationwide elections in twenty years as well as the release of political prisoner Aung San Suu Kyi from house arrest. The Indian press provided more coverage of Suu Kyi's release and of Myanmar political affairs than the Chinese press, but neither India nor China covered Suu Kyi's activities in the days following her release. The Chinese press provided more coverage of economic affairs and the Myawaddy border crisis, which the Indian press ignored. Surprisingly, the press in nondemocratic China attentively chronicled and promoted Myanmar's elections while the press in democratic India had very little to say about them. This suggests that on these issues, the press focus on what they perceive to be in the national interest of their respective countries.

- Japan has long been regarded as a central component of America's grand strategyin Asia. Scholars and practitioners assume this situation will persist in the face of China's rise and, indeed, that a more 'normal' Japan can and should take on anincreasingly central role in US-led strategies to manage this power transition. Thisarticle challenges those assumptions by arguing that they are, paradoxically, beingmade at a time when Japan's economic and strategic weight in Asian security isgradually diminishing. The article documents Japan's economic and demographicchallenges and their strategic ramifications. It considers what role Japan mightplay in an evolving security order where China and the US emerge as Asia's twodominant powers by a significant margin. Never mind notions of a responsible stakeholder; China has become a revolutionary power.'

- The geography of power is at present being dramatically transformed, notably by the rapid economic rise of China. What makes international order legitimate in a world in which political and economic foundations are rapidly shifting? This article examines analogies and lessons from a previous transition, from a world order centered on Britain, to a US dominated global order. The article looks at two interpretations of the transition, one by E. H. Carr, the other by Charles Kindleberger. China is beginning to behave in the way expected of a Kindleberger hegemon, but also sees the possibilities of asserting power in a world that in the aftermath of 2008 looks much more like the chaotic and crisis-ridden interwar period as interpreted by E. H. Carr. The challenge for the management of the new international order will lie in the ability of China to embrace the universalistic vision that underpinned previous eras of stability, in the nineteenth century and in the late twentieth century.

- The summer of 2011 marked two anniversaries for China and Russia. In June, the Shanghai Cooperation Organization (SCO) celebrated its 10th anniversary at the annual SCO Summit in Astana, Kazakhstan. Over the past 10 years, the regional security group has grown fed by its “twin engines” of Russia and China. Immediately following the SCO Summit, President Hu Jintao traveled to Moscow, marking the 10th anniversary of the signing of the Friendship Treaty between Russia and China. There was much to celebrate as Moscow, Beijing, and the SCO have achieved stability, security, and sustained economic development in a world riddled with revolutions, chaos, crises, and another major economic downturn. The two anniversaries were also a time to pause and think about “next steps.” While the SCO is having “growing pains,” China and Russia have elevated their “strategic partnership relations” to a “comprehensive strategic cooperation and partnership.”

- The geographic proximity of Central Asia to Russia, China, the Caucasus and the Caspian region, as well as to the Middle East, makes this oil and gas-producing region a crucial and ever-developing player in regional and global energy markets. The method by which Central Asian producers choose to develop their hydrocarbon resources and export infrastructure will have significant implications for the plans for diversification of oil and gas supplies of Europe, China and India, as well as for Russia's energy exports to Europe. It is still too early to tell whether the economic and political incentives are strong enough to promote cooperation between the various actors or whether the energy interests of these key external powers are so diverse as to clash in Central Asia.

