Americans took heart as they watched Egyptian demonstrators rally in Tahrir Square and topple the regime of Hosni Mubarak in a peaceful revolution. Next door in Israel, however, the mood was somber: “When some people in the West see what's happening in Egypt, they see Europe 1989,” an Israeli official remarked. “We see it as Tehran 1979.” Political leaders vied to see who could be the most pessimistic, with Israeli Prime Minister Benjamin Netanyahu publicly warning that it was even possible that “Egypt will go in the direction of Iran,” with the new Cairo government becoming even more dictatorial and lashing out abroad. As he pointed out in remarks to the Knesset, “They too had demonstrations; multitudes filled the town squares. But, of course it progressed in a different way.” As unrest spread from Egypt to Bahrain, Jordan, Syria, and Yemen, the gloom seemed to deepen.

“We are in an information war...and we are losing” declared U.S. Secretary of State Hillary Clinton, describing U.S. efforts to counter extremists and engage Arab publics during this year's unprecedented and historic change in the Middle East. She is right. In the decade since 9/11, thousands of American lives and more than a trillion dollars have been spent on wars in Iraq and Afghanistan, while millions of dollars have been spent on public diplomacy programs aimed at the Arab world. In 2009, President Barack Obama delivered a landmark speech in Cairo designed to seek “a new beginning between the United States and Muslims around the world.” Two years on, according to the latest polling data in Egypt, unfavorable views of the United States outnumber favorable ones by nearly four to one. With some exceptions, the United States likewise remains unpopular in most majority-Muslim countries from Morocco to Pakistan. Why? And what can be done about it?

Abstract:
Following in the aftermath of the Arab Spring, Europe's southern marine borders have been the showplace of human tragedies previously unseen on this scale and the issue of refugees on the high seas has assumed a newfound importance. This article examines the flawed system provided by the 'Constitution of the Oceans', the UN Convention on the Law of the Sea for the protection of the lives of migrants at sea. It submits that international refugee law is well-equipped to assume a greater responsibility in ensuring the protection of those involved. Although the concept of non-refoulement cannot be stretched ad absurdum, it may still be reasonably interpreted as providing a temporary right to disembark for the purpose of processing possible asylum applications. In the long-term, a system of burden-sharing and permanent, yet flexible, reception agreements remain the only sustainable solution.

The dramatic thawing of the Cold War at the end of the 1980s accompanied by the rapid democratisation of Eastern Europe served as inspiration and model for political transitions in other settings. Now the Arab world, the securitisation of which has kept it frozen in what amounts to a regional cold war long after the global prototype ended, may be entering its springtime of political freedom. Tunisia's 'Jasmine' and Egypt's 'Midan al Tahrir' Revolutions chased established autocrats from power, thus making possible new domestic political orders and substantial reorientations of foreign policies. Imitative uprisings in Bahrain, Yemen, Libya and Syria have thus far resulted in widespread violence, regime retrenchments and even foreign interventions, although prospects do remain for more positive outcomes. Intermittent demonstrations in various other Arab countries, including Morocco, Algeria, Oman, Jordan and Iraq, have typically been met with limited political reforms and promises of more to come. So the region is definitely in political ferment, but whether that presages transitions to democracy à la Eastern Europe in 1989, or revanchist reconsolidations reminiscent of those that overwhelmed the 1848 liberal nationalist movements in Western Europe, remains to be seen.

The fall of the Tunisian and Egyptian rulers as a result of the popular uprisings in the Arab World was the harbinger of vast, surprising developments, which rapidly restored self-confidence to the Arab Street, attracting the attention of international actors and observers to the revived power of a new player affecting developments in the Middle East. Although in contemporary history, Arab public opinion has been tense at most times and always been present in the margins or core of developments, it failed to be involved in developments as extensively as it recently did. In addition, in contemporary Arab history, this is the first time that rulers have been dismissed as a result of popular pressure and street protests. This article examines the developments and uprisings in the Arab world in 2011 in light of the change in behavior and increased capability of Arab public opinion. In particular, this article assesses the reasons for the lack of democracy among the Arabs, and differences between the recent uprisings, and protests and movements in the past decade. The main argument of this paper is that the change in political behavior of the Arab youth and new political elites is a result of change in their political outlook and redefinition of the self and the other in their relationship with domestic rulers and foreign powers. The article tries, using an epistemological approach, to portray the character of the new Arab uprisings; arguing that they are different from other uprisings in contemporary history in terms of form, content and people's demands. In this picture, Arab nationalism and Salafist Islamism, which promote transnational ideals, are declining on the horizon of new uprisings. Instead, a new Arab political identity with an anti-despotic, pluralist and democracy-seeking approach is expanding.

