1. Cold War in Pakistan: Interdiscursivity in the Proleftist and Pro-Islamist Magazines

Abstract:: This article examines the variations in the selected pro-leftist and pro-Islamist magazines’ discursive practices related to the Cold War era/politics in Pakistan. It adopts Critical Discourse Analysis as theoretical and methodololigical framework to delve into the discursive practices of the chosen periodicals. The discourses of the leftists and counterdiscourses of the Islamists highlight the ideological polarization as reflected in the in-group support and the out-group condemnation of certain viewpoints. These contrasting viewpoints coalesce around several issues and topics which were selected and used by chosen magazines to take part in the ideological conflict and challenge the rival ideologies in society. Some of the topics the selected magazines harp on are literature, culture, nationalism, Islam, socialism/communism, and democracy/capitalism. Using foregrounding and backgrounding in the topic selection of political magazines the researcher shows how nominated political magazines foregrounded and backgrounded reporting from the in-group and the out-group point of view and how they highlighted or hid reporting from the ingroup and the out-group. The study shows how these magazines used similar topics to advance their discussions in discourse and presented their ideas their standpoints during Cold War. They also utilized these topics to support and oppose certain ideas as the content of these periodicals is permeated with the ideologies which are glorified and used to renounce the alternative ideologies prevalent in discourse.

Abstract:: Populism is a political phenomenon that has gained significant attention in recent times due to its ability to appeal to the masses for common good and to bring about changes in established political systems. It has become a significant political force in many parts of the world, including Pakistan. Pakistan is a country that has experienced political instability and economic challenges since its inception. While populism has provided a platform for addressing the grievances of marginalized communities, it has also posed significant challenges to democratic governance and economic stability. Mixed method research approach is utilized in the study to examine the role of populism in the political history of Pakistan. To study political dynamics of Pakistan, the works of scholars such as Ernesto Laclau, Chantal Mouffe, Guillermo O'Donnell and Philippe Schmitter are used in the research paper. To gather empirical data, a questionnaire has been employed as a research tool. This enables a deeper understanding of recent developments in populism within Pakistan. By examining the historical and social context of Pakistan and identifying the factors that have contributed to the rise of populist movements in the country, the research paper aims to analyze the developments of populism in Pakistan offering insights into its potential benefits and pitfalls. The findings of the study will have significant implications for policymakers, scholars, and practitioners in Pakistan and beyond.

Abstract:: The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. Therefore, the central theme of this paper revolves around the newly evolved era of minilateralism in New Delhi's foreign relations and their impacts on the politics of nuclearized subcontinent due to Islamabad's strong trading ties with China. This paper is an academic endeavour to provide a comprehensive understanding of New Delhi's increasing reliance on minilateralism and its relevance with the decades-long India-Pakistan rivalry.

Abstract:: Information technology and the internet have changed the nature of warfare in the present era. 21st century starts with a new technological advancement in economic, social, and political awareness. This article analyzes the intimidations of Fifth-Generation War (5GW) and its threats national cohesion of Pakistan. 5GW is a battle of information and perception. Misinformation, propaganda, non-state actors, and media movements generate disorder and anger. The adversaries spread misleading reports, fake news, and propaganda through social media tools. Pakistan is located in a very significant geopolitical region in the world. Pakistan is a victim of this latest war launched by anti-state intelligence agencies. In the present age, Pakistan is confronted with multiple challenges, like social & economic unrest and ethnic and sectarian divisions. Qualitatively research design is being implemented to investigate the nature of 5th Generation War in this article. It is an analytical case study to explain the impact of 5GW on the national cohesion of Pakistan.

Abstract:: Pakistan's naval modernization efforts and response to India's naval strategy demonstrate a commitment to regional security and stability. Indian naval strategic vision is expansionist in nature. Indian is race for hegemony and dominance in the Indian Ocean Region has direct implications on the security of Pakistan. This study will include an examination of the modernization of Pakistan's naval fleet, the development of new naval bases, and the cooperation with other countries to enhance Pakistan's naval capabilities. The article tries to explore Pakistan's naval strategy and its response to India's naval capabilities. To measure the behaviors involved in this study, two theoretical frameworks have been used. To highlight the geo-politics of Indian Ocean, Sea Power theory of Alfred Mahan has been used. To explore the essence behind the conducts of actors, broader framework of realism has been employed. The research methodology adopted for this study is qualitative in nature. Being an important state actor and due to its strategic location Pakistan’s response carry far reaching impacts on the peace and stability of the Indian Ocean Region. The article concludes with the finding that Indian frantic efforts for domination in the IOR is disturbing balance of power in the region.

Abstract:: China's resurgence as a global actor has significantly altered international relations, particularly in the Middle East, particularly with Saudi Arabia and Iran. Pakistan's unique geographical location and complex international interactions present an intriguing situation due to these changes. Pakistan's close relations with China, Saudi Arabia, and Iran, along with its shared border and cultural ties with Iran, influence its security concerns, domestic politics, economy imperative, and foreign policy. China's growing relationship with Saudi Arabia is driven by its oil needs, global influence, and regional stability. Iran offers China a valuable counterbalance and potential ally in the Middle East due to its geostrategic position and abundant natural resources. The United States' long-standing hegemony in the Middle East has been put to the challenge by China's growing influence and strategic alliances in the region. This qualitative study investigates the issues relating to Middle East with an objective to evaluate the role of great powers‘ politics in the region. The Middle East's shifting geopolitical environment could be advantageous for projects like the ChinaPakistan Economic Corridor (CPEC), Chabahar Port Development, and Iran-Pakistan Gas Pipeline.

9. 18TH Constitutional Amendment: Implications for the Federation of Pakistan

Abstract:: Eighteenth Amendment to Pakistan’s Constitution has made the Prime Minister of Pakistan, and hence the parliament, stronger instead of the President by abolishing Article 58(2) (b) just as the ‘Glorious Revolution’ of 1688-1689 in England made the parliament stronger by abolishing ‘Divine Rights’ of the kings and paving the way towards the constitutional monarchy by passing the ‘Bill of Rights’ in 1689. Just as the ‘Bill of Rights’ constituted a new era of democracy in England, the 18th constitutional amendment has promised the same. Furthermore, this constitutional software has removed the Concurrent List from the Constitution of 1973, thereby assigning more administrative, legislative and fiscal responsibilities to the federating units. The paper finds that by the passage of the 18th amendment, concrete constitutional measures were taken to transform a ‘centralized federation’ into a ‘participatory federation’ and now it is the constitutionally-driven responsibility of the provinces to chalk out development projects, addressing the people’s demands through enhanced fiscal discipline and well-coordinated public policies at their levels. In addition, consensus over the 7th NFC award was an historically important event in the politicoconstitutional annals of the federation of Pakistan.

Abstract:: This research embarked on an investigation of the factors influencing political tolerance amongst young adults, specifically in the District of Sargodha. The primary focus of this study was to identify both individual and environmental variables associated with political tolerance in this demographic. The exploration scrutinized political tolerance in Sargodha's youth through the lens of various political and socio-economic determinants, including factors such as sexuality, educational attainment, political allegiance, and political mobilization. Furthermore, the study also assessed the influence of social capital, personality traits, and exposure to social media on the political tolerance of young inhabitants in the District of Sargodha. The research employed a quantitative methodology. Data collection was executed via a survey method, with a sample size of 431 students, derived using a multi-stage sampling approach from the target population. Insights gathered from the study reveal that a significant portion of students refrained from engaging in political dialogues with peers who share similar views or from participating in public assemblies organized by their respective political affiliations. Interestingly, these students prefer to utilize social media platforms as a conduit to express their political allegiance and opinions on pertinent political issues. The students also exhibited a substantial understanding and respect for varying political beliefs and ethnic backgrounds, asserting the importance of everyone's right to hold and express their viewpoints. This recognition and appreciation of the cultural diversity of political perspectives amongst different ethnic groups were prevalent amongst the majority of youth participants. Most notably, the consensus amongst these young adults demonstrated an acceptance, appreciation, and respect for diversity, thereby fostering an environment conducive to political tolerance within their society.

