  • Abstract: Much has changed since A Guide to Canadian Diplomatic Relations 1925-1983 was first published in 1985. The Soviet Union and Yugoslavia no longer exist. New states have emerged not only in Europe, but also in Africa. Canada quickly established diplomatic relations with the member states of the former Soviet Union and Yugoslavia after their respective dissolutions. In 2003, Canada recognized Eritrea as a separate state and in July 2011, Canada recognized the new state of South Sudan. Finding the date of Canadian diplomatic recognition of a given country or state, the date when diplomatic relations were established with Canada and the date when the first Canadian ambassador or high commissioner took office continues to be a challenge. The print publication, Canadian Heads of Post Abroad 1880-1989, issued by External Affairs and International Trade Canada in 1991, is an excellent source of information, but it is limited by its publication date. A similar online source, Canadian Heads of Posts Abroad Since 1880 (http://w03.international.gc.ca/headsofpost/searchhp-recherchecm.aspx) provides some information specifically pertaining to heads of posts for Canadian diplomatic missions abroad, but it does not always provide information about the date of diplomatic recognition of any given state. In many cases, only the recent information, rather than the historical information concerning the first diplomatic recognition or the date of establishment of diplomatic relations, is provided. Other important sources of information include Canadian Representatives Abroad, the annual reports or annual reviews of the Department of External Affairs (now known as Global Affairs Canada), the External Affairs communiqués and press releases, the publication called External Affairs (which was issued from 1949-1971) and its successor, International Perspectives (published from 1980 to 1991). In this most recent edition of A Guide to Canadian Diplomatic Relations, the following information (if it could be determined) is included for each country: the date of diplomatic recognition, the date that diplomatic relations were first established and the date when the first diplomatic mission was opened (frequently, a legation staffed by a diplomatic representative of lower rank than an ambassador or high commissioner). It also includes the date when the Canadian ambassador or high commissioner first presented his/her credentials and the diplomatic mission officially became an embassy or a high commission. In those few instances where diplomatic relations between Canada and another state were severed, this date, as well as the date when diplomatic relations were re-established, is also provided.

  • Abstract: The year 2017 was the final year of the government of Bohuslav Sobotka (established in 2013 and made up of ČSSD [the Social Democrats], ANO 2011 and KDU-ČSL [the Christian and Democratic Union – Czechoslovak People’s Party]). While the political parties in this government had promised to provide stability and they achieved this goal throughout the majority of their term, from March 2017, political conflicts surrounding the leader of ANO 2011 and Minister of Finance Andrej Babiš had a major impact on the government’s stability. Parliamentarians requested an explanation of the financial activities of the leader of ANO 2011 and there were calls for his resignation. PM Sobotka offered to resign to facilitate the demise of the whole cabinet and thus remove Babiš from his post.

  • Abstract: In 2017, the Czech European policy faced a number of challenges related to the great events of previous years (the migration crisis, Brexit, security policy, Eurozone reform) as well as the ongoing reflection process of the EU. Above all, the Czech approach was a typical example of reactive behaviour, and characteristic of responding to external stimuli coming from EU. There were also partial topics about which proactive assertions were made by the Czech Republic. The polarisation between the individual actors of foreign policy was low, though with some exceptions pertaining to the President of the Republic. In contrast, as regards politicisation, the European agenda was an example of a highly politicised area, which was crucially reflected also in domestic policy. The coherence of the Czech European policy can be referred to as problematic, as the Czech Republic was not able to make a substantial move in its main conceptual priorities, but only in partial areas. Finally, the predominantly critical tone of the Czech discussion on the EU had contributed to the Czech Republic’s very low trust in the Union’s policy, posing a threat to the fulfilment of the key goals of the Czech foreign policy.

  • Abstract: Since the developments in Central Europe were very dynamic in 2017, the importance of the Visegrad co-operation, Poland, Austria and Slovakia in the Czech foreign policy has grown. The general elections in Austria, the judicial reform in Poland and the subsequent triggering of Article 7 of the Treaty of the EU against Poland, the Polish and Hungarian EU Presidencies and various EU dossiers, such as the dossier on the reform of the EU’s asylum system, would all suggest that the Czech Republic should have paid more attention to the region. However, the Czech Republic chose rather a free-riding and adaptational approach toward it, and in some cases, it has shown disinterest in its policy vis-à-vis the region. There were fewer political contacts with and initiatives related to the other V4 states than in the previous years, and the Czech foreign policy was not able to address major dilemmas of the Central European policy. Interestingly, at the same time, the importance of the region was reflected in a higher politicisation and polarisation of the issues related to the Visegrad Group, Poland and Hungary.

