Abstract:: There is an old Japanese saying that no one should be prepared “to wait even three years sitting on the rock” (“ishi no ue ni mo sannen”). After three tumultuous and frustrating years as the Democratic Party of Japan (DPJ) tried to find its sea legs, Prime Minister Noda Yoshihiko finally made the first official visit to Washington of a Japanese prime minister since the spring 2009. Noda had his hands full this quarter: pursuing an increase in the consumption tax, trying to convince a wary public to support some continuation of nuclear power, cobbling together domestic support to move ahead with Japanese participation in the Trans-Pacific Partnership (TPP) negotiations, and facing the perennial struggle to make progress on relocating Marine Corps Air Station Futenma on Okinawa. By the time of his Washington visit, Noda had started to line up support for the consumption tax backed off temporarily on TPP, and waited on restarting nuclear plants. However, he did manage to complete an agreement to move ahead with de-linking the move of about 9,000 US Marines to Guam and other locations in the Pacific and setting aside (but not give up on) the Futenma Relocation Facility (FRF). That announcement was a rare victory and set a positive tone for the summit and the joint statement Noda and President Obama made pledging to revitalize the US-Japan alliance. The prime minister returned home on May 1 facing the same stack of difficult domestic political challenges, but with an important if limited accomplishment in foreign policy.

102. Xi Visit Steadies Ties; Dissident Creates Tension

Abstract:: China's next leader, Xi Jinping, traveled to the US for a visit that went smoothly and laid a foundation for a strong bilateral relationship after the 18th Party Congress this fall. Senior US and Chinese officials delivered speeches to mark the 40th anniversary of Nixon's 1972 visit to China, highlighting the progress made and the importance of the bilateral relationship while recognizing the deep mutual strategic mistrust. The third Asia-Pacific Consultation was held to manage suspicious and enhancement cooperation. President Obama met Hu Jintao on the sidelines of the Seoul Nuclear Security Summit and coordinated planned responses to North Korea's satellite launch. Friction increased with the filing of a complaint with the WTO that charged China with manipulating prices of rare earth elements. Beijing angered the Obama administration at the UN Security Council by vetoing a resolution that called for Syria's president to step down. But as the violence worsened, the Council passed a resolution that authorized observers to monitor the ceasefire. China rebuffed US entreaties to reduce tis oil imports from Iran and the US imposed sanctions on a Chinese company for selling refined oil to Iran. A Chinese dissident sought assistance by entering the US Embassy, creating potential new challenges for the relationship.

103. North Korea's Rocket Launch

Abstract:: The most significant news in early 2012 centered on North Korea's rocket launch. In a slightly different twist to the pattern, this latest provocation came just two weeks after reaching what seemed to be a new deal with the US to freeze its missile and nuclear programs in exchange for food assistance. After Pyongyang went ahead with the launch in defiance of its international agreements and its so-called “Leap Day” deal with the US, it felt like Groundhog Day. The question soon became how soon a nuclear test might be in the offing. Meanwhile, the KORUS FTA finally took effect after seven years of deliberation, and US sanctions on Iran and US beef imports to the ROK also reemerged as issues for the relationship.

104. US-Southeast Asia Relations: Conflict in the East; Opportunity in the West

Abstract:: US attention in Southeast Asia was focused on two sides of the region: in the east on tensions in the South China Sea between China and the Philippines, which have energized the US-Philippine alliance; and in the west on the impact of the April by-elections in Burma, which have the paved the way for a quantum leap in US engagement with the country. Beneath these headlines, attacks and explosions in Thailand and the Philippines were a reminder that terrorism is still a serious threat. Policy debate in the region over the US “pivot” to Asia was stimulated by a US request to double the number of littoral combat ships to be docked at Singapore as ell as b discussion between Washington and Manila on the rotation of US troops through Philippine bases. Both represent modest steps toward a configuration of “flexible bases” in Southeast Asia. Also, there will be an unprecedented number of US joint exercises and other forms of military cooperation in 2012, suggesting the “pivot” is an ongoing and incremental process that has been underway for years.

105. Hu Visits Cambodia as South China Sea Simmers

Abstract:: Chinese interchange with Southeast Asia featured President Hu Jintao's visit to Cambodia beginning on March 29, displaying positive diplomacy laced with economic incentives. The unusual high-level attention to Cambodia was related to China's efforts to manage disputes with Southeast Asian claimants in the South China Sea and Cambodia's appointment as the chair of ASEAN. Hu left the country on April 2 with the reassurance that Cambodia would follow China's preference and keep the South China Sea issue off the official agenda of an ASEAN Summit convening in Phnom Penh on April 3 and at other ASEAN gatherings later in the year.

Abstract:: In January, President Ma Ying-jeou won re-election and the KMT retained its majority in the legislature. Voters endorsed Ma's gradual approach to developing constructive relations with the Mainland. In Beijing, the outcome validated President Hu's “peaceful development” policies. Both sides have indicated there will be continuity in cross-strait relations with a focus on a busy economic agenda. While understanding the domestic factors constraining Ma's willingness to discuss political issues, Beijing has emphasized the importance of building political trust and strengthening a common Chinese heritage. Meanwhile, the DPP's defeat has provoked an internal debate on the party's policy toward Beijing but no clear picture has emerged on whether or how party policy might eventually change.

107. Plumbing the Depths

Abstract:: Covering inter-Korean relations for Comparative Connections has been a roller-coaster ride, given the peninsula's changeable political weather. Even so, the current state of affairs is unprecedented. Pyongyang has spent the whole of 2012 hurling ever ruder and angrier jibes at ROK President Lee; plumbing the depths even by North Korean standards. In April, KCNA published and trumpeted a set of vicious cartoons that depict Lee as a rat being gorily done to death. From the viewpoint of inter-Korean relations, the past four months essentially saw almost no interaction except this one-sided name-calling. Unsurprisingly Seoul did have a few words to say in response, which only served to rile Pyongyang more. Wading through filth is no fun, but duty must be done as we describe and try to interpret North Korea's slander campaign, which showed ominous signs of escalating from words to deeds. In some obscure way, one intended function may be to boost the callow Kim Jong Un, so we also briefly report his formal accession to the DPRK's top leadership posts.

Abstract:: China and South Korea have designated 2012 as a year of friendship to mark 20 years of diplomatic relations. The anniversary may provide a pretext for more active diplomacy to meet a growing list of potential disputes in the relationship, including China's handling of North Korean refugees, illegal fishing in Korean territorial waters, territorial claims, and mutual suspicions regarding approaches toward North Korea. All of this is occurring in a period of political transition in both countries, as South Korea prepares for December elections while China works out a complex leadership transition later this year. Presidents Hu Jintao and Lee Myung-bak have held two summits this year, in Beijing in January and in Seoul on March 26 on the sidelines of the Nuclear Security Summit. On his state visit to China from Jan. 9-11, Lee also met Premier Wen Jiabao and top legislator Wu Bangguo. Foreign Minister Yang Jiechi met President Lee and ROK counterpart Kim Sung-hwan on March 2 during his visit to Seoul for annual inter¬ministerial consultations. The two foreign ministers also met in Ningbo, China, on April 8 for the sixth China-ROK-Japan Foreign Ministers Meeting. 109. Happy 40th Anniversary...?

Abstract:: With both Tokyo and Beijing intent on celebrating the 40th anniversary of normalization, bilateral relations started well in 2012 – and quickly went downhill. Contested history retuned in a controversy sparked by Nagoya Mayor Kawamura Takashi's remarks questioning the reality of the Nanjing massacre. Repeated incidents in the Senkaku/Diaoyu Islands involving ships of China's State Oceanic Administration Agency and Japan's Coast Guard kept the volatile issue of sovereignty claims politically alive. Both sides engaged in island naming games to enhance sovereignty and EEZ claims in the region. In April, Tokyo Gov. Ishihara Shintaro announced plans for the Tokyo Municipal Government to purchase three of the Senkaku Islands. With that, the relationship moved into May and Prime Minister Noda's visit to China.

