Religions are reemerging in the social, political, and economic spheres previously occupied and dominated by secular institutions and ideologies. In the wake of crises exposing the limits of secular modernity, religions have again become significant players in domestic and international politics. At the same time, the Catholic Church has sought a "holy alliance" among the world's faiths to recentralize devout influence, an important, albeit little-noticed, evolution in international relations. Holy Wars and Holy Alliance explores the nation-state's current crisis in order to better understand the religious resurgence's implications for geopolitics. Manlio Graziano looks at how the Catholic Church promotes dialogue and action linking world religions, and examines how it has used its material, financial, and institutional strength to gain power and increase its profile in present-day international politics. Challenging the idea that modernity is tied to progress and secularization, Graziano documents the "return" or the "revenge" of God in all facets of life. He shows that tolerance, pluralism, democracy, and science have not triumphed as once predicted. To fully grasp the destabilizing dynamics at work today, he argues, we must appreciate the nature of religious struggles and political holy wars now unfolding across the international stage.

Drawing on fifteen years of work in the antislavery movement, Austin Choi-Fitzpatrick examines the systematic oppression of men, women, and children in rural India and asks: How do contemporary slaveholders rationalize the subjugation of other human beings, and how do they respond when their power is threatened? More than a billion dollars have been spent on antislavery efforts, yet the practice persists. Why? Unpacking what slaveholders think about emancipation is critical for scholars and policy makers who want to understand the broader context, especially as seen by the powerful. Insight into those moments when the powerful either double down or back off provides a sobering counterbalance to scholarship on popular struggle. Through frank and unprecedented conversations with slaveholders, Choi-Fitzpatrick reveals the condescending and paternalistic thought processes that blind them. While they understand they are exploiting workers' vulnerabilities, slaveholders also feel they are doing workers a favor, often taking pride in this relationship. And when the victims share this perspective, their emancipation is harder to secure, driving some in the antislavery movement to ask why slaves fear freedom. The answer, Choi-Fitzpatrick convincingly argues, lies in the power relationship. Whether slaveholders recoil at their past behavior or plot a return to power, Choi-Fitzpatrick zeroes in on the relational dynamics of their self-assessment, unpacking what happens next. Incorporating the experiences of such pivotal actors into antislavery research is an immensely important step toward crafting effective antislavery policies and intervention. It also contributes to scholarship on social change, social movements, and the realization of human rights.

China has long privileged economic policies that have fueled development at the expense of the renminbi's growth, and it has become clear that the underpowered currency is threatening China's future. The nation's leaders now face the daunting task of strengthening the currency without losing control of the nation's economy or risking total collapse. How are they approaching this challenge? In The People's Money, Paola Subacchi introduces readers to China's monetary system, mapping its evolution over the past century and, particularly, its transformation since Deng Xiaoping took power in 1978. Subacchi revisits the policies that fostered the country's economic rise while at the same time purposefully creating a currency of little use beyond China's borders. The United Nations's groundbreaking Arms Trade Treaty (ATT), which went into effect in 2014, sets legally binding standards to regulate global arms exports and reflects the growing concerns toward the significant role that small and major conventional arms play in perpetuating human rights violations, conflict, and societal instability worldwide. Many countries that once staunchly opposed shared export controls and their perceived threat to political and economic autonomy are now beginning to embrace numerous agreements, such as the ATT and the EU Code of Conduct. Jennifer L. Erickson explores the reasons top arms-exporting democracies have put aside past sovereignty, security, and economic worries in favor of humanitarian arms transfer controls, and she follows the early effects of this about-face on export practice. She begins with a brief history of failed arms export control initiatives and then tracks arms transfer trends over time. Pinpointing the normative shifts in the 1990s that put humanitarian arms control on the table, she reveals that these states committed to these policies out of concern for their international reputations. She also highlights how arms trade scandals threaten domestic reputations and thus help improve compliance. Using statistical data and interviews conducted in France, Germany, Belgium, the United Kingdom, and the United States, Erickson challenges existing IR theories of state behavior while providing insight into the role of reputation as a social mechanism and the importance of government transparency and accountability in generating compliance with new norms and rules.

Even well-established democracies need reform, and any successful effort to reform democracies must look beyond conventional institutions--elections, political parties, special interests, legislatures and their relations with chief executives--to do so. Expanding a traditional vision of the institutions of representative democracy, Douglas A. Chalmers examines six aspects of political practice relating to the people being represented, the structure of those who make law and policy, and the links between those structures and the people. Chalmers concludes with a discussion of where successful reform needs to take place: we must pay attention to a democratic ordering of the constant reconfiguration of decision making patterns; we must recognize the crucial role of information in deliberation; and we must incorporate noncitizens and foreigners into the political system, even when they are not the principal beneficiaries.

Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens of gender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.

Defined as operations other than war, stability operations were, for the entire history of the United States military, considered a dangerous distraction if not an outright drain on combat resources. Nonetheless, American troops are now deployed far more often for stability operations than for conventional war. In 2005, the U.S. Department of Defense reversed its traditional stance on stability operations, elevating them to a primary mission alongside more conventional offense and defense goals. Jennifer Morrison Taw argues that this action represented a revolutionary change with significant implications on U.S. foreign policy. Through a detailed examination of the accompanying adjustments to U.S. military doctrine and adaptations in force preparation, Taw connects the elevation of stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how the DOD's decision reinforced and exacerbated domestic politics that already had reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military.

