39601. Conceptual Framework of the Active Ageing Policies in Employment in Poland

Abstract:
The aim of this work is to present an in depth understanding of the conceptual framework of active ageing policies, which have been created and implemented in Poland. The discussion of active ageing in employment in Poland started relatively late. The first discussions on the unfavourable situation of elderly employment emerged only in the second half of the 1990s, when the debate on the pension system reform started. While only a few ageing policies were developed at the national level during that time, several interesting initiatives were undertaken at a regional level and in the third sector. They were mostly focused on productive ageing and the problems associated with the economic activation of people over 50. The intensive implementation of the active ageing policies in Poland started in 2012, during the European Year of Active Ageing. At present, there is an intense discussion on policies addressed to the elderly, which concentrate not only on the activation of the labour market, but also on healthy, active and socially inclusive ageing, education andcivil engagement. This paper concludes that despite intense work being done by public authorities, the concept still needs a deeper implementation - especially at the regional level. Furthermore, close observation and evaluation of the activation programmes is still missing and the identification and implementation of good practices which are already being developed in other European countries is under-used.

Abstract:
The current fiscal imbalances and fragilities in the Southern and Eastern Mediterranean countries (SEMC) are the result of decades of instability, but have become more visible since 2008, when a combination of adverse economic and political shocks (the global and European financial crises, Arab Spring) hit the region. In an environment of slower growth and higher public expenditure pressures, fiscal deficits and public debts have increased rapidly. This has led to the deterioration of current accounts, a depletion of official reserves, the depreciation of some currencies and higher inflationary pressure. To avoid the danger of public debt and a balance-of-payment crisis, comprehensive economic reforms, including fiscal adjustment, are urgently needed. These reforms should involve eliminating energy and food subsidies and replacing them with targeted social assistance, reducing the oversized public administration and privatizing public sector enterprises, improving the business climate, increasing trade and investment openness, and sector diversification. The SEMC may also benefit from a peace dividend if the numerous internal and regional conflicts are resolved. However, the success of economic reforms will depend on the results of the political transition, i.e., the ability to build stable democratic regimes which can resist populist temptations and rally political support for more rational economic policies.

Abstract:
This paper is an overview of the achievements in the area of employee financial participation (EFP) during the last fifty years. It addresses the question of the extent to which EFP is relevant in today’s world. EFP is distinguished from participation in management (industrial democracy), and the various types of EP are discussed. The major arguments for EFP are presented and discussed critically. The evolution of major forms of EFP, the scale of their operation in several advanced economies, and the legal and tax incentives for EFP are described. The efforts of European Union bodies to popularise this idea in all member countries are illustrated. Showing that EFP has become a broadly recognised principle of modern management in thousands of enterprises, we consider opportunities for disseminating these solutions on a wider scale, in particular in Poland. Finally, a number of directions for further research on financial participation are considered.

Abstract:
The aim of this report is a deepened recognition of employment in long-term care (LTC). It presents past and future trends in the development of LTC employment. Authors collected scattered statistical information, estimated lacking data and projected future growth in the number of employed in care services. Performed analysis includes employment in the health and social sector and across various types of care. Projections of the demand for care and supply of the LTC workforce are based on the demographic prognosis of the population size and changes in the age structure taking into account different scenarios for demographic development. Results show the growing gap between demand and supply in the LTC employment. The policy towards aging in Poland must take up the challenge of growing care needs, family changes and lower opportunities for provision of informal care.

39605. Forecasting Financial Stress and the Economic Sensitivity in CEE Countries

Abstract:
This paper presents forecasts for the Financial Stress Index (FSI) and the Economic Sensitivity Index (ESI) for the period 2015-2015 for six countries in the region, namely the Czech Republic, Estonia, Hungary, Latvia, Lithuania and Poland. It is a continuation of the endeavor to construct synthetic indices measuring financial stress and economic sensitivity for twelve Central and East European countries using the Principal Component Analysis. In order to obtain forecasts of the FSI, we estimated Vector Autoregression (VAR) models on monthly data for the period 2001-2012 separately for all the countries. Using quarterly historical values of ESI and FSI, we estimated Dynamic Panel Data Model for the complete sample of countries. Parameters of the model were later used for forecasting the ESI. Obtained results suggest that the FSI will start to rise in 2014 in the Czech Republic, Lithuania, and Estonia. For Latvia and Hungary, we observed a conversion in the trend, i.e. at the beginning of 2015, when the index should start to fall. According to our forecasts, the ESI will be rising in the next two years, except for Hungary, where we predict a continuous decrease in economic sensitivity.

Abstract:
The report discusses employment in the health care system in Poland based on analysis and projections of the demand and supply of medical workforce. The impact of the financial situation and policy on relativelly low employment level of medical personel was accounted for in the analysis while projections were driven by demographic changes in the following two decades. Results of different demographic variants of projections used in Neujobs project and additional scenarios show that while ageing is an important factor that may stimulate demand for provision of medical personnel, changes might be mitigated by further increase in efficiency of care. At the same time the supply of care will be affected by ageing too. The results indicate that more detailed monitoring of employment in the future will be needed in order to assure adequacy of provision of medical professionals, especially of nurses (critical gap), some medical specialists, physiotherapists and medical technical personnel.

Abstract:
In this study the author analyzes the experience of the European Union in cooperation with non-member neighboring countries, to which the EU’s integration process and institutions are both available. On the one hand, several non-member countries are interested in close cooperation or integration with the organization because of their future membership aspirations or simply because they consider the EU an important economic and political partner. On the other hand, the EU itself is also interested in building such close relations, for economic but often also for geopolitical and security reasons.

39608. True and false remedies for long time unemployment in Visegrad countries

Abstract:
Two in ten working age adults have been out of work for over a year in Visegrad economies and long term joblessness is especially high among the uneducated. The employment disadvantage of uneducated workers tends to be larger than in Western European countries, and is especially grievous in Hungary, where a relatively large share of the labour force has only completed primary school. The build-up of long term joblessnes may take its toll both on the individual and the economy. Beside the loss of human capital and potentially harmful effects on health and mental health, the lower job search intensity of the long term unemployed may lead to weaker wage adjustment and slower economic recovery. Long term non-employment also increases poverty and social exclusion, which may further constrain economic growth. Reducing long term unemployment by activating the unemployed, increasing the education level or preventing early retirement could potentially increase the total employment rateby 2-3 % points in the Visegrad countries.

