  • Abstract: The ratcheting up of tariffs and the Fed’s discretionary conduct of monetary policy are a toxic mix for economic performance. Escalating tariffs and President Trump’s erratic and unpredictable trade policy and threats are harming global economic performance, distorting monetary policy, and undermining the Fed’s credibility and independence. President Trump’s objectives to force China to open access to its markets for international trade, reduce capital controls, modify unfair treatment of intellectual property, and address cybersecurity issues and other U.S. national security issues are laudable goals with sizable benefits. However, the costs of escalating tariffs are mounting, and the tactic of relying exclusively on barriers to trade and protectionism is misguided and potentially dangerous. The economic costs to the United States so far have been relatively modest, dampening exports, industrial production, and business investment. However, the tariffs and policy uncertainties have had a significantly larger impact on China, accentuating its structural economic slowdown, and are disrupting and distorting global supply chains. This is harming other nations that have significant exposure to international trade and investment overseas, particularly Japan, South Korea, and Germany. As a result, global trade volumes and industrial production are falling. Weaker global growth is reflected in a combination of a reduction in aggregate demand and constraints on aggregate supply.

  • Abstract: Donald Trump was a trade “hawk” long before he became president. In the late 1980s, he went on the Oprah Winfrey show and complained about Japan “beating the hell out of this country” on trade (Real Clear Politics 2019). As president, he has continued with the same rhetoric, using it against a wide range of U.S. trading partners, and he has followed it up with action (often in the form of tariffs). While many countries have found themselves threatened by Trump’s aggressive trade policy, his main focus has been China. As a result, the United States and China have been engaged in an escalating tariff, trade, and national security conflict since July 2018, when the first set of U.S. tariffs on China went into effect and China retaliated with tariffs of its own. In this article, we explore the U.S.-China economic conflict, from its origins to the trade war as it stands today. We then offer our thoughts on where this conflict is heading and when it might end.

  • Abstract: Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

  • Abstract: As the unparalleled ability of big data to capture and process real-time information signals a revolution in public administration, countries around the world have begun to explore the application of the technology to government functions. At the forefront of these efforts is China, which is planning to launch the social credit system (SCS), a data-powered project to monitor, assess, and shape the behavior of all citizens and enterprises. This new frontier of digital surveillance raises questions about how the United States will incorporate data technology into its own politics and economy. This article argues that the U.S. needs a comprehensive nationwide data protection framework that places limits on surveillance by both private business and the government. Without drawing its own baseline for personal data protection, the United States risks missing the already narrowing opportunity to define its balance between democracy, security, and growth.

  • Abstract: Increasing military and economic cooperation between Russia and China has led some to believe that America's two primary adversaries are joining together in an anti-U.S. alliance. However, this emerging relationship amounts to little more than a convenient alignment rather than a steadfast alliance. This analysis delves into emerging Sino-Russian competition and cooperation in Central Asia and the Arctic to illustrate diverging strategic interests and also provides recommendations for U.S. policymakers to capitalize on divides between America's competitors.

  • Abstract: In early 2017, the Chinese Communist Party changed its internal security strategy in Xinjiang, escalating collective detention, ideological re-education, and pressure on Uyghur diaspora networks. This strategy shift was likely catalyzed by changing perceptions of Uyghur involvement in transnational Islamic militancy in Southeast Asia and the Middle East, heightening perceived domestic vulnerability to terrorism.

  • Abstract: The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

  • Abstract: For decades, the Graduate Student Associate (GSA) Program has sat, literally and figuratively, at the heart of the Weatherhead Center. Established in the late 1960s, the program now comprises some twenty-five doctoral students from nearly a dozen different departments and programs across Harvard. Students appointed as Weatherhead GSAs get office space, research funding, and membership in a diverse community of like-minded scholars. While they work across different disciplines and deploy an array of research methodologies, they all share an interest in the core research areas of the Weatherhead Center and an open-minded approach to scholarly inquiry and exchange. If the GSA program sits at the heart of the Center, at the heart of the program itself is the long-running Friday lunch seminar. Every Friday we would gather in the Bowie-Vernon Room, the Center’s main seminar space, to catch up, share great food, and hear and discuss the work of one of the GSAs. Presentations have ranged from testing out potential dissertation topics to mock job talks and everything in between. Over the years, many GSAs have testified to how profoundly the program influenced their lives, helping to shape their intellectual trajectories and launching lifelong friendships. For a program with such emphasis on community, the recent campus lockdown presented a special challenge. Since mid-March, students have been unable to use their offices, and the Friday lunches have moved online. And while important things were lost in this transition—not least the freestyle socializing that began each gathering and the famous, Clare Putnam-curated lunch buffets—the intellectual exchanges have remained as fascinating and robust as ever. Of course, the insights that GSAs produce go far beyond these gatherings, and many have been contributing to the wide-ranging public conversation about the current crisis. The following short selections, focused on the question of the pandemic’s impact on China through an international lens, is yet more evidence that our GSAs remain as brilliant and as engaged as ever.

  • Abstract: The coronavirus (COVID-19) epidemic has revealed the corruption of Chinese authoritarianism under Xi Jinping. In an unsparing critique, Tsinghua University professor Xu Zhangrun argues that Chinese governance and political culture under the Chinese Communist Party have become morally bankrupt. The Party deceived the Chinese people as the viral outbreak in Wuhan spread across China before developing into a global pandemic. Chinese officials were more concerned with censoring the internet and news of the disease to preserve Xi’s one-man rule than with protecting the people from a public-health disaster. Xu calls on his fellow citizens to reject the strongman politics of the People’s Republic in favor of greater reform and the creation of a constitutional democracy.

  • Abstract: The BRICS is a group of countries formed by Brazil, Russia, India, China and South Africa that began to operate formally in 2009 as a legitimate, efficient and durable agent of governance in the world order (ACHARYA 2016: 1-27). Scholars all over the world –many of them cited here in this article –have painted the image of the BRICS as an ‘economic colossus’, assuming an underdeveloped intra-bloc cooperation restricted to economic issues. Nonetheless, from an economic starting point, the BRICS has evolved in the last years expanding its cooperation capabilities to a huge array of issues that encapsulates innovation and sensitivity.

  • Abstract: The grouping of the BRICS countries is controversial in several ways. First, because its origins do not have a political foundation: Brazil, Russia, India and China were first put together as an acronym created in the financial market (O’NEILL, 2001) and this was eventually transposed onto the political world. The group’s advocates have argued that the geopolitical initiative that followed made sense because it brought together countries of continental proportions, large economies, with huge domestic markets –an argument that falls apart with the inclusion of South Africa in 2010. In addition, there is the issue of the disproportionate economic power between China and the other members of the bloc. Moreover, many argue that there are few common interests between the economies, which have such diverse productive structures, and therefore it would be unlikely that they could form a cohesive group (see STUENKEL, 2013, pp. 620-621 for a review of criticisms of the group).

  • Abstract: The first decade of the 21st century gave way to a series of international political-economic dynamics with the potential to reorganize global power (IKENBERRY, 2018; KITCHEN; COX, 2019; MAHBUBANI, 2009; MEARSHEIMER, 2018, 2019). Among the changes, one common reference is the rise of the BRICS –Brazil, Russia, India, China, and South Africa –and, consequently, their performance for demanding reforms of the global governance system (COOPER, 2016; HURRELL, 2018; ROBERTS; ARMIJO; KATADA, 2018; STUENKEL, 2017). The emerging economies have invested in consolidating their new status by acting in different branches of global governance, demanding changes and policies to see a reasonable parity between their economic weight and ability to participate as real decision-makers. In this context, international regimes are a crucial dimension to consider.