Abstract:: The most dramatic events affecting relations in early 2012 concerned North Korea. The power transition appears to be proceeding smoothly, although mixed signals give signs that a clear foreign policy has not yet been worked out by the leadership in Pyongyang. Meanwhile, relations between South Korea and Japan continued on their seemingly disconnected tracks. In economic relations and day-to-day issues, they continue to move closer together on issues from dealing with tax evasion to joint disaster relief planning. Yet, territorial claims or claims about history are a constant irritant that threaten to derail relations at any time. Both sides seemingly wanted relations to worsen by picking fights over Dokdo/Takshima and making claims about history. One could dismiss the squabbling as peripheral to the main relationship, but these disputes hinder coordination and planning over important issues, divert diplomatic attention, and remain salient for domestic politics of both sides.

Abstract:: By any standard, the first four months were a rough start to the year for both Russia and China. While succession politics gripped first Russia and then China, Moscow and Beijing coordinated closely over the crises beyond their borders (Syria, Iran, and North Korea). Toward the end of April, the Russian and Chinese navies held the largest joint bilateral exercise in seven years, codenamed Maritime Cooperation-2012 (海上联合-2012; Morskoye Vzaimodeystviye-2012), in the Yellow Sea. Meanwhile, China's future premier Li Keqiang traveled to Moscow to meet Russia's future-and-past President Putin in Moscow.

112. The Demise of Ares: The End of War as We Know It?

Abstract:: In 1990, U.S. political scientist John Mearsheimer predicted that we would soon ''miss the Cold War.'' In the months and years that followed, the eruption of bloody conflicts in the Balkans and in Africa gave birth to fears of a new era of global chaos and anarchy. Authors such as Robert Kaplan and Benjamin Barber spread a pessimistic vision of the world in which new barbarians, liberated from the disciplines of the East—West conflict, would give a free rein to their ancestral hatreds and religious passions. Journalists James Dale Davidson and William Rees-Mogg chimed in that violence would reassert itself as the common condition of life. Former U.S. Senator Daniel Patrick Moynihan warned that the planet was about to become a ''pandemonium.''

113. What if Europe Fails?

Abstract:: The European Union is engaged in a ferocious political, diplomatic, and economic struggle to preserve the future of the single currency, the Euro, and the viability of what has become known simply as ''the project,'' namely the process of integration that has been the bedrock of Western European politics for over half a century. It is distinctly possible that its members' efforts may fail, either in the short or long term, and give way to an era of disintegration. Some have sounded the alarm: German Chancellor Angela Merkel famously remarked, ''If the Euro fails, Europe fails.'' Former president Nicolas Sarkozy of France predicted, ''If the euro explodes, Europe would explode. It's the guarantee of peace in a continent where there were terrible wars.'' Polish Foreign Minister Radek Sikorski warned the Euro's collapse could cause an ''apocalyptic'' crisis. Harvard economist Dani Rodrik cautioned ''the nightmare scenario would . . . be a 1930's-style victory for political extremism.'' After all, ''fascism, Nazism, and communism were children of a backlash against globalization.'' The erosion of democracy in Hungary and the rise in support for populist parties in Greece, the Netherlands, Finland, and France appears to some to be the beginning of the end.

Abstract:: In almost every region of the globe, there is a phantom state hovering like an apparition among the more corporeal members of the international system. Some of their names sound like the warring kingdoms of a fantasy novel: Abkhazia and South Ossetia, Nagorno—Karabakh and the Dniester Moldovan Republic. Others, such as Gaza/Palestine, the Turkish Republic of Northern Cyprus, or Taiwan, dominate the headlines. These polities look like real countries to their inhabitants, who salute their flags and vote in their elections. Some even field armies, issue visas, and collect taxes. But they are largely invisible to international legal institutions, multilateral organizations, and global trade regimes. The reason is that they lack formal recognition, or what a political scientist would call ''external sovereignty.''

Abstract:: Despite all the optimism accompanying the uprisings of 2011, the Arab Middle East remains a stagnant region in deep socio—political crisis with little chance for positive change anytime soon. The current regimes may stay in power or get replaced by new dictatorships, moderate or radical. Either way, in the near future, weak states will continue to grapple with domestic problems and the direction of their foreign policies. For good reason, this situation has Israeli leaders worried about the implications for their country's national security. The changing regional balance of power favors Turkey and Iran, both of whom encourage radical elements in the region, not Israel, while the seeming decline in U.S. clout has negatively affected both the Arab—Israeli peace process and Israel's deterrent power.

117. Recalibrating U.S. — Pakistan Relations

Abstract:: Afghanistan is America's longest war. Thousands of U.S. troops and those from nearly 50 other countries have fought in Afghanistan against Taliban and al-Qaeda forces, but it was in nuclear-armed Pakistan where Osama bin Laden was killed, Khalid Sheikh Mohammad (the mastermind of 9/11) was captured, and Afghan Taliban leader Mullah Omar as well as the heads of the virulent Haqqani network reside. Pakistan's duplicity is a fact, yet it is often excessively characterized as a function of the India—Pakistan rivalry. Pakistani generals do fear India, but they have also recognized the threat from domestic insurgents. The height of this concern was reached in 2009, when the Pakistani Taliban were 60 miles from the country's capital and jeopardized U.S. as well as Pakistani goals in the region: interdicting al-Qaeda, protecting Pakistani nuclear weapons, and stabilizing (and in Pakistan's case, an anti-India) Afghanistan. At that point, Pakistani troops, unlike past attempts, fought back and prevailed against the insurgents. It can be done.

118. Shifting Eastern Mediterranean Geometry

Abstract:: The security architecture that the United States helped establish after the Cold War in the Eastern Mediterranean is crumbling. That architecture emphasized two triangular partnerships: U.S.—Turkey—Israel and U.S.—Egypt— Israel. Each had its origin in the Cold War and gained new emphasis afterwards as a cornerstone of U.S. efforts to promote Middle Eastern stability. Yet the evolution of internal politics in Turkey over the last decade, combined with more recent shifts in Egypt, have brought to the fore civilian politicians who are openly critical of such partnerships and who have sidelined the partnerships' military proponents. The demise of these two triangles has profound implications for Israeli security, as well as for the U.S. military and diplomatic role in the Eastern Mediterranean. The changing geometry of U.S. relationships in the Eastern Mediterranean is part of a set of broader trends that make it more difficult for the United States to shape outcomes and set agendas in the region. This change in particular is likely to force the United States to emphasize bilateral relationships and ad hoc direct action in the future, placing a greater demand on ongoing U.S. management than has been the case in the past.

Abstract:: For most of the 20th century, Turkey chose not to get involved in Middle Eastern affairs. During the past decade, however, in a remarkable departure from this Kemalist tradition (based on the ideology of the republic's founder, Mustafa Kemal Atatu¨rk), Ankara has become a very active and important player in the region. Under the Justice and Development Party (AKP) government since 2002, Turkey has established closer ties with Syria, Iran, and Iraq, assumed a leadership position in the Organization of the Islamic Conference (OIC), attended Arab League conferences, and contributed to UN forces in Lebanon. It has also mediated in the Syrian—Israeli conflict as well as the nuclear standoff with Iran. Ankara's diplomatic engagements with Iran and Hamas have led to differences with the United States and Israel, leaving many wondering if Turkey has been turning away from itsWestern orientation or if it was just a long overdue shift East to complete Turkey's full circle of relations.

120. Turkey's Role in Defusing the Iranian Nuclear Issue

Abstract:: In May 2010, while the United States and other Western powers in the UN Security Council were drafting a resolution on further sanctions to pressure Iran over its controversial nuclear program, Turkey and Brazil — then non-permanent members of the Security Council — announced a fuel-swap deal with Iran. The Tehran Declaration, as it was called, stipulated that 20-percent-enriched nuclear fuel was to be provided to Iran for its use in the Tehran Research Reactor, which produces medical isotopes, in exchange for the removal of 1,200 kilograms of 3.5-percent-low-enriched uranium (LEU) to Turkey. Initial reactions to the deal varied, but there was fear that the 20-percent-enriched fuel would enable Iran to further enrich uranium and attain the level necessary to construct a nuclear weapon more rapidly.

