Abstract:
On 2 August 2010, in response to the continuing fallout over Israel's 31 May 2010 attack on a humanitarian aid flotilla bound for Gaza that resulted in the death of nine Turkish citizens, the UN Secretary formally established a panel of inquiry into the incident. The six-vessel flotilla, led by the Turkish-owned Mavi Marmara and heading toward Gaza with the stated intention of breaking Israel's siege, was boarded by Israeli forces some seventy-two nautical miles out to sea. The incident further strained Israeli-Turkish relations, which had deteriorated sharply over Israel's Operation Cast Lead in 2008–9.

Judge Goldstone, who led the UN - commissioned investigation into allegations of war crimes committed during Israel's winter 2008–9 operation in Gaza (see Special Doc. File in JPS 154) and later, in a much-publicized move, repudiated one of the commission's major findings (see Doc. A1 in JPS 160), elicited further controversy with his op-ed in the New York Times defending Israel against accusations of apartheid. The op-ed was occasioned by the third session of the Russell Tribunal on Pales- tine (an “international people's tribunal” created by activists to promote peace and justice in the Middle East and funded by the Bertrand Russell Peace Foundation), scheduled to begin on 4 November in Cape Town, South Africa, which was to focus on the question of whether Israel's practices with regard to the Palestinians constitute apartheid differences (see un- der “Other” in this issue's Quarterly Up- date). See the first item in the “Selections from the Press” in this issue for reactions to the Goldstone op-ed.

The UN Committee on the Admission of New Members, comprising representatives of the fifteen serving members of the UN Security Council (UNSC), considered the Palestinian application at a number of meetings between 28 September and 8 November, the date it completed its final report. In addition to the five permanent members (the U.S., France, Great Britain, Russia, and China), the rotating members during this period were Bosnia, Brazil, Colombia, Gabon, Germany, India, Lebanon, Nigeria, Portugal, and South Africa. The report was formally accepted by the UNSC on 11 November.

Abstract:
Prime Minister Netanyahu's speech, which followed Palestinian pres. Mahmud Abbas's, was sharply critical of the United Nations, and emphasized Israel's unflagging efforts to reach a just peace in the face of multifold threats, the most recent and gravest being Islamist fanaticism. Though reiterating his often-expressed hope that the Palestinians will become a partner in peace and finally recognize Israel as a Jewish state, the speech was vague on specific reasons (beyond Palestinian intransigence) for the stalled negotiations. When Netanyahu took the podium following a standing ovation for Abbas, a number of delegates left the assembly hall, prompting him to state: "I did not come here to win applause. I came here to speak the truth." The speech was taken from the Israeli Prime Minister's.

Abstract:
Much of President Obama's speech was taken up with surveying the year's progress with regard to ending conflicts and realizing democracy and human rights (e.g., Iraq, Afghanistan, South Sudan, the Arab Spring). His remarks on the Israel-Palestine conflict, reproduced below, were less optimistic, and contrasted with his UN General Assembly address of September 2010, which gave a nod to the Palestinian demand for a settlement moratorium with tentative support. In this year's address, the burden of responsibility seemed to lie squarely with the Palestinians, leading some critics to speak of a "final capitulation to the Israeli position." The text of Obama's speech was distributed by the White House press office.

Abstract:
Former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) made the following proposal in a New York Times op-ed titled "Peace without Partners." While most of the steps recommended by the authors are already being undertaken by the Netanyahu government or have previously been discussed among Israelis in the course of the peace process, the initiative is notable for openly labeling them as unilateral steps to determine final status and urging the Israeli imposition of a solution "regardless of whether the Palestinians leaders have agreed." The op-ed appeared online on 23 April, and in print the following day. The op-ed was obtained from the New York Times website at www.nytimes.com.

Index to p. 449. $18.95 paper FINALLY, the reading public has been provided with an edited text that makes possible a comprehensive understanding of the Goldstone Report (GR)—the investigation commissioned by the United Nations Human Rights Council (UNHRC) into war crimes allegations arising from the Gaza war (2008–09)— and the controversy that followed its release. Given the near certainty that no further official action will result from the report, without such a book the GR could well be removed to the vast graveyard of excellent UN reports prepared at great expense and effort, but which rarely see the light of day unless one is prepared to embark on a digital journey of frustration and discovery to track down the text and its necessary context online. Yet the GR, however discredited thanks to the tireless efforts of Israel and the United States, is a milestone in a number of ways, not least because its authoritative demonstration of the lawlessness of Israel's behavior in these attacks helps us understand why, at this stage of the conflict, the Palestinian struggle needs to rely on non-violent soft power coercion, as by way of the Boycott, Divestment, and Sanctions. The present volume, edited by Adam Horowitz, Lizzy Ratner, and Philip Weiss, offers not only substantial excerpts of the main body of the report, but also eleven solicited essays by expert commentators holding a range of views as well as an illuminating timeline of relevant events. All in all, the editors of The Goldstone Report have made an exemplary contribution to the ideal of an informed citizenship so crucial to the responsible functioning of a democratic society.