  • Abstract: In 2017 the Czech-German relations were marked by the anniversaries of the Czech-German Declaration (1997) and the Treaty of Good Neighbourship and Friendly Cooperation (1992). Their dynamics in that year were under the considerable influence of the parliamentary elections in both the Czech Republic and Germany. This led to a decline in the development of their bilateral relations at the top political level, both before the elections due to their focusses on their respective domestic political agendas, and after the elections, owing to the demanding post-election negotiations. Nevertheless, their sectoral, practically-oriented co-operation continued intensively at a lower level. It was substantial especially in the areas of defence policy, science and research, and transport infrastructure. In the field of economic co-operation there was the ongoing, exceptionally favourable trend of the growing Czech-German foreign trade. However, the dependency of the Czech economy on the German economy had increased, and the income gap between their respective citizens had not become narrower. In the context of European policy, there was an undesirable rift between the Czech and German standpoints in regard to a number of points on the Union agenda. As regards the issues of the past, there was a continuing trend of normalising the mutual relations and a subsiding of the politicisation of these issues.

  • Abstract: Both France and the United Kingdom (the UK) occupy a stable position in the Czech Republic’s foreign relations. Both countries have had asymmetrical and pragmatic relationships with the Czech Republic in the last decade, which were mostly influenced by the multilateral context of European integration. The recent developments on the British political scene and the Brexit process have changed the general atmosphere of the Czech-British relations on the one hand and opened a new space for the changing role of France in the European Union on the other. However, at the end of 2017 it was still unclear how precisely these changes would influence the bilateral relations. Thus a major characteristic of the Czech relations with Great Britain and France in the year 2017 was a strong element of continuity in a changing context, as it was a year of mutual observations and expectations between the three states.

  • Abstract: Similarly to the previous years, in 2017 most of the Czech foreign political actors kept to the strategic notion that they support the efforts of Serbia, other Western Balkan countries and Turkey to integrate with the European Union as a means of ensuring stability, the democratic rule of law and prosperity in Southeastern Europe.2 However, in regard to this matter, the Czech actors themselves were divided between those tending towards a rhetorically offensive foreign policy and those striving to co-operate in the institutional structures of the EU, NATO, and other international organisations. The Czech foreign policy towards the Balkans and Turkey also had to cope with problems stemming from the geopolitical rivalry of the EU (or the West) with Russia, instability in the Middle East, migration, the unfolding of the authoritative turn in Turkey, terrorism, the faltering of the EU integration and enlargement process, and the multiple sore points reminiscent of the Yugoslav wars. The South-East dimension, nonetheless, remained an essential aspect of the Czech foreign policy. Besides, this area has recently attracted rising volumes of Czech investments, and the mutual trade with it has been steadily growing.

  • Abstract: In 2017, the Czech foreign policy towards the Eastern Partnership countries continued in the trends of the preceding years. Nevertheless, both the Czech parliamentary elections and the pre-election campaigns for the 2018 presidential elections seriously limited the interest of Czech politicians in the problems of foreign policy. As in previous years, the Czech Republic conducted its foreign policy towards the Eastern Partnership countries through three basic channels: the EU, bilateral relations and the civil society sector. On the EU level, the Eastern Partnership summit in Brussels was the main event of the year regarding the EaP, with the Prime Minister Bohuslav Sobotka taking part in it. In the bilateral relations, Moldova’s Prime Minister Pavel Filip visited Prague, while unlike in the previous years, the Prime Minister did not pay a visit to any of the EaP countries (this was the case with both the original Prime Minister Bohuslav Sobotka and his successor Andrej Babiš). Moreover, Miloš Zeman also did not carry out any official visit to the EaP countries during the year. As a result, the main burden of the EaP policies was, as in the previous years, laid on the Ministry of Foreign Affairs.

