Abstract:
Being the most populous country and the second biggest economy in the world, the People’s Republic of China is under every aspect one of the most important players in today’s international system. As every great power, China acts rationally in its foreign relations, and, doing so, it follows what has been labelled as a “Grand Strategy”. The aim of this paper is to analyse Chinese Grand Strategy in a practical perspective; in particular, it will be discussed how the Shanghai Cooperation Organisation (SCO) fits in Beijing foreign policy and in its Grand Strategy. The paper moves from a working definition of Grand Strategy, to suddenly analyse how and if the different aims and goals of the SCO are aligned with China’s interests and long-term objectives.

Abstract:
In the paper, we present new threats and dangers in the present international arena and their impact on the system of international security. We analyze the causes and development of these issues the international law system, paying particular attention to the case of Armenian-Azerbaijan Nagorno-Karabakh conflicts. We also discuss possible solutions to these problems proposed by experts. Some of the most interesting issues we address in the paper include the increasing activity of ISIL, cybercrimes, Ukraine crisis, immigration flow to Europe in recent years. All these problems are viewed from the multicultural perspective. We also analyze the genesis of ethnic conflicts, and put forward some recommendations for resolving them. We discuss the factors that led to the Nagorno-Karabakh conflicts, possible solutions to this problem, and a dangerous double standard policy. Terrorist threats, as well as “frozen” conflicts, resulted in the need for deepening interstate cooperation in the security sector.

Abstract:
Political struggles and competitions are conflictual by their very nature, and if not well managed can lead to violence. As political parties are crucial actors in political processes, it is vital to understand the roles they play in escalating or de-escalating political violence. This paper provides an analysis of political parties in Kenya and South Africa, focusing on their linkages to political violence. It concludes that political parties are indispensable actors in peacebuilding. The design and implementation of peacebuilding interventions that effectively target political violence must therefore anticipate the involvement of political parties. This applies to both case study countries, but most probably to other countries as well.

504. Killing Norms Softly: US Targeted Killing, Quasi-secrecy and the Assassination Ban

Abstract:
This article argues that when actors engage in controversial new security practices, it is misconceived to view secrecy as an opposed, counterproductive alternative to the pursuit of legitimation. Rather, we propose, deployment of “quasi-secrecy”—a combination of official secrecy with leaks, selective disclosure, and de facto public awareness—can be an effective strategy for achieving normalization and legitimation while containing the risks entailed by disclosure. We support this claim via a detailed case study of US targeted killing. First, we establish the existence of an American norm against targeted killing during the period 1976–2001. We then detail the process by which an innovation in practice was secretly approved, implemented, became known, and was gradually, partially officially acknowledged. We argue that even if quasi-secrecy was not in this instance a coherently-conceived and deliberately pursued strategy from start to finish, the case provides proof of concept for its potential to be deployed as such.

Abstract:
The aim of this work is to show the energy situation of the European Union (EU) across the analysis of its energy policy focusing in energy security. The facts show the important role of Russia as energy player and its influence in the design of energy strategy of the EU. As a reply of the strong dependency of Russian imports, European institutions have developed a strategy structured in two dimensions; internal and external one with the aim to guarantee the international cooperation with third countries, the increasing of internal energy market integration, the promotion of energy save, and the search of effective alternatives to conventional sources. The EU Strategy has designed a joint of measures that includes the increasing in the efficient use of conventional sources combined with higher levels in energy Investment, Innovation and technological Development (I+D+I), and the promotion of renewables. This is the way to change the classical energy model to a new one more compatible with the environment and a sustainable economic growth but also that implies a significant reduction of energy dependence.

Abstract:
“The Global Strategy Foreign Policy and Security of the European Union” has triggered significant measures in comparison with previous framework, which was elaborated in 2003 and updated in 2008 by then High Representative J. Solana. Those measures aim to promote more security in response to all vulnerabilities which tests stability, especially in European neighbourhood. Likewise, new European response should be understood in the framework of Lisbon Treaty´s innovations. The latter have let European Union (EU) provide with a more ambitious action in tune with external context. Regarding European neighbourhood, changes in Southern but also Eastern regions remains as main concern. While this is true that major challenges are in the southern area due to civil war in Syria, failed-state Libya, presence of Daesh and other extremist groups in the area. Meanwhile, to the East, context has undergone in the last few years owing to the Ukrainian crisis but also the Belarus dictatorship headed by V. Lukashenko, high levels of corruption in Moldova, recent political and social riots in Armenia, non-changes in Azerbaijan or the increase violence in Nagorno-Karabakh region. New strategy seeks to address these challenges through measures based on a great reinforcement of European normative dimension. Concerning neighbouring states, principle of pragmatism and resilience are the most relevant. All this strengthens by principle of differentiation, co-ownership and more flexibility embedded in the recent revised ENP, which facilitates their implementation. Our main purpose lies in analyzing innovations’ global strategy with regard to the Eastern neighbouring states whose relations with EU are within the so-called Eastern Partnership. This article argues that, to a certain extent, those have a certain impact on Eastern Partnership. However, significant results will become more visible in the mid-long term.

Abstract:
Russia considers the rapprochement or integration into NATO of other countries of Central and Eastern Europe or the Caucasus as a direct threat, even though it does not pose any danger to its own sovereignty and territorial integrity. Instead of interpreting this process as a mere competition for influence, Russian leaders perceive it primarily as a military threat, which would even justify the use of force to counteract it. In the present article we investigate the social and ideational factors that have led to this securitization of NATO enlargement, preventing Moscow from adapting to the new game of alliances in a more pragmatic way. The concept of “ontological security” allows us to explain the consistency and permanence over time of these Russian perceptions, which are derived from its own subjective needs.

Organized crime has grown in the world and in the region, and its criminal operations do not escape Uruguay. Among the challenges facing the State, is the fight against organized crime, especially drug trafficking, money laundering and arms theft. Likewise, the links that may arise between organized crime and terrorism must be addressed as a threat. This work aims to reflect about these threats that affect the Security and Defense of the State and what has been their response to this problem that has been placed in a first plane in the public agenda.

Regional cooperation in defense and security is the result of a long process that has been strongly influenced by the confluence of regional and subregional experiences, as well as by the different stages of development of regionalism. These experiences provided valuable capital for the creation of spaces for dialogue among countries that would allow addressing issues related to divergences and asymmetries in defense, as well as the generation of mutual trust with the aim of deactivating persisting conflict hypothesis in the region and address regional positions in the face of common threats.

Abstract:
The Joint Force, and the national security community as a whole, must be ready and able to respond to numerous challenges across the full spectrum of conflict including complex operations during peacetime and war. However, this presupposes a general acceptance of a well understood taxonomy describing the elements that constitute the “continuum of conflict.” The U.S. security community lacks this taxonomy, despite its engagement in a spate of diverse conflicts around the globe from the South China Sea, to Ukraine, Syria, Iraq, and beyond. Partially as a result of this conceptual challenge, we are falling behind in our readiness for the future. Understanding our future security challenges demands that we reflect and interpret the past, understand the present, and think rigorously about what lies over the horizon in order to adapt to the changing character of conflict. This requires keeping an open and informed mind about the breadth of the various modes of conflict that exist. The wars of the 21st century may take many forms. As conflict reflects a greater degree of convergence and complexity, so must our mental models and frameworks.

Abstract:
Trying to draw lessons, even initial ones, from the U.S. experience in Syria is daunting, but the bottom line is that any conflict setting—and any effort to design a program of stabilization—brings a unique set of peculiarities that may not resemble conflicts in which we have been involved in the past. The Syria experience, where there is no central government with which the United States and others in the international community can partner with and empower, is an excellent example, and suggests a need for careful analysis of the specific circumstances of settings in which the United States may find itself operating in order to develop stabilization doctrine and tools that are suited not only to the last conflict, but to the next one.

A recurring feature of the past few decades is the presence of the nation’s three principal national security institutions (the 3Ds)—Department of State (DOS), U.S. Agency for International Development (USAID), and Department of Defense (DOD)—operating in complex environments abroad marked by conflict, crisis, and state fragility. This paradigm, dubbed the “new normal” by many, begs a few questions. What are we learning from these critical missions undertaken in pursuit of national security? Are we adjusting our strategies to maximize the prospects for prevention of conflict based on that learning? Is innovation occurring that enables us to work better together to address challenges in these environments? Of keen interest is what the 3D did to address the unique challenges in Jordan, and how. Understanding both the “what” and the “how” might reveal if we are learning and innovating.