  • Abstract: After two decades of intense debate about the determinants of economic development, with authors examining the variables that characterize geography, institutions and international trade, BRICS countries were left behind. Thus, in order to fill this gap, this paper uses econometrics of panel data to analyze the economic performance of these developing nations. Mainstream economists have run into serious problems to deal with these particular determinants within the traditional endogenous growth model, and they have not come up with an agreement, so they keep trying to figure out who is the “winner of this competition”. Empirical evidence shows that there is not a unique explanatorydeterminant, and recognizing which of them can provide the best understandingdepends on the particularities of each case (ROS, 2013).Examining BRICS as a group of countries demonstrates that these specific developing nations share some remarkable features. They are rapidly-growing nations with a vast amount of land and growing participation in international trade. So, empirical tests are feasible and desirable in order to understand their recent development. However, they are also different in many aspects, mostly in terms of institutional characteristics. Thus, our goal is to find out if the econometrics of panel data can shed some light on this ongoing debate.

  • Abstract: Attracting international students is an important way to promote the internationalization of one country’s higher education, and to enhance youth and education exchanges between countries. As the biggest developing country in world, China has attachedimportance to the international students education in China since 2010 so as to improve the quality of China’s higher education and promote its internationalization. What’s striking is that in September of 2010, for the first time, the Ministry of Education of the People’s Republic of Chinafrom the perspective of national strategymapped out a plan targeting the international students educationin China, and releasedStudy in China Program, which was designed to “promote the communication and cooperation between China and other countries in education, promptthe sustainable and healthy development of the international students education in China and improve the internationalization of Chineseeducation”. This program highlightedthat China would“accelerate the quota of scholarship step by step in accordance with the need of national strategy and development”, with the targets of attracting 500,000 international students by 2020 and “making China the top destination country in Asia for international students”(China’s Ministry of Education, 2010:647).

  • Abstract: As confrontation looms over Washington and Beijing, it is critical to identify the true nature of this challenge from an international relations perspective before any attempt to devise a counter measure. Wrong presumptions or prejudicial interpretations may lead to dire consequences of unforeseeable magnitude. One past example would be the U.S. government’s belief that Iraq was developing weapons of mass destruction (WMDs) before the American invasion in 2003. A more current example would be the American nuclear anxiety on North Korea and how President Trump bypassed conventional American strategic thinking and circumvented hawkish threats of preemptive nuclear annihilation to resolve a “draconian crisis” via “smart diplomacy.” These examples may shed light on a pathway to resolution for the current U.S.-China trade conflict. The United States and China have ample experience of weathering a crisis on the brink of war, whether it was on the Korean Peninsula or in Indochina. China today remains on the U.S. sanctions list for certain high-tech products and military equipment. Both the Trump administration and Congress continue to criticize China regularly, ranging from human rights to religious rights, from the rule of law to the autocratic political system, from the state-owned banks to restrictive market access to foreign corporations, and from currency manipulation to unfair trade practices.

  • Abstract: 1978 has been erratic, with many interruptions along the way. The end result, however, has been eye opening: the Middle Kingdom has become the world’s largest trading nation, the second largest economy, and more than 500 million people have lifted themselves out of poverty as economic liberalization removed barriers to trade. One of the enduring lessons from China’s rise as an economic giant is that once people are given greater economic freedom, more autonomy, and stronger property rights, they will have a better chance of creating a harmonious and prosperous society (see Dorn 2019). Nevertheless, China faces major challenges to its future development. There is still no genuine rule of law that effectively limits the power of government, no independent judiciary to enforce the rights promised in the nation’s constitution, no free market for ideas that is essential for innovation and for avoiding major policy errors, no competitive political system that fosters a diversity of views, and a large state sector that stifles private initiative and breeds corruption. China’s slowing growth rate, its increasing debt burden, environmental problems, and the increasing tension in U.S.-China relations compound the challenges facing Beijing.

  • Abstract: In 2016 alone, China saw $9 trillion in mobile payments—in contrast to a comparably small $112 billion of mobile payments in the United States (Abkowitz 2018). The use of mobile payment systems such as Alipay and WeChat Pay are widespread in China, with users ranging from beggars to lenders to criminals. Previously, the mobile payments landscape was largely untouched and unregulated by the Chinese government because of its relative insignificance in the Chinese economy. However, with the explosive growth in mobile payment transactions, the People’s Bank of China (PBOC) implemented a new mobile payment regulation on June 30, 2018. Most notably, the government will require all mobile payments to be cleared through the PBOC, and hence, all mobile payment transactions will begin to touch the hands of the Chinese Communist Party (CCP) (Hersey 2017). The PBOC’s stated reasoning for implementing this regulation is to curb money laundering and fraud. While those are valid concerns, it is unlikely that there are not additional motivations for the new regulation. In this article, I analyze the effects this new regulation has had and will likely have on the various mobile payment system stakeholders, competitors, and users, and also uncover what underlying motives the PBOC has in implementing the regulation.

  • Abstract: When China began economic reform in 1978, it had only one financial institution, the People’s Bank of China (PBOC), which, at that time, served as both the central bank and a commercial bank and accounted for 93 percent of the country’s total financial assets. This was primarily because, in a centrally planned economy, transfer of funds was arranged by the state and there was little demand for financial intermediation. Once economic reform started, the authorities moved very quickly to establish a very large number of financial institutions and to create various financial markets. Forty years later, China is already an important player in the global financial system, including in the banking sector, direct investment, and bond and equity markets. However, government intervention in the financial system remains widespread and serious. The PBOC still guides commercial banks’ setting of deposit and lending rates through “window guidance,” although the final restriction on deposit rates was removed in 2015. Industry and other policies still play important roles influencing allocation of financial resources by banks and capital markets. The PBOC intervenes in the foreign exchange markets from time to time, through directly buying or selling foreign exchanges, setting the central parity, and determining the daily trading band. The regulators tightly manage cross-border capital flows, and the state still controls majority shares of most large financial institutions.

  • Abstract: Many scholars and policymakers in the United States accept the narrative that China is a revisionist state challenging the U.S.-dominated international liberal order. The narrative assumes that there is a singular liberal order and that it is obvious what constitutes a challenge to it. The concepts of order and challenge are, however, poorly operationalized. There are at least four plausible operationalizations of order, three of which are explicitly or implicitly embodied in the dominant narrative. These tend to assume, ahistorically, that U.S. interests and the content of the liberal order are almost identical. The fourth operationalization views order as an emergent property of the interaction of multiple state, substate, nonstate, and international actors. As a result, there are at least eight “issue-specific orders” (e.g., military, trade, information, and political development). Some of these China accepts; some it rejects; and some it is willing to live with. Given these multiple orders and varying levels of challenge, the narrative of a U.S.-dominated liberal international order being challenged by a revisionist China makes little conceptual or empirical sense. The findings point to the need to develop more generalizable ways of observing orders and compliance.

  • Abstract: Chinese views of nuclear escalation are key to assessing the potential for nuclear escalation in a crisis or armed conflict between the United States and China, but they have not been examined systematically. A review of original Chinese-language sources and interviews with members of China's strategic community suggest that China is skeptical that nuclear escalation could be controlled once nuclear weapons are used and, thus, leaders would be restrained from pursuing even limited use. These views are reflected in China's nuclear operational doctrine (which outlines plans for retaliatory strikes only and lacks any clear plans for limited nuclear use) and its force structure (which lacks tactical nuclear weapons). The long-standing decoupling of Chinese nuclear and conventional strategy, organizational biases within China's strategic community, and the availability of space, cyber, and conventional missile weapons as alternative sources of strategic leverage best explain Chinese views toward nuclear escalation. China's confidence that a U.S.-China conflict would not escalate to the use of nuclear weapons may hamper its ability to identify nuclear escalation risks in such a scenario. Meanwhile, U.S. scholars and policymakers emphasize the risk of inadvertent escalation in a conflict with China, but they are more confident than their Chinese counterparts that the use of nuclear weapons could remain limited. When combined, these contrasting views could create pressure for a U.S.-China conflict to escalate rapidly into an unlimited nuclear war.

