Abstract:: There is an old Japanese saying that no one should be prepared “to wait even three years sitting on the rock” (“ishi no ue ni mo sannen”). After three tumultuous and frustrating years as the Democratic Party of Japan (DPJ) tried to find its sea legs, Prime Minister Noda Yoshihiko finally made the first official visit to Washington of a Japanese prime minister since the spring 2009. Noda had his hands full this quarter: pursuing an increase in the consumption tax, trying to convince a wary public to support some continuation of nuclear power, cobbling together domestic support to move ahead with Japanese participation in the Trans-Pacific Partnership (TPP) negotiations, and facing the perennial struggle to make progress on relocating Marine Corps Air Station Futenma on Okinawa. By the time of his Washington visit, Noda had started to line up support for the consumption tax backed off temporarily on TPP, and waited on restarting nuclear plants. However, he did manage to complete an agreement to move ahead with de-linking the move of about 9,000 US Marines to Guam and other locations in the Pacific and setting aside (but not give up on) the Futenma Relocation Facility (FRF). That announcement was a rare victory and set a positive tone for the summit and the joint statement Noda and President Obama made pledging to revitalize the US-Japan alliance. The prime minister returned home on May 1 facing the same stack of difficult domestic political challenges, but with an important if limited accomplishment in foreign policy.

102. Xi Visit Steadies Ties; Dissident Creates Tension

Abstract:: China's next leader, Xi Jinping, traveled to the US for a visit that went smoothly and laid a foundation for a strong bilateral relationship after the 18th Party Congress this fall. Senior US and Chinese officials delivered speeches to mark the 40th anniversary of Nixon's 1972 visit to China, highlighting the progress made and the importance of the bilateral relationship while recognizing the deep mutual strategic mistrust. The third Asia-Pacific Consultation was held to manage suspicious and enhancement cooperation. President Obama met Hu Jintao on the sidelines of the Seoul Nuclear Security Summit and coordinated planned responses to North Korea's satellite launch. Friction increased with the filing of a complaint with the WTO that charged China with manipulating prices of rare earth elements. Beijing angered the Obama administration at the UN Security Council by vetoing a resolution that called for Syria's president to step down. But as the violence worsened, the Council passed a resolution that authorized observers to monitor the ceasefire. China rebuffed US entreaties to reduce tis oil imports from Iran and the US imposed sanctions on a Chinese company for selling refined oil to Iran. A Chinese dissident sought assistance by entering the US Embassy, creating potential new challenges for the relationship.

103. North Korea's Rocket Launch

Abstract:: The most significant news in early 2012 centered on North Korea's rocket launch. In a slightly different twist to the pattern, this latest provocation came just two weeks after reaching what seemed to be a new deal with the US to freeze its missile and nuclear programs in exchange for food assistance. After Pyongyang went ahead with the launch in defiance of its international agreements and its so-called “Leap Day” deal with the US, it felt like Groundhog Day. The question soon became how soon a nuclear test might be in the offing. Meanwhile, the KORUS FTA finally took effect after seven years of deliberation, and US sanctions on Iran and US beef imports to the ROK also reemerged as issues for the relationship.

104. US-Southeast Asia Relations: Conflict in the East; Opportunity in the West

Abstract:: US attention in Southeast Asia was focused on two sides of the region: in the east on tensions in the South China Sea between China and the Philippines, which have energized the US-Philippine alliance; and in the west on the impact of the April by-elections in Burma, which have the paved the way for a quantum leap in US engagement with the country. Beneath these headlines, attacks and explosions in Thailand and the Philippines were a reminder that terrorism is still a serious threat. Policy debate in the region over the US “pivot” to Asia was stimulated by a US request to double the number of littoral combat ships to be docked at Singapore as ell as b discussion between Washington and Manila on the rotation of US troops through Philippine bases. Both represent modest steps toward a configuration of “flexible bases” in Southeast Asia. Also, there will be an unprecedented number of US joint exercises and other forms of military cooperation in 2012, suggesting the “pivot” is an ongoing and incremental process that has been underway for years.

105. Hu Visits Cambodia as South China Sea Simmers

Abstract:: Chinese interchange with Southeast Asia featured President Hu Jintao's visit to Cambodia beginning on March 29, displaying positive diplomacy laced with economic incentives. The unusual high-level attention to Cambodia was related to China's efforts to manage disputes with Southeast Asian claimants in the South China Sea and Cambodia's appointment as the chair of ASEAN. Hu left the country on April 2 with the reassurance that Cambodia would follow China's preference and keep the South China Sea issue off the official agenda of an ASEAN Summit convening in Phnom Penh on April 3 and at other ASEAN gatherings later in the year.

Abstract:: In January, President Ma Ying-jeou won re-election and the KMT retained its majority in the legislature. Voters endorsed Ma's gradual approach to developing constructive relations with the Mainland. In Beijing, the outcome validated President Hu's “peaceful development” policies. Both sides have indicated there will be continuity in cross-strait relations with a focus on a busy economic agenda. While understanding the domestic factors constraining Ma's willingness to discuss political issues, Beijing has emphasized the importance of building political trust and strengthening a common Chinese heritage. Meanwhile, the DPP's defeat has provoked an internal debate on the party's policy toward Beijing but no clear picture has emerged on whether or how party policy might eventually change.

107. Plumbing the Depths

Abstract:: Covering inter-Korean relations for Comparative Connections has been a roller-coaster ride, given the peninsula's changeable political weather. Even so, the current state of affairs is unprecedented. Pyongyang has spent the whole of 2012 hurling ever ruder and angrier jibes at ROK President Lee; plumbing the depths even by North Korean standards. In April, KCNA published and trumpeted a set of vicious cartoons that depict Lee as a rat being gorily done to death. From the viewpoint of inter-Korean relations, the past four months essentially saw almost no interaction except this one-sided name-calling. Unsurprisingly Seoul did have a few words to say in response, which only served to rile Pyongyang more. Wading through filth is no fun, but duty must be done as we describe and try to interpret North Korea's slander campaign, which showed ominous signs of escalating from words to deeds. In some obscure way, one intended function may be to boost the callow Kim Jong Un, so we also briefly report his formal accession to the DPRK's top leadership posts.

Abstract:: China and South Korea have designated 2012 as a year of friendship to mark 20 years of diplomatic relations. The anniversary may provide a pretext for more active diplomacy to meet a growing list of potential disputes in the relationship, including China's handling of North Korean refugees, illegal fishing in Korean territorial waters, territorial claims, and mutual suspicions regarding approaches toward North Korea. All of this is occurring in a period of political transition in both countries, as South Korea prepares for December elections while China works out a complex leadership transition later this year. Presidents Hu Jintao and Lee Myung-bak have held two summits this year, in Beijing in January and in Seoul on March 26 on the sidelines of the Nuclear Security Summit. On his state visit to China from Jan. 9-11, Lee also met Premier Wen Jiabao and top legislator Wu Bangguo. Foreign Minister Yang Jiechi met President Lee and ROK counterpart Kim Sung-hwan on March 2 during his visit to Seoul for annual inter¬ministerial consultations. The two foreign ministers also met in Ningbo, China, on April 8 for the sixth China-ROK-Japan Foreign Ministers Meeting. 109. Happy 40th Anniversary...?

Abstract:: With both Tokyo and Beijing intent on celebrating the 40th anniversary of normalization, bilateral relations started well in 2012 – and quickly went downhill. Contested history retuned in a controversy sparked by Nagoya Mayor Kawamura Takashi's remarks questioning the reality of the Nanjing massacre. Repeated incidents in the Senkaku/Diaoyu Islands involving ships of China's State Oceanic Administration Agency and Japan's Coast Guard kept the volatile issue of sovereignty claims politically alive. Both sides engaged in island naming games to enhance sovereignty and EEZ claims in the region. In April, Tokyo Gov. Ishihara Shintaro announced plans for the Tokyo Municipal Government to purchase three of the Senkaku Islands. With that, the relationship moved into May and Prime Minister Noda's visit to China.

Abstract:: The most dramatic events affecting relations in early 2012 concerned North Korea. The power transition appears to be proceeding smoothly, although mixed signals give signs that a clear foreign policy has not yet been worked out by the leadership in Pyongyang. Meanwhile, relations between South Korea and Japan continued on their seemingly disconnected tracks. In economic relations and day-to-day issues, they continue to move closer together on issues from dealing with tax evasion to joint disaster relief planning. Yet, territorial claims or claims about history are a constant irritant that threaten to derail relations at any time. Both sides seemingly wanted relations to worsen by picking fights over Dokdo/Takshima and making claims about history. One could dismiss the squabbling as peripheral to the main relationship, but these disputes hinder coordination and planning over important issues, divert diplomatic attention, and remain salient for domestic politics of both sides.