Abstract:
Once more, the United States, South Korea, and Japan have confronted a crisis with North Korea. The pattern is now well established. First, there is a provocation—a missile test, a nuclear test, and even worse, the use of force. Next, the United States and its allies in Northeast Asia muster their forces, strengthen their trilateral policy coordination, and sanction the belligerent Pyongyang. The three nations advocate for the accompanying effort by the United Nations Security Council to condemn North Korea’s behavior. Setting aside their political differences, Seoul and Tokyo intensify their military cooperation and Washington calls for greater trilateral unity in confronting a shared security challenge. In 2017, policymakers in Seoul, Washington, and Tokyo found themselves in a similar cycle but with the threat of war ever more real. The dramatic escalation of tensions between President Donald J. Trump and the North Korean leader Kim Jong-un seemed to bring the region to the brink of a second Korean conflict. But today, just as dramatically, an accelerated series of high-level summits suggests that the Korean Peninsula could be on the brink of peace. President Moon Jae-in met with Kim at Panmunjom, and both Kim and Moon stepped across the line of demarcation at the Demilitarized Zone (DMZ) between North and South Korea. The two leaders have embraced a “new era of peace,” with the promise of ending the state of war on the peninsula. Trump has also said he is willing to meet Kim to discuss denuclearization. CIA director Mike Pompeo visited Pyongyang on April 1 to test out that proposition, and as secretary of state, Pompeo had the lead in setting the stage for a meeting in Singapore. The Moon-Kim meeting set up the premise of a negotiated denuclearization process. Trump and Kim will define the contours of that path forward.

Abstract:
The issue of missile defence has been present in American policy for over 70 years and is constantly subject to research and the search for new technologies. Nowadays, the proliferation of nuclear weapons and ballistic missiles, as well as the growing threat from the so-called “rogue states” have caused the inevitable development of the missile defence strategy. On the basis of historical programmes and the results of contemporary research, the concept of a Ballistic Missile Defence System was created. The system is based on the principles of indivisibility of the security of the Alliance and NATO solidarity, fair sharing of risk and burdens as well as taking on reasonable challenges. One of the components of the system is the European Phase Adaptive Approach, which was designed to protect American allies and resources in the European region from the growing rocket threat. This paper analyses the genesis of ballistic missile defence and what its development tendencies are. The article contains a presentation of the essence of the US Ballistic Missile Defence System, as well as its history and suspended programmes. The concept of multilayered defence has been outlined, as have the technical details of the system’s components and its location and operational status.

Abstract:
Security and infrastructure are two closely related terms, which is why they are so often referred to at the same time. In today’s world, infrastructure is essential to ensure broadly understood security, and a lack of security will not fulfil its basic role. Today, identified threats and challenges to national security, and thus to the security of the state, evoke the need to participate in preparing all components of the defence system of the state. The management of state defence is a very complex process, requiring a properly prepared system to function reliably in times of peace, but also in times of crisis and war. Its role is to integrate individual elements of the defence system into a uniform and efficient whole. Effective defence activities and ensuring the security of its citizens and all its assets are the core activities of the state. The defence area of the state is now comprehensive in nature and is of interest to the entire apparatus of state power. The aim of the article is to present the role of the defence infrastructure in the life of the state, its relation to national security and an attempt to identify the defence infrastructure of the state, taking into account the key state infrastructure.

517. Security policy of the Baltic states and its determining factors

The history of the nations living in today’s Baltic States is marked by fighting against stronger neighbours: Russia, Poland, Sweden, Denmark and the German settlers in their territories. Unlike Lithuanians, Estonians and Latvians failed to create their own statehood before the 20 th century. The Lithuanians created their own state, a powerful one, which then became a part of an even wider state organism – the Polish-Lithuanian Commonwealth. As a result, the security policy of Lithuania was identical to that of the First Republic of Poland. Although there were tribes living within the area of current Estonia and Latvia for many centuries up to the outbreak of World War I, the lands of Latvia and Estonia had been changing owners and had been under the rule of almost all neighbouring countries. As a result of the positive outcome of the First World War, but also thanks to their efforts, the Baltic States regained independence in order to lose it after only 20 years, as a consequence of another war. After restoring independence with the collapse of the Soviet Union, the Baltic States realised that even acting together they were unable to defend themselves against a potential aggressor. As a result, they decided to follow in the footsteps of other countries of the former Eastern Bloc (e.g. Poland and Slovakia) and to integrate with Western European structures such as NATO and the EU. Following NATO inclusion, the security strategies of the Baltic States have been revised in line with the changes in their surrounding geopolitical environment.

The contemporary security environment indicates non-conventional, asymmetric and hybrid security threats as potentially the most accurate threats to global and regional security. Conflict risks in the regional frame strongly depend on strategically aimed non-military, but hybrid acts. The great powers mostly attempt to achieve their own interests’ goals in fulfi llment of self-orientated strategic dominance. The Balkan region is a crossroads of strongly exposed interest spheres of regional as well as global powers. The article aims to determine areas of infl uence in the Balkan States that could become targets of predominantly non-military but hybrid infl uences. Multi-Value Quality Comparative Analyses (mvQCA) of state power, stability and resilience capacities were used in the research. The methodology used was based on the approach with multi-valued sets of variables and conditions. A theoretical framework was based on contemporary theories of state power and hybrid warfare concept. Used databases were brought together from generated open source databases of approved international academic or think-tank organisations. Based on a hypothesis regarding hybrid security threats, a theoretical framework of understanding of power and analysing a wide spectra of databases, the article aims to contribute a rational and objective understanding of two main indicators: the potential to become a target and the resilience capacities of countries in the face of hybrid security threats. Its findings indicate that most countries in the Balkan region are potentially under unarmed influences and have very low resilience capabilities against possible hybrid infl uences. The conclusions reached help to clarify that the Balkan States are vulnerable to hybrid security threats.

519. Unmanned Aerial Vehicles in the protection of the elements of a country’s critical infrastructure – selected directions of development

Abstract:
This paper explores the directions for the application of unmanned aerial vehicles in the provision of security to vital elements of a country’s critical infrastructure. The analysis focuses on two paths of development: the first one refers to the transportation system, the latter is related to the gas supply network – the basic components of a country’s critical infrastructure. The first section of this paper will examine the current state of knowledge in the field, and is designed as a reference of terminology pertaining to unmanned aerial vehicles (definitions and classification). The section shall furthermore provide a basis for and a contribution to the developed conceptual-semantic framework for UAV research. The first direction of development is described in terms of the characteristics and assumptions of the system; this includes an overview of the specific requirements of the unmanned platform itself, as well as the elements of the system, such as a local monitoring centre and other components. Furthermore, this section provides the overview of the designated mobile application, whose development is expected to improve the efficiency of system operation, which is a conceptual novelty considering similar developments. The second direction concerns the development of an unmanned system of production, storage, and use of chemical and radioactive substances, including pipelines for hazardous substances. The programme that fits perfectly in the framework of the second considered branch of development is “Cricket” [Polish: “Świerszcz”] – a programme implemented in the periodic inspection of gas supply infrastructure. The description of the programme in question included specifying the technical and operational requirements for the fight devices as well as for the equipment.

Abstract:
The purpose of the article is to examine selected examples of types of security education in Poland. At the beginning of the 20th century, national security was centered on military and political aspects, but recent decades have seen the successive shifting of the focus from the military-political plane of security to other areas. It seems that educational concepts adapt to emerging challenges. This thesis is confi rmed by the concept of global education, the idea of military classes, as well as the military training of pro-defensive organisations within the framework of the Passport Program. All of these educational concepts were covered in the study. One of the most important conclusions of the article will be to emphasise the correlation between the evolution of the understanding of security, the transformation of threats and changes in the field of educational concepts.

