Abstract:: The full-scale Russian invasion of Ukraine escalated the war to a level that dwarfed all other conflicts in 2022, both in the sheer scale of violence and its deadliness. It also obscured a significant overall deterioration of the security situation in most other regions worldwide. Driven by heightened levels of conflict in both new and longstanding hotspots, political violence increased substantially over the course of the year. While 2022 saw some positive developments – including a significant reduction in total violent events in places like Afghanistan and Yemen after years of war – these gains only represent qualified improvements. Despite the aggregate decline in events in Afghanistan and Yemen, for example, they remain home to two of the most complex and severe conflict environments in the world. Globally, political violence targeting civilians became not only more common but also more deadly in 2022, underscoring the fact that it is civilian communities that are increasingly shouldering the burden of rising conflict levels around the world.

Abstract:: Government subsidies to industry in leading economies are large and growing, with potentially deep, wide-ranging, and unpredictable consequences for the world. It is not clear what rules, if any, will apply in this new era of industry competition, nor whether the measures will be effective in denying frontier technology to rival economies. The impacts of industry subsidies and export controls, including for countries such as Australia, hang on their implementation — beneficial in so far as they speed tech innovation, but detrimental if they split the global economy into competing blocs.

Abstract:: Last week, CIC released a major new joint report with Chatham House on aid to “politically-estranged” settings – countries where donor relations with national authorities are frayed or broken because of unconstitutional changes in government, internationally contested elections, and major sanctions. Development aid to these countries has been suspended or severely curtailed, often because of domestic pressures to disengage, leaving the problem to traditional humanitarian approaches. In this report, CIC and Chatham House argue that development engagement is needed, and outline the ways to do so without legitimizing unconstitutional regimes, in concertation with regional actors. This piece focuses on two major areas: Why should donors care in this current moment? What has been new in our thinking about the major challenges and solutions for how to work in these contexts?

4. Managing Opportunities, Challenges, and Expectations for the New Agenda for Peace

Abstract:: Amongst the many elements proposed in the secretary-general’s 2021 report Our Common Agenda was the call for a New Agenda for Peace because “the world is moving closer to the brink of instability, where the risks we face are no longer managed effectively through the systems we have.” The United Nations (UN) system was invited to develop a New Agenda for Peace as part of the preparations of the Summit of the Future, and the New Agenda will be the subject of one of 11 policy briefs to be issued in advance of the September 2023 preparatory ministerial meeting for the Summit of the Future. The forthcoming Secretariat policy brief will be informed by consultations with member states and other stakeholders. However, as the Pact for the Future will ultimately be a member state document, the issuance of the Secretariat policy brief will mark the initiation—not the culmination—of the intergovernmental deliberations on what will be included in the New Agenda for Peace to be agreed by member states during the Summit of the Future in September 2024. This piece provides a historical glance at past UN reforms, identifies the primary challenges and opportunities the UN and its member states face as they undergo this process, and looks forward to the key priorities that can be taken up from a realistic and practical perspective. Highlighted is how the New Agenda for Peace “provides a rare opportunity for the United Nations to examine and reflect upon the totality of the peace and security work of the Organization to uncover and better understand the synergies and contradictions of the existing processes and structures.”

5. The UN General Assembly 2023: The urgency of compromise on financing for development

Abstract:: New York will gear up this month to receive over 100 heads of state and government at the United Nations General Assembly. Behind the scenes, rising geopolitical tensions caused by structural competition, by the invasion of Ukraine and by the internationalization of other conflicts and coups d’etats (notably in West and Central Africa) will dominate. The world faces the prospect of more frequent interstate conflict and economic confrontation, which would have devastating consequences for international cooperation on socio-economic prosperity, conflict, and climate. We expect China, Russia, and Western countries to seek to build out their respective alliances—as previously analyzed, there have been moves from the West to make concessions to the Global South and a heating up of development competition between China and the West. In this CIC Perspective piece, authors examine the “state of play” at this year’s United Nations General Assembly (UNGA78), and discuss what success would look like at the Sustainable Development Goal (SDG) Summit taking place, along with how we can create the necessary means for action.

6. The Involvement of Civil Society Organizations in Arctic Governance

Abstract:: The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

7. Developing Good Practices in Export Control Outreach to the NewSpace Industry

Abstract:: NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Key elements of an effective outreach strategy for the NewSpace sector include tailored use of established outreach tools, mapping stakeholders, incentivizing participation in outreach activities, consistently engaging with launch vehicle manufacturers, inter-agency cooperation and raising awareness of FDI-related risks. The Missile Technology Control Regime, the Hague Code of Conduct and the Wiesbaden Process provide multilateral forums through which states can begin sharing experiences and develop good practices for outreach to the NewSpace industry.

8. Five Urgent Questions on Ecological Security

Abstract:: The increasing pressure of ecological disruption on people and on security means that ideas and policy on peace and security must increasingly address the need for ecological security. This paper poses five research questions concerning: (a) amplification of antimicrobial resistance (pathogens that are increasingly drug-resistant); (b) the physiological consequences of pollution; (c) the loss of nature’s contribution to people’s well-being; (d) local and regional ecological tipping points; and (e) detrimental organisms and processes that thrive in the rapidly changing planet. Each question has a human health dimension, with likely socio-economic impacts and effects on behaviour, as well as potential effects on security and political stability. Understanding these issues is essential if appropriate responses are to be developed. More research is needed in both the natural and the social sciences, with interdisciplinary work that is in close contact with the policy world. The situation is urgent and policy responses cannot wait until all the answers are known and uncertainty has been fully eliminated.

9. Integrating Gender Perspectives into International Humanitarian Law

Abstract:: International humanitarian law (IHL) aims to limit the impacts of armed conflict through rules and protections. However, while IHL seemingly accords protection to ‘all persons’, it may fail to do so, especially on the basis of gender. In turn, failure to include gender perspectives in IHL can result in inaccurate assessments of civilian harm. This paper explores the missing gender perspectives in IHL and proposes that they be integrated with intersectional considerations. The paper first examines inherent gender bias in the wording of certain IHL rules, highlighting several issues including gender essentialism, limited distinction between sex and gender, and the need to overcome a binary approach to gender to ensure adequate protections for the LGBTQIA+ community. The paper also examines key rules of IHL which are particularly sensitive to bias in interpretation and application, including certain rules on weapons, the rules guiding the conduct of hostilities, and obligations to provide legal advice and legal training to the armed forces. Finally, the paper concludes with action points to more effectively integrate intersectional gender perspectives into IHL.

