In explaining why the United States was scheming to overthrow the government of Guatemala—democratically elected but allegedly with communist leanings during the Cold War—the U.S. ambassador proposed the “duck test”: “Many times it is impossible to prove legally that a certain individual is a communist; but for cases of this sort I recommend a practical method of detection—the 'duck test'….[If a] bird certainly looks like a duck. Also, he goes to the pond and you notice he swims like a duck. Well, by this time you've probably reached the conclusion that the bird is a duck, whether he's wearing a label or not.”

“We are in an information war...and we are losing” declared U.S. Secretary of State Hillary Clinton, describing U.S. efforts to counter extremists and engage Arab publics during this year's unprecedented and historic change in the Middle East. She is right. In the decade since 9/11, thousands of American lives and more than a trillion dollars have been spent on wars in Iraq and Afghanistan, while millions of dollars have been spent on public diplomacy programs aimed at the Arab world. In 2009, President Barack Obama delivered a landmark speech in Cairo designed to seek “a new beginning between the United States and Muslims around the world.” Two years on, according to the latest polling data in Egypt, unfavorable views of the United States outnumber favorable ones by nearly four to one. With some exceptions, the United States likewise remains unpopular in most majority-Muslim countries from Morocco to Pakistan. Why? And what can be done about it?

The region's dramatic, wonderful, dangerous upheaval has fixed the attention of the world. Although far less dramatic and far less hopeful they have the potential to be no less meaningful for the Middle East and the United States.

China's development model is undergoing dramatic change. No longer relying solely on cheap labor to manufacture exports, the Chinese Communist Party is updating its approach in three distinct but interrelated ways. First, it is actively trying to create "national champions" so that Chinese brands-not just Chinese goods-can compete in the global market. Second, it is moving away from its reliance on low-wage, low-skilled labor and encouraging the growth of a middle class and increased domestic consumption to spur economic growth. Third, long accustomed to investing vast amounts of capital on infrastructure projects, it is now devoting more resources toward other types of public goods in order to improve the quality of local governance. Each of these endeavors presents major challenges as well as opportunities for China, its neighbors, and other countries, including the United States. Collectively, they represent a significant updating of the now familiar China model based on export-led growth and a strong state.

105. Pakistan's Nuclear Calculus

Immediately following the assault that killed Osama bin Laden in May, Pakistanis were furious that an array of specially-equipped U.S. Sikorsky Black Hawk helicopters was able to penetrate their sovereign territory so deeply and inconspicuously. That Pakistani authorities may have been providing cover to the world's most - wanted terrorist was, at best, a secondary concern. Pakistan's Army, unquestionably the country's most powerful institution, had been caught shockingly off guard, and the population was furious. General Ashfaq Parvez Kayani, the Chief of Army Staff, conceded that the raid constituted a significant intelligence failure, and ordered an investigation. At the same time, many Pakistanis were asking: what else might be at risk? The Army's Corps Commanders the top of the military brass hustled out an ominous statement: ''Unlike an undefended civilian compound, our strategic assets are well protected and an elaborate defensive mechanism is in place.

Abstract:
Is it time for the United States to rethink its Taiwan policy and walk away from Taiwan? Prominent Americans in influential publications insist that it is. The argument is not unprecedented. In a long and often discordant history of dealings between Washington and Taipei, there have been repeated calls for severing this uncomfortable and dangerous relationship. Taiwan has been characterized as a strategic liability, an expensive diversion, and most often, an obstacle to more important U.S.—China relations. In the past, a prosperous, strong, and self-confident United States chose to ignore such calls. Today, however, China is rapidly becoming more powerful, and many fear the United States teeters on the brink of decline. Is U.S. support for Taiwan about to end? Would it be a good idea?