- Indonesia is in the midst of a yearlong debut on the world stage. This past spring and summer, it hosted a series of high-profile summits, including for the Overseas Private Investment Corporation in May, the World Economic Forum on East Asia the same month, and the Association of Southeast Asian Nations (ASEAN) in July. With each event, Indonesia received broad praise for its leadership and achievements. This coming-out party will culminate in November, when the country hosts the East Asia Summit, which U.S. President Barack Obama and world leaders from 17 other countries will attend. As attention turns to Indonesia, the time is ripe to assess whether Jakarta can live up to all the hype. A little over ten years ago, during the height of the Asian financial crisis, Indonesia looked like a state on the brink of collapse. The rupiah was in a death spiral, protests against President Suharto's regime had turned into riots, and violence had erupted against Indonesia's ethnic Chinese community. The chaos left the country -- the fourth largest in the world, a sprawling archipelago including more than 17,000 islands, 200 million people, and the world's largest Muslim population -- without a clear leader. Today, Indonesia is hailed as a model democracy and is a darling of the international financial community. The Jakarta Stock Exchange has been among the world's top performers in recent years, and some analysts have even called for adding Indonesia to the ranks of the BRIC countries (Brazil, Russia, India, and China). More recent efforts to identify the economic superstars of the future -- Goldman Sachs' "Next 11," PricewaterhouseCoopers' "E-7" (emerging 7), The Economist's "CIVETS" (Colombia, Indonesia, Vietnam, Egypt, Turkey, and South Africa), and Citigroup's "3G" -- all include Indonesia.

114. The Sick Man of Asia

- Although China has made remarkable economic progress over the past few decades, its citizens' health has not improved as much. Since 1980, the country has achieved an average economic growth rate of ten percent and lifted 400–500 million people out of poverty. Yet Chinese official data suggest that average life expectancy in China rose by only about five years between 1981 and 2009, from roughly 68 years to 73 years. (It had increased by almost 33 years between 1949 and 1980.) In countries that had similar life expectancy levels in 1981 but had slower economic growth thereafter -- Colombia, Malaysia, Mexico, and South Korea, for example -- by 2009 life expectancy had increased by 7–14 years. According to the World Bank, even in Australia, Hong Kong, Japan, and Singapore, which had much higher life expectancy figures than China in 1981, those figures rose by 7–10 years during the same period.

- These days, there is a great deal of talk about the dawn of an Asian century -- hastened by the rise of China and India. Meanwhile, the fractious Atlantic alliance, enfeebled by two wars and an economic crisis, is said to be fading away. But the West is not doomed to decline as a center of power and influence. A relatively simple strategic fix could reinvigorate the historic bonds between Europe and North America and reestablish the West's dominance: it is time to bring together the West's principal institutions, the European Union and the North Atlantic Treaty Organization. When NATO's 28 leaders gather in Portugal later this year to draw up a new security strategy for the twenty-first century, they will consider a range of options, including military partnerships with distant allies such as Australia, Japan, and South Korea. Yet the most practical solution lies just down the road from the alliance's sprawling headquarters near the Brussels airport. Genuine cooperation between NATO and the 27-nation European Union would allow Western governments to meld hard power with soft, making both organizations better equipped to confront modern threats, such as climate change, failed states, and humanitarian disasters. A revitalized Atlantic alliance is by far the most effective way for the United States and Europe to shore up their global influence in the face of emerging Asian powers. NOT-SO-FRIENDLY NEIGHBORS Anybody who spends time in Brussels comes away mystified by the lack of dialogue between the West's two most important multinational organizations, even though they have been based in the same city for decades. Only a few years ago, it was considered a minor miracle when the EU's foreign policy czar and NATO's secretary-general decided that they should have breakfast together once a month. An EU planning cell is now ensconced at NATO military headquarters, but there is scarcely any other communication between the two institutions. With Europe and the United States facing common threats from North Africa to the Hindu Kush, it is imperative for Western nations to take advantage of these two organizations' resources in the fields of law enforcement, counterterrorism, intelligence gathering, drug interdiction, and even agricultural policy.