The article is empirical and constitutes a qualitative analysis of students’ attitudes towards the implementation of the subject of Security Education in upper secondary schools to which they attended. This paper evaluates the potential for defence research to contribute to the long-term development of higher military education. Motivation for the paper emerged from recent organisational changes at the Ministry of Defence by which the Strategic Research Institute (SRI), joined the University of Defence (UoD). Both institutions, SRI and UoD, are obligated and dedicated towards respecting and implementing national strategies, laws and norms related to scientific research and education as well as towards fulfi llment of prescribed accreditation standards for academic education and scientific research. The main idea here is to evaluate a scientific research approach conducted by the SRI, through the lens of the guiding principles for development of academic studies which are declared in the national strategy for education development. A few of the questions we tried to answer were: how relevant are the research topics?; who needs research results?; how should the research process be conducted?; and what about the quality of research results? Development of scientific research connections, higher education and practical needs of the military organisation are very important for all three domains, particularly for future security challenges. Military research organisations, along with the higher education component, have to be capable of perceiving future security challenges, conducting scientific research and offering some proposals based on scientific methodology. However, in the selection of the research topics, they have to respect the views, needs and priorities of other organisational entities which are part of the military organisation.

"Defence diplomacy” is a relatively new term, created in response to post-Cold War needs to name new tasks and international functions completed by the armed forces and the leadership of the Ministries of National Defence. However, it should not be understood as a kind of traditional “military plus diplomacy”. The lack of a universally recognised definition of “defence diplomacy” means that states try to adapt its content to the needs of their own security policy. In Poland, the term “defence diplomacy” appears in journalism, but there is no precise reference to it in the documents concerning foreign and security policy. The main goal of defence diplomacy is the co-formation and implementation of the state security policy, and its task - to create stable, long-term international relations in the field of defence. Conceptualisation of the concept is a starting point for understanding its role as one of the most important instruments of foreign policy and the security of contemporary states.

Significant elements are: perseverance, political independence, territorial integrity and maintenance proper level of life quality. Today’s intelligence, which is part of the structures of security organs, belongs to the elite part of the special forces performing strategic goals. Therefore, acquiring the information by OSINT is important not only for the institution itself but also for citizens. OSINT is one of the means by which security is provided to the internal and external states. Open source information is one of the agents of economic, political, military, etc. Books, periodicals, statistical yearbooks, social networking sites and daily newspapers belong to the basic, verified sources. In globalized world, OSINT has particular importance because, due to the obtained information, the state can take defensive action. This paper analyses changes in the region’s states, and the evolution of Central Europe’s (CE) position in the international environment. Since forming in 1918, the new CE independent states have remained a focus for neighbouring powers and Western powers. The paper looks at the background for the historical, political, economic, demographic, cultural and geopolitical importance of Central Europe. Th ree essential periods can be distinguished, the first being the post-WW1 period, when after the downfall of Austria-Hungary and the weakening of Germany, Russia and Turkey, a number of independent states emerged. The lack of Western assistance and insufficient mutual cooperation meant that CE countries became subject to aggression from Berlin and Moscow. After WW2, the region was forcefully reintegrated into the Soviet Union – and its states were subjected to political, social, economic and cultural degradation. The downfall of the Soviet Union and democratic transition in the states of Central Europe contributed to the regional economic and security integration. EU membership and close ties to the USA forged significant possibilities for development and becoming a subject of European policy. Historical experiences show that Central Europe has had a significant impact on international security in Europe. The region’s states of increasing signifi cance have the capability potential to forge their own concepts of close regional political and economic cooperation.

532. Another Story: What Public Opinion Data Tell Us About Refugee and Humanitarian Policy

The global reaction to US President Donald Trump’s executive order, “Protecting the Nation from Foreign Terrorist Entry into the United States”[1] of January 27, 2017, revealed great public sympathy for the fate of refugees and the principle of refugee protection. In the case of Europe, such sympathy has, however, been dismissed by politicians who have read concerns regarding security and integration as reason for introducing restrictive policies on asylum and humanitarian assistance. These policies are at odds with public sentiment. Drawing upon public opinion surveys conducted by Amnesty International, the European Social Survey (ESS), and Pew Global Attitudes Survey across the European Union and neighboring states, this article records a marked divide between public attitudes towards the treatment of refugees and asylum seekers and official policies regarding asylum and humanitarian assistance, and seeks to understand why this is the case. The article suggests that post-9/11 there has been a reconfiguration of refugee policy and a reconnecting of humanitarian and security interests which has enabled a discourse antithetical to the universal right to asylum. It offers five possible explanations for this trend: i) fears over cultural antagonism in host countries; ii) the conflation of refugees and immigrants, both those deemed economically advantageous as well as those labelled as “illegal”; iii) dominance of human capital thinking; iv) foreign policy justification; and v) the normalization of border controls. The main conclusion is that in a post-post-Cold War era characterized in part by the reconnecting of security and humanitarian policy, European governments have developed restrictive policies despite public sympathy. Support for the admission of refugees is not, however, unqualified, and most states and European populations prefer skilled populations that can be easily assimilated. In order to achieve greater protection and more open policies, this article recommends human rights actors work with the United Nations High Commissioner for Refugees (UNHCR) and its partners to challenge the above discourse through media campaigns and grassroots messaging. At a time when Europe faces numerous crises, there is a real need for rigorous evidence to underpin effective policymaking. However, a gap between academia and policy creates clear obstacles in the use of evidence in policymaking. Many of these enduring obstacles are manifest in the inherent differences between separate communities: academics have difficulty communicating research in an applicable manner, and policymakers, in turn, tend to focus on operational motivations. The gap widens considerably when foreign, security and defence policy within the complex institutional structures of the European Union is considered. In addition to these well known barriers to evidence-based policy, there are two more obstacles in the defence and security space: sovereignty and dispersed decision-making. Security and resources are closely linked together. To broaden the category of security from strictly military and defense issues to include energy and resource security is not a new idea. Ultimately, “security is what actors make it.“ This definition of securityis a wide ranging one and includes political and military aspects as well as societies and their developments including many actors and different levels and sectors – so called `units`. This wide definition is also useful for analysing the Levant region, which is currently undergoing a period of transformation. On the one hand, developments since 2010 have applied increasing pressure on the actors of the so called sub-Regional Security Complex (RSC) Levant. On the other hand, new development can be observed in the level of interdependence in the substitution of natural resources like water, gas and oil. Internal transformation of the region has occurred and will lead to a transition of the region. 538. Morocco's Return to the African Union: Strengthening the Continent's Future

From a strategic perspective, Morocco’s decision to join the African Union (AU) 33 years after quitting the bloc illustrates King Mohammed VI’s vision of his country’s role on the continent as a platform for regional economic, political and security cooperation. It followed almost two decades of personal diplomatic efforts by the king to further Morocco’s goal of supporting greater regional and continen­tal stability through common economic and political interests. Although some observers in the United States may have been surprised, the move—announced by King Mohammed VI in the summer of 2016—is a natural next step in his South-South economic diplomacy. Because of that diplomacy, at the African Heads of State Summit in Addis Ababa this past January, Morocco not only gained admission to the African Union, but it did so with the support of an overwhelming majority—39 of 54— member states. Morocco’s desire to play a stronger leadership role is seen by the king as rooted in the country’s historic ties throughout the region, as well as its long-standing outreach to build ties beyond its existing network in francophone and African countries on the Atlantic. For him, the move has a cultural and economic logic, as well as a strategic one. The AU decision also comes at a time when the United States is, according to various news reports, considering repositioning North African countries (except Egypt), as part of the Africa division at the National Security Council and the Africa bureau of the State Department, rather than as part of the Middle East departments. In the Near Eastern Affairs bureau, Morocco policy was not a high priority, mainly because it was a non-problem in a very troubled region. With the new configuration, I hope attention to Morocco will better reflect its role as one of Africa’s top economic and security power­houses, with one of the continent’s most democratic governance structures and most liberal economies, as well as its potential position as the preferred economic gateway to Africa for the United States and other world powers. This could have a profound impact on Morocco’s importance to U.S. policy and raise the value of our longstanding partnership with this key African nation.

Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.

Given Brazil’s regional prevalence, its low, late and soft investment in regional security governance appears puzzling. We approach the puzzle through an analysis of contextual features, institutional overlap and policy networks, especially regarding nuclear energy and the environment. Our findings show that Brazil’s behavior is explained by a combination of low regional risks, scarce domestic resources, a legalistic regional culture of dispute settlement, and transgovernmental networks that substitute for formal interstate cooperation and deep regional institutions.

