Abstract:: The U.S.-China trade war and the pandemic have had a profound impact on cross-border supply chains. In the past few years of U.S.-China tensions, China has been accused of engaging in unfair competition by abusing its national power, from trade and technology to COVID-19 responses. Amid such accusations, some countries have been stepping back from cooperating with China due to national security concerns. As the lockdowns have further disrupted value chains and highlighted the vulnerability of global supply chains, enhancing supply chain resilience has now become a national imperative for the U.S., Japan, and other countries, with an emphasis on strengthening their production capabilities in the semiconductor and medical care industries.

202. The Pandemic’s Impact on Supply Chains from China and their Evolution: The View from South Korea

Abstract:: Today’s global economy is highly interconnected and interdependent. Supply chains across the world are finely tuned to deliver parts just when they are needed, so that companies and industries do not need to waste money on maintaining big warehouses. The economic system runs with remarkable efficiency, and companies are able to keep inventory to a minimum. However, firms have started rethinking their supply chains in response to changing labor costs, advances in automation, rising protectionism, and external shocks, such as natural disasters. In particular, the COVID-19 pandemic has revealed the structural fragility of current global supply chains and has forced many global enterprises to fundamentally reconsider their approach to global manufacturing and sourcing. The crisis has also highlighted geopolitical tensions, trade restrictions, and nationalist politics aimed at promoting a country’s domestic industries, which are likely to continue reshaping the global business landscape. As a consequence, most global enterprises are going to be under greater political and competitive pressure to increase their domestic production, grow employment in their home countries, and rethink their use of lean manufacturing strategies that involve minimizing the amount of inventory held in their global supply chains. Previously, supply chains were designed to keep costs low and inventories lean. However, supply chains are now being reworked to reduce the risks of future disruption even if doing so means incurring additional costs. Because China is decidedly the world’s largest goods exporter and is also currently mired in a trade conflict with the United States, supply chains going through China may be among the most vulnerable to future disruptions. Hyundai, South Korea’s largest automaker, temporarily stopped production lines at its factories in South Korea because of shortages of Chinese parts. The Hyundai shutdown—encompassing the first factory lines to be idled outside China—could foreshadow considerably more serious disruptions in the complex networks that supply automakers with essential components and materials (Automakers are especially susceptible to interruptions in the flow of goods because the industry is global, and cars are complex products with a myriad of precision parts). Recognizing the risk that dependency on China poses to national industries, some governments have offered manufacturers incentives to exit China and ease the pain of diversification. For example, Japan put $2.2 billion of its COVID-19 economic stimulus package into supporting its manufacturers moving toward shifting production outside of China. There was also mounting public pressure in some countries, such as the United States, to move essential production of pharmaceuticals and medical equipment out of China and closer to home. It is, however, not that simple to reduce global supply chain reliance on China: the nation still retains not only considerable comparative advantages in many areas (e.g. electronics, machinery, and equipment manufacturing), but also enormous purchasing power as the world’s second largest market. Even those companies that have diversified production are finding it hard to break free of China’s pervasive influence. Anticipating a rise in tariffs due to the U.S.-China trade conflict, videogame producer Nintendo shifted the manufacturing of its blockbuster gaming console called Switch to Vietnam in 2019. There was, however, a shortage of Switch consoles in stores in early 2020 due to a lack of essential components flowing to the company’s Vietnamese factories, as COVID-19 paused production of component parts by Chinese suppliers. In addition, most businesses have developed complex interdependencies, resulting in a deep tiering of supply chains. Many manufacturers depend on first-tier suppliers which, in turn, rely on a second-tier, and so on. Therefore, relocating factories or replacing all Chinese suppliers would be infeasible in the short-term. This chapter reviews the impact of supply chain disruption caused by COVID-19 on the South Korean economy and examines the future of regional supply chains centered on China. The rest of the paper is structured as follows. How supply chain disruption caused by COVID-19 will affect the South Korean economy, including trade, is discussed in Section 2. According to the latest national GDP report by the Bank of Korea (BOK), South Korea is going to see a mere 1 percent GDP contraction for 2020, the second-best performance among major economies behind only China. Reasons for why the South Korean economy was not seriously affected by the pandemic are also discussed in Section 2. Section 3 highlights the difficulty of reducing global supply chain reliance on China. China is likely to remain a key player, and the world must look at the reality that global supply chains are highly interconnected with China and that disconnecting from China’s supply chain is not an easy economic task for many multinational companies. The final section offers a few concluding remarks on deepening regionalism specifically in Asia, including policy implications for South Korea.

203. The Future of U.S. Supply Chains: National Security and the Pandemic

Abstract:: The COVID-19 pandemic has been the most significant economic disruption to the international economy since the Great Depression. The IMF estimates that the global economy contracted by 3.5 percent last year, while the WTO has projected a 5.3 percent decline in global trade. The economic impact on the United States has been significant as well. Early in the pandemic the United States experienced shortages of critical medical supplies and products, while the need to social distance has continued to place restrictions on the overall economy. For 2020, the pandemic saw GDP decline by 2.3 percent, while exports fell by 12.9 percent and imports by 6.4 percent. All of this has resulted an increased focus on supply chains and their vulnerabilities.

204. Shared History, Divided Consciousness: The Origins of the Sino-ROK Cultural Clash amid the Pandemic

Abstract:: Since 1992, bilateral relations between China and South Korea have sustained a state of positive development, although there have naturally been some moments of friction and contradictions. Amid the COVID-19 pandemic in 2020, a number of disputes arose between netizens in China and South Korea over such things as the origin of pickled vegetables (paocai in Chinese, kimchi in Korean) and the Van Fleet award acceptance speech of South Korea’s BTS singing group. Different interpretations of a few thousand years of bilateral interactions—cultural, political, military, historical, and other topics mutually entangling the two—have led to some sharply vitriolic disputes between netizens in the two neighboring countries. Today’s tensions over national identity issues are rooted in how history is understood in the two countries and the enduring salience of cultural symbols of identity tied to history. Nobody could have anticipated that pickled vegetables would, ultimately, become a focus of the 2020 dispute between netizens of China and South Korea. Since over a decade ago when the Gangneung Danoje (端午祭) was granted UNESCO recognition and other developments occurred, all the way up to today’s pickles, it seems that almost all ongoing Sino-South Korean identity disputes are connected to the entangled histories of the two sides. Seen from the history of cultural exchanges from long ago, is traditional medicine, after all, your Chinese medicine or my Korean medicine? Is traditional dress our Han Chinese clothing or your Korean clothing? Is the May 5 festival our Duanwujie (端午節，Dragon Boat Festival) or your Danoje? Are vegetables marinated by pickling, our “paocai” or your “kimchi”? A thousand-year cultural legacy should be a factor to strengthen shared identity and tighten cultural connections in Sino-South Korea relations. However, against the current geopolitical and geo-economical background, shared cultural connections unexpectedly became the focus of contention between the two neighbors. Geopolitically, China and South Korea have been involved in different political camps since World War II. During the decades of Cold War, these two countries unfortunately fell into hot war although they were not each other’s main enemy. Each country describes the war and justifies its actions through its own lens. Was the war, after all, our “War to Resist U.S. Aggression and Aid Korea” or your “Korean War”? Different memories of the war led to widespread, fervent protest from Chinese fans against South Korea’s popular singing group BTS’s acceptance speech in receiving the Van Fleet Award by the Korea Society. Sensitivity toward remarks about the war some 70 years ago has unexpectedly heightened recently. Geo-economically, China and South Korea have been interdependent over the past three decades. China has been the biggest trade partner of South Korea for many years. The Chinese market is bigger than the U.S. and Japanese ones combined for Korean products. The market matters. The Samsung Group and Hyundai Group have had to react to the voices of customers and stop showing an advertisement performed by BTS. Also, when Seoul and Washington decided to deploy THAAD in South Korea, Seoul had to face the negative economic consequences of its deteriorating bilateral relationship with China. Both geopolitical differences and historical memories are now capable of arousing economic retaliation. This chapter analyzes from the angle of how history and the present are linked the current identity conflicts between China and South Korea. It recognizes that using today’s concepts to evaluate history leads clearly to tearing asunder Sino-South Korean mutual historical recognition. At the same time, the influence of values, geopolitics, differences in level of development, and other factors, along with cultural clashes between China and South Korea intersecting with political and security topics mutually arouse and even worsen relations between the two peoples. Security confrontations and ideological divergence have severely worsened public relations between the Chinese and South Koreans. These disputes, such as the Korean War and THAAD, have become important backdrops for the emergence and exacerbation of cultural rifts.

205. The Coronavirus: Fueling Concerns and Contrasts between India and China

Abstract:: On February 26, 2020, an Indian plane landed in Wuhan carrying medical supplies for China, which was then the epicenter of the COVID-19 outbreak. On its return, it evacuated a number of Indian and Bangladeshi nationals, as well as citizens of other countries. On the face of it, this is the kind of cooperative effort that is expected during a global public health crisis, with countries—even competitors—coming together at a time of need. However, the saga of that flight reflected another (prescient) dynamic—that COVID-19 would reinforce and increase rather than alleviate competition between China and India and complicate cooperation, with pandemic response and recovery efforts being seen through a competitive prism. That flight to Wuhan was not smooth; indeed, it was much delayed. Delhi had announced it a week earlier. It was a way to help China, demonstrate India’s capacity, and assist India’s neighbors by evacuating their citizens. But then Indian officials publicly, albeit anonymously, revealed that Beijing was not clearing the flight. The reason was unclear—China, after all, had been requesting international support. There also did not seem to be a bureaucratic snafu. So, was it the visual of Beijing accepting support from India, which Chinese officials and analysts sometimes dismiss as a less capable, even chaotic, neighbor? Was it the desire not to give India a soft power win, including with its neighbors? Was it because the flight involved a military transport aircraft procured from the U.S.? Was it retaliation for the temporary Indian detention of a Chinese ship bound for Pakistan due to a tip-off of dual-use items on board? Or was the reason Chinese unhappiness about Indian travel restrictions to and from China, or Indian export limits on certain medical products? Whatever the reason, China eventually gave the flight clearance, but only a week later and after much Indian negotiation. It was an early sign that the public health arena would not be immune from the competitive atmosphere prevailing between the two countries, and in the region as a whole. Subsequent events only bore that out. There has been considerable discussion about how countries’ perceptions of China would change due to the pandemic—at the beginning because of its mishandling, and then because of its recovery. This chapter argues that, rather than change perceptions, Beijing’s handling of COVID-19 increased the largely skeptical views of China that prevail in India, which had at least 29 million cases and over 385,000 deaths in India by mid-June 2021 (the 2nd and 3rd highest in the world respectively). This trend was further bolstered by the worst boundary crisis between the two countries since they fought a war in 1962. Together, the pandemic and the boundary crisis have ensured that the competitive and conflictual elements of the India-China relationship have been front and center over the last year. They have reinforced and accelerated concerns in India about China’s lack of transparency, its uncertain commitment to the rules-based order, as well as its growing influence in the Indo-Pacific and in international institutions. And they have demonstrated that despite Delhi and Beijing’s efforts to cooperate and to stabilize their relationship over the last two decades, it remains a fundamentally competitive one that can spill over into conflict. This chapter examines the impact of first the pandemic and then the boundary crisis on perceptions of China among the Indian government, establishment, and public. It proceeds to outline the consequences of these perceptions on Indian domestic policy, its partnerships with like-minded major and middle powers, and its counter-COVID activism. Finally, it considers China’s response, particularly to Indian policy changes.