111. Succession, Syria...and the Search for Putin's Soul

Abstract:: By any standard, the first four months were a rough start to the year for both Russia and China. While succession politics gripped first Russia and then China, Moscow and Beijing coordinated closely over the crises beyond their borders (Syria, Iran, and North Korea). Toward the end of April, the Russian and Chinese navies held the largest joint bilateral exercise in seven years, codenamed Maritime Cooperation-2012 (海上联合-2012; Morskoye Vzaimodeystviye-2012), in the Yellow Sea. Meanwhile, China's future premier Li Keqiang traveled to Moscow to meet Russia's future-and-past President Putin in Moscow.

112. The Demise of Ares: The End of War as We Know It?

Abstract:: In 1990, U.S. political scientist John Mearsheimer predicted that we would soon ''miss the Cold War.'' In the months and years that followed, the eruption of bloody conflicts in the Balkans and in Africa gave birth to fears of a new era of global chaos and anarchy. Authors such as Robert Kaplan and Benjamin Barber spread a pessimistic vision of the world in which new barbarians, liberated from the disciplines of the East—West conflict, would give a free rein to their ancestral hatreds and religious passions. Journalists James Dale Davidson and William Rees-Mogg chimed in that violence would reassert itself as the common condition of life. Former U.S. Senator Daniel Patrick Moynihan warned that the planet was about to become a ''pandemonium.''

113. What if Europe Fails?

Abstract:: The European Union is engaged in a ferocious political, diplomatic, and economic struggle to preserve the future of the single currency, the Euro, and the viability of what has become known simply as ''the project,'' namely the process of integration that has been the bedrock of Western European politics for over half a century. It is distinctly possible that its members' efforts may fail, either in the short or long term, and give way to an era of disintegration. Some have sounded the alarm: German Chancellor Angela Merkel famously remarked, ''If the Euro fails, Europe fails.'' Former president Nicolas Sarkozy of France predicted, ''If the euro explodes, Europe would explode. It's the guarantee of peace in a continent where there were terrible wars.'' Polish Foreign Minister Radek Sikorski warned the Euro's collapse could cause an ''apocalyptic'' crisis. Harvard economist Dani Rodrik cautioned ''the nightmare scenario would . . . be a 1930's-style victory for political extremism.'' After all, ''fascism, Nazism, and communism were children of a backlash against globalization.'' The erosion of democracy in Hungary and the rise in support for populist parties in Greece, the Netherlands, Finland, and France appears to some to be the beginning of the end.

Abstract:: In almost every region of the globe, there is a phantom state hovering like an apparition among the more corporeal members of the international system. Some of their names sound like the warring kingdoms of a fantasy novel: Abkhazia and South Ossetia, Nagorno—Karabakh and the Dniester Moldovan Republic. Others, such as Gaza/Palestine, the Turkish Republic of Northern Cyprus, or Taiwan, dominate the headlines. These polities look like real countries to their inhabitants, who salute their flags and vote in their elections. Some even field armies, issue visas, and collect taxes. But they are largely invisible to international legal institutions, multilateral organizations, and global trade regimes. The reason is that they lack formal recognition, or what a political scientist would call ''external sovereignty.''

Abstract:: Despite all the optimism accompanying the uprisings of 2011, the Arab Middle East remains a stagnant region in deep socio—political crisis with little chance for positive change anytime soon. The current regimes may stay in power or get replaced by new dictatorships, moderate or radical. Either way, in the near future, weak states will continue to grapple with domestic problems and the direction of their foreign policies. For good reason, this situation has Israeli leaders worried about the implications for their country's national security. The changing regional balance of power favors Turkey and Iran, both of whom encourage radical elements in the region, not Israel, while the seeming decline in U.S. clout has negatively affected both the Arab—Israeli peace process and Israel's deterrent power.

117. Recalibrating U.S. — Pakistan Relations

Abstract:: Afghanistan is America's longest war. Thousands of U.S. troops and those from nearly 50 other countries have fought in Afghanistan against Taliban and al-Qaeda forces, but it was in nuclear-armed Pakistan where Osama bin Laden was killed, Khalid Sheikh Mohammad (the mastermind of 9/11) was captured, and Afghan Taliban leader Mullah Omar as well as the heads of the virulent Haqqani network reside. Pakistan's duplicity is a fact, yet it is often excessively characterized as a function of the India—Pakistan rivalry. Pakistani generals do fear India, but they have also recognized the threat from domestic insurgents. The height of this concern was reached in 2009, when the Pakistani Taliban were 60 miles from the country's capital and jeopardized U.S. as well as Pakistani goals in the region: interdicting al-Qaeda, protecting Pakistani nuclear weapons, and stabilizing (and in Pakistan's case, an anti-India) Afghanistan. At that point, Pakistani troops, unlike past attempts, fought back and prevailed against the insurgents. It can be done.

118. Shifting Eastern Mediterranean Geometry

Abstract:: The security architecture that the United States helped establish after the Cold War in the Eastern Mediterranean is crumbling. That architecture emphasized two triangular partnerships: U.S.—Turkey—Israel and U.S.—Egypt— Israel. Each had its origin in the Cold War and gained new emphasis afterwards as a cornerstone of U.S. efforts to promote Middle Eastern stability. Yet the evolution of internal politics in Turkey over the last decade, combined with more recent shifts in Egypt, have brought to the fore civilian politicians who are openly critical of such partnerships and who have sidelined the partnerships' military proponents. The demise of these two triangles has profound implications for Israeli security, as well as for the U.S. military and diplomatic role in the Eastern Mediterranean. The changing geometry of U.S. relationships in the Eastern Mediterranean is part of a set of broader trends that make it more difficult for the United States to shape outcomes and set agendas in the region. This change in particular is likely to force the United States to emphasize bilateral relationships and ad hoc direct action in the future, placing a greater demand on ongoing U.S. management than has been the case in the past.

Abstract:: For most of the 20th century, Turkey chose not to get involved in Middle Eastern affairs. During the past decade, however, in a remarkable departure from this Kemalist tradition (based on the ideology of the republic's founder, Mustafa Kemal Atatu¨rk), Ankara has become a very active and important player in the region. Under the Justice and Development Party (AKP) government since 2002, Turkey has established closer ties with Syria, Iran, and Iraq, assumed a leadership position in the Organization of the Islamic Conference (OIC), attended Arab League conferences, and contributed to UN forces in Lebanon. It has also mediated in the Syrian—Israeli conflict as well as the nuclear standoff with Iran. Ankara's diplomatic engagements with Iran and Hamas have led to differences with the United States and Israel, leaving many wondering if Turkey has been turning away from itsWestern orientation or if it was just a long overdue shift East to complete Turkey's full circle of relations.

120. Turkey's Role in Defusing the Iranian Nuclear Issue

Abstract:: In May 2010, while the United States and other Western powers in the UN Security Council were drafting a resolution on further sanctions to pressure Iran over its controversial nuclear program, Turkey and Brazil — then non-permanent members of the Security Council — announced a fuel-swap deal with Iran. The Tehran Declaration, as it was called, stipulated that 20-percent-enriched nuclear fuel was to be provided to Iran for its use in the Tehran Research Reactor, which produces medical isotopes, in exchange for the removal of 1,200 kilograms of 3.5-percent-low-enriched uranium (LEU) to Turkey. Initial reactions to the deal varied, but there was fear that the 20-percent-enriched fuel would enable Iran to further enrich uranium and attain the level necessary to construct a nuclear weapon more rapidly.

121. Turkey's Eroding Commitment to NATO: From Identity to Interests

Abstract:: Turkey's view concerning its commitment to NATO is changing. NATO has always been the most prestigious institution binding Turkey to the West, but Turks are beginning to question whether NATO is still indispensable to Turkey's foreign and security policies. During the Cold War, Turkey's commitment to NATO was largely identity-driven. Membership in NATO suited Turkey's goal of pursuing a Western/European identity, and was justified by the Westernization goals of the founders of the Republic. Even though NATO's primary purpose at its inception was to help secure the territorial integrity of its members against the Soviet Union, the Alliance also symbolized the unity of nations which embrace liberal—democratic norms at home and abroad; it offered a security blanket under which European allies could intensify their supranational integration process and turn Europe into a Kantian security community. Joining NATO in 1952 was therefore a logical follow-up step to Turkey's membership in the Council of Europe (1949), and helped Turkey legitimize the claim that it was a Western/European country, representing the Western international community in the Eastern Mediterranean.