Siddharth Kara's Sex Trafficking has become a critical resource for its revelations into an unconscionable business, and its detailed analysis of the trade's immense economic benefits and human cost. This volume is Kara's second, explosive study of slavery, this time focusing on the deeply entrenched and wholly unjust system of bonded labor. Drawing on eleven years of research in India, Nepal, Bangladesh, and Pakistan, Kara delves into an ancient and ever-evolving mode of slavery that ensnares roughly six out of every ten slaves in the world and generates profits that exceeded $17.6 billion in 2011. In addition to providing a thorough economic, historical, and legal overview of bonded labor, Kara travels to the far reaches of South Asia, from cyclone-wracked southwestern Bangladesh to the Thar desert on the India-Pakistan border, to uncover the brutish realities of such industries as hand-woven-carpet making, tea and rice farming, construction, brick manufacture, and frozen-shrimp production. He describes the violent enslavement of millions of impoverished men, women, and children who toil in the production of numerous products at minimal cost to the global market. He also follows supply chains directly to Western consumers, vividly connecting regional bonded labor practices to the appetites of the world. Kara's pioneering analysis encompasses human trafficking, child labor, and global security, and he concludes with specific initiatives to eliminate the system of bonded labor from South Asia once and for all.

Religious concerns stand at the center of international politics, yet key paradigms in international relations, namely realism, liberalism, and constructivism, barely consider religion in their analysis of political subjects. The essays in this collection rectify this. Authored by leading scholars, they introduce models that integrate religion into the study of international politics and connect religion to a rising form of populist politics in the developing world. Contributors identify religion as pervasive and distinctive, forcing a reframing of international relations theory that reinterprets traditional paradigms. One essay draws on both realism and constructivism in the examination of religious discourse and transnational networks. Another positions secularism not as the opposite of religion but as a comparable type of worldview drawing on and competing with religious ideas. The 1954 conference on theory, sponsored by the Rockefeller Foundation, featured a who’s who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.

Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of publicprivate partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.

While American national security policy has grown more interventionist since the Cold War, Washington has also hoped to shape the world on the cheap. Misled by the stunning success against Iraq in 1991, administrations of both parties have pursued ambitious aims with limited force, committing the country's military frequently yet often hesitantly, with inconsistent justification. These ventures have produced strategic confusion, unplanned entanglements, and indecisive results. This collection of essays by Richard K. Betts, a leading international politics scholar, investigates the use of American force since the end of the Cold War, suggesting guidelines for making it more selective and successful. Betts brings his extensive knowledge of twentieth century American diplomatic and military history to bear on the full range of theory and practice in national security, surveying the Cold War roots of recent initiatives and arguing that U.S. policy has always been more unilateral than liberal theorists claim. He exposes mistakes made by humanitarian interventions and peace operations; reviews the issues raised by terrorism and the use of modern nuclear, biological, and cyber weapons; evaluates the case for preventive war, which almost always proves wrong; weighs the lessons learned from campaigns in Iraq, Afghanistan, and Vietnam; assesses the rise of China and the resurgence of Russia; quells concerns about civil-military relations; exposes anomalies within recent defense budgets; and confronts the practical barriers to effective strategy. Contrary to an optimistic vision of a world "flattened" by the virtues of globalization, the sustainability and positive outcomes of economic and political homogenization are far from guaranteed. For better and for worse, globalization has become the most powerful force shaping the world's geopolitical landscape, whether it has meant integration or fragmentation, peace or war. The future partly depends on how new economic giants such as China, India, and others make use of their power. 16. The Democracy Makers: Human Rights and the Politics of Global Order

Has the international movement for democracy and human rights gone from being a weapon against power to part of the arsenal of power itself? Nicolas Guilhot explores this question in his penetrating look at how the U.S. government, the World Bank, political scientists, NGOs, think tanks, and various international organizations have appropriated the movement for democracy and human rights to export neoliberal policies throughout the world. His work charts the various symbolic, ideological, and political meanings that have developed around human rights and democracy movements. Guilhot suggests that these shifting meanings reflect the transformation of a progressive, emancipatory movement into an industry dominated by “experts” ensconced in positions of power. Guilhot’s story begins in the 1950s when U.S. foreign policy experts promoted human rights and democracy as part of a “democratic international” to fight the spread of communism. Later, the unlikely convergence of anti-Stalinist leftists and the nascent neoconservative movement found a place in the Reagan administration. These “State Department Socialists,” as they were known, created policies and organizations that provided financial and technical expertise to democratic movements and also supported authoritarian, anti-communist regimes, particularly in Latin America. Guilhot traces the intellectual and social trajectories of key academics, policymakers, and institutions, including Seymour M. Lipset, Jeane Kirkpatrick, the “Chicago Boys,” influenced by Milton Friedman, the National Endowment for Democracy, and the Ford Foundation. He examines the ways in which various individuals, or “double agents,” were able to occupy pivotal positions at the junction of academe, national, and international institutions, and activist movements. He also pays particular attention to the role of the social sciences in transforming the old anti-communist crusades into respectable international organizations that promoted progressive and democratic ideals, but did not threaten the strategic and economic goals of Western governments and businesses. Guilhot’s purpose is not to disqualify democracy promotion as a conspiratorial activity. Rather he offers new perspectives on the roles of various transnational human rights institutions and the policies they promote. Ultimately, his work proposes a new model for understanding the international politics of legitimate democratic order and the relation between popular resistance to globalization and the “Washington Consensus.”
