1. The Japan-South Korea Identity Clash: East Asian Security and the United States

Abstract:
Japan and South Korea are Western-style democracies with open-market economies committed to the rule of law. They are also U.S. allies. Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Drawing on decades of expertise, Brad Glosserman and Scott Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea--and not struggles over power or structural issues--have complicated territorial claims and international policy. Despite changes in the governments of both countries and concerted efforts by leading political figures to encourage US-ROK-Japan security cooperation, the Japan-Korea relationship continues to be hobbled by history and its deep imprint on ideas of national identity. This book recommends bold, policy-oriented prescriptions for overcoming problems in Japan-Korea relations and facilitating trilateral cooperation among these three Northeast Asian allies, recognizing the power of the public on issues of foreign policy, international relations, and the prospects for peace in Asia.

Even well-established democracies need reform, and any successful effort to reform democracies must look beyond conventional institutions--elections, political parties, special interests, legislatures and their relations with chief executives--to do so. Expanding a traditional vision of the institutions of representative democracy, Douglas A. Chalmers examines six aspects of political practice relating to the people being represented, the structure of those who make law and policy, and the links between those structures and the people. Chalmers concludes with a discussion of where successful reform needs to take place: we must pay attention to a democratic ordering of the constant reconfiguration of decision making patterns; we must recognize the crucial role of information in deliberation; and we must incorporate noncitizens and foreigners into the political system, even when they are not the principal beneficiaries.

This collection critically examines "tolerance," "secularism," and respect for religious "diversity" within a social and political system dominated by Sufi brotherhoods. Decentralized policymaking power in Japan had developed under the reign of the Liberal Democratic Party (LDP), yet in the1990s, institutional changes fundamentally altered Japan's political landscape. Tomohito Shinoda tracks these developments in the operation of and tensions between Japan's political parties and the public's behavior in elections, as well as in the government's ability to coordinate diverse policy preferences and respond to political crises. The selection of Junichiro Koizumi, an anti-mainstream politician, as prime minister in 2001 initiated a power shift to the Democratic Party of Japan (DPJ) and ended LDP rule. Shinoda details these events and Prime Minister Koizumi's use of them to practice strong policymaking leadership. He also outlines the institutional initiatives introduced by the DPJ government and their impact on policymaking, illustrating the importance of balanced centralized institutions and bureaucratic support.

Since the 2003 Rose Revolution, Georgia has undertaken serious reforms, moving the country towards becoming a democracy anda market economy. Instead of proceeding at a steady pace, Georgia haschosen to take an accelerated path to reform. Since coming to office,the Saakashvili administration has underlined its ambition to bring Georgia into Euro-Atlantic structures. After an energetic start, Georgia ran into difficulties in late 2007 and 2008. During this period, the democratic credentials of the Saakashvili government were put to the test for the first time.The government was faced with massive public demonstrations, to which it responded in a heavy-handed fashion. The security forces attacked protesters, and the government declared a state of emergency, blaming the unrest on Russia. Many domestic and foreign observers feared that Georgia was abandoning the road to democracy. However, the state of emergency was soon lifted, and the government called an early presidential election. International observers judged the election to be largely democratic, despite some irregularities, but opposition forces claimed that the president's results had been boosted by fraud. Mr Saakashvili won an absolute majority in the first round of polling. The subsequent parliamentary elections in the spring of 2008 gave the ruling United National Movement party a landslide victory. With 119 out of 150 seats, theparty currently holds a two-thirds majority in parliament. The two major opposition parties (winning 17 and six seats respectively) refused to take their seatsin parliament.