Abstract:
The paper aims to critically consider the proposition maintaining that the contemporary state of affairs between Iran and the Arab world results from an endemic, deep-rooted enmity between these two peoples with roots in the annals of history. To elucidate its argument, the paper offers a brief review of the major ups and downs in the historical relationship between Iranians and Arabs to see whether animosity or good-neighbourliness has mainly prevailed. Then, seeking to pinpoint the causes of uneasiness in the Iranian-Arab relationship since the 1950s, the focus of the paper turns to the formation of pan-Arab ideology and its strong anti-Iranian elements. Major differences in outlooks, coupled with territorial and diplomatic disagreements, had Nasserite Egypt and especially Ba'athist Iraq embrace these elements and begin implementing them to their full and extreme extent at a time when a monarchical West-leaning regime was in power in Iran. The paper concludes that the uneasiness in Iran-Arab relations during the past five to six decades has been situational and a modern phenomenon, chiefly stemming from specific political circumstances with certain roots in nation-building activities in the concerned countries. Hence, historical and ethno-religious or civilizational roots of this strained relationship are either non-existent or insignificant.

At a time of Arab 'revolutions', particularly the one in Libya , once again - following the impotence of international community in Bosnia, Somalia and, Rwanda in the 1990s - there have emerged a heated debate on the concept of international intervention. This poses one of the toughest tests for an international society that is built on Westphalian principles of state sovereignty, non-intervention, and the non-use of force. It is expected from sovereign states to act as protectors of their citizens' security and well-being, but a hard question arises when states act like gangsters toward their own people and/or they are impotent to find a lasting peaceful solution to their local conflicts. Should those 'tyrannical' states be considered as legitimate actors of the international society and immune from international interventions? As related questions in this regard, what are the responsibilities of other states to enforce newly emerging global human rights norms against governments violating them? What are the obstacles on the way of effective international intervention? In the light of these questions, the volume is compiled of thirteen essays that were categorised into five parts examining the impact of international intervention on the resolution of local conflicts as well as the roles of local actors in determining the course.

Abstract:
Judging by the popular press, in January 2011 Twitter and Facebook went from being simply engaging social diversions to become engines of political change that upended decades of Arab authoritarianism. It is tempting to be swept away by this narrative, which suggests that social media prompted hundreds of thousands, and then millions, of Tunisians and Egyptians to pour into the streets and peacefully demand change. Brittle authoritarian regimes had little choice but to comply, and in this way, social media irrevocably changed the future of the Middle East. Following the logic to its conclusion, it would suggest that the Middle East is on the brink of a period of democratic consolidation, as the ideals and tools of revolutionaries lead the region forward into a period of anti-sectarianism, liberalism, and hope.

As the world waits for the declassification of documents from Usama bin Ladin's Abbottabad residence in Pakistan, an earlier archive shedding valuable light on al-Qa`ida's formation under Bin Ladin is slowly being released. Acquired by the Cable News Network in early 2002 from Bin Ladin's Kandahar compound, more than 1,500 audiocassettes are being made available to public researchers by Yale University.Dating from the late 1960s through 2000, the vast majority of tapes in this collection are in Arabic and feature lectures, sermons and conversations among more than 200 speakers from across the Islamic world. At least 22 recordings feature Bin Ladin himself, only one of which has been published to date.After the tapes were reviewed by U.S. intelligence agencies shortly after their acquisition, the collection was sold to the Williams College Afghan Media Project run by American anthropologist David Edwards. This author began cataloguing and archiving the collection in 2003, as soon as the tapes arrived at the college, and is currently writing a book about the figuration of Bin Ladin's leadership and al-Qa`ida through the archive. The initial results of the findings are presented in this article.