- The English geographer Sir Halford Mackinder ended his famous 1904 article, "The Geographical Pivot of History," with a disturbing reference to China. After explaining why Eurasia was the geostrategic fulcrum of world power, he posited that the Chinese, should they expand their power well beyond their borders, "might constitute the yellow peril to the world's freedom just because they would add an oceanic frontage to the resources of the great continent, an advantage as yet denied to the Russian tenant of the pivot region." Leaving aside the sentiment's racism, which was common for the era, as well as the hysterics sparked by the rise of a non-Western power at any time, Mackinder had a point: whereas Russia, that other Eurasian giant, basically was, and is still, a land power with an oceanic front blocked by ice, China, owing to a 9,000-mile temperate coastline with many good natural harbors, is both a land power and a sea power. (Mackinder actually feared that China might one day conquer Russia.) China's virtual reach extends from Central Asia, with all its mineral and hydrocarbon wealth, to the main shipping lanes of the Pacific Ocean. Later, in Democratic Ideals and Reality, Mackinder predicted that along with the United States and the United Kingdom, China would eventually guide the world by "building for a quarter of humanity a new civilization, neither quite Eastern nor quite Western."

120. Bigger Is Better

- Throughout history, states have generally sought to get larger, usually through the use of force. In the 1970s and 1980s, however, countervailing trends briefly held sway. Smaller countries, such as Japan, West Germany, and the "Asian tigers," attained international prominence as they grew faster than giants such as the United States and the Soviet Union. These smaller countries -- what I have called "trading states" -- did not have expansionist territorial ambitions and did not try to project military power abroad. While the United States was tangled up in Vietnam and the Soviet Union in Afghanistan, trading states concentrated on gaining economic access to foreign territories, rather than political control. And they were quite successful. But eventually the trading-state model ran into unexpected problems. Japanese growth stalled during the 1990s as U.S. growth and productivity surged. Many trading states were rocked by the Asian financial crisis of 1997-98, during which international investors took their money and went home. Because Indonesia, Malaysia, Thailand, and other relatively small countries did not have enough foreign capital to withstand the shock, they had to go into receivership. As Alan Greenspan, then the U.S. Federal Reserve chair, put it in 1999, "East Asia had no spare tires." Governments there devalued their currencies and adopted high interest rates to survive, and they did not regain their former glory afterward. Russia, meanwhile, fell afoul of its creditors. And when Moscow could not pay back its loans, Russian government bonds went down the drain. Russia's problem was that although its territory was vast, its economy was small. China, India, and even Japan, on the other hand, had plenty of access to cash and so their economies remained steady. The U.S. market scarcely rippled.

- The rapid economic development of Asia since World War II -- starting with Japan, South Korea, and Taiwan, then extending to Hong Kong and Singapore, and finally taking hold powerfully in India and mainland China -- has forever altered the global balance of power. These countries recognize the importance of an educated work force to economic growth, and they understand that investing in research makes their economies more innovative and competitive. Beginning in the 1960s, Japan, South Korea, and Taiwan sought to provide their populations with greater access to postsecondary education, and they achieved impressive results. Today, China and India have an even more ambitious agenda. Both seek to expand their higher-education systems, and since the late 1990s, China has done so dramatically. They are also aspiring to create a limited number of world-class universities. In China, the nine universities that receive the most supplemental government funding recently self-identified as the C9 -- China's Ivy League. In India, the Ministry of Human Resource Development recently announced its intention to build 14 new comprehensive universities of "world-class" stature. Other Asian powers are eager not to be left behind: Singapore is planning a new public university of technology and design, in addition to a new American-style liberal arts college affiliated with the National University. Such initiatives suggest that governments in Asia understand that overhauling their higher-education systems is required to sustain economic growth in a postindustrial, knowledge-based global economy. They are making progress by investing in research, reforming traditional approaches to curricula and pedagogy, and beginning to attract outstanding faculty from abroad. Many challenges remain, but it is more likely than not that by midcentury the top Asian universities will stand among the best universities in the world.

- International cooperation in the area of high technology—in design and development, manufacturing, and distribution—is one of the most important features of the current state of innovation around the world. Outsourcing, the ability to search for talent globally, the lowering of costs by transferring production facilities to developing countries, the evolution of global supply chains, venture capitalists' tireless search for fresh ideas all over the world—all these and numerous other processes combine to shape the reality of modern highly internationalized, collaborative, and interconnected activities involved in developing innovative new technologies. Even during the recent global economic crisis, these trends persisted. In spite of the fact that Western multinational corporations (MNCs) dominate the market and still are key players in these processes, companies from China and other developing nations are actively joining the game. Russia, which has declared its intention to regain (on a new footing) its former leader- ship role in science and technology, is also looking at international cooperation in the area of high technology as a powerful and important instrument for the development of national networks of innovation and a strong innovative economy, in hopes of securing a significant future market share in global sales of high-technology goods and services. But unlike many other nations, Russia's path, strategies, and modes of cooperation are still in transition, and are affected not only by the logic of the globalized economy, but also by different political and economic challenges inherited from previous decades, as well as by the political visions of different groups of national elites.

