Abstract:
In October 1945, Alexander Fleming, Howard Florey, and Ernest Chain each received an almost identical telegram from Stockholm, Sweden. The Nobel Prize Committee, these messages read, was pleased to inform the three British-based scientists that they had been awarded the Nobel Prize for Medicine, for the ‘discovery of penicillin and its curative action in various diseases.’ This was not surprising news. In fact, a year earlier, two major newspapers had informed their readers that Fleming would receive the prestigious award in 1944. Although the reporters’ stories were a year ahead of their time, they were right that the global scientific community had generally agreed that the world’s first antibiotic was a landmark in medical history worthy of Nobel Prize recognition. It was simply a question of when, not if, the prize would be awarded.

2. Nestlé’s Corporate Reputation and the Long History of Infant Formula

Abstract:
The demand for infant formula in Australia is insatiable. Bare shelves have led supermarkets and chemists to ration sales, limiting the quantity customers can buy in a single transaction. But it’s not Australian parents fuelling the formula shortages. A high proportion, between fifty and ninety percent, of all Australian infant formula is exported to China. The situation has created tensions between the two countries. Australian shoppers complain of Chinese daigou (personal shoppers) buying formula before it is even stacked on shelves and stripping supermarkets in teams of people. In April 2019, eight people were arrested in Australia for stealing over a million dollars of infant formula in Sydney to sell in China. Two months later, Chinese military personnel were photographed loading boxes of formula onto a Chinese warship before departing Sydney Harbour.

3. “Contractors or Collectives?” Earmarked Funding of Multilaterals, Donor Needs and Institutional Integrity: The World Bank as a Case Study

Abstract:
We revisit the policy dilemmas thrown up by so-called Multi-bi funding (earmarked bilateral aid routed via multilateral channels), based on a case study of World Bank trust funds, given their industry-leading overall size and relative transparency. We update patterns of sources and uses of Multi-bi using the 2019 Trust Funds Directory and use this to derive a new Index of Responsible Multi-bi Donorship. We consider complementary donor motivations for Multi-bi, highlighting their perceived need to shift the focus of a multilateral institution faster than they believe possible through its core systems. We examine potential negative effects of Multi-bi on the distortion of funding choices available to client countries, and above all on the risk of “hollowing out” of the multilateral itself, as the locus of power and accountability shifts from the wider collective toward a narrower set of contracting relationships. We find that current trust fund reform efforts can at best partly address these dynamics, while the growing trend toward creation of sub-windows within the main core funding instrument could potentially make things worse. Instead, we offer a pragmatic two-track solution that could significantly reduce tensions between funder needs and institutional integrity. This involves (a) developing an improved battery of output indicators mapped to donor core contributions, to enhance visibility and results reporting and (b) routing new Multi-bi proposals increasingly through core governance processes, focusing initially on greater transparency and on demonstrating their additionality to donors’ core funding.
