9601. Qatar and Expanded Contours of Small State Diplomacy

Abstract:: It is increasingly obvious that Qatar is playing above its weight in the international role. There is no one script that defines Qatar's diplomatic role. It is best seen as a maverick, willing to work with the US as well as Hamas, Hezbollah and Iran. It operates a complex form of public diplomacy via Al-Jazeera and other high profile initiatives at the same time as it mediates behind the scenes with Israel and Lebanon. Qatar's role as a unique hybrid diplomatic actor is reinforced by the enthusiastic support it displayed towards the revolutions in Tunisia, Egypt and Libya, including operational support for the UN Security Resolution to place a no-fly zone with respect to the Qaddafi's regime, while being more circumspect on the uprising in Bahrain. Such an extensive, unconventional and differentiated approach creates risks as well as opportunities. Yet, through a combination of resources and vision, it is skilled resilience not vulnerability that defines Qatar.

Abstract:: More direct involvement in the EU decision-making process has traditionally been an ambition of the Italian parliament. The implementation of the Lisbon Treaty has prompted parliament to maintain tighter scrutiny of the EU legislative process, not only through the use of the new subsidiarity control mechanism, but in particular by exerting a stronger influence on the government on EU affairs. The latter will be the key challenge in the post-Lisbon era. It is too early to say, however, whether this will have a positive or negative impact on the EU's democratic legitimacy.

Abstract:: The fall of the Tunisian and Egyptian rulers as a result of the popular uprisings in the Arab World was the harbinger of vast, surprising developments, which rapidly restored self-confidence to the Arab Street, attracting the attention of international actors and observers to the revived power of a new player affecting developments in the Middle East. Although in contemporary history, Arab public opinion has been tense at most times and always been present in the margins or core of developments, it failed to be involved in developments as extensively as it recently did. In addition, in contemporary Arab history, this is the first time that rulers have been dismissed as a result of popular pressure and street protests. This article examines the developments and uprisings in the Arab world in 2011 in light of the change in behavior and increased capability of Arab public opinion. In particular, this article assesses the reasons for the lack of democracy among the Arabs, and differences between the recent uprisings, and protests and movements in the past decade. The main argument of this paper is that the change in political behavior of the Arab youth and new political elites is a result of change in their political outlook and redefinition of the self and the other in their relationship with domestic rulers and foreign powers. The article tries, using an epistemological approach, to portray the character of the new Arab uprisings; arguing that they are different from other uprisings in contemporary history in terms of form, content and people's demands. In this picture, Arab nationalism and Salafist Islamism, which promote transnational ideals, are declining on the horizon of new uprisings. Instead, a new Arab political identity with an anti-despotic, pluralist and democracy-seeking approach is expanding.

Abstract:: The foreign policy of the Islamic Republic of Iran during the past three decades has witnessed a variety of developments and trends. This, in a way that even within the framework of basic and fixed fundamentals and principles, Iranian foreign policy has shown different behaviors. On the other hand, despite the changes and developments in the domestic and international arenas, some behaviors on the part of Iran have remained unchanged. Thus, there has always been a fundamental question: what is the main motive and reason for the behavior of Iran via its foreign policy? In response to this question, the theories analyzing foreign policy and international relations explain the motives for Iran's behavior on the basis of the concept of physical security. However in this article, the behavioral motive and reasoning behind Iranian foreign policy are analyzed based on the ontological security theory. Through this prism, the most important behavioral motives of the foreign policy of the Islamic Republic of Iran during conflicts are to consistently seek and ensure ontological security. Meaning, Iran, in its foreign policy, is more concerned about preserving its own identity as an Islamic state and gives preference and priority to ensuring ontological security which translates into preserving and sustaining Iran's Islamic identity.

Abstract:: This article seeks to find the origin of the “mission of America”, which lies at the root of the nation's global strategy, in a feature of Puritanism and its eschatology. At the same time, this article considers elements found in America's global strategy that hinder co-existence and how to overcome them. Global strategy pursued by the Bush administration after 9/11, to the point of arrogance, was not based just on practical diplomatic decisions to pursue national interests. What lay behind these decisions were America's sense of mission, an awareness that is ideological as well as religious. If we look at the state of religion in America today, it is hard to see prominent acts of criticism against the global strategy of the current administration from transcendental, self-critical American awareness. However, this consciousness has not disappeared from the American religious tradition. What is needed is an awareness once again that another religious tradition exists, and to assist this tradition from a position of empathy.

9609. The Myth of Iranian–Arab Enmity: A Deconstructive Approach

Abstract:: The paper aims to critically consider the proposition maintaining that the contemporary state of affairs between Iran and the Arab world results from an endemic, deep-rooted enmity between these two peoples with roots in the annals of history. To elucidate its argument, the paper offers a brief review of the major ups and downs in the historical relationship between Iranians and Arabs to see whether animosity or good-neighbourliness has mainly prevailed. Then, seeking to pinpoint the causes of uneasiness in the Iranian-Arab relationship since the 1950s, the focus of the paper turns to the formation of pan-Arab ideology and its strong anti-Iranian elements. Major differences in outlooks, coupled with territorial and diplomatic disagreements, had Nasserite Egypt and especially Ba'athist Iraq embrace these elements and begin implementing them to their full and extreme extent at a time when a monarchical West-leaning regime was in power in Iran. The paper concludes that the uneasiness in Iran-Arab relations during the past five to six decades has been situational and a modern phenomenon, chiefly stemming from specific political circumstances with certain roots in nation-building activities in the concerned countries. Hence, historical and ethno-religious or civilizational roots of this strained relationship are either non-existent or insignificant.

Abstract:: Various theoretical approaches in the field of international relations offer different answers to the existing ambiguities and questions about why Russian-Iranian ties have expanded in the post-USSR era. While realist approaches try to define the growth in Russian-Iranian cooperation within the framework of ties between major powers and their continuous efforts to establish balance of power, liberal approaches relate states' motives and aims of establishing such levels of relations to economic and material interests. Here, a subject being somehow ignored by the two approaches is that both Iran and Russia, as far as identity developments are concerned, have passed through a situation in which they felt a need to reconstruct their identities after the demise of the USSR. This article argues that during the aforementioned period, Iran and Russia, apart from meeting each other's security needs or rare material interests -reliable foreign exchange for Russia and embargoed technologies for Iran- they were also a source for meeting their identity needs. The post-USSR era, and especially under Vladimir Putin, Iran has served as the most important arena providing Russia with the possibility of acting like a major world power. Russia's behavior has been one of the major challenges to the international isolation of Iran in recent years.

Abstract:: Relations between Iran and India, two ancient civilizations, go far back in history. However, the contemporary politico-economic relations between these two major Asian powers, especially after the Islamic revolution in Iran in 1979, are affected by various different domestic, regional and international elements. The main objective of this research is to analyze the dominant foreign policy trends in Iran-India relations during the last three decades. A historical review of the evolution of transitional trends in Iran and India's foreign policy approaches, especially during the Post-Cold War era, with an emphasis on the role of different internal, regional and international elements in shaping these approaches, would bring new light on the study of relations between these two countries. The effects of these different approaches on Indo-Iranian relations and the future perspective of these policies will be analyzed in this paper.