Abstract:: As much as it was a moment of America’s reckoning of its own immense power or its sudden vulnerability, the early-1940s was also a moment of a successful transplantation. Technical experts of the League of Nations were shipped (literally in a Pan Am Yankee Clipper) across the Atlantic and were soon incorporated into America’s war effort and postwar planning. Their knowledge on food, public health, world economy, and many more was weaponized, first, to win the war against the Axis powers and later, to “win the peace” against the Soviet Union. How was this transfer of knowledge possible? According to David Ekbladh’s new book, Plowshares into Swords: Weaponized Knowledge, Liberal Order, and the League of Nations (University of Chicago Press, 2022), it is essential to understand the US’ special relationship with the League during the interwar years. Contrary to being skeptical outsiders, many Americans were dedicated insiders; they intermingled with fellow liberal internationalists to exchange ideas to address what they conceptualized as common global problems brought about by industrial modernity. In essence, the successful transplantation of internationalist knowledge at the onset of the Second World War was feasible because it had been nurtured over the preceding two decades within the liberal international society of which the US was an integral part. As Ekbladh points out in the introduction, “American internationalism was, well, international.” During the course of the conversation, Ekbladh expanded upon his views on internationalism and hegemony, the role of internationalists from “non-Great Powers” in the liberal international order, and the place of democracy and planning in the thoughts of the interwar liberal internationalists.

Abstract:: World economies are facing a troika of challenges in the form of war (in Ukraine), disease (COVID19) and return of inflation, all of which have led to dampened growth globally. This invites us to ask how new these challenges, individually and as a combination, are, and what lessons we can draw from history? To answer these questions, we take a long-run view from more than 100 years of history to discuss the implications of war, disease, and inflation on our economies. This interview features Dr. Natacha Postel-Vinay, an economic and financial historian and Assistant Professor at the Department of Economic History at the London School of Economics and Political Science. Dr. Postel-Vinay is an expert on the economic history of the Great Depression. Her research focuses on public finance, private finance, and welfare. More specifically, her research looks at the connections between bank risk-taking, banking crises, banking crisis resolution, public debt, and moral hazard, all from a historical perspective. I seek her opinion on the current economic environment and discuss how history can inform the present. The talk is structured in two parts. The first part focuses on understanding the similarities and differences between the experiences of inflation, war, and pandemic today compared to the interwar period. This section covers rising indebtedness and the impact of war, pandemic, and inflation on bank lending and credit supply. The second part focuses on highlighting some solutions to the present crisis and highlighting the risks to recovery.

13. Recovering the History of Interwar International Environmental Law: An Interview with Omer Aloni

Abstract:: For a long time, international legal scholars and practitioners tended to see the League of Nations solely as a historical failure. In leading textbooks and inside the classroom, it was not uncommon to read and hear depictions of the interwar international institutions as a mere prelude to the post-1945 international order. The League, in comparison to the United Nations, was dismissed as a moment of not yet. In the last decade or so, however, more nuanced waves of scholarship across disciplines have unearthed the inner lives of international ordering, exploring the immense efforts and disappointments that surrounded the work of the League and other interwar institutions. In his recent monograph, Omer Aloni joins this renaissance of historical scholarship, adding a distinctively socio-legal perspective grounded in rich archival research to a conversation in which lawyers have been relative latecomers. In this sense, The League of Nations and the Protection of the Environment (Cambridge University Press, 2021) provides an exploration the ways in which the relations between “nature, environment, and humankind” were legally regulated at the international plane in the interwar period—and beyond. Aloni’s monograph offers a textured account not only of the origins of modern international environmental law, but also of the deep roots of our contemporary ecological crises. In it, we find that many of the issues that contemporary commentators decry as novel have, in fact, long histories. For instance, Aloni details that the quest for environmental protection and conservation has long been tangled with difficult questions related to scientific expertise, civil society participation, colonial and imperial hegemony, industrial lobbies and economic interests, and the relationship between public and private interests. By exploring several cases studies (which, as Aloni notes, “cover almost every part of the Earth—from the depth of the oceans to wooden landscapes”), the monograph provides us with a thick account of the interaction between the League, legal vocabularies, and environmental agendas. In our conversation, we explore what Dr. Aloni’s book can reveal about the challenges that international organizations face in their quest to enact environmental regulation as the planetary situation becomes increasingly dire.

Abstract:: The 2008 global financial crisis and the dislocations it caused sparked a renewed interest in economic and international histories of capitalism, globalization, and internationalism and produced a new corpus of writings that we broadly know as new economic and new international histories. Nicholas Mulder’s new book The Economic Weapon: The Rise of Sanctions as a Tool of Modern War is the latest addition to this corpus. It details the history of sanctions, their wartime origins in the economic blockade of the First World War, and their evolution from a deterrent to an actively used tool of modern state warfare. In doing so, it raises and answers important theoretical questions about the limits and contradictions of the interwar liberal international order, state sovereignty, and the legitimacy of a totalising instrument that profoundly and rather devastatingly impacts civilian societies. Through the story of sanctions, the book also offers a fresh perspective on the tragic escalatory spiral of the 1930s—the rise of fascist states but also the Second World War. Straddling regions from Albania, Greece, and Switzerland to Manchuria and Latin America, The Economic Weapon has all the trappings of a gripping international economic history: it blends detail and analysis harmoniously. I had the delightful pleasure of speaking with the author, Nicholas Mulder on a balmy spring day about the book. We talked, inter alia, about Professor Mulder’s scholarly journey, the origins and evolution of sanctions, the ethical dilemmas they posed, and the role of historical memory in the history of sanctions. Professor Mulder was also very generous in giving us a glimpse into his exciting new project on confiscation.

Abstract:: The row between International Olympic Committee (IOC) President Thomas Bach and Ukrainian President Volodymyr Zelensky over potential Russian and Belarussian athlete participation at Paris 2024 exposes the Achilles’ Heel of the Olympic Games: the peace-promising celebrations are inescapably ensnared in nation-state power politics. The IOC announced on January 25 a proposal to facilitate participation in the 2024 Olympic Games for individual athletes from Russia (and close ally Belarus) individually and neutrally in the Paris games. The statement reversed an IOC Executive Board decision from February 28, 2022, to impose more sweeping participation sanctions on Russia following the Ukraine invasion.

