For decades, Lebanon has suffered under a systematic and intentional mismanagement of country resources and capital, with devastating repercussions. Poverty rates in Lebanon have skyrocketed, and the healthcare and education systems have crumbled, leaving millions vulnerable. Less discussed but no less dangerous is the environmental degradation that the country’s elite have allowed to occur. Lebanon’s deteriorating environment adds another layer of tragedy to the widespread economic crisis; sewage contaminates drinking water, generators spew toxic fumes, excessive groundwater usage renders it saline, and irrigation with sewage water contaminates agricultural produce. The price for Lebanese is becoming increasingly well documented. Cancer cases have surged, and the Lebanese people can expect to continue to suffer in the future as well. This situation was not, however, a foregone conclusion, or due solely to global climate change outside of Lebanese control. Rather, Lebanon’s significant environmental degradation is due in large part to systemic corruption and a total lack of effective regulation. Understanding the scope of this issue is vital to realizing what the people of Lebanon are facing, along with developing a plan to address some of these interconnected environmental and governance challenges.

On January 8, the Royal Jordanian Air Force conducted strikes against suspected drug dealers and warehouses in Syria, their fourth such operation in recent months. The strikes occurred amid military reports of increased smuggling attempts—primarily involving drugs, but also weapons—across the kingdom’s northern border. Between January and August 2023 alone, a total of 194 smuggling and infiltration attempts were recorded, 88 of them involving drones. Some cross-border incidents have resulted in clashes with Jordanian security personnel, including three recent episodes: a December 12 clash in which one soldier was killed; a December 18 battle that lasted more than ten hours and marked the first seizure of antitank weaponry on the border; and a January 6 clash in which five smugglers were killed and fifteen arrested. Jordanian military officials attribute each of these attempts to pro-Iran proxy groups in Syria. Moreover, the increasingly advanced arms that smugglers are using—including rocket-propelled grenades, mines, and drones—have led Jordanian officials to conclude that these criminal endeavors pose a wider threat to national security. Greater U.S. assistance would reinforce the kingdom’s efforts to address this threat at a time of wider regional crisis.

The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

After several months of significant increase in irregular migration from Tunisia to Europe, European Commission President Ursula von der Leyen and Italian Prime Minister Giorgia Meloni, along with several other European Union leaders, have set their sights on what they seem to believe is the best way to produce immediate results: increasing the provision of cash, equipment and training to the Tunisian security forces (TSF) to diminish the country’s booming irregular migration industry. In the last two months, the European Commission announced it wants to agree to “new anti-smuggling operational partnerships” with Tunisia[1] that would significantly scale up border controls, police and judicial cooperation, as well as cooperation with EU agencies (for example, Frontex). An “International Conference on a global alliance to counter migrant smuggling” was also convened in Brussels on 28 November.[2] As one top EU official in Tunis put it to Refugees International, “There is a strong desire by some in Europe to get the maximum amount of resources possible to the Tunisian government and security forces as soon as possible to stop the boats, now and in the future”.[3] The EU intended strategy, however, appears destined for failure, falling short of its narrow objective of suppressing irregular migration and lacking in the broader – and more important – criteria of adherence to legal commitments, human rights principles and effective overall migration policy. This approach is riddled with four primary deficiencies.

7. From Interconnection to Integration: German-Italian Energy Relations and the SoutH2 Corridor

Abstract:
On 22 November 2023, the German Chancellor, Olaf Scholz, and the Italian Prime Minister, Giorgia Meloni, signed a German-Italian Action Plan.[1] The Plan promises greater collaboration between the two countries on the biggest challenges currently facing Europe. Among these priorities is environmentally sustainable economic growth and the acceleration of climate protection. While the Action Plan is relatively terse, focusing on the establishment of fora for greater cooperation rather than providing a detailed roadmap, its energy and climate section does highlight a specific project as an example of closer cooperation: the acceleration of the completion of the so-called South-Central Corridor for the transport of hydrogen throughout Europe. This Corridor has the primary function of enabling the import of hydrogen produced in North Africa into the very core of Europe and thus to the high-demand areas of Germany and Northern Italy. One especially important part is the so-called SouthH2 Corridor, which includes a pipeline running the entire length of the Italian peninsula before connecting to Southern Germany via Austria. There are strong political and strategic arguments for a deeper energy cooperation between Italy and Germany, despite some differences.[2] Hydrogen and gas infrastructure is a key area where intensified cooperation is crucial.[3] Through the SouthH2 Corridor, the two countries have indeed expressed their willingness to collaborate precisely on hydrogen infrastructure, notably the SoutH2 Corridor. However, such cooperation cannot be limited to the infrastructural part; it must extend to a series of related issues in which both countries should seek to align their political and legal initiatives, starting from overcoming uncertainties regarding the development of hydrogen demand and the use of other net-zero technologies in both countries. In short, cooperation on infrastructure can be used as a jumping off point for a deeper collaboration on and exchange of information about their broader transition strategies. Such bilateral coordination would also contribute to the achievement of EU Green Deal objectives more broadly.