206. The Sino–U.S. National Identity Gap and Bilateral Relations

Abstract:: The national identity gap between China and the United States has become increasingly apparent. Under Xi Jinping, China has sought to reclaim its historical greatness and proclaimed itself to be a responsible great power that offers a credible alternative to Western values, while also promoting increasingly authoritarian policies at home, complete with extensive repression in Xinjiang and renewed state control of the economy. Assertions of U.S. national identity were somewhat muted under Donald Trump, confused by the battle between those who supported the administration’s “America First” policy, its transactional approach to foreign affairs, and its deemphasis on human rights and democracy promotion in U.S. foreign policy, and those who worried about the global repercussions of an isolationist, nativist policy. For a time, the United States seemed more preoccupied with its trade war with China than with claims that the United States should act as the global protector of human rights and democracy. The COVID-19 pandemic further complicated already tense Sino–U.S. relations and called both countries’ national identities into question. While China had, as of spring 2021, succeeded in keeping its COVID-19 outbreak remarkably small, the damage caused by its initial suppression of medical reports, along with successful virus mitigation in a number of non-authoritarian states, called into question its claim to be a responsible world power on the basis of its pandemic performance. Meanwhile, the Trump administration failed to protect U.S. citizens from catastrophic death tolls and prevented the United States from taking a leading role in resolving this global crisis. In January 2021, the Biden administration took office with a focus on swiftly ending the pandemic, while also reasserting the traditional U.S. global leadership role. When combined with its assessment of U.S. power after the 2008 Global Financial Crisis and of U.S. domestic social and political instability evident throughout 2020-2021, the pandemic has strengthened China’s perceptions of the United States as a country in decline, and of China as a “risen” great power that should now play a major role in shaping the global order. At the same time, although U.S. policy towards China remains firm despite the presidential transition, the underlying rationale has shifted from the “America First” approach of the Trump administration to the democratic values-infused approach of the Biden administration. As the world struggles to move beyond the pandemic, the national identities of China and the United States are increasingly defined in opposition to each other and seem likely to drive an ever more challenging bilateral relationship in the coming years.

207. China, ASEAN, and the Covid-19 Pandemic

Abstract:: For Southeast Asia, the COVID-19 pandemic was not only a public health crisis. It also provided an occasion for China to deepen its engagement in the region by dint of its own successful containment of the virus within its borders, and the resources it possessed to extend help to regional countries battling COVID-19 and its consequences, including economic, on their own shores. While Chinese help was welcomed, Southeast Asia also sought to avoid being beholden to any single external power. To that end, Southeast Asian states have actively pursued such diversification not only through efforts at reinforcing cooperation within ASEAN but also by using ASEAN as a vehicle to engage external powers. At the end of 2019, Chinese health authorities reported a cluster of pneumonia cases that had emerged in Wuhan, in the province of Hubei, which eventually led to the confirmation of a novel coronavirus. Several weeks later in January, the pandemic struck Southeast Asian shores when the first case outside of China was detected in Thailand. Within a few months, the world found itself in the grip of a global pandemic. By the end of January 2021, there were more than 100 million recorded cases of the COVID-19 infection, with over two million deaths. While the fatality rates are lower than those of previous pandemics of the SARS (Severe Acute Respiratory Syndrome) strain, it has by far been the most infectious, prompting Singapore foreign minister Vivian Balakrishnan to opine that with the pandemic “we are facing a global life and death crisis which requires extraordinary measures.” Threats posed by pandemics are not new to Southeast Asia. In the last two decades alone, the region had been beset by several transnational health crises, of which SARS and the H5N1 Avian Flu were arguably the most lethal. What is striking about the current climate, however, is the backdrop against which the pandemic is playing out: the COVID-19 pandemic has hastened the further bifurcation of an international order that was already threatening to come undone because of the intensification of Sino-U.S. rivalry and American withdrawal from multilateralism under Donald J. Trump. Southeast Asian states found themselves increasingly compelled to reassess their relationships with external powers. Taking the present pandemic as a point of entry, this paper considers its impact on Southeast Asia’s relations with China and the U.S. The paper makes three main arguments. First, it contends that Sino-U.S. rivalry has sharpened over the COVID-19 pandemic by dint of the politicization of this public health crisis by both parties. Second, it argues that China has identified and seized upon opportunities presented by the pandemic to enhance its regional and global standing through continued support for multilateralism and economic engagement through initiatives such as the BRI, in turn creating favorable conditions for the advancement of its foreign policy interests. Conversely, because of the severe deficiencies in how the Trump administration handled the pandemic domestically, the Biden administration will have to prioritize its domestic challenges at the expense of greater bandwidth and resources for foreign policy, especially in Southeast Asia, a region that since the end of the Vietnam War has never featured prominently in Washington’s pursuit of its overseas interests. Third, it posits that while Southeast Asia has doubtless benefited from Chinese support during this crisis, the region remains skeptical of Chinese strategic intent and concerned about overreliance. States have tried to diversify relations with regional powers while strengthening cooperation within ASEAN. The paper first looks, by way of background, at how the pandemic emerged as the latest arena of Sino-U.S. rivalry. It then explores how China has handled the pandemic domestically, where its success has allowed it to expand its influence as a putative provider of “global public goods.” In the interest of brevity, the paper then focuses on ASEAN by documenting collective regional efforts and strategies to navigate great power rivalry in the realm of global public health.

208. The Pandemic as a Geopolitical Gamechanger in the Indo-Pacific: The View from China

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

209. The Big Squeeze: Japanese Supply Chains and Great Power Competition

Abstract:: Japan led, and was transformed, by the global supply chain revolution. Facing growing protectionism in industrialized markets and reeling from sharp yen appreciation in the aftermath of the 1985 Plaza Accord, Japanese firms responded with a drastic increase in their overseas investment activities. In so doing, many of these companies spearheaded the movement towards the fragmentation of production across national boundaries that sought efficiency gains by pooling the competitive advantages of different locations. Japan’s experience with the first supply chain revolution was transformative. It altered its export-led model with important implications for its foreign policy. Japanese investments in the United States helped abate trade frictions; integrated production was at the heart of the project to rebuild relations with China, and Japan’s lead as foreign investor in Southeast Asia has been a pillar of its blueprint for regional integration. The strains in the rules-based international trade order, however, have raised questions about the ability of global supply chains to continue to operate effectively. The U.S.-China geopolitical rivalry has manifested in a damaging trade war, and moves to restrict tech flows are creating decoupling pressures. The COVID-19 pandemic has exacerbated these trends with lockdowns that disrupt supply chains while export protectionism and calls to renationalize production are on the rise. The intensified risk environment could lead to a second supply chain revolution with a greater emphasis on redundancy and diversification and bifurcation of productive chains. How will Japan respond to the challenges to international production, a central engine of its economic prosperity, and with what consequences for its relations with major powers? To provide greater clarity on this overarching question, this paper is organized as follows. Section 1 describes the central role of Japanese firms in the emergence and deepening of regional production networks. Although Japan’s overall share of intra-regional trade has decreased in the 21st century—in tandem with China’s rise as regional hub- Japanese firms have retained their central role in GVCs (Global Value Chains) through their advanced manufacturing capabilities. Section 2 offers a glimpse of past and recent supply chain shocks—China’s embargo of rare earth metals, the Great East Japan Earthquake in Tohoku, and the Japan-Korea export control dispute—to illustrate both sources of vulnerability and resilience of Japanese GVCs. Section 3 assesses the systemic shift brought about by revived great power competition, and identifies some early adjustment responses from Japanese firms to a new normal of heightened geopolitical tension.

In terms of geographical context, the editors of Baku Dialogues define the region as the “geographic space looking west past Anatolia to the warm seas beyond; north across the Caspian towards the Great Plain and the Great Steppe; east to the peaks of the Altai and the arid sands of the Taklamakan; and south towards the Hindu Kush and the Indus valley, looping down around in the direction of the Persian Gulf and across the Fertile Crescent.” States falling under this parasol include China, Pakistan, Iran, Turkey, the five Central Asian republics, Azerbaijan, and Russia. China’s Belt and Road Initiative (BRI), which traverses several continents, is a long‑term, strategic investment plan with the objective of facilitating economic integration of countries in line with the historic Silk Road. In April 2015, China’s President, Xi Jinping announced the China‑Pakistan Economic Corridor (CPEC), which amounts to BRI’s flagship project. This enterprise, which encompasses road, rail, and oil pipeline links, will help Beijing advance its influence across South and Central Asia.

Abstract:: Energy cooperation has been a key aspect of growing bilateral cooperation between China and the Arab states of the Gulf region for the past several years. Since 1996, China has become a net importer of crude oil and, as the second‑largest energy consumer in the world after the United States, is now the third‑largest importer of oil after the United States and Japan. Therefore, it should not come as a surprise that China is eying a deep and strategic partnership with the states of a region that sits on top of the world’s largest proven crude oil and natural gas reserves. The deepening political and economic cooperation between China and the member states of the Gulf Cooperation Council (GCC) has received increasing attention from the region’s more established strategic players: foremost the United States, but also the UK as well as the EU and some of its member states. Indeed, the region’s apparent geopolitical challenges— such as the American withdrawal from the Middle East, the escalation of sectarian wars in the region, the outbreak and development of the Syrian conflict followed by the spread of Islamic radicalism and similar threats—have encouraged the Arab states in the Gulf (as well as Iran) to look more to the East for new reliable partners. This has provided China with an opportunity to obtain a foothold in the region, which sits adjacent to the Silk Road region and is therefore of significant and lasting interest to readers of Baku Dialogues. With the rapid growth of its economy and consequent heightened energy demands, China is viewed as a potential investor by the oil rich GCC states, each of which needs to diversify its economy. Ongoing Western sanctions directed against Iran also make China an attractive proposition for Tehran. Although the Chinese interest in, and policy towards, the region is increasingly complex, this new axis between the Gulf region (especially the Arab half) and China has not received much attention from the think tank and academic communities—at least in the West.

Abstract:: The People’s Republic of China is one of the states focusing intensively on building its soft power and shaping its international image. However, China’s image is still negative and primarily based on stereotypes. In recent years, this country is willing to change such perceptions and present itself as an efficient, intensively developing, capable country that is much more than just a global production plant. The article aims to review China’s different manifestations of development aid regarding changing this type of public diplomacy and its meaning to the Chinese government. Is it only motivated by good intentions, or maybe its goal is to only provide an advantage to China? It is evident that owing to significant development, China needs to expand its economic contacts. However, the tested hypothesis states that behind Chinese development aid, political motivation is hidden as well. The research is based on content analysis of official documents and Foreign Ministry’s statements referring to development aid.