16. Building Climate Resilience in Urban Informal Settlements through Data Co-production

Abstract:: Climate change is worsening the number, frequency and duration of natural hazards across the globe, making disaster risk reduction and resilience building among the most pressing challenges ahead. According to UN-Habitat, informal settlements are where the impacts of climate change are the most acute in urban areas and strengthening resilience in these neighbourhoods represents a very complex yet urgent challenge.[1] Today, urban areas are home to 56 per cent of the world’s population and this figure is projected to increase to 60 per cent by 2030 and 68 per cent by 2050, with 90 per cent of the growth by 2050 expected to occur in less developed economies.[2] In these countries, population growth and displacement (including climate-driven migrations) will lead to rapid and unplanned urbanisation forcing a growing number of people into informal settlements. Currently, one billion people live in informal settlements, mostly in Asia, Sub-Saharan Africa and Latin America and this figure is expected to grow to 3 billion in 2050.[3]

17. Creating an Enabling Environment for Sustainable Water Infrastructure Financing

Abstract:: Water presents a significant global development challenge as crises over resources and access to clean water are becoming more extreme due to climate change. To reach the most disadvantaged communities in rural areas, adequate infrastructure is going to be integral. It is estimated that water infrastructure will require an additional $22.5 trillion by 2050, and to achieve Sustainable Development Goal (SDG) 6, financing would need to triple to $114 billion per year. As with other forms of infrastructure, water requires more than simply building reservoirs, pipes, and holding tanks. For true sustainable infrastructure, donors and local governments should also invest in support to maintain infrastructure and create a regulatory environment that enables continued improvement. To successfully finance water infrastructure, there must be an understanding of what the current financing landscape looks like and how the United States, its Group of Seven (G7) allies, and multilateral partners should prioritize financing, especially on a local level.

Abstract:: The West is not imposing coercive sanctions on Russia to stop its current aggression. No one seriously expects that the sanctions will cause President Putin to withdraw from Ukraine. NATO made clear before the war that its members will not defend Ukraine with military force. The European members have also, as expected, carved out exceptions to the sanctions regime for oil and gas so as not to impose too much pain on their own economies. Putin anticipated the general scope of the sanctions likely to be imposed on Russia and decided it was worth invading Ukraine anyways. While he may have been surprised by the extent of the sanctions and unity of NATO so far, this is not enough to alter his calculus. Indeed, he is doubling down on the original plan. He also knows that he has other weapons and forms of coercion against the West up his sleeve. Rather, we are seeing the birth of a possible Containment 2.0, a forced decoupling of Russia from the Western international economy. This is a long-term, not a short-term, strategy. The point is to undermine the Russian economy, stifle its technological progress, deny Russians a standard of living comparable to that of the West, and break support for the regime over time. In doing so, the West undermines Russia’s ability to compete militarily, aiming to forestall further Ukraines, and weakens Putin’s hand at home and abroad.

Abstract:: Sanctions against the Russian Federation are developing so fast that it is hard to keep track of them and even harder to see a consistent narrative as events unfold. But there is one. Russia is the world’s largest exporter of energy and commodities. A persistent balance of payment surplus is the source of its financial strength, in terms of both current income and the financial assets previously accumulated by “fortress Russia.” Oil, gas, and coal exports constitute the most valuable revenue streams and are therefore prime targets of sanctions policy.[1] The problem is that energy sanctions will backfire badly if they lead to price increases large enough to derail the economic performance of sanctioning countries.

Abstract:: Hydrogen has become one of the most debated topics in the energy industry. As an energy vector,[1] hydrogen has been touted as a possible path to decarbonize energy sectors that are considered difficult to electrify, such as heavy-duty transport. While hydrogen expansion faces challenges associated with introducing it into new sectors and decreasing the cost of green (or low-emission) hydrogen, major economies such as China, the EU, and the United States have been looking to integrate its use into their decarbonization strategies.[2] Demand for hydrogen could more than quintuple in a global net-zero-carbon-emissions scenario.[3] Given that hydrogen’s role is expected to increase significantly over the coming decade and expand into new sections of the energy system, it is essential to have more clarity on its current and future demand profile. The energy community is used to relying on statistics for more traditional fuels such as oil or natural gas; they enable analysts and investors to follow market developments, identify trends, and anticipate investment needs and opportunities. For policy makers, they can help to measure progress toward decarbonization objectives or against targets set within their hydrogen strategies as well as help them compare their activity with other countries’ developments. Understanding demand, production, and trade through data transparency is also a key element in energy security.

Abstract:: Leaders will come together in the United Nations General Assembly (UNGA) High Level Week starting September 19 for both a return to diplomacy and a test of diplomacy. At the last minute, the schedule for the meetings has been thrown into disarray by the death of the HM Queen Elizabeth II, with her funeral in London scheduled for September 19: this will draw attendance from many heads of state and governments and will mean that the earliest many leaders will arrive in New York for UNGA is the night of September 19-20. Nonetheless, these meetings offer the chance for a return to diplomacy because it will be the first high-level week in three years that approaches normal in-person attendance and meetings (although access to the United Nations [UN] building will still be restricted for all except diplomats and special invitees). Over 100 heads of state and 50 heads of government were confirmed, although it is not clear the extent to which this will change due to the UK funeral ceremonies. The current signals are that this will affect timings more than overall attendance: President Biden’s speech for example will shift to Wednesday, September 20 instead of the traditional Tuesday address. As for a test of diplomacy, this is because the sense last year that “things could hardly get worse,” after 18 months of the pandemic, has proven to be an underestimation: the invasion of Ukraine has made the political, security, and socio-economic landscape considerably worse than it was in September 2021. In these circumstances, CIC experts cover what leaders coming to the high-level week should focus on, focusing the following items that we hope to see transpire during high-level week in both public events and the bilateral/closed meetings.

Abstract:: One year ago, we started our analysis of trends in 2022 on a pessimistic note, including the long-lasting effects of the COVID-19 pandemic; macro-economic volatility; the risk of a war in Ukraine and escalating tensions over Iran and Taiwan; and increasing divisions between North and South and between China and the West. At the end of 2022, looking ahead to next year, we see some surprising grounds for optimism, even though many of the risks that we pointed to have come to pass. These trends include how multilateralism played a surprisingly successful role in Ukraine, as we consider the Black Sea Grain Initiative and the UN resolutions that passed relating to the conflict, along with agreements during the G20 summit in Bali. Other positive notes pertain to potentially transformative global agreements on damage and loss and international tax cooperation, and the absorption of longer-term lessons on inter-state aggression. However, on the negative end, we close the year facing multiple crises chasing the same (declining) pot of money—whether conflict, humanitarian, socio-economic or climate. For our team’s analysis of trends for 2023, there is a focus on nine areas where politics and economics are closely interlinked, and we expect this to be a dominant theme of 2023.

Abstract:: The women, peace and security (WPS) agenda in peace operations has had myriad successes as well as setbacks in implementation. The rise of ‘gender-sensitive’ or ‘gender-responsive’ approaches to peacekeeping signals progress in policy language, but in practice peacekeepers can struggle to comprehensively implement gender analyses or deliver on WPS tasks. Based on a review of existing academic and policy literature, this paper identifies five strategic debates central to WPS agenda implementation: participation beyond numbers, men’s roles, defining ‘gender’, balancing gender ‘inside and outside the fence’, and non-traditional security challenges. It then identifies six key operational challenges to implementation: resourcing, accountability, recruitment barriers, scale, siloing versus mainstreaming, and securitization. With the approach of the 25th anniversary of the WPS agenda in 2025—possibly the most significant yet for the integration of gender and peace operations—stakeholders should step up efforts to ensure the sustainability of the agenda’s implementation in line with its most progressive reading.