Abstract:: In so many ways, the attacks on New York and Washington of 11 September 2001 might have been expected to result in a diminution of NATO's importance to Canadian grand strategy. At the very least, the onset of what would be billed, alternatively, as the ‚Global War on Terror‛ (the GWOT) and the "Long War," heralded the beginning of a new strategic era, one in which Europe would become of even less strategic significance to Canada than during either the so-called "post-Cold War" era, which spanned the decade between the demise of the Soviet Union and 9/11, or the earlier, and long, Cold War era. And it followed that if the familiar cynosure of Canadian security and defence policy during that earlier era, namely Europe, was going to go on losing importance at an accelerated clip, then so too must the organization whose primary function had been, from its inception in 1949, the safeguarding of Western European security, and with it, of transatlantic security. That organization, of course, was and remains the North Atlantic Treaty Organization (NATO). It is an organization that, for two decades now, has continued to defy expectations that it must soon fade into obscurity as a vehicle for advancing Canada's strategic interests.

9619. Military Responses and Capabilities in Canada's Domestic Context Post 9/11

Abstract:: If the terrorist attacks of 9/11 on New York City and Washington D.C. were a rude wake-up call for potential security threats to continental North America, the reaction on part of Canada has been measured and typically cautious. The acts were of course immediately condemned and temporary refuge given to thousands of travellers stranded by closure of airspace over the United States until declared safe. The federal government and most Canadians extended sympathy and offers of assistance to their closest neighbour and main trading partner. Close cultural and economic ties between the two countries ensured as much. Unease, however, set in about the tough talk and next progression characterized by President George Bush's now famous “You're either with us or against us” speech. Canada's then Liberal prime minister decided not to send the Canadian military wholeheartedly into the invasion of Iraq, though deployment of Canadian troops in Afghanistan duly became a major commitment. Reassuring the United States of Canada's reliability and loyalty as a partner was imperative. To this end, the federal government tightened up financial restrictions on potential fund-raising by identified terrorist groups, introduced new legislation and bureaucratic structures focused on security issues, and better coordinated intelligence gathering and information sharing activities across government agencies and with principal allies. Canadians convinced themselves that any possibility of a 9/11 scale terrorist attack on Canada was unlikely, and even if one was planned or happened, the effect would be minimized by the pro-active measures of authorities. Selected use of security certificates and arrest of home grown Islamic terrorists, the so-called Toronto 18, apparently showed that the police and intelligence agents were up to the task. The threat of terrorism, if not eliminated, could at least be managed and thwarted when required to provide a reasonable level of safety to the Canadian state and society. Ten years on, the course of events has shown the chosen policy decisions to have been mostly sound. Though the highest leadership of Al Qaeda remain at large and defiant as ever in their stated resolve to attack the West, Canada has not yet experienced a major terrorist incident since 9/11.

Abstract:: September 11th 2011 will mark the tenth anniversary of the terrorist attacks which toppled the World Trade Center buildings in New York City and killed approximately three thousand people. These attacks marked the beginning of an escalation of global Islamic terrorism which shows no signs of fading in the near future. The purpose of this paper is to examine whether Islamic terrorism has seen a marked increase in Canada since 9/11 and further identify what this might mean for Canadians and policymakers moving forward. Investigating the terrorist incidents which have unfolded in Canada over the past ten years not only provides valuable information about the threats and challenges Canada has experienced since 9/11, it also provides clues about what we might expect moving forward. This paper argues that an analysis of terrorist incidents in Canada from 9/11 until today reveals a disturbing trend. However, it also provides a clear indication of several areas which need to be investigated and addressed in order to mitigate this threat moving forward.

Abstract:: Economic forces will ultimately determine the destiny of the Canadian Arctic, not displays of military force. Economic opportunity will prove far more cost effective and longer lasting than increasing the visibility, or even effectiveness, of Canada's military in the Arctic. Some observers expect the mounting evidence of a treasure trove of hydrocarbons on land and under the sea in Canada's Arctic to act as the economic catalyst. However crude oil and natural gas exploitation in Canada's North is fraught with a myriad of challenges. This paper will shed light on the harsh climactic, economic and political realities of oil and gas exploration and development in the Canadian Arctic. Climatic conditions, even in the wake of evidence of climate change, will still be extreme as will the distances and the topography. First and foremost the economics have to make sense; a profit has to be available to entice the capital needed for developing the north's vast hydrocarbon potential. Additionally, the political realities include pollution mitigation and outstanding native land claims.

Abstract:: I am a Commonwealth Scholar and PhD researcher at the University of Cambridge in the Department of Politics and International Studies (POLIS). My PhD research in general looks at the strategies of nongovernmental organizations (NGOs) in international affairs, and specifically examines the strategy of the Sea Shepherd Conservation Society (Sea Shepherd). As part of my research into the strategy of Sea Shepherd, I undertook fieldwork where I engaged in participant observation on board the Sea Shepherd vessel the Bob Barker as it took part in 'Operation No Compromise,' from December 2, 2010 to March 6, 2011. The Bob Barker spent 95 days at sea, and was at the heart of an action-packed campaign, Sea Shepherd's seventh campaign against Japanese Antarctic whaling and its most successful campaign to date.

Abstract:: The rapid collapse of the Soviet Union in 1991 came as a great shock to the world. The cessation of hostilities, which had never been formally declared, between the United States and the USSR was a bittersweet moment in history. The demise of communism did not usher in an era of peace but rather one of terror. Amid the chaos of the 1990s, a host of transnational threats such as terrorism and organized crime thrived. Driven by fanatical religious devotion and an unquenchable lust for profit, these unconventional foes have emerged as global threats in the post-Cold War era.Not surprisingly, since 9/11 there has been renewed interest in studies that examine organized crime, due to the interaction between terrorist and criminal organizations. In his book, Dark Logic: Transnational Criminal Tactics and Global Security , Robert Mandel delves deep into the criminal underworld through an examination of five of the world's largest organized crime syndicates: the Chinese Triads, Columbian Cartels, Italian Mafia, Japanese Yakuza, and the Russian Mob. This study, through a detailed risk assessment of the strategies and tactics employed by the aforementioned criminal organizations, explores how transnational organized crime threatens both human and national security. This analysis is followed by an evaluation of possible countermeasures that governments can deploy to reduce criminal activity at the local, national, regional, and international levels.

Abstract:: The topic of private security has become an increasingly popular subject in the context of international relations. Involvement of private security companies (PSCs) in contemporary military operations including Iraq and Afghanistan has often produced overtly negative public sentiment towards such actors. Nefarious terms including war profiteer, and the more commonly used mercenary, illustrate the stance of popular literature regarding PSCs.This literature has largely focused on the pernicious relationship between such companies and human rights, in addition to notions of state sovereignty. In Victory for Hire , Molly Dunigan aims, through an analysis of the relationship between PSCs and military effectiveness, to uncover the implications of security privatization for democratic states engaged in conflict. In approaching her research in this fashion, Dunigan breaks from mainstream analyses of PSCs , producing a valuable resource for academics and policy makers alike.