  • Abstract: When and how do domestic politics influence a state's nuclear choices? Recent scholarship on nuclear security develops many domestic-political explanations for different nuclear decisions. These explanations are partly the result of two welcome trends: first, scholars have expanded the nuclear timeline, examining state behavior before and after nuclear proliferation; and second, scholars have moved beyond blunt distinctions between democracies and autocracies to more fine-grained understandings of domestic constraints. But without linkages between them, new domestic-political findings could be dismissed as a laundry list of factors that do not explain significant variation in nuclear decisions. This review essay assesses recent research on domestic politics and nuclear security, and develops a framework that illuminates when and how domestic-political mechanisms are likely to affect nuclear choices. In contrast to most previous domestic arguments, many of the newer domestic-political mechanisms posited in the literature are in some way top-down; that is, they show leaders deliberately maintaining or loosening control over nuclear choices. Two dimensions govern the extent and nature of domestic-political influence on nuclear choices: the degree of threat uncertainty and the costs and benefits to leaders of expanding the circle of domestic actors involved in a nuclear decision. The framework developed in this review essay helps make sense of several cases explored in the recent nuclear security literature. It also has implications for understanding when and how domestic-political arguments might diverge from the predictions of security-based analyses.

  • Abstract: Since 1990, China has used coercion in its maritime territorial disputes in the South China Sea, despite adverse implications for its image. China is curiously selective in its timing, targets, and tools of coercion: China rarely employs military coercion, and it does not coerce all countries that pose similar threats. An examination of newly available primary documents and hundreds of hours of interviews with Chinese officials to trace the decisionmaking processes behind China's use and nonuse of coercion reveals a new theory of when, why, and how China employs coercion against other states, especially in the South China Sea. Contrary to conventional wisdom, the findings show that China is a cautious bully that does not use coercion frequently. In addition, when China becomes stronger, it tends to use military coercion less often, choosing instead nonmilitary tools. Moreover, concerns with its reputation for resolve and with economic cost are critical elements of Chinese decisionmaking regarding the costs and benefits of coercing its neighbors. China often coerces one target to deter others—“killing the chicken to scare the monkey.” These findings have important implications for how scholars understand states' coercive strategies and the future of Chinese behavior in the region and beyond.

  • Abstract: The liberal international order, erected after the Cold War, was crumbling by 2019. It was flawed from the start and thus destined to fail. The spread of liberal democracy around the globe—essential for building that order—faced strong resistance because of nationalism, which emphasizes self-determination. Some targeted states also resisted U.S. efforts to promote liberal democracy for security-related reasons. Additionally, problems arose because a liberal order calls for states to delegate substantial decisionmaking authority to international institutions and to allow refugees and immigrants to move easily across borders. Modern nation-states privilege sovereignty and national identity, however, which guarantees trouble when institutions become powerful and borders porous. Furthermore, the hyperglobalization that is integral to the liberal order creates economic problems among the lower and middle classes within the liberal democracies, fueling a backlash against that order. Finally, the liberal order accelerated China's rise, which helped transform the system from unipolar to multipolar. A liberal international order is possible only in unipolarity. The new multipolar world will feature three realist orders: a thin international order that facilitates cooperation, and two bounded orders—one dominated by China, the other by the United States—poised for waging security competition between them.

  • Abstract: Well before President Donald Trump began rhetorically attacking U.S. allies and the open international trading system, policy analysts worried about challenges to the liberal international order (LIO). A more fundamental issue, however, has received little attention: the analytic value of framing U.S. security in terms of the LIO. Systematic examination shows that this framing creates far more confusion than insight. Even worse, the LIO framing could lead the United States to adopt overly competitive policies and unnecessarily resist change in the face of China's growing power. The “LIO concept”—the logics that proponents identify as underpinning the LIO—is focused inward, leaving it ill equipped to address interactions between members of the LIO and states that lie outside the LIO. In addition, the LIO concept suffers theoretical flaws that further undermine its explanatory value. The behavior that the LIO concept claims to explain—including cooperation under anarchy, effective Western balancing against the Soviet Union, the Cold War peace, and the lack of balancing against the United States following the Cold War—is better explained by other theories, most importantly, defensive realism. Analysis of U.S. international policy would be improved by dropping the LIO terminology entirely and reframing analysis in terms of grand strategy.

  • Abstract: The evolution of the nuclear market explains why there are only nine members of the nuclear club, not twenty-five or more, as some analysts predicted. In the absence of a supplier cartel that can regulate nuclear transfers, the more suppliers there are, the more intense their competition will be, as they vie for market share. This commercial rivalry makes it easier for nuclear technology to spread, because buyers can play suppliers off against each other. The ensuing transfers help countries either acquire nuclear weapons or become hedgers. The great powers (China, Russia, and the United States) seek to thwart proliferation by limiting transfers and putting safeguards on potentially dangerous nuclear technologies. Their success depends on two structural factors: the global distribution of power and the intensity of the security rivalry among them. Thwarters are most likely to stem proliferation when the system is unipolar and least likely when it is multipolar. In bipolarity, their prospects fall somewhere in between. In addition, the more intense the rivalry among the great powers in bipolarity and multipolarity, the less effective they will be at curbing proliferation. Given the potential for intense security rivalry among today's great powers, the shift from unipolarity to multipolarity does not portend well for checking proliferation.

  • Abstract: The world is experiencing a period of unprecedented demographic change. For the first time in human history, marked disparities in age structures exist across the globe. Around 40 percent of the world's population lives in countries with significant numbers of elderly citizens. In contrast, the majority of the world's people live in developing countries with very large numbers of young people as a proportion of the total population. Yet, demographically, most of the world's states with young populations are aging, and many are doing so quickly. This first-of-its kind systematic theoretical and empirical examination of how these demographic transitions influence the likelihood of interstate conflict shows that countries with a large number of young people as a proportion of the total population are the most prone to international conflict, whereas states with the oldest populations are the most peaceful. Although societal aging is likely to serve as a force for enhanced stability in most, and perhaps all, regions of the world over the long term, the road to a “demographic peace” is likely to be bumpy in many parts of the world in the short to medium term.

  • Abstract: Can countries easily imitate the United States' advanced weapon systems and thus erode its military-technological superiority? Scholarship in international relations theory generally assumes that rising states benefit from the “advantage of backwardness.” That is, by free riding on the research and technology of the most advanced countries, less developed states can allegedly close the military-technological gap with their rivals relatively easily and quickly. More recent works maintain that globalization, the emergence of dual-use components, and advances in communications have facilitated this process. This literature is built on shaky theoretical foundations, however, and its claims lack empirical support. In particular, it largely ignores one of the most important changes to have occurred in the realm of weapons development since the second industrial revolution: the exponential increase in the complexity of military technology. This increase in complexity has promoted a change in the system of production that has made the imitation and replication of the performance of state-of-the-art weapon systems harder—so much so as to offset the diffusing effects of globalization and advances in communications. An examination of the British-German naval rivalry (1890–1915) and China's efforts to imitate U.S. stealth fighters supports these findings.

  • Abstract: There were high expectations at the second meeting of American and North Korean leaders in Vietnam last month after the absence of progress on denuclearization commitments made at the first summit in Singapore last summer. Yet at Hanoi, not only were the two leaders unable to deliver an agreement with tangible steps on denuclearization, but they also dispensed with the joint statement signing, cancelled the ceremonial lunch and skipped the joint press conference. In a solo presser, President Donald Trump said that sometimes you “have to walk, and this was just one of those times.”[2] The President indeed may have avoided getting entrapped into a bad deal at Hanoi. What North Korea put on the table in terms of the Yongbyon nuclear complex addresses a fraction of its growing nuclear program that does not even break the surface of its underlying arsenal and stockpiles of fissile materials, not to mention missile bases and delivery systems. And what North Korea sought in return, in terms of major sanctions relief on five UN Security Council resolutions that target 90 percent of North Korea’s trade, would have removed one of the primary sources of leverage, albeit imperfect, on the regime. In this instance, no deal was better than a bad deal for the United States. Nevertheless, the Hanoi summit has left the United States with no clear diplomatic road ahead on this challenging security problem, a trail of puzzled allies in Asia and the promise of no more made-for-television summit meetings for the foreseeable future. The question remains, where do we go from here? When leaders’ summits fail to reach agreement, diplomacy by definition has reached the end of its rope. President Trump and Secretary of State Mike Pompeo put on the best face they could in Hanoi, talking about closer understanding and continued good relations between the two sides as a result of the meetings, but the failed summit leaves a great deal of uncertainty going forward. South Koreans will frantically seek meetings with Washington and Pyongyang to pick up the pieces. The North Koreans already have sent an envoy to China to chart next steps. While I do not think this will mean a return to the “Fire and Fury” days of 2017 when armed conflict was possible, we have learned numerous lessons from Hanoi for going forward.