122. US Rebalances as Others Squabble

Abstract:: The only good news to report when it comes to Korean Peninsula denuclearization is the absence of any new really bad news over the past four months. North Korea's widely predicted (including by us) third nuclear test or follow-on missile launch did not occur. No one anticipated any serious movement toward resumption of the stalled Six-Party Talks, and those expectations were met. The biggest multilateral surprise came from ASEAN, which for the first time in its 45-year history, concluded its annual ministerial meeting without issuing a chairman's statement or communiqué. The ministers at the follow-on ASEAN Regional Forum (ARF) did produce a summary, which once again highlighted the need for broader multilateral cooperation throughout the region, including the South China Sea. Economic ministers were equally productive in meetings in August, when among things they launched the first East Asian Summit Economic Ministers Meeting and the inaugural ASEAN-US Business Summit.

123. Noda Marches on; Both Sides Distracted?

Abstract:: Prime Minister Noda advanced a legislative package on tax and social security reform but faced stiff political headwinds in the form of a frustrated public and a jaded opposition steeling for an election. Japanese concerns over the safety of the MV-22 Osprey aircraft scheduled for deployment in Okinawa dominated the bilateral agenda – at least in the media – and tested the mettle of Japan's widely-respected new defense minister. The two governments agreed to continue consultations on Japan's interest in the Trans-Pacific Partnership (TPP) but political paralysis in Japan and presidential politics in the United States could complicate efforts to make progress in the near term. Two reports issued over the summer addressing US force posture strategy in the Asia-Pacific and the agenda for US-Japan alliance, respectively, focused on the future trajectory for the bilateral relationship.

Abstract:: In the second trimester of 2012, the US began to flesh out its rebalancing to Asia strategy, prompting Chinese concerns. The fourth round of the Strategic and Economic Dialogue (S) was held in Beijing in May amid a kerfuffle over Chinese dissident lawyer Chen Guangcheng. Presidents Barack Obama and Hu Jintao held their 12thand likely final bilateral meeting in June on the margins of the G20 Summit in Los Cabos, Mexico. Bilateral friction intensified over developments in the South China Sea. US-China military interactions stepped up with a visit to the US by Chinese Defense Minister Liang Guanglie and a visit to China by Commander of the US Pacific Command Samuel Locklear. The US-China Human Rights Dialogue was held in Washington in July.

Abstract:: In May, US-Korea relations were marked by nervousness about a potential crisis with North Korea as telltale signs of activity at Punggye suggested preparations for a third nuclear test. Though a test did not occur, no one is confident that a crisis has been averted. In US-South Korea relations, differences over imports of Iran oil and US beef calmed down without causing a major hiccup. Meanwhile, a number of difficult bilateral negotiations remain unresolved. While there are signs of progress on the New Missile Guidelines (NMG), the civil nuclear talks remain deadlocked. Territorial and historical disputes between Japan and Korea have complicated and frustrated US desires to strengthen trilateral cooperation with South Korea and Japan.

Abstract:: Indonesian Foreign Minister Marty Natalegawa salvaged ASEAN unity after its failure to issue a formal communiqué at its ministerial meeting due to disagreement over Chinese activities in the South China Sea. At the US-ASEAN Post-Ministerial Conference, Secretary of State Clinton reiterated US support for a peaceful settlement to the disputes and emphasized the importance of ASEAN-based institutions in that process. The US linked efforts to improve Philippine "maritime domain awareness" to Manila's military development plans. Secretary of Defense Panetta also announced that the US would be adding naval visits to Vietnam. The US suspended many prohibitions against private investment in Myanmar, though human rights-based sanctions remain. At the Shangri-La Dialogue, Panetta outlined an ambitious plan for enhanced military partnerships with regional friends and allies, though how a reduced US military budget will impact these plans is a growing concern in Southeast Asia.

Abstract:: The primary focus of attention in the relationship over the summer was the ongoing dispute over territorial claims in the South China Sea as China set forth implicit choices for the Southeast Asian disputants and others with an interest in the region. Two paths – one focused on a demonstration of China's growing power and the other on positive aspects of Chinese engagement with Southeast Asia – are emerging as China continues to define its response to the conflict. Meanwhile, ASEAN struggled with finding a sense of unity in the face of disagreement among members regarding the territorial disputes. Elsewhere, China sought to reaffirm its friendly relations with Myanmar while seeking reassurance that the leadership in Naypidaw remained committed to previously agreed-upon projects.

Abstract:: Senior-level dialogue between China and North Korea resumed this summer when head of the Chinese Communist Party (CCP) International Department Wang Jiarui became the first senior foreign visitor to meet Kim Jong Un. Previously, there had been a great deal of speculation regarding the absence of leadership exchanges since Kim Jong Il's death. Several other high- level exchanges followed. Discussions focused on reconciling priorities and Chinese support for Kim Jung Un's consolidation of power. Although more subdued, there were also several high- level exchanges between China and South Korea as they celebrated the 20th anniversary of diplomatic ties, initiated talks on establishing a bilateral free trade agreement, held the second round of strategic defense talks, and sparred over South Korean concerns about human rights.

Abstract:: The summer was not all about the Senkakus, but the islands did dominate developments in the relationship. The Ishihara Senkaku purchase plan went full speed ahead. Meanwhile, Hong Kong activists landed on the islands, sparking diplomatic protests from Tokyo; Japanese activists followed with their own landing on the islands, sparking diplomatic protests from Beijing and anti-Japanese riots across China. Relations suffered further as Tokyo hosted the convention of the World Uighur Congress and President Hu Jintao found a bilateral meeting with Prime Minister Noda inconvenient. Japan's 2012 defense white paper reiterated, longstanding, but growing concerns with China's lack of transparency and the increasing activities of its navy in waters off Japan. Abstract:: Diplomatic disputes between Korea and Japan over historical issues and territory flared yet again this summer, being by far the most serious row since the mid - 2000s. With both sides focused far more on proving the others' misdeeds than on finding some stable equilibrium, the disputes threatened to spill over and affect economic relations as well as distract leaders from focusing on a number of pressing domestic and foreign issues. We try to avoid overreactions in this forum, hence the title. Korea - Japan relations are nowhere near falling off a cliff, but without stabilizing relations, there are potential deleterious bilateral and regional effects that could result from the current disputes. There were three underlying themes that characterized and reinforced the general lack of rapport: first, the reverberations from these bilateral disputes onto third parties (US, China, and North Korea); second, the domestic sources of foreign policy (known as the “ second - image ” in international relations theory); and third , deliberate moves toward negative issue - linkage in stymieing diplomatic relations in the region.

Abstract:: In early June, Russia's new, and old, President Putin spent three days in Beijing for his first state visit after returning to the Kremlin for his third - term as president; his hosts (Hu and Wen) were in their last few months in office. Some foreign policy issues such as Syria and Iran required immediate attention and coordination between the two large powers. They also tried to make sure that their respective leadership changes in 2012 and beyond would not affect the long - term stability of the bilateral relationship. Putin's stay in Beijing also coincided with the annual SCO Summit on June 6 - 7. As the rotating chair, China worked to elevate the level of cooperation in the regional security group, which is faced with both opportunities and challenges in Central Asia, where strategic fluidity and uncertainty are increasingly affecting the organization's future.

Abstract:: The Obama administration's military rebalancing to Asia helped reboot the US alliance with Australia. Indeed, the arrival of US Marines in northern Australia put real boots into the reboot. The announcement that the Marines were heading for Darwin was the centerpiece of President Barack Obama's visit to Australia in November. After the alliance intimacy achieved by two conservative leaders – George W. Bush and John Howard – it seemed unlikely that a Democrat president and a Labor prime minister could tighten the alliance bonds further. Obama and Gillard managed it, proving again the special status of the alliance for both sides of Australian politics. The Marine deployment became an important element in the broader debate in Australia about the emerging power system in Asia and the terms of Australia's future relationship with its number one economic partner, China. Even in trade, Australia now faces different US and Chinese visions of the institutional framework for Asia's future.

135. Regional Overview: Rays of Hope?

Abstract:: Rays of hope were seen in several areas across the region. Dim rays of light pierced what has been the darkness of the Six-Party Talks since their suspension in December 2008, even though prospects for actual Korean Peninsula denuclearization remain low. US-China relations continued to mend at the Shangri-La Dialogue and the ARF; Vice President Biden's trip to China added to the light. Hopes have also been raised for an end to political turmoil in Japan and Thailand with the election of new prime ministers. Aung San Suu Kyi's release from house arrest provides a ray of hope for progress in moving Burma/Myanmar toward democracy. Meanwhile, the self-inflicted debt crisis in the US has further dimmed hopes for US leadership in Asia and globally. Looking forward, there are flickering hopes that this year's APEC Leaders Meeting in Honolulu will shine a new spotlight on this increasingly overshadowed institution. Finally, the death of Osama bin Laden has raised the hope that this signals the beginning of the end for al Qaeda; others hope it will hasten the US exit from Afghanistan as well.