121. Turkey's Eroding Commitment to NATO: From Identity to Interests

Abstract:: Turkey's view concerning its commitment to NATO is changing. NATO has always been the most prestigious institution binding Turkey to the West, but Turks are beginning to question whether NATO is still indispensable to Turkey's foreign and security policies. During the Cold War, Turkey's commitment to NATO was largely identity-driven. Membership in NATO suited Turkey's goal of pursuing a Western/European identity, and was justified by the Westernization goals of the founders of the Republic. Even though NATO's primary purpose at its inception was to help secure the territorial integrity of its members against the Soviet Union, the Alliance also symbolized the unity of nations which embrace liberal—democratic norms at home and abroad; it offered a security blanket under which European allies could intensify their supranational integration process and turn Europe into a Kantian security community. Joining NATO in 1952 was therefore a logical follow-up step to Turkey's membership in the Council of Europe (1949), and helped Turkey legitimize the claim that it was a Western/European country, representing the Western international community in the Eastern Mediterranean.

122. US Rebalances as Others Squabble

Abstract:: The only good news to report when it comes to Korean Peninsula denuclearization is the absence of any new really bad news over the past four months. North Korea's widely predicted (including by us) third nuclear test or follow-on missile launch did not occur. No one anticipated any serious movement toward resumption of the stalled Six-Party Talks, and those expectations were met. The biggest multilateral surprise came from ASEAN, which for the first time in its 45-year history, concluded its annual ministerial meeting without issuing a chairman's statement or communiqué. The ministers at the follow-on ASEAN Regional Forum (ARF) did produce a summary, which once again highlighted the need for broader multilateral cooperation throughout the region, including the South China Sea. Economic ministers were equally productive in meetings in August, when among things they launched the first East Asian Summit Economic Ministers Meeting and the inaugural ASEAN-US Business Summit.

123. Noda Marches on; Both Sides Distracted?

Abstract:: Prime Minister Noda advanced a legislative package on tax and social security reform but faced stiff political headwinds in the form of a frustrated public and a jaded opposition steeling for an election. Japanese concerns over the safety of the MV-22 Osprey aircraft scheduled for deployment in Okinawa dominated the bilateral agenda – at least in the media – and tested the mettle of Japan's widely-respected new defense minister. The two governments agreed to continue consultations on Japan's interest in the Trans-Pacific Partnership (TPP) but political paralysis in Japan and presidential politics in the United States could complicate efforts to make progress in the near term. Two reports issued over the summer addressing US force posture strategy in the Asia-Pacific and the agenda for US-Japan alliance, respectively, focused on the future trajectory for the bilateral relationship.

Abstract:: In the second trimester of 2012, the US began to flesh out its rebalancing to Asia strategy, prompting Chinese concerns. The fourth round of the Strategic and Economic Dialogue (S) was held in Beijing in May amid a kerfuffle over Chinese dissident lawyer Chen Guangcheng. Presidents Barack Obama and Hu Jintao held their 12thand likely final bilateral meeting in June on the margins of the G20 Summit in Los Cabos, Mexico. Bilateral friction intensified over developments in the South China Sea. US-China military interactions stepped up with a visit to the US by Chinese Defense Minister Liang Guanglie and a visit to China by Commander of the US Pacific Command Samuel Locklear. The US-China Human Rights Dialogue was held in Washington in July.

Abstract:: In May, US-Korea relations were marked by nervousness about a potential crisis with North Korea as telltale signs of activity at Punggye suggested preparations for a third nuclear test. Though a test did not occur, no one is confident that a crisis has been averted. In US-South Korea relations, differences over imports of Iran oil and US beef calmed down without causing a major hiccup. Meanwhile, a number of difficult bilateral negotiations remain unresolved. While there are signs of progress on the New Missile Guidelines (NMG), the civil nuclear talks remain deadlocked. Territorial and historical disputes between Japan and Korea have complicated and frustrated US desires to strengthen trilateral cooperation with South Korea and Japan.

Abstract:: Indonesian Foreign Minister Marty Natalegawa salvaged ASEAN unity after its failure to issue a formal communiqué at its ministerial meeting due to disagreement over Chinese activities in the South China Sea. At the US-ASEAN Post-Ministerial Conference, Secretary of State Clinton reiterated US support for a peaceful settlement to the disputes and emphasized the importance of ASEAN-based institutions in that process. The US linked efforts to improve Philippine "maritime domain awareness" to Manila's military development plans. Secretary of Defense Panetta also announced that the US would be adding naval visits to Vietnam. The US suspended many prohibitions against private investment in Myanmar, though human rights-based sanctions remain. At the Shangri-La Dialogue, Panetta outlined an ambitious plan for enhanced military partnerships with regional friends and allies, though how a reduced US military budget will impact these plans is a growing concern in Southeast Asia.

Abstract:: The primary focus of attention in the relationship over the summer was the ongoing dispute over territorial claims in the South China Sea as China set forth implicit choices for the Southeast Asian disputants and others with an interest in the region. Two paths – one focused on a demonstration of China's growing power and the other on positive aspects of Chinese engagement with Southeast Asia – are emerging as China continues to define its response to the conflict. Meanwhile, ASEAN struggled with finding a sense of unity in the face of disagreement among members regarding the territorial disputes. Elsewhere, China sought to reaffirm its friendly relations with Myanmar while seeking reassurance that the leadership in Naypidaw remained committed to previously agreed-upon projects.

Abstract:: Senior-level dialogue between China and North Korea resumed this summer when head of the Chinese Communist Party (CCP) International Department Wang Jiarui became the first senior foreign visitor to meet Kim Jong Un. Previously, there had been a great deal of speculation regarding the absence of leadership exchanges since Kim Jong Il's death. Several other high- level exchanges followed. Discussions focused on reconciling priorities and Chinese support for Kim Jung Un's consolidation of power. Although more subdued, there were also several high- level exchanges between China and South Korea as they celebrated the 20th anniversary of diplomatic ties, initiated talks on establishing a bilateral free trade agreement, held the second round of strategic defense talks, and sparred over South Korean concerns about human rights.

Abstract:: The summer was not all about the Senkakus, but the islands did dominate developments in the relationship. The Ishihara Senkaku purchase plan went full speed ahead. Meanwhile, Hong Kong activists landed on the islands, sparking diplomatic protests from Tokyo; Japanese activists followed with their own landing on the islands, sparking diplomatic protests from Beijing and anti-Japanese riots across China. Relations suffered further as Tokyo hosted the convention of the World Uighur Congress and President Hu Jintao found a bilateral meeting with Prime Minister Noda inconvenient. Japan's 2012 defense white paper reiterated, longstanding, but growing concerns with China's lack of transparency and the increasing activities of its navy in waters off Japan. Abstract:: Diplomatic disputes between Korea and Japan over historical issues and territory flared yet again this summer, being by far the most serious row since the mid - 2000s. With both sides focused far more on proving the others' misdeeds than on finding some stable equilibrium, the disputes threatened to spill over and affect economic relations as well as distract leaders from focusing on a number of pressing domestic and foreign issues. We try to avoid overreactions in this forum, hence the title. Korea - Japan relations are nowhere near falling off a cliff, but without stabilizing relations, there are potential deleterious bilateral and regional effects that could result from the current disputes. There were three underlying themes that characterized and reinforced the general lack of rapport: first, the reverberations from these bilateral disputes onto third parties (US, China, and North Korea); second, the domestic sources of foreign policy (known as the “ second - image ” in international relations theory); and third , deliberate moves toward negative issue - linkage in stymieing diplomatic relations in the region.

Abstract:: In early June, Russia's new, and old, President Putin spent three days in Beijing for his first state visit after returning to the Kremlin for his third - term as president; his hosts (Hu and Wen) were in their last few months in office. Some foreign policy issues such as Syria and Iran required immediate attention and coordination between the two large powers. They also tried to make sure that their respective leadership changes in 2012 and beyond would not affect the long - term stability of the bilateral relationship. Putin's stay in Beijing also coincided with the annual SCO Summit on June 6 - 7. As the rotating chair, China worked to elevate the level of cooperation in the regional security group, which is faced with both opportunities and challenges in Central Asia, where strategic fluidity and uncertainty are increasingly affecting the organization's future.