Trade friction continued to intensify with both countries launching new investigations and imposing duties on several products. - Taipei and Beijing resumed progress on economic issues by completing the Memorandums of Understanding (MOUs) on cooperation in regulating the financial sector and signing three technical agreements at the fourth round of SEF-ARATS talks. Informal talks concerning an Economic Cooperation Framework Agreement (ECFA) continued but no date for starting formal negotiation has been announced. While the pace of progress is now slow largely because reaching compromises on substantive economic issues has proven to be time-consuming, these agreements further integrate the two economies. Taipei has continued to resist pressure from Beijing to address political issues about which opinion in Taiwan remains deeply divided. Cross-Strait trade has recovered quickly from the precipitous drop a year ago and should surpass its pre-recession peak in December. Slow progress is likely to continue in the coming months.

- The last quarter of 2009 raised hopes for developments in China's relations with both Koreas. Chinese Vice President Xi Jinping received head-of-state treatment during his mid-December visit to South Korea. In Seoul, Xi presented a series of proposals to further the China-ROK strategic cooperative partnership, including pressing for a free trade agreement. President Lee Myung-bak and Premier Wen Jiabao held bilateral talks on Oct. 10 in Beijing on the sidelines of the China-ROK-Japan trilateral summit, which Lee used to promote his “grand bargain” on North Korean denuclearization. There were also several exchanges between China and the DPRK. In early October, Premier Wen led a large delegation to Pyongyang and proposed a comprehensive set of deals with North Korea. As the first Chinese premier to visit Pyongyang in 18 years, Wen was warmly hosted by Kim Jong-il. Following Wen's visit, the director of the United Front Department of the Workers' Party of Korea (WPK) and Pyongyang's official in charge of inter-Korean relations, Kim Yang-gon, made a five-day trip to China. President Hu Jintao reportedly extended a formal invitation to Kim Jong-il to visit China “at a convenient time” at his meeting with Choe Thae-bok, secretary of the WPK Central Committee and one of Kim's closest aides, who led a WPK delegation to Beijing in late October.

- The last month of 2009 was significant for petro-politics on the Eurasian continent. In mid-December, the 1,800 km Turkmenistan-Uzbekistan-Kazakhstan-China natural gas pipeline went into operation. It connects with the 4,500 km West-East trunk line inside China and has an annual capacity of 40 billion cubic meters. Two weeks later, Prime Minister Putin officially commissioned the first section (about 2,700 km from Taishet in eastern Siberia to Skovorodino in the Amur region) of the nearly 5,000 km Eastern Siberia-Pacific-Ocean (ESPO) oil pipeline to the newly built Kozmino oil port near Vladivostok, where the first batch of Siberian crude was being loaded on the 100,000-ton oil tanker Moscow University bound for Hong Kong. Thus, Moscow and Beijing significantly elevated their postures in the global game of energy diversification for both buyers and sellers. Both pipelines were built during the tenure of President-turned-Prime-Minister Putin. His October visit to China resulted in a dozen high-value commercial deals, but also reflected his 10-year legacy in shaping Russian-Chinese relations and their mutual perceptions.