  • Abstract: The year 2017 was mainly a transition year for Czech foreign policy towards the United States, as the Czech side was gradually getting acquainted with and monitoring the positions and perspectives of the new administration. President Trump’s often ambivalent rhetoric regarding transatlantic relations and various multilateral frameworks has brought increased uncertainty as to what role Washington intends to play in the world and how it plans to co-operate with its global partners. Due to personnel changes in key offices in the executive branch of the US government, higher-level bilateral security, foreign policy and economic dialogues between the Czech Republic and the US did not take place during the year, albeit with a positive outlook for their resumption in 2018. During 2017, a part of the bilateral agenda consisted of preparations for the commemoration of one hundred years of official ties between the two countries, which will be celebrated throughout 2018. The bilateral trade with the US increased but ended with a deficit for the Czech side. The two countries’ defence and security co-operation can also be rated as strengthened mainly due to the continuing activities of the Czech Republic in the Middle East.

  • Abstract: Amid the ever-higher tensions between the West and Russia, the Czechs became more active on the political level in 2017, with the highlight being the official visit of President Zeman to Russia. However, several structural factors prevented this flurry of political activity from turning into tangible political or economic results. First, the ongoing sanction regime and Russia’s aggressive stance in the neighbourhood rendered any deeper economic or political co-operation difficult to achieve. Second, the focus on internal issues (the then upcoming presidential elections in both countries) made foreign policy a mere pawn in the domestic political games. Third, while President Zeman confirmed his role as one of the most vocal advocates of President Putin, the continuing polarisation of the public opinion as well as the re-grouping of Czech anti-Kremlin forces limited his influence on the day-to-day Czech policy vis-à-vis Russia.

  • Abstract: In 2017 the Czech foreign policy toward the Middle East and the Maghreb did not witness significant shifts and followed the wider goals established in the previous years. It continued to be oriented on the stabilisation of the states affected by the wars in Syria, Iraq and Libya, limiting the number of refugee arrivals to Europe, strengthening the business co-operations with promising regional partners and enhancing the co-operation and strategic partnership with Israel. Accordingly, economic diplomacy, security assistance and humanitarian relief remained the dominant modes of engagement with most of the countries in the region. Similarly to the previous years, the Czech policy mostly reactively followed the common EU positions, while being proactive regarding the issues concerning Israel and, to a lesser extent, also Syria, Jordan, Iraq and Libya. The Czech policy for the Middle East did not strongly enter the domestic public debate. The only exceptions were the conflicting positions on the issue of the Czech embassy’s relocation to Jerusalem and the role of the ambassador in Syria.

  • Abstract: The Czech foreign policy towards Sub-Saharan Africa can be characterised as continuous with aims of deepening the relations with traditional African partners in the fields of economy, defence, security and agriculture, and establishing new partnerships mainly with the Sahel countries. Similarly to the previous year, none of the themes connected to Sub-Saharan Africa were either politicised or polarised. The co-operation between ministries successfully continued with multi-sectoral visits on the continent by the representatives of the Czech Ministries of Foreign Affairs, Agriculture, Defence and Industry and Trade. The Czech Republic was also active on the European level, since it took part in the 5th EU-AU Summit and also worked actively on the negotiation mandate and draft of the post-Cotonou agreement with the ACP (African, Caribbean and Pacific) countries. The Czech foreign policy towards Africa puts an emphasis on creating real partnerships with African states with the aim to achieve their sustainability and accountability.

  • Abstract: The Czech relations with the People’s Republic of China (PRC, hereinafter referred to as China) have again generated more interest than ties with other Asian nations in the Asia Pacific in 2017. A disagreement on the Czech-China agenda dominated the political and media debate, while more sophisticated discussions about the engagement with China were still missing. In contrast, the bilateral relations with the Republic of Korea (ROK) and Japan did not represent a polarising topic in the Czech public discourse and thus remained largely unpoliticised due to the lack of interest and indifference of the public regarding these relations. Otherwise, the Czech policies with other Asian states in selected regions revealed balanced attitudes with both proactive and reactive agendas in negotiating free trade agreements, or further promoting good relations and co-operation in trade, culture, health, environment, science, academia, tourism, human rights and/or defence.

  • Abstract: Latin America is a distant region. Its political affairs do not play a really important role in the Czech foreign policy in general. The Czech interest in the region is primarily economic, as a number of countries in the region are already quite developed or on the way to becoming developed. The economic ties with Latin America are growing steadily, as is the volume of trade between the Czech Republic and countries in the region. Generally the Czech Republic pursues a rather neutral foreign policy towards Latin American countries, and the events there are unlikely to become subjects of politicization in the Czech Republic or to polarize the Czech political scene. Otherwise, on the part of the Czech Republic, an economically more proactive policy toward Latin America could be identified in 2017, with a growing perception of Latin America as an attractive region for both trade and investments.