Over the past year, a surge in migrant people arriving from Tunisia to Europe has thrust the North African country into the heart of European political agendas, sparking concerns across the continent’s capitals about its hardships and risk of economic and social collapse. The immediate policy response involved a frenzy of Euro-Tunisian diplomatic activity guided by the Italian government – itself needing to demonstrate some kind of answer to increased migratory arrivals to its shores – and culminated in the signing of the EU-Tunisia Memorandum of Understanding (MoU) in July 2023.[1] The MoU, structured around five key areas of collaboration – macroeconomic stability, trade cooperation, green energy transition, people-to-people contacts, and migration and mobility – is said by so-called “Team Europe” to aim fostering a strategic and comprehensive partnership between the European Union and Tunisia. However, observers highlighted its detrimental shortsightedness, the flaws in its legal nature, as well as the necessity to allocate political and financial resources beyond migration management to truly diversify the agreement.[2] Against this backdrop, three European experts offer here considerations on challenges and prospects in EU–Tunisia relations and propose alternative avenues where cooperation can evolve, emphasising the creation of a stable and equitable political environment in both Europe and Tunisia.

10. Six Takeaways from Two Years of Russia-Ukraine War

In February 2022, Russia invaded Ukraine from the North, East and South in order to control the whole country through direct military occupation and/or a proxy government. Moscow assumed a rapid collapse or surrender of the Ukrainian state and planned a relatively fast war of manoeuvre coupled with air assaults and/or amphibious operations to take over major cities such as Kyiv, Kharkiv and Odesa. Ukraine – which had prepared to some extent for a Russian invasion since 2014 – resisted and rolled back invading forces from its major cities in 2022, including from Kherson despite its illegal annexation to the Russian Federation. In late spring 2023, Kyiv launched a counter-offensive aimed at liberating territories south of Zaporizhzhia, but unfortunately Russian forces were able to hold most of the ground previously gained. A high level of attrition has now been experienced by both sides for several months, with more than half a million troops deployed by belligerents. Over the last six months, the war has turned into a bloody stalemate. It witnesses continuous and indiscriminate air campaigns by Russia – including the use of bombs, missiles and drones –, tailored raids by Ukraine on the occupied territories and across the Black Sea, and above all fierce land battles over a highly fortified frontline with a systematic, mutual shelling and massive use of drones. Two years after the beginning of the invasion, Russian armed forces control the land corridor that connects the Crimea peninsula to Donbas – two areas already directly or indirectly under Moscow influence since 2014 – and the whole Azov Sea: a region accounting for slightly less than 20 per cent of Ukrainian territory. Still, Ukraine continues to access the Black Sea and export its goods. Such an occupation has cost so far dozens of thousands of military casualties in both countries, the lives of thousands of Ukrainian civilians, as well as huge numbers of injured people and millions of displaced citizens – plus the material destruction brought by the conflict. What does this dramatic watershed for Ukraine mean for Europe as a whole? At least six takeaways can be gained for the armed forces of European countries, NATO and EU defence initiatives, with a view to deterring Moscow from further aggressions and if necessary defending Europe from them.

The Essequibo[1] is a territory located in the North-East of South America, between Venezuela and Guyana, with a maritime projection towards the Atlantic. It has been part of Venezuela since 1777[2] under the rule of the Spanish Empire and then as the Republic of Venezuela since 1810. The United Kingdom illegally occupied it in 1814,[3] while Venezuela was going through a long and bloody war of independence. The UK tried to formalise the dispossession of the territory with the Paris Arbitral Award of 3 October 1899,[4] in a flawed process in which Venezuela was represented by the United States. The British Empire exercised its power to obtain a ruling in its favour. After the death of the lawyer Severo Mallet-Prevost in 1949, who represented Venezuela in this process, these irregularities became public knowledge.[5] In 1962, Venezuela denounced the nullity of the process before the United Nations and insisted on its historical claim.[6] On 17 February 1966, Venezuela and the UK signed the Geneva Agreement,[7] whereby the parties recognised the nullity of the Paris Arbitral Award and agreed to search for a negotiated solution. During this process, Guyana (independent since May 1966) would administer the Essequibo but without carrying out any activity that would modify the legal situation of the territory as established in Article V of the agreement, which states that “No acts or activities taking place while this Agreement is in force shall constitute a basis for asserting, supporting or denying a claim to territorial sovereignty in the territories of Venezuela or British Guiana or create any rights of sovereignty in those territories”. After four years, no progress was made in the negotiation, so on 18 June 1970, the two parties signed the Port of Spain Protocol,[8] to suspend the meetings for twelve years and to possibly use as an alternative one of the means of peaceful settlement provided for in the UN Charter.