  • Abstract: Technology often seduces potential adversaries through a promise of relief from security threats only to deceive through the inevitable action-reaction cycle. In the universe of security, technology is contestable both by technology itself and by doctrinal prescriptions and operational countermeasures. The advantage provided by new technology is mostly ephemeral in that provides the momentum for an endless cycle that is best described as chasing one’s own tail. Only political intervention through mutual understanding, doctrinal prudence, and regulating the search for operational supremacy holds potential to escape the stranglehold of the action-reaction cycle. The elusive search for Ballistic Missile Defense (BMD) is a prime example. This paper seeks to interrogate the role of the technology-security dynamics in the context of the Sino-Indian nuclear weapon relationship. ​ The context of the Sino-Indian nuclear weapon relationship is clouded by the enhancing reach of India’s missiles[1], the evolving Chinese reaction to U.S. nuclear modernization accompanied by a shift in nuclear posture, and a shared belief in the role of nuclear weapons that is signified by No First Use (NFU) doctrine. The latter point represents political intervention while the two former signify the action-reaction cycle which is primarily a product of technology. However, both China and India must contend with nuclear powers that espouse First Use. China in dealing with the United States and Russia who are quantitatively superior nuclear powers, while India deals with Pakistan whose claims of quantitative superiority are contested. ​ In technological terms, the rise of China and the U.S. reaction resulting in contemporary geopolitical flux at the global level has impacted the evolution of China’s nuclear arsenal. The most prominent illustration of this is China’s reaction to the United States’ withdrawal from the Ballistic Missile Defense Treaty. Earlier China had eschewed development of BMD, but the United States’ quest to create BMD has caused China to attempt to develop its own BMD system as well as systems that can overcome BMD like multiple independently targetable reentry vehicles (MIRVs) and Hyper Glide Vehicles (HGVs).   • Abstract: For most of history, the domains of the global commons were unclaimed, largely because the technology to access and utilize them did not exist.[1] In areas such as the high seas and outer space, it was impossible for states to establish and maintain sovereign control. Even as the relevant technologies developed, costliness and controls kept them initially concentrated largely in the hands of just a few major powers such as the Unit- ed States and the Soviet Union. For the United States, “command of the commons” became the military foundation of its hegemony, granting it the ability to access much of the planet and to credibly threaten to deny the use of such spaces to others.[2] Bipolar competition between the United States and the Soviet Union strongly influenced developments in the maritime and outer space domains. In the case of cyberspace, a more recent addition to the traditional global commons, the United States was also initially dominant due to its role in pioneering associated technologies. However, over time and particularly since the end of the Cold War, continuing technological innovation and diffusion have made these domains accessible to a growing number of countries. ​ This technological progress was born of both cooperation and competition between states. While some states chose to develop certain technologies indigenously, many acquired knowledge and equipment from abroad. Globalization of industry has made it easier for states to obtain a variety of foreign technologies, even lowering the threshold for them to procure disruptive military capabilities. In addition, over the last two decades, American primacy has been increasingly challenged by the rise of China, which has impacted the dynamics of technological development and diffusion across multiple domains. As China has acquired the technology to become more active in the commons, it has prompted major regional powers, such as Japan and India, to accelerate their own technological advancement, and other mid-sized and smaller countries have also become increasingly engaged.[3] ​ The consequence of this multiplication of technologically sophisticated actors has been the erosion of American primacy in the global commons. Although the United States still remains the most dominant player, it is faced with a more densely populated field, and management of these spaces has become more difficult. This article examines this trend in the high seas, outer space, and cyberspace since the end of the Cold War, with attention to the ways in which the rise of China and the relative decline of the United States have catalyzed greater engagement with the commons, particularly among the countries in Asia that find themselves most affected by this power transition. I argue that advances in and diffusion of technology have transformed the global commons into increasingly crowded domains characterized by interstate competition and heightened tensions.   • Abstract: As the December 2018-January 2019 government shutdown pressed forward into unexplored territory, no one asked what impact the continuing funding delays might have upon information technology (IT) modernization. This should be a significant concern, as IT modernization is now widely recognized as a national security imperative. The cumbersome and lengthy acquisition process stifles innovation and allows U.S. adversaries such as China to develop and deploy cutting-edge technologies far faster than the United States is able. The loser is the U.S. military, which is often saddled with obsolete capabilities. The recently released Third Volume of the Section 809 Panel report states this explicitly—we are on a “war footing”—and the government’s cumbersome acquisition policies are a primary culprit. The shutdown certainly did not help any of this. The authors can offer no solution regarding how to solve the threat of another shutdown. The issues are no longer substantive—both parties see “the wall” as emblematic to their political base. But we can talk about recent green shoots in addressing the IT acquisition. Without mincing words or exaggeration, the government has a dismal record of successful IT modernization.[1] The U.S. Government Accountability Office (GAO), a respected government watchdog, has exhaustively documented the government’s dependence on outdated legacy IT and the billions of U.S. dollars wasted by agencies in failed modernization attempts.[2] The causes are numerous: a compliance-oriented acquisition workforce, perverse incentives that reward “box checking” rather than end-user outcomes, and an entrenched cultural fear of “doing things differently” caused by an overblown concern about potential bid protests and increased congressional oversight.[3] Recently, however, a new awareness has arisen across the government that the old ways of IT procurements no longer serve the country. Current acquisition techniques are relics of an age before commercialized internet services even existed; they were not designed to keep pace with the rapid evolution of IT technologies.

  • Abstract: The China-Pakistan Economic Corridor (CPEC), the central component of China’s Belt and Road Initiative (BRI) in South Asia, has been a source of significant attention and controversy (China Brief, January 12, 2018; China Brief, February 15). Parts of South Asia, the Middle East, Central Asia, and Europe, however, are also host to another ambitious infrastructure program: the “International North-South Transport Corridor” (INSTC), a transportation development plan first established in 2000 by Iran, Russia and India. The INSTC envisions a network to connect Indian Ocean and Persian Gulf ports and rail centers to the Caspian Sea, and then onwards through the Russian Federation to St. Petersburg and northern Europe.

  • Abstract: China’s military ambitions in the Arctic, and its growing strategic partnership with Russia, have rung alarm bells in many governments. In May 2019, for the first time, the U.S. Department of Defense annual report on China’s military capabilities had a section on China’s military interests in the Arctic and the possibility of Chinese submarines operating in the Arctic basin (Department of Defense, May 2019). In August 2019, NATO Secretary General Jens Stoltenberg raised concerns about what he diplomatically referred to as “China’s increased presence in the Arctic” (Reuters, August 7). From a nuclear security point of view, the Arctic is China’s vulnerable northern flank. The flight path of U.S. and Russian intercontinental ballistic missiles (ICBMs) targeted at China transit the Arctic. Key components of the U.S. missile defense system are also located in the Arctic. Chinese submarine-based ballistic missile submarines (SSBNs) operating in the Arctic could restore China’s nuclear deterrence capability (Huanqiu Ribao, October 28, 2013). China currently operates six nuclear-powered attack submarines, four nuclear-powered ballistic missile submarines, and fifty diesel attack submarines, with more under construction. If Chinese nuclear-armed submarines were able to access the Arctic basin undetected, this would be a game-changer for the United States, the NATO states and their partners, and the wider Asia-Pacific (Huanqiu Ribao, April 11, 2012). China would be able to target missiles at the United States and Europe with ease; such ability would strengthen China’s military dominance in Asia and bolster China’s emerging position as a global military power.