- Last quarter we focused on remarks by US President Barack Obama and Secretary of State Hillary Clinton proclaiming that “America is back in Asia,” an obvious dig at real and perceived neglect of Asia by the previous administration. This quarter, both were forced to postpone planned trips to Asia although, in Secretary Clinton's case, not before giving a major Asia policy address in Honolulu. This quarter also ended the same as last, amid hints that Pyongyang really would, at some not too distant point (but not this past quarter), return to six-party deliberations. On a more positive note, it looks like arms control agreements are on the way back, following the announcement that the US and Russia had finally come to terms on a new strategic arms agreement, to be signed by both presidents in April. Speculation about the “changing balance of power” in Asia also continues as a result of China's economic resilience and apparent newfound confidence, although it still seems premature to announce that the Middle Kingdom is back, given the challenges highlighted at this year's National Peoples' Congress. Political normalcy also appears to be a long way from returning to Bangkok where the “red shirts” have once again taken to the street, prompting the government to declare a state of emergency.

- After a relatively smooth period in US-China relations through the first year of the Obama administration, the “honeymoon” ended in the first quarter of 2010. The new year brought new frictions and returned to the spotlight many problem areas. The quarter began with an unexpected announcement from an unlikely player in China-US relations: Google, the internet giant, reported extensive hacking of its networks traced back to China and then redirected Google.cn users to its Hong Kong site to evade Chinese censorship. Tensions were further stoked by the administration's notification to Congress of a major weapons sale to Taiwan and President Obama's meeting with the Dalai Lama. Throughout the quarter, economic frictions intensified, particularly over the valuation of China's currency. Despite these numerous difficulties, the quarter closed with the pendulum swinging back toward the center. At the end of March, President Obama and Deputy Secretary of State James Steinberg both reaffirmed the US commitment to a positive relationship with China; Beijing announced that President Hu would attend a major international nuclear security summit in the US in April 2010; and Obama and Hu, in a friendly phone call, renewed their determination to sustain healthy and stable ties.

Sparked by the Sept. 7 incident in which a Chinese fishing boat operating near the Senkaku Islands collided with two Japanese Coast Guard ships, relations quickly spiraled downward. The Japanese Coast Guard detained the captain and crew setting off a diplomatic row that led to the Japanese ambassador being called in for a midnight demarche as well as the personal involvement of Premier Wen Jiabao before Japanese prosecutors released the ship's captain on Sept. 24. China's call for compensation and an apology went unanswered as of the end of the quarter.

Two parallel systems exist which operate largely autonomously: the national system of statistics and the sectoral system of statistics. In the area of the national statistical system, the National Bureau of Statistics (NBS) has the authority to order and collect statistics. This competence lies with the ministries and authorities below the ministerial level. This article describes and analyses these structures, the resulting problems, and the reform measures taken to date. It also aims to provide a better understanding of the statistical data about the People's Republic of China and to enable an assessment of them within a changing structural context. In conclusion, approaches to further reforms will be provided based on the author's long-standing experience in cooperation projects with the official Chinese statistics agencies.

- Two decades after the predicted “end of ideology”, we are observing a re-emphasis on party ideology under Hu Jintao. The paper looks into the reasons for and the factors shaping the re-formulation of the Chinese Communist Party's (CCP) ideology since 2002 and assesses the progress and limits of this process. Based on the analysis of recent elite debates, it is argued that the re making of ideology has been the consequence of perceived challenges to the legitimacy of CCP rule. Contrary to many Western commentators, who see China's successful economic performance as the most important if not the only source of regime legitimacy, Chinese party theorists and scholars have come to regard Deng Xiaoping's formula of performance-based legitimacy as increasingly precarious. As climate change increasingly dominates the global agenda, China faces the challenge of shaping a new growth path in a climate-constrained world. The paper argues that China's current climate and energy policy is, at best, a “repackaging” of existing energy and environmental strategies with co-benefits for the mitigation of climate change. Nevertheless, even though policies are not climate-change driven, the quick (rhetorical) endorsement of low-carbon development and the strong momentum of green technologies indicate that political ambitions are in favour of finding a more sustainable development pathway. A new growth path would, how-ever, require a fundamental shift, with development and energy strategies being set within climate security constraints. The eventual success of this new path remains uncertain.