The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Nuclear terrorism has emerged as one of the principal concerns for states maintaining nuclear weapons technology as well as states maintaining peaceful nuclear programs. The idea is that non-state entities, in pursuance of their goals of achieving maximum tactical leverage over states, aspire to either jeopardize nuclear facilities as a means to warrant a radiological anomaly or would, in worst case scenario, acquire or construct weaponized devices. The concept of Improvised Nuclear Device (IND) or Radiological Dispersal Device (RDD) is both argued as a plausibility and as a reality in current global technological layout. More specified to South Asia, where non-state entities are allegedly employed for transnational target acquisition and the where the security paradigms are hampered by technological inferiority, it is speculatively concluded that chances of such occurrences are marginally higher as compare to other nations. Vulnerabilities of South Asia pertaining to radiological terrorism are extended internationally based upon proliferation patterns in South Asia, utilization of proxies for achievement of leverage, comparative technological inferiority of nuclear facilities and auxiliary systems, spread and introduction of terrorism in South Asia, lack of understanding of nuclear terrorism and inability to proactively participate in international non-proliferation regimes and designs. Important considerations in these regards would then have to focus on efficacy of security infrastructure from production to disposal and from civilian to military nuclear installations. Where in South Asia, states have maintained secrecy and state control over nuclear installations, radiological terrorism seems a highly unlikely scenario postulation but being cautious is still operationally necessary.

Pakistan, is making long term counter terrorism policies .This present research focuses on the role of police regarding this issue by raising some questions. What are the perceptions of public about police legitimacy, police performance, procedural justice and distributive justice? What are the instigating factors that may influence publics‟ attitude towards police and counter terrorism policing strategies? Pakistan police force must improve its police public relationship as a method to employ in combating and dealing with terror threats, since this strategy will have a direct impact on fight against terrorism in Pakistan. Miscreants attacked states legal institutions to make it more fragile in order to challenge the writ of the government. Police has also become target for these extremist groups in Pakistan because of its politicization that some terrorist organizations consider against their religious ethos so the role of police becomes important in the affairs of state. The best practices for fight against radicalization, Building Trust between the Citizens and the Police: Incorporating International Experiences and Police – Army Cooperation are important steps. Since the police is conscientious for positively symbolizing the authority of the state, their conduct to citizens is imperative for promotion of law-abiding approach amongst the public. Responsible role of police will help the state and society to counter terrorism in Pakistan.

South Asia hosts almost a quarter of the world‟s population. Despite achieving consistent economic growth, the region is marked by dense poverty and human deprivation. In this article, I discuss the issue of human security and argue that governments of the region need to focus on burgeoning nontraditional security threats to promote well-being of the people and improve the quality of their lives by investing resources in human development and implementing the constitutional provisions needed to protect fundamental human rights and dignity. In February 2017, California’s Oroville Dam threatened to collapse due to an unprecedented level of water in its reservoir. Faced with the possibility of calamity (Oroville Dam is the nation’s tallest at 770 feet), state officials evacuated 200,000 people from downstream areas.[1] The Oroville incident followed another high-profile water tragedy in the United States. In December 2015, Flint, Michigan Mayor Karen Weaver declared a state of emergency because lead contamination from Flint’s ancient water pipes poisoned the city’s water supply, making it unsafe to drink.[2] Michigan’s governor, Rick Snyder, and President Obama both followed with similar declarations. Flint sadly became a national symbol of incompetence, to some even proof of deliberate malfeasance by public officials. Despite remedies to fix the problem, Flint’s water remains unsafe, and the city’s residents continue to go about their lives drinking bottled water. These cases are more than just poignant demonstrations of the truism that water is life. They show that even in advanced societies, there is a fine line between water security and insecurity, between having and not having on-demand clean water in exactly the right quantities at precisely the right moment. In the United States, we are the beneficiaries of past investments in water infrastructure that have removed water insecurity from our lives. We believe that simply turning a tap provides clean, drinkable water as a free good of nature, as readily available to everyone as it is to us. Unfortunately, this assumption is not only untrue, it is dangerous to boot. A great many societies around the world are water insecure, meaning their inhabitants do not enjoy what Americans take as a given. Despite a profound global impact over the first half of the twentieth century, polio is largely an afterthought throughout the developed world. Vaccines engineered in the late 1950s paved the way for a precipitous drop in global disease burden with the onset of the World Health Organization-led (WHO) Global Polio Eradication Initiative (GPEI) starting in 1988. Recent indicators of the program’s success include a declaration of eradication in India[1] and a teeteringly low infection rate in Nigeria;[2] two of the disease’s last bastions. This progress, however, has been notably stifled by the steady persistence of a wild poliovirus reservoir centered in northern Pakistan along the Afghanistan-Pakistan (Af-Pak) border. Throughout significant portions of recorded history this region’s volatility has been well-documented, including a currently sustained network for the training of terrorist fighters dating back to the period of the 1979 Afghan-Soviet War.[3] These networks serve to both attract fledgling radical jihadist recruits and supply fighters globally, markedly providing many of the transnational fighters taking part in the Syrian Civil War. Their movement in and out of the Af-Pak region has provided a major disease vector for poliovirus. The location of a terrorist network transit hub in by far the world’s largest remaining reservoir of wild poliovirus poses a major challenge for policymakers. Due to several factors, including a decline in healthcare infrastructure throughout the western world, the situation presents a legitimate epidemiological threat. Nicole Nguyen’s A Curriculum of Fear: Homeland Security in U.S. Public Schools presents an ethnography of Milton High School (a pseudonym), which, when presented with dwindling resources, a reputation for disciplinary issues, and poor marks, made a Faustian bargain with the national security apparatus. The book was meticulously researched, with rich detail on social and environmental forces at play in its educational context. However, the author’s own political and normative biases will leave many readers frustrated that the book’s presentation does not live up to its content.

In a fairly humid, subtropical section of the United States, there is a site where sporadic gunfire sometimes rattles the windows of buildings nearby. At times, plaintive howls can be heard through those windows: the wails of wounded officers lying on neatly trimmed fields under the bright sun, waving their arms desperately to attract the attention of medics converging on a nearby field ambulance. Meanwhile, scores of military officers, civilian officials and law enforcement personnel inside the buildings barely notice, and all resist the presumably well-ingrained temptation to spring into action. Ignoring the noise outside is certainly understandable, for the sounds are from just some of many training exercises on the Army’s sprawling military base at Fort Benning, Georgia. The military officers, civilian officials and law enforcement personnel are students at one of the base’s facilities, the Western Hemisphere Institute for Security Cooperation (WHINSEC), and are deadly serious about their studies – on countering transnational threats, UN peacekeeping operations, and intelligence analysis of transnational operations, among other courses offered. But, there is one notable feature that distinguishes the educational exercises at this building from any other, and which unites the students in this particular facility: every student in every course begins studies with classes on human rights and democracy, as delineated by the U.S. experience.

Space cooperation is already taking place in the Asia-Pacific region. At the moment, there are three ongoing space cooperation platforms in this region. Japan and India host two regional forums respectively: the Asia-Pacific Regional Space Agency Forum (APRSAF) (1993) and the Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP) (1995). The APRSAF is a loose platform for voluntary information exchange on an annual basis. It does not pursue any legally binding agreements, but rather provides a flexible framework “to promote regional cooperation in space development and utilization through voluntary cooperative efforts of participating countries and organizations.”