Abstract:: Through the ‘game changer’ project of China Pakistan Economic Corridor, China is aiming to stabilize its western part by promoting investment and economic development in its neighbour to the West, Pakistan, which will lead to a boost in the Pakistani economy through investments in infrastructure and construction of gas and oil pipeline. There is also the aim of reducing extremism in the Xinjiang region. However, there are several social, cultural and political changes that the project has the potential to bring about in Pakistan. Abstract:: Contemporary geo-political and geo-economics potentialities creates new horizons for the bilateral relations between states. These potential arrangements require security as a pre-requisite, both traditional and nontraditional domain. Pakistan Navy is dealing with these security threats from a comprehensive security approach. Through Task Force-88 and Task Force-150 as well as the Force Protection Battalion (FPB) for the security of CPEC from foreign actors, it has made enormous efforts to protect the China Pakistan Economic Corridor (CPEC) from new challenges and threats. This demonstrates that the People's Liberation Army Navy (PLAN) and the Pakistan Navy might accomplish compressive security through joint efforts. The protection and defence of sea lanes of communication (SLOCs) and the maritime-based economy are also enshrined in Pakistan's maritime doctrine. The Pakistan Navy's active engagement in Pakistan's security sector has also opened doors for the improvement of bilateral ties between various countries through the AMAN Exercises, a global collaboration of 45 nations to combat rising security threats.

Abstract:: Pollution is not a new marvel, yet it is still one of the world's most prominent human issues, with its driving reasons for sickness and demise. Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

Abstract:: The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:: The study discusses about the emerging security challenges to Pakistan after NATO withdrawal from Afghanistan and Re-emergence of Taliban. After 19 years US signs an agreement and leaves Afghanistan in 2021. After withdrawal of NATO forces from Afghanistan, country faces alarming security concerns due to extreme hunger and poverty. To understand Pakistan's security dilemma, it is essential to analyze the Afghanistan’s current security scenario under the Talban government, foreign intervention in Afghanistan, Humanitarian crises, Pak-afghan relation, boarder issue, the movements in Pakistan and refugee crises, and then assess the security concerns of Pakistan due to Afghanistan crises after US withdrawal. Certainly, the Indian factor cannot be discounted during the study of Pakistan's security dilemma or south Asian security environment. Abstract:: All colonies got independence in the twentieth century through fighting or political movements against the colonizers or got independence without any struggle. mostly in these (post-colonial) states, military is dominant where political institutions are weak. Pakistan is one of these states, where army waged war against the democracy successfully and ruled directly half of the independence period. It indirect ruled the country through installing or dissolution of civilian governments. Now, they run the state from behind through giving instructions to the civilians, legalized its power using rivalry with India (Shah, 2020). Coincidently, during the military rule, Pakistan got economic well-being and remained stable (Burkey, 2010). It is now ray of hope that the military will disassociate itself from politics and become neutral. Abstract:: The post-World War II era has seen a significant increase in peacekeeping missions, crucial in preserving international harmony and resolving conflicts in nebulous regions and states. Some United Nations members, including Pakistan, have made contributions to assist these operations. This study's main goal is to gain insight into Pakistan's participation in and commitment to UN peacekeeping efforts. The following article uses the qualitative research methodology. This paper aims to explain Pakistan's participation in United Nations peacekeeping Operations (UNPKOs) and the successes Pakistan has achieved in these operations. One of Pakistan's top foreign policy priorities under Article 40 of Constitution of Pakistan 1973 is to maintain international stability and security. Because of this, it has actively participated in United Nations peacekeeping missions since its creation. Pakistan has been an active member of the world community by contributing to 46 missions in 28 different countries and areas. Due to their calm demeanors and outstanding competence, Pakistani peacekeepers have been widely praised for their many successful operations and for winning the support of local populations. To date, 157 Pakistanis have also died in the service for this worthy purpose.

Due to climate change, 62 million South Asians are anticipated to relocate by the year 2050. South Asia has 1.891 billion people, or almost one-fourth of the world's population. Abstract:: Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

So, through the crisis management technique possible armed collision is controlled. The primary purpose of the study is to analyze the American mediation in the India-Pakistan crises. The nature of the study is qualitative because qualitative research supports explaining comprehensively and helps interpretive objectives to understand the role of America in the India-Pakistan crises. The case study method is applied for the present study and the selected era is from 2001 to 2019. Being a review study descriptive, exploratory and historical approaches are applied to discover the answers of the research questions. This research would offer a guiding structure for studying third-party mediation in the management of the crisis. Consequently, an analysis of this research will support to discover several potential finding of the American involvement in crisis management to keep strategic stability and peace in the South Asian region. But, there is no assurance that the findings and conclusions of this crisis management case study are applied to other contexts or crises.

Abstract:: Money laundering is not the issue of today, as it is coming from the early days in many ways and the evil to society as it effects not only those peoples which are related to this evil as well as it also hits the noble peoples of the society by not paying the legal levies that increases the prices of products in the market. Research is carried out to check the impact of money laundering on the economy of Pakistan in an econometric way along with the other control variables (inflation, unemployment, remittances, number of crimes, total investment, and corruption). Money laundering is measured with informal economy and economic growth is measured with GDP. Annual data from 2000 to 2019 is employed for the purpose of analysis and suitable statistical tools are applied to derive the results. Through these test short run and long run effects are derived also. For analysis of the data, secondary data of two recent decades are used which is collected from the different sources i.e. economic surveys, published papers, and World Bank database etc. At the end it is concluded that money laundering has negative effect on the economy of Pakistan along with other variables.

Abstract:: This research aims to investigate harassment faced by women at workplaces. The research methodology used for this study is qualitative, and semi-structured interviews have been conducted to collect primary data. A population size of onehundred working women at public and private institutions of Lahore has been taken. Twenty working women were interviewed and themes and sub-themes were derived from the collected data. The results revealed that harassment commonly occurs in workplaces. It includes abuse, non-consensual physical contact, threats, homophobic comments, ogling, and attempts at seduction, gender-based harassment, sexual coercion, and sexual imposition. It not only impacts the psychological condition of working women but also impacts their productivity. Those women who are the only breadwinners of their families are unwilling to take any action against the culprits so as not to lose their jobs; as a result, perpetrators exploit them. Most respondents contacted were aware of women's rights, but not familiar with the Protection against Harassment of Women at Workplace Act, 2010. The study identified several issues related to harassment and recommended significant initiatives to train women against harassment.

Abstract:: “Nation-building or State-building” has been a 20th century highly complex and controversial concept which taking again center-stage in the post-Cold War era. The idea has generated much heated debate in the world as well as in the academic circles. The notion is a process of constructing or structuring a unification of the people within the state through the state power which can be politically and economically stable and viable in the long run. In the past „nation-building‟ or „state-building‟ approach emphasizes on cultural identity for the newly established „nation-states‟ which lead to self-determination. However, in the contemporary modern world, it is process whereby a diverse society with different languages, cultures and religions come together within the boundaries of a sovereign state with a unified constitutional and legal dispensation. In this regard, Pakistan is multi-ethnic, multi-cultural and multi-religious state where people have less amount of commonality of interests, goals and preferences. It is extremely unlikely that different linguistic communities will agree on the definition of „nation‟. Its complexity and fragility is the product of deep rooted political and economic factors which are the main threats to its domestic security and stability. It is also fact that religion and external threats are no more viable reason for the state and regime survival. So, the guardians of the state remain failed to succeed in „nationbuilding‟ process which is still the biggest challenge to the country‟s solidarity. Modern scholars have views that nation-building cannot complete without economic development, modernization and democratization. Thus, the state is the political regime that operates within an existing nation or nations. It is the role of the state to bring together disparate national communities into a stable political regime. Nonetheless, the model of democratization, expansion of federal structure, economic growth and stable political institutions recognize as the formula of success and this is the only way of nation-building or national integration.