Abstract:: Summary: No state with serious oil wealth has ever transformed into a democracy. Oil lets dictators buy off citizens, keep their finances secret, and spend wildly on arms. To prevent the “resource curse” from dashing the hopes of the Arab Spring, Washington should push for more transparent oil markets -- and curb its own oil addiction. MICHAEL L. ROSS is Professor of Political Science at the University of California, Los Angeles, and the author of the forthcoming book The Oil Curse: How Petroleum Wealth Shapes the Development of Nations. Even before this year's Arab uprisings, the Middle East was not an undifferentiated block of authoritarianism. The citizens of countries with little or no oil, such as Egypt, Jordan, Lebanon, Morocco, and Tunisia, generally had more freedom than those of countries with lots of it, such as Bahrain, Iraq, Kuwait, Libya, and Saudi Arabia. And once the tumult started, the oil-rich regimes were more effective at fending off attempts to unseat them. Indeed, the Arab Spring has seriously threatened just one oil-funded ruler -- Libya's Muammar al-Qaddafi -- and only because NATO's intervention prevented the rebels' certain defeat. Worldwide, democracy has made impressive strides over the last three decades: just 30 percent of the world's governments were democratic in 1980; about 60 percent are today. Yet almost all the democratic governments that emerged during that period were in countries with little or no oil; in fact, countries that produced less than $100 per capita of oil per year (about what Ukraine and Vietnam produce) were three times as likely to democratize as countries that produced more than that. No country with more than a fraction of the per capita oil wealth of Bahrain, Iraq, or Libya has ever successfully gone from dictatorship to democracy. Scholars have called this the oil curse, arguing that oil wealth leads to authoritarianism, economic instability, corruption, and violent conflict. Skeptics claim that the correlation between oil and repression is a coincidence. As Dick Cheney, then the CEO of Haliburton, remarked at a 1996 energy conference, "The problem is that the good Lord didn't see fit to put oil and gas reserves where there are democratic governments." But divine intervention did not cause repression in the Middle East: hydrocarbons did. There is no getting around the fact that countries in the region are less free because they produce and sell oil.

Abstract:: In the middle of a stalled peace process, one of the few things Israeli and Palestinian officials agree on is that U.S. President Barack Obama deserves much of the blame for the impasse. Israeli policymakers are furious with the demand that Obama made early in his term that Israel freeze settlement construction in the West Bank and with his declaration in May that Israel's 1967 borders should serve as the starting point for peace discussions. Palestinian leaders, for their part, believe that Obama has failed to fulfill the promise he made in his June 2009 Cairo speech to back their legitimate aspirations for statehood, and they are irritated that he has not forced the Israelis to continue the settlement freeze. The recent decisions by Palestinian President Mahmoud Abbas to strike a unity deal with Hamas and press for UN recognition of Palestinian statehood is a sign of how frustrated with Washington he has become. In the face of this impasse, a variety of international figures are now asking Europe to step in. Arab leaders such as former Arab League Secretary-General Amr Moussa have called on Europe to take charge of the peace process. In a May meeting with EU officials, for example, King Abdullah of Jordan urged Europe "to intensify efforts with a view to removing the obstacles that impede the resumption of the peace process." The EU's current political and diplomatic leaders need no encouragement. They already seem to feel that they have both a right and a duty to help solve the conflict. Last year, then French Foreign Minister Bernard Kouchner and Miguel Ángel Moratinos, his Spanish counterpart, said in a joint statement that the EU "must play a role because it is a friend of Israel and of the Palestinian Authority [PA] and above all because its own long-term security is at stake."

9630. A New Kind of Korea

Abstract:: On August 15, 1974, South Korea's Independence Day, I lost my mother, then the country's first lady, to an assassin acting under orders from North Korea. That day was a tragedy not only for me but also for all Koreans. Despite the unbearable pain of that event, I have wished and worked for enduring peace on the Korean Peninsula ever since. But 37 years later, the conflict on the peninsula persists. The long-simmering tensions between North and South Korea resulted in an acute crisis in November 2010. For the first time since the Korean War, North Korea shelled South Korean territory, killing soldiers and civilians on the island of Yeonpyeong. Only two weeks earlier, South Korea had become the first country outside the G-8 to chair and host a G-20 summit, welcoming world leaders to its capital, Seoul. These events starkly illustrated the dual reality of the Korean Peninsula and of East Asia more broadly. On the one hand, the Korean Peninsula remains volatile. The proliferation of weapons of mass destruction by North Korea, the modernization of conventional forces across the region, and nascent great-power rivalries highlight the endemic security dilemmas that plague this part of Asia. On the other hand, South Korea's extraordinary development, sometimes called the Miracle on the Han River, has, alongside China's rise, become a major driver of the global economy over the past decade. These two contrasting trends exist side by side in Asia, the information revolution, globalization, and democratization clashing with the competitive instincts of the region's major powers. To ensure that the first set of forces triumphs, policymakers in Asia and in the international community must not only take advantage of existing initiatives but also adopt a bolder and more creative approach to achieving security. Without such an effort, military brinkmanship may only increase -- with repercussions well beyond Asia. For this reason, forging trust and sustainable peace on the Korean Peninsula represents one of the most urgent and crucial tasks on Asia's list of outstanding security challenges.

9633. Leaving Afghanistan to the Afghans

Abstract:: In the summer of 2011, I visited the Afghan army's Regional Military Training Center in Helmand Province. The recruits had been there for two weeks, and they looked as strong as any group of U.S. soldiers in basic training. The Afghan drill instructors were as competent, and had the same cocky swagger, as American ones. "Sir, look at all of our volunteers," one drill sergeant proudly said to me. "They're great. We have already won. . . . We just don't know it yet." To comprehend the United States' progress in Afghanistan, it is important to understand how and where we have focused our resources and what work lies ahead. To be sure, the United States and its coalition partners still have plenty of challenges left to tackle in Afghanistan. However, there are indisputable gains everywhere we have focused our efforts. In 2009, General Stanley McChrystal, then the commander of U.S. and International Security Assistance Force (ISAF) troops, with the help of David Petraeus, then the commander of the U.S. Central Command, worked hard to design a comprehensive counterinsurgency campaign for Afghanistan that would "get the inputs right," as Petraues often said. The upshot was more resources, troops, and civilian support and better command coherence. There are now more Afghan and coalition soldiers in Helmand and Kandahar Provinces alone than there were in all of Regional Command East, the formation responsible for security in Afghanistan's 14 eastern provinces, when I commanded the latter from 2007 to 2008. As 33,000 U.S. troops begin the drawdown, returning to the United States by next summer, 352,000 Afghan soldiers and police will be in place to continue their work. There are clear signs of progress in Afghanistan, and coalition forces have regained the initiative. The strategy has worked because it sought to match the coalition's goals with available resources. It involved four major concepts. First, use a bottom-up approach founded on good governance, capable security forces, and engagement with local communities. If towns had good leaders and security providers, populations would find local solutions to their local problems, with just a little help from Kabul. Insurgents could no longer exploit popular grievances about security, justice, and a lack of basic services.

