Abstract:
The slow steady improvement of cross-strait relations hit some not unexpected bumps in recent months. Domestic politics in Taiwan, particularly partisan actions by the opposition DPP, have delayed Legislative Yuan action on important cross-strait matters. Despite these domestic troubles, Beijing is maintaining a steady course and seems confident about the long-term direction of President Ma Ying-jeou's policy. Track II political dialogues are growing, including those involving the DPP, which has launched a series of meetings on its policy toward Beijing. On Sept. 13, Taiwan was invited to attend the triennial Assembly of the International Civil Aviation Organization (ICAO) as a special guest of the ICAO Council.

So far this year, ups and downs on the Korean Peninsula have coincided conveniently with Comparative Connections' deadlines. Had this journal still been published quarterly, as it used to, our first report of 2013 would have come out in the middle of what we can now look back on as North Korea's spring saber-rattling. Most of that was rhetoric, albeit extreme even by DPRK standards. The main actual event, the suspension of the joint venture Kaesong Industrial Complex (KIC), broke just as we would have been going to press. But as it was, Comparative Connections' now thrice-yearly schedule enabled us to cover this lengthy hissy-fit in its entirety. This time the date fit is not quite so neat, but as of early September it is a relief to report that inter-Korean relations are on the up again; they could hardly have gone lower. This has been an interesting four months. Pyongyang abruptly changed its tune, demanding the immediate reopening of the KIC no less peremptorily than it had earlier closed it. Both attitudes were exasperating and hard to explain, but at least the North's new “peace offensive” offers some hope of a more constructive approach. At the same time this challenged the South, forcing it to put flesh on the bones of President Park Geun-Hye's “trustpolitik” and make hard decisions on two levels: what principles to adopt in dealing with a now partly more pliant North and – on that basis – how precisely to respond on a whole range of immediate concrete issues. This was a steep learning curve, which the new ROK administration mostly handled with a skillful mix of firmness and flexibility – except for one mistaken and avoidable row over protocol, discussed below, which delayed the rapprochement by a month or so.

China-Korea relations entered an active phase of leadership exchanges during the summer of 2013 following North Korea's December 2012 satellite launch, its February 2013 nuclear test, and the passage of UN Security Council resolutions 2087 and 2094 condemning these actions. The exchanges have focused on the DPRK nuclear issue, which has been a source of unprecedented political tensions between China and North Korea. The aftermath drove continued debate on the extent of Chinese leverage and patience with Pyongyang. Beijing has reaffirmed its commitment to bring North Korea back to multilateral talks through revived bilateral exchanges with Pyongyang, including a meeting between Vice President Li Yuanchao and Kim Jong Un in Pyongyang on July 26 in commemoration of the signing of Korean War armistice, which was celebrated in Pyongyang as a “victory.” Although Beijing's frustration with its North Korean ally has expanded Chinese willingness to include denuclearization as a policy objective it shares with the US and South Korea, differences remain regarding long-term strategic interests and the preferred tools for pursuing the objective.

64. Japan-China Relations: Going Nowhere Slowly

Repeated efforts by the Abe government to engage China in high-level dialogue failed to produce a summit meeting. While Tokyo remained firm in its position on the Senkakus, namely that there is no territorial issue that needs to be resolved, Beijing remained equally firm in its position that Japan acknowledge the existence of a dispute as a precondition for talks. In the meantime, Chinese and Japanese patrol ships were in almost daily contact in the Senkaku/Diaoyu Islands region, while issues related to history, Japan's evolving security policy, Okinawa, and the East China Sea continued to roil the relationship. By mid-summer over 90 percent of Japanese and Chinese respondents to a joint public opinion poll held negative views of each other.

South Korea-Japan relations have been frozen for some time and despite the summer heat, no thaw appears likely anytime soon. Although economic interactions continue to deepen between the two countries, and although there is a clear desire – and even a need – to coordinate policies toward North Korea and China, the two countries appear more focused on other issues as their main foreign policy priorities in the short-term. The two recently elected leaders have yet to meet for a summit, a sign that even a symbolic attempt to repair relations is proving difficult. Japanese Prime Minister Abe has grown stronger with a rousing Liberal Democratic Party victory in Upper House elections, yet a number of rhetorical controversies kept attention focused on Abe's foreign policy, particularly toward Korea and China. To date not much has changed and there is little evidence that either Seoul or Tokyo desires improved relations.