Abstract:: The widespread suffering caused by terrorism has been discussed at length in the media. Unfortunately, there is a relative paucity of empirical research on the nature and causes of terrorism. The present study examines the issue of terrorism quite modestly, but nonetheless significantly. It finds the root cause that generates numerous other causes which increase the incidence of terrorism. This study is unique in terms of its step-by-step implementation of analysis. In the first phase, the study applies thematic analysis and reveals the general causes of terrorism. In the second phase scrutiny of general causes is done to find the root cause of terrorism and finally, multinomial logistic regression is applied to ensure consistency between the results. Multinomial logistic regression reveals that coefficients of all interaction terms are significant, indicating that the effect of religion, geographic location, international players, and communications technology on terrorism depends on legislation and its strategic implementation. Like Ukraine, Pakistan is geographically significant for international players with respect to the containment of China and trade. Weak legislation in Pakistan facilitates international players not only to change the regime of the country but also to create terror groups that misuse religious schools. This study suggests that legislation must be implemented gradually through strategies; otherwise, policy implementation may have an adverse impact. Legislation helps to protect a country from terrorism in two ways. Firstly, it reduces the likelihood of terrorism entering, and secondly, it helps to combat existing terrorism. Based on the findings, this study also recommends counterterrorism, security officials have to work covertly in the media and other sectors which can impact the severity of terrorism in the country; this entails adopting mimicking factors. We expect that the present study will contribute to social and political improvements and have beneficial effects on the economy.

Majority of the Western media, academia and policy making circles deliberately established the narrative of Debt Trap Diplomacy (DTD). Gwadar port is likely to unlock potential of connectivity with regional trade partners in West Asia-Central Asia and South Asia. This project is a win-win situation for China and Pakistan. China‟s investment in Gwadar port will improve Pakistan‟s economy, uplift Baluchistan‟s living standards by offering attractive opportunity to potential investors in Gwadar‟s free zone. China‟s investment in Gwadar is promising to bring real change in Gwadar and Pakistan in particular. Due to massive propaganda against Gwadar, desired results have not been achieved yet. This paper is based on primary as well as secondary data. Primary data has been collected from Planning Commission of Pakistan on the condition of anonymity. The main argument of the paper is that the narrative of debt trap diplomacy is false. Connectivity of Gwadar with regional countries will be a game changer in the region.

The Indian strategic enclave regards China-Pakistan‘s multifaceted relationship as a substantial obstacle for India‘s rise as a Great Power within the regional context. The study‘s primary objective is to critically examine impact on Asia‘s main actors such as India and Russia. So that one can profess about the dynamics of this relationship and implications of China and Pakistan‘s geo-strategic relations on the rising economies. A qualitative study with qualitative interviews and thematic analysis was applied to conduct this study. The analysis reveals that South Asian RSC has no change in the patterns of amity and enmity. The region continues to be conflictive, where their enduring rivalry and continued distrust shape enmity patterns between Pakistan and India. On the contrary, Pakistan and China‘s amity patterns can be seen growing in the longstanding strategic relationship and deep-rooted cooperation. The investigation discovers that on a bilateral level, several new factors in the post-9/11 era have molded Pakistan-China Strategic relations, which have intricate linkages with the regional and global security complexion.

Abstract:: The political system of Pakistan rests on the principle of federation: powers of decisionmaking are constitutionally divided between parliament and the provincial governments. The constitution of the Islamic Republic of Pakistan 1973 emphasizes party-based democracy. It demands the practice of democracy within the political parties to promote democratic norms in political culture and to create a conducive political environment to strengthen the federal system in Pakistan. The second important principle of federation is unity in diversity. A political party in a federation is considered as a bridge between the federal government and its federating units having its roots in the general masses across the federating units. It helps the federating units to have a forum to identify, express, and articulate their interests. But the element of hereditary succession and the presence of affinity networks within political parties is weakening the democratic spirit of the federal Constitution of Pakistan. In major political parties, the only merit to elevate to the highest rank in the party is to be the next heir or to be the close relative of the party leader. The culture of hereditary leadership promotes the norms of kinship politics and nepotism where political decisions are made to protect the vested interests of kinship groups at the cost of the more extensive interests of the federation. This paper is based on three sections; the first section deals with the phenomena of hereditary politics in general; the second section deals with the importance of political parties in a federal system and; the third section of the study deals with hereditary succession and affinity networks in political parties in Pakistan and their impact on the federal system. The study used the desk research method to analyze the data under the qualitative approach. Abstract:: When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

This study analyzes the CPEC coverage in Pakistan's highly circulated English newspaper, Daily Dawn, and The News. The quantitative content analysis technique is employed for this study from April 2015 to December 2019. This study aims to explore how news contents of selected newspapers portray the image of CPEC and the treatment of selected newspapers toward this project. The theoretical foundation of this study work under the Grunig models of Public Relations. The findings of this study reveal that both newspapers portray a positive image of CPEC. It is a fundamental democratic principle which plays a key role in strengthening other human rights. Concurrently, it is widely accepted that this right is not absolute and the legislature may impose restrictions on it, according to law, for the welfare of the people. Abstract:: Studies in different socio-cultural contexts have found that women academics face structural and cultural obstacles and barriers. Less is known about the lived experiences of women academics in the context of Azad Jammu and Kashmir. This study explores the lived experiences of women academicians in coeducation higher education institutions (HEIs) / universites of Azad Jammu and Kashmir (AJK), Pakistan. The main objective of the study was to know the working relationships and interactions between women academicians with their men colleagues and students. We also attempted to unpack how women academicians manage their families and academic responsibilities. The data for the study come from sixteen in-depth interviews with women academicians in two public sector coeducation universities/ HEIs of AJK. The respondents were selected with the help of purposive sampling technique. We processed and analyzed the collected data inline with the qualitative data analysis technique. We enagegd Walby‟s (1990) concept of pubic and private patriarchy. Our study findings/results unpacked the explicit and implicit disparities and discrimination faced by women academicians in the prevailing patriarchal structure of higher education institutions of AJK. The findings advance and further the existing debate on the lived experiences of women academicians in HEIs with new insights from the specific context of AJK.

Furthermore, Quaid’s vision for a democratic, tolerant, and inclusive society convinced the other minorities and ethnic groups for opting to live in Pakistan. The constitutional and political history of Pakistan reflects the efforts and energies invested by the decision makers to strengthen the national unity and cohesive bond. The research topic ‘National Unity and Cohesion in Pakistan: A Critical Assessment of Constitution 1973’ is an attempt to identify the constitutional provisions for ensuring national unity and cohesion. The qualitative method has been deployed in which the researcher studied the material already produced on the same topic and conducted interviews. The primary objective of this endeavour was to assess the constitutional commitments and the political will to ensure implementation. Additionally, the factors that have affected the implementation and disturbed the social fabric of Pakistan contributing to increase marginalization of weak segments of society and excluding some specific groups from the mainstream.

Abstract:: Language is one of the most complex abilities, especially teaching in a formal learning environment and demography may help to comprehend social and economic issues and find viable answers. It engages in market research, labor market analysis, insurance forecasting, economic development, and social planning. People in South Asian countries work for private and public institutions at local, regional, national, and international levels. This research deals with the language learning of child acquisition and its influence on demographic elements, and the most crucial element in this discussion is the various implications on South Asia countries and the results of a research study conducted among private and government students (N=500) who are studying in different Muslim and nonMuslims schools of Lahore, Pakistan. This study investigates the effect of demographic factors on children's language acquisition at the middle level all over Asian countries. The researchers developed a questionnaire that contained 40 items, 37 are close-ended and 3 are open-ended. Quantitative and descriptive statistics with SPSS software are employed to investigate the effect of all demographic factors on the language learning process of children. The results indicate the pertinent findings against each major construct/theme such as age, gender, parents' (income, status, education, background, and occupation), social and economic context, rural and urban society, and cultural influence. It also shows that each factor has a deep influence on language acquisition among middle-level students, and Asian countries are affected a lot. This study investigates the short- and long-term effects of demographic variables on the language acquisition of South Asian children.