Abstract:: This paper highlighted the use of cyberspace as a conflict zone by the US and China, focusing on competition in various technological spheres, including cyberespionage, military technology, and Artificial Intelligence (AI). The main purpose of this study was to depict how great powers manipulate the cyber domain for their high political objectives through US-China rivalry. The research has been carried out mainly via literature review, discourse analysis, and relevant statistics. Consistent with previous literature and global public perception, the outcome has shown that both states are using cyberspace as a new domain for completion in trade, technology, and military purposes. Cyberespionage, the militarization of cyberspace, and AI have been the main conflict areas between these two global competitors in the last decade.

Abstract:: What are the primary drivers of the relationship between Xi’s China and Lukashenko’s Belarus? The present research paper uses the historical process-tracing method to provide an answer to this question. Furthermore, it uses quantitative data analysis regarding the economic intercourse between Belarus and China. It examines whether China’s opposition regarding the unipolar American-led world order and Belarus’s security concerns are the primary drivers of the relationship between Minsk and Beijing. The present article concludes that the congruence of beliefs and Minsk’s desire to ensure survival are drawing the two countries closer together. China’s new strategy encompasses Beijing’s increasing participation in world affairs. China opposes the world order led by a single hegemon, the United States of America. In the interim, Belarus, a relatively weak state insignificant in the global balance of power, shares Beijing’s beliefs about the desired nature of the contemporary world order. However, the Belarusian economy’s condition, which relies heavily on external funding, does not allow the economic cooperation between Minsk and Beijing to thrive. China gradually increases its engagement with Belarus, yet it obscures its ambitions, for Minsk lies in Moscow’s sphere of influence.

Abstract:: The article aims to analyze the role of economic sanctions in the People’s Republic of China’s overall approach to achieving its security objectives in the international arena. During the last two decades, Beijing used this instrument on numerous occasions to exert pressure on a varied group of actors. China’s current strategy toward a range of disputes and conflicts it is engaged in (the South China Sea territorial disputes most prominently stand out) is often described using the popular vocabulary of “hybrid warfare” or “grey zone conflicts”. Putting the conceptual complications aside, the author agrees that the PRC’s approach can be viewed as part of a growing trend for great powers to employ what can be called “hybrid strategies” toward its opponents. As part of a broader category of economic statecraft, economic sanctions form an important element of this approach. Considering current scholarship on both “hybrid” (or “grey area”) warfare and economic sanctions, the article answers the question of why the PRC increasingly resorts to hybrid strategies (including economic coercion) and identifies the main characteristics of Chinese economic sanctions. It also provides preliminary conclusions on their effectiveness.

Abstract:: While studying Chinese in Taiwan in preparation for assignment at the U.S. Embassy in Beijing, I gave birth to baby William, our first child. Along the way, I learned a fair amount about Chinese birthing beliefs; our teachers at the Foreign Service Language School were happy to talk about the importance of fetal education and how my studying Chinese while pregnant would benefit the baby. A few days before my due date, my husband David dreamed I gave birth to a koala. David’s shock over having a furry animal for a son was compensated by the thrill of hearing the newborn utter a Chinese phrase. We had, after all, spent the previous two years struggling to master tones and characters. Not to mention that the little koala’s question of “gànmá” (干吗) or “whatever for?” seemed right on the money.

Abstract:: Linguist, author, explorer, and diplomat, William Woodville Rockhill is best known as the author of the Open Door policy toward China put forth by the United States in 1899. In between his first diplomatic assignment in China and his later role as the top U.S. diplomat there, he trekked for months across North Asia, and recorded meticulous observations of climate, geography, and local people in a book published in 1894 by the Smithsonian Institution. In his two decades of service to the United States, Rockhill served both in Washington and as the American envoy to several major countries. He was, however, not just a diplomat. He lived a life uniquely diverse for an American of his or any day. When a boy, he moved with his widowed mother to France. In his teens he entered St. Cyr, the French military academy, where he found time to study Tibetan, the first American to do so. After St. Cyr he became an officer of the French Foreign Legion, and served in Algeria, where the French administration was taking stern measures to control the native Muslim majority.

Abstract:: At the changing geopolitical landscape with the Covid-19 pandemic scenario, the China-India tussle and scale of regional and global exposition has begun to display with certain consequences, which seems to shake the existing regional balance of power. A mounting political and military confrontation between these two powers as experts suggested could create a hurdle on regional-global stability and can strike on the path of globalization. With historical and existing context analysis, this paper explores that putting genuine differences aside, China and India being responsible stakeholders of the global community, can cooperate and contribute to regional and global peace and prosperity. This paper is based on qualitative research and explorative form in a pattern. This paper concludes that to reduce protracted political and border-related tensions, continuous institutional dialogue, regular communication, and formal-informal exchanges could be effective tools for a peaceful resolution. At this juncture, the competition and cooperation approach could be useful for fostering China-India bilateral relations, and this situation will help to address common challenges of the global community, restructure the global order, and re-adjust regional and global scenarios crippled by the Covid-19 pandemic.

Abstract:: Since the beginning of the 2000s, China has embarked on an unprecedented path of economic development, as evidence of which is the largest economic project of the XXI century initiated by the People's Republic of China. The global Belt and Road Initiative announced by the first person of the country, Xi Jinping, is a shortened name of the ‘Silk Road Economic Belt’ and ‘XXI Century Maritime Silk Road’. It covers the Asia-Pacific, Europe, Central Asia, Southeast Asia, West Asia, and Africa and involves more than a hundred countries, international organizations, and leading economic actors. The main participants in the project are China, Mongolia, Russia, Azerbaijan, Belarus, Poland, Germany, the Netherlands, Kazakhstan, Kyrgyzstan, Pakistan, Bangladesh, Iran, and India. The article reviews the role of the Chinese project in a global context. The paper focuses on the role and purpose of Georgia in the Belt and Road Initiative. This study will try to reveal the results for the benefit of Georgia, which is one of the participating countries, and the role of China through research to be made from documents and academic studies on the subject. Georgia tries to conduct its relations with China, as a partner in the project, with a policy of balance without disturbing its relations with the West.

Abstract:: Russia and China surrounding Eurasia, realizing Halford Mackinder‘s Heartland theory by integrating the Eurasian landmass. Economic, political and strategic complementarities between Russia and China plus geography are the integrative forces compelling both the powers to accommodate each other‘s interests and provide indispensable benefits to each other in the context of Eurasian integration. By developing both the components of cross border connectivity infrastructure i.e. hardware (Roads, Railways, Pipelines, Ports) as well as software (harmonization and coordination of policies, regulations) the dyad is turning the 21st Century into ―Eurasian Century‖. Historically, with the inventions of maritime (Sea lanes of Communication) transportation, the power shifted to Sea powers(West) as they controlled the main transportation routes. The development and hence control over the transportation routes over Eurasia will result into a power shift from Sea powers to land powers (Russia & China). Therefore the stakes are high for both the continental powers in integrating Eurasia. One is World‘s largest energy producer while the other is largest energy consumer. All this mean a permanent need for each other and long-term engagement for at least the rest of 21st century. This complementarily between Russia and China is also turning the heartland i.e. landlocked geography of Central Asian Republics into a blessing for these republics as opposed to the landlocked Afghanistan for which its geography turned to be a curse. Both consider Central Asia as their backyard and therefore unanimous on keeping the backyard stable and developed.

Abstract:: This paper examines the prospects of strategic partnership for regional peace between China, Pakistan and Afghanistan through their mutual geopolitical interests. Chinese involvement with Afghanistan serves as a key factor in the successful implementation of its economic outreach through Central and South Asian segments of the Belt and Road Initiative (BRI) as it helps to rebalance China’s economic and political aspirations. The paper also highlights the implications of China’s relations with Pakistan and Afghanistan to counter Indian influence in the region. The trilateral relationship between these countries is of paramount importance for regional peace and security. In the mountains of Hindukush, Chitral has remained significantly important from a geographic and strategic perspective. The piece of land in the extreme north of Pakistan is blessed with numerous natural resources and it is also a gateway to Central Asia. This valley is surrounded by rugged mountains, due to neglect and lack of land connection with the main country it has been deprived of the required development. The construction of the China Pakistan Economic Corridor (CPEC), an alternative passage through Chitral will bring economic opportunities through investment in different sectors. With the materialization of the CPEC route, the potential in the valley will be explored and utilized for the betterment of the country in the broader spectrum and the local economy will strengthen as well. The opening of this trade route will not only change the economic landscape of the valley but will change the sociology of the area. This mega venture along with economic opportunities will also generate challenges for the indigenous community. Expected opportunities will attract more businessmen and investors from outside. This migration process will open the door to social transformation along with challenges not only from an economic perspective but an indigenous cultural heritage of the society will be endangered. Only an inclusive and integrated development stratagem with the involvement and support of all stakeholders will lead to the sustainable economic growth of the valley. Further, the people-centric development approach will bring economic opportunities for the people, otherwise, there will be more challenges than opportunities. This research work has been conducted to investigate the expected challenges threatening sustainable growth of the community and region. Abstract:: Pakistan and China got independence one after another. China of Chiang-Kai-Shek had very little interest in Indo-Pakistan Subcontinent. However, they were hostile to the division of Subcontinent on religious ground. When Pakistan got independence, it did not receive any felicitations from China; on the other hand Pakistan took no interest in Chinese revolution. Pakistan only got activated when India became the floor-runner in recognition of China. After Indian recognition, Pakistan also recognized China. The real test of relationship was, when India stopped supply of coal for Pakistani trains and Chinese helped Pakistan, Pakistan on the other hand refused to condemn China in 1950s Korean War. The start of the relationship was neither warm nor cold. Pakistan had assumed that China was a neighbor and neighbor can not be changed. Moreover in case of Chinese assumption of Security Council seat, Pakistanis realized that Kashmir question would be discussed at UN, therefore, close and friendly relationship with China was necessary but Pakistan also needed economic and military assistance which could only come from Western block. However, maintaining normal relations with China was considered necessary. Therefore, Pakistan strongly supported Chinese‟ entry into UN Security Council and at Bandung Conference.

Abstract:: China‟s policy of strategic ambiguity towards the territorial dispute in South China Sea has altered the geopolitical architecture. China‟s use of delaying tactics to appease ASEAN states and methods of distraction in its bilateral relations with competing states has improved the security in the region. However, the Chinese leadership is simultaneously conducting domineering activities in the disputed waters of South China. In this context, the study explores China‟s policies in the South China Sea. Additionally, there is a general understanding of the external motives and domestic sources being behind China‟s policy towards South China Sea, however, these factors are often analyzed and studied in isolation. This research article examines both the factors simultaneously and draws conclusions on the potential of armed conflict in the region, especially with respect to the claimant littoral states and the American pivot.

229. Belt and Road Initiative of China: Implications for South Asian States

Abstract:: Belt and Road Initiative is China’s global infrastructure program. This long-term investment strategy is aimed at improving regional cooperation, increased trade and economic integration by linking Asia with Europe and Africa through maritime and land networks. South Asia is vital for Belt and Road Initiative of China. China views South Asia as a priority zone because its geostrategic location will contribute a lot in the preferment of the BRI. This research intends to highlight the geo-strategic and geo-economic implications of BRI on security and economy of South Asian states. This study is carried out using qualitative research methodology. Data was collected through primary and secondary sources including books, journals, research papers, articles and videos of seminars and conferences on the concerned topic and interviews of experts of BRI and CPEC were also conducted. According to the research, BRI is the manifestation of Mackinder’s heartland theory. BRI fortifies intra-state transport connectivity, improves international connectivity, will help to ease power shortages and facilitate economic modernization and industrialization in South Asia. The findings of this research show that China is expanding its diplomatic influence through its economic presence in South Asia causing serious challenges to India’s power in the region and USA’s status of global hegemon. Along with the opportunities of BRI, there are a number of risks of political instability, poor law and order situation, corruption, terrorism and extremism in South Asia, hindering the smooth functioning of BRI projects. Also there is a fear of Chinese debt trap and loss of sovereignty in South Asian states making them reluctant to fully permit the execution of Chinese led projects on their land.