This article examines Fred Halliday's research and writing on the politics of the Middle East. It classifies Halliday as a 'high modernist', who organized his work around a constant commitment to a universal rationality, historical progress and an opposition to relativism and a particularist reading of the Middle East. The article identifies the two dominant units of analysis that shaped Halliday's work on the region throughout his life. These were the transformative capacity of capitalism and the role of a comparatively autonomous state. The article then examines how the content of each unit was transformed as Halliday moved from an overt Marxism to a more diffuse liberalism. It then goes on to argue that Halliday's ideological affinities and his deployment of these units marginalized the role and importance of ideology, specifically both nationalism and Islamism. Finally, it traces the influence of this approach and the deployment of these units in Halliday's work on Iran, Iraq and the Arab–Israeli conflict

A HEALTHY OBSESSION Oded Naaman and Mikhael Manekin In "The Settlement Obsession" (July/ August 2011), Elliott Abrams argues:  In the end, Israel will withdraw from most of the West Bank and remain only in the major blocs where hundreds of thousands of Israelis now live. Israelis will live in a democratic state where Jews are the majority, and Palestinians will live in a state -- democratic, one hopes -- with an Arab Muslim majority. The remaining questions are how quickly or slowly that end will be reached and how to get there with minimal violence. For Abrams, there can be no other end; all that politics can do is postpone this end or bring it about. Although it would be preferable to end the conflict as soon as possible, there is no immediate need to do so. Any sense of immediacy, Abrams writes, is overblown: he claims that nongovernmental organizations and some in the international community unjustly point to a humanitarian crisis to create unwarranted urgency. In reviewing our book, Occupation of the Territories, Abrams attempts to assuage worries about the need for urgent action, going so far as to compare Israel's military behavior during its 45-year occupation of the West Bank -- in which Israel has expropriated land, seized natural resources, and settled its own population there -- to the United States' behavior during in its ten-year occupation and massive reconstruction of Germany after World War II. Abrams then implies that Breaking the Silence does not provide reliable or sufficient evidence for the claim that, in his words, "the presence of Israeli settlers and IDF [Israel Defense Forces] soldiers in the West Bank is laying waste to the area, reducing it to misery."

The Greek Orthodox Church in Palestine, the largest of the Christian denominations, had long been troubled by a conflict (“controversy”) between its all-Greek hierarchy and its Arab laity hinging on Arab demands for a larger role in church affairs. At the beginning of the Mandate, community leaders, reacting to British official and Greek ecclesiastical cooperation with Zionism, formally established an Arab Orthodox movement based on the structures and rhetoric of the Palestinian nationalist movement, effectively fusing the two causes. The movement received widespread (though not total) community support, but by the mid-1940s was largely overtaken by events and did not survive the 1948 war. The controversy, however, continues to negatively impact the community to this day.

The specificity of the type of Holocaust denial on the rise in Arab countries since the 1980s is explored in contradistinction to Western Holocaust denial. The latter, rooted in anti-Semitism, is a substitute for open hatred of the Jews in countries where this hatred has not been tolerated since World War II. Holocaust denial in Arab countries, on the other hand, finds its roots in Israel's exploitation of the Holocaust for political purposes. It also serves as a simplistic explanation for Western support of the Zionist state and as an outlet for frustrations created by Israel's oppressive supremacy.

Reviewed by Musa Budeiri In addition to a heavenly Jerusalem, there is an earthly one, also invented, yet very much a work in progress. Jerusalem and Jerusalemites are not one and the same thing. Israeli control of the city's physical space and its inhabitants serves only to highlight this distinction. As in other settler enterprises, the native population is of interest only as an obstacle to be overcome. In this particular case, its disappearance constitutes an essential part of Israel's imagined Jerusalem. This is the terrain of Hillel Cohen's text. His primary preoccupation is with attacks on Israeli sovereignty manifested in Hamas's attempt to establish a “balance of terror,” challenging as it does the legitimacy of Israel's annexation of the Arab part of the city conquered in June 1967. On 28 June 1967, Israeli law was extended to a new enclave carved out of the occupied West Bank, which became part of “municipal Jerusalem.” Settlements were built encircling it from east, north, and south; now that this has been accomplished, the establishment of Jewish enclaves within its historically Arab neighborhoods is on the agenda, primarily in Silwan, Ras al-Amud, al-Tur and Shaykh Jarrah.

The “arab spring” has a different color in each middle eastern and north african country. nevertheless, the causes of crisis are similar in each country. They include unsolved domestic problems such as the lack of legal and clear mechanisms of power rotation that would be accepted by society; economic and political stagnation; poverty (absolute or relative) of the overwhelming majority of the population despite the enormous incomes of the political elite; corruption; and unemployment. These crises are interdependent to a certain extent, which has led people to compare them to a “domino effect.”