39609. Measuring financial stress and economic sensitivity in CEE countries

Abstract:
This report presents the methodology for the construction of the Financial Stress Index (FSI) and the Economic Sensitivity Index (ESI) and investigates the economic situation in twelve Central and East European Countries (CEECs) between 2001 and 2012. The objective of this paper was to capture key features of financial and economic vulnerability and examine the co-movement of economic turmoil and financial disturbances that strongly affected the CEECs in the last decade. The main finding is that the FSI can be used as a leading indicator and can be used to recognize changing trends in the index. A shift in the value of the index proves that EU accession has a positive, but minor influence on financial stability in the CEECs. On the other hand, the impact of the introduction of the euro in Estonia, Slovakia and Slovenia is ambiguous. For most of the countries in our sample, the FSI started to grow rapidly in 2007, reaching its peak around the third quarter of 2008. Consequently, financial stress remained high for a few quarters and started to fall gradually. For a number of countries, we observe higher financial stress in the latest period of our analysis, i.e. 2010-2012. However, the value of the FSI was significantly lower than three years earlier. The results show that indices might be helpful in predicting future recessions. Consequently, the model will be expanded by adding a forecasting module, the launch of which is planned for April 2014.

Abstract:
The objective of the PICK-ME (Policy Incentives for Creation of Knowledge – Methods and Evidence) research project is to provide theoretical and empirical perspectives on innovation which give a greater role to the demand-side aspect of innovation. The main question is how can policy make enterprises more willing to innovate? This task is fulfilled by identifying what we consider the central or most salient aspect of a demand-side innovation- driven economy, which is the small and entrepreneurial yet fast growing and innovative firm. We use the term “Gazelle” to signify this type of firm throughout the paper. The main concern of policy-makers should therefore be how to support Gazelle type of firms through various policies. The effectiveness of different policy instruments are considered. For example, venture capitalism is in the paper identified as an important modern institution that renders exactly the type of coordination necessary to bring about an innovation system more orientated towards the demand side. This is because experienced entrepreneurs with superior skills in terms of judging the marketability of new innovations step in as financiers. Other factor market bottlenecks on the skills side must be targeted through education policies that fosters centers of excellence. R&D incentives are also considered as a separate instrument but more a question for future research since there is no evidence available on R&D incentives as a Gazelle type of policy. Spatial policies to foster more innovation have been popular in the past. But we conclude that whereas the literature often finds that new knowledge is developed in communities of physically proximate firms, there is no overshadowing evidence showing that spatial policies in particular had any impact on generating more of the Gazelle type of firms.

39611. Special Economic Zones - 20 years later

Abstract:
In this paper the authors undertake an ex-post evaluation of whether the special economic zones (SEZs) introduced in Poland in 1994 have been successful in meeting regional development objectives. They evaluate the policy of as many of its objectives as possible: employment creation, business creation (which includes attracting foreign direct investment), income or wage effects, and environmental sustainability. They use different panel data methods to investigate this question at the powiat and gmina levels in Poland during the 1995-2011 period. It is also possible to include numerous controls to reduce the problem of the omitted variables bias such as education level, dependency rates, state ownership, general subsidies and whether the area is urban or rural. The results indicate that SEZs in Poland have been successful in a number of their objectives such as private business creation. The positive effect of the policy however mainly comes through foreign direct investment (FDI), whereas the effects on e.g. investment and employment are small or insignificant. In other areas, such as securing higher income levels and locking firms into the sustainability agenda through the adoption of green technologies and reduced air pollution, the authors find only a small positively moderating effect of the policy on what are traditionally economically disadvantaged areas in Poland that used to be dependent on the socialist production model. Hence, despite high levels of FDI, the zones policy has not managed to overcome the legacy of backwardness or lagging regions. The main policy implication of the paper is that SEZs may be successful in stimulating activity in the short run but the policy must be seen as one of necessary temporality and can therefore not stand alone. Before launching SEZs, policymakers must have plans in place for follow up measures to ensure the longer term competitiveness and sustainability implications of such an initiative. There is a need to understand the connection between the specific incentive schemes used (in this particular case tax incentives were used) and the kinds of firms and activities they attract, including the behavioral models that those incentives promote.

National integration has remained an evolving pursue in all the post-colonial divided societies. Although various approaches and strategies of national integration have been opted , but the situation remained complex. The state of Pakistan is also facing problems in the creation of national integration. These problems are due to conflicting socio-political fibre of Pakistani Society which was not handled properly. The diverse fibre of Pakistani Society was based on its ethnic composition. The state adopted an authoritarian policy to expand and consolidate its power and position. While responding authoritarian policy, ethnic groups provoked ethnic politics and started movements for the preservation of their identity. With due course of time, these ethnic movements become a challenge to the national integration. The study has its focus on various approaches to national integration. The research has also highlighted that although federalism is the best suited system for plural societies but effective working of federal institutions is required. For the creation of national integration, assimilationist strategy should be avoided and a pluralistic approach must be incorporated. Central government’s role as facilitator can diffuse the tension and brighten the process of national integration.

Abstract:
Word frequency methods have been used by psychologists, linguists (and of these computational linguists), etc. with a variety of purposes. In this study the frequency count method has been applied in order to find out a thematic hierarchy within a group of related texts. The particular texts chosen are a group of 70poems of the XIII century South- Asiatic author Sultan Bahu. Sultan Bahu’s poems contain his interpretation of the Beloved and human’s relationship with Him. The importance of this research lies in the fact that Sultan Bahu’s texts have never been thoroughly analyzed from a linguistic point of view. Through the analysis of the results of the frequency counts a hierarchy of subtopics within the main topic will be revealed. The present research paper attempts to uncover and evaluate Sultan Bahu’s concept of mystical love and its components in a hierarchical manner.

Abstract:
Rising insurgency in Balochistan is one of the most serious threats to the federation of Pakistan. The Baloch tribal homeland is a vast area of desert and mountains. Geographically the province of Balochistan is considered the largest province of Pakistan while demographically it is smallest. Balochistan is the most underdeveloped province of Pakistan and this under-development reveals the alarming situation .Since 1947 Baloch have been facing different forms of deprivations and this sense of deprivation amongst Baloch has become one of the major reasons to give birth a number of uprisings against the federal government. Political arrangements under long military rules added doubts in the minds of Baloch people who had a scant representation in military and civil services of Pakistan. This situation has become a major source to strengthen sense of nationalism among the people of Balochistan. This study will highlight various causes of third Baloch insurgency during Zulfiqar Ali Bhutto's era and its impacts on Pakistan.

Abstract:
This paper focuses on the role of discourse indicating socio-political and economic situation of bilateral relations between India and Pakistan. It gives an analysis of 37 articles published in Dawn regarding bilateral trade ties between India and Pakistan over the period of 2 years i.e. june2011 to June 2013. This study is an overview of Dawn’s perspective regarding the changing ties between two nations on the basis of increasing interaction in business sector. Further, the nature of relationship is explained with help of revealed themes and characterization of the words and grammatical features. The article concludes that shift in bilateral relations of two countries is visible in context of increasing trade ties on parallel basis.