There are often misunderstandings among member states in international organizations (IO) regarding the legal nature of certain acts. Issues of privileges and immunities based on the principle of functional necessity, both inherent and implied powers, and the principle of good faith under common law are continuously criticized and debated by both member states and IOs alike. For this reason, international legal order can be a process of continuous transition and constant evolution. This essay analyzes the development and changes of legal norms in the European Union’s (EU) Common Foreign and Security Policy (CFSP). On that basis, it will unfold by looking at the EU’s legal structure to create a solid framework for understanding the current challenges for common European defense policy in relation to Russia’s involvement in Ukraine. This paper examined conflicts and regional security in the Pacific. The paper has as its focus the roles of Australia and New Zealand (and the Pacific Islands Forum) in managing security in the Pacific using Papua New Guinea (Bougainville) and the Solomon Islands as case studies. It documented their peacekeeping experiences, and interrogated whether these operations were successes or not and why. Furthermore, the author explored whether the peacekeeping experiences in the Pacific and lessons learnt from these operations might be applicable to, and/or be helpful in developing a useful peacekeeping model for other regions. The argument of this paper is that, although Australia and New Zealand regional security management role is based on security concerns of the region but the national interests of these dominant states are also at play and a key factor that shape the nature and direction of interventions. As well, the dynamics of these operations have revolved around interaction between and among local, regional and global political factors. The author argued that peacekeeping in the Pacific (especially in Bougainville and the Solomon Islands) may not offer an appropriate peacekeeping model in such-conflict ridden settings as Africa where armed violence are more complex, protracted and involve full-scale military actions as opposed to low-intensity and localised conflicts in the Pacific, but some of the peacekeeping lessons from the region may be helpful to other peace operations, especially Peacekeeping the 'Pacific Way'.

The US Exit Strategy 2014 from Afghanistan has now entered one of their final phase, which happens to be the Withdrawal from Afghanistan. The US has already lessened its troops, though there were certain changes after Trump came to power. But still there is a looming confusion which exists regarding the aftermath of the event. That is how this Withdrawal will come to play and what would the Afghanistan’s post-US withdrawal would look like. Moreover, Pakistan will also be affected in more than one ways. The US is going to be leaving quite a vacuum upon which many regional and foreign powers have set their eyes on. India, Iran, China and Russia are all going to be a part of the post-US Afghanistan but this might only produce more instability. Abstract:
The US Exit Strategy 2014 from Afghanistan has now entered one of their final phase, which happens to be the Withdrawal from Afghanistan. The US has already lessened its troops, though there were certain changes after Trump came to power. But still there is a looming confusion which exists regarding the aftermath of the event. That is how this Withdrawal will come to play and what would the Afghanistan’s post-US withdrawal would look like. Moreover, Pakistan will also be affected in more than one ways. The US is going to be leaving quite a vacuum upon which many regional and foreign powers have set their eyes on. India, Iran, China and Russia are all going to be a part of the post-US Afghanistan but this might only produce more instability. Moreover, it will have drastic security, political and strategic implications for Pakistan. The picture which comes to the mind is going to be of an everlasting loop of security complexes and strategic undertones after the withdrawal.

This research paper is aimed at evaluating prevailing global scenario and the dynamics of shift of power from the West to the East. Efforts have been made to analyze the economic, political, and security trends to understand important aspects of the power transition process. Currently, there is an enough literature available, which proves the existing consensus among many experts that China is playing a central role in the process of shift of power from the West to the East. Therefore, while explaining this transition process, it is pertinent to focus on the leading role of China and its possible implications. So, this study further highlights the rising power of China covering an overall picture of China, particularly its economic development process, the political and cultural aspects, and the military modernization. Efforts have been made to give an analytical view that how the rise in economic power is gradually transforming itself into political, diplomatic, and military strength of China. Besides; this research effort also focuses on how China is adjusting its foreign policy posture in the regional and global affairs, which culminates or aims at adjusting itself to globalization process.

LAST SPRING, an event in the Arab world shocked everyone. The Kingdom of Saudi Arabia (KSA), Bahrain and the United Arab Emirates (UAE) withdrew their ambassadors from Doha, the capital of Qatar, their ally. One of the smallest members of the Cooperation Council for the Arab States of the Gulf (GCC) was accused of supporting “anyone threat- ening the security and stability of the GCC whether as groups or individ- uals – via direct security work or through political influence ... and hos- tile media.” On June 5, 2017, the KSA, UAE, Bahrain, and Egypt officially dis- continued diplomatic relations and all types of communication with Qatar. Later, they were joined by the Maldives, Mauritius and Mauretania. Jordan and Djibouti lowered the level of their diplomatic representations in Doha. Several African countries – Senegal, Niger and Chad – recalled their ambassadors. Kuwait and Oman, both GCC mem- bers, stayed away from the action. Later, the three initiators handed Doha a list of 13 demands to end a major Gulf crisis, insisting that Qatar should shut down the Al Jazeera network, close a Turkish military base and scale down ties with Iran. They gave Qatar 10 days to comply with the demands and agree to annu- al audits in the following 10 years.1 Qatar rejected this ultimatum as inter- ference in its sovereignty. Possible repercussions notwithstanding, what happened to Qatar can be described as a manifestation of the deeply rooted social and political changes in the Arab East caused by the color revolutions unfolding amid globalization, informatization, democratization, gradual destruction of the traditional values of Eastern societies, and the frantic efforts to find adequate answers to these challenges.

Abstract:
Preparations for Chinese President Xi Jinping’s state visit to the US in September were the primary focus of the US-China relationship from May to August. The seventh Strategic and Economic Dialogue (S&ED) was held in June in an effort to tee up agreements for the summit. Friction increased on a range of issues, including China’s artificial island building in the South China Sea, Chinese cyber hacking against US companies and the US government, and repressive laws and actions undertaken by the Chinese government, some of which are likely to have negative repercussions for future US-China people-to-people exchanges. National Security Adviser Susan Rice traveled to China at the end of August to finalize deliverables for the summit amid reports of a possible Obama administration decision to impose sanctions on China for cyber-enabled theft of US intellectual property before Xi’s arrival.

Abstract:
Senior State and Defense Department officials made several visits to Southeast Asia over the summer months, assuring their hosts that the US remained committed to a robust air and naval presence in the region, and assisting the littoral countries of the South China Sea in developing maritime security capacity. Washington is particularly focused on providing a rotational military force presence in Southeast Asia. On the South China Sea territorial disputes, US officials emphasized the need for peaceful approaches to conflict settlement among the claimants, pointing to arbitration and negotiation based on the 1982 UN Convention on the Law of the Sea. Washington has also accentuated the importance of security partners for burden-sharing, noting the potential for an enhanced role for Japan’s Maritime Self-Defense Force in South China Sea patrols. Efforts to involve Southeast Asian states in negotiating the Trans-Pacific Partnership (TPP) have elicited candidates from only four of the 10 ASEAN states – Malaysia, Vietnam, Singapore, and Brunei. Others have problems meeting several requirements associated with the partnership.

The US presidential election was the primary influence affecting US-Japan relations in the fall of 2016. Japan was brought into the spotlight during the campaign with Trump repeatedly criticizing Tokyo for unfair trade practices and free riding in the alliance. The outcome of the election left many Japanese worried about the future of the alliance. Prime Minister Abe quickly reached out to President-elect Trump, arranging a meeting with him in New York on Nov. 18. Beyond the attention given to the election, the LDP and Abe also sought to support the Obama administration by ratifying the Trans-Pacific Partnership and promoting maritime capacity building in Southeast Asia. President Obama and Prime Minister Abe met for the last time in Hawaii on Dec. 27. Uncertainty abounds on the economic and strategic fronts in the coming year, but the biggest unknown for the bilateral relationship will be the new US president and his approach to Asia.

North Korea’s fifth nuclear test on Sept. 9 and the intensified test-firing of a range of missile types throughout 2016 underscored existing weaknesses in using dialogue and sanctions as a response. The timing of Pyongyang’s latest provocations coincided with the G20 Summit in Hangzhou and ASEAN-related meetings in Vientiane. President Park Geun-hye used the venues for sideline talks with President Xi Jinping and President Obama. The nuclear test directly challenged a nonproliferation statement adopted by East Asia Summit (EAS) members on Oct. 8, which urged North Korea to abandon its weapons programs. Following extended negotiations with the US, China finally joined the international community in adopting UN Security Council Resolution 2321 on Nov. 30. In addition to strains in the China-DPRK relationship, regional coordination on North Korea remains challenged by disputes between China and the ROK over THAAD and illegal Chinese fishing.

Going into the final months of 2016, Seoul-Tokyo relations had been on a positive trajectory, creating that ill feeling that it was time for things to go awry. While the relatively calm period witnessed palpable results with the signing of the General Security of Military Information Agreement (GSOMIA) and solidarity against North Korea’s provocations, the political chaos in South Korea that climaxed with the impeachment of President Park Geun-hye in December put the brakes on further developments. The scandals surrounding the abuse of power involving a shadowy confidante made it difficult to shake off the feeling that the administration’s deals with Japan have become tainted. Now, South Korean presidential hopefuls are tapping into public discontent to undermine the “comfort women” deal reached in December 2015, and there is high skepticism in the media over the implementation of GSOMIA.

