Abstract:
The leaders of the Gulf Cooperation Council (GCC) states have much on their plates these days. Relations between the United States and Iran continue to deteriorate. As oil prices climb and local currencies remain pegged to a depreciating US Dollar, inflation within GCC countries has increased. This period of regional economic and diplomatic unease also coincides with the recent launch of the GCC Common Market. Yet, with so many pressing issues on the agenda, one of the hottest topics in Gulf media these past months involves a legal question of a somewhat technical nature: should GCC members limit residency visas for non‐skilled foreign workers to six years?

Abstract:
NEARLY TWO DECADES AGO, Arabs who volunteered to aid the anti-Soviet struggle in Afghanistan dispersed from the conflict zone to pursue their newfound passion: jihad in the path of God. Known as “Arab Afghans,” these veterans participated in national insurgencies and civil wars, facilitated international terrorism and became ideologues of global jihad. Today, Iraq's global jihadists are facing a similar moment. Al-Qa`ida in Iraq (AQI) is under tremendous military pressure from Sunni tribes, nationalist insurgents and U.S.-Iraqi counter-insurgency operations. There is a distinct possibility that AQI could be driven out of Iraq in the near future. It is unclear, however, what the movement will do next. The experiences of Arab Afghans suggest that the defeat of AQI may generate new threats associated with the dispersal of its fighters in the region and around the world. Therefore, it is vitally important to revisit the experiences of the Arab Afghans to develop lessons for present day Iraq.

Abstract:
In the course of defending al-Qa`ida against charges of unjustly killing innocent Muslims during his April 2, 2008 “open interview,” Dr. Ayman al-Zawahiri reintroduced Hukm al-Tatarrus (the law on using human shields) into the debate. A relatively unfamiliar term to non-Muslims and Muslims alike, al-Tatarrus refers to God's sanctioning of Muslim armies that are forced to kill other Muslims who are being used as human shields by an enemy during a time of war. Al-Tatarrus is a religiously legitimate, albeit obscure, Islamic concept that al-Qa`ida ideologues have been increasingly using in order to exculpate themselves from charges of apostasy. The method in which al-Qa`ida is promoting al-Tatarrus, however, seeks to facilitate the sacrifice of Muslim lives in contravention of 14 centuries of religious teachings. For instance, both al-Qa`ida in the Arabian Peninsula and the al-Qa`ida Organization in Yemen hid behind the protections offered by al-Tatarrus in their justification of terrorist attacks that resulted in significant Muslim casualties. Al-Qa`ida's use of al-Tatarrus was also at the heart of Sayyid Imam Sharif's recent attacks against al-Zawahiri and al-Qa`ida.

Abstract:
While the crisis in Darfur simmers, the larger problem of Sudan's survival as a state is becoming increasingly urgent. Old tensions between the Arabs of the Nile River valley, who have held power for a century, and marginalized groups on the country's periphery are turning into a national crisis. Engagement with Khartoum may be the only way to avert another civil war in Sudan, and even that may not be enough.

Abstract:
This article is the first in-depth analysis of the situation of the Sunni Arabs in Iraq after April 2003. Beginning with the Sunni predicament before 2003, it goes on to show how the threat to Sunni identity contributed to the construction of a distinctive identity after 2003. Although Sunni Arab cohesion is challenged by the debate over the political process and internal strife, the article delineates the Sunni Arab vision for a future Iraq.

Abstract:
This essay offers an assessment of the extent to which UNSC Resolution 242's procedural and substantive recommendations have facilitated a negotiated settlement of the Arab-Israeli conflict. The historical record of each of the mechanisms of the Middle East peace process demonstrates that the mediation mechanism established in 242 was too feeble for the task assigned to it. The resolution's ambiguities and omissions further diminished its value as a tool of dispute resolution, creating confusion about what acceptance of 242 signified, encouraging hard bargaining by the parties, and denying leaders the political cover for necessary compromise.

Israel takes the position that UN Security Council 242's call for a "just settlement of the refugee problem" does not require the repatriation of the Arabs displaced from Palestine in 1948. However, the background to the drafting of that phrase, reviewed in this article, suggests that this was in fact the intention of the resolution's drafters.

259. Analytical Perspectives on the War in Lebanon

Abstract:
The summer 2006 war in Lebanon can be perceived through at least five different frames of reference. The US administration saw the war in Lebanon as a local manifestation of the global war on terror. According to this framework, Hezbollah is an Al Qaeda-type enemy, not a national group with a local agenda and constituency; bargaining with Hezbollah is not possible. This point of view makes fighting global terror more difficult and jeopardises the search for stability and peace in the region. Many Israeli and European politicians saw the war as a confrontation between radical Islam and a modern Israeli state, a clash of cultures between Islamic fundamentalists and Western civilisation. This frame of reference, however, fails to recognise the fault line within the Muslim world itself, between those who want to integrate their societies into a globalised world and those who do not. The conflict in Lebanon can also be interpreted as a consequence of the weakening of a state, a framework which underlines the need to strengthen Arab institutions, or as an asymmetrical war between an armed nation state and a guerrilla movement. Finally, the war in Lebanon can be seen as a conflict over power, land, resources and sovereignty - the classic realist perspective. If the international community fails to work toward a comprehensive peace settlement in the Middle East, another framework will gain strength in the Arab world: one that interprets events according to a theory of non-negotiable conflicts between Western imperialism and radical Islamic resistance.

Abstract:
This article analyses the usage of internet in the Arab World. The level of internet usage, for what reasons and who are using it and how much the internet has been influential on the changes in the traditional Arab societies are the main points of the article. Internet in Arab countries are mostly used by young people, upper-middle and high classes, and women. In addition to search engines, e-mail, music and software downloading, the discussion boards are very popular in Arab societies. In these platforms, intense discussions take place about the taboo issues such as politics, religion and relations between sexes. These discussions, while contributing to the emergence of new understandings especially on individual level, also highlight the importance of individual's right of election. The Blogs, becoming as popular as the discussion forums, are also apparent indications of forming private and awareness of personal right of election.