Abstract:
The United States and Pakistan established diplomatic relations in 1947 the US agreement to provide economic and military assistance to Pakistan and the latter’s partnership in the CENTO and SETO strengthened relations between the two nations. However, that US suspension of military assistance during the 1965, 1971, 1975, generated a white spread feeling in Pakistan that the United States was not a reliable ally. The soviet invasion of Afghanistan in 1979 highlighted the common interest of Pakistan and the United States in peace and stability in South Asia. The purpose of this paper is to analyze Pakistan US relationship in historical perspective, highlighting lesson that Pakistan should learn from its past’s experiences with the US and recommended a viable strategy for the future.

Abstract:
China’s involvement in Asian regionalization is a main axis of its foreign policy and a part of China’s multilateral strategy which aims at increasing its regional role in Asia and multilateralism in global arena. The engagement with the regional institutions such as SAARC and ASEAN on the one hand facilitate China’s role as an effective player in the peripheral politics and on the other hand, maximizes PRC’s strategic interest for further regional integration. The article seeks to analyze the main elements of China’s engagement with two Asian regional organizations, (SAARC and ASEAN). The comparative analysis over China’s behavioral policies towards SAARC and ASEAN leads to the estimation that China has the potential for leadership in Southeast Asia while in South Asia its “voice” is still inaudible. The article argues that China’s engagement with SAARC compared to ASEAN is limited due to the games of balance of power in the region of South Asia deriving from the internal contradictions among the members (India-Pak relations), the low level of regionalization in South Asia as well as due to the increased role of other great and regional powers in the region of South Asia such as USA and India.

Population is the main focus in all studies within the framework of geography because population and basic natural resources are intimately related to each other and with the prospects of urban development and quality of the environment in a region. Therefore, the study and analysis of population growth and distribution in the urban development is the logical starting point for any research of the present nature. Lahore is 2nd largest city of Pakistan in terms of its share in total population of the country. The total population of Lahore was 6,318,745 as per 1998 Census. Systematic monitoring of the urban development, proper management of the City and planned future development would lead to improvement in the living standards and environmental conditions of the millions of people living in the city of Lahore. Remote sensing along with the GIS technology can be used effectively and economically in the analysis and the inventory of urban development and land use and land cover study of the urban settlements. It provides database for the site suitability for further urban development and growth corridors in this fast growing metropolis of the country.

Abstract:
There are two main sectarian divisions among Muslims living in Pakistan; these are Sunni and Shia schools of thought. It is socially abhorred within these sects that a person belonging to them converts to another. This seems to be the reason that conversions from one sect to another are not found often in Pakistani society. If this social phenomenon of non-conversion is compared with the cases of inheritance contested in and decided by the apex judiciary of Pakistan we would be surprised by the fact that there are numerous stories of alleged conversions from Sunnism to Shiaism and vice versa. Analyzing the cases of inheritance decided by the apex judiciary of Pakistan, the paper explores the reasons of such conversions or assertions thereof. The analysis suggests that these conversions are mostly alleged and contested by the parties to such cases to enrich themselves financially or deprive the other party from any financial benefits which would have accrued had the propositus proved to be belonged to the other sect. The paper also brings to light how this space of maneuvering has been facilitated by different interpretations of law of inheritance by Sunni and Shia schools of thought.

Abstract:
Overseas Development Assistance (ODA) has long played an important role in Japan’s diplomacy, contributing significantly toward stability and economic development of less developed nations of Asia. This paper analyzes Japan’s ODA to Bangladesh, focusing specifically on its transformation over the past three decades in response to the changing needs and priorities of the two countries. The paper highlights the uniqueness of Japanese ODA to Bangladesh and critically examines the gaps between policy and practice that occasionally hindered effective utilization of ODA. It suggests new directions that Japan’s ODA may take in the future, more compatible and mutually beneficial to the goals and interests pursued by the two countries.

The present paper examined the association between women’s socio-economic status and their exposure to domestic violence in urban Lahore, Pakistan. The data was collected from married women through household survey of various socio-economic neighbourhoods of Lahore in 2012. The findings of the present study showed significant relationship between women’s socio-economic status and their exposure to domestic violence. Women’s age, educational attainment and economic dependence were associated with their exposure to domestic violence. The findings of the present study underscored the importance of women’s educational attainments and increased access to employment opportunities in lessening their vulnerability to domestic violence.

The prodigious campaign of Taliban has emerged as the gravest threat to political stability, social harmony, and economic growth of Pakistan while weakening the contemporary political, social and economic structure of the country. In this way, the combination of religious orthodox and Islamic militancy has emerged as one of the potential challenges for Islamabad. The growing Islamic vigilance in the form of Taliban has forced the Nawaz administration of Pakistan to overcome the threatening Taliban campaign which has reached into its zenith, and caused social, political, religious and sectarian intolerance in the country. Therefore, the leading decision makers of Islamabad decided to arrange a peace talk with Taliban. The optimistic behaviour of Nawaz government prefers to adopt an irrational policy instead of calculating the hard-core realities associated to the Taliban, which is an ideological phenomenon rather than a force of clerically devoted combatants. In order to accelerate a dialogue based peace process with Taliban, it is essential to comprehend the combination of cleric and political creeds inherited in Talibanization. Abandoned fighting force of Taliban is seeking adequate and persistently dispassionate approach rather than a counterfeit talk policy. Therefore, the central theme of the research tries to define the level of incompatibility between estimated expectations and ground realities while forecasting the applicable and implementable way forward.

The effectiveness of the law enforcement agencies is quite essential for provision of good public services to masses and ensuring law and order. Traffic Police is an important component of policing that secures lives through proper implementation of traffic laws. A study was conducted in twin cities Rawalpindi and Islamabad to explore the effectiveness of the new Traffic Police system and to judge how it performed comparatively better than that of old traffic police. A Random sample of 266 respondents who possessed driving licenses and driving vehicles was drawn from public and private sector institutions and from general public. This included university faculty, drivers in the university departments, taxi and bus drivers and general public driving their personal vehicles. A pre designed questionnaire was used to collect data through field surveys. The study reported that NTP are fair in their dealings with public, have good attitudes in terms of traffic regulation. They provide safety to all road users without discrimination and ensure rule of law through equal application. They strictly follow rules, are having courteous attitude, have mature dealing with public and arrive timely in case of the accident. It was concluded that such type of cultural change needs to be planned in general police especially those working in police stations.