Within hours of President Obama's announcement of Osama bin Laden's May 2 death, pundits and politicians from both the right and left were calling for a speedier withdrawal from Afghanistan. The discovery and targeted killing of bin Laden in a compound on the outskirts of Abbottabad, Pakistan, located less than a mile from the Pakistan Military Academy, dramatically amplified concerns about elements of the Pakistani Inter-Services Intelligence service (ISI) maintaining links with al-Qaeda and other violent extremist organizations. Many argued that the death of al-Qaeda's leader meant that our post-9/11 mission had been accomplished, and our expensive presence in Afghanistan was no longer needed amidst an era of mounting debt and budget fights.

Arms control supporters are impatient with the Obama administration as it completes its third year in office. Neither the strength nor the pace of nuclear policy reform has been to their liking. In retrospect, the credit they gave the administration for the New START treaty with Russia appears somewhat tarnished. Once the U.S. Senate ratified the treaty in December 2010, the obvious next step on the agenda was to push for ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). But in spite of the promises made by the White House, the prospects for a swift CTBT approval process are grim. The administration traded away all its chips in exchange for New START support, and the political landscape for the rest of President Obama's term appears anything but promising. The road to success requires a new approach.

Judging by the popular press, in January 2011 Twitter and Facebook went from being simply engaging social diversions to become engines of political change that upended decades of Arab authoritarianism. It is tempting to be swept away by this narrative, which suggests that social media prompted hundreds of thousands, and then millions, of Tunisians and Egyptians to pour into the streets and peacefully demand change. Brittle authoritarian regimes had little choice but to comply, and in this way, social media irrevocably changed the future of the Middle East. Following the logic to its conclusion, it would suggest that the Middle East is on the brink of a period of democratic consolidation, as the ideals and tools of revolutionaries lead the region forward into a period of anti-sectarianism, liberalism, and hope.

Abstract:
If hope was the dominant psychology of the protests that unseated Hosni Mubarak, then fear is proving to be that of their aftermath. The unity of the disparate forces that made history during those 18 days in Tahrir Square has given way to discord. Optimism about Egypt's future and belief in the imminence of the country's return to glory appears to have yielded to a season of grim pessimism, as erstwhile allies impute dark plans to each other. And given that Egypt's revolution is decidedly not over, this dissension in the ranks of its revolutionaries bodes ill for the country's democratic future.

Asteady stream of research and analysis over the last two decades has flowed from the near consensus in the U.S. foreign policy community that, in the words of the U.S. National Intelligence Council, ''few countries are poised to have more impact on the world over the next 15-20 years than China.'' Yet many of these efforts to foretell China's future behavior have paid disproportionate attention to divining Beijing's ''strategic intentions.'' This approach offers only limited insight into the factors that will ultimately determine how China pursues its interests and exerts global influence. Abstract:
On June 4th of every year since 1989, the Islamic Republic of Iran holds a grand memorial to honor the passing of its founder, Ayatollah Khomeini. In 2010, the Islamic Revolutionary Guard Corps (IRGC) organized and managed the memorial for the first time. As Khomeini's grandson Hassan Khomeini, himself a cleric, stepped up to deliver a sermon, government supporters chanted in protest and booed him off the stage. The humiliation of Khomeini's family vividly illustrates how Iran's power structure has fundamentally changed, away from its unique clerical model toward a type of military dictatorship.1 In other words, the Islamic Republic is no longer a semiautocratic, clergy-led state which allows some form of citizen participation. The mass protests following the hotly contested June 12, 2009 election were indeed proof that the Islamic Republic has a vibrant civil society and that many Iranians still expect some level of electoral fairness. But Iran is now a military-led system or, in political-science terms, a ''praetorian'' state. From this perspective, one may interpret the June 12 election fiasco not as a struggle for power between reformist and hard-liner camps, but rather as an assertion of influence and a de facto coup by the emerging militant class and its preferred candidate, Mahmoud Ahmadinejad, against the clerical oligarchy that came to power through the 1978—79 Iranian Revolution.