Two years after the Russian attack on Ukraine, it is clear to everyone that the European Defence Technological and Industrial Basis (EDITB) was ill-equipped to face the consequences of a large-scale, high-intensity conflict on the Old Continent. The war changed three decades of procurement policies, production and technological trends that had previously shaped (not only) Europe’s approach to defence hardware. From the 1990s onwards, the preference for fewer, precise, highly advanced weapon systems over the massive employment of low-medium tech solutions had a double effect on the EDITB. First, it led European markets to partially consolidate, and individual companies to strive for increased efficiency. This meant not investing/maintaining redundant production sites, divesting from relatively low profitable and low demand segments such as the manufacturing of artillery shells and pursuing research and development (R&D) investment in high-end products. Second, the emphasis on technological prowess also shaped the way the European Union tried to jumpstart defence cooperation and integration among member states, first and foremost through the European Defence Fund (EDF) and Permanent Structured Cooperation (PESCO).

The Russian war against Ukraine has had multiple impacts on NATO’s deterrence and defence stance vis-à-vis Moscow, which today presents a number of challenges to allies – particularly European ones. The 2022 Madrid summit and the resulting Strategic Concept signalled a substantial departure for the alliance in terms of focus and posture.[1] First, the new Concept represents an unequivocal return to a Russia policy based first and foremost on deterrence and defence, rather than calls for cooperation that had been typical between the end of the Cold War and the Russian illegal annexation of Crimea in 2014.[2] The 2022 Concept stands in stark contrast with this period of détente and instead explicitly points to Russia as “the most significant and direct threat to Allies’ security and to peace and stability in the Euro-Atlantic area”.[3] This new focus on deterrence and defence is accompanied with an enhancement of NATO’s military presence along the northern and eastern flanks.[4]

On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

This paper aims to analyze Germany’s approach to the Eastern Partnership against the backdrop of the “turning point” (Zeitwende) in German foreign policy announced by Olaf Scholz in February 2022. The deviation from the previous policy came as a result of Russia’s war against Ukraine, which disrupted the European collective security system and called into question the main characteristics of German foreign policy. The outbreak of the war on the territory of Europe showed the German leadership that the use of non-military means in the foreign policy, as well as their policy of openness and normalization towards the East (Ostpolitik), which largely implies Russia, turned out to be wrong. Russia’s war in Ukraine also became the basis for the rethinking of yet another political concept - change through trade (Wandel durch Handel), according to which trade and economic interdependence with Russia will facilitate its integration into Europe and push it towards peaceful mutual cooperation. Germany’s dependence on Russian natural resources on the one hand gave Russia a lever of political influence, and on the other made the German economy vulnerable.

While Georgian Dream (GD) has been attempting to normatively balance between the collective West and Russia for years, the latter’s re-invasion of Ukraine in February 2022 brought increased pressure on the ruling party— ultimately resulting in internal shifts among the elite, and bringing about party-wide discursive change. In the most high-profile case, President Salome Zurabishvili—for the first time since she took office in 2018—was seen openly defying the leadership, and directly contradicting the party line. She has since publicly engaged in several quarrels with the party’s leadership, with one causing the announcement of a lawsuit against her for alleged violations of the Constitution. Despite these disputes, Zurabishvili remains willing to side with Bidzina Ivanishvili, GD founder and former Prime Minister. She openly blamed GD leadership for taking insufficient measures to preemptively shield the oligarch from the possibility of personal sanctions. Zurabishvili’s sudden ‘turn’ against Georgian Dream, though creating some intrigue, remains unsystematically explored. This paper engages in a scenario-outlining exercise, wherein three potential explanations are presented. First, Zurabishvili’s ‘turn’ might have stemmed from valuebased disagreement, with the war in Ukraine revealing the incompatibility of the President’s and GD elites’ values. Second, her ‘turn’ could have been part of a communication strategy, orchestrated to create the illusion of a ‘fragmented leadership’ for public legitimation purposes. Finally, the possibility of patterns of intra-regime (dis)loyalty, alliance-forming, and elite defection being at play is explored. Such patterns are expected to supervene in informal, authoritarian modes of governance and are likely to supervene during heightened crises1 .