The Sino-Russian strategic partnership was in overdrive during the summer months despite the unbearable, record-setting heat in China and Russia. While the Snowden asylum issue dragged on, “Operation Tomahawk” against Syria appeared to be in countdown mode by late August. In between, the Russian and Chinese militaries conducted two large exercises, which were described as “not targeted against any third party,” a term often used by the US and its allies to describe their exercises. Welcome to the age of speaking softly with or without a big stick.

Abstract:
The 12 months under review saw the unfolding of the withdrawal timetable from Afghanistan, the second rotation of US Marines to northern Australia, the first “Full Knowledge and Concurrence” statement on US facilities on Australian soil in six years, and the end of Australia's long-term military deployments in Timor Leste and Solomon Islands. The Gillard government produced a trio of major policy statements built on an understanding that Asia's “extraordinary ascent” means Australia is entering “a truly transformative period in our history.” In the words of the Australia in the Asian Century White Paper: “In managing the intersections of Australia's ties with the United States and China, we will need a clear sense of our national interests, a strong voice in both relationships and effective diplomacy.” Meanwhile, Australian politics experienced a bit of turmoil. The Labor government discarded Australia's first female prime minister in an attempt to appease the voters, but instead the voters discarded the Labor government. So it was that in the national election on Sept. 7, Australia got its third prime minister in the same calendar year. After six years of Labor rule, the LiberalNational Coalition led by Tony Abbott is back in power. Plummeting opinion polls had caused the Labor Parliamentary Caucus to vote out Julia Gillard as leader in June and elect Kevin Rudd as prime minister. Thus, Labor returned to the man it had thrown out of the prime ministership in 2010, afraid he could not win the looming 2010 election. Facing the prospect of another federal election, the Caucus this time dispensed with Gillard and gave Rudd a second chance as prime minister. Rudd, though, carried the weight of Labor's six years in office and the wounds of his bitter three-year leadership wrangle with Gillard, a struggle that had eaten at the government's standing and morale. Abbott's simple message was a Coalition alternative to the disunity, drama, and spectacular hatreds of the Labor years, allowing the Liberal leader to run a campaign that was singularly light on policy commitments. In the end, not being Julia Gillard or Kevin Rudd was enough for an Abbott triumph.

At the National Defense University (NDU) on May 23, 2013, President Barack Obama gave a major speech about terrorism-arguing that the time has come to redefine the kind of conflict that the United States has been engaged in since the 9/11 attacks. Obama asserted that ''[w]e must define the nature and scope of this struggle, or else it will define us.'' Thus, the President focused part of his speech on the Authorization for the Use of Military Force (AUMF), which Congress had passed days after 9/11 and which gave President George W. Bush the authority to go to war in Afghanistan against al-Qaeda and its Taliban allies. Few in Congress who voted for this authorization understood that they were voting for what has become the United States' longest war, one that has expanded in recent years to countries such as Pakistan and Yemen.

69. Bringing Them All Back Home? Dollar Diminution and U.S. Power

Abstract:
U.S. power is facing new macroeconomic constraints. They derive from a basic and generally underappreciated shift in U.S. engagement with the global macroeconomic order, which also complicates international politics. Since before WWII, the international monetary and financial system had served to enhance U.S. power and capabilities in its relations with other states. From the turn of the twenty-/first century, however, underlying economic problems threatened to turn this traditional (if implicit) source of strength into a chronic weakness. The 2007-08 global financial crisis has increased this risk. The United States will likely face new constraints on its power from the crisis and from new complications managing the dollar as a global currency. Moreover, the unfamiliarity of U.S. elites and citizens in facing such constraints will play a crucial role in determining how severe they will be in practice.

Who would have predicted in early 2011-just before the Libya operation was decided-that cash-strapped, inwardly-focused, soul-searching France would embark over the next two years on a flurry of military operations and bold strategic moves? These included a de facto regime change in Libya, ousting former President Gbagbo in Ivory Coast, recapturing Northern Mali and destroying a jihadist sanctuary, and supporting the Free Syrian Army, not to mention other minor operations such as reinforcing its presence in the Central African Republic. Even in France, many of those who supported continuing a strong interventionist policy were surprised. How can one explain this phenomenon? Can France really afford to remain a global power at a time when the Hollande administration is imposing some of the heaviest cuts ever in budgetary expenses?