Abstract:: On September 11, 2001, the World Trade Center collapsed and the Pentagon was attacked, triggering a sustained anti-terrorism campaign around the world. A number of cases have been reported where the war on terror has adversely affected the sovereignty of the state. The war on terror has been particularly devastating to Pakistan, one of the frontline states in this conflict. This war has compromised Pakistan's sovereignty a number of times. Specifically, this paper focuses on drone strikes by US forces in Pakistan's tribal areas, including attacks on Salallah checkpoints and the killing of Osama in Abbottabad without obtaining permission or sharing information from Pakistan. There is still a lack of trust between the United States and Pakistan, so it was the Pakistani government's responsibility to protect its regional interests before entering this war and deciding the scope of Allied Forces authority. The paper concludes that the US-led forces have undermined Pakistan's sovereignty. The document notes that intelligence cooperation, allies' trust, and the respect for national sovereignty of states are very important factors for the advancement of the antiterrorism effort.

Abstract:: Pakistan has oscillated between weak civilian rules and military regimes throughout its history. Military co-option with the judiciary, alongside few exceptions commenced an era of dissolutions in 1988. This led to develop an institutional imbalance which undermined the representative institutions by upholding the presidential orders to dismiss federal and provincial assemblies in Pakistan. The judiciary in Pakistan largely remained a reactionary institution as it endeavored for the self-preservation rather than upholding the constitutionalism and enforcing the rule of law. Judiciary‟s political assertiveness during the decade of 1990s by addressing the political questions led to decline of its impartial character. This research expounds that judiciary‟s informal support for military increased the federal challenges of Pakistan and enhanced the authoritarian features of the state. This paper also explicates that by validating the dismissals of the representative institutions and authorizing the military regimes to amend the constitution, Judiciary compromised its judicial independence, which is one of the salient features of Constitution of 1973. Keeping in view the nature of case study and employing qualitative approach of research, this paper largely addresses the key question that how judicial Independence is relevant to the issues of federalism and democracy in Pakistan.

The legal right after its recognition takes power for its enforceability from the Constitution. Therefore, in order to alter a legal right, it needs amendments in the Constitution by legislature. The philosophy of human rights is as old as the establishment of mankind. The right to life is considered as the most important and basic human right and is the foundation of all other rights guaranteed by the Constitution. However, where there is right there is always some obligation to enjoy that right. The right of equality demands that all the people have same rights and self-respect as they are born as free and entitle for equal protection as per the Constitution without any discrimination. Generally, human rights are deliberated as a matter of right other than special favor and privilege and must be accepted with full regard not being constrained to the territorial limitations. Therefore, the focus of this study is to critically analyze the most important fundamental rights and how seriously the judiciary of Pakistan perceives these rights in the context of Constitution of Pakistan, 1973. The study may provide an opportunity to build a bridge between the judiciary and the executive for the proper implementation of fundamental rights in Pakistan.

Abstract:: The education system in Pakistan, especially its closed-book examination regime, is the legacy of the British Raj dating back to 1857. The examination style of the University of London was introduced in the subcontinent for native students at the high school level to promote English and with an incentive of preference in government jobs. Since the creation of Pakistan, the closed-book examination system, instead of evolving with the changing requirements, got further strengthened where it was also introduced in the higher education in the country. A closed-book examination system promotes rote learning and memorization among the students to fetch good grades. The entire purpose of education becomes questionable when student's efficacy and intellect are assessed in the light of marks attained. The GAP culture of educational institutions is detrimental to the students and society alike. Education in itself has shrunk to passing the exams for promotion to the next level or attaining jobs rather than developing the personalities and transforming the youth into thinking minds and effective, contributing members of the society. Education in Pakistan is merely a test of memory where those with good memory skills who can reproduce the textbooks as verbatim attain good marks and are considered educated and knowledgeable, and failures are discarded from the society. Closed-book examinations are at a tangent to critical, reflective, and creative thinking skills. The analytical abilities of the students of this exam regime are at its lowest ebb. In order to address the menace of extremism, violence, increasing intolerance, and exclusivity in the society, there is a need to find an alternate in the shape of an open-book examination regime that will promote critical, reflective, and problem-solving skills among the youth. Open-book exams assess the true analytical skills of the students, and since this type of examination can only be attempted by students with conceptual clarity and enhanced understanding instead of parroting and rote learning.

This research paper focuses on comparing the Maritime Strategy of India and Pakistan in terms of their capabilities, strengths, weaknesses, threats, and challenges. Further in the paper with the help of literature review and interviews it is discussed how both the countries differ majorly and have more or less similar threats to face from each other whereas the ultimate goal of maritime strategy remains to be different for both. As the growing importance of sea is realized by the world leaders, Pakistan still faces a sea blindness in terms of resources and equipment. With this paper an analysis of budget, fleet and a comparison of objectives of both the navies is presented with a clear conclusion of who is winning the battle in the Indian Ocean. Abstract:: The recent estimates suggest that South Asia is the least urbanized region in the world, however, Pakistan is one of the most urbanized countries in this region. Rural-urban migration is considered the main cause of urbanization and an inherent part of economic development process. Therefore, this study examines the determinants of rural-urban migration in Pakistan and utilizes two waves of Labour Force Survey of Pakistan (2006 & 2018). The study finds that there are various determinants of migration such as age, gender, marital status and education but higher levels of education appear to be important determinants of migration. This finding suggests that migration decision is positively linked to the human capital embodied in the individual. Abstract:: The aim of this study is to describe the media interference scenario in the political socialization process of Pakistan. The role of media is not limited to stipulate new skills but also reinforces the social and cultural change and at the same time contributes in political socialization process. The study is conducted in the provinces of Pakistan including Balochistan, KPK, Punjab, Sindh and the capital city of the state (Islamabad). The multi- stage random sampling method is adopted and the total of 2000 respondents was chosen. 1000 of the respondents are male and 1000 are female and the proportion from each equality is equal like 1000 respondents from urban areas and 1000 respondents from rural areas. The minimum age limit for the respondents was chosen based on the minimum vote casting age limit. The analysis of gathered data is conducted through SPSS and the findings are described in tabular form. The two theories 'Agenda Setting and Knowledge Gap Hypothesis' are combined for evaluating study. Survey method is adopted for the study to collect quantitative data via questionnaire that included 49 questions. For testing hypothesis of the study, Chi-Square tool of statistics is used. The findings revealed that media is among the most influential and effective agents of political socialization and the consumption of different media tools encourage people to participate in political activities. Further, the urban area people are found to be more politically socialized as compare to the people of rural areas. Therefore, easy and equal accessibility of media can make political socialization process more powerful.

Abstract:: Freedom of Expression is one of the most widely protected and debated constitutional right. It can be traced in almost all parts of the world. When it comes to guarding basic rights and especially with respect to freedom of expression it is also protected in Pakistan‟s constitution. The Article 19 of Constitution of Pakistan defends the right to freedom of expression of its citizens but freedom of expression is still not being a cherished idea in Pakistan. Therefore. this study is designed to understand the factors influencing the freedom of expressions in Pakistani media. This study also aims to investigate the role of pressure groups in cribbing media freedom of expression. To fulfill the purpose of the study, survey method is used, 100 Lahore based Journalists who are working in electronic media are selected through simple random sampling. The responses of the journalists are analyzed under agenda setting theory. This study concludes that Pakistan media is not working freely. Journalists in Pakistan agree that they face restrictions from pressure groups. According to them, Military and political groups are the strongest pressure group that influence the freedom of expression in Pakistani journalists. As this research points out the impact of pressure groups on media content and also indicates that how media content is mold according to the perception of pressure groups.