Abstract:: In late 2001,when U.S. forces expelled the Taliban from Afghanistan, the country appeared headed for a breakup. The United States and the rest of the international community feared that Afghanistan's rival ethnic groups would use their regional power bases to pull apart any unitary state, forming in its place independent ministates or aligning with their ethnic brethren across Afghanistan's borders. At the time, such fears seemed credible: NATO troops were still dealing with the fallout from the violent disintegration of the former Yugoslavia in the 1990s. The Afghans themselves, however, were less concerned about their country dividing. After all, Afghanistan has been a single state for more than 250 years. If the country were going to split, it would have done so in the 1990s, during its protracted civil war. Yet it did not. No Afghan leader of any political stripe or ethnicity endorsed secession at any time during the last century. Nor did any at the start of this one. Although Afghanistan's various ethnic factions disagreed about how the country's new government should be organized and who would wield power within it, they all proclaimed their support for a unitary state. A decade later, the anxiety of Washington and its allies has reversed itself. If in 2001 the West was afraid that the absence of a strong centralized government in Kabul would prompt Afghanistan's dissolution, by 2011 the West has come to fear that a dysfunctional centralized government could cause this same outcome. Such a turn of events was caused by several factors, perhaps most of all by many Afghans' dissatisfaction with a centralized national administrative structure that cannot cope with the country's regional diversity or with expectations for local self-rule. The government in Kabul has been further undermined by the country's fraudulent 2009 presidential election, the absence of political parties, poor security, and general corruption.

Abstract:: By any measure, China's economic growth has been unprecedented, even miraculous. According to the International Monetary Fund, the Chinese economy grew by an average of 9.6 percent per year between 1990 and 2010. At the beginning of the recent global financial crisis, many feared that the Chinese growth engine would grind to a halt. In late 2008, Chinese exports collapsed, triggering fears of political instability and popular revolt in the country. In the end, however, the global economic crisis turned out to be little more than a pothole on the road of China's economic growth. Inflationary pressures may now be building up in China, and China's property bubble may be threatening to burst, but most economists continue to predict rapid growth for the country well into the future. Although their forecasts vary widely, they seem to share the view that China's growth will be fast -- if not as fast as it has been -- and that this rate of growth will continue for decades. These predictions are at once cautious about the near future (China's performance will not be as extraordinary as it has been) and optimistic about the distant future (they see no end to China's upward trajectory). By coincidence or design, they are moderated extrapolations of current trends. For example, the Nobel Prize-winning economist Robert Fogel believes that China will grow at an average annual rate of eight percent until 2040, by which time it will be twice as rich as Europe (in per capita terms) and its share of global GDP will be 40 percent (compared with 14 percent for the United States and five percent for the European Union). Other economists are slightly more cautious: Uri Dadush and Bennett Stancil of the Carnegie Endowment for International Peace predict that China will grow by 5.6 percent per year through 2050.

9638. Palestine Goes to the UN

Abstract:: Mahmoud Abbas, the president of the Palestinian Authority (PA) and chair of the Palestine Liberation Organization (PLO), plans to call on the United Nations in September to recognize a Palestinian state and admit it as a full member of the organization. This strategy marks a dramatic shift in the Palestinians' approach to the conflict with Israel: they are not seeking to revive the moribund peace process; they are seeking to bypass it altogether. Following the collapse of direct negotiations last fall, Abbas and his Fatah-dominated leadership launched an aggressive diplomatic campaign to secure broad international recognition of a Palestinian state along the 1967 borders as a prelude to applying for formal UN membership this fall. If the Palestinian bid to get full UN membership in September is defeated in the UN Security Council -- a U.S. veto is all but assured -- the PA says it is prepared to take the matter to the General Assembly. Initially, the plan was to seek a two-thirds majority vote there to obtain a nonbinding resolution under the "Uniting for Peace" procedure, which allows the General Assembly to act when a lack of unanimity on the Security Council prevents it from fulfilling its "primary responsibility" of maintaining "international peace and security." The PA has since backed away from this option and is now planning to seek a simple majority in the General Assembly, which would allow Palestine to be recognized as a "nonmember state" of the UN, alongside Kosovo, Taiwan, and Vatican City.

9639. The Unbreakable Muslim Brotherhood

Abstract:: The protesters who led Egypt's revolt last January were young, liberal, and linked-in. They were the bloggers who first proposed the demonstrations against Hosni Mubarak on Twitter; the Facebook-based activists who invited their "friends" to protest; and Wael Ghonim, the 30-year-old Google executive who, after Egypt's state security agency detained him for 12 days, rallied the crowds to hold Tahrir Square. Far from emulating Ayatollah Ruhollah Khomeini, they channeled Thomas Paine, calling for civil liberties, religious equality, and an end to Mubarak's dictatorship. Their determination, punctuated by the speed of their triumph, fueled optimism that the long-awaited Arab Spring had finally sprung -- that the Middle East would no longer be an autocratic exception in an increasingly democratic world. The political transition following their revolt, however, has dulled this optimism. The iconic youths of Tahrir Square are now deeply divided among nearly a dozen, often indistinguishable political parties, almost all of which are either too new to be known or too discredited by their cooperation with the previous regime. Concentrated within the small percentage of Internet-using, politically literate Egyptians, their numbers are surprisingly small. Meanwhile, the Muslim Brotherhood, which largely avoided the limelight during the revolt, is seizing the political momentum. The Brotherhood is Egypt's most cohesive political movement, with an unparalleled ability to mobilize its followers, who will serve it extremely well in a country still unaccustomed to voting. To understand the sources of the Brotherhood's political strength, and the reasons why it is unlikely to temper its ideology, it helps to take a close look at its organizational structure and the nature of its membership. From January through March of this year, I interviewed nearly 30 current and former Muslim Brothers in an attempt to do just that. Whereas Egypt's liberal and leftist political parties are nearly as easy to join as parties in the West, becoming a full-fledged Muslim Brother is a five- to eight-year process, during which aspiring members are closely watched for their loyalty to the cause and are indoctrinated in the Brotherhood's curriculum. This intricate system for recruitment and internal promotion produces members who are strongly committed to the organization's purpose, enabling its leaders it to mobilize its followers as they see fit.

Abstract:: Many of the iconic images from Egypt's revolution depict the Egyptian military supporting the uprising in Tahrir Square. As soldiers joined demonstrators and allowed them to scrawl "Mubarak Leave" on the sides of their tanks, the protesters became convinced that the military would protect the revolution and move Egypt toward democracy. The Egyptian army's top commanders pledged to do just that. The day after Hosni Mubarak fell, the Supreme Council of the Armed Forces (SCAF), the military body now governing the country, vowed to "ensure a peaceful transition of authority within a free and democratic system that allows an elected civilian authority to take charge of governing the country." Yet the SCAF's attempts to curtail dissent and the democratic process have fueled doubts about its true intentions. Will the military fulfill its promise to support democracy? Or will it seek to replace Mubarak's rule with its own or that of a friendly autocrat? Thus far, the evidence suggests that the SCAF does not want to continue ruling the country after Egypt's parliamentary elections this fall, nor does it want to return the country to a single-party system. But that should provide little comfort to those hoping to see Egypt become a full democracy, in which the military is subordinate to civilian rule. Above all, the generals are determined to preserve stability and protect their privileged position. They recognize that ruling the country directly threatens their position by potentially provoking instability, exposing them to public criticism, and dividing their ranks. And they want to avoid being blamed for Egypt's growing economic and social problems, such as double-digit inflation and unemployment, continued labor unrest, and a rise in crime. As a result, the SCAF is eager to hand power over to an elected government -- but only to preserve its power and perks, not out of some deep-seated belief in democracy.