Abstract:: The Obama administration's military rebalancing to Asia helped reboot the US alliance with Australia. Indeed, the arrival of US Marines in northern Australia put real boots into the reboot. The announcement that the Marines were heading for Darwin was the centerpiece of President Barack Obama's visit to Australia in November. After the alliance intimacy achieved by two conservative leaders – George W. Bush and John Howard – it seemed unlikely that a Democrat president and a Labor prime minister could tighten the alliance bonds further. Obama and Gillard managed it, proving again the special status of the alliance for both sides of Australian politics. The Marine deployment became an important element in the broader debate in Australia about the emerging power system in Asia and the terms of Australia's future relationship with its number one economic partner, China. Even in trade, Australia now faces different US and Chinese visions of the institutional framework for Asia's future.

Abstract:: As disaster struck Japan and revolution swept the Middle East, Americans once again watched events unfold in real time, through a network of satellites in space that have revolutionized the dissemination of information and changed how we live. For decades, we have taken this network, and the operational environment of space which supports it, for granted. But quietly, almost imperceptibly, revolutions of a less visible kind have been unfolding above us in space itself. Over the Middle East, censorship imposed by autocratic states has for the first time extended into the upper reaches of the atmosphere. The satellite-based telecommunications services of Thuraya—a regional satellite phone provider—have been disrupted, and the satellite broadcasts of Al Jazeera, the Voice of America, and the BBC rendered unintelligible. Libya and Iran are the primary offenders, but even less technologically developed countries such as Ethiopia have employed jamming technologies for political purposes.

Abstract:: Berlin's March 2011 abstention on the UN Security Council vote on military intervention in Libya has raised questions about Germany's role in the international system. By abstaining on Security Council Resolution 1973, Germany broke with its Western allies and aligned itself with the four BRIC countries: Brazil, Russia, India, and China. Whether or not the decision signals a weakening of what Germans call the Westbindung, it illustrates the strength of Germany's ongoing reluctance to use military force as a foreign-policy tool even in a multilateral context and to prevent a humanitarian catastrophe. Over the past few years, as the number of German and civilian casualties has increased in Afghanistan, the German public has become more skeptical about the mission of the International Security Assistance Force (ISAF) in particular and about the deployment of German troops abroad in general. Like Germany, other EU member states such as France and the United Kingdom are cutting their defense budgets, but Germany shares few of their aspirations to project power beyond Europe.

Abstract:: In December 2009, representatives of 192 nations—not to mention thousands of journalists, activists, and business executives—assembled in Copenhagen for the 15th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC). The goal was to strike a new international agreement to replace the Kyoto Protocol, due to expire in 2012—one that would lead to meaningful reductions of greenhouse gas emissions. Expectations were great, and it was evident that one of the key players would be the People's Republic of China. After all, China—the world's largest emitter of greenhouse gases—has taken huge strides in the past decade, toughening up its environment protection laws, fighting pollution, planting forests, and investing aggressively in renewables and energy efficiency. In the lead-up to Copenhagen, China announced it would cut its carbon intensity by 40–45 percent below 2005 levels by 2020.

140. Crimea's Overlooked Instability

Abstract:: It was, perhaps unfortunately, a picture broadcast round the world. Ditching decorum, Ukraine's protesting parliamentarians hurled eggs, set off smoke-belching flares, poured glue in voting machines, and duked it out (literally) within their legislative chamber on April 27, 2010. At issue was the parliament's ratification of a lease extension for Russia's Black Sea Fleet in the Ukrainian port of Sevastopol, Crimea. The lease was due to expire in 2017, but will now (most likely, although nothing is ever set in stone in Ukrainian politics) continue through 2042. In exchange, Ukraine will receive a roughly 30 percent discount on natural gas imports from Russia, worth up to $40 billion over 10 years. If it works as advertised, Kyiv sold some of its sovereignty for a stronger economy. Given the current economic environment, few dispassionate observers would begrudge Ukraine this singular tradeoff.

Abstract:: In the summer of 2005, Ayman al-Zawahiri, then-Osama bin Laden's Egyptian deputy, began a direct debate with the United States about the nature of reform of the Middle East. With an assault rifle in the background, al-Qaeda's number two argued that reform must be based on Shari'a and was impossible so long as “our countries are occupied by the Crusader forces” and “our governments are controlled by the American embassies.” The only alternative was “fighting for the sake of God.” Zawahiri concluded that “demonstrations and speaking out in the streets” would not be sufficient.

Abstract:: Americans took heart as they watched Egyptian demonstrators rally in Tahrir Square and topple the regime of Hosni Mubarak in a peaceful revolution. Next door in Israel, however, the mood was somber: “When some people in the West see what's happening in Egypt, they see Europe 1989,” an Israeli official remarked. “We see it as Tehran 1979.” Political leaders vied to see who could be the most pessimistic, with Israeli Prime Minister Benjamin Netanyahu publicly warning that it was even possible that “Egypt will go in the direction of Iran,” with the new Cairo government becoming even more dictatorial and lashing out abroad. As he pointed out in remarks to the Knesset, “They too had demonstrations; multitudes filled the town squares. But, of course it progressed in a different way.” As unrest spread from Egypt to Bahrain, Jordan, Syria, and Yemen, the gloom seemed to deepen.

Abstract:: Kan Naoto resigned as prime minister on Aug. 26 after promising to step aside almost three months earlier amid dissension within his ruling Democratic Party of Japan (DPJ) and dwindling public support after a clumsy response to the tragedies of March 11. He was succeeded by Finance Minister Noda Yoshihiko, who prevailed in the DPJ presidential race despite little evidence of support in the polls, but strong backing within the party. The US and Japan convened the first Security Consultative Committee or “2+2” in four years to outline common strategic objectives and strengthen alliance cooperation in a regional and global setting. The two governments also consulted on the margins of international events to discuss cooperation on various issues. Vice President Joseph Biden visited Japan in late August to reiterate US support for the recovery effort and met victims of the disaster in Tohoku. Public opinion polls in Japan and the United States revealed a solid foundation of support for the US-Japan alliance.

Abstract:: In pursuit of agreements reached between Presidents Hu and Obama in January, the US and China worked to strengthen their relationship, while managing friction on a number of issues. Renewed tensions in the South China Sea put maritime security at the top of the agenda in many bilateral and multilateral interactions, including the inaugural US-China Consultations on Asia-Pacific Affairs, at the ASEAN Regional Forum meeting in Bali, and in a bilateral meeting between Secretary Clinton and State Councilor Dai Bingguo in Shenzhen. In early May, the third annual Strategic and Economic Dialogue (S) convened in Washington, DC. Despite protests from Beijing, President Obama met the Dalai Lama. In May and July, PLA Chief of the General Staff Gen. Chen Bingde and Chairman of the Joint Chiefs of Staff Adm. Mike Mullen exchanged visits. In August, Joe Biden made his first visit to China as vice president.

Abstract:: The summer months saw a potentially new cycle of US-DPRK dialogue. Secretary of State Hillary Clinton's invitation to DPRK Vice-Minister Kim Kye Gwan to visit New York for two days of official talks raised the specter that the North may be ready for re-engagement. Meanwhile, South Korea named a new unification minister, which some perceive to be the harbinger of a shift in its North Korea policy. But reliable sources say that President Lee Myung-bak will not cave so easily on his principles. Elsewhere, the Korea-US free trade agreement remains in limbo as it remains caught in partisan strife within the legislatures of both countries and the US received another lesson in Korea's preferred terminology for Asian geography.

149. Deep in South China Sea Diplomacy

Abstract:: Diplomacy related to the South China Sea disputes dominated US actions at the May ASEAN Summit, the June Shangri-La Dialogue, and the July ARF meeting. Washington endorsed ASEAN consultations before the Association's meetings with China on the territorial disputes as well as an independent ASEAN role in the South China Sea negotiations separate from the bilateral negotiations preferred by the PRC. Related to US support for ASEAN is Washington's assistance to the Philippines in gradually building its archipelagic security capability by funding Coast Watch South radars and promising more military hardware to the ill-equipped and underfunded Philippine armed forces. Manila also maintained its efforts to obtain a specific defense commitment from the US in the event of a military conflict with China over South China Sea islands. The Cambodia-Thai border dispute continues to flare periodically. ASEAN mediation efforts have established a timetable for military disengagement but, as yet, no implementation. Washington has endorsed the ASEAN efforts. In Indonesia, radical Jemaah Islamiyah, al Qaeda-affiliated cleric Abu Bakar Bashir was sentenced to 15 years in jail for aiding the formation of a new terrorist affiliate in Aceh. As in his previous trials, Bashir blamed his arrest and sentence on US and Jewish machinations. Although the Obama administration has appointed a new envoy, Derek Mitchell, as special ambassador to coordinate international approaches to Burma, this enhanced engagement runs parallel to increased US economic sanctions, suggesting little has changed with the new “civilianized” government.