Abstract:: The image of two men, sitting awkwardly across each other in a solemn conference table, suddenly sprouted everywhere in my Twitter feed last winter. As a terrifying war erupted over competing visions of eastern Europe’s place in the international order, this somewhat surreal picture of the rulers of France and Russia conferencing offered little respite. It was precisely at this time that I had the pleasure to converse with the incoming Toynbee Prize Foundation President Glenda Sluga about her most recent monographThe Invention of International Order: Remaking Europe after Napoleon (Princeton University Press). As the so-called international order comes under increasing pressure in Ukraine and beyond, Sluga’s timely book invites us to engage with the “two centuries of multilateral principles, practices, and expectations” to understand the promises and limits of our contemporary arrangements (p. xi). It places the recent meeting between Macron and Putin in the context of the rise and consolidation of “a new professional, procedural, and bureaucratic approach to diplomacy, based on the sociability of men” (p. 6). After all, our modern notions of international “politics” or “society” were forged in the aftermath of a previous European-wide conflagration that had France and Russia at its helm: the Napoleonic wars. Sluga’s account does not aim to blindly celebrate nor to categorically condemn this modern political imaginary of international ordering. Others have dismissed the post-Napoleonic diplomatic constellation as reactionary or have lauded it as protoliberal. Sluga, above all, is interested in questioning it. She invites us to: reflect on for whom this order has been built; push against the ways it narrows our perspective; and grapple with its inner tensions and contradictions (p. 282). At the heart of the book, I would suggest, lies a concern about the paradoxical record of European modernity: a project that “has offered an expansive horizon of political expectations but delivered a voice only for some” (p. 7). By taking women, non-Europeans, and “non-state” actors seriously as political agents, she shows how bankers, Jews, or ambassadrices were ironically crucial in the making of a system that came to exclude them from the historical record. And, unsurprisingly, these exclusions lead to tensions that threaten to upend international order from within and without—from 1821, 1848, or 1853 to 2022. In our conversation, we attempt to make sense of these paradoxes, contradictions, and ambiguities of international ordering.

Abstract:: Throughout the modern era, great powers have routinely staked out geographic zones within which they have limited the autonomy of weaker states—often as buffer zones between themselves and potential adversaries or rival empires. Since the nineteenth century, these geopolitical spaces have typically been referred to as spheres of influence. The specific configuration of such spheres depends largely on the distribution of power in the international system. During moments of multi-polarity, multiple great powers will attempt to assert spheres of influence; during the Cold War era of bipolarity, the international order was defined by two superpower-dominated spheres; during the post-Cold War moment of unipolarity, the U.S. alone was able to assert a sphere of influence. Given this, it was inevitable that the return of multipolarity from the 2010s on would result in the crystallization of a new, multipolar, configuration of spheres of influence—one involving multiple great powers each asserting their own sphere. The relevant question now, therefore, is not if the transition to a world of multiple spheres of influence will take place (given the structural changes at the level of international order, it most certainly will), but how Washington should manage this development in ways that are both realistic and conducive to U.S. interests. The most realistic answer to this how question is to adopt a differentiated strategy that recognizes that, while the U.S. will not be able to prevent spheres of influence as a feature of international order tout court, it may be able to thwart specific spheres in certain specific circumstances.

Marshall European Center for Security Studies (GCMC) Counterterrorism (CT) Virtual Global Alumni Community of Interest (COI) workshop held on January 20-21, 2021. The objectives of the workshop were as follows: Analyze the effect of the coronavirus pandemic on terrorism and CT nationally and internationally. Identify the extent to which the pandemic has created vulnerabilities that terrorists have been able to exploit to mount attacks and/or attract new recruits. Explore the extent to which the pandemic might make societies more vulnerable to terrorism and irregular warfare in the longer term and the reasons why this could happen. Formulate policy recommendations for the global counterterrorism community from the perspective of GCMC CT Alumni. The virtual workshop was structured around four panels, each with two alumni panelists with practical or academic expertise on the selected topics. GCMC CT faculty acted as panel moderators. The panels examined the impact of the pandemic on terrorist financing as well as terrorism and CT in the Middle East, the Americas, and the Sahel in Africa. Thirty selected global alumni took part in the workshop and raised additional questions and comments after the formal panel sessions. Initially, planning for the COI took place in spring 2020, when it was wrongly assumed that the worst of the pandemic would be over by 2021 and assessments of its impact would, therefore, be relatively conclusive. However, given the continued threat posed by COVID-19, with countries around the world still suffering from its impact, the assessments below must be regarded as interim. Therefore, the workshop made no specific policy recommendations. Marshall Center CT faculty members, along with their colleagues at the Daniel K. Inouye Asia–Pacific Center for Security Studies (APCSS), have researched the impact of the pandemic on terrorism since March 2020.1 The COI followed a survey of alumni on the impact of the pandemic on terrorism and CT conducted in October 2020.2 Over four hundred military and civilian counterterrorism practitioners responded to the survey from Europe, North and South America, Africa, the Middle East, and South Asia. Unsurprisingly, many of the conclusions from the recent workshop are similar to impact statements in the earlier survey.

Abstract:: Historians of the United States and the world are getting religion, and our understanding of American foreign relations is becoming more rounded and more comprehensive as a result. Religion provides much of the ideological fuel that drives America forward in the world, which is the usual approach historians have taken in examining the religious influence on diplomacy; it has also sometimes provided the actual nuts-and-bolts of diplomacy, intelligence, and military strategy.1 But historians have not always been able to blend these two approaches. Lauren Turek’s To Bring the Good News to All Nations is thus a landmark because it is both a study of cultural ideology and foreign policy. In tying the two together in clear and compelling ways, based on extensive digging in various archives, Turek sheds a huge amount of new light on America’s mission in the last two decades of the Cold War and beyond. Turek uses the concept of “evangelical internationalism” to explore the worldview of American Protestants who were both theologically and politically conservative, and how they came to wield enough power that they were able to help shape U.S. foreign policy from the 1970s into the twenty-first century. As the formerly dominant liberal Protestants faded in numbers and authority, and as the nation was gripped by the cultural revolutions of the 1960s, evangelicals became the vanguard of a new era in American Christianity. Evangelicals replaced liberal Protestants abroad, too, as the mainline churches mostly abandoned the mission field. The effects on U.S. foreign relations were lasting and profound.