Abstract:: This study analyzes the China‟s foreign policy towards South Asia with the phenomena of strategic stability. South Asia has emerged as progressively vibrant interest to China‟s foreign policy. Chinese administration has showed consent to continue its harmonized policies towards regional states like India and Pakistan. Following the realistic approach, it is quite possible that China may not prove helpful in resolving the chronic regional territorial disputes however; it will be cooperative in bringing peace and stability in this region along with economic boom. The outcome of discussion reflects that the imperatives of regional security added new dimensions such as China‟s peaceful rise under Xi Jinping and China‟s role of strategic balance between India and Pakistan. Due to diverse Chinese interests in this region, it is expected that Beijing will pay more attention towards South Asian affairs in future and will play a role of more responsible stakeholder.

Abstract:: COVID-19 onset has questioned the proclaimed notions of Globalization such as shared prosperity and security across the board. The ongoing pandemic once again calls for collective action in men and material terms rather than erecting technology barriers and doubting the intentions of each other. This paper aims to address the following inter-related queries: What is the nature of China‟s health-based assistance to the South Asian states for mitigating the COVID-19 risks? How and why do the United States and India remain skeptical of Chinese anti COVID- 19 Vaccine efforts? And how do other South Asian states perceive Chinese contributions to deal with the ongoing Pandemic? And, finally what lessons can be learned from this divergent debate centered on: Chinese Vaccine Diplomacy? Comparison and contrast of the available information is employed as an analytical technique to determine the nature of skepticism surrounding the Chinese vaccination campaign in South Asia. Consulting data on three various accounts assisted to conclude the findings of this research paper. The findings of this study establish that Western and Indian skepticism, directed against Chinese health diplomacy in South Asia is motivated by their geopolitical contestations with China. In nutshell, the paper‟s main thrust is to stress the essential value of mutual cooperation in dealing with the Pandemic like COVID-19. There is a need to embrace the concept of „holistic security‟ in the highly interconnected world of today and tomorrow.

Abstract:: China by launching the multi-trillion dollar Belt and Road Initiative (BRI) has possibly initiated the transformation of the prevailing global political system. The success of the BRI heavily depends upon the neighboring regions of China, as they will provide China with routes to integrate the international markets. In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. The importance of CPEC is crucial for China as Beijing not only needs markets but imports of hydrocarbons from Persian Gulf and Africa. This paper aims to analyze the importance of the CPEC and Gwadar Port vis-à-vis securing China‟s national interests; securing multiple trade routes and attaining the much desired status of Great Power. Abstract:: As Xi Jinping prepares to secure an unprecedented third term as party leader, observers will find that the PRC has become increasingly assertive in its regulation of the internet and its infrastructure. The techniques honed in the treatment of China’s domestic cybersphere are increasing in presence in international cyberspace, as domestic propaganda effectively suppresses dissenting voices and nurtures cyber nationalism. The CPC’s promotion of “cyber sovereignty” and “self-reliance” in technological innovation and manufacturing further demonstrate a concerted effort to carve out a “Chinese cyberspace” different from the current free and open model. Understanding both domestic and international aspects of China’s internet is the key to addressing a more proactive and confident “Cyber China.”

Abstract:: The distribution of power at the international level and the intensity of the security rivalry can explain the trajectory of arms control between China and the United States. Washington and Beijing were able to work together during the second half of the Cold War and for much of unipolarity because the system was bipolar and the security competition was mild or non-existent. The advent of multipolarity and the ensuing intense security competition put an end to Sino-American cooperation on arms control. The current circumstances are not conducive to a resumption of exchanges.

Abstract:: The North Atlantic Treaty Organization’s strategic minds are increasingly occupied with how to handle the People’s Republic of China’s rise as a maritime power in Asia, but this focus is misguided. China is already a maritime power in the North Atlantic, and its influence is rapidly growing. This influence does not represent a crisis for the Alliance but does require addition of China to the Alliance’s strategic considerations within its area of responsibility. Additionally, the Alliance must account for extraregional competition between the U.S. and the PRC which could draw in alliance commitments in the event of escalation between the two powers.

237. Climate Politics and the Crisis of the Liberal International Order

Abstract:: The election of Donald Trump brought disarray to the climate change regime. The changes in what was up to then a promoter of the liberal international order (LIO) exacerbated existing tensions while creating new ones. This paper investigates how that challenge impacted the behaviours of Brazil, China and the European Union (EU) by comparatively analysing their dissimilar positions with respect to three indicators before and after Trump’s coming into power. These indicators are individual pledges and climate-related policies; approaches to climate finance; and the principle of common but differentiated responsibilities and respective capabilities (CBDR-RC). The analysis first shows how the US started eroding the broader LIO and the climate change regime to then delve into the behaviours of the three respective key players concerning climate talks. I sustain that the EU, despite its inner divisions, is already counteracting Washington, whereas China is combining a pro-status quo position based on a rhetorical condemnation of the United States. Brazil, in turn, had a transition towards a climate-sceptic government, shifting from being a cooperative actor to abdicating hosting the COP25.

238. China in UN Peacekeeping Operations: A 30-Year Assessment (1990-2019)

Abstract:: This article presents a broad assessment of Chinese personnel deployments to peacekeeping operations (PKOs) for the past three decades (1990-2019). To this end, an original dataset was built with data collected from the UN Department of Peace Operations. The following four indicators were considered in the analysis: (i) total personnel contribution per year; (ii) personnel contribution per mission; (iii) personnel contribution in relation to the mission’s total contingent; and (iv) personnel in a given mission in relation to the total personnel dispatched by China that year. Generally speaking, UN missions in Liberia (UNMIL) and South Sudan (UNMISS) have been the main destinations of Chinese peacekeepers in the 21st Century, while Cambodia (UNTAC) was by far the only place where China got deeply involved during the 1990s. In addition to displaying descriptive data, the paper also briefly analyses Chinese engagement in these operations.

Abstract:: The People’s Republic of China has consolidated its status as a great power and strengthened its presence in different regions of the planet. In accordance with its economic development strategy, Beijing’s growing bond with Latin America is part of China’s need to guarantee access to raw materials and energy resources. In this framework and through economic diplomacy, China has strengthened its trade relations, as well as loans and investments in most of the region’s countries.Brazil is an example of this relationship pattern, as one of China’s most important partners and top investment destination in Latin America. It became Beijing’s top commercial partner in 2012. This paper will analyse the composition and evolution of Chinese foreign direct investment (FDI) in Brazil between the years of 2004 and 2020. In order to do so, we will study the main projects carried out by the country, as well as the characteristics of the Chinese companies (state or non-state) that participated in the process, in order to understand their most important features. Likewise, we will analyse the articulation of the Chinese FDI with its trade flows. We will start from the premise that Chinese investments in Brazil are directly linked to Beijing’s strategic interests, while at the same time guided by market logics that try to maximise profits. In this vein, within the framework of the ‘going out strategy’,state companies play a fundamental role.

Abstract:: The South China Sea (SCS) is one of the regions with the most dynamic and intense military activity in the world. This is largely due to commercial and political interests linked to the region, which is crucial for global maritime trade and rich in natural resources. China is the most interested party in the SCS, claiming 90% of its entire area, a portion referred to by Beijing as the “nine-dash line.” The present article seeks to analyse both quantitatively and qualitatively the influence of China on the military spending of four Southeast (SE) Asian countries that are also interested in the SCS: Vietnam, Malaysia, the Philippines, and Indonesia. For quantitative analysis, we used the data for military expenditure, armaments acquisition, the frequency and type of incidents involving national navies and/or civilians. For qualitative analysis, we retrieved information from hemerographic sources and official documents from the United States, China, SE Asian countries, the United Nations Convention on the Law of the Sea (UNCLOS), and the World Bank (WB).

Abstract:: The Chinese government’s treatment of the Uyghurs has gone from a relatively obscure issue in the international press to a central one. It has become the subject of discussion and policymaking in the halls of governments around the world and has gained widespread awareness among the general public. This is because Uyghurs are subject to some of the worst human rights abuses in the world; in many respects, their treatment meets the accepted definition of geno- cide. The fact that these abuses are being perpetrated in the People’s Republic of China (PRC), a nation widely expected to have a major role in shaping the twenty-first century, has contributed to the urgency of the issue. The Uyghur community has welcomed the long overdue response from some governments. An increasing number of parliaments have condemned the Chinese government’s actions as genocide, and some are developing legislation aimed at addressing issues such as forced labor in the supply chain and transnational repression di- rected at Uyghurs living abroad. Although the Chinese government denounces these as attempts to meddle in their internal affairs, the repression of Uyghurs has a global dimension that requires a global response.

Abstract:: As I lay on a gurney in an examining room in Peking Union Medical College Hospital (Xiehe Yiyuan) in central Beijing—pleading with the doctor to give me something, anything for the pain coursing through my head—I could not help but wonder why it was taking so long for hospital staff to give me relief. The diagnosis could come later, I thought, but right now I want either morphine or a gun. The year was 1990. Martial law imposed on Beijing during the aftermath of the massacre that occurred as the culmination of the Tiananmen Square demon- strations of 1989, had only just been lifted five months earlier. The city remained on edge. We were quickly approaching the 1 October Chinese National Day holiday, which would typically celebrate the founding of the People’s Republic of China (PRC) with fanfare and tens of thousands of people in Tiananmen Square itself. The tanks sent to break up the student protests months earlier had rolled by on East Chang’an Avenue only 800 meters away; doctors and nurses in Peking Union had treated survivors and dealt with the dead.

Of late, the U.S. government has been wielding that hammer consistently against China in what amounts to an all-out tech war. However, a lesser-known conflict relating to the commercial drone sector involves Da Jiang Innovations (DJI), a Chinese technology company headquartered in Shenzhen, Guangdong. Abstract:: The United States (U.S.) must approach the growing assertiveness and revisionism of the People’s Republic of China (PRC) by deemphasizing its importance to U.S. policy formation. Although this will seem counterintuitive to most observers, it is an important first step in placing the very real challenges posed by the PRC in their appropriate context. Neither is this to suggest the intentions and actions of the PRC do not pose a serious threat to the interests of the U.S., for in many areas they do. However, in crafting foreign policy, the U.S. government must first focus on promoting and defending its own interests. By contrast, the popular emphasis on “countering” other states is a second-handed approach that cedes the initiative and allows one’s adversary to control one’s policy. That is not to say that U.S. policy should not, where appropriate, be confrontational. Washington should not feel the need to kowtow or appease an increasingly aggressive Beijing. However, any action—cooperative or confrontational—must be taken in pursuit of a larger, positive purpose. The starting point for any policy towards the PRC, therefore, is a grand strategic approach to the Indo-Pacific as a region. It lies in a positive, provalue orientation towards building the world in which the U.S. wants to live.