136. US-Japan Relations: Big Points on the Scoreboard But Can Noda Make It?

Abstract:: Prime Minister Noda accomplished important steps including the selection of the F-35 as Japan's next-generation fighter, relaxing the three arms export principles, and announcing a decision to join negotiations for the Trans-Pacific Partnership (TPP) – all of which demonstrated the current Japanese government's readiness to revive the economy and strengthen security ties and capabilities. At the same time, the government's support rate began to collapse in a pattern eerily similar to Noda's five predecessors, raising questions about the ability of the government to follow through on the more challenging political commitments related to TPP. President Obama met Noda at the United Nations in New York and at the Asia-Pacific Economic Cooperation (APEC) forum in Hawaii in an active season of bilateral diplomacy. Public opinion surveys revealed generally positive views of the US-Japan relationship in both countries but the impasse over relocating Marine Corps Air Station Futenma fueled negative perceptions in Japan.

Abstract:: A spate of measures taken by the Obama administration to bolster US presence and influence in the Asia-Pacific was met with a variety of responses from China. Official reaction was largely muted and restrained; media responses were often strident and accused the US of seeking to contain and encircle China. President Obama met President Hu Jintao on the margins of the APEC meeting in Honolulu and Premier Wen Jiabao on the sidelines of the East Asia Summit. Tension in bilateral economic relations increased as the US stepped up criticism of China's currency and trade practices, and tit-for-tat trade measures took place with greater frequency. Amid growing bilateral friction and discontent, the 22nd Joint Commission on Commerce and Trade (JCCT) convened in Chengdu, China. An announcement by the US of a major arms sale to Taiwan in September prompted China to postpone a series of planned exchanges, but the Defense Consultative Talks nevertheless proceeded as planned in December.

Abstract:: South Korean President Lee Myung-bak's state visit to the US was a big event that attested to the strength of the two countries' relationship and the personal ties between Presidents Obama and Lee. The timely passage of the KORUS FTA in the US was the big deliverable for the summit. Final ratification of the FTA in both countries clears one longstanding issue and lays the foundation for greater economic integration and a stronger alliance. Meanwhile, the most shocking news for the final third of the year was the death of North Korean leader Kim Jong Il in late December. His death disrupted US-DPRK bilateral talks as North Korea observed a mourning period for its late leader. The US and South Korea spent the last two weeks of December quietly watching developments in North Korea as the reclusive country accelerated its succession process to swiftly transfer power to the anointed successor, Kim Jong Un.

Abstract:: With visits to Hawaii, Indonesia, Australia, the Philippines, and Burma, President Obama and Secretaries Clinton and Panetta demonstrated a renewed US commitment to Southeast Asia despite concern over a projected steep decline in the US defense budget. Southeast Asian reactions to the announcement of an increased rotation of US military assets to Australia range from ambivalence in Indonesia to enthusiastic endorsement in the Philippines and Singapore. Generally, the additional US forces are seen as evidence of Washington's decision to remain involved in regional security. At the East Asia Summit (EAS), Obama outlined his hope that it could serve as a high-level security conclave whose agreements would be implemented through other multilateral organizations. In visits to the Philippines and Indonesia, Clinton and Obama promised naval and air force upgrades to each, including two squadrons (24 aircraft) of refurbished F-16C/Ds for Jakarta. Hoping for a breakthrough in US-Burma relations, Obama sent Clinton to see whether the situation warranted the easing of US economic sanctions and if Naypyidaw was moving to meet US conditions for the restoration of full diplomatic relations.

Abstract:: China endeavored to win regional influence and goodwill by emphasizing reassurance and mutually beneficial relations with Southeast Asian counterparts. Nevertheless, it failed to keep the issue of the South China Sea off the agenda at the East Asia Summit as Prime Minister Wen Jiabao was placed on the defensive and compelled to defend China's approach to resolving territorial and maritime security issues related to China's broad claims and sometimes assertive actions. Official Chinese commentaries reacted to the setback in Bali with criticism directed at the US, but they tended to avoid hyperbole sometimes seen in unofficial Chinese media. Official commentaries were measured as they depicted various economic, political, and security initiatives during President Obama's trip to the region as challenges to Chinese interests. They also registered opposition to initiatives by Japan and India regarding Southeast Asia and the South China Sea that were seen as at odds with Chinese interests. Myanmar's decision to stop a major hydroelectric dam project being built by Chinese firms added to China's challenges and complications as it raised questions about China's influence in the country while Myanmar's new civilian government tried to improve relations with the US and other powers.

Abstract:: The campaign leading to the Taiwan's Jan. 14 presidential election has dominated cross-strait developments. Opposition candidate Tsai Ing-wen has continued her rejection of the “1992 consensus” and criticized President Ma Ying-jeou for suggesting he might consider negotiating a peace accord with Beijing. Meanwhile, Beijing has emphasized its wish to further develop relations on the basis of the “1992 consensus,” without which relations will regress. Therefore, the outcome of the upcoming elections will have a decisive impact. Ma's re-election would permit further gradual progress; Tsai's election will likely lead Beijing to suspend dialogue and domestic pressures would probably produce a tougher policy toward Tsai's administration.

Abstract:: Noda Yoshiko succeeded Kan Naoto as prime minister of Japan in early September and met President Hu Jintao at the G20 Summit in Cannes and the APEC meeting in Honolulu. On both occasions, they agreed to take steps to strengthen the mutually beneficial strategic relationship. They reiterated that commitment during Noda's visit to China at the end of December. Meanwhile, maritime safety and security issues in the East China Sea and the South China Sea continued as a source of friction. In both areas, Tokyo worked to create a maritime crisis management mechanism while Chinese ships continued to intrude into the Japan's EEZ extending from the Senkaku Islands, keeping alive contentious sovereignty issues. Tokyo and Beijing were able to resolve a November incident involving a Chinese fishing boat operating in Japanese waters. Repeated high-level efforts by Tokyo to resume negotiations on joint development in the East China Sea failed to yield any progress.

Abstract:: The last four months of 2011 were dominated by two leadership changes – the mid-December death of Kim Jong Il and the election of Noda Yoshihiko in September. Kim's death is a watershed event that could mean changes in DPRK policies with repercussions around the region. South Korea and Japan reacted cautiously to the news of Kim's death and the rise of his son, Kim Jong Un, as the new leader of North Korea. Beyond this event, however, Korea-Japan relations showed little change. Economic relations between South Korea and Japan continue to move slowly forward, even as they remain firmly stuck arguing the same issues that have aggravated diplomatic relations for decades. North Korea-Japan relations also showed little change as both sides repeated the usual accusations, but neither showed any inclination to change. Meanwhile, there were three main trends in relations. First, external forces drove state behavior as evidenced by the almost domino-like efforts at free trade agreements. Second, there was growing recognition of the high domestic political costs associated with non-pliable issues such as the comfort women/sex slaves. Third, there was a realization that change could mean opportunity as Seoul and Tokyo contemplate the post-Kim Jong Il landscape in North Korea.

Abstract:: The last four months of 2011 were both ordinary and extraordinary for Beijing and Moscow. There was certainly business as usual as top leaders and bureaucrats frequented each other's countries for scheduled meetings. The world around them, however, was riddled with crises and conflicts. Abstract:: Over a decade into the “normalization” of US-India relations and nearly 20 years into India's “Look East” policy, the US-India-East Asia nexus is regularly articulated by the US and India, generally accepted in the region, and shows some signs of gaining traction including a regular US-India dialogue on East Asia and the launch of the first-ever US-India-Japan trilateral dialogue. More broadly, US views of India as part of Asia now encompass mental as well as policy maps (though not yet bureaucratic and all geographical ones) and transcend party politics. Meanwhile, US-India bilateral relations move steadily if sometimes frustratingly forward, and India-East Asia ties continue to deepen and widen though to neither side's full satisfaction. One thing is clear: triangulation depends above all on India's own commitment and actions to build a closer relationship with the wider Asia-Pacific region. Secretary of State Hillary Clinton, in an echo of comments made by regional leaders over the years, told an Indian audience in Chennai in July that “India's leadership will help to shape positively the future of the Asia Pacific. That's why … we encourage India not just to look east, but to engage east and act east as well [emphasis added].”