Abstract:: When David Anderson, acting as a conduit for editors at the Journal of American History, approached me at a SHAFR meeting in 2007 to write a state-of- the-field essay, I accepted, in part because we were sitting in a bar where I was happily consuming. The offer came with a responsibility to the field. I was serving as an editor of our journal, Diplomatic History, as well as the editor of the digitized version of our bibliography, American Foreign Relations Since 1600: A Guide to the Literature. Because these positions allowed me to survey our vibrant field, accepting the offer seemed natural. And I was honored to be asked to represent us. Did I mention we were drinking? I’m sure that Chris Dietrich accepted the invitation to oversee this next-gen pioneering Companion volume from Peter Coveney, a long-time editorial guru and booster of our field at Wiley-Blackwell, for similar reasons. This, even though there were times when, surrounded by books and articles and reviews that piled up to my shoulders in my office (yes, I read in paper, mostly), I whined, cursed, and, on occasion, wept about the amount of sources. What kept me going was not only how much I learned about the field, including an appreciation for great scholarship written through traditional and new approaches, but both the constancy and transformations over the years, much of it due to pressure from beyond SHAFR that prompted internal reflections. Vigorous debate, searing critiques, sensitive adaptation, and bold adoption of theory and methods had wrought a revolution in the field of U.S. diplomatic history, a moniker itself deemed outmoded.

Abstract:: The title of this book evokes numerous Donald Trump tweets, statements, and threats over the past five years. It also raises questions: was Trump pro-West or not, and how does his administration and its policies compare to those of his predecessors? Trumpism and the related, inchoate policies of “America First” were firmly positioned against the organizational structures and assumptions of the so-called liberal international order, or rules-based order. Trump’s targets ranged from NATO to the World Health Organization (WHO). From his speech at Trump Tower announcing his run for office to statements we heard during his efforts to contest the results of the 2020 election, Trump promulgated racist, particularist claims about which peoples and groups counted (white ones), which immigrants should be allowed in (northern European) and which should be banned (Muslims, those from “shithole” countries), and what wider heritages they fit into or “good genes” they were blessed with.

44. The Remittance Effect: A Lifeline for Developing Economies Through The Pandemic and into Recovery

Abstract:: The rising value of remittance flows into developing countries in recent years is often not widely appreciated. At a macro level, remittances support growth and are less volatile than other private capital flows, tending to be relatively stable through the business cycle. At a micro level, remittances benefit recipient households in developing countries by providing an additional source of income and lower incidences of extreme poverty. Remittances act as a form of 'social insurance', supporting households' capabilities to resist economic shocks. Remittances help recipient households to increase spending on essential goods and services, invest in healthcare and education, as well as allowing them to build their assets, both liquid (cash) and fixed (property), enhancing access to financial services and investment opportunities. Understanding the role and importance of remittances is particularly important at the current juncture, with the global economy experiencing a uniquely sharp and synchronized shock as a result of COVID-19. This report examines the available evidence on remittance flows and their potential economic effects. The report explores and shows how remittance flows remain a crucial lifeline in supporting developing economies through the current pandemic crisis and into the recovery. Although remittances slowed during the pandemic, they remained more resilient than other private capital flows, making them even more important as a source of foreign inflows for receiving countries. While the World Bank estimates that remittance flows to developing countries (low-and-middle income economies) contracted by 7.0% in 2020, this decline is likely to have been far less severe than the downturn in private investor capital. Looking forward, the World Bank predicts that remittance flows to developing countries will contract by a further 7.5% in 2021. But the outlook remains subject to a high degree of uncertainty with both upside and downside risks. A wider set of dynamics – including central bank data outturns for 2020, economic outlooks for the world economy in 2021, survey data and remittance consumer market fundamentals – suggest that while there are downside risks, there is also potential that 2020 and 2021 will not turn out as weak as predicted by the World Bank and for a period of strong remittance growth in the medium-term as sender economies recover and demand from developing economies remains high.

Abstract:: Of the many dimensions of inequality that the COVID-19 pandemic has magnified, inequality between countries is one of the most glaring, yet one of the least effectively addressed. While the pandemic’s immediate health impacts have been felt in countries across all income levels, its eco- nomic consequences have been particularly dev- astating in countries of the Global South. Fuelling these inequalities is the disparity of resources that countries count on to respond to the crisis. International cooperation has never been more essential to address this disparity and enable all countries to draw on the resources they need to tackle the pandemic and its economic fallout. Besides the provision of emergency financial support, wealthier countries and international financial institutions (IFIs) need to cooperate by lifting the barriers their debt and tax policies and practices impose on the fiscal space of low- and middle-income countries. As this article explores, such cooperation is not only a global public health imperative. It is also a binding human rights obli- gation. Framing it as such could play an impor- tant role in generating the accountability and political will that has so far been sorely lacking.

Abstract:: Contentious elections are a stress test for governments. Trust is hard won, easily lost and very difficult to restore. Election audits can enhance voters’ confidence in the results, if they are grounded in the law and performed by well-trained officials, and follow a predictable, transparent and observable process. A new guide from the International Foundation for Electoral Systems (IFES) focuses on the risk-limiting audit (RLA), a type of post-election tabulation audit that relies on statistical evidence to confirm that the election outcome is correct. Compared to other types of audits, RLAs can be more effective and efficient. The U.S. has been the primary laboratory for RLA testing, with more than 60 piloted and 10 states currently requiring or allowing them. A long-time partner of election administrators around the world, IFES is dedicated to expanding the range of tools available to reinforce confidence in the electoral process and ensure that outcomes reflect the will of the voters. Risk-Limiting Audits: A Guide for Global Use considers how RLAs could have global application and utility – particularly to build trust in election results. The guide provides a basic framework for testing RLAs in diverse contexts by outlining foundational prerequisites and operational, legal and regulatory considerations. IFES will continue to refine and expand on this primer as new findings emerge.

The article also incorporates strategic initiatives of a recommendatory nature which should be discussed in the security sphere as well as at the level of research organizations and the government. Artificial intelligence (AI) is the fastest growing field of technology which is already one of the top priorities in the national security strategies of most countries. The reason for this is that artificial intelligence technologies can alter the ways war is conducted.1 It enables defense, military, cyber security, intelligence and counterintelligence, information and cyber operations, logistics, manufacturing and strategic management/control of autonomous military vehicles. It has already been used by the United States, Israel, China, Russia and many other countries. Artificial intelligence also plays an important role in anticipating and planning national and geopolitical events such as, for example, the program of the director of the United States Intelligence Agency (IARPA)2 which conducts constant research in this area as well as more than 140 operational and research projects of the Central Intelligence Agency which use artificial intelligence. An important and also revolutionary project is SAGE3 which was developed by the Universities of Fordham, Stanford and Columbia in conjunction with the Intelligence Agency and which predicts geopolitical events through artificial intelligence-based projections. High-precision algorithms enable the predicting of events which is a crucial factor in reinsuring national security risks and threats.