Abstract:: Fletcher Security Review (FSR): How would you characterize the relationship between the U.S. and China today? Are the two countries adversaries or competitors? How might this change under the Biden administration? Dr. David Dollar (DD): The relationship is very complicated. In some ways, the U.S. and China are collaborators on a global order and global public goods, and they are obviously competitors in a healthy economic sense—the same way the U.S. competes with Japan or Western Europe—but then I would say the U.S. has legitimate security concerns about China. I don’t think China is an adversary, but there’s the risk that it becomes an adversary. China is really the only country in the world powerful enough to be a threat to the United States, so that potential threat colors the relationship. As far as the transition from the Trump administration to the Biden administration, some of the measures President Trump has taken are perceived as harsh toward China, but he has given them a pass on other things. He has not personally raised issues of human rights or democracy. Trump is perceived as someone who has respect for strongmen around the world, so I think in some ways the U.S. under President Trump has given China a pass, while being tough in other areas. I would expect the Biden administration to be more consistent; it will certainly raise human rights and democracy issues, and it will continue some of the sanctions that deal with national security. I’m hoping the Biden administration rationalizes the economic policy because clearly the trade war with China has not worked, so we need to try something different.

Abstract:: For anyone concerned about U.S. national security, international finance today poses an intriguing dilemma. On the one hand, in geopolitical terms, the United States seems to have entered a period of relative decline. Some commentators speak of a broad power transition from unipolar hyperpuissance to a new, more threatening multipolar world. Others focus more narrowly on the rise of China and the risk of a “Thucydides Trap.”72 Yet in global finance, the U.S. dollar remains undeniably dominant, still by far the most popular national monetary unit in use for international purposes.73 The greenback is as mighty as ever. Can this disparity continue, or should we expect that geopolitical decay will be followed by—perhaps even exacerbated by—an erosion of the dollar’s standing? Much rides on the answer. An international currency is a source of power for the economy that issues it.74 For some three-quarters of a century, the greenback’s central role in monetary affairs has enhanced the political capabilities of the United States. America’s security has been amplified by currency power. At a time, therefore, when the nation is feeling increasingly vulnerable to adversaries abroad, the outlook for the dollar’s future takes on added importance. Three questions are addressed in this essay. First, how does a currency’s international standing affect the political capabilities of the issuing country? Second, how has currency power been used by the United States? And third, what are the prospects for the greenback looking forward? Much analysis suggests that the outlook for the currency is not bright.75 Some experts worry that we are approaching a tipping point that could lead to an abrupt and panicky dumping of the dollar. I disagree. No sudden rush to the exits would appear to be likely. But over time it does seem plausible to anticipate a gradual, maybe even accelerating loss of monetary primacy. The threat to the greenback—and hence to U.S. security—is not the sudden appearance of a wolf at the door. The risk, rather, is a persistent spread of termites in the woodwork.

It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

Abstract:: China is assertively developing its relations with South Asian states. Constructions of huge projects and massive economic investments demonstrate China’s intentions for long term presence in the region. Apart from seeking lucrative trade opportunities, the regional seaport facilities initiated by China primarily for economic purposes have also been brought secure and easy access of China into Indian Ocean via South Asia region. Abstract:: The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

Abstract:: The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

Abstract:: The conventional wisdom is that the foreign policy of Donald Trump’s Administration severely damaged relations with U.S. allies and partners. Commentators point to repeated criticism by the United States of friends in Europe and Asia, as well as the abrupt withdrawal from trade and other arrangements. But such critics overlook the U.S. relationship with India, which made significant advances and will be an area of substantial continuity in Joseph Biden’s Administration. The U.S.-India partnership has grown steadily since the turn of the century, with the past four years seeing major progress in diplomatic, defense, economic, energy and health cooperation. The strengthened bilateral relationship has become the backbone of an Indo-Pacific strategy designed to promote peace and prosperity in a dynamic and contested region. The longstanding U.S. commitment to the Indo-Pacific has underpinned the stability and remarkable economic rise of this region over the last 70 years. While the concept of the Indo-Pacific has been many years in the making, in the past four years the United States and India have turned it into a reality. For the United States, the Indo-Pacific agenda meant working with India to provide coordinated leadership in addressing the threat from an expansionist China, the need for more economic connectivity and other challenges in the region.

Abstract:: INFORMATION and communication technologies (ICTs) provide humankind with unprecedented opportunities. Mass communication technologies, the Internet of Things, artificial intelligence, cloud computing, blockchain, big data, e-government, digital medicine, and cryptocurrencies have become part and parcel of our life. But at the same time, new ICT achievements bring new threats and challenges – primarily to international peace, security and stability, and the sovereignty and territorial integrity of states. The first international warning about those threats came from the Shanghai Cooperation Organization (SCO). It was issued in the Agreement among the Governments of the SCO Member on Cooperation in the Field of Ensuring International Information Security of June 16, 2009.1 The main threats, the agreement says, are the “development and use of information weapons” and the “preparation and waging of information war.”

Abstract:: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

Abstract:: In the 21st century, China’s rise has been shifting global and regional geopolitical scenari- os. Faced with its growth and fears of being perceived as a threat, China sought to associate its eco- nomic and political emergence with the preservation of the current international system, empha- sizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regard- ing maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on lead- ership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Also, the article shows that China’s growing assertiveness in both the East China Sea and the South China Sea is pushing countries that have territorial disputes with China to grow closer

Abstract:: My main argument in this article is that there have been at least three important barriers to the development of non-Western international relations theory (NWIRT): intellectual barriers (traumatizing effects of the imposition of the “standard of civilization”); ideational barriers (dominance of Western concepts and contexts); and scientific barriers (imposition of the standard of science). I argue that the silence of NWIRT is substantially a side effect of the strategy of mimicking the West, which was developed as an intellectual defense mechanism or as a camouflage strategy for the (re)establishment and the survival of non-Western states after their traumatic encounter with the Western states. Therefore, the surfacing of NWIRT discussions in the last decades can be attributed primarily to the maturation of an internal condition that is the revival of self-confidence in the residuals of former empires due to their regaining of rising power status and, thus, can be seen as a new phase of the ‘revolt against the West.’ On the other hand, I argue that the rise of NWIRT discussions are also related to the ripening of an external condition: some European schools of IR have been attempting to intellectually balance against the hegemony of American mainstream IRT, therefore, publication of edited books and special issues on NWIRT can also be read as searching for intellectual alliance with NWIRT.

To do so we review Robert Gilpin’s writing during the first period. It is argued that the Reagan administration was able to establish support for the third option. We argue the US is now faced with the same dilemma again, but with a different kind of challenger: China.

Abstract:: Digital currency and fintech have been some of the most powerful forces for freedom and personal liberty in China for the past decade, but their future influence is uncertain. Starting as a disruptive force that gave Chinese unprecedented autonomy in their financial lives, connected either to global cryptocurrency networks or local tech ecosystems built by private firms, a new chapter is beginning. In this new era, one speech urging an emphasis on innovation instead of regulation can seemingly bring the full force of the Chinese state to bear onto a firm that once disrupted state banks with impunity. Abstract:: Conventional explanations of China’s Belt and Road Initiative (BRI) focus on how the BRI will be in China’s interest, how it will strengthen China’s geopolitical position, or a combination of the two. We argue that such views are limited because they merely interpret the BRI through ‘Western’ IR lenses. This paper ‘re-worlds’ China by using the BRI as a case study to illustrate how in the discursive field(s) of China’s elite, China as a Westphalian nation state, and China as amorphous Tianxia under Confucianism coexist, struggle for recognition, and are interrelated. Consequently, we argue that China, because of the economic miracle it created domestically over the last few decades, is now convinced of its own ‘moral superiority’, and ready to export its self-perceived ‘benevolence’ abroad. In this light, we read the BRI to be undergirded by a combination of ‘Western’ and Confucian values, suggesting a post-Western/post-Chinese form of regionalism.

Abstract:: As the world continues to recover from the devastating fallout of the COVID-19 pandemic, navigating the harms of misinformation and disinformation remain at the forefront of global conversations on paving the path forward. Preventing the dissemination of false information—particularly during a time where the ways in which we engage with information environments have fundamentally changed—is increasingly complex. Social media platforms have enabled users to not only engage with media but become distributors of it themselves. When coupled with bad actors, limited repercussions, and poor content regulation, social networks are easily weaponized. At all scales of governance misinformation and disinformation campaigns pose a multidimensional threat. In Myanmar and China, disinformation campaigns were leveraged to target minority groups, while in Central and Eastern Europe, they serve as the cornerstone of destabilizing operations between adversarial states. In yet another facet, countries like Turkey, China, Russia, and Iran have embraced digital authoritarianism and restrict policies on internet accessibility under the pretext of stemming the spread of “fake news.” This year’s issue seeks to shed light on the nature of these evolving threats from a variety of innovative and understudied perspectives. This issue explores the causes and effects of the spread of misinformation and disinformation throughout different parts of the world and will be timely for years to come given the ever-increasing role and breadth of new technologies infiltrating people’s everyday lives.

266. The Clash of Japan’s FOIP and China’s BRI?

Abstract:: Since the late 2010s, the concept of the “Indo-Pacific” has been becoming increasingly significant in the international political arena. In August 2016, Japanese Prime Minister Shinzo Abe proposed a policy of “Free and Open Indo- Pacific” (FOIP) as Japan’s new diplomatic vision at the Tokyo International Conference on African Development (TICAD) VI held in Kenya. The FOIP strategy was supported by the Donald Trump administration followed by the renaming of the United States Indo-Pacific Command. However, China has viewed the FOIP as a containment strategy against the Chinese Belt and Road Initiative (BRI). The FOIP vision is unclear for general observers, and it might cause a security dilemma with the Chinese BRI. Is it possible for the FOIP vision to coexist with China’s BRI, or are these two strategic visions destined to clash with each other? In an attempt to answer these questions, the article aims to provide multiple perspectives of the FOIP concept by applying international relations (IR) theory. This article warns that the FOIP and the BRI are likely to bring about diplomatic tension that could be escalated into a military skirmish over the territorial dispute. In order to avoid the possible military clash, it finally seeks to explore possible future pathways of the peaceful coexistence of the two visions in the Indo-Pacific region.

Abstract:: It is important that disengagement from Afghanistan does not now foreshadow a lack of commitment to any nation in the Indo-Pacific that might be deemed by the U.S. President as not being of “vital national interest” to the U.S. With a focus on economic and trade engagement, China may well view nations differently than if it had a mindset shaped purely by military interests. Southeast Asia is at the dynamic heart of the Indo-Pacific. To America, we say, “Go Southeast, my friends.” The United States needs to up economic involvement in the region to make a sustainable and lasting presence in Southeast Asia. Then, President Biden and our U.S. Congress can say “we’re back” and “here to stay” with an all-in approach to Southeast Asia.