  • Abstract: Kazakhstan President Kassym-Jomart Tokayev’s recent visit to the People’s Republic of China (PRC) on September 10-12 was not merely a state visit, but also signaled a new era in bilateral relations between Kazakhstan and China. During his visit, Tokayev met top officials of the Chinese Communist Party (CCP), including CCP General Secretary Xi Jinping, Premier Li Keqiang, and Li Zhanshu, the Chairman of the Standing Committee of the National People’s Congress.   • Abstract: China’s national strategy of military-civil fusion (军民融合, junmin ronghe) has highlighted biology as a priority. [1] It is hardly surprising that the People’s Republic of China (PRC) is looking to leverage synergies among defense, scientific, and commercial developments in biological interdisciplinary (生物交叉, shengwu jiaocha) technologies. Chinese military scientists and strategists have consistently emphasized that biotechnology could become a “new strategic commanding heights of the future Revolution in Military Affairs” (军事革命, junshi geming) (PLA Daily, October 2015). Certainly, the PRC is not alone in recognizing the potential of biotechnology on the future battlefield, but the ways in which Chinese research is seeking to integrate developments among industry, academic institutions, and military-oriented programs—including through research collaborations and the procurement of dual-purpose commercial technologies—may prove striking.   • Abstract: The repression of Xinjiang’s Uighur population by the government of the People’s Republic of China (PRC) continues to horrify world opinion. Along with interning an estimated one million people in a network of re-education camps, the Chinese state has built extensive systems of daily surveillance directed at the region’s Muslims (China Brief, March 14, 2017; China Brief, November 5, 2018). Police inspections of local homes, blacklists of suspect Muslims, and biometric data collection are widespread. Previous research has illustrated how such policies have their roots in earlier (and ongoing) repression campaigns against Falun Gong and other religious groups (China Brief, February 1). However, evidence now suggests that these systems of social surveillance and repression also originated in programs directed at wider groups of Chinese citizens, identified as “key individuals” (重点人员, zhongdian renyuan). Systems of “key population management” (重点人口管理, zhongdian renkou guanli) possess many of the features associated with Xinjiang’s security state: profiling, extensive personal and biometric data collection, and location-based tracking.

  • Abstract: Recent media reports have indicated that Cambodia signed a “secret agreement” giving the PRC use of Ream, where it may station military servicemen and warships, for 30 years (WSJ, July 22). Although Cambodian and Chinese officials vehemently deny the existence of this agreement, gaining access to Ream is broadly consistent with Chinese foreign policy. The PRC appears to be employing Belt and Road Initiative (BRI) funding to further strategic cooperation with Cambodia through the construction of potential dual-use infrastructure. Ream naval base is the latest in a network of regional security projects—including Cambodia’s Dara Sakor investment zone and Thailand’s Kra Canal—which, taken together, significantly improve Chinese power projection into the Indian Ocean Region (IOR). News of the Ream agreement raises the specter of increasing Chinese maritime militarization at a time of intense unease in Southeast Asia. Conspicuously silent in this latest controversy is India, which has significant economic and military interests in Southeast Asia. This article will discuss the security infrastructure China is building in Cambodia and its implications for Indian interests in the region.

  • Abstract: On May 30, Narendra Modi was sworn in for a second term as India’s Prime Minister. Conspicuous by their absence at the inauguration ceremony were Imran Khan, the Prime Minister of Pakistan; Lobsang Sangay, President of the Central Tibetan Authority (CTA), more commonly known as the Tibetan government-in-exile; and Tien Chung-Kwang, Taiwan’s trade representative to India. While Khan was not invited on account of the serious deterioration in India-Pakistan relations since early this year, the absence of Sangay and Tien can be attributed to the Modi government adopting a more cautious approach to China in its second term. Modi’s administration seems keen to avoid needling the People’s Republic of China (PRC), especially at a time when Sino-Indian relations are improving (Deccan Herald, May 29). This caution on the part of India notwithstanding, Sino-Indian relations during Modi’s second term (scheduled to run through May 2024) are unlikely to be tension-free.

  • Abstract: In March 2019, Italy and the People’s Republic of China (PRC) signed a broad and comprehensive, albeit not legally binding, Memorandum of Understanding (MoU) for Italy to join the Chinese-led Belt and Road Initiative (BRI).   • Abstract: China’s Asian Infrastructure Investment Bank (AIIB) is a controversial addition to both the global and Asian economic architectures. Western critics have alleged it is a vehicle designed to achieve China’s geostrategic goals, while scholars have argued it marks China’s adoption of a ‘revisionist’ foreign policy strategy. This article argues that such interpretations are incorrect, as they fail to account for the evolution of China’s AIIB agenda. To secure a broad membership and international legitimacy for the AIIB, China compromised with partners during governance negotiations in 2015. Western country demands saw several controversial initial proposals dropped, the governance practices of existing multilateral development banks were adopted, and cooperative partnerships were developed with the World Bank and Asian Development Bank. This transition from a revisionist to status-seeking AIIB agenda reveals the flexibility of Chinese economic statecraft, and its willingness to compromise strategic goals to boost the legitimacy of its international leadership claims.

  • Abstract: This article examines the evolution of Taiwan’s relationship with Singapore since the 1960s as a unique case study in the Asia-Pacific. The theoretical concept of recognition in international relations (IR) and its nexus with international law are used to analyze the conclusion of the bilateral military and trade agreements absent diplomatic relations. The article argues that beyond security dimensions, the two states’ struggles for recognition exhibit the formation of national identities, which invigorate the claims for sovereign state status in global politics. First, this article explores the emerging notion of recognition in IR and sheds light on the significance of Taiwan’s presidential visit to Singapore under its one-China policy. Second, it explains Singapore’s pursuit of external sovereignty that led to substantive defense cooperation with Taiwan, as well as the role of Lee Kuan Yew in facilitating Beijing–Taipei negotiations. Finally, it assesses contemporary developments such as the inking of the Taiwan–Singapore free trade agreement and the first-ever summit between the presidents of China and Taiwan in Singapore. Hence, the political and legal analysis of Singapore–Taiwan relations enriches the study of IR and contributes to the understanding of the foreign policy of China and the Association of Southeast Asian Nations.

Given its strategic perspective in the area, the U.S. policy is found transferred. During the Cold War days, the U.S. interests were attached with Pakistan. Thus Pakistan was regarded as the „America‟s most allied ally in Asia.‟ With the end of Cold War, the U.S. policy underwent a tremendous change that subsequently picked India as a potential counterweight to China and called it a „natural partner.‟ Eventually, the U.S.-Pakistan relations had been in a depressing setting. However, in the post 9/11 period, the two countries came closer and collaborated in war against terrorism. But this single-issue alliance could not engulf the differences between the partners. This paper attempts to trace the US security policy and its maneuvering in South Asia during and after the Cold War periods.

  • Abstract: According to a recent State Department report, the United States is Brazil's second largest trading partner, and Brazil is the U.S.'s ninth largest trading partner. Not until the 1990s did the Brazilian government address trade liberalization, privatization, competition, and productivity as a way to increase commodities exports, and promote growth in imports of manufactured products. The possibility for further cooperation exists, particularly in the realm of Foreign Direct Investment, patent law, and a double taxation treaty, and with initiatives such as a U.S.-Brazil Commission on Economic and Trade Relations, a Defense Cooperation Dialogue, an Infrastructure Development Working Group, and an Economic and Financial Dialogue.

  • Abstract: Controversies have abounded, including Palestine and Israel within the UN's Human Rights Council, lack of US support for the International Law of the Sea (since 1994), and the International Criminal Court (since 2002). Collectively, the European Union and its Member States remain by far the largest financial contributor to the UN, providing 30% of all contributions to the budget and 31% of peace-keeping activities in addition to substantial contributions towards project-based funding. 4. Some may object that the European Union has been hampered by the lack of a common position among EU Member States on the future of the UN Security Council (UNSC), where two member-states, UK and France, currently have permanent seats and one, Germany, is desperate to get one.

  • Abstract: Chinese universities first reopened after the Cultural Revolution in 1977. Since 1949, no academic degrees had been awarded in China. The professors agreed with us that the time had come to invite specialists in American history and American literature to teach about our cultural patrimony rather than just teach English. Were we interested to learn about traditional Chinese opera, recently resurrected from the dead after the Gang of Four's departure? How did he, alone of all the officials I met in my two and a half years in Beijing, remain warm, curious, cheerful, open, enthusiastic, ever flashing a thousand watt smile and above all, so alive? I have photos of Ma grinning as he tried out my colleague's American motorcycle, Ma helping my two-year-old daughter with her chopsticks, Ma joking with the newly arrived Fulbright professors, who ended up relying on Ma as their interlocutor for every request or misunderstanding with the BeiDa authorities.