  • Abstract: The Czech foreign security and defence policy in 2017 was influenced mainly by the Russian threat, terrorism and migration – nevertheless, Brexit and the new US administration under President Trump were also important external drivers for it. These factors resulted in various steps taken within the Czech defence sector. The policy faced changes ranging from renewals of strategic documents, an increased defence budget, the high (yet still problematic) support from the public and rising numbers of Armed Forces personnel to problems with the age structure within both the military and the civilian part of the defence sector. Finally, the foreign security policy will likely be heavily influenced by the results of the parliamentary elections in October 2017 and also by the new government of Andrej Babiš, but this is rather to be expected in 2018.

  • Abstract: In 2017, the domestic support of the Czech Republic’s external economic relations (EER) maintained its continuity and corresponded with the recent developments in the world economy and the EU’s proactive policies in the internal market. It derived from the recent updates of the Export Strategy of the Czech Republic for 2012–2020 and the Map of Global Export Opportunities 2016/17 and profited from the improved relations between the relevant stakeholders and their ever-extending activities as well as newly introduced export and investment promotion tools. The period was successful in terms of performance as the Czech Republic achieved both an extraordinary increase in exports and a remarkable rate of GDP growth. This was combined with a growing emphasis on sustainable development. On the other hand, several questions relating to the institutional architecture remained. The adaptation of the system to the needs of a 21st century small open economy will be a challenge, and its possible failure one of the main risks in the future.

  • Abstract: In 2017, the Czech Republic went through the third round of the Universal Periodic Review and, for six months, it assumed the chairmanship in the Committee of Ministers of the Council of Europe, the main European human rights organisation. These events might help promote the Czech human rights foreign policy both inside and outside the country. Yet, they were largely overshadowed, first, by the crisis in the government coalition, and, later on, by the parliamentary elections. The elections, resulting in the victory of Andrej Babiš’s ANO and the defeat of virtually all the traditional political parties, heralded potential changes in the Czech human rights foreign policy. Yet, since so far, ANO has been rather ambiguous in its approach to human rights, it is not easy to predict what direction such changes may take.

  • Abstract: Following the European Year for Development 2015 and the transitional year 2016, 2017 promised to be the year when the Czech development agenda would find a new direction thanks to the introduction of a comprehensive sustainable development framework, new strategic documents, increases in funding and the evolution of the development institutions. Looking back, however, we can safely say it did not happen. While the new framework and strategies have been put in place and the institutions are evolving accordingly, most of the political scene seems to have once again lost interest in the agenda, or even question its utility. Amid growing pragmatism and polarisation, the main question increasingly faced by the Czech development policy is not whether and how it should relate to other dimensions of foreign policy (be it security, migration or business promotion), but rather whether, and to what extent, it will remain one of the country’s pursuits and priorities.

  • Abstract: Japan and South Korea are Western-style democracies with open-market economies committed to the rule of law. They are also U.S. allies. Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Drawing on decades of expertise, Brad Glosserman and Scott Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea--and not struggles over power or structural issues--have complicated territorial claims and international policy. Despite changes in the governments of both countries and concerted efforts by leading political figures to encourage US-ROK-Japan security cooperation, the Japan-Korea relationship continues to be hobbled by history and its deep imprint on ideas of national identity. This book recommends bold, policy-oriented prescriptions for overcoming problems in Japan-Korea relations and facilitating trilateral cooperation among these three Northeast Asian allies, recognizing the power of the public on issues of foreign policy, international relations, and the prospects for peace in Asia.

  • Abstract: In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.