Abstract:: The aim of the article is to present the results of the survey on the structure of the discourse on Poland present in the content of various Chinese newspapers and magazines. In the first part, we provide an overview of the history, characteristic and development trends of the Chinese newspaper market. In order to construct the collection of messages about Poland and Poles, a query was carried out in 172 journalistic materials published in 2015-2020. The first step of analysis performed in this research was the lexical analysis of the Chinese print media gathered in the text corpus of app. 160 thous. words. Additionally, the authors of the article used text mining analytics software to extract the main concepts. The next phase of the survey was the computer assisted content analysis. For the research purposes 150 categories dictionaries were created. Those dictionaries consisted of the set of words gathered on the same semantic basis. The unit of the analysis in this phase of the research was a single paragraph (N=2465 units) and the results of this analysis were the hierarchy and key-ness of collective symbols, themes, actors and places present in the press discourse on Poland. In the last part of the research—as a result of factor analysis—the structure of the discourse on Poland in the Chinese press was reduced to 9 strongest factors determining which different (detailed) categories have the tendency to co-occur and that is why they create easily distinguishable configurations.

269. The image of Chinese and Japanese Theatre in selected popular and artistic press printed in Poland in 1930s

Abstract:: Journalists who described Oriental theatres usually based their narrative on personal experience. Both specialist, mass and popular press paid particular attention to elements that distinguished Japanese and Chinese theatre from their European counterpart. The length of performance, innovative technical solutions, different acting style were the elements that received most attention. Nonetheless, sometimes it was impossible to explain the origins of those differences. Furthermore, the above-mentioned differences usually spoke against Chinese theatre. It was criticized for different music, moveable stage scenery, exaggerated acting that was hard to understand. Such attitude was the result of lack of understanding of Chinese opera’s conventions. On the other hand, press eagerly commended the richness of Chinese actors’ costumes and ,,shadow puppet theatre”. Moreover, Polish press also stressed that both classical and modern Chinese theatre enjoyed immense popularity among Chinese people. Polish press went easy on theatrical art in Japan depicting differences that were in many cases the same as in Chinese theatre as something neutral, even positive as it gave the play magical touch. Sometimes it was emphasized that Japanese theatre could become a source of inspiration for its European counterpart. It was praised for masks, costumes, moveable stage scenery and music. It is interesting that in the last two instances Chinese theatre was looked down on. Polish press also spoke favourably of puppet theatre and ,,Takarazuka” performances. On the other hand, magazines’ opinions on acting varied.

270. The policy of the People’s Republic of China towards Central and Eastern Europe in 2012-2020

Abstract:: In the second decade of the 21st century, the Middle Kingdom, which had huge financial surpluses, became the world’s largest exporter of money capital, which meant that investment policy became the main element of China’s foreign policy. In the case of Central and Eastern Europe, the 16+1 (17+1) format, containing both investment policy and soft power elements, has become the basic tool of the general policy of Middle Kingdom. This article aims to define the basic principles of China’s policy towards Central and Eastern Europe. For this purpose, the following general hypothesis was formulated: Chinese policy in Central and Eastern Europe consists of presenting the countries of this region with initiatives that do not go beyond the sphere of declarations and serve as a bargaining chip in relations with Germany, the country with the greatest potential in the European Union. The general hypothesis gives rise to detailed hypotheses that were verified in individual parts of the article with the use of the comparative method. The reasons most often mentioned in the literature on the subject, such as economic, cultural, social, and political differentiation of Central and Eastern European countries, legal barriers resulting from EU legislation, insufficient recognition of the region’s needs by the Chinese side and asymmetry of expectations of both parties, undoubtedly largely contribute to the lack of effective Sino-CEE cooperation. However, they cannot be considered decisive because similar problems occur wherever Chinese companies appear. However, in many regions of the world, despite these obstacles, mutual economic relations are more dynamic than in CEE. The reasons why the potential of the 16+1 (17+1) format has not been properly used can be found primarily in the context of German-Chinese relations.

It will provide an overview of the most important changes in the Chinese foreign and political policy, and the importance of the Middle East, particularly the Silk Road to China, and it will try to answer the following questions: How important is the Middle East for the Silk Road? Will the Chinese project bring stability to the region in light of the fierce competition between the great powers? The article adopted the hypothesis that China’s involvement in the Middle East will deepen the conflict between the countries of the region among themselves, and thus become a fertile ground for international conflicts to the international conflict.

Abstract:: Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

Abstract:: As the unparalleled ability of big data to capture and process real-time information signals a revolution in public administration, countries around the world have begun to explore the application of the technology to government functions. At the forefront of these efforts is China, which is planning to launch the social credit system (SCS), a data-powered project to monitor, assess, and shape the behavior of all citizens and enterprises. This new frontier of digital surveillance raises questions about how the United States will incorporate data technology into its own politics and economy. This article argues that the U.S. needs a comprehensive nationwide data protection framework that places limits on surveillance by both private business and the government. Without drawing its own baseline for personal data protection, the United States risks missing the already narrowing opportunity to define its balance between democracy, security, and growth.

Financial integration is the cornerstone of the BRI, and development finance is the most widely used mode of cooperation in financing. Development finance with Chinese characteristics is concessional and development-oriented, differing from Official Development Finance (ODF) defined by the OECD. Based on its development experiences, China applies development finance with Chinese characteristics to the BRI projects. Abstract:: This article examines public perceptions in Indonesia and Malaysia regarding the China’s Belt and Road Initiative (BRI). In order to get a comprehensive picture of the subject matter, the article applies three perspectives, namely International Politics, Economy and Debt Trap, and Public Acceptance. The attachments of Indonesia (under Joko Widodo administration) and Malaysia (under Najib Razak administration) are analyzed, mainly by observing the perceptions of the political elites and opinion polls in these most populous Muslim countries. The findings show that both governments in the two countries had exhibited high inclination toward the BRI. Interestingly, their public show different attitudes and many people are against or at least critical of these policies. It therefore suggests that the pro-BRI policies of the governemnts must be managed with high care in order to balance the different interrests with the popular interests.

Abstract:: Myanmar has crafted a neutral foreign policy since its colonial years to avoid leaning too much on any foreign power, but a spiraling political crisis at home is pushing it toward China as a buffer against international outrage. Myanmar faces charges of genocide against the Rohingya. China has backed Myanmar in the UN. In fact, China is in a similar situation. China is grappling with international criticism over the perceived repression of ethnic Uighur people. Myanmar is exposed to various words and loud in the international community. So Myanmar wants to improve relations with China and is turning into an active cooperative attitude as a strategy to secure a friendly army. This paper shows how the diplomatic relations between Myanmar and China are changing, and how Myanmar’s foreign strategy toward China is approaching. Also, this article analyzes the outlook of diplomatic relations and the implications of the current situation.

Abstract:: After the fall of communism, Central Europe (CE) was a region with relatively high US interest and support. Washington supported the NATO membership of CE countries, provided financial as well as technical assistance to the region and several American high-positioned political representatives visited the region. However, during the last few years, it is evident that CE is a space where the Russian and Chinese presence and influence have been risen. The present article analyses several questions aiming to scrutinize the Russian and Chinese presence and activities in CE, particularly, when and how Russia and China penetrated into CE, what are the consequences of the rising Russian and Chinese influence and who are the supporters and opponents of Moscow and Beijing in CE. The article concludes that, the main competing actors in CE are Washington and Russia, while China profits from the US-Russia clash. While the US and Russian interests are dominat in security and political issues, China aims to penetrate CE economics.

Abstract:: The aim of this article, based on the author’s field research in Hong Kong and critical analysis of publications, is to conceptualize the process of “mainlandization” of the Hong Kong SAR. “Mainlandization” is understood here as the process of transfer and institutionalization of political visions, policy paradigms, procedures, and norms which originate from the PRC. The model is inspired by various theoretical perspectives (e.g. diffusion of regimes, dependence, political convergence, and processes of “Europeanization”). The article differentiates the “top-down” transfer of values and/or policy standards and the “bottom-up” adjustment. All institutions engaged in intermediation (such as the “one country, two systems” principle) are mentioned, as well as the processes connected to the reaction to PRC activity in Hong Kong and their variations (e.g. accommodation, resistance, resignation). Moreover, the concept of “sinoscepticism” is introduced.

Abstract:: The relationship between China and the two Koreas can be considered as a friendship that is not completely reliable. North Korea and China have been considered strong allies by the outside world, but questions arise nowadays about whether that relationship is based on a true friendship. The relationship between South Korea and China is a somewhat ambiguous one. There exists a complex situation and dilemmas in that trilateral relation. This article examines the current trilateral relations between China and the two Koreas in order to draw the position of each other. For this purpose, we explore three different approaches: China´s position toward North Korea and South Korea; the position of the two Koreas toward China and their defence; and the regime survival of North Korea and the political and economic interests of South Korea. The analysis of the relationship between China and the two Koreas is based on the context of a shared history, culture and the rapidly changing international economic and political situation together with the regional security hazards caused by the nuclear weapons essays and missile tests of North Korea.

Abstract:: At the national symposium on the reform of state-owned enterprises, General Secretary Xi Jinping gave important instructions that state-owned enterprises are important forces in strengthening the country’s overall strength and safeguarding the common interests of the people. Therefore, the country must make state-owned enterprises „stronger, better, and bigger”. Huge objections arose in the academic field. This article thoroughly analyzes China’s state-owned economy from the perspective of Marx’s historical materialism, national productivity, and social development, and clarifies the historical status and role of China’s state-owned economy. At the same time, this article comprehensively analyzes the economic significance of making state-owned enterprises „stronger, better, and bigger” from the perspective of total factor productivity, and proposes that since the state-owned economy is backed up by the state, investing in technology research and development has its advantages. However, because the state-owned economy is biased toward administrative instructions, it often lacks efficiency, so if the state-owned economy wants to become „stronger, better, and bigger”, it must undergo reforms in terms of management efficiency.

Abstract:: Since 2015, the Social Credit System - an initiative of the government of the People’s Republic of China which aims to strengthen trustworthiness of the business entities and citizens, promote obedience to law and customs, and develop the Communist Party of China’s control over social trends and potential threats to the political stability - has been attracting worldwide attention. International media portrays the System as a mechanism which leads China to totalitarianism and destroys hope for development of the Chinese democratic movement. Therefore, interests of both sides, the West and China, are seen as contradictory. Harmful beliefs like the one that Chinese still export products of poor quality and on the Chinese side that the Western ideals lead to demoralization are common thanks to some sort of Occidental and Oriental propaganda. That is why it is necessary to compile and analyze the known facts regarding the Social Credit System, which in contrast to the media narration turns out to be a tool with interesting capabilities, not necessarily contradictory to the other major civilizations’ values.

285. Illuminating Shanghai: Light, Heritage, Power

Abstract:: This paper explores the complex connection between heritage, light and power in Shanghai since the late 19th Century, and seeks a new understanding of how mutually coupled legacies of modernity, socialism and cosmopolitanism continue to shape this city’s unique identity and image. It focuses on the recent ideological remake of the skyline along the Huangpu River, achieved largely through the flamboyant illumination designed in 2018. Combining a number of visual and textual sources with fieldwork, it reveals the persistent symbolic role the city has played in a triumphant socialist cause, and assesses how past promises of a new Shanghai and a bright future for China have been sustained in the Reform Era. It forms a preliminary attempt to depict what the author argues should be perceived and studied as the engineering of a new propaganda medium which intersects with urban space governance. The implications of this project are discussed in the context of the threats and opportunities for Shanghai in terms of maintaining the city’s unique character and meaning coming from its own history and culture, rather than in terms of Shanghai simply being a vehicle for China’s modernity.