150. Managing Rising Tensions in the South China Sea

Abstract:: The moderation and reassurance seen in the public posture of top-level Chinese civilian leaders in their attentive interaction with Southeast Asian countries in the first third of the year gave way to rising tensions and widely publicized disputes centered on differing claims in the South China Sea. Senior Chinese officials portrayed China as reactive and defensive in the face of increasing encroachment on the part of Vietnam and the Philippines in particular, and what they saw as self-serving meddling by the US. Despite often reassuring words, the pattern of Chinese behavior in disputed areas in recent months undermined regional and broader international sympathy for China's position. Vietnamese and Philippine oil exploration vessels met with intimidation by Chinese patrol vessels, and in the case of Vietnam, repeated damage to underwater survey gear. Some Vietnamese fishermen were beaten by Chinese authorities, and Philippine fishermen were shot at by Chinese patrol vessels. Based on available reporting, the various incidents followed a common practice of China using superior power and coercion to pressure and force perceived intruders to retreat.

Abstract:: There has been some progress in implementing the Economic Cooperation Framework Agreement (ECFA) and other existing pacts, but differences continue to prevent finalization of the long-pending investment protection agreement. Beijing has criticized opposition candidate Tsai Ing-wen's cross-strait policy platform, saying it would lead to a breakdown in dialogue and cooperation. Sea trials of Beijing's first aircraft carrier were symbolic of PLA capabilities that increasingly threaten Taiwan. Reports indicate that Taipei and Washington have agreed on the program to upgrade Taiwan's existing F-16A/B fighters with congressional notification expected in September.

Late on the evening of Aug. 30, South Korean President Lee Myung-bak, as part of a mini-reshuffle affecting four Cabinet positions, finally replaced his long-term hard-line unification minister, former academic Hyun In-taek. With Lee's characteristic cronyism, the man nominated to replace Hyun was another of his close advisers – geography professor Yu Woo-ik, once Lee's chief of staff in the Blue House and latterly ROK ambassador to China.

Abstract:: High-level exchanges between China and South Korea's foreign and defense ministries appeared to recover momentum as the two countries marked their 19th anniversary of diplomatic relations on Aug. 24. The first China-ROK “strategic defense dialogue” was held in Seoul on July 27 following talks between Defense Ministers Liang Guanglie and Kim Kwan-jin in Beijing on July 15 and in Singapore on June 4 on the sidelines of the Shangri-La Dialogue. Foreign Ministers Yang Jiechi and Kim Sung-hwan met June 6 ahead of the Asia-Europe Foreign Ministers Meeting in Budapest and held another round of talks July 21 in Bali on the sidelines of ASEAN regional meetings. But efforts to consolidate the China-ROK strategic partnership have exposed policy differences over North Korea and the ROK alliance relationship with the US.

Abstract:: Private-sector contacts kept the bilateral relationship afloat while high-level official contact began to re-engage. Defense ministers met in June in Singapore and foreign ministers met in July in Beijing. In each instance, they agreed on the importance of advancing the strategic and mutually beneficial relationship. In early August, Japan's Ministry of Defense released its 2011 Defense White Paper, which expressed concerns over China's military modernization, its increasing activities in waters off Japan, and its “overbearing” conduct in the South China Sea. Eight days later, the Chinese aircraft carrier Varyag left port for initial sea trails. Meanwhile, activities in the Senkaku/Diaoyutai Islands area continued to generate political friction in both Tokyo and Beijing.

Abstract:: South Korea and Japan are neighbors that are advanced, technologically sophisticated capitalist economies with capable and well-educated populations, and are fully consolidated liberal democracies. They share an alliance with the US, and generally view themselves as stalwart regional allies. As has been the case for many years, relations between them during the past four months were relatively stable, with increasingly deep economic relations, voluminous cultural flows, and general agreement on a strategy of isolation toward North Korea. They also share a tendency to provoke each other over their shared history and the ownership of several islets that sit between them. When this happens, the media goes into a frenzy, breathlessly reporting the latest incident. But which is reality? Do the historical disputes meaningfully affect their bilateral relations? On the one hand, yes: they could cooperate more closely on issues such as military coordination and a free-trade agreement. On the other hand, no: it's not at all clear that historical issues are holding up cooperation and relations are deeper across a range of issues.

156. Politics of Two Anniversaries

Abstract:: The summer of 2011 marked two anniversaries for China and Russia. In June, the Shanghai Cooperation Organization (SCO) celebrated its 10th anniversary at the annual SCO Summit in Astana, Kazakhstan. Over the past 10 years, the regional security group has grown fed by its “twin engines” of Russia and China. Immediately following the SCO Summit, President Hu Jintao traveled to Moscow, marking the 10th anniversary of the signing of the Friendship Treaty between Russia and China. There was much to celebrate as Moscow, Beijing, and the SCO have achieved stability, security, and sustained economic development in a world riddled with revolutions, chaos, crises, and another major economic downturn. The two anniversaries were also a time to pause and think about “next steps.” While the SCO is having “growing pains,” China and Russia have elevated their “strategic partnership relations” to a “comprehensive strategic cooperation and partnership.”

Abstract:: Australia has a close alliance with the US and deep emotional and cultural ties, but the new reality is that the two economies have decoupled. Twice in the past decade the US has gone into recession, but Australia has kept growing; that is a huge change from the 20th-century experience when Australia's fortunes were closely tied to the health of the US economy. Abstract:: China's development model is undergoing dramatic change. No longer relying solely on cheap labor to manufacture exports, the Chinese Communist Party is updating its approach in three distinct but interrelated ways. First, it is actively trying to create "national champions" so that Chinese brands-not just Chinese goods-can compete in the global market. Second, it is moving away from its reliance on low-wage, low-skilled labor and encouraging the growth of a middle class and increased domestic consumption to spur economic growth. Third, long accustomed to investing vast amounts of capital on infrastructure projects, it is now devoting more resources toward other types of public goods in order to improve the quality of local governance. Each of these endeavors presents major challenges as well as opportunities for China, its neighbors, and other countries, including the United States. Collectively, they represent a significant updating of the now familiar China model based on export-led growth and a strong state.

Abstract:: Immediately following the assault that killed Osama bin Laden in May, Pakistanis were furious that an array of specially-equipped U.S. Sikorsky Black Hawk helicopters was able to penetrate their sovereign territory so deeply and inconspicuously. That Pakistani authorities may have been providing cover to the world's most - wanted terrorist was, at best, a secondary concern. Pakistan's Army, unquestionably the country's most powerful institution, had been caught shockingly off guard, and the population was furious. General Ashfaq Parvez Kayani, the Chief of Army Staff, conceded that the raid constituted a significant intelligence failure, and ordered an investigation. At the same time, many Pakistanis were asking: what else might be at risk? The Army's Corps Commanders the top of the military brass hustled out an ominous statement: ''Unlike an undefended civilian compound, our strategic assets are well protected and an elaborate defensive mechanism is in place.

Abstract:: Is it time for the United States to rethink its Taiwan policy and walk away from Taiwan? Prominent Americans in influential publications insist that it is. The argument is not unprecedented. In a long and often discordant history of dealings between Washington and Taipei, there have been repeated calls for severing this uncomfortable and dangerous relationship. Taiwan has been characterized as a strategic liability, an expensive diversion, and most often, an obstacle to more important U.S.—China relations. In the past, a prosperous, strong, and self-confident United States chose to ignore such calls. Abstract:: Within hours of President Obama's announcement of Osama bin Laden's May 2 death, pundits and politicians from both the right and left were calling for a speedier withdrawal from Afghanistan. The discovery and targeted killing of bin Laden in a compound on the outskirts of Abbottabad, Pakistan, located less than a mile from the Pakistan Military Academy, dramatically amplified concerns about elements of the Pakistani Inter-Services Intelligence service (ISI) maintaining links with al-Qaeda and other violent extremist organizations. Many argued that the death of al-Qaeda's leader meant that our post-9/11 mission had been accomplished, and our expensive presence in Afghanistan was no longer needed amidst an era of mounting debt and budget fights.