- According to the IPCC's Fourth Assessment Report, global emissions of carbon dioxide have to be reduced by about 80 per cent by 2050 in order to stabilise the increase in global temperature at 2 to 2.4°C by 2100 compared with its pre-industrial level. An increase of only 2°C would bring about “acceptable” negative impacts on the eco-systems and the world economy. Without a reduction in CO2 emissions in China, however, it will be hard to achieve this goal. Currently, China is already responsible for about 50 per cent of the worldwide increase in CO2 emissions recorded over the past ten years. On the other hand, it is the industrialised countries that are mainly responsible for the greenhouse-gas emissions of earlier years. Taking the challenges of China's economic growth, its impact on future CO2 emissions and the development of China's climate policy into account, this article develops a new post-Kyoto regime based on cumulative per-capita emission rights.

- This contribution analyses the impact of the global financial crisis on the Chinese economy and the policies implemented by the Chinese government to cope with it. We argue, first, that China has not been able to decouple its economic performance from that of the U.S. and other developed countries. Second, although economic growth in the second quarter of 2009 showed that the stimulus package is working, the current development does not seem to be sustainable. In order to avoid another round of overheating, the government needs to adjust its stimulus policy. Third, the current crisis offers opportunities to conduct necessary structural adjustments in favour of more market-based and innovative industries, more investment by private companies and a stronger role of private consumption in economic growth. Fourth, with the external demand from the OECD countries declining, Chinese export companies need to further diversify their international markets and re-orient their production and sales strategies to some extent towards the domestic market.

- Asian commentators who asserted that China and its neighbors could ride out the economic crisis in U.S. and Western financial markets appeared in retreat during the quarter as the impact of the financial turmoil and recession in America and Europe began to have a major effect on China and the region's trade, manufacturing, currency values, and broader economic stability. The hope that China could sustain stable growth independent of the U.S. and Europe and thereby provide an engine of growth for export-oriented Southeast Asian countries was dented by Chinese trade figures that nosedived in November, especially Chinese imports, which fell by 18 percent. The financial crisis also dominated the discussion at the ASEM summit in October. Meanwhile, China continued to pursue infrastructure development projects with its neighbors to the south, resolved the land boundary dispute with Vietnam, and signed a free trade agreement with Singapore. Talk of a planned Chinese aircraft carrier caused some controversy, but on the whole assessments of China's rise were notably more balanced than in the past.

- Beijing and Taipei continued to work cooperatively through various dialogue channels to improve cross-Strait relations. The focus this quarter was on the first ever visit by a “designated representative” of the Chinese government to Taiwan – the visit of ARATS Chairman Chen Yunlin in November, when four agreements were signed. This process is gradually establishing a degree of trust in this long-troubled relationship. However, a vocal opposition minority in Taiwan disrupted the Chen visit and forced President Ma Ying-jeou to make adjustments. Despite the progress, there is still no evidence that Beijing has taken any steps to reduce its military threat directed at Taiwan. President Hu's new six-point statement and Taipei's initial reaction to it highlight the continuing gap between their positions. The global economic crisis is confronting the relationship with new challenges, the scope of which is not yet clear. Internationally, Taiwan's desire for participation in the WHO will be a test of this evolving relationship next spring.

- The year ended fairly quietly in Japan-Korea relations with no major events marking the last few months of 2008. Japan-North Korea relations remained stagnant and Japan-South Korea relations essentially ignored the Dokdo/Takeshima dispute, instead focusing on dealing with the widening global economic crisis. The biggest diplomatic event was the successful trilateral summit in December among China, Korea, and Japan, which may set the stage for further diplomatic movement. Whether 2009 will bring dramatic progress on these issues remains to be seen, but with new leaders in Japan and South Korea entering their first full years of rule, the continued concerns about the health of North Korea's leader, and a new U.S. president, the new year holds the possibility for progress on at least some of these issues.