Pakistan is an agricultural country and the majority of the population belongs to rural areas, therefore rural sector is the main source of economic development and manpower in the country. The development of rural areas is essential for the enhancement of agriculture sector and for the betterment of rural communities. The aim of the present study was to find the impact of microcredit on socio- economic status and living standards of the farmers in rural areas of district Gujranwala. The universe for the present study was all farmers who got loan from the Punjab Rural Support Program in district Gujranwala for agricultural purpose. The Sample of 185 respondents was selected from the targeted population using the simple random sampling technique. A survey was conducted to carry out the study in which a close ended structured questionnaire was developed to collect data from the farmers. Both descriptive and inferential statistics were used to draw the results from the study. Through descriptive analysis, the study clearly demonstrated that microcredit has played a positive role in improving the socioeconomic status of farmers after getting the loan. In this regard the study observed that microcredit played the positive role in changing and improving the living standards, diet patterns, health status and childrens education of the respondents. Chi square test was used to test the proposed hypothesis of the study and to verify the association between variables. The results of the Chi square test revealed that there was a significant impact of microcredit in improving socioeconomic status and household living standard of the farmers.

Tens of million people of Pakistan, India and Bangladesh speak Urdu language and hundreds of people of South Asia understand it. It is such an auspicious language that many pious Sufis and holy saints participated in its growth and development. When the Muslims came in India they spoke Persian, Arabic and Turkish languages. Although they did not enforce any of these languages by force in India, but Persian was the official language of the regions under Muslim rule. Therefore, the people had to get a nodding acquaintance of Persian. On the other hand many words related to Muslim mode of life and Islamic sociology entered into local language. Although the local language started growing rapidly but it did not get the status of mature literary language that Persian enjoyed. Therefore, the scholars, intellectuals and litterateurs of India preferred Persian language for expression of serious subjects. But the Iranian scholars and poets showed incredulity about Persian works of the Indians. These antagonistic feelings against the Indian littérateurs turned them towards their local language. This paper examines the effect of this reactionary attitude on the development of Urdu.

Acclaimed, at the turn of the millennium by Indian poet and critic Vinay Dharvadkar for his style as the “enfant terrible of contemporary Pakistani Poetry in English” (245), and acknowledged as “The most widely published and well-known English -Language poet from Pakistan” (Coppola 214), Alamgir Hashmi has come to be recognized as “a major world poet…a cosmopolitan writer”(Goodwin vi). A close reading reveals that Hashmi’s poetry is replete with spaces which are layered in terms of historical and cultural inscription, erasure and reinscription. The discussion focuses on this Pakistani poet’s palimpsest reading of inscriptions on the Subcontinent by various conquerors such as the Aryans, Ashoka, Tamerlane, Alexander the Great and Muhammad Bin Qasim in order to illustrate the cultural accretion which has made the Sub continent such a rich area of historical study. This paper seeks to explore how Hashmi blends the accuracy of a historian and the skills of an archaeologist with the rich metaphors of a poetic consciousness, The result is a reconstruction of the multilayered socio cultural experience of the Subcontinent and a restoration of the historical erasure of culture and civilization wrought by conquest and colonization. The study is divided into separate sections .The first section briefly traces the evolution of the term ‘Palimpsest’ from the ancient to modern ,from manuscript to metaphor. This is followed by the analysis of three of Hashmi’s contemporaries namely Shuja Nawaz 1 , M. Athar Tahir2 , Salman Tarik Kureshi 3 ,who also attempt palimpsest readings of the historical inscriptions on the Sub continent ,and thereby forge links between the rise and fall of civilizations in this region. The comparison would facilitate a literary overview of the context in which Hashmi reworks the Palimpsest . The succeeding sections explore individual poems by Alamgir Hashmi drawing on other Pakistani poets writing in English ,such as Adrian A. Husain4 and Zulfikar Ghose 5 who also share Hashmi’s desire to establish a connection with their multicultural heritage. This comparison highlights the fact that Hashmi’s stylistic method is more complex and comprehensive in terms of the readings it generates. This is because the process of exposing constitutional layers of a solid body is facilitated by cutting a cross section, and then examining it under a microscope .In the same manner, Hashmi takes a slice of history and presents it under the poetic lens revealing all the different layers of cultural and social accretion which may otherwise have been ignored or passed over as insignificant. Thus it is Hashmi alone who attempts to replicate the form of a palimpsest on the poetic page so that the layering of history and the erasures wrought by conquest or colonization can be seen simultaneously.

This article argues for the need of systematic data, not only for recognition of child protection issues, but also for formulation and implementation of policy and practice responses in Pakistan. Through a systematic review of the newspaper coverage of child protection issues over a period of 20 years, the actual and potential risks to children are highlighted, thus, providing a methodological justification to use newspapers coverage as a record of child protection problems. Further, with its focus on the language and content of the coverage, this article shows how representation of child protection issues in the print media reflect the existing reality on the one hand, and on the other may affect people’s perceptions of these issues.

This paper using the model of Racial Apartheid, once prevalent in South Africa, attempts to ask whether some of the severe forms of gender discrimination can be treated and termed as Gender Apartheid. It argues that class domination/segregation regime does not always have to follow the exact South African model in order to qualify for the crime of apartheid, the proof that discriminatory acts are severe, systematic and institutionalized are enough to establish the crime. The article notes that despite many commonalities between the two types of crimes, the degree of condemnation that practices of Racial Apartheid receive is far greater than the comparable acts of gender apartheid. It recommends that Apartheid, whether racial or gender, should be treated equally, and gender apartheid should accordingly be considered ‘crime against humanity’.

In the present era, the Iran-US relations carry greater significance in the world politics. The diplomatic relations between both countries have remained suspended since the Iranian Revolution of 1979. Pakistan did not recognise Israel since its inception because of her consistent support to Palestine issue and its apprehension that India Israel connections are against her security, ultimately shattering sub-continental balance of power. During General Musharraf regime, the debate to recognise Israel was on high side. It had been debated at academic, official as well as public levels. It was believed at that time that if Pakistan accord recognition to sate of Israel, the sensitivities associated with the issue might change. The cost and advantage quotient of recognition were kept in mind and discussed openly. During Musharraf regime and onwards, the moot point in Pakistan has been the cost benefit analysis of recognition. The existing world scenario has changed the ground realities and placed Pakistan in a difficult situation that how it can move closer to Israel without abandoning historical stand on Palestinian cause. It is also believed that if the transformation and change in Pakistan’s policy is not hasty, only then it might be more productive and successful. India and Pakistan are two countries that, having tussles since the day they emerged on the globe as independent countries in 1947. The dispute between the two countries has a number of constraints in terms of historical, political and strategic terms. However, the most important amongst them is Kashmir, over which a number of wars have been fought. In May 1998, the relations between India and Pakistan took a new turn when India conducted its nuclear tests on 11 and 13 May 1998, followed by Pakistan conducting its own series of nuclear tests on 28 and 30 May 1998. Thus began a complicated nuclear race between the two that concerned the international community at large because any conflict between the two having a nuclear angle would have global ramifications. This research is focused on the domestic constraints of Pakistan related to the nuclear issue of 1998 and provides a better perspective, from a Pakistani viewpoint. The acquisition of nuclear weapons by India and Pakistan did not lead to instability in the region, both have adopted a policy of deterrence, the leadership of both sides is thinking rationally and stable relations in the form of deadlock are current. Both in India and Pakistan there exists a common belief that their nuclear programs are the guarantors of national security and national power. Due to these explosions, nuclear weapons have been put to political use by both countries. And both states are now targets for the nuclear missiles of all the other nuclear weapon states, as well as each other.