In the last few years, India's policy toward the Middle East has often been viewed through the prism of Indian—Iranian relations. The international community, and the West in particular, has been obsessed with New Delhi's ties to Tehran, which are actually largely underdeveloped, while missing India's much more substantive simultaneous engagement with Arab Gulf states and Israel. India's relationship with the Middle East as a region is dramatically different than a generation ago. From 1947—1986, as at least one academic has argued, India was too ideological toward the region, paying insufficient attention to Indian national interests, particularly in its subdued ties with Iran, Saudi Arabia, and Israel.1 Today, however, India is developing its new Middle Eastern strategy around these three states, with New Delhi recently taking special care to nurture all these relationships and pursue its substantial regional interests.

One aspect of China's Iran policy suggests a sincere effort to uphold the Nuclear Non-Proliferation Treaty (NPT) regime in cooperation with the United States. Another suggests that Beijing believes a nuclear-armed or nuclear-armed-capable Iran would serve China's geopolitical interests in the Persian Gulf region.1 Is China playing a dual game toward Iran? 119. Plan A-Minus for Afghanistan

Abstract:
The strategy in Afghanistan, as outlined by President Obama in his December 2009 West Point speech and earlier March 2009 policy review, still has a good chance to succeed. Described here as ''Plan A,'' it is a relatively comprehensive counterinsurgency strategy, albeit one with a geographic focus on about one-third of Afghanistan's districts. Directed at defeating the insurgency or at least substantially weakening it, while building up Afghan institutions, it has reasonable prospects of achieving these goals well enough to hold together the Afghan state and prevent the establishment of major al Qaeda or other extremist sanctuaries on Afghan soil. Nevertheless, the strategy is not guaranteed to succeed, for reasons having little to do with its own flaws and more to do with the inherent challenge of the problem. Critics of the current strategy are right to begin a discussion of what a backup strategy, or a ''Plan B,'' might be. The most popular alternative to date emphasizes targeted counterterrorism operations, rather than comprehensive counterinsurgency—especially in the country's Pashtun south and east where the insurgencies are strongest. The United States should have a debate over Plan B, but the above version is highly problematic. Its proponents are serious people motivated by serious considerations—they worry that the current war is not winnable, or at least that it is not winnable at costs commensurate with the strategic stakes they perceive in Afghanistan. Yet, it would be troubling if the U.S. debate in 2011 was forced to choose effectively between this kind of backup plan and the current robust counterinsurgency approach. There is a better way if a fallback option is needed. Rather than conceding at least one-third of the country to extremists and reducing NATO forces quickly, the United States should tie its force drawdown to the growth and maturation of Afghan security forces. Under this plan, described here as ''Plan A-,'' U.S. and other foreign forces would have to keep fighting hard in Afghanistan for 2-4 more years, even as they gradually passed the baton to Afghan forces, but the United States would not need to stay in Afghanistan indefinitely, and would not tie its downsizing to the stabilization of all key terrain.

Islamabad is a pivotal player in Afghanistan and its decisions will have much to do with whether and how U.S. forces can leave that country. 121. Pakistan's Counterterrorism Strategy: Separating Friends from Enemies

On October 1, 2010, the government of Pakistan shut down the supply route for the International Security Assistance Force (ISAF) after an incursion into Pakistan's territory by NATO forces, killing 16 Pakistanis in collateral damage. Two days later, militants torched 28 NATO supply trucks near Shikarpur in the southern province of Sindh. These events reflect the inherent tension both in Pakistan's counterterrorism strategy and in its relationship with the United States and its allies in fighting the war in Afghanistan. The future of U.S. military operations in South Asia depends on the convergence of policies between the United States and Pakistan, but since the war began in 2001, interpreting Islamabad's counterterrorism policy has been difficult.

The ''unipolar moment'' that followed the Cold War was expected to start an era.1 Not only was the preponderance of U.S. power beyond question, the facts of that preponderance appeared to exceed the reach of any competitor. America's superior capabilities (military, but also economic and institutional) that no other country could match or approximate in toto, its global interests which no other power could share in full, and its universal saliency confirmed that the United States was the only country with all the assets needed to act decisively wherever it chose to be involved.2 What was missing, however, was a purposea national will to enforce a strategy of preponderance that would satisfy U.S. interests and values without offending those of its allies and friends. That purpose was unleashed after the horrific events of September 11, 2001. Now, however, the moment is over, long before any era had the time to get started.