Abstract:: This paper provides insights into the relationship between language and politically relevant aspects of culture in India and China which are as follows: attitude toward revolution and tradition, the domination of politics over religion or vice versa, and a concern for the liberty of the individual. The paper introduces a novel approach to the comparative study of civilizations by advancing the political-linguistic explanation. In so doing, it combines Hajime Nakamura’s hypothesis of the strict connection between language and culture (understood as a way of thinking) with Samuel P. Huntington’s emphasis on the impact of cultural differences on the political dimension of society – so that our explanatory model can be expressed as follows: language→culture→politics. As far as language is concerned, the focus is on the basic structure of Sanskrit and Chinese; besides, special attention is given to Indian and Chinese philosophies of language. Culturally, the most relevant schools of Hindu philosophy may be called “ultraconservative” since they tend to ground unchanging meaning firmly in metaphysics and rely on the supreme authority of ancient religious texts. In contrast, the Chinese typically considered language a social mechanism for shaping our behavior (so the relation of language and society is the most crucial); they also expressed clearly divergent views on naming. In short, at least four distinctive perspectives are essential: (1) conservative Confucianism, (2) anti-traditional and highly authoritarian Legalism, (3) egalitarian and linguistically skeptical Laozian Daoism, (4) nonconformist and proto-libertarian Zhuangzian Daoism.

Abstract:: This paper focuses on the issue of geopolitics in the pop culture interpretation as illustrated by the Polish pop music after the year 1989. Songs selected from various trends of the Polish popular music made the source material of the text. The primary study method involved the analysis of the lyrics discourse. The Polish geopolitical imaginations used to revolve around the basis axis of better West and worse East, symbolized mainly by Russia, but its image was transferred over entire Asia. Asia, including China, was scarcely present in the geopolitical imaginations contained in the pop music, which, at the same time, reflected the irrelevant interest of Polish elites in global problems. The discourses in the musical texts about China frequently adopted the West’s perspective, where Poland made part of as seen by our elites. The rhetoric strategy concerning China in popular music featured two essential views, which references Orientalism as specified by E. Said. It explains the frequent use of the postcolonial discourse by the Polish elites, also the music ones, which promoted the supremacy of the West over the rest of the world and the universal nature of the Western world values which were meant to be implemented into other civilizations and nations for their own sake. China was presented as a growing threat for the dominance of the West, the USA in the first place, as an alternative model of globalization and international deal putting offthe world by its cultural and geopolitical alienation, as well as indicating negative effects for Poland

288. The Strategic Implications of Chinese-Iranian-Russian Naval Drills in the Indian Ocean

Abstract:: In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

289. Pakistan and CPEC Are Drawn Into the U.S.-China Rivalry

Abstract:: Leaders in the People’s Republic of China (PRC) and the Islamic Republic of Pakistan were stunned in late November when a senior U.S. government official issued a strong verbal attack on the China-Pakistan Economic Corridor (CPEC). On November 21 in Washington, D.C., U.S. Assistant Secretary of State for the Bureau of South and Central Asia Affairs Alice Wells spoke at length about the CPEC at a public event, criticizing multiple elements of the $62 billion flagship component of China’s Belt and Road Initiative (BRI). Ambassador Wells cast doubt upon claims that CPEC will generate sustainable economic development in Pakistan and criticized the project’s cost escalations and non-transparent processes of awarding CPEC contracts to Chinese firms. She appealed to Pakistan’s citizens to ask tough questions of the PRC regarding the CPEC and China’s related projects in Pakistan (U.S. State Department, November 21, 2019). In the past, the U.S. government had raised concerns over CPEC and China’s “debt-trap diplomacy,” but it had never presented such a direct and detailed set of criticisms. Ambassador Wells crossed that line—bringing the notoriously stalled out CPEC back under international scrutiny just after Chinese and Pakistani leaders had brokered a cautiously optimistic set of funding deals to jumpstart progress a month before (Ministry of Foreign Affairs (PRC), October 9, 2019). Chinese representatives were quick to respond to Ambassador Wells’s criticisms. The next day, PRC Ambassador to Islamabad Yao Jing(姚敬) said that he had been “shocked and surprised to see the remarks of Alice,” and that Ambassador Wells lacked accurate knowledge and had relied on “Western media ‘propaganda’” for her accusations. He called on the U.S. to “show your evidence, give me evidence” of specific cases of corruption related to the CPEC, and questioned whether Wells was taking potshots at the CPEC to score political points. Ambassador Yao challenged the U.S. to suit its actions to its words: “If there is any sincerity… [the U.S. should] come forward to invest in Pakistan. We [China] welcome U.S. investment in Pakistan.” (INP (Pakistan), November 22, 2019; VOA, November 22, 2019). In addition to refocusing negative attention on the CPEC, Assistant Secretary of State Wells’ speech drew a reluctant Pakistan further into the tumultuous U.S.-China political rivalry. Pakistan faces a balance of payments crisis and a severely weakened currency, which has led it to grow increasingly dependent on economic ties with China. At the same time, the Pakistani leadership has navigated a complex and multifaceted historic security and political partnership with the U.S. If, as Ambassador Wells’ statement seems to imply, Pakistan’s engagement with China is seen to come at the expense of its bilateral relationship with the U.S. – or vice-versa – then Pakistan’s delicate power balancing diplomacy will soon become even more tenuous.

Abstract:: The fast build-up and equally sudden decline of Chinese influence in the Czech Republic offers an interesting case study of vulnerability and resilience in the newly democratic small states targeted by the united front operations of the Chinese Communist Party (CCP). [1] Recent revelations about a powerful Czech financial corporation manipulating public opinion in favor of the People’s Republic of China (PRC) demonstrate the complex dynamics between political and economic actors—both Chinese and local—and how private companies are being leveraged to spread pro-PRC propaganda (Aktuálně, December 10, 2019 / English translation). The main vector of influence in the Czech Republic has been the PRC’s “economic diplomacy,” which downplays political differences and emphasizes the economic opportunities offered by closer relationships with China (Sinopsis, March 11, 2019; China Brief, May 9, 2019). In Central and Eastern Europe (CEE), it builds on promises of investments into local economies still lagging behind those in Western Europe. The promised investments may or may not materialize, but the economic enticement alone creates a conducive environment for the cooptation of local political and business elites in a manner similar to more traditional united front tactics (China Brief, May 9, 2019). Apart from the promised investments by Chinese companies, the reverse allure may consist of market access in China for local companies, which may then be manipulated into becoming propaganda echo chambers for the CCP. The Czech Republic offers examples of both of these phenomena.

291. Beijing Piles More Pressure on Taiwan after a Historic Victory by Tsai Ing-Wen

Abstract:: How will Beijing react to Taiwan President Tsai Ing-wen’s resounding re-election victory on January 11, when she garnered a historic 8 million votes, or 57.13 percent of the electorate? So far, Beijing’s response to this triumph by the candidate of the theoretically pro-independence Democratic Progressive Party (DPP) has been relatively non-belligerent. The spokesman of the cabinet-level Taiwan Affairs Office said a few hours after the polls that Beijing would “insist on the basic objective of ‘peaceful unification and one country, two systems’,” even though he also indicated that Beijing would not tolerate “any form of ‘Taiwan independence’.” Another post-election commentary by the official Xinhua News Agency said that “the mainland firmly holds the initiative in bilateral relations.” In an article in the usually hawkish Global Times, Editor-in-Chief Hu Xijin said Chinese society was “prepared for war with Taiwan independence,” but that it was not yet ready for “immediate warfare” (Xinhua, January 12; Phoenix TV News, January 12; Global Times, January 11; South China Morning Post, January 11). Observers of Taiwan Strait dynamics have noted that Chinese Communist Party (CCP) General Secretary Xi Jinping, the highest-ranking decision-maker on Taiwan issues, was bitterly unhappy about the margin of Tsai’s victory; and that the commander-in-chief will likely order a series of measures to boost “war preparation,” squeeze Taiwan’s diplomatic space, suppress Taiwan’s economy, and nurture the so-called “fifth column” in Taiwan society (Chinatimes.com, January 12; HK01.com, January 11). The fifth column is a reference to Taiwanese politicians and businesspeople who, while professing to defend their island against Communist aggression, are proposing more communication and even “pro-unification talks” with Beijing as a result of their dependence (financial or otherwise) on the CCP.

292. The State Response to a Mystery Viral Outbreak in Central China

Abstract:: In December, a mysterious outbreak of infectious disease emerged in the central Chinese city of Wuhan (Hubei Province). The epicenter of the outbreak was the Wuhan Huanan Seafood Market (武汉华南海鲜批发市场, Wuhan Haixian Pifa Shichang), which was closed by officials in Wuhan on January 1 pending further investigation of the origin of the disease (see accompanying images). As of January 11, public health officials in Wuhan stated that there were a total of 41 identified cases of infection, among which two persons had been discharged from treatment, seven were seriously ill, and one person had died; 739 other persons were identified as having contact with those infected, and were to be subject to medical observation (Wuhan Health Commission, January 11). Chinese researchers have identified the pathogen as a previously-unknown strain of coronavirus. This a large family of viruses—including the common cold, Severe Acute Respiratory Syndrome (SARS), and Middle East Respiratory Syndrome (MERS)—that are zoonotic in origin (i.e., transferred via human-animal contact) and cause respiratory illnesses with widely varying levels of severity (WHO, undated). The viral outbreak in Wuhan inspired inevitable comparisons to the SARS pandemic that originated in southern China and swept through the country (and spread to other countries) in two waves in 2002-2003 and 2003-2004. It also follows on the heels of other recent infectious zoonotic disease incidents in China, such as a minor outbreak of pneumonic and bubonic plague in Inner Mongolia in November 2019 (AFP, November 28). The Wuhan coronavirus outbreak affords an opportunity to observe and compare the government’s handling of this latest public health crisis alongside those that have occurred in recent years. It also illustrates the continued contradictions faced by the Chinese Communist Party (CCP) in attempting to improve its capacity for governance, while also maintaining a monopoly over the public dissemination of information.