The transition to the new Trump administration was far smoother for Japan than for other US allies. Prime Minister Abe Shinzo’s visit to Trump Tower the week after the election in November undoubtedly helped smooth the way, and his visit in February proved to be a successful confirmation of Tokyo’s highest priorities for alliance cooperation. Secretary of Defense James Mattis and Secretary of State Rex Tillerson both headed to Northeast Asia, reassuring Tokyo and Seoul of the administration’s commitment to its Asian allies. This early effort helped ensure continuity rather than disruption would be the theme for the US-Japan alliance for the next four years. North Korea, of course, helped that return to normalcy. Yet not all was settled in these early months. How the new administration was going to define its approach to trade remained ill-defined. The Japanese government, however, was not interested in a conversation that focused only on trade.

The US-China relationship got off to an active, albeit fitful start after Donald Trump assumed the presidency on Jan. 20. Once Trump agreed to honor the US “one China” policy, Chinese officials engaged positively with their US counterparts, and planning began for the inaugural Trump-Xi meeting. China’s top diplomat, Yang Jiechi, visited Washington at the end of February, and Secretary of State Rex Tillerson traveled to Beijing in mid-March. The highlight of this period was the Trump-Xi summit, which took place at Mar-a-Lago on April 6-7. One of the major summit deliverables was the creation of a new high-level mechanism, the US-China Comprehensive Dialogue, which will be overseen by Trump and Xi. North Korea emerged as the pressing issue for the Trump administration as well as in the bilateral US-China relationship. Trump apparently made clear to Xi that if China is unwilling to cooperate, the US would seek to solve the North Korea threat unilaterally, including by pursuing penalties against Chinese banks and companies doing business with North Korea. After the summit, Trump called Xi twice to discuss North Korea and to urge him to put greater pressure on Pyongyang.

In February, President Trump told President Xi Jinping that the US would honor its one-China policy. This eased concern that the new administration would radically change US policy toward Taiwan, but it remains unclear how the Trump administration will deal with specific Taiwan issues. Relations between Beijing and Taipei have continued to be in an unstable but calm state in the early months of 2017. The formal channels of dialogue remain closed and no significant effort has been made to reopen them. In the meantime, practical issues have been dealt with, sometimes constructively but often in ways that exacerbate the lack of trust. This unstable and risky situation will likely continue in the months ahead.

The first four months of 2017 have been a momentous and tumultuous period for Korea. As of mid-May, the peninsula remains in a state of high anxiety and no little tension. A crisis? Maybe. Yet without counseling complacency, recent history suggests that that term tends to be over-applied to this part of the world’s recurring episodes of tension: amply chronicled down the years (for the present century) in successive issues of Comparative Connections. The reasons for this latest bout of tension are partly local but most global, or more precisely trans-Pacific. The local causes derive from both Koreas, if as usual mainly the North. During the past four months as in the previous five years, Kim Jong Un’s regime has shown little sign of a wish to lower tensions, mend fences, or even pursue normal relations with other states, friend or foe. Now in his sixth year in power, the third Kim remains unique as a 21st-century leader who in this era of globalization – and despite his own years of schooling in Europe – has neither ventured abroad nor met any other head of state or government, even on his home turf. The DPRK’s boasts of self-reliance may be mendacious on the economic front, where (as widely canvassed) Chinese sustenance remains vital. Yet diplomatically it does indeed stand alone; the more so as Pyongyang has begun bombarding even Beijing with the aggressive insults long hurled by Pyongyang at Seoul, Tokyo, and Washington. Kim seems to share the stance of Millwall FC, a notoriously ‘hard’ London soccer club whose fans chant: “No one likes us, we don’t care.” His father and grandfather were more subtle, at least in not picking fights Bruce Lee-style with all comers simultaneously. But just as success has long eluded Millwall, showing the finger to everyone can hardly work for Kim Jong Un long-term. It is not just words that North Korea lobs. This Kim has markedly accelerated the DPRK’s development of both nuclear weapons – an unprecedented two tests in 2016, after three in the decade from 2006 – and the ballistic missiles (BM) that might one day carry them. True to form, the first four months of 2017 saw half a dozen BM tests, not all successful. Yet contra many predictions, Kim has not (so far) marked the recent transitions of political power in two of his main foes – Washington first, and now Seoul too – with a nuclear test; unlike in May 2009 when Barack Obama faced that challenge, or February 2013 when a nuclear blast greeted both the re-elected Obama and the incoming Park Geun-hye. Still, with most of 2017 to go, it might be premature to seek to explain what may be a temporary non-event.

There is no doubt that Nigerians conceive their country as the giant state in Africa, principally for the country’s human and material endowments. In the realm of foreign policy, it is Nigeria’s status more than that of any other black African country, that most determines Africa’s collective future. Nigeria is determined not just to play its leadership role in Africa, but to also build upon it.1 It is against this background that Nigeria’s problem of capability comes in. A country that utilizes less than 10% of total steel used in Africa, less than 12% of all the power generated in Africa, a country that is associated with institutional failings and where social upheavals threatens the polity because of inept and corrupt leadership, it is doubtful if Africa will entrust its destiny to the crippled state. Using the “leadership role conception”2 as the theoretical framework, this paper examines the successes and challenges in this monumental task of leading Africa in the 21st century.

Abstract:
After the independence of South Sudan from Sudan on 9 July 2011, the Japanese government decided to dispatch its Self-Defence Forces (SDF) to South Sudan under the auspices of the United Nations Mission in the Republic of South Sudan (UNMISS). Despite the post-conflict military clashes in South Sudan, the Japanese government did not withdraw the SDF, but instead, the Abe administration assigned a new mission, the so-called ‘kaketsuke-keigo’ (‘rush and rescue’), to rescue staff of international organisations and non-governmental organisations (NGO) in preparation for possible armed attacks during peacekeeping operations. The new mission can be regarded as Prime Minister Abe’s ‘proactive contribution to peace’ (proactive pacifism) in action, and the policy is congruous with the purpose of ‘human security’ and ‘protection of civilians’. This paper aims to investigate Japan’s contribution to peacekeeping operations in South Sudan and examine associated dilemmas facing the United Nations, the Japanese government, and the Japanese peacekeepers in UNMISS – which need to be overcome for future international peace operations.

Abstract:
Since independence in 1960, insecurity has been a feature of the Nigerian State as conflicts in different parts of the country have continued to make life insecure. In the Niger Delta, violence has been the bane of the region where conflicts have been occurring for over four decades. Beginning from the pre-colonial period, the region has witnessed a series of conflicts, which had their roots, initially in the protest against injustice, and in recent years in the quest for resource control. All efforts to resolve conflict in the region failed until 2009 when amnesty was declared by the Yar’adua/Jonathan administration and some form of uneasy peace prevailed. However, seven years down the line, there is renewed militancy in the region and effort is once again geared towards finding lasting peace. This article assesses the efforts made by the Federal Government of Nigeria to address conflicts in the region from the early 1960s to date. It is based on a literature study and on the author’s knowledge of the issues in the Niger Delta. Findings from the work show that the Federal Government’s approach to resolving conflict in the region has not been successful because it has not adequately addressed the issues that gave rise to the conflict, and because of its emphasis on the use of force. The article therefore recommends a Collective Non-violent Conflict Management approach – involving a group of negotiators, both international and local, an international mediator, as well as all the parties to the conflict – as the means for resolving conflict in the region. There is no doubt that a viable resource conflict strategy based on an alternative framework of multilateral cooperation is necessary for resolving and preventing a recurrence of future conflict in the Niger Delta region.

581. Honing Cyber Attribution

Concerns about state-directed cyber intrusions have grown increasingly prevalent in recent years. The idea that state principals can obfuscate their involvement in such attacks by delegating operational tasks to non-state agents poses a particularly significant challenge to international enforcement and remedies. Gaps in international law, coupled with obstacles to detection in such cases, may make it more difficult to bring sponsoring states to justice. This paper offers a roadmap for assessing the propensity of states to delegate to non-state actors and correct for false positives in standard (typically more technical) cyber attack attribution methods. I conclude that the conditions under which attacks are likely to have been backed by sponsoring states occupy a much narrower window than conventional wisdom suggests, and that the universe of transgressors can be identified when standard indicators overlap with specific conditions.