Violence is escalating in Amhara region, prompting the government to declare a state of emergency Nearly 30 clashes between government forces and Fano militias were recorded in Amhara last week, with most concentrated in North Wello and West Gojam zones, though fighting has been spread throughout the region. Abstract:
On 25 March 2022, the Houthis launched a large-scale attack on Saudi Arabia using a combination of loitering munitions, ballistic missiles, and cruise missiles. This coordinated attack targeted oil refineries and energy infrastructure across Saudi territory, from Asir to the Eastern Province, and even threatened the Formula 1 Grand Prix in Jeddah. Yet, it turned out to be the last major gasp of the aerial war between Riyadh and the Sanaa-based government that had started in 2015. A few days later, on 2 April, a United Nations (UN)-mediated truce came into effect, which lasted until 2 October and, as of the time of writing, has effectively terminated Houthi cross-border attacks into Saudi and Emirati territories. In the current situation of relative stability, Saudi-Houthi talks are ongoing to renew and expand the truce.

The full-scale Russian invasion of Ukraine escalated the war to a level that dwarfed all other conflicts in 2022, both in the sheer scale of violence and its deadliness. It also obscured a significant overall deterioration of the security situation in most other regions worldwide. Driven by heightened levels of conflict in both new and longstanding hotspots, political violence increased substantially over the course of the year. While 2022 saw some positive developments – including a significant reduction in total violent events in places like Afghanistan and Yemen after years of war – these gains only represent qualified improvements. Despite the aggregate decline in events in Afghanistan and Yemen, for example, they remain home to two of the most complex and severe conflict environments in the world. Globally, political violence targeting civilians became not only more common but also more deadly in 2022, underscoring the fact that it is civilian communities that are increasingly shouldering the burden of rising conflict levels around the world.

The public security situation in Brazil is complicated, and particularly in Rio de Janeiro state, which has high levels of violence and criminality. The presence of multiple different criminal groups fighting for territory, coupled with abusive government measures to tackle criminal activity, has created a deadly, high-risk environment for civilians in the state. In 2021, Rio de Janeiro registered 27 violent deaths per 100,000 inhabitants, a rate lower than states like Bahia and Ceará but significantly higher than the national average of 22. Rio de Janeiro also ranked first among Brazilian states in the number of deaths recorded during police interventions, with at least 1,356 people reportedly killed.1 In May 2021, for example, a police operation against drug traffickers in the Jacarezinho community in Rio de Janeiro city resulted in 29 reported fatalities. While authorities claimed that all those killed in the operation were linked to criminal groups, witnesses reported that police officers entered civilian houses and carried out extrajudicial executions.2 The Jacarezinho operation was the deadliest single event recorded by ACLED in Brazil in 2021. A year later, in May 2022, military and federal police forces clashed with the Red Command (CV) in the Vila Cruzeiro community in the Penha Complex, resulting in at least 26 reported fatalities, including civilians. These are not isolated incidents, but rather indicative of the increasing lethality of violence in Rio de Janeiro in 2021 and 2022, and the rising threat to civilians.

On 25 February 2023, Nigerians will elect a new president, vice president, and members of the National Assembly. Term limit legislation bars President Muhammadu Buhari from running for a third term, and the end of his presidency marks the longest democratic stretch since independence. Eighteen candidates are vying for the presidency, and at least 4,223 candidates are running for the 469 seats in the National Assembly.1 The presidential frontrunners include Bola Ahmed Tinubu of the incumbent All Progressives Congress (APC), Atiku Abubakar of the Peoples Democratic Party (PDP), and Peter Obi, the Labour Party (LP) candidate who has surprisingly led in the pre-election polls. Two weeks after the national election, on 11 March 2023, 28 out of 36 states will also elect a new governor, with 17 incumbent governors reaching their term limits and hence barred from re-running.