Abstract:: If 2020 was the year of “mask diplomacy”, as countries raced to tackle the spread of the SARS-CoV-2 virus and acquire the necessary protective gear and equipment, 2021 is likely to be remembered as the year of “vaccine diplomacy”. Growing competition between states to secure the necessary quantities of vaccines to inoculate their population has already become an established feature of the post-COVID international system and such trends are only likely to increase in the near future. It normally takes up to a decade to transition from the development and testing of a vaccine in a laboratory to its large-scale global distribution. Despite current challenges, the speed of COVID-19 vaccination campaigns is unprecedented. To put an end to the current pandemic – which in one year has led to the loss of 2.6 million lives and triggered the worst economic recession since the Second World War – the goal is to ensure the widest immunisation of the world population in a timeframe of 12 to 18 months. In this context, COVID vaccines emerge as instruments of soft power, as they symbolise, on the one hand, scientific and technological supremacy and, on the other, means to support existing and emerging foreign policy partnerships and alliances with relevant geopolitical implications. From their experimentation in laboratories, to their purchase and distribution, the vaccine has emerged as a significant tool for competition between powers, often associated with the promotion of competing developmental and governance models across third countries.

49. The Carbon-Neutral LNG Market: Creating a Framework for Real Emissions Reductions

Abstract:: As governments and companies consider options to decarbonize their energy systems, addressing greenhouse gas emissions from natural gas and liquified natural gas (LNG) will inevitably become a greater concern. Natural gas is viewed by some as potentially providing a bridge in a broad energy transition from dependence on fossil fuels to lower-emission sources. Even with advancements in renewable energy, many forecasts show natural gas will remain core to meeting global energy demand for some time, including as a backup fuel source for renewables.[1] But as the emissions profile of the natural gas value chain has become clearer, estimates of its footprint have increased, raising questions about natural gas’s transitory function. While gas will continue to have a prominent role in the energy mix,[2] without action to better account for, reduce, and offset natural gas and LNG emissions, the breadth and length of its use will increasingly come into question—including by countries with growing energy demand who see diminishing incentive to favor natural gas over high-emitting but fiscally cheap fuel sources, such as coal. Amid these considerations, discussions of value chain carbon intensity and greenhouse gas (GHG) accounting are becoming an important component of LNG trade, giving rise to the concept of “carbon-neutral LNG.” In the trade of carbon-neutral LNG, GHG emissions from supply and/or consumption are accounted for and offset by procuring and retiring carbon credits generated through GHG abatement projects, such as afforestation, farm/soil management, and methane collection.[3] Currently, carbon-neutral LNG makes up a slim portion of global LNG trade, with just 14 cargoes traded transparently since the first was sold in 2019, compared to over 5,000 cargoes of LNG being delivered globally in 2020 alone.[4] By examining the efficacy of the market at this early stage, as this commentary does, areas for improvement in the carbon-neutral LNG trade are highlighted. Procurement of carbon credits does not negate the emissions from natural gas and LNG, and accordingly, adoption of offsets should be paired with a broader and deeper reduction in the emissions intensity of these fossil fuels to ensure they remain conducive to meeting growing energy demand without needlessly jeopardizing global, national, and corporate efforts to reduce emissions. When considering this alongside the important role LNG and natural gas are likely to continue to play in meeting energy demand in key parts of the world during the transition period, it becomes clear that efforts must be made to scale GHG emissions mitigation throughout the value chain, such as through leakage reduction and employment of less carbon-intensive liquefaction technology, as well as to offset remaining emissions through the procurement and retirement of high-quality carbon credits. Serious questions remain about scaling the carbon-neutral LNG trade, including which emissions are accounted for, what methodology is employed in the emissions measurement and verification, and how the emissions are priced—either through a carbon credit or a carbon tax. If these questions are sufficiently addressed, natural gas and LNG may align better with global policy direction and emissions requirements. That is to say, GHG verification and mitigation will be critical to the sustainability of LNG in the decarbonizing global energy stack in the coming decade, with knock-on impacts on long-term LNG contract structure, trade flows, and market pricing. While this commentary does not prescribe policy to meet carbon neutrality or Paris Agreement goals specifically, it does examine an existing and growing market trade behavior that has the potential to assist countries dependent on natural gas in meeting their climate targets during this transitory period for the global energy system. Section 1 outlines the current state of the carbon-neutral LNG trade, while section 2 suggests a structure for LNG GHG accounting based on existing accounting methodologies. Section 3 discusses the different forms through which emissions mitigation can be integrated into the LNG trade, including a discussion on the risks of greenwashing. Section 4 highlights the implications of the growing carbon-neutral LNG market and provides recommendations to market participants and policy makers.

50. Stronger International Safeguards as a Condition of Supply to Nuclear Energy Programs: Coming to Consensus in the Nuclear Suppliers Group

Abstract:: Nations that are party to the Treaty on the Non-Proliferation of Nuclear Weapons but are not allowed nuclear weapons under the treaty (“non-nuclear-weapon states”) must have international safeguards applied to civil nuclear energy facilities if they pursue such programs. The International Atomic Energy Agency (IAEA) applies these safeguards and conducts inspections on nuclear energy programs, and determined in the 1990s that it needed additional capabilities to verify states were not engaging in secret (i.e., undeclared) nuclear activities. Subsequently, the IAEA developed a set of stronger safeguards measures, known as the Model Additional Protocol (“Additional Protocol”), which was approved in 1997. Today, most nations have an Additional Protocol in force, but a few dozen do not. The nations that do not may pose a concern if they pursue nuclear energy as a means of addressing energy and environmental challenges, such as decarbonization to meet climate goals. The greater reporting requirements and inspection measures in the Additional Protocol give the international community assurance that a nation’s declarations about its civil nuclear program are both correct and complete. The enhanced inspections in turn provide greater deterrence against states pursuing illicit nuclear activities. The Nuclear Suppliers Group (NSG)—which comprises 48 governments, including those representing the major reactor vendor countries—maintains guidelines governing the export of nuclear materials, equipment, and technology. The NSG has been considering modifying those guidelines for many years to support more universal adoption of the Additional Protocol. But adoption has been hard to come by, in part because of potential disruptions to existing supply relationships given that not all countries participating in the NSG have Additional Protocols in force and some client states of countries participating in the NSG also do not have these upgraded inspections in place. There may be room for consensus building among NSG states, however, since most support requiring an Additional Protocol as a condition of supply to further the nonproliferation regime. The remaining governments may agree if measures are proffered to address challenges that have blocked acceptance to date. This commentary discusses a history of related policy developments in the NSG, examines some of the group’s roadblocks to consensus, and suggests options for making progress on adding stronger international safeguards as a condition of supply to nuclear energy programs.