9641. Tokyo's Transformation

Abstract:: The earthquake and tsunami that struck northeastern Japan on March 11, 2011, caused almost unimaginable damage and misery. In a surge of floodwater that lasted just two minutes, Japan lost nearly as many people as a proportion of its population as the United States did during the entire Vietnam War. The subsequent meltdown of the Fukushima nuclear reactors deepened the crisis. But some see a silver lining to these dark tragedies. After 20 years of economic stagnation, the crisis could bring the Japanese together, catalyze much-needed reforms, and reverse decades of malaise. Many in the United States predict that the disaster will give a welcome boost to the U.S.-Japanese alliance. In an interview with Japan's national public television network on March 22, U.S. Secretary of State Hillary Clinton proclaimed, "Our alliance, which was already strong and enduring, has become even more so." Indeed, the U.S. response to the disaster showcased its lasting commitment to Japan, as well as the unique logistical and material capabilities that the U.S. military forces stationed in the Pacific can provide. In what was dubbed Operation Tomodachi (Operation Friendship), the United States mobilized some 20,000 service members to assist with relief activities. It was the largest joint operation in the history of the alliance, and it generated widespread public support in both countries. Despite the warmth of that the moment, however, deeper trends portend a far less certain future for the U.S.-Japanese relationship. Japan is undergoing profound changes aimed at empowering the political leadership at the expense of its historically preeminent bureaucracy. But rather than bringing about a clean transfer of institutional authority, the reforms have triggered battles among politicians and between politicians and bureaucrats, creating a power vacuum and undermining the government's ability to make policy. Complicating matters further are Japan's piecemeal policymaking institutions, a hypercompetitive media environment, and an increasingly dire fiscal outlook. The result has been uncertainty and gridlock, which are affecting alliance policymaking and are unlikely to disappear in the years ahead.

Abstract:: This article focuses on the perception of the situation in the Arctic by key actors. The authors reach the conclusion that the situation in the Arctic is characterized by deepening cooperation. Peaceful development is furthermore supported by a complex network of institutionalized relations and the fact that all territorial disputes so far have been resolved peacefully. The most important question about the near future will thus rest in the distribution of competences between the involved institutions and states. This will eventually lead to the convergence of the interests of the Arctic five who wish to maintain their dominant position in the region. If conflicts escalate, they would most likely only result in limited confrontations and not in a grave crisis, much less war.

Abstract:: The article conceptually explains the notion of strategy. Drawing on its understanding by well-established authorities like Carl von Clausewitz, Basil Liddel Hart, André Beaufre, or Colin Gray, the authors discuss strengths and weaknesses of various views. Furthermore, the article employs Arthur Lykke's definition of strategy to demonstrate various conceptual requirements. Strategy is thus perceived as the relationship among means, ends, and ways. Crucial implications for a development of the Czech strategic documents are further examined. The article argues that, the vital importance of coherent interconnection of all the afore-mentioned parts of the strategy has been so far neglected in this process. It is suggested that particular attention should be paid to the clear formulation of a goal, which is the prerequisite for any meaningful strategy. However, any goals must be developed with the close relation to the available or potentially attainable resources, and purposeful ways how to employ them. The whole process is best described as the hermeneutic circle.

Abstract:: The paper “Effect of regionalization on the allocation of third-party peace operations” aims to discuss and then empirically test on large-N data what is the effect of the joint activity of the United Nations, regional organizations and ad hoc coalitions of states on the allocation of peace operations in the world. It is argued that after the end of the Cold War, all the actors have become much more active in organizing peace operations in intrastate armed conflicts, but it remains rather unclear to what extent they actually share the burden of peace operations at the macro level and especially whether the United Nations focuses on the regions that are rather overlooked by the other actors. The analysis shows that there are remarkable differences among various regions as regards the involvement of international actors and in fact, regional organizations as well as the ad hoc coalitions of states tend to follow similar patterns in allocation of peace operations as the United Nations.

Abstract:: The aim of this article is to portray the main shifts which have been taking place in Colombian drug scene since the 70's up to the present especially in relation to actors of this business and form of their activity. At first the development of Colombian drug trade till the 80's when two big cartels centered in Medellín and Cali arose will be briefly outlined. These cartels were able to control a great part of domestic drug trade and due to their enormous power represented serious threat to Colombian state. Thus the cartels declared open warfare with the state in the 80's. After the cartels' elimination in the middle of 90's new actors represented by small drug organizations arose in Colombian drug scene. These small groups were dependent upon cooperation with foreign partners, especially with Mexican cartels. Ever more important role in drug business is played by Colombian left-wing guerilla groups which will be described in the next part of the article. The problem of right-wing paramilitary groups and their participation in Colombian drug trade will be mentioned as well.

Abstract:: The article is focused at the most important elements of the US foreign policy towards the Middle East during the administration of George W. Bush (2001 – 2009). The text has two parts. The first part shows three important influences on creation and formulation of the US foreign policy towards the region. At the first place it was an effort to preserve unipolar character of the international system, hegemonic possition of the USA and its dominance in all regions. The second source was specific decision-making process set up by president Bush and the third source of the Bush strategy was a partial transformation of the US longtime policy towards the Middle East. The second part of the article discuss results of the Bush doctrine in the region. The text is focused at five most important consequences of the US foreign policy, which are the fight against proliferation of weapons of mass destruction, the pursuit of the democratization throughout the region, the Israel-Palestinian conflict, regional “cold war” between Iran and Saudi Arabia and finally the struggle to stabilize the post-conflict Iraq.

Abstract:: The article familiarizes readers with author´s perspective on status of the operational Art in the Armed Forces of the Czech Republic (AF CR). He argues that the AF CR community of military “thinkers” has for a long time fallen behind of conceptual developments and discussion regarding operational art that have occurred in other NATO member´s countries. Although the “tactical experience” is vital, there exists “operational inexperience”. A recovery of Czech operational art is necessary because if the AF CR is faced by a parallel requirement to be a global 'security contributor' and a possible regional 'security leader'. Future operational art must seek to reflect a conceptual framework and to integrate both emerging functions. With the view of developing a appropriate construct of 21st century operational art, the AF CR must take a number of reforms. Such reforms include adopting a functional approach to operational concept development, improving doctrines, developing comprehensive operation planning and establishing significant reforms into the professional military education system.