Reviewed by Aslam Farouk-Alli The sense of tragedy looms heavily through the book's prologue as the star-crossed protagonists are drawn together by cruel circumstance. Prior to 1967, Israel was the darling of the international Left, and its leaders vocally opposed apartheid and built alliances with newly independent African nations. South Africa, on the other hand, was in the clasp of Nazi-sympathizing Afrikaner nationalists ... and never the twain shall meet. However, after occupying Palestinian territories in 1967, Israel found itself estranged from former allies and threatened anew by old enemies. As both countries now found themselves outcast as international pariahs, their covert military relationship began to blossom... this is the central narrative that runs throughout the book and therefore deserves critical reflection.

Abstract:
Pity the poor writer who sets out to write a book about the “recent” history of the Palestine question, because this question continues to be dynamic and, like time and tides, stands still for no one. In the first sentence of Impossible Peace: Israel/Palestine since 1989, cultural historian Mark LeVine tells us, “As I began writing this book, the Israel Defense Forces had just removed the last Jewish settlers from the Gaza Strip,” placing it in September 2005. The writing evidently took some time because in later chapters LeVine refers (albeit in a less than satisfactory way) to events of 2007 and early 2008. For her part, political scientist Beverley Milton-Edwards brought her historical survey up only to 2005. Both books were published in 2009, in the aftermath of yet another landmark regarding the Palestine question: the lethal assault that Israel launched on Gaza in late 2008 and, even more significantly, the ability that Gaza's elected Hamas rulers evinced to survive that assault.

Khalil Marrar's The Arab Lobby and US Foreign Policy: The Two-State Solution is a provocative and comprehensive monograph that surveys and analyzes the role of Arab and Arab American activist and political organizations—together comprising what Marrar calls the “pro-Arab lobby”—in the policy discourses of the Israel-Palestine conflict. Marrar is concerned in particular with the now-widespread one-state/ two-state debate and its influence on both pro-Arab and pro-Israel lobbying efforts. He asks, “[W]hy has the US shifted away from an 'Israel only' position toward the Israeli- Palestinian conflict to supporting an 'Israel and Palestine' formula for peace?” (p. 3)

In Surrounded: Palestinian Soldiers in the Israeli Military , Rhoda Ann Kanaaneh, a visiting scholar at New York University's Department of Social and Cultural Analysis, discusses a contested area in the lives of Palestinians in Israel: Arabs—albeit a minority—joining the Israeli military. Considering the preexisting rigid national/ ethnic conflict and contradictions between Palestinian and Jewish citizens within a state that defines itself as Jewish, the author skillfully asks why some Palestinian Arabs voluntarily join the Israeli military. Although the phenomenon of Arab soldiering in Israel represents only a minority of this group, it remains worth exploring and this is what Kanaaneh undertakes in this book.

Following the 2005 assassination of Rafik Hariri, a mythology was instantly created around his person and legacy. Used extensively in the political campaign that became known as the “Cedar Revolution,” television programs, documentaries, and songs idolizing the ex-prime minister also started to fill the Lebanese airwaves and canonize Hariri as an unadulterated symbol of Lebanese nationalism, independence, and modernity. Nicholas Blanford's Killing Mr. Lebanon: The Assassination of Rafik Hariri and Its Impact on the Middle East , far from casting a critical eye on this mode of history-writing, reproduces elements of this mythology.

Khalid Mishal!s interview with the New York Times was his first to a U.S. news organization in more than a year. The excerpts published by the Times on 5 May were taken from a five-hour interview conducted in Arabic over two days at his house in Damascus. Although the excerpts do not cover much ground that was not covered in Mishal's long interview with JPS in March 2008 (see the two-part Mishal interview in JPS 147-48), they are interesting in that they are clearly directed at the new Obama administration. As the political situation of the Palestinians has changed, so too have the customs and practices of Palestinians in the Diaspora. Using Eric Hobsbawm's concept of "invented tradition" as a point of departure, this article explores the origins, functions, and implications of some of the elements-including dance, song, and costume-of Palestinian-American wedding celebrations in the New York/New Jersey/ Pennsylvania area, which since the first intifada have evolved into occasions for celebrating nationalist as well as communal identity.

Abstract:
UN Security Council Resolution 242, drafted to deal with the consequences of the 1967 war, left the outstanding issues of 1948 unresolved. For the first time, new Israeli conflict-resolution proposals that are in principle based on 242 directly involve Palestinian citizens of Israel. This essay explores these proposals, which reflect Israel's preoccupation with maintaining a significant Jewish majority and center on population and territorial exchanges between Israeli settlements in the West Bank and heavily populated Arab areas inside the green line. After tracing the genesis of the proposals, the essay assesses them from the standpoint of international law.