  • Abstract: In 1946, Mao Zedong began to elaborate his theory of the Third World from the perception that there would be an ‘intermediate zone’ of countries between the two superpowers. From there, he concluded that Africa, Latin America, and Asia, except for Japan, would compose the revolutionary forces capable of defeating imperialism, colonialism, and hegemonism. The start of international aid from the People’s Republic of China to developing countries dates back to the period immediately after the Bandung Conference of 1955, extending to the present. Through a bibliographical and documentary analysis, the article starts with the following research question: What role did domestic and international factors play in China’s foreign aid drivers over the years? To answer the question, the evolution of Chinese international assistance was studied from Mao to the Belt and Road Initiative, which is the complete expression of the country’s ‘quaternity’ model of co-operation, combining aid, trade, investment, and technical assistance.

  • Abstract: When I welcome visitors to the U.S. Ambassador’s Residence in Beijing, they often comment on a black-and-white photo of my first meeting with Xi Jinping. In the picture, the members of the 1985 Chinese agriculture delegation to Iowa stand calmly behind my desk, peering into the camera, as Xi Jinping stands unobtru­sively to my right. Some visitors ask, “Ambassador Branstad, did you know this young man would become President of China?” Indeed, I did not—I treated him with the same Iowa hospitality with which I welcome all my guests. His importance as a rising leader of China, though, became increasingly apparent over the course of six gubernatorial visits I made to China during the subsequent 30 years. The same is true of U.S.-China relations. Today, I have the honor of representing the United States in the most consequential bilateral relationship in the world, one that we absolutely have to get right. During President Donald Trump’s November 2017 state visit to China, the President identified three priority tasks for the two nations’ relationship. First, work with the Chinese govern­ment to address the North Korean nuclear and missile threat. Second, seek a more balanced and reciprocal trade and investment relationship. And third, partner with Chinese authorities to reduce the flow of illicit opioids from China to the United States. Each task presents its own unique challenges and opportunities.

  • Abstract: A meeting between President Donald Trump and Kim Jong Un (KJU), the Supreme Leader of the People’s Democratic Republic of Korea (DPRK), can be a success even if it fails to achieve President Trump’s announced goal: an end to the DPRK nuclear weapons program. This meeting starts by giving KJU one of his long-sought goals. It will, in effect, be more than a meeting. It will be a “summit” and will confer on KJU the status of the leader of a legitimate government. President Trump would be wise to redefine success. He should not fall into the trap of saying that success will be defined by a “denuclearization agreement.” While that should be a long-term goal, it will not happen at this meeting. Still, the summit will be successful if it produces a process that can lead to a substantial reduction of tension on the Korean Peninsula. This is not to say that an agreement on denuclearization is off the table. Rather, it is to rec­ognize that these talks could present a framework for negotiation that would be very valuable, even if they will fall short of a nuclear disarmament accord. To understand the difficulty of reaching a nuclear arms agreement, we need only look at the way the two leaders speak about denuclearization. Each appears to define it differently. President Trump applies the term to nuclear weapons in the DPRK. KJU speaks of it as applying to the entire Korean Peninsula. He will argue that, if he must allow a mean­ingful verification regime, so must U.S. forces in South Korea.

  • Abstract: South Korea is at a critical crossroads. The future of the liberal international order, a major source of strength for Seoul, is unclear. President Donald Trump has repudiated the longstanding American role of upholding the liberal order. While Beijing has been quick to capitalize on this policy shift, the norms China seeks to promote either fall short of or run counter to the advancement of an open and rules-based international system. Although South Korea may be caught between these two great powers, it is by no means powerless to influence how international economic norms are advanced. To best meet its economic and even strategic interests, the Moon administration should begin negotiations to have South Korea join the remaining countries in the Trans-Pacific Partnership, known as the CPTPP.

  • Abstract: China’s “New Silk Road” or “Belt and Road Initiative” (BRI) has reached Central Asia in resounding fashion. As a result, the republics of Tajikistan and Kyrgyzstan have seen large increases in Chinese presence and investment. Although both countries have overlapping needs, the degree and character of PRC involvement in each has differed. PRC investment in Tajikistan is characterized by expensive loans on infrastructure investment and energy projects that the country may be unable to repay (Avesta.tj, December 25, 2017). Kyrgyzstan, while having hosted similar projects, is also attempting to move the country into the twenty-first century by improving its transportation and digital infrastructure (Tazakoom.kg). Development experts classify both countries as “high-risk” for debt distress given public debt projections (Cgdev.org). However, despite the risk of such an outcome, both countries appear inclined to welcome PRC investment with open arms, as a way of funding needed investment like power generation and logistical links with the outside world.

  • Abstract: China has a serious and worsening Islamophobia problem. While relations between China’s Muslim minorities and its Han majority have been fraught since 2009’s deadly inter-ethnic riots in the far western city of Urumqi, recent years have seen the normalization of online hate speech directed at Muslims. The rise of Islamophobia inside China is a product both of government action, and of the government’s failure to act. Commentary on the recent death of a prominent Muslim leader in the western province of Qinghai highlights the extent to which the situation has deteriorated, and suggests the ways in which China’s warped online discourse could blunt its efforts to build influence and win friends in countries across the Muslim world.

  • Abstract: Upon coming to power in May 2014, the Bharatiya Janata Party (BJP) adopted a more muscular approach to China than its predecessors. As part of this, it was not averse to using the Dalai Lama and the CTA to gain leverage in its dealings with China. Its recent move to put distance between itself and Dharamsala reflects an understanding that playing the ‘Tibet card’ brought India no benefits.   • Abstract: Several ambitious schemes have been proposed to link Africa’s east and west coasts, some of which are closer to full realization than others. Most notable in this respect is a plan to expand the existing Trans-African Highway 5 (TAH5) into a true cross-continental road and rail link, the early stages of which China has helped bring to fruition where Western consortiums failed. Likewise, Chinese investment in African infrastructure through Beijing’s ambitious Belt and Road Initiative (BRI) may help create expanded sub-regional linkages, particularly in East Africa, that could help facilitate the emergence of an eventual, true East-West link in the long term. However, in the short-to-mid-term, the obstacles to a truly robust set of East-West transport links are formidable, and it is unlikely that China’s involvement will be a panacea.

  • Abstract: In recent years, Japan's foreign policy elite has started to increasingly securitize China in their security discourse. The harsher tone from Tokyo is widely evaluated as a direct reaction to China’s own assertive behavior since 2009/2010. Yet, the change in the Japanese government’s rhetoric had started changing before 2010. In order to close this gap, the present article sheds light on an alternative causal variable that has been overlooked in the literature: a change in Japan’s security institutions, more specifically, the upgrade of the Defense Agency to the Ministry of Defense, in 2007. While utilizing discursive institutionalism and securitization-approaches, the present article demonstrates that a strong correlation indeed exists between the institutional shift and the change in Japan’s defense whitepapers in the 2007–10 period. It thus opens up a research avenue for the further scrutiny of the hitherto understudied but significant causal linkage in the study of contemporary Japanese security policy toward China

  • Abstract: This chapter looks at English School (ES) theory as a way of understanding China and its rise. It focuses both on where ES theory fits well enough with China to provide an interesting perspective, and on where ‘Chinese characteristics’ put China outside the standard ES framing and raise theoretical challenges to it. The first section briefly reviews the ES literature on China. The second section places China within the normative structure of contemporary global international society by looking at how China relates to the primary institutions that define that society. The third section explores two challenges that ‘Chinese characteristics’ pose for how the ES thinks about international society: hierarchy and ‘face’. The Conclusions assess the strengths and weaknesses of ES theory in relation to understanding the rise of China.