Abstract:: This article discusses the development of the anarchy discourse in international relations theory. It questions the main problematiques around which the discourse of anarchy is organised and asks whether anarchy is still a valid concept to understand international relations. The mainstream IR theory analyses anarchy from an institutional framework, and is based on the assumption that state relations is sufficient to describe and understand anarchy. Post-positivist period have developed diverse criticisms to this conceptualisation. The article evaluates the criticisms of postmodernist, historical sociological, postcolonial and feminist approaches to the concept of anarchy. One of the main theses of this article is that the concept of anarchy can meaningfully be used to analyse international relations only if it is connected to social relations (and more specifically to social relations of capitalism with respect to understanding present international system). Therefore, the approach adopted in this article overlaps with many of the criticisms of anarchy by postmodernism, feminism, but more specifically with recent historical sociological approaches and the postcolonial studies. Another argument of the article is that the anarchy/order opposition can not totally be eradicated unless the social relations sustaining them can be altered.

Abstract:: Beginning with the epistemological principle, International Relations (IR) critiques “world politics”, we look at the discipline of International Political Economy (IPE) within IR, considering to what extent IPE re-thinks key IR divides. What does IPE mean when the military-industrial complex is a site of power for the accumulation of resources and knowledge production? Can we critically theorize without understanding the international, the military, or the industrial as contested categories? How have critical theories of security and militarization and their racial formations been “globally” and “locally” positioned? Does an assumed segregation of security and property relations preclude making tensions visible in security regimes and among vulture capitalists? This essay foregrounds Turkey and its armed forces as sites of critical inquiry into the key divides of IR: national and international; global and local; the economy and state relations; rationality and bodies. We highlight what is produced as viable within the fields of the current model of global power and collective practices instrumental in changing IPE consensus about global processes and relations to dissent.

In the first period, the concept was formulated based on the security understanding dominating the Cold War era. Abstract:: In the post-Cold War era the changing international system, primordial hate and violence motivated by ethnic and religious conflicts, transnationally operating non-state actors, relativization of the state, and rising democratic and liberal values have prompted an ongoing debate on the nature of war. Those commentators who argue that the “new” wars have fundamentally changed the nature of war are of the opinion that the theory of war by Carl von Clausewitz has lost its analytical relevance as a conceptual framework for understanding and explaining war in the twenty-first century. The major contention of this article is the following: In some respects, “new” wars are different from the “old” (conventional) ones. The depth of this difference, however, falls short in changing the nature of war. The conceptual framework of Clausewitz, therefore, remains relevant to a great extent. Clausewitzian interpretation of contemporary wars would be useful to reevaluate political and strategic alternatives that are developed to control and terminate them.

Abstract:: Th is article seeks to explain two related theoretical questions by looking at the treatment of two related practices of war, pillage and rape, by international law: How does change, particularly legalized regime change, happen in international relations and what is the role of “gender” as a category in this process of change? The argument here is that three conditions are necessary for the emergence of a legalized prohibition regime: Firstly, states must believe that they can comply with the prohibition because non-compliance is costly. Secondly, a normative context conducive to the idea that the particular practice is abnormal/undesirable is necessary. Thirdly, actors actively propagating these ideas to promote the creation of a particular regime should exist. The 100-year temporal difference between the emergence of the regimes against pillage and rape reveals the role of gender in this process.

Yet the tumultuous period from mid-December to mid-February—a time of popular uprising, political violence, Ben Ali's departure, and the early instability of a new government—has been followed by months of deliberately paced and publicly debated transition to a new government enjoying popular legitimacy. Abstract:: This year marks the 20th anniversary of independence for the five republics of Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This anniversary is a good opportunity to reflect on America's growing stake in Central Asia. Since 1991, our desire for a stable, independent, and prosperous Central Asia has guided US policy priorities in the region, with each of the five nations working towards building strong, market-oriented democracies. In recent years, the United States has sought to increase engagement with this region on a broad range of issues, particularly as we work to bring stability, security, and prosperity to Afghanistan, which borders three of the Central Asian republics. Located at the critical geostrategic crossroads of Eurasia, the region is rich not only in natural resources, economic opportunity, and human capacity, but also in its diversity of people, culture, and ideas. Just as the region was at the center of the Silk Road of centuries past, Central Asia has the potential once again to serve as a hub of trade, transport, and ideas in Eurasia, linking the people and markets of East and West, and North and South. Abstract:: As Greece works out of financial crisis, it should look to Hungary fifteen years ago for part of the answer. Far too large a segment of the Greek economy remains locked up in public hands. Their sale to the private sector, as Hungarians discovered, while not a panacea, will help reduce catastrophic public debts, and salaries and pensions will become the responsibility of private owners rather than the government. The Greek Parliament's austerity plan would raise 70 billion euros from privatization by 2015. The government will sell stakes in banking, airports, water utilities, motorway concessions, port operations, state land, and mining rights. Selling assets to the private sector will also improve managerial know-how, increase transparency, and encourage confidence in a Greek recovery.

Abstract:: The area formerly known as Yugoslavia, positioned at the crossroads of East and West, is a melting pot of ethnicities and religions. As one country, Yugoslavia's rich multiculturalism was a source of contention, culminating in a series of bloody conflicts in the early 1990s. The Dayton Accords of 1995 brought peace to the region and created separate nations organized along ethnic and religious lines. Sixteen years after the signing of the Dayton Accords, we examine the geopolitical situation in each of the seven independent states of the former Yugoslavia.

Abstract:: “He who can, does. He who cannot, teaches.” Many educators would bristle at least a little bit at this statement, originally penned by George Bernard Shaw in his work, Maxims for Revolutionists. While the divide between practitioners and theorists in various subjects is long-standing, it has never been more apparent in the field of public diplomacy than today. This is partly attributable to the fact that the formal academic study of public diplomacy is a relatively new undertaking. Increasingly in the past decade, academics, independent analysts, councils, and commissions dedicated to US public diplomacy have produced numerous articles, blogs, publications, and reports, often focusing on the weakness of American public diplomacy. Many include recommendations on ways to improve the US government's efforts to engage foreign publics around the world. The extent to which these analyses are read by actual practitioners of public diplomacy is unknown; anecdotally, I venture the guess that few active field practitioners have the time to read much of the published academic literature on the subject of public diplomacy.

Abstract:: It is not a self-evident thing for a group of scholars to invite an outsider who has studied the home turf of that group to open one of their conferences. I am extremely pleased to be here, and I want to make the most of the opportunity by calling attention to an area of study that my previous work has been pointing me to, and that I believe we who study International Relations (IR) should make our own. I am talking about a relation between two places in time. The relation is the one between nomads and sedentaries. The places are the Eurasian steppe and the sedentary polities to its west. By the Eurasia steppe I mean that vast tract of land that stretched from the Mongolian-Turkic homelands around Karakorum, north of the agricultural lands of the Chinese, the Persians and the Byzantines, all the way to where the grasslands started to give way to forest, and where there lived Slavic and Finno-Ugric tribes. The time is what Europeans call the middle ages.