In the fall of 2006, as Deputy Assistant Secretary of State for Central Asia, I wandered through a bazaar in Kara-suu on the Kyrgyz—Uzbek border. The bazaar is one of Central Asia's largest and a crossroads for traders from across the volatile Ferghana Valley Kyrgyz, Uzbeks, Tajiks, and many others. But most remarkably, it has become home to nearly a thousand Chinese traders from Fujian, a coastal province some 3,000 miles away, lapped by the waters of the Taiwan Strait.

Déjà vu surrounds reports that Beijing has claimed a ''core interest'' in the South China Sea. High-ranking Chinese officials reportedly asserted such an interest during a private March 2010 meeting with two visiting U.S. dignitaries, Deputy Secretary of State James Steinberg and the senior director for Asian affairs at the National Security Council, Jeffrey Bader. Subsequently, in an interview with The Australian, Secretary of State Hillary Clinton disclosed that Chinese delegates reaffirmed Beijing's claim at the Second U.S.—China Strategic and Economic Dialogue, a gathering held in Beijing in May 2010. Conflicting accounts have since emerged about the precise context and what was actually said at these meetings. Since then, furthermore, Chinese officials have refrained from describing the South China Sea in such formal, stark terms in a public setting.

In May 2010, Brazil and Turkey then non-permanent members of the UN Security Council ventured into unchartered waters by brokering an agreement to deal with the controversial Iranian nuclear program. Iran, in order to show its willingness to use its nuclear material for peaceful purposes, agreed to have its uranium enriched outside its territory, specifically in Turkey. The deal called for Iran to send 1,200 kilograms of 3.5 percent-enriched uranium to Turkey in exchange for 20 percent-enriched nuclear fuel to use in a scientific reactor in Tehran that produces medical isotopes. Although a nuclear weapon might require uranium enriched to a higher level, the 20 percent-enriched material could help Iran achieve that level quicker.

Two events in the past year have shifted the focus of efforts to stabilize Afghanistan as President Obama's July 2011 deadline for beginning a drawdown of U.S. forces approaches. The first was the Kabul Conference, held July 20, 2010, where Afghan President Hamid Karzai announced that Afghanistan would take full responsibility for its sovereignty and security by the end of 2014. The November 2010 NATO conference in Lisbonthe second eventconfirmed this benchmark for full transition to Afghan sovereignty as well as a longer-term commitment to a ''strong partnership'' beyond 2014. While there are certain caveats about ''conditions-based'' decisions regarding these benchmarks, this timeframe should guide the strategic planning of the Afghan government, the International Security Assistance Force (ISAF), and regional partners.

Attempting to reverse the decline of the Russian state, economy, and society, President Dmitry Medvedev and Prime Minister Vladimir Putin have paid increasing attention over the past two years to the modernization of Russia's socioeconomic system. Aware of the importance of cultural and ideological supports for reform, both leaders are developing a ''useable'' past that promotes anti-Stalinism, challenging the anti-liberal historical narratives of Putin's presidency from 2000—2008. This important political development was abrupt and unexpected in Russia and the West. In mid—2009, a respected journal noted in its introduction to a special issue on Russian history and politics: ''turning a blind eye to the crimes of the communist regime, Russia's political leadership is restoring, if only in part, the legacy of Soviet totalitarianism.. . .'' India's relations with China are uneasy in the best of times, but over the past few years the spectrum of differences between the world's two largest countries has steadily widened, with the relationship becoming more complex as a result. The Chinese ambassador in New Delhi acknowledged this state of affairs during an interview just before Chinese Premier Wen Jiabao visited India in December 2010 for damage control, characterizing relations as being in a ''fragile'' state that needed care. Little visible progress, however, has been made in resolving a series of issues which have become politically unpredictable and made India's diplomatic relations with China tenuous. Thus, Wen's statement during the visit that ''we are partners not competitors,'' was made more in the spirit of hope than describing the current reality. There has indeed been some cooperation in economic ties and in areas of global significance such as climate change. But the list of issues pending resolution which bedevil the relationship has been growing. The constructive partnership envisaged in 2005, when the two countries announced the India—China Strategic and Cooperative Partnership for Peace and Prosperity, remains unfulfilled and has proven difficult to attain.