Abstract:
This moment in American history represents a confluence of major national and international events almost unparalleled in modern history. The United States faces two major wars, a massive and seemingly intractable recession that has robbed many of its citizens of their livelihoods and savings, and a sclerotic system of American government that seems to have lost its ability to take on and overcome big challenges for the good of the American people. Internationally, the “Arab Spring” in the Middle East has led to the toppling of feckless dictators and a move toward democracy in Egypt. However, it has also led to the deaths of thousands of civilians, further political repression in certain parts of the region, and a civil war in Libya, which also features military action by NATO and the United States and its Arab and Western allies. This chaotic and troubling time presents numerous challenges for the United States and the world.

Abstract:
On the twentieth anniversary of the fall of the Soviet Union, long-standing authoritarian regimes in Tunisia, Egypt, and Yemen have fallen, Libya is in the fi nal stages of a civil war that toppled the forty-year rule of Muammar Gaddafi , and the regime of Bashar al-Assad in Syria may be tottering on the brink of implosion. Through 2011, demonstrations in Bahrain and Iran have been met with force, while Morocco, Jordan, Djibouti, Iraq, Oman, and Algeria have all reported protests. The Arab Spring has not been confi ned to the Middle East and North Africa; rather, its effects have gone global, with analysts drawing attention to its ripples, ramifi cations, and the potential of "revolutionary contagion" through the greater Middle East, sub-Saharan Africa, Russia and Eurasia, as well as China and East and South East Asia. Although there is broad agreement among experts and commentators who have studied the Arab Spring itself as to the scale and importance of revolutionary change in the Middle East and North Africa (MENA) region, its causes are contested, and there is little consensus as to its likely consequences and strategic effects. As Prince Hassan of Jordan noted, "The outcome of this tectonic realignment is not just unpredictable, but unknowable.

The Arab revolts are one dimension of the strategic change that is affecting the Middle East and Arab world as a consequence of the failure of the West, especially the United States, to shape the region in line with their views during the last decade. They definitely point to the weakening, or perhaps even the end, of a long period in which US and Western objectives in the region were supported by a large coalition of regional powers with conservative interests. The revolts did not come out of the blue and have quite a different nature and significance from the ones that Western official rhetoric and media tend to assign them. To understand the Arab revolts and work out a fresh Western approach toward the region, the West must frame the revolts in the region's evolving strategic context.

The years between 1948 and 1967 witnessed the extraordinary revival of the Palestinian national movement. Following Israel's 1948 defeat of invading Arab armies—what Palestinians term al - nakbah (the catastrophe)— Palestinian society was rendered geographically divided, socially fragmented, leaderless, and bereft of any viable national institutions. Yet, less than two decades later Palestinians could boast of increasing Arab and international recognition of their plight, an armed resistance movement, and the establishment of the Palestine Liberation Organization (PLO). The political consolidation that took place during this period is best divided into two separate stages. First, contrary to the opinions of some scholars, the decade after the nakbah (up to 1959) constituted the national movement's “formative years,” a time during which a small cadre of Palestinian activists launched a fury of political, social and military processes meant to reawaken the shattered national spirit. Second, the period from 1959 to 1967 can be seen as the time when the idea for a representative and distinct Palestinian national institution took shape and materialized.

Yet Yemen quickly seemed to become the only thing people were talking about when subsequent investigation tracked both the would-be terrorist—and the sophisticated explosive he carried—back to this country. In an instant, international attention had become galvanized on this poorest of Arab nations, as it became clear that the United States—indeed, the world—ignores events here at its own peril.

Khalil Marrar's The Arab Lobby and US Foreign Policy: The Two-State Solution is a provocative and comprehensive monograph that surveys and analyzes the role of Arab and Arab American activist and political organizations—together comprising what Marrar calls the “pro-Arab lobby”—in the policy discourses of the Israel-Palestine conflict. Marrar is concerned in particular with the now-widespread one-state/ two-state debate and its influence on both pro-Arab and pro-Israel lobbying efforts. He asks, “[W]hy has the US shifted away from an 'Israel only' position toward the Israeli- Palestinian conflict to supporting an 'Israel and Palestine' formula for peace?” (p. 3)

Through a series of open-question interviews carried out with those responsible for the UfM file between late 2008 and early 2009, some undeniable and unanimously accepted merits were voiced. However, views from the southern shores of the Mediterranean appear to be multifaceted and not uniform with only one dominant common trait echoing in all interviews and shaping negative perceptions, namely, the weight the Arab-Israeli conflict exerts in hampering the initiative. While a Union of projects could "address the architectural deficit that has prevented the Mediterranean from becoming a coherently functional economic regional space", high politics emerge, yet again, as an inescapable reality that demands prioritisation.