163. A Detour Strategy for the Test Ban Treaty

Abstract:: Arms control supporters are impatient with the Obama administration as it completes its third year in office. Neither the strength nor the pace of nuclear policy reform has been to their liking. In retrospect, the credit they gave the administration for the New START treaty with Russia appears somewhat tarnished. Once the U.S. Senate ratified the treaty in December 2010, the obvious next step on the agenda was to push for ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). But in spite of the promises made by the White House, the prospects for a swift CTBT approval process are grim. The administration traded away all its chips in exchange for New START support, and the political landscape for the rest of President Obama's term appears anything but promising. The road to success requires a new approach.

Abstract:: Judging by the popular press, in January 2011 Twitter and Facebook went from being simply engaging social diversions to become engines of political change that upended decades of Arab authoritarianism. It is tempting to be swept away by this narrative, which suggests that social media prompted hundreds of thousands, and then millions, of Tunisians and Egyptians to pour into the streets and peacefully demand change. Brittle authoritarian regimes had little choice but to comply, and in this way, social media irrevocably changed the future of the Middle East. Following the logic to its conclusion, it would suggest that the Middle East is on the brink of a period of democratic consolidation, as the ideals and tools of revolutionaries lead the region forward into a period of anti-sectarianism, liberalism, and hope.

Abstract:: If hope was the dominant psychology of the protests that unseated Hosni Mubarak, then fear is proving to be that of their aftermath. The unity of the disparate forces that made history during those 18 days in Tahrir Square has given way to discord. Optimism about Egypt's future and belief in the imminence of the country's return to glory appears to have yielded to a season of grim pessimism, as erstwhile allies impute dark plans to each other. And given that Egypt's revolution is decidedly not over, this dissension in the ranks of its revolutionaries bodes ill for the country's democratic future.

Abstract:: The biggest headlines during the first four months of 2011 were generated by the triple tragedy in Japan, which left Tokyo (and much of the rest of the world) shaking, especially over nuclear safety. On the Korean Peninsula, Chinese concerns about the ROK/US “enough is enough” (over?)reaction to North Korean aggressiveness resulted in Beijing's acknowledgment that the road to a solution must run through Seoul, providing a new foundation for a resumption of Six-Party Talks. Meanwhile, elections among the Tibetan diaspora began a long-anticipated political transition, shaking Chinese policy toward the province. More fighting between Thailand and Cambodia over disputed borders has rattled ASEAN as it challenges the most important of its guiding principles – the peaceful resolution of disputes. Economic developments all highlighted growing doubts about the global economic order and the US leadership role. It's easy to predict the biggest headline of the next four month period: "Bin Laden is Dead!" Implications for Asia will be examined in the next issue; initial reactions were predictable.

Abstract:: The earthquake, tsunami, and nuclear disaster that struck Japan March 11 tested the leadership credentials of the Kan government and the alliance coordination during simultaneous crises. With the exception of disconnects in assessing the nature of the nuclear emergency at the Fukushima Daiichi plant, the March 11 tragedy revealed the strength of the alliance as the Obama administration demonstrated US solidarity with Japan by announcing a partnership for reconstruction to support Japan's recovery. Prime Minister Kan reshuffled his Cabinet for the second time and unveiled a policy agenda aimed at “the opening of Japan” but faced scrutiny for failing to usher budget-related legislation through a divided Diet. Bilateral diplomacy proceeded apace and was aimed at advancing economic and security cooperation, though a controversy over alleged remarks about Okinawa by a senior US diplomat had the potential to cause another crisis in the alliance.

169. US-China Relations: Pomp and Substance: Hu's State Visit to the US

Abstract:: High-level contacts between the US and Chinese militaries resumed in January with a visit by Defense Secretary Robert Gates to China. Immediately following his trip, President Hu Jintao traveled to the US for a state visit. The occasion combined informal discussion with all the protocol trappings of a state visit by a leader from an important country. Both countries exerted great efforts to ensure the visit's success, which put the bilateral relationship on more solid footing after a year that was characterized by increased tensions and discord. At the invitation of Secretary of State Hillary Clinton, State Councilor Liu Yandong made a week-long visit to the US in mid-April. China held its annual “two meetings” – the National People's Congress and the Chinese People's Political Consultative Congress – and endorsed the 12th Five-Year Plan for National Economic and Social Development.

Abstract:: The US and South Korea continued strong solidarity and close policy coordination on North Korea in early 2011. The US made repeated calls for North Korea to improve its relations with South Korea and show sincerity about denuclearization. The Hu Jintao visit to the US in January paved the way for the first inter-Korean talks since the Yeonpyeong shelling, although they collapsed as the two Koreas could not resolve their dispute over the sinking of the Cheonan. Meanwhile, the US and South Korea agreed to pursue a UNSC Presidential Statement that would denounce North Korea's uranium enrichment program. Possible resumption of US food aid and Jimmy Carter's Pyongyang visit were new variables, although neither brought any change. The KORUS FTA looks near its long-awaited passage in the Congress. With both the Obama and Lee administrations making final efforts to clear all political barriers , it appears that the measure will be passed in both countries in the coming months.

171. US-Southeast Asia Relations: Dismay at Thai-Cambodian Skirmishes

Abstract:: Both the US and ASEAN expressed dismay at border skirmishes between Thailand and Cambodia around the Preah Vihear temple and two other ancient temples about 160 km to the west. Artillery exchanges and small arms fire call into question the two countries' commitment to the ASEAN rule of the peaceful settlement of disputes among its members. Washington has promised to aid Philippine maritime capabilities to patrol both its South China and Sulu Seas' territorial waters as part of a larger US goal of keeping Asian sea lanes open. New ships and radar installations as well as navy and coast guard training are being provided by the US. In Indonesia, the US embassy inaugurated a new public diplomacy program, @america, an interactive information technology site designed to demonstrate the breadth of American life to Indonesia's tech-savvy young people. Wikileaks releases of US embassy cables published in the Australian press critical of President Yudhoyono caused some tension between Jakarta and Washington. As the current ASEAN chair, Indonesia seemed to follow Secretary of State Clinton's call for an ASEAN role in resolving the South China Sea islands dispute. US relations with Vietnam and Cambodia continue to be strained over human rights concerns. While ASEAN has called for the lifting of economic sanctions on Burma since its recent national election and the release of Aung San Suu Kyi from house arrest, Washington seems in no hurry to follow suit, labeling the election as fatally flawed and noting that political prisoners remain in jail. Finally, the US promised high-level participation in ASEAN-led regional organizations, including the ARF, the ADMM+, APEC, and the EAS.

Abstract:: Following last year's strong Chinese criticisms of US and regional moves seen directed against Chinese policies in Southeast Asia, the reassuring message of good neighborliness and cooperation that Chinese leaders and commentary reverted to at the end of 2010 continued into 2011. The shift was reflected through more positive attention to Southeast Asia and other neighbors, seeking to advance extensive Chinese engagement, especially rapidly growing economic interchange, while endeavoring to play down differences over territorial disputes and other questions. Wariness remained over US policies and practices, but disputes were registered less frequently and in less strident tones than in much of 2010. The treatment was consistent with the improvement in China-US relations registered in Chinese commentary coincident with the prelude and aftermath of President Hu Jintao's January visit to Washington.

Abstract:: The Cross-Strait Economic Cooperation Committee held its first meeting in February, an important step in implementing the Economic Cooperation Framework Agreement. Both Beijing and Taipei believe this year will see steady consolidation of cross-strait relations, but few new agreements. The backdrops of this modest prospect are the leadership transitions underway on both sides of the Taiwan Strait. Evidence of PLA modernization confirms that military capabilities threatening Taiwan continue to increase, confronting Washington with difficult decisions on arms sales to Taiwan.