Historically Dalits have the lowest social status in Indian society. They were generally segregated and banned form participation in Hindu social life. This problem is the product of the caste system which is deep rooted in society. The Indian government has adopted measures to improve their conditions, only a small number of Dalits are able to make use of these opportunities. They face difficulties in rural areas where traditions are strong. The Dalit issue poses different and multifaceted problems to Indian state and society. Hindu social system relegates social status to the lowest level of the Hindu society. Some Dalits have acquired reasonable positions in Indian society through hard work and having education or by raising their economic status. However, they do not enjoy higher political status. The mind set of Indian people does not accept them equal to the high caste Hindus even if the Dalits get high education and good jobs.

If we were to identify one common thread across the financial system’s stages of evolution, it is the quest for being located for tax and regulatory purposes elsewhere or, ideally, nowhere. Recognising the limits of mainstream economic models in providing a comprehensive explanation of this phenomenon, we draw on the ideas of oThorstein Veblen and his theory of business civilisation. A Veblenian analysis suggests that dynamics and behaviour in finance that are commonly associated with human failure (greed, exuberance, fraud, incompetence), and which appear to have become widespread practice, should best be understood as sabotage. Finance is awash with techniques designed to sabotage both clients and the governments who enacted regulations that were supposed to protect clients. ese techniques are legal mechanisms, albeit as Veblen writes, not in the spirit of the law.

39642. Analysis of the Status of Women in Burundi’s Political and Electoral Processes

Abstract:
Burundi is one of few countries in the world to have adopted a gender quota for its legislature in an effort to promote the inclusion and participation of women in the political process. As such, it presents an informative case study on the impact a gender quota can have as a catalyst for more progressive and inclusive governance. Given the International Foundation for Electoral System’s (IFES) commitment to gender equality and women’s participation in electoral processes and government, a thorough analysis demonstrating the effectiveness of quotas is a vital effort that aids IFES in supporting their use as a tool for democratic progress. As detailed in IFES’ Analysis of the Status of Women in Burundi’s Political and Electoral Processes, gender quotas in Burundi, which have their origin in the 2000 Arusha Peace and Reconciliation Agreement that marked the end of a long and bloody civil war and have been encoded in Burundi’s Constitution and Electoral Code, have led to significant increases in the number of women participating in government, which is an important initial step in ensuring meaningful participation of all members of society. Perhaps the greatest indicator of success of the gender quota policy in Burundi is the high rate of women’s representation in the legislature. In the 2010 elections, 31% of National Assembly members and 46% of senators were women. Most remarkable is the fact that provisions to ensure quota requirements, which are set at 30% minimum, did not have to be invoked in order to reach these figures. In contrast, the 30% quota was only reached after seats were added in the 2005 elections. Four years prior to that, before provisions ensuring a minimum of 30% of women’s representation in the legislature had been adopted, less than 20% of seats in both the National Assembly and the Senate were filled by women. This marked improvement from election to election is strong evidence for the efficacy of gender quotas in the Burundian context.

Abstract:
Throughout the world, women and men have different opportunities to participate in the political sphere. This is particularly true when it comes to participation as candidates and elected officials in electoral processes. There are many factors that contribute to existing gender inequalities in politics. While political finance is an important instrument for achieving gender equality in politics, the ongoing debates about political finance rarely consider the impact of money on the level of representation of both men and women in elected offices. IFES' latest publication, Political Finance and Gender Equality, has been developed on the premise that there is an important connection between political finance and gender equality that has not been explored in-depth. Discussions regarding political finance should take into account the issue of gender, particularly in consideration of the challenges that prospective women candidates face with regard to the role of money. This white paper attempts to take initial steps to examine the relationship between these two important issues. After an examination of political finance regulation and its impact on the chances of women and men to effectively run for elected office, the paper reviews the effect of varying electoral systems on gender equality in politics and political finance. Finally, this white paper discusses a recent pilot project in the Middle East and North Africa. A series of interviews with women candidates informed the work of multi-stakeholder working groups in Tunisia and Yemen, and these working groups provided recommendations for reform in their respective countries.

Abstract:
The International Foundation for Electoral System’s (IFES) in close cooperation with national experts from Commerce, Development and Environment Consulting, conducted a nation-wide survey to measure the prevalence of vote buying in the Maldives during the March 2014 parliamentary elections. This is the first systematic study of its kind conducted in the Maldives and it provides statistical data on vote buying, campaign finance and other election-related issues. It reveals that 37% of the voters have personally witnessed attempts at vote buying. In addition, the Maldivian public is highly cynical of the way in which political parties and candidates spend their campaign funds. At the same time there is very strong public support for campaign finance reforms and, in particular, for combating vote buying. The methodology and sample were designed to be nationally representative with a +/- 3 percent margin of error. The report will be shared with the government, the parliament, the Election Commission, civil society, political parties and others. IFES is currently providing technical support to the Electoral Reform Working Group to formulate amendments to electoral legislation, and remains committed to supporting Maldivian institutions in improving the electoral process.

In 2000, the United Nations Security Council adopted the landmark resolution 1325(2000) on Women and Peace and Security, a historic recognition of the gender dimension of conflict, the disproportionate impact of conflict on women and girls, and the significant, yet often unrecognized, contributions women have made – frequently in the face of grave threats and unrelenting opposition – to sustained conflict resolution and peacebuilding. As we approach the 15-year anniversary of the resolution and the world continues to be plagued by unresolved conflicts and new threats to peace, human security and dignity, efforts to implement UNSCR 1325 and, indeed, the full Women and Peace and Security agenda) must be redoubled. The time is ripe to accelerate adequate and predictable funding. Though a host of factors contribute to the success of resolution 1325 (2000) implementation, adequate funding remains paramount among these. Yet, OECD recently reported that only three per cent of peace and security funding targets gender equality and women’s empowerment as a principal objective.1 Therefore sustainable and adequate financing continues to be a significant challenge. Despite being at the forefront of work to advance the Women and Peace and Security agenda, women’s rights groups, networks and movements face uniquely difficult obstacles in accessing sustainable funding for their work, particularly at the grassroots level. While governments hold primary responsibility for the implementation of resolution 1325(2000), women’s rights groups and movements are vital to addressing the context specific root causes of conflict and building a transformative and sustainable peace. Funding women’s rights groups and movements would go far in addressing the “implementation deficit” faced by the WPS agenda.