Abstract:: Spread of fake news has been rapidly increased in recent months and the determinants that lead the sharing of misleading information is not well studied. Henceforth, this study analyzes the result of a Pakistani sample (n=385) regarding proliferation of fake news regarding COVID-19. This phenomenon was studied by using uses and gratification framework it was extended by the altruistic motivation. An explanatory research design was followed, data was collected through questionnaire based on prior studies and respondents were approached through different social media websites and answers were collected through Google forms by following convenient sampling technique. Acquired responses were analyzed through regression model to investigate the magnitude of effects among the six categories of study on the result of fake news sharing. Findings showed that altruistic motivation was the main predictor of fake news sharing of COVID-19. Furthermore, other predictors i.e. motivation for information sharing, socialization gratification, motivation for seeking information and passing time were contributing in sharing fake news about COVID-19, while no relationship was found between entertainment motivation. This research suggested some theoretical and practical implications.

The piece of land in the extreme north of Pakistan is blessed with numerous natural resources and it is also a gateway to Central Asia. This valley is surrounded by rugged mountains, due to neglect and lack of land connection with the main country it has been deprived of the required development. The construction of the China Pakistan Economic Corridor (CPEC), an alternative passage through Chitral will bring economic opportunities through investment in different sectors. With the materialization of the CPEC route, the potential in the valley will be explored and utilized for the betterment of the country in the broader spectrum and the local economy will strengthen as well. The opening of this trade route will not only change the economic landscape of the valley but will change the sociology of the area. This mega venture along with economic opportunities will also generate challenges for the indigenous community. Expected opportunities will attract more businessmen and investors from outside. This migration process will open the door to social transformation along with challenges not only from an economic perspective but an indigenous cultural heritage of the society will be endangered. Only an inclusive and integrated development stratagem with the involvement and support of all stakeholders will lead to the sustainable economic growth of the valley. Further, the people-centric development approach will bring economic opportunities for the people, otherwise, there will be more challenges than opportunities. This research work has been conducted to investigate the expected challenges threatening sustainable growth of the community and region. Furthermore, it suggests policy guidelines based on empirical evidence for curtailing those challenges.

Abstract:: People engage in online political debates through Facebook and online political information sharing leads to offline political participation. This study aims to analyse the use and influence of Facebook on the information-sharing practices of Pakistani netizens. A quantitative research design based on an online questionnaire survey was used to collect data from Pakistani netizens who were also active users of Facebook. Data showed that the majority of the respondents positively used Facebook during an election to enhance their political knowledge and participation. They also forwarded political information and influenced their friends to vote for a specific candidate in the election. The Facebook campaign had a positive influence on election results as well as the turnout of the election. Findings also revealed that demographic factors of respondents did not have any effect on their information sharing practices during a general election. Moreover, caution should be exhibited to avoid posting derogatory and appalling comments and fake news. The use of Facebook among educated netizens in the Pakistani General election may fill the gap in the psephology and context of a developing country. Findings may apply to other developing countries with similar contexts.

Abstract:: Pakistan and China got independence one after another. China of Chiang-Kai-Shek had very little interest in Indo-Pakistan Subcontinent. However, they were hostile to the division of Subcontinent on religious ground. When Pakistan got independence, it did not receive any felicitations from China; on the other hand Pakistan took no interest in Chinese revolution. Pakistan only got activated when India became the floor-runner in recognition of China. After Indian recognition, Pakistan also recognized China. The real test of relationship was, when India stopped supply of coal for Pakistani trains and Chinese helped Pakistan, Pakistan on the other hand refused to condemn China in 1950s Korean War. The start of the relationship was neither warm nor cold. Pakistan had assumed that China was a neighbor and neighbor can not be changed. Moreover in case of Chinese assumption of Security Council seat, Pakistanis realized that Kashmir question would be discussed at UN, therefore, close and friendly relationship with China was necessary but Pakistan also needed economic and military assistance which could only come from Western block. However, maintaining normal relations with China was considered necessary. Therefore, Pakistan strongly supported Chinese‟ entry into UN Security Council and at Bandung Conference.

Abstract:: China‟s policy of strategic ambiguity towards the territorial dispute in South China Sea has altered the geopolitical architecture. China‟s use of delaying tactics to appease ASEAN states and methods of distraction in its bilateral relations with competing states has improved the security in the region. However, the Chinese leadership is simultaneously conducting domineering activities in the disputed waters of South China. In this context, the study explores China‟s policies in the South China Sea. Abstract:: Institutional quality is considered the major cause of income difference among the nations of the world. The primary objective of this research work is to analyze the nexus between institutional quality with a special emphasis on democracy in the economic growth of Pakistan. Economic growth is measured by Real Gross Domestic Product (RGDP), and democracy is quantified by democratic accountability (DA). Time series data on democratic accountability (DA), human capital (HC), infrastructure (INF), inflation (DEF), and RGDP from 1984 to 2018 have been utilized. Using the Johansen Cointegration approach, the results showed a long-run cointegration between the variables. Johansen Normalized results showed that democratic accountability, infrastructure, and human capital have a direct and statistically significant effect on Pakistan‟s economic growth. Similarly, Vector Error Correction Model (VECM) exhibits that the computed value of ECT (-1) is statistically significant, negative, and less than 1, these results confirm the convergence of the variables towards its mean position. The VECM confirmed the existence of a long-run relationship between democratic accountability and the economic growth of Pakistan. Moreover, the results showed the short-run relationship between the variables. Granger causality showed a unidirectional causality is running from democratic accountability to economic growth. The results of diagnostic tests also revealed the absence of autocorrelation and heteroscedasticity with the normality of residuals. Based on the econometric results, this study recommends that elected governments should establish such procedures and mechanisms that strengthen and support the democratic system and respond to people‟s problems to achieve sustainable economic growth in Pakistan.

Abstract:: This research paper analyses the employment of cyber warfare as a tool of hybrid warfare by focusing on the case study of Pakistan. The changing domains of war in hybrid regimes complemented by the ambiguity of cyber warfare, becomes a real destructive instrument of power. Pakistan is a developing country and the cyber space of Pakistan has numerous vulnerabilities which are exploited by our adversaries time and again. Cyber space is closely linked with hybrid warfare and it is employed by both state and non-state actors as an effective instrument of hybrid warfare. The paper begins by the challenging task of defining and briefly analysing the terms such as cyberspace, cyber warfare and hybrid warfare. The research argues how cyber warfare is being linked with hybrid warfare in contemporary times. Subsequently, it attempts to analyse the existing cyberspace of Pakistan to identify its cyber vulnerabilities and how those vulnerabilities have been exploited to undermine the national security of Pakistan through cyber warfare in a hybrid domain. Abstract:: The Movement for Restoration of Democracy (MRD) emerged when General Zia-ul-Haq could not fulfill the promise of conducting elections and prolonged his dictatorial regime instead of fulfilling his promise. He drew his power from a controlled system of government. In those circumstances, the democrats formed an alliance against the martial law administration. They neglected their internal differences and focused on their goal to achieve freedom of expression and liberty which was snubbed by the regime. MRD main demands were the restoration of democracy, under 1973 Constitution, conduction of election and handing over the system of administration to representatives of people. MRD continued struggled till the end of dictatorial regime in 1988.