Abstract:: This article examines the main assumptions of neo-realism and neo-liberalism from the perspective of a critical realist philosophy of science. Although neo-realist and neo-liberal theories of inter- national relations (IR) disagree on some issues, they do have a common ontological understanding of “the international” based heavily on the principle of anarchy. The centrality of and emphasis on anarchy, in turn, creates a monolithic, unhistorical and asocial idea of the international. This article argues that a critical realist philosophy of science, as proposed by Roy Bhaskar, provides a good framework to pursue the ontological interrogation required to deconstruct the anarchy centered idea of the international assumed by rationalist/positivist theories. Critical realism allows us to identify the crucial error that the rationalist/positivist tradition commits: which is to fall into the trap of ‘epistemic fallacy’, where ontological questions concerning the nature of being are posed and answered in epistemological terms. Critical realism not only provides a tool to investigate the ontological assumptions of mainstream IR theories but also to propose a differentiated and stratified ontology that can open the door to the mutual recognition of alternative perspectives.

Abstract:: This article compares the perceptive approach of neoclassical realist security understanding with the discursive constructivist methodology of the Copenhagen School in analyzing the emergence of security threats. It departs from the assumption that these theories divergent in their perspectives on the content of security threats as well as security actors are comparable since they reveal methodological commonalities. The main emphasis of this article is that while partly adopting the perceptive subjectivity of neoclassical realism, the Copenhagen School has further developed an alternative model of discursive intersubjectivity in analyzing security threats. In this context, it will first cover the discussions on the content of security threats in Security Studies literature. It will then compare the assumptions of various realist understandings of security on the content and emergence of security threats, with a particular focus on the perceptive perspective of neoclassical realism. Finally, it will study the threat approach of the Copenhagen School through its securitization theory with insights from the speech-act theory, political theory and discourse analysis, in comparison with neoclassical realism.

Abstract:: This article argues that the evolution of the Europeanization research program and that of the literature on Turkey has come evolved incongruously. The article identifies the limits of this interaction, investigates the conceptual, theoretical and methodological origins of these limits, and concludes that such incongruence may be overcome by cross-utilization of the conceptual, theoretical, methodological, and research design tools offered by the Europeanization research program more effectively in studying Turkey. Doing so will allow studying the exclusive impact of the EU on the processes of transformation in Turkey by isolating its transformative role from the impact of other domestic dynamics and international factors.

Abstract:: In the last few decades, globalization has led to the emergence of complex international problems and new methods of cooperation to deal with them such as Transnational Regulatory Networks (TRNs). In this article I argue that dominant rationalist theories of International Relations such as neorealism and neoliberal institutionalism have difficulty accounting for the emergence of TRNS and their effects on state behavior. Thus, there is an increasing need to rethink our concepts and theories of international cooperation with the spread of TRNs. 6 e article explores this argument by focusing on cooperation on competition policy in the International Competition Network.

Abstract:: The effectiveness of international environmental regimes is a subject that is becoming more and more important within the International Relations discipline. While one of the reasons of that is the increasing interest of the international community in environmental issues, the other reason is that the environmental issues have turned into a problem that has a direct impact on the relations among the states. However, there is no consensus on approaches about the assessment of the effectiveness of the environmental regimes. This study aims to consider the different approaches and views that are important in terms of the assessment of the effectiveness of environmental regimes. In this framework, the approaches related to regime effectiveness are assessed, and the outlines of theoretical and methodological framework that can be used in the analysis of regime effectiveness are tried to be defined.

Abstract:: The fall of the Ottoman Empire during World War One and the emergence of the modern state system in the Middle East have received significant attention in academic literature. However, the impacts that the proliferation of state borders in the 19th and 20th centuries have had on political and economic integration within the Middle East is often ignored. This study argues that between the mid-19th and mid- 20th centuries the region underwent significant structural changes. Furthermore, these changes were driven by external intervention and internal decline. A number of theoretical assumptions are posited concerning the importance on integration and cooperation of the following: the increase in borders and claims to sovereignty and the separation of peoples/markets. The conclusions drawn are that the change from a system characterised by large political actors and integrated markets to one which is characterised by smaller states and separated markets led to the disintegration of the region's internal relations.

Abstract:: Towards the end of 2008 the effects of global recession started getting reflected in international trade. The fall in global demand and the slowing-down in economic growth translated into a substantial reduction in international trade. It affected the cross-border trade of virtually all countries and economic sectors. Indian exports trade could not remain unaffected in a situation where external demand was dwindling globally. The present paper reviews India's export performance during and following the global financial crisis. Indian exports started to decline in July 2008. It declined from US$ 17,095 million in July 2008 to US$ 11,516 million in March 2009, which accounts for almost 33 per cent decline. This growth contraction has come after a robust 25 per cent-plus average export growth since 2003. But, as a result of government policy measures and recovery in global economy, India's exports growth turned positive and exports grew by a whopping 54.1 per cent in March 2010 and recorded the highest growth rate among the world's top 70 economies in merchandise exports. India's merchandise exports during April 2010 at US$ 16.9 billion recorded a growth of 36.3 per cent as compared with a decline of 32.8 per cent registered in April 2009. Exports witnessed huge annualized growth of 56.9 per cent to $25.9 billion in May 2011 in a bright spot for the Indian economy, which is battling high inflation amid signs of a slowdown.

Abstract:: Colin Dueck's superbly written history of Republican American presidents since the end of World War II is a fine introduction to American conservatism and American presidential politics alike. Most historians and political scientists focus their attention on a single administration and try to describe changes within a single or between two or three consecutive administrations. That is quite fine of course, but what is often missing is the evolution in a particular brand of a political party's approach to a specific area over a prolonged period of time, a longue durée so to speak. This lack of attention to changes in the long run has contributed to the misperception that there is one Republican or Democratic angle to foreign affairs. Dueck therefore tries to complement the history by focusing on the evolution of Republican foreign policy over the past six decades and though the book's title suggests a consistent Republican approach to foreign affairs, he excels in describing the different angles by which American Republican presidents have perceived international relations and formulated their policies. The author does not hide his general sympathy for a conservative stance on foreign policy but manages a critical evaluation where it is being called for. The book's narrative does not necessarily add anything new to the existing body of research, but it is, nonetheless, a rather apt description of American conservative thought and Republican politics alike. Dueck brilliantly conflates the recent history of political thought, the emergence of new and powerful lobbies, party and domestic politics, and public diplomacy with the performance of Republican presidents. And wherever convenient Dueck pays sufficient attention to developments on the side of the Democratic party as well.

Abstract:: People love to feel special. Unfortunately, not seldom does this mean superior, but sometimes it just means different in the broader sense; as part of a collective or as an individual. While not always eager to admit it, people tend to find their convictions superior to the beliefs of others, the countries they happen to been born in to be fundamentally different from others, and the era they live in to be a radical break from a relative stable past. Nevertheless, however unique each individual and community is, they resemble each other much more than one might wish. Countries' perceived superiorities are quickly dismissed by the fact that one can hear the same pride in so many different countries: 'our' food is best, 'our' people are the most beautiful, hospitable, friendliest, entrepreneurial and can be found anywhere in the world, 'our' country has the most beautiful landscapes, 'our' language is the most difficult, etc. The same goes for eras. For example, during the recent boom, it was often claimed that this boom was fundamentally different from earlier ones. During the current bust, dramatic news headings claim basically the same, but from the negative side. The effects of the crisis are devastating, and important to react to. The share of households around the world suffering from–already prevalent–poverty increased during the crisis, just as it did during previous crises.