- Southeast Asian and broader international attention focused in March on the confrontation between five Chinese government ships and the U.S. surveyor ship USNS Impeccable in the South China Sea near Hainan Island. U.S. and Chinese protests and related media commentary highlighted for Southeast Asian audiences a pattern of U.S. surveillance to learn more about China's growing military presence and activities in the area, and a pattern of China's unwillingness to tolerate such actions in areas where it claims rights that are disputed by the U.S. and other naval powers. The protests and commentary provided a vivid backdrop for China's continued efforts to claim and defend territory in the South China Sea that is also claimed by Southeast Asian nations. Meanwhile, there was little good news on the economic front as China's international trade and economic interchange with Southeast Asia continued to fall rapidly. Chinese diplomatic and political attention to the region remained low during the quarter.

- The inaugural session of the Strategic and Economic Dialogue was held in Washington in July, combining pomp with substantive discussions on issues of great consequence for the two countries and the world. High-level exchanges continued with the visit to the U.S. by Wu Bangguo, the head of the National People's Congress – the first visit by China's top legislator in two decades. A special meeting of the Military Maritime Consultative Agreement was held in Beijing to discuss the confrontations inside China's exclusive economic zone between U.S. Navy surveillance ships and Chinese vessels that took place earlier this year. The U.S. imposed tariffs on tire imports from China, prompting Beijing to file a formal complaint against the U.S. at the WTO and launch an investigation into U.S. exports of chicken meat and auto parts. Presidents Barack Obama and Hu Jintao met in New York and both attended the G20 in Pittsburgh. They will meet again in November when Hu hosts Obama for his first visit to China.

- China's economic development over the last three decades has been dazzling critics and supporters alike. Since the launching of the “Four Modernizations” reform process in 1978, growth has averaged 9 percent annually. As a result, according to IMF data released in July 2007, China is poised to overtake Germany as the world's third-largest economy. As growth has slowed in Europe, Japan, and the US the Chinese economy grew at a staggering rate of 11.9 percent in the second quarter of 2007. The IMF report also pointed out that if exchange rates are adjusted to equalize the cost of goods in different countries (purchasing-power parity) China is already the world's second-largest economy.

- China is in a state of universal change—economically, culturally, politically and diplomatically—and the international community is taking note of the Chinese posture as an ascending global power. As a nation, China has economically liberalized and opened up to the world while retaining a government that by some definitions would be considered authoritarian. Previously an aloof international actor, increased participation in international organizations like the United Nations and dramatic increases in contributions to peacekeeping missions are just two examples of the larger soft power network Beijing is establishing. These activities in public diplomacy are aimed at raising international popularity and acceptance of an ascending China through cooperative behavior and international engagement. As Jamie Roth puts it, “China's new public diplomacy seems to have taken careful note of how to strengthen the country's image abroad through cultural relations.”Because the Chinese want to be able to deal with the challenges of a globalized world, they have adopted a strategy of learning from other participants.

- Many debates about engagement with North Korea hinge on the precise nature of North Korea's foreign economic relations: whether trade and investment are on commercial or non-commercial terms; the extent of illicit activities, and the changing geographic patterns of North Korea's trade. This article provides an effort to reconstruct North Korea's foreign economic relations, subordinating our estimates to the discipline of the balance of payments accounting framework. Among the most salient findings for the debate about engagement and sanctions is that North Korea's trade and investment have continued to increase despite the onset of the nuclear crisis and a decline in illicit activities. This growth has occurred in part because of the growing weight of China and South Korea in trade, aid, and investment. We also find that economic relations between North and South Korea have a substantially greater non-commercial component than those occurring across the China–North Korea border.

- Chinese relations with Southeast Asia were overshadowed for most of the quarter by Chinese leadership preoccupations with the 2008 Olympic Games and various crises involving toxic Chinese milk supplies, turmoil in U.S. and international financial markets, leadership uncertainty in North Korea, and the Russia-Georgia war. Although official Chinese media highlighted President Hu Jintao's meetings with Southeast Asian and other world leaders at the Beijing Olympics, he and other top leaders did not travel to Southeast Asia except for the foreign minister's attendance at the ASEAN meetings in Singapore in July. New troubles emerged with Vietnam, notably over oil exploration in the South China Sea. The recent pattern of Chinese, Japanese, and South Korean leaders meeting independent of ASEAN, despite their continued avowals of ASEAN's “leadership” in East Asian regional matters, paused when Japanese officials announced the postponement of a planned summit among the three northeast Asian powers in September on account of the resignation of Japan's prime minister.