Abstract:: Every country developed its relations with other states for their interests and purposes. Hence, soon after the independence in 1947, Pakistan enhanced its relations with the United States as response U.S. also responses positive, however, this connotation was totally on the hidden interests. This research shed light on the relationship between the Islamabad and Washington from 1947 to 1952 and its aftermath. A variety of interests have been found with Pakistan such as Pashtunistan issue from Afghanistan, financial aid, and Kashmir issue, whereas, United States utilized Pakistan to punish the communist cause. At beginning, the U.S. was found timid in the emergence of Pakistan considering the communist control over it; however, later seen the goodwill between the two countries. Under the umbrella of friendship, Washington and Islamabad ensured the both countries interests and developed the number of associations such as Middle East Defence Organization (MEDO) beginning in 1952, settlement of Pashtunistan issue, and a positive try of Kashmir issue. These associations provided the opportunities for both the countries where Islamabad received military assistance, billions of dollars, and other fruits, while the Washington used the Islamabad to fight the communist narrative. It is apparent that despite the number of mistrusts, Pakistan and United States relations were tremendous during the investigation era.

Abstract:: Postcolonial polities are marred with governance dilemma due to plethora of factors from lack of resources to flawed administrative structures; diffused roles and structures with a bend to authoritarianism; corruption to ineffectiveness for provision of welfare services for population; curbing freedoms to military interventions leading to crisis of governance. Michel Foucault theoretical approach of governmentality with its three pillars i.e. who will govern, how will govern and what is meant by governance is an effective tool to provide an insight in structural functional revisionist analysis of working of such polities. The methodological approach of paper is to cluster three important concepts, i.e. governmentality-structural-functional analysis and the concept of good governance encompassing hexagonal study of six important indicators, i.e. voice and accountability, political stability, effective governance, regulatory capability, Rule of Law and Control of Corruption. As different IGO‘s evaluate countries performance on basis of these indicators, the study will take account of Pakistan performance on good governance indicators and try to find the answer of why questions by a structural functional analysis of governmentality at play in Pakistan. The performance flaws of Pakistani state are direct result of diffused and overlapping governance roles and structures; collaborative rule of non-representative institutions like military and judiciary and their intervention in governance.

This paper aims to address the following inter-related queries: What is the nature of China‟s health-based assistance to the South Asian states for mitigating the COVID-19 risks? How and why do the United States and India remain skeptical of Chinese anti COVID- 19 Vaccine efforts? And how do other South Asian states perceive Chinese contributions to deal with the ongoing Pandemic? And, finally what lessons can be learned from this divergent debate centered on: Chinese Vaccine Diplomacy? Comparison and contrast of the available information is employed as an analytical technique to determine the nature of skepticism surrounding the Chinese vaccination campaign in South Asia. Abstract:: China by launching the multi-trillion dollar Belt and Road Initiative (BRI) has possibly initiated the transformation of the prevailing global political system. The success of the BRI heavily depends upon the neighboring regions of China, as they will provide China with routes to integrate the international markets. In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. The importance of CPEC is crucial for China as Beijing not only needs markets but imports of hydrocarbons from Persian Gulf and Africa. India and Iran have some common interests in Afghanistan. New Delhi has invested a big amount in various sectors in Afghanistan to enhance its influence in Afghan society. India has worked hard to facilitate Afghan Nationals to boost its soft power. India now influences the internal politics of Afghanistan. The world considers India a major market in South Asia. India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Pakistan has already suffered a lot due to the disturbance in Afghanistan. Peaceful Afghanistan is in the favor of South Asia and for the Global Powers. Abstract:: Owing to the changing dynamics of state relations, scholarly attention has increased toward the domestic policy influence on foreign policy. In this regard, political parties are considered the main drivers in foreign policy formulation in parliamentary democracies. To comprehend the influence of the party on the agenda or formulation of governmental foreign policy, there is a need to examine the link between party manifesto and foreign policy priorities. The case of Pakistan People’s Party (PPP) would be under consideration during the period from 2008-2013. This is an attempt to explore the foreign policy priorities given in the manifesto of Pakistan People’s Party (2008) with its practical implementations. It is observed that dichotomy prevails between the manifesto and practical implementations of PPP’s performance. The government of PPP has remained unsuccessful to implement its foreign policy priorities in true letter and spirit as promised in the party manifesto.

Abstract:: China, a rising power and Russia, a great power of the past is currently pursuing the aspiration to regain its lost glory, are at the center stage of Asian geopolitics. Starting from the first decade of twenty first century, the extra tilt of Russia‟s moderate ally India towards the US is ringing alarm bells for China, Russia and Pakistan more or less with an equal spell. Indian tilt towards the US culminating in a nuclear deal between the two in 2008 (Baker, 2008), specifically, post nuclear deal strategic partnership provides the former with a punch to pose a challenge to its two sheer competitors Pakistan and China. In fact, this emerging engagement between Indo-US is based on their shared interest of complicating the security calculations of Pakistan and China. Thus, the strategic partnership between India and the US provides a significant variable to Pakistan to dramatically change the dimensions of its security and strategic relationship with Asian powers such as China and Russia. For Pakistan this partnership will provide it not only an option to maintain balance in the region vis a vis India but it will also provide it with an alternate to the US in the form of realigning its relationship with Russia and China. While shunning off increasing US sway in near abroad is in the interests of both China and Russia, so, this emerging strategic triangle will mutually reciprocate their respective interests. Although, India is obsessed with a desire to become regional hegemon independently pose a significant threat to regional balance and stability in South Asia, its strategic partnership with the US acts moderately as a force multiplier. So, for Pakistan being a major stakeholder in the regional affairs, prudence dictates to cultivate and enhance its strategic relationship with its time tested friend China as well with Russia. The current paper will attempt to access the imperative factors bringing China, Russia and Pakistan closer to form a strategic triangle. It will explore the political, geo-economic and geo-strategic areas of convergence for greater cooperation between this emerging triangle. What are prospects and challenges in the way of development of a strategic triangle between China- Russia and Pakistan that is emerging as a response to a direct threat from Indo-US strategic partnership to gain a hold over regional affairs?

Abstract:: Decentralization is very important dimension of the modern political system because it applies the core of democracy through local government system (LGS). Every country struggles for social development that includes the standard life of the citizens which is only possible through better delivery system of social services by an efficient local government system. The major concern of the current research is to measure the relationship between “Decentralization” and “Social Development”. The current study is quantitative and descriptive in nature which is based on explanatory research design. The data are gathered through primary and secondary sources. The sample size of primary strand of study consists of 1000 respondents which were selected from the six sampled universities of the Punjab (Pakistan). The questionnaire was employed by the researchers to collect the primary data that are analyzed later by statistical package for social sciences (SPSS). The results of the study found a strong relationship between decentralization and social development. The value of R-Square is .468 that indicates all the included sub- indicators of independent variable have strong and positive relationship with dependent variable.

Abstract:: While broadly speaking the framework of separation of power is not fully executed which has caused institutional tangle in the history of Pakistan, however, the main objective of this research paper is to re-investigate the relationship between the civil and military leadership in the period 2013-2018. The elemental premise of this article is that the civilian and military leadership has generally squabbled during the civilian rule. This paper contends that this wrangle has left a majority of people of Pakistan with undelivered promises and their woes have generally multiplied. Generally speaking, perception abounds that form over substance approach proliferates in the present democratic set-up. There is an impression that the military schemes surreptitiously to destabilize the civil governments if the latter does not play to the whims of the former. The relations between the two power-centres embittered during the period 2013-2018 and it is generally believed that such tensions led to events like the dharna (sit – in) by the PTI/PAT, Tehreek-i-Labbayak protests/sit-ins and the disputed election results of 2018. Right or wrong, but there is an impression that military has generally tried to transgress its limits and meddled in the affairs of the civil administration in order to punish the ‘corrupt civilians’ for their corrupt practices. The relationship of civilian and military leadership in this article discusses specifically the instances which created tussles between both the leadership during the 2013-2018 periods. Again, the civilian leadership is facing the charges of corruption and since the matter is sub- judice, this paper constraints from considering these politicians corrupt or innocent but the main argument of the paper is that whether it is direct or indirect military interference the main allegation against the politicians is corruption. Therefore, this paper will try to find the answer to the following queries: what is the conduct of the civil governments how the civilians irritate the military and other institutions why the military takes interest into the civilian matters and why military needs to policing the civil governments and what factors caused the downfall of Mian Nawaz Sharif government. The underlying hypothesis of the study is that the theory of separation of power is not fully implemented in Pakistan which has been causing institutional clash and powerful institutions overpower the weaker and in case of Pakistan’s parliament is the weakest institution. However, this paper will like to recommend to go for the basics of democracy ‘Separation of power’ to ensure continuation and consolidation of democracy.