Abstract:
Attribution of malicious cyber activities is a deep issue about which confusion and disquiet can be found in abundance. Attribution has many aspects—technical, political, legal, policy, and so on. A number of well-researched and executed papers cover one or more of these aspects, but integration of these aspects is usually left as an exercise for the analyst. This paper distinguishes between attribution of malicious cyber activity to a machine, to a specific perpetrator (often a human being pressing the keys) initiating that activity, and to an adversary that is deemed ultimately responsible for that activity. Which type of attribution is relevant depends on the goals of the relevant decisionmaker. Further, attribution is a multi-dimensional issue that draws on all sources of information available, including technical forensics, human intelligence, signals intelligence, history, and geopolitics, among others. From the perspective of the victim, some degree of factual uncertainty attaches to any of these types of attribution, although the last type—attribution to an ultimately responsible party—also implicates to a very large degree legal, policy, and political questions. But from the perspective of the adversary, the ability to conceal its identity from the victim with high confidence is also uncertain. It is the very existence of such risk that underpins the possibility of deterring hostile actions in cyberspace.

America’s future, and that of other nations and peoples, will be most secure in the long term with an emphasis on future prosperity unlocked by the Internet. The Internet may have surpassed Johannes Gutenberg’s printing press as history’s most transformative invention because of how it has spawned parallel and simultaneous revolutions across other technologies. By making information so cheap to produce, compute, and share, the Internet enabled rapid advances in technologies as far afield as manufacturing and genetics. The problem is that there is no guarantee the future of the Internet, and the larger entirety of cyberspace, will be as rosy as its past. It is possible, even likely, that the Internet will not remain as resilient, free, secure, and awesome for future generations as it has been for ours. Imagine that twenty years after the invention of the printing press, the pope and the princes of Europe—in fact, anyone who had some basic skills and desire to do so—had the ability to determine exactly what was being printed, exactly who was printing it, and exactly to whom they were sending it. Worrying about intellectual property theft, privacy, or civil rights (had those concepts existed) would have missed the bigger picture. With no trust in the underlying communication medium, the future of Europe and the future of humanity would have been profoundly changed—not just for five years, but for 500. If the printing press was so easily compromised as computers are today, could there even have been a Renaissance or an Enlightenment? This amazing transformative technology, the Internet, is unsustainable unless we make sweeping changes. We are all becoming absolutely dependent on an unknowably complex system where threats are growing far faster than the Internet’s own defenses and resilience.

Abstract:
This work explores the changes that took place in the 1960s in the Spanish Armed Forces. The aim is to analyse the nature of such changes and transformations and to what extend there was an influence or assimilations of the development in such field beyond our borders. The main sources are the writings, works, essays and speeches that have come out of the hands of the militaries of the three armies thanks to an abundance of unpublished documentation under-explored.

Abstract:
The past several years have been an era of relative calm in U.S.-South Korean trade and economic relations. The Trump administration, however, has signaled two potential paradigm shifts that could lead to greater tension in the bilateral economic relationship. The first is the president’s relatively negative view of existing U.S. trade policy and willingness to at least threaten the use of measures that historically have been infrequently deployed to correct what he views as its failures. This may affect the future course of the South Korea-U.S. Free Trade Agreement (KORUS FTA), which the administration presumably will scrutinize as part of its examination of relationships in which the United States runs a trade deficit. Second and intimately related, the president has signaled in his statements a willingness to use U.S. security relationships to influence economic relations and vice versa. On both fronts, uncertainty abounds, due in part to existing institutional structures that limit the president’s ability to take new policy directions without, for example, the consent of Congress. The administration’s own lack of clarity on its policy priorities and the possibility that stating seemingly extreme positions may represent a negotiating tactic rather than a policy shift, also cloud the outlook for how the United States will approach the bilateral economic relationship. The uncertainty also reflects the fact that key trade policy officials, including the United States Trade Representative (USTR), have yet to be confirmed.

Abstract:
The United States relies on its ability to project military power far forward of its shores in defense of national and allied interests. Yet the diffusion of technology, especially long-range and precision-guided munitions, poses profound challenges to this core assumption undergirding U.S. extended deterrence and alliance contingency response. The U.S. Department of Defense is seeking technological and operational innovations to deal with these unfavorable trends, largely through military modernization programs that are designed to preserve the United States’ capacity to deter aggression, dissuade adventurism, reassure allies, and defend allied and national interests in the event of conflict. Most analysis of America’s so-called “Third Offset Strategy” has focused on deploying leading-edge technologies to overcome China’s military modernization programs. Almost nothing has been written about a Third Offset Strategy through the prism of the Korean Peninsula. Yet the Third Offset Strategy can bolster the alliance’s response to North Korea, reinforce deterrence, and support regional security. This paper seeks to fill a gap in the analysis by assessing the emerging U.S. defense programs with respect to North Korea, Peninsula contingencies, and ROK–U.S. alliance cooperation on regional and outof-area security issues.

588. Analyzing Japan’s Role in Korean Security within the Framework of the Quasi-Alliance Model

Abstract:
This paper assesses Japan’s role in Korean security using the quasialliance model. Developed by Professor Victor Cha, the quasi-alliance model to analyze the security relationship between Japan and the Republic of Korea, “two states that remain unallied despite sharing a common ally.” Cha defined the quasi-alliance model as “the triangular relationship between two states that are not allied, but share a third party as a common ally.” A key assumption is that the third state serves as the “great-power protector of the two states, and therefore exit opportunities for the two are limited.” While historical issues affected relations between Tokyo and Seoul, American security policies were the primary determinant of cooperation between Japan and Korea. American policy changes produced distinct “abandonment” or “entrapment” responses within the U.S.-Japan and U.S.-ROK security alliances: shared perceptions yielded cooperation, while differing views produced friction. This paper analyzes America’s East Asia policies during the Bush and Obama administrations to assess Japanese and Korean reactions. Analyzed through the quasi-alliance model, American policies produced asymmetric responses in Japan and Korea, inhibiting security cooperation between Tokyo and Seoul. Diverging views of China exacerbated inherent friction between Korea and Japan. Thus, Japan will play a limited role in Korean security.

Abstract:
The Arctic has emerged as a topic of tremendous hype over the last decade, spawning persistent debates about whether the region’s future is likely to follow a cooperative trend or spiral into conflict. Official Canadian military statements, all of which anticipate no near-term conventional military threats to the region, predict an increase in security and safety challenges and point to the need for capabilities suited to a supporting role in an integrated, whole-of-government (WoG) framework. This entails focused efforts to enhance the government's all-domain situational awareness over the Arctic, to prepare responses to a range of unconventional security situations or incidents in the region, and to assist other government departments (OGD) in their efforts to enforce Canadian laws and regulations within national jurisdiction. Despite popular commentaries suggesting that military deficiencies in the North make Canada vulnerable, we argue that the Canadian Armed Forces are generally capable of meeting its current and short-term requirements and is responsibly preparing to meet the threats to Canadian security and safety that are likely emerge over the next decade.