51. The Global Energy Crisis: Implications of Record High Natural Gas Prices

Abstract:: The recent spike in energy prices across the globe has led to talks of an energy crisis with far reaching repercussions as the Northern Hemisphere braces for winter. While a significant focus has been on natural gas as gas spot prices in Asia and Europe hit levels unthinkable before ($56/million British thermal unit [mmBtu], or over $320/barrel [bbl] in oil-equivalent terms), the crisis has extended well beyond gas: oil prices are rising, China and Europe are facing record coal prices, and carbon prices in Europe have reached historic levels. As gas-fired plants (or coal in some regions) are at the margin, this is also leading to record power prices in different parts of the world. These circumstances lead to immediate concerns, but also flag important potential lessons for the future. In the short term, immediate concerns include a potential gas supply and power crunch over the coming winter, the impact of record-high gas and electricity prices on end-users’ energy bills, and power shortages. For natural gas, however, the crisis may extend beyond the weather. The role of natural gas in a world looking to slash carbon emissions has been an ongoing topic of discussion, and the potential for a sustained crisis that batters consumers may have critical repercussions for the fuel longer term. Already, at least two schools of thought are emerging from the current situation that reflect the ongoing debate about natural gas: one that views this episode as further proof that the world needs to rapidly get rid of fossil fuels, including natural gas, and one that views it as proof that more gas is needed in the immediate future to satisfy growing global energy demand. Questions of security of supply and affordability are also part of the discussion, especially in a future world with a higher share of renewables but where fossil fuels are still necessary to provide flexibility and are likely to continue to set power prices at the margin until new flexibility tools such as batteries or demand-side management are developed at scale. In addition, there are concerns about another widespread gilets jaunes[1] protest movement triggered by price spikes as governments push their agenda for decarbonization. For the gas industry, it could prove to be a moment of truth. The IEA stated earlier this year that “no new oil and natural gas fields are needed in the net-zero pathway.”[2] Indeed, producers are facing increased scrutiny about future investments, including in upstream activities and liquefied natural gas (LNG), but at the same time are asked to make gas readily available when needed.[3] Meanwhile, developing countries that had been looking favorably at natural gas as a way to complement renewables and decommission coal could be deterred by these high and volatile gas prices from supporting LNG imports. The recent increase in gas prices could impact these decisions in different ways, especially if they remain high for the next few years. This commentary provides a brief overview of the current gas market and examines the potential near- and longer-term impacts for natural gas.

52. The Impact of ESG on National Oil Companies

Abstract:: The rise of ESG investing—investment focused on environmental stewardship, social responsibility, and corporate governance—in the 21st century has created significant pressures on oil companies. Some shareholders of international oil companies (IOCs) have pressed them to pay closer attention to ESG goals and diversify their business models away from hydrocarbons and into other sources of energy amid efforts to address greenhouse gas emissions.[1] National oil companies (NOCs)—which currently control about 50 percent of the world’s oil production—have different corporate mandates than their IOC peers that might imply a more complicated relationship with ESG goals. NOCs are mainly owned by governments in the developing world, and thus face vastly different demands than IOCs answering to private sector shareholders.[2] But different does not mean NOCs do not or will not feel pressure to address ESG issues. Given NOCs’ significant share of global oil production—and the fact that this share may increase as IOCs diversify—the pressures they face and changes they make could have a significant impact on the future of the oil and gas industry as well as countries’ abilities to meet climate goals. During the November 2021 COP 26 meetings in Glasgow, Saudi Arabia and India became the latest countries with strong NOCs to pledge to reach net-zero greenhouse gas emissions in the next decades.[3] This commentary examines how the ESG agenda is impacting NOCs through the ecosystem of organizations and principles that have emerged from the UN’s Sustainable Development Goals and the Paris Agreement as well as from investors and regulators in global financial markets. The piece then describes the three components of the ESG framework in relation to NOCs and the challenges of accurately measuring adherence to them due to insufficient standardization of metrics and the variety of reporting frameworks. Also, because environmental, social, and governance competence are not strictly related to one another, companies may be strong in some areas and weak in others, making it difficult to evaluate their ESG performance as a whole.[4] Finally, while ESG pressures are coming alongside discussions about the energy transition and climate change, ESG assessments do not evaluate companies’ energy transition plans, even if some aspects of ESG scores might provide insights about them. The commentary pays special attention to the importance of corporate governance for national oil companies in achieving overall ESG goals, given the key differences between their ownership structure and that of private sector companies working in the oil industry.

Abstract:: CBMs for AWS would make a significant contribution to reducing the military risks posed by AWS and - equally important - are a realistic goal. Although agreement within the OSCE cannot be assured, its strong history of developing CBMs and its ability to make progress towards reducing military risk even in a climate of geopolitical tensions makes the OSCE uniquely well positioned to develop AWS CBMs. The growing proliferation of AWS and their increasing importance in military operations means that risk reduction is an urgent priority. Given the numerous challenges to arms control and cooperative security measures in other international organisations, OSCE CBMs offer one of the best opportunities for making progress in reducing the military risks of AWS. Moreover, they would provide a foundation for further governance of AWS by other international organisations. The CBMs proposed here would provide greater transparency regarding states’ capabilities and intentions regarding AWS, and in doing so, would reduce the risks of miscommunication, miscalculation and inadvertent conflict escalation that these systems pose.

Abstract:: One year since the official start of the pandemic in March 2020, COVID-19 has killed more than two million people and brought at least half the earth’s population under lockdown (New York Times, 11 March 2021; New York Times, 3 April 2020). The health crisis has had major impacts on worldwide conflict and disorder patterns, contributing to an overall decrease in political violence levels last year even as it fueled an increase in demonstration activity. And while the pandemic’s effects have been global in scale, they have not been felt equally across conflict contexts: although violence declined on the aggregate level, it rose in nearly half the world’s countries. As vaccine distribution accelerates and countries relax public health restrictions, conflict levels are expected to increase throughout 2021(for more, see ACLED’s special report: Ten Conflicts to Worry About in 2021). Last year, ACLED expanded data collection to Latin America and the Caribbean, East Asia, the United States, and all of Europe, achieving near global coverage. Our 2020 annual report reviews the past 12 months of data on political violence and demonstration activity around the world.

62. Are we facing a wave of conflict in high-income countries?

Abstract:: The recent wave of violent protests and unrest across the developed world – the storming of the US Capitol during the electoral college process and the riots in the Netherlands, among others – questions the assumption that high-income countries have become immune to large-scale internal political violence. Are we facing a new wave of high-income conflict? At a minimum, increased violent unrest, political assassinations, and domestic terrorism in the next ten years seem possible, unless governments focus on avoiding impunity and establishing shared understanding of facts, reducing inequality and prejudice, and building institutional resilience. This analysis examines whether these recent events augur a wider shift in conflict risk to high-income countries, akin to the shift seen from low to middle-income countries 20 years ago. Given these events, this analysis systematically reviews conflict risks in high-income countries, as well as offers a framework that has been widely applied in the developing world to examine the risk factors for violent conflict in wealthy countries, including second generation impacts of COVID-19.