Abstract:: Prime Minister Kan Naoto opened the quarter with a speech promising a government that would deliver on domestic and foreign policy, but public opinion polls indicated he was failing on both fronts, damaging his own approval rating and that of the ruling Democratic Party of Japan (DPJ). The US and Japanese governments continued a pattern of coordination at senior levels and North Korea‟s bombardment of Yeonpyeong Island on Nov. 23 furthered trilateral diplomacy with South Korea and exchanges among the three militaries. President Obama met with Kan on the margins of the Asia-Pacific Economic Cooperation (APEC) Leader‟s Meeting in Yokohama to take stock of the relationship, though a once-anticipated joint declaration on the alliance did not materialize and the optics of the meeting appeared designed to lower expectations as the Futenma relocation issue remained unresolved. A bilateral public opinion survey on US-Japan relations released at the end of the quarter captured the current dynamic accurately with Futenma contributing to less sanguine views but convergence in threat perception and an appreciation for the role of the alliance in maintaining regional security as encouraging signs for the future.

Abstract:: China-US relations were marked by the now familiar pattern of friction and cooperation. Tensions spiked over North Korea, but common ground was eventually reached and a crisis was averted. President Obama‟s 10-day Asia tour, Secretary of State Clinton‟s two-week Asia trip, and US -ROK military exercises in the Yellow Sea further intensified Chinese concerns that the administration‟s “return to Asia” strategy is aimed at least at counterbalancing China, if not containing China‟s rise. In preparation for President Hu Jintao‟s state visit to the US in January 2011, Secretary Clinton stopped on Hainan Island for consultations with Chinese State Councilor Dai Bingguo and Deputy Secretary of State Steinberg visited Beijing. Progress toward resumption of the military- to -military relationship was made with the convening of a plenary session under the US-China Military Maritime Consultative Agreement (MMCA) and the 11th meeting of the Defense Consultative Talks. Differences over human rights were accentuated by the awarding of the 2010 Nobel Peace Prize to Chinese dissident Liu Xiaobo.

On the economic front, even though Presidents Barack Obama and Lee Myung-bak failed to seal a deal on the KORUS Free Trade Agreement (FTA) during their meeting on the margins of the G20 in Seoul, the two countries reached final agreement a few weeks later, potentially opening a new era in bilateral relations pending approval in the two legislatures. Meanwhile, North Korea‟ s revelation of its uranium enrichment facility and shelling of Yeonpyeong Island raised a real possibility of war on the peninsula. South Korea and the US once again demonstrated their strong security alliance and solidarity even at the risk of a military conflict. North Korea‟ s artillery attack quelled ongoing diplomatic efforts to resume the Six-Party Talks, as the prospect for early resumption vanished.

Abstract:: High -level visits to Southeast Asia this quarter found President Obama in Indonesia to inaugurate a Comprehensive Partnership, Secretary of Defense Gates in Malaysia and Vietnam, and Secretary of State Clinton in several Southeast Asian states, a trip that was highlighted by her acceptance of US membership in the East Asian Summit and attendance at the Lower Mekong Initiative meeting. Obama praised Jakarta‟s democratic politics and insisted that the multifaceted relations with Jakarta demonstrate that Washington is concerned with much more than counterterrorism in its relations with the Muslim world. In Vietnam, both Clinton and Gates reiterated the US position from the July ASEAN Regional Forum that the South China Sea disputes be resolved peacefully through multilateral diplomacy led by ASEAN. Clinton expressed Washington‟s appreciation that China had entered discussions with ASEAN on formalizing a Code of Conduct on the South China Sea. In all her Southeast Asian stops, she e mphasized the importance of human rights. While deploring the faulty election in Burma, the US welcomed Aung San Suu Kyi‟s release from house arrest and the prospect for more openness in Burmese politics.

Abstract:: Following last quarter‟s strong criticisms of US and regional moves seen directed against Chinese policies, Chinese leaders and commentary this quarter reverted to a reassuring message of good neighborliness and cooperation. Senior leaders interacted constructively and official Chinese media gave repeated emphasis to positive and mutually beneficial relations. Wariness of US policies and practices was registered in lower-level commentaries while Chinese officials interacted in business-like ways with US counterparts over regional issues. China consulted with ASEAN representatives seeking to implement a code of conduct in the disputed South China Sea, and a working group meeting was held in Kunming, China on Dec. 21-23. Handling of issues in the South China Sea was more moderate than the confrontational approach witnessed in Chinese actions and publicity over fishing and other rights in disputed waters in the East China Sea and the Yellow Sea. On the other hand, even reassurances underlined a determination to rebuff violations of China‟s “core interest” in protecting territorial claims. Some military exercises and enhanced patrols by Chinese ships also were noted in the South China Sea. Meanwhile, China‟s positive reaction to the November elections in Myanmar was in line with longstanding Chinese support for the authoritarian military leadership.

Abstract:: The pace of progress in cross-strait relations has slowed as agreement continues to take longer than anticipated. A medical and healthcare agreement was signed in December, but consensus on an investment protection agreement was not reached and establishment of the Cross-strait Economic Cooperation Committee (CECC) has been delayed. The mayoral elections in November saw the opposition Democratic Progressive Party (DPP) receiving more votes than the ruling Kuomintang (KMT). Both parties are now gearing up for the presidential election in March 2012. Consequently, campaign politics in Taiwan and jockeying in preparation for the 18th Party Congress in Beijing will dominate the way Beijing, President Ma Ying-jeou, and the opposition in Taiwan approach cross-strait issues in the year ahead.

Abstract:: Ten years have passed since Ralph Cossa first asked me to write for this esteemed journal. Comparative Connections was young then. Launched in mid-1999, then as now its remit was to cover and track East Asiaâ€Ÿs key bilateral relationships: with the US and regionally. At the outset, inter-Korean relations must have seemed too insubstantial to be included. That changed in 2000: the annus mirabilis which saw the Southâ€Ÿs then president, Kim Dae-jung, fly to Pyongyang in June and hold the first ever North-South summit meeting with the man who still leads the North, Kim Jong Il. The former, but thankfully not the latter, was awarded the yearâ€Ÿs Nobel Peace Prize for this among other achievements. At the time this seemed, and was, a breakthrough. The summit was not just a one-off photo-op. We did not yet know that money had gone under the table to bring it about. Even so, to write as I did then of “the wholly new phase of regular and substantive inter-Korean dialogue that has ensued – ministerial and defense talks, family reunions, economic deals, transport links, and more” – was not mistaken. Seven years followed in which inter-Korean relations moved forward. Not evenly, not enough, and not reciprocally – but forward, none the less.

Beijing mobilized a remarkably swift diplomatic effort in response, sending State Councilor Dai Bingguo to Seoul to meet President Lee Myung-bak and Foreign Minister Kim Sung-hwan, and to Pyongyang to meet Kim Jong Il and Vice Premier Kang Sok Ju. Chinese calls for regional dialogue intensified with South Korean efforts to deter North Korea through joint naval exercises with the US in the Yellow Sea and live-fire artillery drills. Despite urgent Chinese entreaties to convene “emergency consultations” among senior envoys, North Korean provocations appeared to undermine already limited prospects for Six-Party Talks. Beijing‟s persistent calls for both Koreas to return to dialogue and Seoul‟s apparent support for inter-Korean dialogue and Six-Party Talks, may open the way for a return to negotiations, but South Korea‟s position remains conditional upon North Korea acknowledging its responsibility for provocations and taking concrete steps to show its commitment to denuclearization.

Abstract:: Reactions to the Sept. 7 Senkaku fishing boat incident continued to buffet the relationship. Both the East China Sea and the Senkaku Islands remain flashpoints in both countries. Anti-Japanese protests spread through China in mid-October and were followed by smaller-scale anti-Chinese protests in Japan. Efforts by diplomats to restart the mutually beneficial strategic relationship ran into strong political headwinds, which hit gale force with the public uploading of the Japan Coast Guard"s video of the September collisions on YouTube. Prime Minister Kan did meet China"s political leadership, but the Kan-Wen and the Kan-Hu meetings were hotel lobby or corridor meet-and-greets, with the Chinese taking care to emphasize their informal nature. In Japan, public opinion on relations with China went from bad in October to worse in December.