- Leaders in Taipei and Beijing continue to pursue improved cross-Strait relations despite political pressures and domestic criticism. The initial agreements are being implemented and behind-the-scenes negotiations are laying the ground for a second tranche of agreements when ARATS Chairman Chen Yunlin visits Taiwan in late October or early November. The Beijing Olympics occasioned some tensions over terminology until the leadership in Beijing stepped in to craft a satisfactory solution. Taipei's modest proposal at the UN aimed at participation in UN specialized agencies was rejected by Beijing. However, a debate is underway in Beijing on how to address Taipei's demand for increased international space and the Ma administration remains hopeful that Beijing will eventually devise a more forthcoming response. On October 3, the Bush administration notified Congress of a $6.5 billion arms package for Taiwan.

- The Games of the 29th Olympiad had preoccupied Chinese leaders for almost a decade as they sought to utilize it to project to domestic and international audiences China's accomplishments on an international stage. It has framed many issues in Sino-Korean relations, especially given the many resonances between the 1988 Olympics in Seoul and the Beijing Olympics two decades later. But now that the Games are over, Chinese leaders may adopt a different frame for viewing the world and the Korean Peninsula, the details of which have begun to emerge in the “post-Olympics era.” President Lee Myung-bak was among the many world leaders who attended the opening ceremonies, while President Hu Jintao returned the visit to Seoul only two weeks later, less than a day after the closing ceremonies in Beijing. In contrast, Kim Jong-il was a no-show not only for the Olympics, but also for the 60th anniversary commemoration of the founding of the DPRK on Sept. 9. The Olympics brought with it a surprising undercurrent of popular anti-Korean sentiment in China, most of it stimulated through internet rumors and the attempt by Korean journalists to tape and release a portion of the Olympic opening ceremonies days before the event. This sentiment may suggest that the “Korean wave” (Chinese attraction to Korean pop culture) is receding – or at least that it is accompanied by a strong undertow of backlash among certain segments of Chinese society. On the Korean side, Chinese product safety issues are another drag on the relationship.

- China's continuing rise has brought it to a new stage in its engagement with the outside world. China's growing economic and diplomatic weight has made it an influential player in all parts of the world and it is seeking to consolidate its image as a responsible major player within its own region and in the wider world. The Olympic Games to be held in Beijing next year will offer a major opportunity to show that China has come of age as a modern power. China is reaching a point where the extent and depth of its international interests are not only increasing its stake in the global system, but are also allowing it to begin to make its mark as a potential rule-maker in world affairs. This is particularly noticeable in Africa, where it is successfully challenging the approach of international organisations and Western governments which have made aid and certain other economic exchanges and arms sales conditional on improving the governance of relevant states. China's ''model of development'', which combines rapid economic growth with authoritarian rule, is gaining approval by certain third world governments as a viable alternative to the so-called ''Washington consensus'', which emphasises liberal economics and democratic politics.

- China's energy policy is traditionally based on self-sufficiency. While energy bottlenecks have often been cited as a limitation to China's economic growth, China has been successful at producing energy using its domestic coal - albeit putting a strain on transport and producing a high degree of pollution. Aggressively after 2001, China has started to search for external resources, both to supply its voracious appetite for oil and to insure its economy against possible geopolitical disruptions - including the threat of sanctions. This has given Chinese companies a life of their own, making them large international actors. Today, China is both saddled with new responsibilities for the developing countries in which it owns sizeable exploitation rights, and influenced by a new thinking on energy security, based on the idea of improving energy efficiency before developing resources. This offers opportunities for the West - and Japan - in cooperating with China, a huge energy importing country, to lessen the dominance of producers, create business opportunities for energy efficiency equipment, and also to cap CO2 and other emissions.