590. Revisiting Africa in Canadian Security Planning & Assessment

During the Second World War, Canadian expeditionary forces played a proportionally significant role in the war in Europe, but, just like the First World War, Canada avoided or was not asked to consider deployment of land forces in any significant way to African theatres of operations. Not since the South African War (also known as the Second Anglo-Boer War) of 1899-1902 had Canadian-raised combat arms units been sent to the continent. Between 1956 and 1969, however, Africa became an active theatre of operations for the Canadian Armed Forces (CAF), but in substantially new roles: peacekeeping (Suez, Congo) and military training and assistance outside the North Atlantic Treaty Organization (NATO) (Ghana, Tanzania and Nigeria). Africa was the experimental lab for both of these new taskings, and the first time Canadians served alongside, under, or trained soldiers from newly independent African states. Canada’s early engagement with post-colonial Africa was led by security, commercial, and world order considerations, with the CAF and not official humanitarian and/or development assistance at the forefront. Where commercial and security concerns characterized Canada’s initial activity (1955-1965), between 1965 and 1975 development, “facilitated by, rather than caused by, the public’s increasing responsiveness to the humane internationalism of the era,” came to dominate Canada-Africa relations.1 From one of the lowest contributors to foreign aid on a proportional Gross National Product basis in the early 1960s, Canada had surpassed many other major and minor Western donors by the middle of the 1970s.2 Not unrelatedly, the 1970s also marked a nadir of Canadian defence spending, with the CAF shrinking in personnel, its presence in Europe halved, and its ships, aircraft, vehicles, and even small arms aging without replacement. Under Prime Minister Pierre Elliot Trudeau, from 1968 to 1979, the government’s international fiscal envelope skewed spending heavily towards development at the expense of defence. Peacekeeping – or at least support for “Collective Measures for maintenance of peace and security embodied in the Charter of the United Nations”3 – that rated first mention in the 1964 White Paper on Defence – dropped to last in the foreign policy priorities articulated in the 1970 foreign policy overhaul, Foreign Policy for Canadians,4 and the subsequent 1971 White Paper on Defence. Military training assistance efforts shrank to a care and maintenance basis in the 1970s, totalling less than 0.25% of Canada’s growing annual foreign aid budget.5 Kilford concludes his chapter on the winding down of military assistance in the early 1970s with the observation that it took thirty years (until the early 2000s) “before the funds allocated for military assistance even came close to the amount spent in the 1960s.”6 These periodic shifts that privileged defence/security over development, or development over defence/security (to use two of the “3Ds” of diplomacy, defence, and development now in regular use), have represented a somewhat regular thematic influence in Canadian relations with Africa. At times, especially during the “human security” era of the late 1990s, development and security were seen as complementary. In the mid-2010s, however, there is wide consensus that security, development, and governance are the three crucial interlocking pillars required to underpin Africa’s economic prosperity, human empowerment, and regional stability. In other words, one cannot be prioritized at the expense of the others if any kind of long-term stability is the goal of local and international stakeholders. Over fifty years of pursuing development and conflict-management in Africa and fifteen years of doing the same in Afghanistan have produced agreement on the three pillars but no consensus about how to go about cultivating them concurrently. Many good intentions around state-building, poverty alleviation, humanitarian intervention, and conflict amelioration have foundered on the shoals of the hard reality of political and economic complexity and vested interests, both local and international. This is the conundrum which lies behind this “African security” themed issue of the Journal of Military and Strategic Studies. It follows a workshop the editors co-chaired, in June 2016 at the University of Calgary, on the precise theme of “Revisiting Africa in Canadian security planning and assessment,” an initiative which grew out of that conundrum.7 As Canada signals it will again increase its involvement in addressing African security and development challenges,8 the workshop examined the difficulties in mobilizing consensus around what Canada and other external actors can and should do, as well as some of the multifaceted security challenges facing contemporary Africa, from terrorism and transnational criminal networks to political elites who are not that interested in deepening constitutionalism. This collection of essays showcases the research and insights of a handful of the over thirty participants at the June workshop.9

Abstract:
It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

La Estrategia Global de Seguridad de la UE no aborda adecuadamente ni el cambio climático como prioridad fundamental ni algunas de sus implicaciones en las políticas de los Estados Miembros de la UE.

Abstract:
El presente artículo hace un recorrido de las relaciones de la UE y Rusia en la última década y constata el deterioro en las relaciones bilaterales. La Rusia de Putin se ha convertido en un jugador geoestratégico muy activo, con un comportamiento inquietante, rompiendo equilibrios de la escena internacional que se arrastraban tras el final de la guerra fría. Rusia es una prioridad de la política exterior y la seguridad europea en la nueva Estrategia Global de Seguridad, pero ha llegado a ser también un formidable competidor. Este aspecto tendría que haber vertebrado más esta sección de la Estrategia que no resulta convincente. Simultáneamente, la cuestión que no queda clara es qué instrumentos tiene la UE para la defensa de sus vecinos cuando pueda ponerse en cuestión la soberanía o la defensa territorial, cuestión que va más allá del apoyo a la resiliencia de estos vecinos.

Abstract:
The postwar development of the Intelligence Services in Japan has been based on two contrasting models: the centralized model of the USA and the collegiality of UK, neither of which has been fully developed. This has led to clashes of institutional competencies and poor anticipation of threats towards national security. This problem of opposing models has been partially overcome through two dimensions: externally through the cooperation with the US Intelligence Service under the Treaty of Mutual Cooperation and Security; and internally though the pre-eminence in the national sphere of the Department of Public Safety. However, the emergence of a new global communicative dimension requires that a communicative-viewing remodeling of this dual model is necessary due to the increasing capacity of the individual actors to determine the dynamics of international events. This article examines these challenges for the Intelligence Services of Japan and proposes a reform based on this new global communicative dimension.

Kashmir is the oldest and the most serious dispute between Pakistan and India. Various efforts at the bilateral and multilateral levels could not resolve this problem. The two countries have fought hot and cold wars which undermined their bilateral relations. India’s efforts to strengthen its control of Kashmir by use of force have always been questioned by Pakistan that supports Kashmiri demand for right self determination under the UN Resolution of 1948-49. This paper analysis the origins of the Kashmir dispute, its influence on Indo-Pakistan relations, and the prospects for its resolution.

Water is an essential ingredient for the preservation of life on earth. Maintaining the food chains and humanizing the life standards are closely connected to the fresh and clean water accessibility. But, declining the magnitude of water and enhancing of its demands have extended the space between water accessibility and water demand. In Pakistan like many other countries of the world particularly in Asia, high population growth rates, feudal and aristocratic dominancy over community advantageous areas, swiftly urbanization, climatic changes, local and social variances in collaboration of absence of institutional responsibility and governance malfunctions have pressurized and over-stressed the water resources of the country. Although, water is not the only threat to human security of Pakistan but an infuriating factor to worsen the human security conditions in the country. Such water-stressed conditions in the country are mostly misused by some pressure groups and non-state actors to exploit the deprived people for the purpose of the promotion of their respective agendas. Therefore, it is dire need to understand the water accessibility, accepted water allocation among provinces, water mechanisms, inconsistency and requirement in Pakistan and its connection with security threats. This paper portrays the analysis about some of the most important inclinations and challenges in the areas of water availability and demands in Pakistan and its close connection with security of common people in the country. It examines the dynamic responsible factors behind these issues and evaluates the repercussions for human development and security and also recommends some suggestions for both the state and the general public in order to face the challenge by doing more with something less.

Abstract:
Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. This year’s featured articles include Robert Mason’s assessment of the Saudi leadership and the perilous position it now finds itself in, both geopolitically and domestically; and Serhat S. Çubukçuoğlu’s eyes on Turkey’s natural gas ambitions as being linked to settling the Cypriot peace talks, as well as re-establishing partnerships with its regional neighbors in the eastern Mediterranean. Benjamen Franklen Gussen creates a new picture of a geographically reoriented Middle East, while Dylan MaGuire analyzes the no-fly zone option in Syria, with a look back to previous operations in Iraq and Libya. Focusing on gender, Dr. Dalia Ghanem-Yazbeck looks at integration and inclusion of women in Algeria’s military, yet presents a critique on its superficiality. With an eye on Turkey’s destabilized southern border region, Joseph Sadek provides commentary on the political and geostrategic jostling between Turkey and its Kurdish population, as well as the complex relationships between Turkey, the PKK, and Syrian People’s Protection Units (YPG) rebels. Turning to terrorism, Lauren Fisher presents an argument against the stovepipe methodology of countering violent extremism by exploring the complexities behind the topic. Finally, we conclude with a literature review by Adi Saleem Bharat on the Boycott, Divest, Sanction (BDS) movement as it pertains to academia.

In a series of interviews with Jefferey Goldberg in the April 2016 Atlantic, President Barack Obama provided a much-needed and sober reappraisal of the limits of American power and a realistic view of U.S. foreign policy based on a careful assessment of priorities, or what Goldberg calls the “Obama Doctrine.” The heart of the president’s approach is the rejection of the “Washington Playbook.” Obama told Goldberg, “there’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses.”1 According to the Playbook, military power and the “creditability” it provides is the principle instrument of American foreign policy; it has been accepted wisdom at think tanks and among foreign policy experts since the end of World War II; Obama has challenged this dictum.