Abstract:: The year ended with heightened tensions resulting from Pyongyang"s shelling of South Korea"s Yeonpyeong Island on Nov, 23 and the subsequent show of force by South Korea, the US, and Japan. Yet, despite dueling artillery barrages and the sinking of a warship, pledges of “enormous retaliation,” in-your-face joint military exercises and urgent calls for talks, the risk of all-out war on the Korean Peninsula is less than it has been at any time in the past four decades. North Korea didn"t blink because it had no intention of actually starting a major war. Rather than signifying a new round of escalating tension between North and South Korea, the events of the past year point to something else – a potential new cold war. The most notable response to the attack on Yeonpyeong was that a Seoul-Washington-Tokyo coalition came to the fore, standing united to condemn North Korea”s military provocations, while Beijing called for restraint and shrugged away calls to put pressure on North Korea. Within this loose but clear division, Japan-North Korea relations moved backward with Prime Minister Kan Naoto blaming the North for an “impermissible, atrocious act.” On the other hand, Japan-South Korea relations have grown closer through security cooperation in their reaction to North Korea. Tokyo"s new defense strategy places a great emphasis on defense cooperation and perhaps even a military alliance with South Korea and Australia in addition to the US to deal with China"s rising military power and the threat from Pyongyang.

Abstract:: Tensions on the Korean Peninsula preoccupied both Russia and China as the two Koreas edged toward war at the end of 2010. Unlike 60 years ago when both Beijing and Moscow backed Pyongyang in the bloody three-year war, their efforts focused on keeping the delicate peace. The worsening security situation in Northeast Asia, however, was not China”s only concern as Russia was dancing closer with NATO while its “reset” with the US appeared to have yielded some substance. Against this backdrop, Chinese Premier Wen Jiaobao traveled to Moscow in late November for the 15th Prime Ministers Meeting with his counterpart Vladimir Putin. This was followed by the ninth SCO Prime Ministers Meeting in Dushanbe Tajikistan. By yearend, Russia”s oil finally started flowing to China through the 900-km Daqing-Skovorodino branch pipeline, 15 years after President Yeltsin first raised the idea.

Abstract:: High-profile visits and meetings characterized Indian relations with both the United States and East Asia in 2010. While there were no major “breakthroughs” or departures as a result, the ongoing evolution of both US-India and India-East Asia relations suggests that they are now a fixed part of the US-Asia dynamic. It is worth noting that while Secretary of State Hillary Clinton neither visited India during her first trip to Asia in February 2009 (she did visit India in July 2009) nor made mention of India in her pre-departure address on US Asia policy, in November 2010 President Obama opened his speech to the joint session of India”s Parliament by declaring that “[i]t”s no coincidence that India is my first stop on a visit to Asia…” And the joint statement between the two countries issued during that visit specifically noted a “shared vision for peace, stability and prosperity in Asia, the Indian Ocean region and the Pacific region…[and] agreed “to deepen existing regular strategic consultations on developments in East Asia…” Indeed, including India at all in an Asia itinerary is a recent innovation in US foreign policy and one that speaks to a larger US policy debate about the evolving Asia-Pacific. Whether such an innovation sticks remains to be seen, although many indications suggest that it will; especially as the need to coordinate increases on matters such as the East Asian Summit, maritime cooperation across the “Indo-Pacific,” and wider global issues.

Abstract:: Asteady stream of research and analysis over the last two decades has flowed from the near consensus in the U.S. foreign policy community that, in the words of the U.S. National Intelligence Council, ''few countries are poised to have more impact on the world over the next 15-20 years than China.'' Abstract:: On June 4th of every year since 1989, the Islamic Republic of Iran holds a grand memorial to honor the passing of its founder, Ayatollah Khomeini. In 2010, the Islamic Revolutionary Guard Corps (IRGC) organized and managed the memorial for the first time. As Khomeini's grandson Hassan Khomeini, himself a cleric, stepped up to deliver a sermon, government supporters chanted in protest and booed him off the stage. The humiliation of Khomeini's family vividly illustrates how Iran's power structure has fundamentally changed, away from its unique clerical model toward a type of military dictatorship.1 In other words, the Islamic Republic is no longer a semiautocratic, clergy-led state which allows some form of citizen participation. The mass protests following the hotly contested June 12, 2009 election were indeed proof that the Islamic Republic has a vibrant civil society and that many Iranians still expect some level of electoral fairness. But Iran is now a military-led system or, in political-science terms, a ''praetorian'' state. From this perspective, one may interpret the June 12 election fiasco not as a struggle for power between reformist and hard-liner camps, but rather as an assertion of influence and a de facto coup by the emerging militant class and its preferred candidate, Mahmoud Ahmadinejad, against the clerical oligarchy that came to power through the 1978—79 Iranian Revolution.

Abstract:: In the last few years, India's policy toward the Middle East has often been viewed through the prism of Indian—Iranian relations. The international community, and the West in particular, has been obsessed with New Delhi's ties to Tehran, which are actually largely underdeveloped, while missing India's much more substantive simultaneous engagement with Arab Gulf states and Israel. India's relationship with the Middle East as a region is dramatically different than a generation ago. From 1947—1986, as at least one academic has argued, India was too ideological toward the region, paying insufficient attention to Indian national interests, particularly in its subdued ties with Iran, Saudi Arabia, and Israel.1 Today, however, India is developing its new Middle Eastern strategy around these three states, with New Delhi recently taking special care to nurture all these relationships and pursue its substantial regional interests.

Abstract:: One aspect of China's Iran policy suggests a sincere effort to uphold the Nuclear Non-Proliferation Treaty (NPT) regime in cooperation with the United States. Another suggests that Beijing believes a nuclear-armed or nuclear-armed-capable Iran would serve China's geopolitical interests in the Persian Gulf region.1 Is China playing a dual game toward Iran? This question cannot be answered with certainty, but given its importance, a tentative and necessarily somewhat speculative effort to think through the matter is in order.

174. Plan A-Minus for Afghanistan

Abstract:: The strategy in Afghanistan, as outlined by President Obama in his December 2009 West Point speech and earlier March 2009 policy review, still has a good chance to succeed. Described here as ''Plan A,'' it is a relatively comprehensive counterinsurgency strategy, albeit one with a geographic focus on about one-third of Afghanistan's districts. Directed at defeating the insurgency or at least substantially weakening it, while building up Afghan institutions, it has reasonable prospects of achieving these goals well enough to hold together the Afghan state and prevent the establishment of major al Qaeda or other extremist sanctuaries on Afghan soil. Nevertheless, the strategy is not guaranteed to succeed, for reasons having little to do with its own flaws and more to do with the inherent challenge of the problem. Critics of the current strategy are right to begin a discussion of what a backup strategy, or a ''Plan B,'' might be. The most popular alternative to date emphasizes targeted counterterrorism operations, rather than comprehensive counterinsurgency—especially in the country's Pashtun south and east where the insurgencies are strongest. The United States should have a debate over Plan B, but the above version is highly problematic. Its proponents are serious people motivated by serious considerations—they worry that the current war is not winnable, or at least that it is not winnable at costs commensurate with the strategic stakes they perceive in Afghanistan. Yet, it would be troubling if the U.S. debate in 2011 was forced to choose effectively between this kind of backup plan and the current robust counterinsurgency approach. There is a better way if a fallback option is needed. Rather than conceding at least one-third of the country to extremists and reducing NATO forces quickly, the United States should tie its force drawdown to the growth and maturation of Afghan security forces. Under this plan, described here as ''Plan A-,'' U.S. and other foreign forces would have to keep fighting hard in Afghanistan for 2-4 more years, even as they gradually passed the baton to Afghan forces, but the United States would not need to stay in Afghanistan indefinitely, and would not tie its downsizing to the stabilization of all key terrain.

Islamabad is a pivotal player in Afghanistan and its decisions will have much to do with whether and how U.S. forces can leave that country. Al Qaeda and linked militant groups have used Pakistan as a sanctuary and recruiting ground, with the Afghanistan-Pakistan border areas becoming, in President Obama's words, ''the most dangerous place in the world.'' Recurrent tensions between India and Pakistan frustrate and complicate U.S. initiatives in the region, where nuclear proliferation, insurgency, terrorism, and grand strategic goals in Asia intersect.

176. Pakistan's Counterterrorism Strategy: Separating Friends from Enemies

Abstract:: On October 1, 2010, the government of Pakistan shut down the supply route for the International Security Assistance Force (ISAF) after an incursion into Pakistan's territory by NATO forces, killing 16 Pakistanis in collateral damage. Two days later, militants torched 28 NATO supply trucks near Shikarpur in the southern province of Sindh. These events reflect the inherent tension both in Pakistan's counterterrorism strategy and in its relationship with the United States and its allies in fighting the war in Afghanistan. The future of U.S. military operations in South Asia depends on the convergence of policies between the United States and Pakistan, but since the war began in 2001, interpreting Islamabad's counterterrorism policy has been difficult.