The destruction of Nahr al-Barid camp in Lebanon in 2007 was a disaster for the 35,000 people for whom it had become home. To understand what was lost, this article explores what the refugee camp is and what it does, materially and imaginatively, for its residents. Drawing on the words of ordinary Palestinians from Nahr al-Barid and Rashidiyya camps, it describes how the camps are social, cultural, and political refuges from marginalization in exile. While the camps draw meaning from a particular Palestinian time-space that emphasizes displacement and transience, they have also become meaningful places in themselves. Consequently, the loss of Nahr al-Barid and the displacement of its society have been understood as a repetition of the foundational experience of the modern Palestinian nation: the Nakba. IN TRYING TO PORTRAY the disturbed and discontinuous nature of Palestinian existence, Edward Said wrote that Palestinians in exile do not really live, but “linger in nondescript places, neither here nor there.” From this perspective, life in exile is a kind of meaningless purgatory through which Palestinians must pass before the promised future return. Time is privileged over space, and the present comes to be seen as a temporary transition between a meaningful past and a hopeful future. In contrast to Said's claim, I would argue that the refugee camps in which so many Palestinians live are neither meaningless nor nondescript. They may be temporary spaces in which Palestinian refugees await their right to return, but they have nevertheless become imbued with meaning and significance over decades of Palestinian habitation and place making. As I argue in this essay, the meaning and importance of a camp is perhaps never clearer than when the camp is viewed through the prism of loss. Between May and October 2007, a new chapter was written in the story of the Palestinian people. Nahr al-Barid, a Palestinian refugee camp in north Lebanon home to 35,000 people, was totally demolished first by a 104-day military conflict between two non-Palestinian sides, and then through the actions of the victorious Lebanese army: looting, arson, and vandalism. Nahr al-Barid's destruction resumed a sequence of erasure of Palestinian camps in Lebanon dating back over three decades to the destruction of Nabatiyya, Tal al-Za`atar, Dikwaneh, and Jisr al-Basha camps in the early years of the 1975–1990 civil war. The Palestinians of Nahr al-Barid were displaced to Biddawi camp and further afield, staying with friends, relatives, and acquaintances, or sheltering in garages, storerooms, and improvised shelters. With the camp destroyed and the Lebanese army refusing to allow people back, the prospect of a quick return faded into a prolonged and uncertain displacement. In order to understand what, besides buildings and property, was destroyed in Nahr al-Barid, it is necessary to ask what a refugee camp is and—more importantly—what it does, both materially and imaginatively, for its Palestinian residents. In this article, I explore how Palestinian refugee camps in Lebanon act as social, cultural, and political refuges from marginalization in exile. I do this by looking at two camps: the destroyed Nahr al-Barid in the north and the still “thriving” Rashidiyya in the south. Using 128 semistructured, qualitative interviews conducted with residents of the two camps in 2007 and 2008, I show how the camps draw meaning from a particular Palestinian time-space, which emphasizes displacement and transience, while at the same time becoming meaningful places in themselves. In these interviews, I asked people about life in the camp, the advantages and disadvantages of living there, what the camp means to them, and prospects for the future. Rashidiyya and Nahr al-Barid are quite different places politically, economically, and socially, but my intention here is not a straight comparison between the two. Rather, I have juxtaposed opinions and quotations from residents of the two camps: the residents of Rashidiyya talking of what they have, those of Nahr al-Barid talking of what they have lost. My aim was to understand what the camps mean and do for Palestinian refugees living a marginalized existence in Lebanon. THE PRESENT AS TRANSIENT A refugee camp can be defined as a temporary humanitarian space, usually set up by international humanitarian agencies and designed to meet the basic human needs of displaced people, including shelter, protection, and short-term relief. Palestinian refugee camps have these basic functions, and Palestinians receive relief, welfare, and social services provided by the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Palestinian political factions, and various Palestinian and international NGOs, charities, and other groups. In the course of six decades, however, the camps have developed into seemingly permanent features of the landscapes of Lebanon, Syria, Jordan, the West Bank, and Gaza. Over the years, the inhabitants themselves replaced their tents first with corrugated iron and then with brick and concrete, and the camps became like small cities. As the built environment was assembled into something more permanent, the slow accumulation of experiences and memories, births and deaths, built up a sense of place and meaning. Alongside the networks of formal institutional support, myriad informal social relations among camp individuals and families formed channels through which help and support are given and received. As much as the material fabric of buildings and streets, these relations between people and institutions constitute the space of the camp, creating a place of refuge from the bewildering disorientation and insecurity of exile.