Armacost explores how the contours of the U.S. presidential election system influence the content and conduct of American foreign policy. He examines how the nomination battle impels candidates to express deference to the foreign policy DNA of their party and may force an incumbent to make wholesale policy adjustments to fend off an intra-party challenge for the nomination. He describes the way reelection campaigns can prod a chief executive to fix long-neglected problems, kick intractable policy dilemmas down the road, settle for modest course corrections, or scapegoat others for policies gone awry. Armacost begins his book with the quest for the presidential nomination and then moves through the general election campaign, the ten-week transition period between Election Day and Inauguration Day, and the early months of a new administration. He notes that campaigns rarely illuminate the tough foreign policy choices that the leader of the nation must make, and he offers rare insight into the challenge of aligning the roles of an outgoing incumbent (who performs official duties despite ebbing power) and the incoming successor (who has no official role but possesses a fresh political mandate). He pays particular attention to the pressure for new presidents to act boldly abroad in the early months of his tenure, even before a national security team is in place, decision-making procedures are set, or policy priorities are firmly established. He concludes with an appraisal of the virtues and liabilities of the system, including suggestions for modestly adjusting some of its features while preserving its distinct character.

  • Abstract: Joel S. Migdal revisits the approach U.S. officials have adopted toward the Middle East since World War II, which paid scant attention to tectonic shifts in the region. After the war, the United States did not restrict its strategic model to the Middle East. Beginning with Harry S. Truman, American presidents applied a uniform strategy rooted in the country's Cold War experience in Europe to regions across the globe, designed to project America into nearly every corner of the world while limiting costs and overreach. The approach was simple: find a local power that could play Great Britain's role in Europe after the war, sharing the burden of exercising power, and establish a security alliance along the lines of NATO. Yet regional changes following the creation of Israel, the Free Officers Coup in Egypt, the rise of Arab nationalism from 1948 to 1952, and, later, the Iranian Revolution and the Egypt-Israel peace treaty in 1979 complicated this project. Migdal shows how insufficient attention to these key transformations led to a series of missteps and misconceptions in the twentieth century. With the Arab uprisings of 2009 through 2011 prompting another major shift, Migdal sees an opportunity for the United States to deploy a new, more workable strategy, and he concludes with a plan for gaining a stable foothold in the region.

A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.

  • Abstract: The revolutions of the Arab Spring have had profound implications for global security generally and for U.S. security specifically. In most cases, these implications are only beginning to reveal themselves in the various countries affected across the region. Most obviously, the future of Syria—indeed, whether it remains a unified political entity—remains an open question. Whether and how the Syrian civil war is resolved is bound to impact significantly U.S. efforts to help Israel maintain its security. Meanwhile, in Libya, weak governmental institutions and rival power centers have made it difficult for the authorities in Tripoli to gain full control over the entire country. Particularly along Libya's borders, this has magnified the risk of transnational terrorists and traffickers exploiting the poorly governed spaces of the Pan Sahel. Elsewhere, the unfinished revolution in Egypt holds implications for Israel and the Palestinian Authority, for the balance of regional power vis-à-vis Turkey, Saudi Arabia, and Iran, and for the global trade—especially energy resources—that passes through the Suez Canal every day.

  • Abstract: Some would argue that the once violent inter-communal conflict in Cyprus has transformed through the decades into a comfortable status quo that has enabled the main stakeholders, and everyone else directly or indirectly influenced by the problem, to take advantage of the situation on the ground, which has in turn developed a desire to intentionally protract the comfortable conflict. Yet others would claim that the number of failed attempts to agree on a comprehensive solution acceptable by all parties have diminished the quality of life on the island and have become a chronic headache not only for the locals, but also for the international community. Because of these reasons, one could rightfully ask why would the fruitless search for a resolution to the Cyprus conflict be chosen as an exemplar case study and source of inspiration for generating creative ideas aiming to help solve other disputes around the world, specifically the one regarding the territory of Moldova.

  • Abstract: Few observers foresaw the Arab Spring, but it should not have surprised anyone that the Islamist movements - the most organized movements in the Arab world - became the main beneficiaries of the turmoil that ensued. Islamism, in its gradualist and pragmatic approach embodied by the Muslim Brotherhood and its offshoots worldwide, seems ready to reap the rewards of its three decades-old decision to abandon violence and focus on grassroots activities. This monumental change has created many concerns among liberals, religious minorities and, more generally, all non-Islamists in the countries where Islamists have won. In addition, Arab states ruled by non-Islamist regimes have expressed concern. The former worry that Islamist ideology - even in its more contemporary, pragmatic form - remains deeply divisive and anti-democratic, often at odds with their values and interests. The latter believe that on foreign policy issues, most of the positions of various Brotherhood-inspired parties are on a collision course with the policies of established regimes in the region.