174. South Korea-North Korea Relations: Not Getting Better

Abstract:: The first four months of 2011 saw no real improvement in relations between the two Koreas. Their sole official contact, military talks in February, broke up in acrimony after two days. A slight easing of South Korea's aid restrictions in April was in response to dire humanitarian need in the North, and probably does not indicate a wider thaw. There was the hint of back-channel talks, but no progress. The obstacles are familiar. Pyongyang's peace offensive as the year began did not impress Seoul as it failed to deal with two stumbling-blocks: the sinking of the Cheonan and the shelling of Yeonpyeong Island. The North continues to deny all responsibility for the former and insists it was provoked into the latter. Abstract:: In the aftermath of North Korea's artillery shelling of Yeonpyeong Island on Nov. 23, 2010, Chinese officials showed great concern about the possibility of escalation, focusing special concern on the possibility that South Korean military exercises might lead to military escalation. The January summit between Presidents Hu and Obama served to reduce tensions to some degree, especially through a call for resumption of inter-Korean talks in the US-China Joint Statement released at the summit. Following the apparent stabilization of inter-Korean relations, China has stepped up calls for "creating conditions" for the resumption of Six-Party Talks, engaging in diplomatic exchanges with both Koreas, including meetings between Special Representative for Korean Peninsula Affairs Wu Dawei and ROK nuclear envoy Wi Sung-lac on Feb. 10-11 in Beijing and again on April 26 in Seoul, and through DPRK Vice Minister Kim Kye Gwan's meetings in Beijing with Wu Dawei, Foreign Minister Yang Jiechi, and Vice Foreign Minister Zhang Zhijun respectively in mid-April in China. Although South Korea in April agreed to China's proposed "three-step" process toward restarting Six Party Talks – (1) Inter-Korean, (2) US-DPRK, and (3) Six-Party Talks – this plan makes the resumption of multilateral talks depend most critically on reaching consensus on the preconditions for inter-Korean talks, which remain stalled since a preparatory meeting for inter-Korean defense ministers' talks broke down in February.

Abstract:: Old problems – the Senkaku fishing boat incident, the East China Sea, and China's increasing maritime activities in waters off Japan – persisted in early 2011. Efforts by Japan to keep lines of communication open with China's leadership included a visit to China by members of the Diet and Japan's senior vice minister for foreign affairs. The China-Japan Strategic Dialogue resumed in Tokyo at the end of February. Less than two weeks later, the March 11 earthquake and tsunami hit Japan. China responded by providing emergency assistance and sending a rescue and medical team. Prime Minster Kan personally thanked China's leadership and the Chinese people for their assistance, support, and encouragement. The Asahi Shimbun offered the hope that the crisis could provide a fresh start in Japan's relations with its Northeast Asian neighbors.

Abstract:: China-Russia economic relations were “reset” on New Year's Day 2011 when the 1,000-km Skovorodino-Daqing branch pipeline was officially opened. The pipeline, which took some 15 years from conception to completion, will transport 15 million tons of crude annually for the next 20 years. The low-key ceremony marking the launch of the pipeline at the Chinese border city of Mohe was followed by several rounds of bilateral consultations on diplomatic and strategic issues in January. Abstract:: Rays of hope were seen in several areas across the region. Dim rays of light pierced what has been the darkness of the Six-Party Talks since their suspension in December 2008, even though prospects for actual Korean Peninsula denuclearization remain low. US-China relations continued to mend at the Shangri-La Dialogue and the ARF; Vice President Biden's trip to China added to the light. Hopes have also been raised for an end to political turmoil in Japan and Thailand with the election of new prime ministers. Aung San Suu Kyi's release from house arrest provides a ray of hope for progress in moving Burma/Myanmar toward democracy. Meanwhile, the self-inflicted debt crisis in the US has further dimmed hopes for US leadership in Asia and globally. Looking forward, there are flickering hopes that this year's APEC Leaders Meeting in Honolulu will shine a new spotlight on this increasingly overshadowed institution. Finally, the death of Osama bin Laden has raised the hope that this signals the beginning of the end for al Qaeda; others hope it will hasten the US exit from Afghanistan as well.

Abstract:: A spate of measures taken by the Obama administration to bolster US presence and influence in the Asia-Pacific was met with a variety of responses from China. Official reaction was largely muted and restrained; media responses were often strident and accused the US of seeking to contain and encircle China. Abstract:: South Korean President Lee Myung-bak's state visit to the US was a big event that attested to the strength of the two countries' relationship and the personal ties between Presidents Obama and Lee. The timely passage of the KORUS FTA in the US was the big deliverable for the summit. Final ratification of the FTA in both countries clears one longstanding issue and lays the foundation for greater economic integration and a stronger alliance. Meanwhile, the most shocking news for the final third of the year was the death of North Korean leader Kim Jong Il in late December. His death disrupted US-DPRK bilateral talks as North Korea observed a mourning period for its late leader. The US and South Korea spent the last two weeks of December quietly watching developments in North Korea as the reclusive country accelerated its succession process to swiftly transfer power to the anointed successor, Kim Jong Un.

Abstract:: With visits to Hawaii, Indonesia, Australia, the Philippines, and Burma, President Obama and Secretaries Clinton and Panetta demonstrated a renewed US commitment to Southeast Asia despite concern over a projected steep decline in the US defense budget. Southeast Asian reactions to the announcement of an increased rotation of US military assets to Australia range from ambivalence in Indonesia to enthusiastic endorsement in the Philippines and Singapore. Generally, the additional US forces are seen as evidence of Washington's decision to remain involved in regional security. At the East Asia Summit (EAS), Obama outlined his hope that it could serve as a high-level security conclave whose agreements would be implemented through other multilateral organizations. In visits to the Philippines and Indonesia, Clinton and Obama promised naval and air force upgrades to each, including two squadrons (24 aircraft) of refurbished F-16C/Ds for Jakarta. Hoping for a breakthrough in US-Burma relations, Obama sent Clinton to see whether the situation warranted the easing of US economic sanctions and if Naypyidaw was moving to meet US conditions for the restoration of full diplomatic relations.

Abstract:: China endeavored to win regional influence and goodwill by emphasizing reassurance and mutually beneficial relations with Southeast Asian counterparts. Nevertheless, it failed to keep the issue of the South China Sea off the agenda at the East Asia Summit as Prime Minister Wen Jiabao was placed on the defensive and compelled to defend China's approach to resolving territorial and maritime security issues related to China's broad claims and sometimes assertive actions. Official Chinese commentaries reacted to the setback in Bali with criticism directed at the US, but they tended to avoid hyperbole sometimes seen in unofficial Chinese media. Official commentaries were measured as they depicted various economic, political, and security initiatives during President Obama's trip to the region as challenges to Chinese interests. They also registered opposition to initiatives by Japan and India regarding Southeast Asia and the South China Sea that were seen as at odds with Chinese interests. Myanmar's decision to stop a major hydroelectric dam project being built by Chinese firms added to China's challenges and complications as it raised questions about China's influence in the country while Myanmar's new civilian government tried to improve relations with the US and other powers.

Abstract:: The campaign leading to the Taiwan's Jan. 14 presidential election has dominated cross-strait developments. Opposition candidate Tsai Ing-wen has continued her rejection of the “1992 consensus” and criticized President Ma Ying-jeou for suggesting he might consider negotiating a peace accord with Beijing. Meanwhile, Beijing has emphasized its wish to further develop relations on the basis of the “1992 consensus,” without which relations will regress. Abstract:: Noda Yoshiko succeeded Kan Naoto as prime minister of Japan in early September and met President Hu Jintao at the G20 Summit in Cannes and the APEC meeting in Honolulu. On both occasions, they agreed to take steps to strengthen the mutually beneficial strategic relationship. They reiterated that commitment during Noda's visit to China at the end of December. Meanwhile, maritime safety and security issues in the East China Sea and the South China Sea continued as a source of friction. In both areas, Tokyo worked to create a maritime crisis management mechanism while Chinese ships continued to intrude into the Japan's EEZ extending from the Senkaku Islands, keeping alive contentious sovereignty issues. Tokyo and Beijing were able to resolve a November incident involving a Chinese fishing boat operating in Japanese waters. Repeated high-level efforts by Tokyo to resume negotiations on joint development in the East China Sea failed to yield any progress.