Abstract:: Sri Kartarpur Sahib is one of the most sacred religious sites for over twenty-seven million followers of Sikh religion around the world. This religious site known as gurdwara became a part of the premises of the state of Pakistan according to the partition plan in 1947. Sikh pilgrims desiring to visit this sacred place have always found it difficult due to the tensions between the two states of India and Pakistan. Finally, in August 2018, the newly elected Pakistani government under premiership of Mr. Imran Khan announced its intention to build a connecting corridor from Dera Baba Nanak in India to Kartarpur Sahib for the Sikh pilgrims. While it was generally considered a highly positive gesture towards building peace in the region, there was some negative response from the Indian side in particular. This paper discusses brief history of Kartarpur Sahib, the implications of the decision of constructing corridor by the Pakistan government and its importance in building peace between the two states and creating inter-faith harmony within Pakistan. An exploratory, historical and descriptive method has been applied. Besides consulting books and newspaper reports on this issue, two interviews were conducted to analyze contemporary situation. The results show that the move by the Pakistani government can very well be considered a way forward in peace building process and hurdles in implementation of a peace-oriented gesture need to be removed to promote inter-faith and inter-state harmony.

Abstract:: Political ideology of Nawab of Kalabagh Malik Amir Muhammad Khan (1910-67) was based on the perception of a highly educated but conservative feudal. He advocated status quo in almost all the matters including foreign relations. He advised Ayub Khan not to switch over to China because it would antagonise U.S.A. He was not so optimist about the solution of Kashmir issue. His pragmatic approach favoured the peaceful method of negotiation instead of confrontation. General perception portrays him as a typical landlord who was averse to education and freedom of press. Evidences from history reveal that there is a partial truth in it. He liked a responsible press which should not be left unbridled. Bengalis of East Pakistan made the bigger chunk of the total population of Pakistan. He, as a non-Bengali of West Pakistan, was apprehensive of their strength in numbers. Anti-One Unit politicians were secessionists in the eyes of Nawab so were dealt severely. He treated his political rivals according to their strength and ambitions. He was suspicious of Zulfiqar Ali Bhutto because he (Bhutto) was too ambitious to be trusted. He allegedly victimized Chaudhri Zahoor Elahi because Chaudhri had desired to replace him. Mawlana A. Sattar Niazi, Habibullah Paracha and Pir of Makhad Sharif used to challenge his supremacy in his native area so Nawab had to deal them harshly. It can be derived that his political outlook reflected the mindset of a typical feudal lord.

Abstract:: This paper discusses the socio-demographics of a village in Punjab named „Mohla‟. Socio- demographic variables include description of age distribution, sex composition, family structure, castes and marital statuses of the people. Description of respondents‟ attributes such as educational and occupational statuses are also inclusive of this study. The researchers used quantitative approach and data collection was done through probability survey to ensure objectivity and reliability of the results. Household Enumeration Forms were used to collect the information regarding age, sex, households and castes. On the other hand, interview schedule was developed to gather information from the respondents. Decade-wise sources of water supply and domestic material possessions are also analyzed. These time series data are indicative of the development that has taken place over the fifty years, this is expected to have influence on the socio- structural changes in the rural community.

Abstract:: The US-Taliban peace agreement has rekindled hopes for peace in Afghanistan. After fighting for almost two decades, the US has agreed to enter into a peace deal with its one time worst enemy i.e. Taliban. Pakistan has been a facilitator in bringing a peace deal to Afghanistan. Its role has been well recognised by both US and Taliban. Pakistan has long been associated with this issue; first as US partner in the war against Taliban and now as a facilitator to bring US and Taliban to a peace deal. It seems quite pertinent to re-evaluate Pakistan„s role in war against terrorism and its repercussions for Pakistan. The present research has explored the effects that Pakistan has faced after becoming the partner of war on terror initiated by the then American President George Walker Bush in 2001 soon after the incident of 9/11. It has explained how this participation of Pakistan has caused a colossal damage to the social, economic, religious and political domains of Pakistan and how the partnership has tarnished the image of Pakistan in the comity of nations. Additionally, impact of war on terror has been judged through examining the current status of internal and external security threats, soaring poverty, restrained development policies, increased hatred against the Americans and national disintegration. The methods of describing the facts and figures in the existing body of knowledge i.e published books, research articles, newspapers and published theses and then comparing and analysing them on the basis of personal opinion and other data, have been used to conclude the topic.

Abstract:: The existing political and administrative structure of Pakistan was inherited from British Empire which was crafted keeping in view the population and area of the entire subcontinent; and fundamentally constituted with an objective of retaining foreign control and promote imperialistic interests. Thus demand/ voices for new provinces have sound historic roots and vivid genesis emanating from ethnic and demographic makeup of Pakistan. Successive governments tried to put the country on a smooth track of development but could not achieve political and economic stability. Domination of few ethnic groups, sense of alienation, lack of justice, corruption, un-equitable allocation of development funds and unwieldy federating units in terms of population and area have been the intrinsic factors giving periodic impetus to the demands of new provinces in Pakistan. Each province has its peculiar dynamics; therefore, its historic, demographic and socio-political perspectives have been emphasized in the article to establish linkages with the genesis of demands for creating new provinces. Commonly debated issues are highlighted to explore as to why there is a requirement of creating new provinces in Pakistan. National concerns are also outlined to signify that disparity and discrimination driven movement may not be termed as linguistic or ethnic otherwise anti state notions may get stimulated. Towards the end, socio political implications have been analyzed and few recommendations have been made to address the issue of creating new provinces in Pakistan.

Abstract:: CPEC project (China – Pakistan Economic Corridor) being the flagship project of Belt & Road Initiative initially witnessed a planned investment of $ 46.6 billion which Beijing intitated and now it is extended to $62 billion and would be completed in the next few years. CPEC is not only aimed at connecting Kashgar to Gwadar but it is also considered to be the Zipper of Central Asia with South Asia, Moscow and Beijing with the Middle East and Africa. CPEC is specifically envisioned beneficial for economic security for Pakistan in a crucial time when Pakistan is isolated and badly damaged by the War on Terror since September 2001. Islamabad and Beijing have developed strong ties despite their ideological differences. Abstract:: The present study is aimed to provide analytical review of Pak-China strategic cooperation starting from 1950 to 2017. Pakistan started to establish her strategic relations with the outer world soon after her independence in 1947 in order to maintain balance of power in the region. Bilateral ties remained very encouraging from the beginning of Pak-China relations. However, bilateral ties touch its heights in the decade of 1960s. After 1960s, bilateral relation turned to diplomatic relations because of changing world scenario i.e. cold war, terrorism, One China Policy and change of world order. Still China helped Pakistan financially, technologically and assisted in developing nuclear program. Abstract:: Mass Media is among the major source to disseminate the political information in South Asia. Political news informs citizens regarding policies of political parties. Public and voters rely on political news on television, radio, social media and newspapers to know about the political world. This study examines the effects of mass media on the voters‟ participation in political discussion in general election 2013 in Pakistan. This study explores the process by which voters‟ behavior regarding political discussion is affected by political news exposure. For data collection, cross sectional survey method was used. The survey participants / respondents are primary school teacher voters in Lahore Division. Multistage purposive sampling technique was used for taking the sample of voters.