The forthcoming 15th anniversary of UNSCR 1325 once again brings to the fore the importance of monitoring policy implementation. In the last 15 years, greater accountability to the resolution has been a consistent call from civil society, the UN and Member States. However, only a handful of Member States are actually monitoring the progress and achievements as well as the gaps and weaknesses in the implementation of the resolutions. The 2014 edition of Women Count, Security Council Resolution 1325: Civil Society Monitoring Report, demonstrates once again that while it is labor intensive and time consuming, monitoring is a doable and relevant exercise. It also illustrates that while funding is absolutely necessary, the lack of it should not be an excuse to not monitor. On the fifth year of Women Count, the civil society monitoring of UNSCR 1325, civil society groups from Azerbaijan, India, Iraq, Kenya and Libya are participating in this independent monitoring report for the very first time. Moreover, we are for the first time including a territory, Nagorno-Karabakh in monitoring and analyzing the applicability of the WPS resolutions in different socio-political and cultural contexts. 21 countries were monitored in 2014 bringing the total number of countries monitored in the last five years to 24. Beyond just a figure, this number represents the wealth of data, information and analysis on how UNSCR 1325 has impacted the lives of women around the world—in conflict-affected countries, in developed and non-conflict countries, in middle income countries; in countries with or without National Action Plans. GNWP’s participation in the ongoing Global Study on Women, Peace and Security is informed by the findings and recommendations in the last five years of this monitoring exercise. I would like to emphasize that some of the findings and recommendations such as those on women’s lack of representation in official peace negotiations, lack of local level action, as well as the persistent problem on lack of funding for women’s peacebuilding work at the grassroots level are not new and in fact some of them have been articulated prior to 2010. However, the civil society monitoring initiative presents new evidence and fresh insights.

When the definitive history of democratic thought in the 20th century is written, both Mohandas K. Gandhi and Isaiah Berlin will take their places as the two most distinguished theorists of the pluralist tradition. As history goes, Gandhi and Sir Isaiah never met and the latter never wrote any piece on the former. However, Isaiah Berlin visited India in 1961 and met with Jawaharlal Nehru, but he never considered seriously the views of Gandhi as an anticolonial leader. In his talk delivered in New Delhi on 13 November 1961 on ‘Rabindranath Tagore and the Consciousness of Nationality’, Berlin presents himself as a person who is ‘shamefully ignorant of Indian civilization, even of what is most valuable and most important in it’ (Berlin, 1996: 249).

Today, capital, people and information flows have increased more than ever before among different regions in the world. Every flow creates a different local-global interaction in its own social environment. One of social environments in which this kind of interactions occurs is property markets. There are some theories to explain the nature of local and global interactions in social sciences literature. However, the success of these theories in explaining the nature of local-global interactions in a property market became subject to a research very few. This research aims to make a contribution to this area. The study also intends to find general answers to some important questions emerge in the internationalization process of property markets. The study focuses on the three well-accepted interaction theories of social sciences, which are imperialism, globalisation and glocalisation. The validity of the assumptions of these theories in the case of Istanbul’s retail property market is questioned in this research. The emergence of social structures and the specific behaviours of these structures in local property markets may be understood better when true point of view is found out about interactions. The article focuses on cross-cultural communication (drivers and barriers) of Ukrainian and American managers within international Non-Governmental Organizations (INGOs) in Ukraine. The goal of this qualitative research is to analyze communication dynamics of foreign managers-expatriates with local Ukrainian staff members, identify how culture impacts communication and compare US and Ukrainian cultural dimensions using G. Hoftede’s cultural dimension, F. Trompenaars business culture analysis models and cultural adjustment theory. The data in the article are based on the qualitative research study that was conducted in Ukraine and US, where 22 managers (locals and expats) were interviewed and shared case studies of cross-cultural encounters of managers in international NGOs in Ukraine. Research results helped identify barriers and drivers of communication and specify peculiarities of managerial communication values within INGOs.

Article examines perceptions of leadership of two different generations of Ukraine using Leadership Practice Inventory (LPI). Leadership practices accepted in certain societies correlate with the dominant culture and reflect its norms and expectations. This article discusses the 'Big Society' of the U.K. and particularly the Localism Bill, a distinct component of this agenda aimed at decentralizing government, transferring power to local authorities and communities. This research examines the Localism Bill effectiveness and ways in which it is different from other decentralization efforts, while also exploring the possibility of adopting select provisions of the Localism Bill in Yerevan. Our main findings show that the respondents who are well informed about the U.K. government’s domestic policies recognize the freedoms and flexibilities that are transferred to local governments. The level of satisfaction with the Council has increased considerably among the citizens of Sutton. Our analysis also demonstrates that respondents to the second survey were willing to champion and/or support local government reforms in Yerevan. Nonetheless, the majority of them did not believe such reforms were feasible at this time.

The Ngbo clan, during the colonial era, was made up of Umu Ogudu Oshia, Okposhi Eshi, Okposhi Eheku, Ekwashi, Amoffia, Emezaka and Ezzangbo. The intrusion of the colonial masters into the clan was visited by massive resistance that led to deaths on both sides. The paper showed that the colonial administration engaged in massive exploitation of the people to the level that there was disagreement between the District Officer of Abakaliki Division and the Resident Officer, Ogoja Province; on what should make up the task collectors salaries. To make matters worse, there was palpable lack of confidence between the colonial councilors and the people they represented. Soon, the Ngbo Court ceased to function because of the masses antagonism to colonial exploitation. Hence, the court building was used as a United African Company (U. A. C). Kernel buying station. The work therefore calls on the larger Igbo society to rise against all forms of negative neo-imperialism on our collective cultural commonwealth.

Delaying the start of childbearing raises the issue of fertility postponed versus fertility foregone. One of the limits of previous studies of “How late can you wait? Is it difficult to control sexual activity? Data on the frequency and timing of intercourse within a menstrual cycle are uncommon. We use such data from the Menstrual Cycle Fecundability Study for this study “Can we wait until the early 30s? We model the effect of age on conditional fecundability, i.e. the probability of conception given that the couple is not sterile, simultaneously controlling for the effect of primary sterility and the frequency and timing of Intercourse in each menstrual cycle. Can we wait until the early 30s for a birth? Our evidence is yes (provided you are not already sterile) as the increase in the mean waiting time to conception is very modest and of little practical importance.