  • Abstract: The Permanent Secretary of State for Foreign Affairs analyses Danish foreign-policy priorities in 2011. The troublesome situation for the global econ-omy, including an uncertain outlook for the future, was the most impor-tant backdrop for Danish foreign policy in that year. Low growth prospects, combined with high levels of public debt, had wide foreign-policy implica-tions, amongst other things for the agenda of the EU and as a result also for the preparations for the Danish EU Presidency in the first half of 2012. This article therefore takes its point of departure in the state of the global economy, the state of the European economies and the challenges that this presented to the EU. It then goes on to discuss the emerging world powers, the Arab Spring, the world's conflict areas, security policy, Denmark's north-ern neighbours and various global issues, such as development cooperation, green growth and human rights. Finally, some reflections are offered on the core tasks of the Danish Ministry of Foreign Affairs at a time when there is increased pressure on Denmark's public finances and the world influence of Denmark's traditional partners and allies is waning.

  • Abstract: Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding China's foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze China's security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the country's rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and Scobell's study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover China's interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond China's borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. They evaluate the strengths and weaknesses of China's three main power resources—economic power, military power, and soft power. The authors conclude with recommendations for the United States as it seeks to manage China's rise. Chinese policymakers understand that their nation's prosperity, stability, and security depend on cooperation with the United States. If handled wisely, the authors believe, relations between the two countries can produce mutually beneficial outcomes for both Asia and the world.

  • Abstract: In this paper, Europeanization of minority rights in Turkey will be explained in detail and in the conclusion part, it will be compared and contrasted with the Europeanization of minority rights in Greece. In this comparison, it is difficult to compare and contrast the mechanisms of Europeanization in Turkey and Greece because these mechanisms are suitable for the member states of the European Union (EU). For the candidate countries, the question of “how it is Europeanized” can be only answered with conditionality. Therefore, instead of trying to adapt Turkey in the case of minority rights to the mechanisms of Europeanization for the member states, in this study, it will be dealt with how the EU matters in affecting the minority rights protection in candidate and member states. Therefore, what this study implies when it is expected to explain Europeanization of mi`nority rights in Turkey is not to handle this case through the Europeanization theories, but how the EU affects the candidate countries through conditionality.

  • Abstract: India's foreign policy toward Israel is a subject of deep dispute. Throughout the twentieth century arguments have raged over the Palestinian problem and the future of bilateral relations. Yet no text comprehensively looks at the attitudes and policies of India toward Israel, especially their development in conjunction with history. P. R. Kumaraswamy is the first to account for India's Israel policy, revealing surprising inconsistencies in positions taken by the country's leaders, such as Mahatma Gandhi and Jawaharlal Nehru, and tracing the crackling tensions between its professed values and realpolitik. Kumaraswamy's findings debunk the belief that India possesses a homogeneous policy toward the Middle East. In fact, since the early days of independence, many within India have supported and pursued relations with Israel. Using material derived from archives in both India and Israel, Kumaraswamy investigates the factors that have hindered relations between these two countries despite their numerous commonalities. He also considers how India destabilized relations, the actions that were necessary for normalization to occur, and the directions bilateral relations may take in the future. In his most provocative argument, Kumaraswamy underscores the disproportionate affect of anti-colonial sentiments and the Muslim minority on shaping Indian policy.

  • Abstract: In 1973, Congress passed the infamous War Powers Resolution (WPR), over Richard Nixon’s veto. It was perhaps the most ambitious Congressional effort to bridle the President since the battle with Andrew Johnson over Reconstruction. The WPR is worth reading—once—then forgetting, because its convoluted, contradictory, and doubtless unconstitutional mix of instructions, restrictions, and ticking clocks has never been honored by any administration or upheld by any court. Presidents Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush all dispatched U.S. forces into combat situations without paying more than lip service to the WPR. In 1990, following Saddam Hussein’s invasion of Kuwait, President Bush stationed 100,000 personnel in Saudi Arabia. He sought no authorization and, in fact, informed just one member of Congress: Senator Sam Nunn (D., Ga.). When he then prepared Operation Desert Storm to liberate Kuwait, 54 Congressmen led by the chairman of House Armed Services Committee, Berkeley radical Ron Dellums (D., Calif.), filed for an injunction to stop the war. U.S. District Judge Harold H. Greene ran for cover. Noting that 54 fell far short of a majority, he judged the case “not ripe for judicial determination.”