A subversive pragmatic vision is increasingly challenging some of the key foundations of India's traditional nationalist and left-of-center foreign policy, diluting the consensus that shaped the policy, and raising new possibilities especially for India's relations with the United States and global nuclear arms control. This debate between two centrist foreign policy perspectives is not yet settled. The two are described here as ''traditional nationalist'' and ''pragmatist,'' with the former representing the established and dominant perspective, and the latter as the emerging challenger. Actual Indian policy mostly splits the difference, mouthing traditional nationalist (hereafter referred to as simply nationalist) slogans while following pragmatist prescriptions. One major result has been the widening of political space for closer relations with the United States, even without a stable consensus.

On December 24, 1998, five Pakistani terrorists associated with Harkat-ul-Jihad-al-Islami (HUJI) a Pakistani jihadist organization hijacked an Indian Airlines flight in Kathmandu with the goal of exchanging three Pakistani terrorists held in Indian jails for the surviving passengers. Pakistan's external intelligence agency, the Directorate for Inter-Services Intelligence (ISI), facilitated the hijacking in Nepal. After a harrowing journey through Amritsar (India), Lahore (Pakistan), and Dubai (United Arab Emirates), the plane landed at Kandahar Air Field in Afghanistan, then under Taliban control. Under public pressure, the Indian government ultimately agreed to the terrorists' demands to deliver the three prisoners jailed in India. Both the hijackers and the terrorists who were released from prison transited to Pakistan with the assistance of the ISI. Masood Azhar, one of the freed militants, appeared in Karachi within weeks of the exchange to announce the formation of a new militant group which he would lead, the Jaish-e-Mohammad (JM).

It is hardly unusual for the party holding the White House to incur midterm election losses; indeed, such defeats for the president's party are the norm, having lost congressional seats in 15 out of 17 post-World War II midterm elections. The only exceptions were in 1998, after the ill-fated attempt to impeach and remove President Clinton from office, and in 2002, the election 14 months after the 9/11 tragedy. But when the majority party of the U.S. House suffers the greatest loss of congressional seats by either party in 62 years, the most in a midterm election in 72 years, plus net losses of six U.S. Senate seats, six governorships, and almost 700 state legislative seats the largest decline in state legislative seats in more than a half century obviously something big was going on. Voters were trying to say something.

The Russia—Georgia war of August 2008 had repercussions well beyond the South Caucasus. The war was the culmination of Western tensions with Russia over its influence in the post—Soviet space, while the fallout exposed divisions within the transatlantic community over how aggressively to confront Moscow after its invasion of undisputed Georgian territory and its permanent stationing of troops in Abkhazia and South Ossetia.1 The conflict also called into question Georgia's relationship with the United States, as well as U.S. credibility as a regional security partner in light of Washington's apparent inability either to restrain Tbilisi from launching an attack against Tskhinvali in August 2008 or to help its ally once the war began.2 Since the war, both the United States and Europe have provided significant financial support to help rebuild Georgia and have denounced the continued presence of Russian forces in the breakaway territories. The transatlantic community, however, has failed to develop a forward-looking strategy toward those territories.