Abstract:
The paper presents an attempt to explore several features of interaction between gastronomy and social life using sociological optics (thinking). In particular, it draws a conclusion that gender dimension of gastronomic culture against the social interaction background both in its historical context and nowadays takes quite polyaspect forms of manifestation. Thus, in a society of traditions, gender hierarchization of the meal/table somewhat hindered processes of interaction between men and women during their food practices, cooking processes, which fact to some extent secured the marginal status in society, for women in the first place. These patterns were directly reflected in culinary everyday life and a variety of other gastronomic situations, particularly, during the meal itself. However, gender characteristics of gastronomic culture (feminine) may serve as a "litmus test" to reflect the nature of the state power, including that of a totalitarian regime (according to I. Sokhan). This, in turn, affects the attitude on the part of those in power, expressed through the exercise of their feeding function, to society as a whole. By contrast, we believe that in modern times the most relevant/prominent are other notable characteristics of gender content of gastronomic culture. They are recorded primarily in sustainable cross-cultural peculiarities of selection of a specific menu for for each sex (male/female), which, in turn, is formed under the influence of archetypal social legislation (the term by I. Sokhan) on the one hand, and is sensible to substantial determination of topical social challenges of today on the other.

The 2013‒2014 Northeast Asia Defense Transparency Index (DTI) measures transparency in de-fense activities in one of the most strategically important but politically volatile regions of the world. In the fifth year of this Index, its central goal remains to provide a rigorous, quantitative-based measurement of this essential but contested concept. Improving trust, confidence, and credibility in Northeast Asia’s security environment is becoming ever more pressing as arms competition intensifies among major regional powers and security interests become increasingly entangled. In this climate of growing security anxiety, the demand for timely and relevant defense information has grown, not only from governments and their mil-itaries but also from many other quarters, including the general public, media, and business com-munity. But while the case has been made by policy and academic experts that increased transpar-ency could potentially meet some of these demands and strengthen mutual trust between states, defense transparency lacks agreed-upon definitions and standardized means of measurement. The Institute on Conflict and Cooperation (IGCC) has sought to address this analytical gap to provide a general framework for defining and measuring defense transparency, specifically for the six states covered in the DTI: the Democratic People’s Republic of Korea (DPRK), Japan, the People’s Republic of China (PRC), the Republic of Korea (ROK), the Russian Federation (Russia), and the United States.The brief begins by presenting the methodology used by IGCC to initially develop the DTI, then highlights changes made to improve the process in this latest edition. This is followed by the final scores achieved by states in the 2013–2014 DTI, which are compared with previous years. The Analysis section examines what brought about scoring changes for these states from the previous editions of the index. Finally, the Country Assessments and Recommendations section summarizes trends for each of the six countries. By taking a comprehensive approach to defense transparency and continuing to refine our meth-odology, we want to ensure that the DTI will remain an informative, relevant and adaptive tool for measuring defense transparency going forward, enabling comparison both across states and over time.

In the wake of the 18th Central Committee’s Third Plenum in November 2013, the People’s Republic of China (PRC) Ministry of National Defense (MND) announced the establishment of its first air defense identification zone (ADIZ). Assessments of the ADIZ to date have focused in large part on implications for territorial and maritime disputes in region. However, other potential drivers may offer additional context for the decision. Among these include coercion of Taiwan, unprecedented changes in China’s national airspace management system, and technical advances that have enhanced interoperability between the People’s Liberation Army Air Force (PLAAF) and Navy (PLAN).

Abstract:
In the late 1990s, Zimbabwe became trapped in a ditch of multifaceted crises that were pronounced in the contest for political power between the ruling Zimbabwe African National Union-Patriotic Front (ZANU-PF) and the opposition Movement for Democratic Change (MDC). This conflict revolved around the legitimacy of electoral processes, related institutions and the credibility of electoral outcomes. By 2007, the conflict had escalated to the extent that the Southern African Development Community (SADC) and countries neighbouring Zimbabwe decided to mediate between the two parties to end the standoff, which had begun to negatively affect the entire southern Africa region. Thabo Mbeki, former President of South Africa (1999-2008), was then mandated by SADC to facilitate dialogue between the parties. Mediation efforts led to relatively credible harmonised parliamentary and presidential elections held on 29 March 2008. These elections, however, did not come up with a clear winner, forcing the country to call for a run-off. This second round of elections, held on 27 June 2008, was tainted by allegations of electoral flaws and widespread institutionalised violence. The result was a predictable regression into the pre-29 March era, prompting SADC to mandate South Africa to facilitate negotiations for a political solution among the key political players. In the face of varying interests converging on the Zimbabwe situation, South Africa’s role became even more difficult. This paper analyses South Africa’s facilitation approach to the inter-party negotiation process in Zimbabwe – from Mbeki’s “quiet diplomacy” to current President Jacob Zuma’s assertive stance – amid competing domestic and international interests. The analysis is based on critiques of realities confronting South Africa throughout the process. The paper presents South Africa’s facilitation approach as a consequence of four streams: historical experiences, South Africa’s post-apartheid foreign policy, African conflict resolution approaches, and a diagnosis of the dynamics of the Zimbabwean conflict.

Abstract:
During 1983-2005 Sudan hosted one of Africa’s longest insurgencies. Throughout the conflict a number of competing peace initiatives coincided, but a process under the mediation authority of the Inter-Governmental Authority for Development (IGAD) prevailed. However, although initiated in 1993, the IGAD process only accelerated after the September 2001 attacks on the United States (US) and was consequently finalised through the signing of the Comprehensive Peace Agreement (CPA) in less than four years’ time. Although it was presented as IGAD’s success as a conflict resolution body, in reality the organisation’s role in the making of peace in Sudan was to a large extent conditioned by the involvement of a narrow selection of Western stakeholders. This article examines the IGAD peace process in Sudan, highlighting the dynamics and relative roles of the principal actors involved. It argues that although the negotiations were portrayed as inherently sub-regional, and adhering to the idea of ‘African solutions for African problems’, a closer analysis reveals that the peace process was dominated by external protagonists. This resulted in the interests of Western actors, particularly the US, playing a prominent role in the negotiated agreement, consequences of which are currently experienced both in Sudan and South Sudan.