  • Abstract: Chinese government representatives and scholars have attempted to ameliorate fears about China’s rise by portraying China as a new and friendlier kind of great power. It is claimed that this represents a new way of relating which transcends problematic Western understandings of Self–Other relations and their tendency to slip into domination and enmity. This article takes such claims as a point of departure, and analyses them with focus on the explicit discussions of friendship in international relations theory. Paying attention to current Chinese thinking which emphasizes guanxi relationships, friendship can contribute to the development of genuinely relational international relations thinking and move beyond a focus on ossified forms of friendship and enmity centred on the anxious self. The vantage point of friendship suggests a way out of the dangers of theorizing Self in contrast to Other, and reopens the possibility to conceptualize Self with Other.

  • Abstract: The theoretical challenges for international relations (IR) posed by China’s rise cannot be adequately addressed at a mere theoretical level. Predicated on a Cartesian/Newtonian ontology that assumes a mechanistic world made up of discrete, self-contained parts (e.g., sovereign nation-states), mainstream IR theories offer limited understanding of China’s rise. In this article, I propose an alternative, holographic relational ontology. Drawing upon recent IR scholarship on relational ontology and holographic ideas in quantum physics as well as traditional Asian thoughts, this ‘new’ ontology posits that the world exists fundamentally as holographic relations, in which a part is a microcosmic reflection of its larger whole(s). As a part of various wholes in global politics, ‘China’ is thus never an entity in and of itself, but holographic reflections of them. Its rise is best understood as a phenomenon of holographic transition, in which characteristics of those larger wholes are being enfolded into what is known as ‘China’. Thus, both the ‘China’ challenges and ‘China’ opportunities, rather than some inherently ‘Chinese’ properties, are products of China’s holographic relations. This ontology has broader conceptual and methodological as well as policy implications for IR in East Asia and beyond.

  • Abstract: In the decade between U.S. diplomatic recognition of the People’s Republic of China (PRC) in 1979 and the Tiananmen Massacre in 1989, the U.S. Department of Defense (DoD) pursued a military engagement policy with the People’s Liberation Army (PLA). The 1979-1989 U.S.-PRC defense relationship was driven by a mutually shared fear of the USSR, but U.S. policymakers also sought to encourage the PRC to become a more deeply involved in the world community as a responsible power. Beginning in the late 1970s, the U.S. defense department conducted high level exchanges, allowed for the transfer of defense technology, promoted military to military cooperation and brokered foreign military sales (FMS). On the U.S. side, this program was strongly supported by National Security Advisor Zbigniew Brzezinski and Secretary of State Alexander Haig, who worked to push skeptical elements in the U.S. defense bureaucracy. By the mid-1980s, this hesitancy had been overcome and the defense relationship reached a high point in the 1984-1986 period, but structural problems arising from the division of authority within the PRC’s party-state-military structure ultimately proved insurmountable to long-term cooperation. The 1979-1989 U.S.-PRC defense relationship highlights the long-term challenges of pursuing military engagement with fundamentally dissimilar structures of political authority.

  • Abstract: In June 2015, prior to the COP21 talks in Paris, China committed to peak its carbon emissions around 2030. For many, China’s commitment was an aggressive move to combat climate change, demonstrating its leadership in the global climate engagement. Yet, more critical voices questioned whether China’s commitment adequately considered global average temperature increase target of 2 degrees Celsius within this century. As the upcoming COP24 talks in Katowice, Poland draw closer, participating countries delegations may focus on the main negotiation objective, an implementation plan of the Paris Agreement. However, in this conference there will be plenty of discussion on how big economies, like China, set Nationally Determined Contributions (NDCs) targets, not only according to their own economic and technological capacities but also based on the precondition of meeting the global carbon emission goal suggested by the Paris Agreement. The following piece will investigate economic factors behind China’s predicted carbon emissions (including GDP, urbanization, and energy consumption), as well as global predicated carbon emissions in 2030 and 2050 to discuss whether China can promise to peak much earlier and begin decreasing its total carbon emissions around 2025.

  • Abstract: After Mao Zedong died, Deng Xiaoping and his colleagues sought to prevent “the overconcentration of power” by introducing fixed terms of office, term limits, and a mandatory retirement age; delegating authority from the Communist Party to government agencies; and holding regular meetings of Party institutions. All these moves were designed to decentralize authority, regularize political life and check dictatorial power. The centerpiece of the institutionalization project was the practice of regular peaceful leadership succession followed by Jiang Zemin and Hu Jintao. Regular premortem leadership succession was a rare achievement in a communist system and the most important source of China’s “authoritarian resilience.” Yet today, Xi Jinping is taking China back to a personalistic dictatorship after decades of institutionalized collective leadership. He has clearly signaled his intention to remain in office after his normal two terms end in 2022. This article analyzes the reasons why the institutional rules and precedents laid down since Deng Xiaoping’s time failed to prevent the emergence of another strongman leader like Mao Zedong.

  • Abstract: This article examines the goals, methods, and implications of regional organizations founded and dominated by autocracies—including the Commonwealth of Independent States (spearheaded by Russia), Shanghai Cooperation Organization (China), Bolivarian Alliance for the Peoples of Our America (Venezuela), and Gulf Cooperation Council (Saudi Arabia). It shows the role that these organizations play in preserving and promoting autocracy and the different tools they use for this purpose: rhetorical endorsement; the redistribution of resources to support weaker authoritarian states; and even military interventions to suppress revolution. The existence of authoritarian regionalism poses an important challenge for Western states and institutions in democracy promotion around the world.

The emergence of new governments, with a strong left leaning, occurred concurrently with a clear change in the classic pattern of buying defense equipment. European countries and the US have come to be preferred, as opposed to Russia and China, as suppliers of arms to the various South American armed forces.

  • Abstract: The fundamental rules of conventional sovereignty are that states will refrain from intervening in the internal affairs of other states, are afforded the right to determine their own domestic authority structures and are freely able to decide what international agreements they choose to enter or not. In principle these concepts have been widely accepted, but are often violated in practice. While conventional sovereignty would appear favourable in theory, realistically, the domestic affairs and foreign policy decisions of states can and do have consequences for others. Poor governance in one state can produce regional instability, from uncontrolled migration across borders, uncontrolled arms trade and other illicit trafficking or the rise of militant nonstate actors. Economic, environmental and health policies of one state can affect the food, water, health and economic security of another. These transnational issues are increasingly complex because the world is more globalized than ever before. No state exists in a vacuum. Therefore, it is often within a state’s interest to influence the policy decisions of its neighbours. Pragmatism often trumps abstract theoretical ideals. The lead package of this issue examines the challenges of securing Canada’s sovereignty from modern threats. When discussing Canadian sovereignty the Arctic will invariably be mentioned, and indeed is the focus of fully half of this edition. David Bercuson, Andrea Charron and James Fergusson argue that the perceived threats to Canada’s sovereignty in the Arctic are overblown, resulting in alarmist rhetoric. Robert Hage, Rob Huebert and Petra Dolata, however, content that Canada must be vigilant if it does not wish to erode sovereign control of its Arctic territory. Going beyond the arctic circle, Hugh Segal and Heidi Tworek discuss the challenges of defending against hybrid threats and outline possible steps in response to such perils. From coordinating with our closest allies to no longer tolerate attacks against the integrity of our most valued institutions, to increasing transparency of activities and strengthen public trust in Canadian democracy via domestic measures. Finally, this package concludes on the issue of border control. Vanja Petricevic discusses the shortcomings of Canada’s current management of asylum seekers and how the concept of sovereignty is being adapted to address modern migration challenges. While Kyle Matthews asserts the importance of holding Canadian citizens responsible for their actions abroad because to do otherwise is not only dangerous, but an affront to Canadian ideals. Contemporary transnational challenges are complex and dynamic. The climate is changing, technology is enabling previously unimaginable feats, and global demographics and migration are creating new points of contention. If Canada is to navigate these issues, and defend its sovereignty, it must work closely with its international partners and ensure that it is capable and willing to stand on guard for thee.