Abstract:: The last four months of 2011 were dominated by two leadership changes – the mid-December death of Kim Jong Il and the election of Noda Yoshihiko in September. Kim's death is a watershed event that could mean changes in DPRK policies with repercussions around the region. South Korea and Japan reacted cautiously to the news of Kim's death and the rise of his son, Kim Jong Un, as the new leader of North Korea. Beyond this event, however, Korea-Japan relations showed little change. Economic relations between South Korea and Japan continue to move slowly forward, even as they remain firmly stuck arguing the same issues that have aggravated diplomatic relations for decades. North Korea-Japan relations also showed little change as both sides repeated the usual accusations, but neither showed any inclination to change. Meanwhile, there were three main trends in relations. First, external forces drove state behavior as evidenced by the almost domino-like efforts at free trade agreements. Second, there was growing recognition of the high domestic political costs associated with non-pliable issues such as the comfort women/sex slaves. Third, there was a realization that change could mean opportunity as Seoul and Tokyo contemplate the post-Kim Jong Il landscape in North Korea.

Abstract:: Over a decade into the “normalization” of US-India relations and nearly 20 years into India's “Look East” policy, the US-India-East Asia nexus is regularly articulated by the US and India, generally accepted in the region, and shows some signs of gaining traction including a regular US-India dialogue on East Asia and the launch of the first-ever US-India-Japan trilateral dialogue. More broadly, US views of India as part of Asia now encompass mental as well as policy maps (though not yet bureaucratic and all geographical ones) and transcend party politics. Meanwhile, US-India bilateral relations move steadily if sometimes frustratingly forward, and India-East Asia ties continue to deepen and widen though to neither side's full satisfaction. One thing is clear: triangulation depends above all on India's own commitment and actions to build a closer relationship with the wider Asia-Pacific region. Secretary of State Hillary Clinton, in an echo of comments made by regional leaders over the years, told an Indian audience in Chennai in July that “India's leadership will help to shape positively the future of the Asia Pacific. That's why … we encourage India not just to look east, but to engage east and act east as well [emphasis added].”

Abstract:: Prime Minister Kan Naoto opened the quarter with a speech promising a government that would deliver on domestic and foreign policy, but public opinion polls indicated he was failing on both fronts, damaging his own approval rating and that of the ruling Democratic Party of Japan (DPJ). The US and Japanese governments continued a pattern of coordination at senior levels and North Korea‟s bombardment of Yeonpyeong Island on Nov. 23 furthered trilateral diplomacy with South Korea and exchanges among the three militaries. President Obama met with Kan on the margins of the Asia-Pacific Economic Cooperation (APEC) Leader‟s Meeting in Yokohama to take stock of the relationship, though a once-anticipated joint declaration on the alliance did not materialize and the optics of the meeting appeared designed to lower expectations as the Futenma relocation issue remained unresolved. A bilateral public opinion survey on US-Japan relations released at the end of the quarter captured the current dynamic accurately with Futenma contributing to less sanguine views but convergence in threat perception and an appreciation for the role of the alliance in maintaining regional security as encouraging signs for the future.

Abstract:: China-US relations were marked by the now familiar pattern of friction and cooperation. Tensions spiked over North Korea, but common ground was eventually reached and a crisis was averted. President Obama‟s 10-day Asia tour, Secretary of State Clinton‟s two-week Asia trip, and US -ROK military exercises in the Yellow Sea further intensified Chinese concerns that the administration‟s “return to Asia” strategy is aimed at least at counterbalancing China, if not containing China‟s rise. In preparation for President Hu Jintao‟s state visit to the US in January 2011, Secretary Clinton stopped on Hainan Island for consultations with Chinese State Councilor Dai Bingguo and Deputy Secretary of State Steinberg visited Beijing. Abstract:: High -level visits to Southeast Asia this quarter found President Obama in Indonesia to inaugurate a Comprehensive Partnership, Secretary of Defense Gates in Malaysia and Vietnam, and Secretary of State Clinton in several Southeast Asian states, a trip that was highlighted by her acceptance of US membership in the East Asian Summit and attendance at the Lower Mekong Initiative meeting. Obama praised Jakarta‟s democratic politics and insisted that the multifaceted relations with Jakarta demonstrate that Washington is concerned with much more than counterterrorism in its relations with the Muslim world. Abstract:: Following last quarter‟s strong criticisms of US and regional moves seen directed against Chinese policies, Chinese leaders and commentary this quarter reverted to a reassuring message of good neighborliness and cooperation. Senior leaders interacted constructively and official Chinese media gave repeated emphasis to positive and mutually beneficial relations. Wariness of US policies and practices was registered in lower-level commentaries while Chinese officials interacted in business-like ways with US counterparts over regional issues. China consulted with ASEAN representatives seeking to implement a code of conduct in the disputed South China Sea, and a working group meeting was held in Kunming, China on Dec. 21-23. Handling of issues in the South China Sea was more moderate than the confrontational approach witnessed in Chinese actions and publicity over fishing and other rights in disputed waters in the East China Sea and the Yellow Sea. On the other hand, even reassurances underlined a determination to rebuff violations of China‟s “core interest” in protecting territorial claims. Some military exercises and enhanced patrols by Chinese ships also were noted in the South China Sea. Meanwhile, China‟s positive reaction to the November elections in Myanmar was in line with longstanding Chinese support for the authoritarian military leadership.

Abstract:: The pace of progress in cross-strait relations has slowed as agreement continues to take longer than anticipated. A medical and healthcare agreement was signed in December, but consensus on an investment protection agreement was not reached and establishment of the Cross-strait Economic Cooperation Committee (CECC) has been delayed. The mayoral elections in November saw the opposition Democratic Progressive Party (DPP) receiving more votes than the ruling Kuomintang (KMT). Both parties are now gearing up for the presidential election in March 2012. Consequently, campaign politics in Taiwan and jockeying in preparation for the 18th Party Congress in Beijing will dominate the way Beijing, President Ma Ying-jeou, and the opposition in Taiwan approach cross-strait issues in the year ahead.

Abstract:: Ten years have passed since Ralph Cossa first asked me to write for this esteemed journal. Comparative Connections was young then. Launched in mid-1999, then as now its remit was to cover and track East Asiaâ€Ÿs key bilateral relationships: with the US and regionally. At the outset, inter-Korean relations must have seemed too insubstantial to be included. That changed in 2000: the annus mirabilis which saw the Southâ€Ÿs then president, Kim Dae-jung, fly to Pyongyang in June and hold the first ever North-South summit meeting with the man who still leads the North, Kim Jong Il. The former, but thankfully not the latter, was awarded the yearâ€Ÿs Nobel Peace Prize for this among other achievements. At the time this seemed, and was, a breakthrough. The summit was not just a one-off photo-op. We did not yet know that money had gone under the table to bring it about. Even so, to write as I did then of “the wholly new phase of regular and substantive inter-Korean dialogue that has ensued – ministerial and defense talks, family reunions, economic deals, transport links, and more” – was not mistaken. Seven years followed in which inter-Korean relations moved forward. Not evenly, not enough, and not reciprocally – but forward, none the less.

Abstract:: North Korea"s artillery attack on Yeonpyeong Island on Nov. 23 placed the Korean North Korea‟s artillery attack on Yeonpyeong Island on Nov. 23 placed the Korean Peninsula at the center of regional attention and intensified diplomatic pressures on China as an indispensable player. Beijing mobilized a remarkably swift diplomatic effort in response, sending State Councilor Dai Bingguo to Seoul to meet President Lee Myung-bak and Foreign Minister Kim Sung-hwan, and to Pyongyang to meet Kim Jong Il and Vice Premier Kang Sok Ju. Chinese calls for regional dialogue intensified with South Korean efforts to deter North Korea through joint naval exercises with the US in the Yellow Sea and live-fire artillery drills. Despite urgent Chinese entreaties to convene “emergency consultations” among senior envoys, North Korean provocations appeared to undermine already limited prospects for Six-Party Talks. Beijing‟s persistent calls for both Koreas to return to dialogue and Seoul‟s apparent support for inter-Korean dialogue and Six-Party Talks, may open the way for a return to negotiations, but South Korea‟s position remains conditional upon North Korea acknowledging its responsibility for provocations and taking concrete steps to show its commitment to denuclearization.