With the general election in Thailand anticipated in May 2023, tensions that have sparked unrest in the country in previous years remain unresolved, despite declines in particular types of political violence and demonstration events in the past year. Political disorder in Thailand ranges from violence involving separatists in the Deep South to demonstrations over the continued presence of the monarchy and the military in politics. Following an increase in 2021, political violence involving separatists in the Deep South had been on the wane in 2022 until attacks in August caused a significant spike. Meanwhile, amid ongoing judicial harassment under the lèse-majesté law that criminalizes criticizing the monarchy, anti-government demonstrations calling for an end to the monarchy and the military in politics declined in 2022 compared to the previous two years. Yet the tensions underlying the street protests – as evidenced by the uptick in demonstrations in November during the Asia-Pacific Economic Cooperation summit and the hunger strike initiated earlier this year by two activists charged under the lèse-majesté law – have not been put to rest. The stage is set for the possible reemergence of demonstrations and disorder in Thailand around the upcoming election this year. Drawing on new data,1 this report examines political violence and demonstration trends under the administration of Prime Minister Prayut Chan-o-cha, the leader of the 2014 military coup, from the previous general election in March 2019 to the end of 2022.

The Russian invasion of Ukraine has sharpened the commitment of Western governments to a liberal vision of international order. But it is a different story elsewhere. Many countries, particularly in the Global South, regard the rules-based order as an artificial Western construct, and the Ukraine war as a matter of geopolitics rather than norms and principles. Events in Ukraine have reinforced Washington’s views about two competing visions of global order — one democratic, the other autocratic. However, such binarism has little resonance beyond the West. For the Global South, the divide that matters is with the Global North. This is not only about relative influence and status in the international system, but also diverging priorities. A rules-based international order is achievable, but not as commonly imagined in the West. The post-Cold War template of unalloyed US global leadership and Western-dominated institutions is no longer tenable. The only viable order is one that is more inclusive and representative, reflecting a world where power is increasingly diffuse, and global cooperation is critical in meeting threats such as climate change and human insecurity.

Official development finance plays an important role in financing Southeast Asia’s development, equivalent to around 10% of total government development spending in the region. China is Southeast Asia’s single largest development partner and leads infrastructure financing. Yet, implementation problems have seen the scale of China’s financing decline in recent years. Traditional development partners collectively still dominate development financing in Southeast Asia at 80% of the total. The multilateral development banks lead the way, followed by Japan, Europe, and South Korea. The United States and Australia are mid-sized players. India and the Middle East have become notable sources of non-traditional development finance, with the Islamic Development Bank playing an important role. Climate development finance is increasing, but Southeast Asia will need more support if it is to transition towards resilient, low-carbon development. Intraregional development cooperation is growing, but only makes up a small part of development finance in Southeast Asia.

Amongst the many elements proposed in the secretary-general’s 2021 report Our Common Agenda was the call for a New Agenda for Peace because “the world is moving closer to the brink of instability, where the risks we face are no longer managed effectively through the systems we have.” The United Nations (UN) system was invited to develop a New Agenda for Peace as part of the preparations of the Summit of the Future, and the New Agenda will be the subject of one of 11 policy briefs to be issued in advance of the September 2023 preparatory ministerial meeting for the Summit of the Future. The forthcoming Secretariat policy brief will be informed by consultations with member states and other stakeholders. However, as the Pact for the Future will ultimately be a member state document, the issuance of the Secretariat policy brief will mark the initiation—not the culmination—of the intergovernmental deliberations on what will be included in the New Agenda for Peace to be agreed by member states during the Summit of the Future in September 2024. This piece provides a historical glance at past UN reforms, identifies the primary challenges and opportunities the UN and its member states face as they undergo this process, and looks forward to the key priorities that can be taken up from a realistic and practical perspective. Since their return to power in Afghanistan in August 2021, the Taliban have managed to reach an understanding with most of the Central Asian governments to preserve a relative calm along the areas of the Afghan-Central Asian frontier. Disputes over water use have suddenly become an issue that could derail ties between Afghanistan and Central Asian states. Specifically, the construction of the Qosh Tepa canal in northern Afghanistan could lead to the loss of water for tens of thousands of people in downstream communities in Uzbekistan and Turkmenistan. In addition, three people were killed in recent clashes between Iranian border guards and Taliban fighters along the Afghan-Iranian border over rights to water from the Helmand River.

Japan’s new National Security Strategy (NSS) contains several groundbreaking commitments, including plans to deploy long-range counterstrike capabilities and to raise defense spending to 2 percent of gross domestic product. A slim-but-significant majority of Japan’s public now seemingly supports efforts to strengthen Japan’s defense capabilities, a political consensus once nearly unthinkable. This is not the first time, and will not be the last time, that Jordan faces domestic pressures and external challenges. However, the conflation of various challenges and crises, makes the current moment one of elevated, though not acute, concern.