Ever since the Justice and Development Party (AKP) initially assumed power in 2002, soon after the September 11, 2001 attacks, international media has devoted more attention to developments in Turkey. For domestic observers, the conservative Muslim AKP's emergence and subsequent landslide victory in 2007 evoked fears about eroding secularism in the country. ''The international officials who have run Bosnia as a virtual protectorate since the West forced a peace deal in 1995 are eager to scale back their presence here soon,'' reported the New York Times eight years ago. Sadly, not much has changed since. Bosnia was Europe's first major post—Cold war tragedy. Its bloody collapse attracted global attention and shaped our understanding of the security dilemmas posed by the post—Cold War world. Peace has held since the 1995 Dayton Accords, but in spite of over $15 billion in foreign aid as well as the sustained deployment of thousands of NATO and EU troops, the country still struggles to achieve the political consensus necessary to cement its stability and break free of international tutelage. To make matters worse, the situation has deteriorated, especially over the last four years. Circumstances on the ground are polarized and increasingly tense. Meanwhile, Bosnia's problems are contributing to rifts between the United States and Europe.

The United States has been widely blamed for the recent financial crisis. As the U.S. economy floundered and China continued to grow in the great recession of 2008—2009, Chinese authors launched ''a flood of declinist commentary about the United States.'' One expert claimed that the high point of U.S. power projection was 2000. The Chinese were not alone in such statements. Goldman Sachs advanced the date at which it expects the size of the Chinese economy to surpass the U.S. economy to 2027. In a 2009 Pew Research Center poll, majorities or pluralities in 13 of 25 countries believed that China will replace the United States as the world's leading superpower. Even the U.S. government's National Intelligence Council projected in 2008 that U.S. dominance would be ''much diminished'' by 2025. President Dmitri Medvedev of Russia called the 2008 financial crisis a sign that the United States' global leadership is coming to an end, and even a sympathetic observer, Canadian opposition leader Michael Ignatieff, suggested that Canada should look beyond North America now that the ''the noon hour of the United States and its global dominance are over.

Viewed through a macro politico-economic lens, the global financial turmoil formally put an end to the unipolar post—Cold War era, in which the U.S. power preponderance, its alleged universal politicoeconomic model of development (often referred to as the Washington Consensus), and its overwhelming international influence had been a defining feature. The past eight years have been a period of retreat and revival for multilateralism. Retreat in the face of the most concerted unilateralist strategy undertaken by a U.S. administration in half a century, and revival because, during the Bush administration's second term, there was an emerging political consensus that multilateralism was a critical element of U.S. power. In 2003, trying to convince member states to reform the United Nations, former secretary-general Kofi Annan contended at the General Assembly that the international community was at ''a fork in the road'': in his mind, member states had to decide whether it is possible to continue on the basis agreed in 1945, when the UN was founded, or whether radical changes are needed. With current calls for a ''new BrettonWoods'' to respond to the ongoing economic crisis, Annan's judgment can be applied to the whole multilateral system today. Never has reform seemed so necessary. The coming challenges and threats call not only for collective action, but also for effective institutions, legitimate rules, and global mobilization, which is precisely what multilateralism is about.

The world economy has experienced a downturn of historical dimensions since the onset of 2009. Almost everywhere, production has declined rapidly, world trade has virtually collapsed, and the recession has spread to all major economic regions. The global financial crisis is the culmination of an exceptional boom in credit growth and leverage in the financial system. Low interest rates, abundant liquidity, and low volatility prompted investors to search for higher yields without an adequate appreciation of related risks. Financial institutions developed new structures and innovative risky instruments to meet investors' demand for higher yields. Investors in turn, overly optimistic about continued rises in asset prices, did not look closely enough into the nature of the assets they bought. They mostly relied on the analysis of credit rating agencies which were, in some cases, also selling advice on how to develop the rated products. This failure of market discipline played a considerable role in the crisis.

Asked shortly before leaving office to identify his ''greatest accomplishment'' as president, George W. Bush expressed his pride in ''keeping America safe.'' Political commentator Peggy Noonan observed that the judgment ''newly re-emerging as the final argument'' for Bush's presidency is that he succeeded in preventing another attack on the scale of September 11, 2001. Noonan suggested, however, that ''It is unknown, and perhaps can't be known, whether this was fully due to the government's efforts, or the luck of the draw, or a combination of luck and effort.''