Abstract:: 2021, we all hope, will be the year of recovery. If COVID-19 vaccines are rolled out at scale, including in the developing world, global economic recovery will be large. But that in itself ensures neither that all countries will be included in the recovery, nor that all people within each country will see the gains. A rising tide, as we have seen only too well since US president John F. Kennedy first used the phrase in 1963, does not lift all boats. Elsewhere, CIC has analyzed the high demand for transformative policies in high- and low-income countries alike since the COVID-19 crisis began, including policies for domestic action on inequality and socioeconomic exclusion. This piece takes a more global view and considers how to ensure that all countries benefit, and examines the issues, challenges, and opportunities in financing for development. It looks first at the key political messages that explain why 2021 should be a year of urgent, ambitious global action for shared economic recovery; secondly at the measures under discussion (which are expanded in an annex); thirdly at the political interests at play; and fourthly at foreseeable scenarios for agreement. Last, we outline the calendar of relevant policy meetings this year and the challenge of orchestrating progress between them.

64. It’s Time to Go Back to Basics of Governance

Abstract:: The COVID-19 pandemic is an opportunity to re-evaluate the principles or ideas that are at the heart of theories of government, that is the fundamentals of governance and public theory. What is government for, but also what should government do and how. Engaging with the crucial philosophical questions of governance is integral to building back better: going back to basics is a major step in figuring out how to prevent mistakes from happening again. The social contract is one such principle: the idea of a social contract is central to answering the question of what governments are for: explaining why people obey laws, providing answers to why we live in societies, and why we abide by social rules and norms. Recognizing the ongoing debates, national and international, around the meaning and origins of the term social contract, this paper by Nanjala Nyabola tries to point to some of the important thinking from the south and from non-western sources and traditions that have helped shape modern understanding of social contract theory. It is not intended to be a comprehensive review, in such a short paper, but rather a selection that reflects the richness and variety of such sources and how they have impacted thinking throughout the ages. Overall, looking at ideas of social contracts outside Western philosophical tradition reminds us that it is not just about the form of the social contract or that all political organizations must be identical. These theories also remind us that compulsion and punishment are not a strong foundation for strong systems of governance. We have to create societies that people want to live in.

65. Treaty Allies Matter for US Foreign Policy Experts—but They Are Not Indispensable

Abstract:: The Council's polling experts examine how American foreign policy experts think of the term "allies," and whether variations in thinking matter for US foreign policy decisions. “America is back,” President Joseph Biden pronounced at the State Department in February 2021. His comment ostensibly meant the United States was returning to the international fold after leaving a global leadership void during the Trump years. The previous administration had downplayed—even discounted—American alliances as key US foreign policy tools. “We will repair our alliances and engage with the world once again, not to meet yesterday’s challenges, but today’s and tomorrow’s,” Biden stated. At the NATO summit four months later, Biden reiterated his administration’s key message and commitment to the alliance. Emblematic of this commitment, he and British Prime Minister Boris Johnson also signed a “New Atlantic Charter” recommitting both nations to their “alliances and partners.” The United States is unique in the world in terms of security alliances. The country enjoys “the largest and most enduring military footprint” in recent history. From military bases to providing training and material assistance, this footprint is largely enabled through allies. Hence, it is perhaps unsurprising that recent surveys show a perception among Americans that alliances largely benefit the United States. But what is meant by the term “allies”? Given the variety of military partnerships and relationships maintained by the United States, it shouldn’t come as a surprise that the term “ally” is used to describe countries across this range of relationships. Some countries have a formal defensive treaty with the United States, while others are merely recipients of US military financial aid. How do American foreign policy experts think of the term “allies,” and does variation in such thinking matter?

66. How the United States Can Support Nascent Political Parties

Abstract:: Supporting democracy and human rights overseas is front and center in the Biden administration’s foreign policy. The White House has committed to hold a “summit for democracy” this year, vocally condemned human rights abuses by China, and called for budget increases in foreign assistance and diplomacy critical to execute its democracy agenda abroad. As the Biden team designs this agenda, it will take stock of existing democracy assistance approaches and toolkits to make sure they address the current landscape of threats (i.e., a rise in Russian and Chinese malign influence) and changing needs of democracy partners on the ground (i.e., training on new technology). One area that is in desperate need of an update is how the U.S. helps strengthen political parties abroad, something it has done since the 1980s. The U.S. approach to supporting parties has not kept pace with the evolution of these organizations over the last ten years. Increasingly, political parties are taking novel forms that arise from so called “people power” movements and often focus more on mobilizing voters than formulating policy. One of the four most common types of parties today are those that emerge from mass protest movements and widespread latent dissatisfaction with traditional parties. Examples include the Five Star Movement in Italy, the Union to Save Romania, the New Conservative Party in Latvia, and Semilla in Guatemala. Getting support to this party type ‘right’ is important because many of the countries where these entities are emerging matter for U.S. interests. In both the Czech Republic and Slovakia – NATO allies on the front line of countering Russian and Chinese influence – new, anti-establishment parties are running the government, as traditional parties have struggled with accusations of corruption and failure to meet citizen needs. In Mexico and Brazil, both major strategic partners of the United States, emergent political organizations have taken power. In Iraq, citizens protesting government corruption and inefficiencies have formed several new parties to contest the October 2021 elections and challenge the political establishment. Yet in these and other contexts, the United States lacks an approach to structure its support of such nascent parties. Here, we outline recommendations for selecting which parties to support and then a framework to maximize effectiveness of U.S. assistance to them.

Abstract:: There is no credible emissions pathway towards limiting global warming to 1.5°C without significant movements from China over the next decade to accelerate its energy transition and decarbonisation. China aims to become carbon-neutral by 2060. Yet Beijing is hedging in the near term, in part due to an uncertain global macro and geopolitical environment, and in part due to domestic threats of social instability and economic stagnation. China’s negotiating position at COP26 in Glasgow stands to benefit from support from many developing countries — unless the United States and other rich countries make an effective alternative appeal to the Global South with respect to climate finance, mitigation and adaptation.

In this issue briefing, Dr. Kevin Casas-Zamora, Secretary-General of the International Institute for Democracy and Electoral Assistance discusses the challenges, strengths, and opportunities that democracy faces in tackling climate change. He states that the main challenges in tackling climate change are based on short-termism, self-referring mechanisms, and elements of governing capacities. Furthermore, he argues that democracy shows strength in this sense as a system of governance that allows for a strong civil society, free flow of information, societal consensus, and peaceful transformations of conflicts.