After a decade of activist policies in the region following the Arab Uprisings, Emirati foreign policy has undergone massive shifts in the past two years. The United Arab Emirates (UAE) has de-escalated and normalized relations with four of the major, and competing, states in the region—Iran, Israel, Turkey and Qatar—as well as with Syria. The UAE is taking a more non-aligned and mediating position in regional and wider issues. The Emirati leadership has made significant progress in using their energy-derived wealth to diversify their economy and ensure retaining a leading position in the world economy in the post-fossil fuels era. Abu Dhabi’s foreign policy is driven, in part, by a perceived need to adapt to a multipolar, “post-American” reality in the region. The country has been irritated, but largely unmoved, by America’s attempts to enlist or coerce them into supporting its policies with respect to Russia and China. The UAE has gained from the crisis between Russia and the West. Oil prices have risen, Russian capital has flown into Emirati financial institutions and investments, and the country has seen a flood of hundreds of thousands of Russian visitors and new residents, leading to a real estate boom.

The ambassador was criticized by some—including the South African government—for breaking with diplomatic protocol by so openly condemning his host government. However, maintaining an effective working relationship does not mean that a diplomat must never say or do anything that the host country might not like. Far from it. Effective diplomacy is built on trust, honesty, and respect, and the diplomat who never disagrees or who comes across as a sycophant, will be neither trusted nor respected. For the past three months, the Kurdish region in northern Iraq and its government, the Kurdish Regional Government (KRG) have been facing one of the most serious challenges in the two decades of its formal existence. The pipeline through which it exports some 400,000 barrels of oil a day (b/d) – 10 percent of the overall Iraqi exports and 0.5 percent of global production – has been closed since March 25, at an estimated cost of close to a billion dollars a month (approximately $30 million daily). The KRG has depended on income from oil exports for some 80 percent of its budget. The stoppage came after a decade-long arbitration between the Government of Iraq (GOI) and Turkey by the Paris-based International Chamber of Commerce was decided in March in Iraq’s favor. Turkey was ordered to cease loading Kurdish oil without GOI supervision, and to pay Baghdad $1.5 billion in owed fees (Baghdad had demanded $30 billion). Baghdad had claimed that use of the pipeline from northern Iraq to the port of Ceyhan in Turkey by the Kurds without GOI consent was in violation of a bilateral agreement between the two countries from 1973, the annex of which states Turkey would only buy oil from Iraq’s state-owned oil marketer.

This summer, the Biden administration decided to negotiate a temporary deal with Iran involving the release of American prisoners held by the Islamic Republic in exchange for the release of some of the funds that were held by the United States as part of the economic sanctions on Tehran. The White House expects that this package deal will open the road to talks with Iran on its nuclear program. The outline of a deal would include a pause in the accumulation of enriched uranium and an Iranian pledge not to produce weapons-grade fissile material, in exchange for the removal of US economic sanctions. But any diplomatic deal between Washington and Tehran raises fears among two of America’s allies in the region, Saudi Arabia and Israel, that regard Iran as an existential threat. From that perspective, a US-led process of normalizing the relations between Riyadh and Jerusalem could help contain Iran and reinforce the American pledge to strengthen the alliance with Saudi Arabia and Israel.

A reported call between South African Minister Naledi Pandor and Hamas Leader Ismail Haniyeh has renewed concerns that the African National Congress and government of South Africa are undermining US national security and foreign policy in the Middle East. This incident comes quickly on the heels of a springtime allegation that the African National Congress and South African government undermined US national security and foreign policy with respect to the Russian invasion of Ukraine. Over the summer, members of Congress called into question the eligibility of South Africa for trade benefits under the African Growth and Opportunity Act (AGOA) and its suitability to host the AGOA Forum. This was in response to the prior allegation that South Africa transferred arms or enabling technologies to Russia. Prior to next month’s AGOA Forum, there is an expectation that the AGOA eligibility determinations for 2024 will be delivered to Congress. This sets the stage for another potential showdown over the AGOA eligibility of South Africa and its suitability to host the AGOA Forum. At this stage, it is unlikely that South Africa will be deemed ineligible for AGOA trade benefits or removed as the host of the AGOA Forum. However, a political debate over its AGOA eligibility could cast a long shadow over the event and lead to another breakdown in the strategic partnership between South Africa and the United States. The White House will want to avoid both of those outcomes.