  • Abstract: The purpose of this paper is to examine the prospects of China Pakistan Economic Corridor (CPEC) from a stakeholder’s perspective. The identification and communication of stakeholders can play a vital role in identifying the perceptions of all who are directly or indirectly involved in a project. Moreover, this study focuses on the general nature of stakeholders and their awareness about the mega project. An exploratory study was conducted through a structured survey instrument to tap the awareness and opinions of the stakeholders connected to the likely benefits of CPEC. The results revealed interesting findings relating to their opinions about CPEC. The study further suggests some important implications and future directions to introduce an inclusive approach to mitigate the misconceptions about CPEC.

  • Abstract: In the contemporary history, the Middle East and China are the focus of global attention. Though Middle East has fought an ideological struggle with regard to religious extremism in the region, yet the quest for power energy sources cannot be overlooked. While Chinese policy frame , revolving around its approach of non-interference, economic development and a desire of having multi-polar global system is serious challenge for the US which on one hand, advocates democracy, human rights, but with the policy of intervention. Today, the world powers are competing each other for the supremacy of power resources where oil and gas are not an exception. China is the second largest consumer of world‘s oil after the United States (Bajpaee, 2006). China is making an effort to build an economic, political and military influence in the region without involving the military force. Though future will reveal many truths yet it is anticipated that a new triangular balance of power comprising of China, Saudi Arabia and Russia might emerge on the global scene, owing to their inter-connected dependencies. China is looking forward by pursuing the policy of wait and see for the appropriate moment This study primarily focuses on their bilateral relations and deals with China‘s Middle East policy, its increasing activities in the region and implications for Pakistan. For Pakistan, the nature of future relationship with Middle Eastern multi-dimensional crisis is very important because it is the ―Arc of crisis‖. The neutral role of Pakistan in this situation is much hazardous, carrying both challenges and opportunities along with the security repercussions.

  • Abstract: This paper investigates how China appeals to other countries by utilizing soft power in ensuring their participation in the Belt and Road Initiative (BRI), which seeks to revive ancient Silk Road through infrastructure, trade, finance and other linkages. By employing a behavioral and contextualized explanation for soft power, this investigation reveals that Chinese state actively pursues a soft power-oriented economic diplomacy for BRI and relies on hard power resources for its effectiveness. Furthermore, China takes advantage of the power vacuum in the global economy and embraces a liberal economic vision for the international system in its diplomatic activities emphasizing the importance of globalization, free trade, infrastructure investment, and win-win cooperation in achieving high levels of economic development. While China frames BRI mainly in terms of economic development purposes, China’s soft power appeal to other countries is likely to have important political and security implications for the international system.

  • Abstract: This study contributes to the nascent worlding of the study of normative power by undertaking a parallel assessment of Normative Power Europe (NPE) and Normative Power China (NPC). There seems to have been a qualitative change in the EU’s and China’s international standing. While in the immediate post-Cold War period the EU was asserting its ability to set the range of legitimate international behavior and China appeared to be a reactive adopter of such norms, in recent years China is positioned as a normative entrepreneur and the EU’s ability has been challenged both in Europe and internationally. This study claims that such change in fortunes is not merely a result of recent developments, but pivots on the distinct repertoires of NPE and NPC – acquis communautaire for the EU and guanxi for China. The acquis communautaire suggests a “rule- based” framework for setting what passes for “normal” in global life, while guanxi offers a “relational” one. Such distinct points of departure have led to the evolution of distinct concepts and practices of normative power. The comparative study of NPE and NPC concludes by drawing attention to the nascent struggle for recognition of normative powers in global life.

  • Abstract: American foreign policy is complex, and its application by diplomats and military practitioners is challenging in the diverse nature of the current environment. Military and diplomatic advisors during the post-9/11 period have concentrated on non-state threats, conditioning them to resort quickly to military options. In the face of emerging state competitors such as the Russian Federation and People’s Republic of China, a broader range of options beyond only military force is required. This generation of policy advisors must unlearn some of what they have learned over the course of the last fifteen years of conflict, as they shift from dealing with non-state actors to addressing the resurgence of near-peer statecraft based on national security threats. These threats have been long ignored during the war on terror. The diplomatic craft represented during the Cold War must be embraced by both the military and diplomatic personnel in practice, and emphasized by the uniformed armed forces and professional diplomatic advisors to policy and decision makers.

  • Abstract: Celebrating the bicentennial birthday of our 16th president seemed like a fairly safe event for our Shanghai consulate to undertake, considering that Abraham Lincoln was popular in China and former President Jiang Zemin was well known for quoting from the Gettysburg Address. And, of course, Lincoln provided us an opening to talk about “government of the people, by the people, for the people”. Sometime after we decided on the program, the State Department announced that Hillary Clinton would travel to Beijing on her first trip as Secretary of State to highlight the importance of the U.S.-China relationship for the new administration. Shanghai wasn’t on her itinerary and yet, somehow, our consulate preparations to hold a 200th birthday party for Abraham Lincoln in February 2009 almost threw a wrench into this important SecState visit.

  • Abstract: The launch of a vision document for Asia-Africa Growth Corridor (AAGC) at the African Development Bank meeting in Gujarat in 2017 reveals an important aspect to grasp the awkening of a strategy to face China’s rise. This conference of the African Development Bank (AfDB) is a landmark for this initiative. This bank is a mechanism for economic and social development with the participation of non-African members (e.g. China, India, Brazil, the United States, and Japan). The main contributors to the African Development Fund -linked to this bank -are the United Kingdom, the USA and Japan. Beijing does not figure among the most influent members of this organization. Thus, it was an opportunity for think tanks, supported by India and Japan, to introduce the idea of a corridor aimed to link Asia to Africa in order to increase co-operation in agriculture, social development and technology sharing.

  • Abstract: The ultimate success of China’s search for economic prosperity, cultural renaissance, and a “peaceful rise” depends, in large part, on whether a free market for ideas can reemerge and flourish in China. The concept of the “market for ideas” (sixian shichang) was first introduced to a Chinese audience by Ronald Coase and myself in How China Became Capitalist (Coase and Wang 2012, see also Coase 1974). It quickly won acceptance among academics and the media. China is the only leading economy where the production and communication of ideas remains under strict state control. Universities, the primary venue where new ideas are produced, are run by the state. Newspapers, radio and TV stations, and publishers are all controlled by the state; ideas unwelcome by the state have a hard time to see the light of day. Because the freedom to supply ideas, choose ideas, and criticize ideas is severely limited, the creativity of the Chinese people is underutilized and their innovative potential undertapped.

  • Abstract: China’s New Silk Road initiative is a multistate commercial project as grandiose as it is ambitious. Comprised of an overland economic “belt” and a maritime transit component, it envisages the development of a trade network traversing numerous countries and continents. Major investments in infrastructure are to establish new commercial hubs along the route, linking regions together via railroads, ports, energy transit systems, and technology. A relatively novel concept introduced by China’s President Xi Jinping in 2013, several projects related to the New Silk Road initiative—also called “One Belt, One Road” (OBOR, or B&R)—are being planned, are under construction, or have been recently completed. The New Silk Road is a fluid concept in its formative stages: it encompasses a variety of projects and is all-inclusive in terms of countries welcomed to participate. For these reasons, it has been labeled an abstract or visionary project. However, those in the region can attest that the New Silk Road is a reality, backed by Chinese hard currency. Thus, while Washington continues to deliberate on an overarching policy toward Asia, Beijing is making inroads—literally and figuratively— across the region and beyond.

  • Abstract: China is currently experiencing its fifth epidemic of “bird flu,” or avian influenza H7N9, since 2013 when it was first noted to cause human infections. The virus, which is mainly transmitted from poultry to humans, is also prone to limited human-to-human transmission. To date, there have been 1,258 human cases, with one-third of those cases (460) occurring during this year’s epidemic alone.[1] There are many “subtypes” of avian influenza circulating in birds around the world and most of these viruses cause limited or no human infections. However, two avian influenzas subtypes causing high human mortality have jumped from birds to humans in the last decade, H5N1 and then H7N9. The significant potential of this class of viruses to cause a human pandemic is a global public health concern, particularly because the conditions leading to the rise of these infections are becoming more favorable — for the viruses.
