- A century ago this autumn the first battle of the Marne ended Germany's attempt to crush France and its ally Britain quickly. In that one battle alone the French lost 80,000 dead and the Germans approximately the same. By comparison, 47,000 Americans died in the whole of the Vietnam War and 4,800 coalition troops in the invasion and occupation of Iraq. In August and September 1914 Europe, the most powerful and prosperous part of the world, had begun the process of destroying itself. A minor crisis in its troubled backyard of the Balkans had escalated with terrifying speed to create an all-out war between the powers. 1 'Again and ever I thank God for the Atlantic Ocean,' wrote Walter Page, the American ambassador in London; and in Washington his president, Woodrow Wilson, agreed.

- The war on drugs has been bad for the world's health. Concentrating on criminalizing the producers, traffickers and consumers of narcotics, it has failed to reduce supply. UN figures show that drug consumption during the decade after 1998 rose, with a 34.5 per cent increase in the number of opiate users, 27 per cent rise in cocaine users, and 8.5 per cent rise in cannabis users.

- The theme of risk pervades the western security discourse at the beginning of the 2010s. The United Kingdom's 2010 National Security Strategy (NSS) employs the term 'risk' no fewer than 545 times, while its 2010 Strategic Defence and Security Review (SDSR) mentions the word 96 times. The United States' 2010 Quadrennial Defense Review (QDR) uses the words 'risk' or 'risks' 95 times over the course of its analysis. Risk is an explicit theme in the Australian Defence White Paper of 2009, Germany's Defence Policy Guidelines of 2011, The French White Paper on Defence and National Security of 2008 and the Spanish Security Strategy of 2011. It is also implicit in almost all other western security documentation since 2001 in one way or another.

10. The German politics of war: Kunduz and the war in Afghanistan

- This article analyses the way in which Germany's participation in the international intervention in Afghanistan has shaped and transformed the country's politics of defence and deriving policies. It argues that in the wake of operational challenges posed by the insurgency in northern Afghanistan since 2007, and in particular the increasing rate of German combat fatalities, established post-Cold War dogmas of German politics are becoming subject to erosion. Developments in the Kunduz region of northern Afghanistan, with the tanker bombing of 4 September 2009 as its apex, have had a catalyst function in this process. In particular, strategic, operational and tactical requirements for counterinsurgency operations have had significant politico-strategic repercussions for the country's defence and security policy more generally. As a result, in recent years the Bundeswehr has begun to undergo a far-reaching structural process of military adaptation and innovation. The article explains and analyses this phenomenon of political change and military learning in the context of political paralysis.