World military expenditure is on the rise. To fund their increases in military spending, options available to governments include tax, debt or revenue from natural resources. Each form of financing has its consequences, economic, political or social. Tax is the prevalent source of finance for governments. The use of tax, and the choice among different types of tax, can have an impact on income inequality and economic growth, among other things. However, no scholarly attention has yet been paid to the use of taxation to fund military spending. Using statistical analysis combined with in-depth case studies sheds light on this use of taxation. The findings—based on data for 100 countries between 1990 and 2020 and reinforced by detailed case studies on Burundi and Ukraine—show that countries in conflict tend to resort to indirect taxation to fund military expenditure. This is particularly true for low-income countries and for countries with an autocratic regime. This association can be consequential, considering the accumulated evidence on the impacts of indirect taxation on income inequality.

The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

Abstract:
NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Key elements of an effective outreach strategy for the NewSpace sector include tailored use of established outreach tools, mapping stakeholders, incentivizing participation in outreach activities, consistently engaging with launch vehicle manufacturers, inter-agency cooperation and raising awareness of FDI-related risks. The Missile Technology Control Regime, the Hague Code of Conduct and the Wiesbaden Process provide multilateral forums through which states can begin sharing experiences and develop good practices for outreach to the NewSpace industry.

93. Five Urgent Questions on Ecological Security

Abstract:
The increasing pressure of ecological disruption on people and on security means that ideas and policy on peace and security must increasingly address the need for ecological security. This paper poses five research questions concerning: (a) amplification of antimicrobial resistance (pathogens that are increasingly drug-resistant); (b) the physiological consequences of pollution; (c) the loss of nature’s contribution to people’s well-being; (d) local and regional ecological tipping points; and (e) detrimental organisms and processes that thrive in the rapidly changing planet. Each question has a human health dimension, with likely socio-economic impacts and effects on behaviour, as well as potential effects on security and political stability. Understanding these issues is essential if appropriate responses are to be developed. More research is needed in both the natural and the social sciences, with interdisciplinary work that is in close contact with the policy world. The situation is urgent and policy responses cannot wait until all the answers are known and uncertainty has been fully eliminated.

Abstract:
This paper focuses on countries under extended nuclear deterrence arrangements, or ‘umbrella’ states. The paper explores the ways in which umbrella states both in the Asia-Pacific region and in Europe have supported prevailing nuclear deterrence practices or distanced themselves from such practices. While there is a tendency for these countries to side with their nuclear-armed patron on matters related to nuclear weapons and nuclear disarmament norms, at times they have taken steps away from the allied mainstream position by advocating for anti-nuclear weapon policies. As long as extended deterrence has a nuclear dimension, allies will need to balance between normative pressures to support nuclear disarmament and alliance commitments that require at least passive support for nuclear deterrence practices.

95. Russia’s Military Expenditure During Its War Against Ukraine

Abstract:
This SIPRI Insights paper is devoted to an analysis of military spending by the Russian Federation during its war against Ukraine, and the sources of funding for that spending. Russia’s total military expenditure has increased since its full-scale invasion of Ukraine in February 2022, but not dramatically. Despite difficulty in accessing information on budget spending, total budgeted military spending in 2023 can be estimated at 6648 billion roubles. This represents 4.4 per cent of forecast Russian gross domestic product. While military spending in early 2023 seemed to accelerate beyond the budgeted amount, the rate of spending can be shown to be similar to that in early 2022 and does not suggest any unusual surge. The Russian government is attempting to restrain spending on the war to minimize the domestic impact and enable the pursuit of policy goals set before the invasion. The Russian economy can afford this level of spending notwithstanding severe sanctions, while leaving open the possibility of increased war-related funding if the government considers it necessary in the future.

96. Integrating Gender Perspectives into International Humanitarian Law

Abstract:
International humanitarian law (IHL) aims to limit the impacts of armed conflict through rules and protections. However, while IHL seemingly accords protection to ‘all persons’, it may fail to do so, especially on the basis of gender. In turn, failure to include gender perspectives in IHL can result in inaccurate assessments of civilian harm. This paper explores the missing gender perspectives in IHL and proposes that they be integrated with intersectional considerations. The paper first examines inherent gender bias in the wording of certain IHL rules, highlighting several issues including gender essentialism, limited distinction between sex and gender, and the need to overcome a binary approach to gender to ensure adequate protections for the LGBTQIA+ community. The paper also examines key rules of IHL which are particularly sensitive to bias in interpretation and application, including certain rules on weapons, the rules guiding the conduct of hostilities, and obligations to provide legal advice and legal training to the armed forces. Finally, the paper concludes with action points to more effectively integrate intersectional gender perspectives into IHL.