Abstract:: The ''unipolar moment'' that followed the Cold War was expected to start an era.1 Not only was the preponderance of U.S. power beyond question, the facts of that preponderance appeared to exceed the reach of any competitor. America's superior capabilities (military, but also economic and institutional) that no other country could match or approximate in toto, its global interests which no other power could share in full, and its universal saliency confirmed that the United States was the only country with all the assets needed to act decisively wherever it chose to be involved.2 What was missing, however, was a purposea national will to enforce a strategy of preponderance that would satisfy U.S. interests and values without offending those of its allies and friends. That purpose was unleashed after the horrific events of September 11, 2001. Now, however, the moment is over, long before any era had the time to get started.

Abstract:: Déjà vu surrounds reports that Beijing has claimed a ''core interest'' in the South China Sea. High-ranking Chinese officials reportedly asserted such an interest during a private March 2010 meeting with two visiting U.S. dignitaries, Deputy Secretary of State James Steinberg and the senior director for Asian affairs at the National Security Council, Jeffrey Bader. Subsequently, in an interview with The Australian, Secretary of State Hillary Clinton disclosed that Chinese delegates reaffirmed Beijing's claim at the Second U.S.—China Strategic and Economic Dialogue, a gathering held in Beijing in May 2010. Conflicting accounts have since emerged about the precise context and what was actually said at these meetings. Since then, furthermore, Chinese officials have refrained from describing the South China Sea in such formal, stark terms in a public setting.

180. Building Trust and Flexibility: A Brazilian View of the Fuel Swap with Iran

Abstract:: In May 2010, Brazil and Turkey then non-permanent members of the UN Security Council ventured into unchartered waters by brokering an agreement to deal with the controversial Iranian nuclear program. Iran, in order to show its willingness to use its nuclear material for peaceful purposes, agreed to have its uranium enriched outside its territory, specifically in Turkey. The deal called for Iran to send 1,200 kilograms of 3.5 percent-enriched uranium to Turkey in exchange for 20 percent-enriched nuclear fuel to use in a scientific reactor in Tehran that produces medical isotopes. Although a nuclear weapon might require uranium enriched to a higher level, the 20 percent-enriched material could help Iran achieve that level quicker.

Abstract:: Two events in the past year have shifted the focus of efforts to stabilize Afghanistan as President Obama's July 2011 deadline for beginning a drawdown of U.S. forces approaches. The first was the Kabul Conference, held July 20, 2010, where Afghan President Hamid Karzai announced that Afghanistan would take full responsibility for its sovereignty and security by the end of 2014. The November 2010 NATO conference in Lisbonthe second eventconfirmed this benchmark for full transition to Afghan sovereignty as well as a longer-term commitment to a ''strong partnership'' beyond 2014. While there are certain caveats about ''conditions-based'' decisions regarding these benchmarks, this timeframe should guide the strategic planning of the Afghan government, the International Security Assistance Force (ISAF), and regional partners.

Abstract:: Attempting to reverse the decline of the Russian state, economy, and society, President Dmitry Medvedev and Prime Minister Vladimir Putin have paid increasing attention over the past two years to the modernization of Russia's socioeconomic system. Aware of the importance of cultural and ideological supports for reform, both leaders are developing a ''useable'' past that promotes anti-Stalinism, challenging the anti-liberal historical narratives of Putin's presidency from 2000—2008. This important political development was abrupt and unexpected in Russia and the West. In mid—2009, a respected journal noted in its introduction to a special issue on Russian history and politics: ''turning a blind eye to the crimes of the communist regime, Russia's political leadership is restoring, if only in part, the legacy of Soviet totalitarianism.. . .'' In December 2009, Time magazine ran a story entitled ''Rehabilitating Joseph Stalin.''

Abstract:: India's relations with China are uneasy in the best of times, but over the past few years the spectrum of differences between the world's two largest countries has steadily widened, with the relationship becoming more complex as a result. The Chinese ambassador in New Delhi acknowledged this state of affairs during an interview just before Chinese Premier Wen Jiabao visited India in December 2010 for damage control, characterizing relations as being in a ''fragile'' state that needed care. Little visible progress, however, has been made in resolving a series of issues which have become politically unpredictable and made India's diplomatic relations with China tenuous. Thus, Wen's statement during the visit that ''we are partners not competitors,'' was made more in the spirit of hope than describing the current reality. There has indeed been some cooperation in economic ties and in areas of global significance such as climate change. But the list of issues pending resolution which bedevil the relationship has been growing. The constructive partnership envisaged in 2005, when the two countries announced the India—China Strategic and Cooperative Partnership for Peace and Prosperity, remains unfulfilled and has proven difficult to attain.

Abstract:: A subversive pragmatic vision is increasingly challenging some of the key foundations of India's traditional nationalist and left-of-center foreign policy, diluting the consensus that shaped the policy, and raising new possibilities especially for India's relations with the United States and global nuclear arms control. This debate between two centrist foreign policy perspectives is not yet settled. The two are described here as ''traditional nationalist'' and ''pragmatist,'' with the former representing the established and dominant perspective, and the latter as the emerging challenger. Actual Indian policy mostly splits the difference, mouthing traditional nationalist (hereafter referred to as simply nationalist) slogans while following pragmatist prescriptions. One major result has been the widening of political space for closer relations with the United States, even without a stable consensus.

187. Under the Shrinking U.S. Security Umbrella: India's End Game in Afghanistan?

Abstract:: On December 24, 1998, five Pakistani terrorists associated with Harkat-ul-Jihad-al-Islami (HUJI) a Pakistani jihadist organization hijacked an Indian Airlines flight in Kathmandu with the goal of exchanging three Pakistani terrorists held in Indian jails for the surviving passengers. Pakistan's external intelligence agency, the Directorate for Inter-Services Intelligence (ISI), facilitated the hijacking in Nepal. After a harrowing journey through Amritsar (India), Lahore (Pakistan), and Dubai (United Arab Emirates), the plane landed at Kandahar Air Field in Afghanistan, then under Taliban control. Under public pressure, the Indian government ultimately agreed to the terrorists' demands to deliver the three prisoners jailed in India. Both the hijackers and the terrorists who were released from prison transited to Pakistan with the assistance of the ISI. Masood Azhar, one of the freed militants, appeared in Karachi within weeks of the exchange to announce the formation of a new militant group which he would lead, the Jaish-e-Mohammad (JM).

Abstract:: In his November 2010 speech before the Indian Parliament, President Barack Obama cited shared values as a key element in the U.S.—India relationship. Pointing to a ''final area where our countries can partner strengthening the foundations of democratic governance, not only at home but abroad,'' Obama emphasized an issue that has long received short shrift from those focused on building a new, robust bilateral relationship. Despite deep skepticism among many experts about the prospects for U.S.—Indian cooperation to advance universal values, the president told India's Parliament, ''[P]romoting shared prosperity, preserving peace and security, strengthening democratic governance and human rights these are the responsibilities of leadership. 189. The Focus Now Shifts to 2012

Abstract:: It is hardly unusual for the party holding the White House to incur midterm election losses; indeed, such defeats for the president's party are the norm, having lost congressional seats in 15 out of 17 post-World War II midterm elections. The only exceptions were in 1998, after the ill-fated attempt to impeach and remove President Clinton from office, and in 2002, the election 14 months after the 9/11 tragedy. But when the majority party of the U.S. House suffers the greatest loss of congressional seats by either party in 62 years, the most in a midterm election in 72 years, plus net losses of six U.S. Senate seats, six governorships, and almost 700 state legislative seats the largest decline in state legislative seats in more than a half century obviously something big was going on. Voters were trying to say something.

Abstract:: The biggest headlines during the first four months of 2011 were generated by the triple tragedy in Japan, which left Tokyo (and much of the rest of the world) shaking, especially over nuclear safety. On the Korean Peninsula, Chinese concerns about the ROK/US “enough is enough” (over?)reaction to North Korean aggressiveness resulted in Beijing's acknowledgment that the road to a solution must run through Seoul, providing a new foundation for a resumption of Six-Party Talks. Meanwhile, elections among the Tibetan diaspora began a long-anticipated political transition, shaking Chinese policy toward the province. More fighting between Thailand and Cambodia over disputed borders has rattled ASEAN as it challenges the most important of its guiding principles – the peaceful resolution of disputes. Economic developments all highlighted growing doubts about the global economic order and the US leadership role. It's easy to predict the biggest headline of the next four month period: "Bin Laden is Dead!" Implications for Asia will be examined in the next issue; initial reactions were predictable.