Salim Tamari, professor of sociology at Birzeit University and the director of the Institute of Jerusalem Studies, has produced an erudite, entertaining, and engrossing study of Palestinian society and culture. More than once in the text, he admiringly describes educator Khalil Sakakini's “crisp” writing in Arabic (p. 2). In this volume of essays, many of which have been previously published, Tamari often writes pretty “crisply” himself, honing in on themes that define Palestinian history, social fabric, and experience. He is concerned, above all, with modernity, and the elements that have contributed to the making of an “unfulfilled” (p. 3) Palestinian modernity. Situating Palestinian urban life, society, intelligentsia, and culture within an eastern Mediterranean context, he examines how Palestine fit into this milieu, yet, ultimately was “set[] apart,” due to its being “forcibly separated from that context” (p. 4) in 1917. Although most of the essays are historical or have a strong historical bent, they also include material on contemporary Palestinian society, integrating it within its historical background and tracing historical influences that have shaped contemporary phenomena. The book showcases a valuable and rich treasure trove of Palestinian historical and literary material, including personal memoirs and diaries produced by an interestingly diverse sample of Palestinian intellectuals from the late Ottoman period. Tamari, in collaboration with other scholars such as Issam Nassar, has performed a real service in recovering, publishing, and utilizing this material.

The importance of national identity and national feelings in contemporary Iranian politics has been much neglected students of Iranian studies, particularly outside Iran. The establishment of the Islamic Islamically-oriented policies in its foreign policy seem to have encouraged many to believe that Islam and Iran in the contemporary context are two mutually exclusive factors. However, recent internal developments such as the presidential election, on the one hand, and the firm position of Iranians inside and outside the country toward regional political and international cultural challenges vis indicate that Iranians consider both the religious and national dimensions of their identity as important, and they consider the relation between religion and nationality as mutually inclusive opposed to an exclusive one. This article, focusing on the issue of Islam and nationalism and their relationships, tries to highlight this important factor in order to arrive at a better understanding of the political dynamics of Iranian society and p contrary to the situation in the Arab world, these two elements are both constitutive factors of the Iranian identity. Following a rather brief theoretical discussion of the relations between the two in Islamic and Middle Eastern pe explain the political reasons behind the rise of the Islam nationalism controversy in contemporary Iranian politics and emphasizes that such a dichotomous discourse has an elite rather than popular basis. The concluding s concentrates on the importance of the national factor in the Iranian society by focusing on the two recent presidential elections in Iran as well as on several external political and cultural challenges to Iranian national heritage to stance inside and outside of Iran.

One contemporary issue confronting global finance is the nature and extent of its participation in and contribution to a global war on terror. To date, efforts have involved a variety of methods, including both an increase in the surveillance of financial transactions and the regulation of previously unregulated methods of financial exchange. This paper offers a conceptualisation of one informal value transfer method (known by its Arabic name — hawala) in the form of a rhizome, using the concept as developed by Deleuze and Guattari in A Thousand Plateaus. This paper argues that the ability of hawala to regenerate itself along multiple paths situates the procedure as a rhizome, and that standard methods for financial regulation fail to appreciate the crucial difference this regenerative ability makes for attempts at control and regulation. Consequently, the activity that the state is seeking to control will merely be displaced, to reform and regenerate itself yet again. To ground this argument in the present condition of the global political economy, the specific example considered is Al Barakaat, a transnational Somali firm that fell victim to the global war on terror in late 2001.

In march 2010, a Saudi security sweep netted 113 alleged al-Qa`ida in the Arabian Peninsula (AQAP) sympathizers. Among them was Hayla al-Qusayir, an AQAP operative held in high esteem by her fellow militants due to her knowledge of Islam, enthusiasm for fighting Saudi security forces, and for allegedly sending more than $293,000 to AQAP. Her importance to AQAP was highlighted when the terrorist group's deputy leader, former Guantanamo Bay detainee Said al-Shihri, threatened to kidnap Saudi princes and Christian residents of Saudi Arabia to use in a prisoner swap for al-Qusayir's release.