The crossover between cybercrime and cyberwarfare has intensified in recent years, particularly against the backdrop of the ongoing conflict in Ukraine and mounting tensions between China, Russia and the United States. This paper delves into specific cyber incidents that employ cybercrime tactics with cyberwarfare objectives, allegedly involving Chinese, Russian or US actors. It examines responses within and among the private sector, the public sector and international forums. Although not directly involved in all of the cases, the European Union (EU) was impacted in a variety of ways, including as a result of spillover effects and intentional targeting. Drawing on an examination of cyber incidents, this paper highlights how emerging trends in actors, means and responses present escalatory risks for the EU and emphasizes the pressing need to bolster cybersecurity measures.

Abstract:
Ongoing bilateral talks between Saudi Arabia and the armed Houthi movement have renewed optimism that a negotiated political settlement in Yemen might yet be possible. But the talks are an exclusively Saudi initiative and threaten to serve only the narrow interests of their current participants. To date, their primary effect has been the easing of restrictions on imports to Hudaydah, a development quickly weaponized by the Houthis, who have sought to coerce traders to use the port exclusively, which would deprive the internationally recognized government of much-needed customs revenue. Importantly, the talks include neither the government, whose sidelining does little for its popular legitimacy, nor Saudi Arabia’s primary coalition partner, the UAE. On the heels of its massive military reengagement in Yemen over the last eighteen months, the UAE has so far rejected Houthi overtures. The divergent interests of the coalition have come to the fore in Hadramawt, where the UAE-backed Southern Transitional Council has sought to extend its influence by agitating against forces affiliated with the Islamist Islah party. This has come up against resistance from local tribal groups, increasingly supported by Saudi Arabia, who are now recruiting thousands of local fighters and protesting outside interference. Increased Saudi involvement in Hadramawt is a blow to the aspirations of the STC and has been compounded by the formation of the new Nation’s Shield forces under President Rashad Al-Alimi. Paid directly by Saudi Arabia, the force could go some way toward enshrining Alimi’s administration; unlike most other members of the council, he previously had no military forces of his own.

Saudi-Houthi talks regained traction over the course of March, and the announcement of a ceasefire is expected as Riyadh looks to wind down its direct military involvement in Yemen. At month’s end, Presidential Leadership Council chief Rashad al-Alimi and his government were summoned to the Saudi capital to be briefed on the negotiations. Despite the flurry of activity, there has been little information given on how the Saudis intend to resolve some of the longstanding issues that have bedeviled earlier rounds of talks. The negotiations have not forestalled continued fighting, with clashes escalating clashes across multiple frontlines. The Houthis made gains in southern Marib and along the Al-Bayda-Shabwa border, and heavy fighting took place in Al-Dhalea and southern Hudaydah. Taiz Governor Nabil Shamsan, Minister of Defense Mohsen al-Daeri, and Chief of Staff Saghir bin Aziz survived separate assassination attempts in Taiz governorate believed to have been undertaken by Houthi forces. The Houthi-controlled parliament in Sana’a has banned the payment of interest as a “usurious transaction,” in an attempt to Islamicize the financial sector. Implementation could have disastrous effects on Yemen’s faltering economy, contributing to its isolation and discouraging international investment. The law could rapidly limit the ability to finance basic imports and cut off access to foreign financing.

100. Saudis Visit Sana’a as Warring Parties Conduct Prisoner Exchange

Abstract:
Saudi-Houthi talks in Sana’a during Ramadan failed to produce a final agreement on a roadmap for final status peace talks and a permanent ceasefire. Presidential Leadership Council (PLC) leaders in Riyadh were left out of the loop although the Saudis continued to insist that the Houthis co-sign any deal with the internationally recognized government. A major prisoner exchange took place in mid-April following a deal reached in March in which the government and Houthis agreed to the release of 973 detainees. Included among the prisoners released were former defense minister Mahmoud al-Subaihi, Nasser Mansour Hadi, the brother of former president Abdo Rabbu Mansour Hadi, and Samira Marish, a woman accused of planning several bombings and assassinations on behalf of the Houthi movement. A senior government military commander, Faisal Rajab, was released in a separate deal following a mediation in Sana’a between an Abyan tribal delegation and Houthi officials. Fighting continued on several frontlines, most significantly in Marib governorate, where Houthi forces are trying to capitalize on their gains in March. On the economic front, the government-held port of Aden received a commercial ship without it being subject to inspection in Jeddah, and more than 500 types of goods were removed from a list of banned products, including fertilizers and batteries. The government is still struggling to cover the cost of public sector salaries after losing oil revenues following Houthi drone attacks late last year and Houthi pressure on importers to redirect shipments from Aden to Hudaydah, while the Houthi authorities drew in revenue from various informal taxes and duties imposed during Ramadan.