Abstract:: The earthquake, tsunami, and nuclear disaster that struck Japan March 11 tested the leadership credentials of the Kan government and the alliance coordination during simultaneous crises. With the exception of disconnects in assessing the nature of the nuclear emergency at the Fukushima Daiichi plant, the March 11 tragedy revealed the strength of the alliance as the Obama administration demonstrated US solidarity with Japan by announcing a partnership for reconstruction to support Japan's recovery. Prime Minister Kan reshuffled his Cabinet for the second time and unveiled a policy agenda aimed at “the opening of Japan” but faced scrutiny for failing to usher budget-related legislation through a divided Diet. Bilateral diplomacy proceeded apace and was aimed at advancing economic and security cooperation, though a controversy over alleged remarks about Okinawa by a senior US diplomat had the potential to cause another crisis in the alliance.

192. US-China Relations: Pomp and Substance: Hu's State Visit to the US

Abstract:: High-level contacts between the US and Chinese militaries resumed in January with a visit by Defense Secretary Robert Gates to China. Immediately following his trip, President Hu Jintao traveled to the US for a state visit. The occasion combined informal discussion with all the protocol trappings of a state visit by a leader from an important country. Both countries exerted great efforts to ensure the visit's success, which put the bilateral relationship on more solid footing after a year that was characterized by increased tensions and discord. At the invitation of Secretary of State Hillary Clinton, State Councilor Liu Yandong made a week-long visit to the US in mid-April. China held its annual “two meetings” – the National People's Congress and the Chinese People's Political Consultative Congress – and endorsed the 12th Five-Year Plan for National Economic and Social Development.

Abstract:: The US and South Korea continued strong solidarity and close policy coordination on North Korea in early 2011. The US made repeated calls for North Korea to improve its relations with South Korea and show sincerity about denuclearization. The Hu Jintao visit to the US in January paved the way for the first inter-Korean talks since the Yeonpyeong shelling, although they collapsed as the two Koreas could not resolve their dispute over the sinking of the Cheonan. Meanwhile, the US and South Korea agreed to pursue a UNSC Presidential Statement that would denounce North Korea's uranium enrichment program. Possible resumption of US food aid and Jimmy Carter's Pyongyang visit were new variables, although neither brought any change. The KORUS FTA looks near its long-awaited passage in the Congress. With both the Obama and Lee administrations making final efforts to clear all political barriers , it appears that the measure will be passed in both countries in the coming months.

194. US-Southeast Asia Relations: Dismay at Thai-Cambodian Skirmishes

Abstract:: Both the US and ASEAN expressed dismay at border skirmishes between Thailand and Cambodia around the Preah Vihear temple and two other ancient temples about 160 km to the west. Artillery exchanges and small arms fire call into question the two countries' commitment to the ASEAN rule of the peaceful settlement of disputes among its members. Washington has promised to aid Philippine maritime capabilities to patrol both its South China and Sulu Seas' territorial waters as part of a larger US goal of keeping Asian sea lanes open. New ships and radar installations as well as navy and coast guard training are being provided by the US. In Indonesia, the US embassy inaugurated a new public diplomacy program, @america, an interactive information technology site designed to demonstrate the breadth of American life to Indonesia's tech-savvy young people. Wikileaks releases of US embassy cables published in the Australian press critical of President Yudhoyono caused some tension between Jakarta and Washington. As the current ASEAN chair, Indonesia seemed to follow Secretary of State Clinton's call for an ASEAN role in resolving the South China Sea islands dispute. US relations with Vietnam and Cambodia continue to be strained over human rights concerns. While ASEAN has called for the lifting of economic sanctions on Burma since its recent national election and the release of Aung San Suu Kyi from house arrest, Washington seems in no hurry to follow suit, labeling the election as fatally flawed and noting that political prisoners remain in jail. Finally, the US promised high-level participation in ASEAN-led regional organizations, including the ARF, the ADMM+, APEC, and the EAS.

Abstract:: Following last year's strong Chinese criticisms of US and regional moves seen directed against Chinese policies in Southeast Asia, the reassuring message of good neighborliness and cooperation that Chinese leaders and commentary reverted to at the end of 2010 continued into 2011. The shift was reflected through more positive attention to Southeast Asia and other neighbors, seeking to advance extensive Chinese engagement, especially rapidly growing economic interchange, while endeavoring to play down differences over territorial disputes and other questions. Wariness remained over US policies and practices, but disputes were registered less frequently and in less strident tones than in much of 2010. The treatment was consistent with the improvement in China-US relations registered in Chinese commentary coincident with the prelude and aftermath of President Hu Jintao's January visit to Washington.

Abstract:: The Cross-Strait Economic Cooperation Committee held its first meeting in February, an important step in implementing the Economic Cooperation Framework Agreement. Both Beijing and Taipei believe this year will see steady consolidation of cross-strait relations, but few new agreements. The backdrops of this modest prospect are the leadership transitions underway on both sides of the Taiwan Strait. Evidence of PLA modernization confirms that military capabilities threatening Taiwan continue to increase, confronting Washington with difficult decisions on arms sales to Taiwan.

197. South Korea-North Korea Relations: Not Getting Better

Abstract:: The first four months of 2011 saw no real improvement in relations between the two Koreas. Their sole official contact, military talks in February, broke up in acrimony after two days. A slight easing of South Korea's aid restrictions in April was in response to dire humanitarian need in the North, and probably does not indicate a wider thaw. There was the hint of back-channel talks, but no progress. The obstacles are familiar. Pyongyang's peace offensive as the year began did not impress Seoul as it failed to deal with two stumbling-blocks: the sinking of the Cheonan and the shelling of Yeonpyeong Island. The North continues to deny all responsibility for the former and insists it was provoked into the latter. This appears to be a recipe for stalemate, perhaps for the rest of Lee's presidency, which ends in February 2013 – although in Korea surprises are always possible.

198. China-Korea Relations: Can Inter-Korean Dialogue Revive Six-Party Talks?

Abstract:: In the aftermath of North Korea's artillery shelling of Yeonpyeong Island on Nov. 23, 2010, Chinese officials showed great concern about the possibility of escalation, focusing special concern on the possibility that South Korean military exercises might lead to military escalation. The January summit between Presidents Hu and Obama served to reduce tensions to some degree, especially through a call for resumption of inter-Korean talks in the US-China Joint Statement released at the summit. Following the apparent stabilization of inter-Korean relations, China has stepped up calls for "creating conditions" for the resumption of Six-Party Talks, engaging in diplomatic exchanges with both Koreas, including meetings between Special Representative for Korean Peninsula Affairs Wu Dawei and ROK nuclear envoy Wi Sung-lac on Feb. 10-11 in Beijing and again on April 26 in Seoul, and through DPRK Vice Minister Kim Kye Gwan's meetings in Beijing with Wu Dawei, Foreign Minister Yang Jiechi, and Vice Foreign Minister Zhang Zhijun respectively in mid-April in China. Although South Korea in April agreed to China's proposed "three-step" process toward restarting Six Party Talks – (1) Inter-Korean, (2) US-DPRK, and (3) Six-Party Talks – this plan makes the resumption of multilateral talks depend most critically on reaching consensus on the preconditions for inter-Korean talks, which remain stalled since a preparatory meeting for inter-Korean defense ministers' talks broke down in February.

Abstract:: Old problems – the Senkaku fishing boat incident, the East China Sea, and China's increasing maritime activities in waters off Japan – persisted in early 2011. Efforts by Japan to keep lines of communication open with China's leadership included a visit to China by members of the Diet and Japan's senior vice minister for foreign affairs. The China-Japan Strategic Dialogue resumed in Tokyo at the end of February. Less than two weeks later, the March 11 earthquake and tsunami hit Japan. China responded by providing emergency assistance and sending a rescue and medical team. Prime Minster Kan personally thanked China's leadership and the Chinese people for their assistance, support, and encouragement. The Asahi Shimbun offered the hope that the crisis could provide a fresh start in Japan's relations with its Northeast Asian neighbors.

Abstract:: China-Russia economic relations were “reset” on New Year's Day 2011 when the 1,000-km Skovorodino-Daqing branch pipeline was officially opened. The pipeline, which took some 15 years from conception to completion, will transport 15 million tons of crude annually for the next 20 years. The low-key ceremony marking the launch of the pipeline at the Chinese border city of Mohe was followed by several rounds of bilateral consultations on diplomatic and strategic issues in January. In March and April, Moscow and Beijing sought to invigorate their “joint ventures” – the Shanghai Cooperation Organization (SCO) and the Brazil, Russia, India, China (BRIC) forum – at a time when both Moscow and Beijing feel the need for more coordination to address several regional and global challenges and crises.