Abstract:: It is always difficult to comment on the work of an author who has passed away before its publication. The pervasive sense of finitude tends to draw attention to (as well as offer a glimpse into) some of the concerns and interests that must have preoccupied the author in his final days. What is particularly challenging is that the work under review is by no other than Fred Halliday – a scholar, commentator, and insatiably curious student of international affairs, whose research has left an indelible mark on the field. At the same time, Fred Halliday has been someone who has constantly strived to escape the straitjackets of mainstream paradigms. This was evident in his 2008 Burton Valedictory Lecture at the London School of Economics and Political Science before moving to take a research professorship at the Barcelona Institute for International Studies. Fred Halliday concluded his speech to the mesmerized audience by insisting that it is music (and, in particular, dance) that can provide the creative platforms for grasping the complexity of global life (or what he called at the time 'the suffering of passions in ideas and in life').

Abstract:: In his book The Invisible Hook: The Hidden Economics of Pirates, Peter T. Leeson uses economics to describe the seemingly bizarre and contradictory behaviour of 17th and 18th century pirates. In the epilogue, Leeson describes pirates as sadistic pacifists, womanizing homosexuals, treasure-lusting socialists and madmen who outwitted the authorities (though apparently not in the end…). The task of making all of those behaviours appear rational seems daunting, but through the skilful implementation of economic reasoning, Leeson does exactly that.

Abstract:: At a time of Arab 'revolutions', particularly the one in Libya , once again - following the impotence of international community in Bosnia, Somalia and, Rwanda in the 1990s - there have emerged a heated debate on the concept of international intervention. This poses one of the toughest tests for an international society that is built on Westphalian principles of state sovereignty, non-intervention, and the non-use of force. It is expected from sovereign states to act as protectors of their citizens' security and well-being, but a hard question arises when states act like gangsters toward their own people and/or they are impotent to find a lasting peaceful solution to their local conflicts. Should those 'tyrannical' states be considered as legitimate actors of the international society and immune from international interventions? As related questions in this regard, what are the responsibilities of other states to enforce newly emerging global human rights norms against governments violating them? What are the obstacles on the way of effective international intervention? Abstract:: Being a national security issue since the establishment of Turkish Republic in 1923, the Kurdish question has several and deep rooted connotations for politics and society in Turkey. Even if it was excessively securitized and long classified as a national taboo by the Turkish state, the Kurdish question has increasingly occupied a central status in Turkish politics since the 1980s. As a consequence of excessive securitization, academic or otherwise any work problematizing the official state line was subjected to silencing, marginalization or even ban. The intellectuals, academics, civil society activists demanding recognition of a separate Kurdish identity and cultural/collective rights of the Kurds were often blamed as being traitors and prosecuted and punished in some cases. In the 1980s and 1990s researching and publishing on the Kurdish question amounted to assuming grave risks or confronting fierce public reaction for researchers. Thus, there was an acute lack of academic research concerning the most important issue of Turkish politics.

Abstract:: This paper argues that the exclusionary system of the indigenous people of the Niger Delta from the production and the distribution of oil resources is a factor that drives the militancy in the Niger Delta. The conceptual background to this argument is based on the analysis of the unmet demands of the Niger Delta people, which is cashed in on by the politicians and the youths to disrupt social order. The amnesty programme, as implemented by the government, is considered palliative if placed side by side with the critical demands of the oil communities. This paper identifies some technical problems of the post amnesty programme, which constitute a challenge to sustainable peace. However, the author concludes that the main sources of threat to the fragile peace in the region are the non-involvement of the oil communities in the rehabilitation process; the revenue derivation percent; and the rebellious character of Henry Oka's faction of MEND. To mitigate conflict in the long run depends on the capacity of President Jonathan Goodluck to mobilize material and human resources to improve on the lives of the Niger Delta people.

Abstract:: The uneven impact of security sector reform (SSR) in Afghanistan, despite nearly a decade-long commitment and billions of dollars invested, demonstrates the immense and perhaps insurmountable challenge of effectively implementing the process amidst an active conflict. The SSR model was largely developed for post-conflict and post-authoritarian environments featuring favorable political conditions for reform. In Afghanistan, the SSR project and the Bonn political dispensation has faced progressively greater levels of violence with each passing year, reaching the level of a full-blown war covering large parts of the country by 2008. In the absence of a genuine political settlement with the Taliban and other stakeholders, the SSR process has been conceived of and applied as a means to confront the growing insurgency, rather than as part of a larger state building and democratization project, as it was intended. It is difficult to imagine a more inhospitable environment for SSR than the one that confronted Afghan and international state builders in the wake of the Taliban's ouster in late 2001. Over two decades of intense civil war left little institutional infrastructure and human capacity to build upon; public attitudes toward the state and security sector were marked by mistrust and suspicion; and insecurity, whether caused by insurgent activity, crime or inter-communal violence was widespread.

Abstract:: Very few countiesmanage to avoid corruption scandals for extended periods. In 1999, Germany was rocked by a party financing scandal involving the former chancellor, and in 2005, an accumulation of accusations regarding kickbacks for construction and waste processing contracts culminated in the revelation that top-ranking politicians were on the payroll of major corporations. In the same year, 2005, a vast kickback scheme centering on the French president when he was the mayor of Paris, resulted in the trial of 47 of his political associates. Britons were treated to drip-drip revelations in May 2009 as the Daily Telegraph released expense account claims of Members of Parliament (MPs) that included refunds for garden work, home renovations, chocolate bars, and pornographic movies.

9699. Hierarchy and Legitimacy in International Systems: The Tribute System in Early Modern East Asia

Abstract:: The East Asian "tribute system" from 1368 to 1841 comprised an enduring, stable, and hierarchic system, with China clearly the hegemon, in which cultural achievement was as important as economic or military prowess. Most significant is the recognition that the Chinese tributary order was in fact a viable and recognized international system with military, cultural, and economic dimensions that all intersected to create a very interesting and stable security system. Recently it has become fashionable in historical circles to question the viability of the tributary system in part because scholars have become increasingly aware of the realties behind Chinese rhetoric. However, more nuanced studies and new interpretations only serve to underscore the centrality of the system for its participants. This paper demonstrates that there is a hierarchical relationship—generated by a common culture defined by a Confucian worldview—in place in the context of China and the East Asian states and helps clarify the distinction between an international system based on polarity and an international society based on culture.

9700. How External Intervention Made the Sovereign State

Abstract:: From post-World War II decolonization to establishing order in war-torn polities today, external intervention can play an important role in fostering sovereign statehood in weak states. Much attention in this regard emphasizes local reactions to outside pressures. This article augments these perspectives by drawing attention to ways that foreign actors may affect the development of sovereignty through their efforts to work with various domestic groups. Structured comparisons of China and Indonesia during the early to mid-twentieth century suggest that active external intercession into domestic politics can collectively help to shape when and how sovereignty develops. As these are least likely cases for intervention to affect sovereign state making, the importance of foreign actors indicates a need to reconceptualize the effects of outside influences on sovereignty creation more broadly.