Abstract:
Hamas members are ''ants,'' declared Yasser Arafat, the father and long-/time leader of the Palestinian national movement, during a private speech in 1990. Its cadre, he went on, should cower in their holes lest they be crushed by Arafat's Fatah forces. Arafat's swagger seemed justified. Fatah had ruled the roost for decades, and after Hamas emerged in December 1987 as the first intifada erupted, the Islamist organization was on the ropes. After a few unimpressive attacks, Israel had quickly arrested over 1,000 Hamas members, including its top leadership. In 1989, less than three percent of Palestinians in Gaza, where Hamas would later prove strongest, supported the organization. Journalist Zaki Chehab claimed Hamas' military wing only had twenty machine guns as the intifada wound down. Fatah, it seemed, would remain the dominant force in the Palestinian National Movement.

Thucydides' ancient logic still governs: uncertainty (over Iran's nuclear intentions) and the fear this inspires (in Israel) increases the risk of another war (in the Middle East). Even if Israel's response to the Iranian nuclear program does not lead the region into a war, Israel's fears will be crucial in shaping Middle Eastern politics and will help to determine the stability of the region in the years ahead.

For over sixty years, the possession of nuclear weapons and practice of nuclear deterrence have been important to the United Kingdom's defense policy, self-image, and international standing. It was a partner in the Manhattan Project and had acquired its own weapons by the mid-1950s, its program thereafter assisted by cooperation agreements with the United States. Its nuclear capability has long been assigned to the NATO alliance, and it is one of the five nuclear weapon states recognized by the 1970 Nuclear Non-Proliferation Treaty (NPT).

For a democracy that otherwise leaks secrets like a sieve, India's entire nuclear journey has been shrouded in remarkable secrecy. It is therefore unsurprising that India has closely guarded the details of its nuclear posture since it became an overt nuclear weapons state in 1998. For a relatively mature democracy with a vibrant political culture, the level of opacity surrounding India's nuclear posture is extraordinary, and held tightly by just a handful of senior civilian officials, scientists, and officers in a dedicated Strategic Forces Command (SFC). Widely held conventional wisdoms about the nature and disposition of India's nuclear posture_/its forces, deployment patterns, and envisioned employment modes_/date back to authoritative studies from the early and mid-/2000s by Ashley Tellis, George Perkovich, Bharat Karnad, and Rajesh Basrur. The core of these precepts is that, first, India's nuclear posture and doctrine are driven by an aim of ''building and maintaining a credible minimum deterrent''; second, India keeps its forces in a disassembled state to maximize safety and civilian control; and third, India has an unequivocal no-/ first-/use policy, meaning a pledge to only use nuclear weapons in retaliation for nuclear use against India.

In October last year, the world marked the fiftieth anniversary of the 1962 Cuban Missile Crisis. But for policymakers in South Asia, the commemoration was less a cautionary tale than an occasion for self-/satisfaction. When India and Pakistan conducted nuclear weapons tests in 1998, they received near-/universal condemnation, even from established allies. They were warned that_/as poor countries with weak institutions and small, vulnerable arsenals_/ dangerous instability would plague their nuclear relationship. As Pakistan undertakes a comprehensive review of its relationship with the United States, the United States should similarly review its approach to Pakistan. In the ten years since the 9/11 attacks, the key threat in South Asia has been the nexus between the Pakistani military as well as security services and the syndicate of violent extremist groups al - Qaeda, the Taliban, Lashkar - e - Taiba, and other insurgents operating against the United States, Afghanistan, and India. During the Bush and Obama administrations, the United States has sought to induce Pakistani leaders to break with these groups. While Pakistan has cooperated to a degree against some of them, the U.S. strategy has failed to transform Pakistan's behavior.

In the Hu Jintao era (2002–2012) China's politics, economics, and national security policies have changed almost beyond recognition. The ongoing transformation has been largely obscured by images that dominate many Western minds: Manichean democrats see a jasmine revolution waiting to happen; hedge fund managers see a gigantic bubble waiting to burst; national security executives see China as having perfected an enduring, dynamic state capitalism with Leninist political management that threatens to overwhelm us. These contradictory images share one thing: lacking roots in Chinese reality, they project the hopes and fears of their respective believers. Two decades ago, when writing The Rise of China, I could confidently predict Chinese success based on Deng Xiaoping's emulation of similar policies in South Korea and Taiwan. After three decades of that success, China's future is far less certain today

Abstract:
The risk of conflict escalating from relatively minor events has increased in the South China Sea over the past two years with disputes now less open to negotiation or resolution. Originally, the disputes arose after World War II when the littoral states—China and three countries of the Association of Southeast Asian Nations (ASEAN), Indonesia, Malaysia, and the Philippines, as well as Vietnam which joined later—scrambled to occupy the islands there. Had the issue remained strictly a territorial one, it could have been resolved through Chinese efforts to reach out to ASEAN and forge stronger ties with the region.