Abstract:: The ̳One Belt One Road‘ term refers to ̳The Maritime Silk Road and the Silk Road Economic Belt. This mega initiative was announced by Chinese president, Xi Jiping, in September 2013 during his official state visit to Kazakhstan. Pakistan is most important pillar of this Chinese initiative. Under the One Belt One Road framework, several corridors will be built in future. Whereas, with the development of OBOR, regional economies will boost up to $2.5 trillion and more than 4.4 billion population will get benefits across 65 countries. The Silk Road Economic Belt will link China, Central Asia, Russia, and Europe through the Persian Gulf and South East Asia and Indian Ocean. However, China-Pakistan Economic Corridor will be built to connect the Pakistan's Port Gawadar with Chinese city of Kashagar in autonomous province Xinjiang. The China-Pakistan Economic Corridor project is a game changer for the region and particularly for China and Pakistan, through the development of roads, railways, oil and gas pipe lines. Thus, the project brings wealth and prosperity across the region, particularly in Pakistan. But on the other hand, Pakistan is facing serious internal and external threats from terrorism and extremism since 2001. This work is an attempt to enlighten the prospects of China-Pakistan Economic Corridor (CPEC) and constraints in the way of this mega projects.

Abstract:: Guru Nanak Dev was born in November, 1469. He grew up to be the founder of Sikhism along with other nine Gurus. It soon emerged as an independent faith, and instantly won many followers to its fold. Therefore, the purpose of this research paper will be to delve into Guru Nanak’s role and appreciating his importance as far as bridging the wide gulf of enmity particularly between India and Pakistan and in the wider South Asia region in general. As all his life he focussed on fostering amity, peace, brotherhood, tolerance and harmony among people of various backgrounds, his teachings therefore promise to have all the necessary ingredients of peace which is currently wanting in the region.

Abstract:: Extremism in Pakistan has been the outcome of so-called Jihadists who wanted continuous recruitment for the Afghan-Soviet war(1979-89) and madrassas were settled with primary aim of propagation of so-called Jihad. Pakistan, being an Islamic Republic had already fertile ground for the promotion of Islamic ideology but this unfortunately was misconstrued by U.S. funded war which later turned Pakistani society into an abyss of extremism. Wave of sectarianism, drugs and political instability fomented extremism in the society. Internal strife coupled with international dynamics, badly distorted Pakistan‟s image internationally. That is the reason terrorists enjoyed support of masses despite military operations against them. This paper highlights that how the extremism rooted into Pakistani society caused wave of extremism, terrorism and hate. Pakistan faced serious challenges to economy and internal stability. Pakistan waged counterterrorism operations under the National Action Plan (NAP) but there is a need of counter-extremism policy that will normalize the society and regain its potential to excel.

96. Impact of Gas Conservation on Aggregate Economy and Trade of Pakistan

Abstract:: The present study assesses the gas-use based aggregate production framework to find out the co- integration among the variables and thereby estimate the error correction mechanism of the empirical models. Johansen’s based co-integration test has been applied with VECM based causality test to assess the long run and causal relationship for yearly time series data over 1980- 2014 for Pakistan. The empirical findings demonstrate a statistically significant co-integration to exist among real economic production/GDP, labor, capital and gas-use in both the models with and without exports. The findings of causality test depict long-run unidirectional relationship from labor, capital stock, gas-use and export towards the real GDP. The feedback connection between gas-use and real GDP is also found statistically significant in the short-term. The findings imply a warning for reduction of gas-use via energy conservation policies which may reduce exportable production. The reduction of gas use will downward curtail the economic growth, directly and via exports’ multiplier effect upon GDP, indirectly. Therefore, development of new energy technologies has been suggested to balance the supply-demand gap and thereby promisingly expanding the export-led sector for triggering the Economic output/GDP growth and sustainability of energy resources in the country.

Abstract:: Over the years, the Taliban have overwhelmingly grown in influence and their stature is being well recognized; exerting more pressure on Washington’s future orientation in Afghanistan. Amidst the backdrop of transitions taking place in Afghanistan’s political landscape, the foreseeable future has, ostensibly, rekindled the prospects of peace. Although peace process is gradually moving further, yet both sides are reluctant to compromise on each others’ terms. Since the assumption of power, President Trump’s approach to Afghanistan has been oscillating in consulting varying options to bring the Taliban to their terms rather to indulge, in true spirits, in a widely acknowledged political framework for peace. These chosen policy actions posit more challenges and less opportunities for peace in war-ridden Afghanistan. The emergent scenario requires a comprehensive, well-crafted and compromising structure to be devised, featured with inclusiveness of all stakes and issues involved in this prolonged conflict. Evaluating and analyzing President Trump’s strategic policy toward Afghanistan, this paper aims to explore the manifesting failures and grey areas of Trump’s Afghan strategy and also attempts to provide strategic foresight while considering the framework of endgame in Afghanistan.

Abstract:: Kashmir is the most serious dispute between Pakistan and India that originated with the British decision to give independence to British India that later divided into two states i.e. Pakistan and India. Being a Muslim majority princely state, the people wanted to join Pakistan. However the non-Muslim ruler of Kashmir opted India. The people of Kashmir revolted against this decision which set the stage for the first Kashmir war between Pakistan and India. Since then India has maintained its control over Kashmir by use of force and a heavy presence of Indian security forces. India and Pakistan fought another war on Kashmir in 1965. Despite India’s coercive policies, Kashmiris continued to resist Indian domination. The current uprising in Kashmir is the latest manifestation of Kashmiri revolt against India. Pakistan and India need to hold talks for a peaceful resolution of Kashmir which is also acceptable to the Kashmiris. They do not want to live under Indian rule and want to decide about the future of Kashmir through plebiscite, as promised in the UN resolutions of 1948-49.

Abstract:: The danger of nuclear terrorism has heightened significantly in the recent years largely because of the transnational terrorist networks and their unrelenting efforts to acquire nuclear technology. The menace of nuclear terrorism is alarming and should be calculated as credible source of emerging trends in terrorism. No incident of nuclear terrorism happened yet but terrorist groups are struggling to steal fissile materials, nuclear technology or insiders‟ support to either procure a crude weapon or steal one. International community is concerned with such foreseeable scenario. This research attempts to make a realistic calculation of the hazards of nuclear terrorism. First part of the paper underlines hype of nuclear terrorism and the risks it poses. It also signifies magnitude of reality involving nuclear terrorism. Second part of the paper underscores the response to international media that is frenzy about risk of nuclear terrorism in Pakistan. It also highlights the safety and security measures that Pakistan has adopted under the guidelines of IAEA and Nuclear Security Summits. This paper concludes with the argument that over the years Pakistan has remained relatively open about sharing information regarding how it is making advancements in its command and control system to ward off any risks of nuclear terrorism and has been successful in achieving better levels of security.

100. Honour Killings of Women in Punjab: A Socio-Political Context

Abstract:: This study examined the relationship between the violent practice of honour killing and the role of the socio-cultural institution, such as, the law-makers, i.e., politicians about the reinforcement of this customary practice. The qualitative method has been used to get the in-depth information about the subjective experiences and perceptions of various politicians. By employing purposive sampling comprising of five representatives from the law-makers, i.e., politicians who were working with the cases of the honour killings of women, data were taken from the largest province of Punjab. The Interpretative phenomenological approach (IPA) was used to analyze the semi-structured interviews of various participants. This study discussed the collusion of politicians with other functionaries, lack of effective law enforcement by the police force and the failure of the criminal justice system in combating the honour violence committed against women in Punjab. The resolution of the problem involves the change of mindset of all the associated stakeholders. Various measures have been advocated to address the honour crime through the execution of the relevant policy strategies and pertinent legislation.