293. New Wine Into New Wineskins: The Evolving Role of the PLA Navy Marine Corps in Amphibious Warfare and Other Mission Areas

Abstract:: Historically, the Marine Corps was not a branch greatly valued by the People’s Liberation Army Navy (PLAN). The explanation for this had much to do with the PLA’s mission priorities: the PLA has looked to the Taiwan Strait as its main focus area for amphibious warfare, and the PLA Army (PLAA) has traditionally held the primary role in this functional area, with the PLAN Marine Corps (PLANMC) operating in a secondary role. The former Nanjing Military Region—since reorganized as the Eastern Theater Command (China Brief, February 4, 2016)—has amphibious mechanized units that were subordinate to the PLAA 1st and 73rd Group Armies (now reorganized as the 72nd and 73rd Group Armies, respectively) (China Military, December 2, 2018). The amphibious mechanized units of the PLA Army feature heavier firepower and greater mobility than the PLAN Marine Corps (which originally consisted of only two brigades, the 1st and 164th, both subordinate to the South Sea Fleet). The PLAA amphibious forces focused on “big island” targets: these “big island” targets obviously included Taiwan, the PLA’s top priority scenario for resources and contingency planning. By contrast, the PLANMC was oriented largely towards the defense of islands or reefs in the South China and East China Seas. As the PLAN has become increasingly stronger in recent years, its efforts to field greater numbers of modern warships—and the deployments and training of these ships—have attracted ever-greater attention. In line with the expansion of its parent service, the PLAN Marine Corps has also grown, in terms of both numbers and missions, to align with China’s growing overseas interests. The two original brigades of the Marine Corps have been augmented in recent years by six more—four combined arms brigades, a special operations brigade, and elements of a shipborne helicopter aviation brigade—based in multiple locations along the length of China’s coastline (China Brief, February 1, 2019). Only in recent years has the PLA as a larger institution started to rethink the value and use of the Marine Corps—a change resulting from the PLAN’s improvements in capability, and China’s growing national power and increasing overseas interests. Recent training exercises provide some indication of likely future missions for the PLAN’s larger and more capable Marine Corps branch.

294. The Vatican Stays Away from the Hong Kong Crisis Due to Fears of Beijing’s Retaliation

Abstract:: On January 9, in his annual message to diplomatic envoys accredited to the Holy See, Pope Francis voiced concern for the conflicts ravaging parts of the Middle East, Africa, the Caucasus, and Ukraine, as well as for the increasing number of political crises gripping Latin America. However, not a single word was offered about the situation in Hong Kong (Vatican News, Vatican State Website, January 9). Serious socio-political unrest began in Hong Kong last June over a now-withdrawn extradition bill that, according to protesters, would allow the extradition of political dissidents to mainland China (China Brief, June 26, 2019). The pontiff has so far said nothing about the crisis in the city, much to the chagrin of many local Catholics. It seems that the Vatican has no intention of supporting the anti-government movement in Hong Kong, as such a move would hinder its attempts to improve relations with the ruling Chinese Communist Party (CCP) in Beijing.

295. The Future of Chinese Foreign Economic Policy Will Challenge U.S. Interests, Part 1: The Belt-and-Road Initiative and the Middle Income Trap

Abstract:: Chinese Communist Party (CCP) General Secretary Xi Jinping and other senior CCP leaders have prudently planned for the slowing economic growth that China now faces. CCP officials plan to transition China from its current export-led growth model to one driven by indigenous innovation, and one in which China’s rising global prominence confers to it many of the same advantages traditionally enjoyed by the United States (such as low borrowing costs and influence within international institutions). Although U.S.-China relations have become further fraught amid the trade war, many prominent China hands nevertheless assert that Beijing’s long-term economic plans do not run counter to U.S. strategic interests. [1] However, many of China’s planned foreign economic initiatives—to include the Belt and Road Initiative (BRI), global value chain advancement, and renminbi (RMB) internationalization—will come at U.S. expense. Policymakers in both Washington and Beijing should accordingly expect U.S.-China tensions to persist beyond the Trump administration. China’s need for new growth vehicles is twofold: its economic size has not translated into global influence, and its current economic model is losing steam. First, China’s transformation into the world’s second-largest economy has yet to yield equivalent influence in the international system. Beijing’s sway in the World Bank and the International Monetary Fund (IMF), for example, lag behind China’s status as the largest trade partner and foreign investor for much of the world. The United States, by contrast, has leveraged its economic status to maintain effective control of the Bretton-Woods institutions, to obtain low borrowing costs, and to exercise punishing sanctions programs against unfriendly governments. Second, Chinese growth has seen a secular decline over the last decade (see figure 1). The official projected GDP growth rate for 2020 is 6.1 percent (Xinhua, November 30, 2019), but some Chinese officials have hinted that they expect lower sub-6 percent growth in 2020 (South China Morning Post, November 14, 2019). This is a noteworthy signal, for CCP discourse has previously identified the benchmark of 6 percent GDP growth as necessary to avoid social unrest (China Brief, March 22, 2019).

296. The CCP Response to the Wuhan Coronavirus: A Preliminary Assessment

Abstract:: In December 2019, a novel coronavirus (冠状病毒, guanzhuang bingdu) emerged in the central Chinese city of Wuhan. The precise origin of the coronavirus remains unclear, although experts agree that it is zoonotic and likely originated at a now-closed marketplace that sold seafood and other animal products for consumption. After initial submissions to the World Health Organization (WHO) on December 31 reported that an unknown pneumonia virus had infected 59 people in Wuhan, cases soon began to surface in other Chinese cities (WHO, December 31). The disease—now officially designated “2019-nCoV”—has spread beyond China’s borders and is now present in 16 other countries. As of January 28, the Wuhan coronavirus has resulted in 4,599 confirmed cases of infection and 106 fatalities (Phoenix News, January 28). Faced with another spreading epidemic, the central government has responded with more speed and transparency than during the Severe Acute Respiratory Syndrome (SARS) outbreak in 2002-2004. Wuhan and several other cities in Hubei province have imposed quarantines that limit public transportation, and have initiated measures to isolate these cities’ populations. Major cities like Beijing and Shanghai have also imposed restrictions to manage the flow of travelers. Officials also closed many tourist sites and postponed or canceled many Lunar New Year events nationwide, while extending the New Year holiday for three additional days in support of response efforts (Xinhua, January 26). Questions remain as to how effective these control measures can be in limiting the movement of people in and around China—particularly in light of the size of the cities in question, and the mass exodus of holiday travelers typical for this time of year. Besides these quarantine measures, efforts to isolate and slow the spread of 2019-nCoV have also included sending significant financial and medical resources to Wuhan and other affected areas. In addition to the deployment of medical teams from the People’s Liberation Army (PLA), China’s National Health Commission has dispatched over 1,000 personnel in six medical teams from across the country to the Wuhan area (World Journal, January 26). The China Development Bank has issued a 2 billion yuan ($288.3 million) emergency loan, while the Ministry of Finance has allocated 1 billion yuan ($144.2 million) towards combating the 2019-nCoV virus (Sina, January 25). Alongside the official response from Beijing, China’s private sector—including companies such as Tencent, JD.com, Lenovo and Xiaomi—has also offered contributions of funds and medical supplies (SCMP, January 25).

297. The “Democratic Life Meetings” of the Chinese Communist Party Politburo

Abstract:: On December 26 and 27, China’s central leadership held a “democratic life meeting” (民主生活会, minzhu shenghuo hui) for the full membership of the Chinese Communist Party (CCP) Politburo (Xinhua, December 27, 2019). This has become an annual end-of-year tradition for the Politburo, with similarly-designated meetings held in late December of each year from 2015 to the present (see accompanying chart). Official press treatment of the meetings since 2015 has consistently emphasized the authoritative position of CCP General Secretary Xi Jinping, invariably stating that he “presided over the meeting and delivered an important speech” (主持会议并发表重要讲话, zhuchi huiyi bing fabiao zhongyao jianghua) to the other assembled members.

298. Sino-Indian Cooperation on Counter-Terrorism: Not Truly “Hand-in-Hand” At All

Abstract:: On December 7, 2019, infantry units of the Indian Army and the Chinese People’s Liberation Army (PLA) commenced the “Hand-in-Hand 2019” combined military exercise at Umroi in the northeastern Indian state of Meghalaya. The fortnight-long exercise ran through December 20, and focused on counter-terrorism operations in semi-urban terrain: to include training evolutions such as cross-training on small arms, hostage rescue, and recognizing improvised explosive device (IED) traps. Approximately 130 personnel from each country participated in the exercise, with the PLA contingent consisting of troops stationed in Tibet (Indian Ministry of Defense, December 2, 2019; Global Times, December 8, 2019; China Military Online, December 23, 2019). It was in January 2001 that the People’s Republic of China (PRC) first expressed interest in cooperating with India in combating terrorism (The Hindu, January 14, 2001). Since then Beijing and New Delhi have taken several steps to facilitate such cooperation: the two sides have set up a Counter-Terrorism Dialogue Mechanism, a Joint Working Group on Counter-Terrorism, and a High-Level Dialogue on Counter-Terrorism and Security to facilitate such engagement. In addition to leadership-level discussions, officials are engaging in talks on a range of terrorism-related issues. In October 2018, the two sides signed an Internal Security Cooperation Agreement, which aims at strengthening cooperation in areas such as counter-terrorism, intelligence sharing, and narcotics control (Business Standard, October 22, 2018). The “Hand-in-Hand” exercises were first set in motion in 2007, and the December 2019 training in Meghalaya represented the eighth round of these counter-terrorism exercises. Such events—as well as the joint agreements between the two governments—present a picture of India and China as closely engaged on counter-terrorism issues. The truth is quite different, however—and the two sides are far from “hand-in-hand” in their understanding of terrorism.

Abstract:: Complications surrounding the Belt and Road Initiative (BRI), and the dangers of the “middle-income trap,” are not the only factors impacting the international economic policies of the People’s Republic of China (PRC). Furthermore, poor capital efficiency is not the only feature of the Chinese economy that frustrates the country’s policymakers. China’s gross domestic product (GDP) has roughly doubled in the last decade, but Beijing’s pull in the international monetary and financial system remains lackluster. This lack of progress stems in part from the dollar’s centrality around the world, as well as U.S. dominance in international economic institutions. Beijing’s economic planners have long advocated against the dollar while attempting to increase the global role of the PRC’s own renminbi (RMB) currency. While past efforts stumbled, RMB internationalization and increased Chinese influence will directly confront U.S. economic and geopolitical interests.

Abstract:: In his telephone conversation with President Trump on February 6, Chinese Communist Party (CCP) General Secretary Xi Jinping expressed confidence that Beijing can beat the coronavirus outbreak, and asserted that “the fact that China’s economy will be better in the long run will not change.” But at a meeting of the Politburo Standing Committee (PBSC) a few days earlier, Xi expressed fears about the adverse impact that the Wuhan pneumonia epidemic could have on China’s reform and open door policy (RTHK.hk, February 7; HK01.com, February 6; Ming Pao, February 4). Of even greater concern to the CCP leadership, however, is the sustainability of state power and Beijing’s ability to “uphold stability” (维稳, weiwen) in Chinese society. Much of this hinges on the performance of Xi—who is also state president, commander-in-chief of the armed forces, and the “life-long core” of the party leadership. That Beijing has failed to contain the alarming spread of the virus, however, demonstrates that Xi is facing the gravest crisis since he came to power in late 2012. It is clear that Xi is still in solid control of the People’s Liberation Army (PLA), the People’s Armed Police (PAP), the regular police, and the police state surveillance apparatus. Both central CCP officials and supportive foreign dignitaries are projecting confidence. While visiting Beijing in late January, Director-General of the World Health Organization (WHO) Dr. Tedros Adhanom Ghebreyesus praised China’s efforts against the coronavirus disaster, saying that Chinese authorities had displayed “Chinese speed and Chinese efficiency” (People’s Daily, January 29). After an unusual period of public absence in late January and early February, Xi has reappeared to assert his leadership and to declare a “people’s war” against the epidemic (Xinhua, February 11).