Abstract:
Land is a contentious resource in the pastoral areas of Ethiopia. Traditional pastoralism, which is both a mode of production and a cultural way of life, dictates communal ownership of grazing land on which individually owned livestock graze. Pastoral land in Afar has traditionally been administered by the local communities themselves. However, with a gradual incorporation of the pastoralists into the Ethiopian modern polity, there have been competitive interests over issues of land administration between local communities and the state which often led to conflict and instability. Government land administration policies often contravene the age-old pastoral customary institutions; and stakeholder relations have taken a bitter course following the expansion of commercial agriculture, land investments and development projects. Using data obtained through Qualitative Interviews and Focus Group Discussions (FGDs) this paper analyses land administration trajectories and dynamics in Afar region. It assesses how contradictions between statutory and customary tenure systems shape relations between multiple resource users including the state, investors, local communities, and neighbouring cultural groups. It also examines the impact of multi-stakeholder land disputes on land resource management, thereby identifying appropriate policy options for effective land administration practices in the pastoral areas.

Abstract:
This paper argues that the Boko Haram insurgency in Nigeria is a religious crisis that is flowing directly from the country’s political system. It is the political system in Nigeria that has brought about the present realities of corruption, poverty, and underdevelopment throughout the country. Religion has only served, especially in northern Nigeria, to ignite these realities into a violent flame. Boko Haram is the latest in the long list of religiously inspired violence that has flared up in Nigeria on account of deficiencies in the political system. For as long as these systemic deficiencies exist, religious disturbances such as the Boko Haram violence will continue to be there. Such violence has served fundamentalist entrepreneurs or groups and other such champions to call attention to the plight of their people. However, such violence most often only provokes the government into counter-violence. The cycle of violence and counter-violence then enables the government to keep the people in check, even without addressing their demands, and, to dominate and exploit society without hindrance. What the state must do to sustainably tackle this systemic violence is to use a combination of poverty reduction strategies, anti-corruption drives, development efforts, law enforcement and military engagement (where necessary), and dialogue to try and bring about lasting peace, particularly in northern Nigeria, but also throughout the whole country.

Abstract:
Livestock raiding has been a source of conflict amongst and between pastoral societies in Africa for hundreds of years. However, more recently, these raids have become more violent and have triggered much more organised retaliations. Many times raids themselves are perceived as motivated by ethnic dimensions. The following paper looks at tensions and conflict between Turkana and Pokot communities in rural Kenya. The paper first traces the historical context of cattle rustling and livestock raiding between pastoral communities within Kenya. It then identifies contemporary factors driving exacerbated tensions: access to resources, profiteering, and weapons proliferation. The paper further explores the systemic nature of the conflict through analysing livestock raiding as a conflict spiral dictated by negative reciprocal actions. The spiral is ultimately maintained due to mimetic violence structures that are in place. It then offers prescriptions and potential solutions to the conflict, which are centred on transcending the relationship from mimetic violence to mimetic peace and reconciliation. Ultimately, by empowering local pastoral communities in the form of multi-ethnic coalitions, and promoting broad-based interest groups, cultural transcendence can reverse the conflict spiral into a relationship of mutual reciprocity and mimetic peace.

Abstract:
Terrorist acts by Boko Haram have attracted enormous scholarly attention in recent years. A majority of the studies have implicated Islam in the emergence and dynamics of the uprising. In contrast to this popular view, this article argues that, despite the strategic role played by Islamic religion in the uprising, terrorism and its security threats in northern Nigeria are more a product of a governance crisis including pervasive corruption, growing youth unemployment and poverty. It further argues that if good governance concurrently with development is not employed as a remedial strategy, the Nigerian State will further create a much more enabling environment for the growth of resistance from below. Thus, it concludes that good governance and credible leadership practices are antidotes to terrorism in Nigeria.

Abstract:
The article analyses Mozambique’s post-conflict democratisation and argues that Mozambique has become a ‘managed democracy’ in the new period. Mozambique is viewed by the donor community and multilateral institutions, such as the World Bank and the International Monetary Fund, as a success story of post-war reconstruction and used as a model to be emulated. The article traces the trajectory of democratisation under the auspices of a liberal peace theoretical framework which was agreed upon in the General Peace Agreement ending the conflict in 1992. Secondary quantitative data were made available from leading International Organisations such as the World Bank and the Mo Ibrahim Governance Index. The article found that, despite Mozambique’s commitments to build an inclusive democracy, corruption unmasks Mozambique’s success story. The authors conclude that democratic consolidation has been accompanied by extractive political and economic institutions leading to a disgruntled citizenry. The country’s peace agreement remains fragile, and faces the reality that political stability has not been accompanied by social justice, equity and deepening democratisation.

Abstract:
This article critically examines the current developments regarding the religious terrorism of Boko Haram, an extremist Islamist group, which operates largely in the north-east states of Nigeria. Boko Haram’s avowed aim is to wrest control from the Nigerian government and to impose a strict form of Sharia law across a country of about 170 million people. Since 2009, when Boko Haram first launched its Islamic insurgency, over 5 000 Nigerians have lost their lives in bombings and shootings carried out by the group. In addition to a brief discussion of the emergence, demands, ideology and external links of Boko Haram, the article focuses analytic attention on how the Nigerian state has responded to the menacing threat of the group. This is followed by a critical engagement with the current debate in Nigeria regarding what can be said for and against negotiating with Boko Haram members, and for or against fighting them. In conclusion, the article offers some fresh and multifaceted recommendations on how to effectively address the Boko Haram impasse.

Abstract:
This article finds that high-ranking officials within the judiciary and executive, heads of some organisations, and certain researchers have acclaimed the harmonisation and application of the Popular Dispute Resolution Mechanisms (PDRMs) in Ethiopia’s justice system. To this effect, they have sponsored national and regional forums, conferences and workshops; established research institutions and centres as well as sponsored scholars who conduct research on this initiative. The positive attitude of these stakeholders towards PDRMs, the multiplicity and diversity of PDRMs, as well as the support of various institutions to such initiatives are considered to be good opportunities for the harmonisation and application of these practices in the country’s justice system. On the other hand, the absence of clear laws and policies related to the legitimacy of the informal justice systems, the level of administration to which they should be accountable, their interconnection with the formal courts and other state structures, the scope of application of their jurisdiction and their financial transactions are found to be serious challenges that demand immediate attention. Some of the hitherto existing research works are found to be scattered, poorly cross-referenced and out-of-the-reach of researchers and readers; while others are shallow in their investigative depth and limited in thematic and geographical coverage. In order to address these challenges and dilemmas, the article recommends the establishment of a new regulatory organ at macro level that has the capability and legitimacy to adapt and harmonise PDRMs in ways that can preserve the traditional African indigenous values and at the same time respect international human rights convention.

In the last two decades, wars and mass violence have marked much of the life of ordinary people in the Democratic Republic of the Congo. In its eastern provinces of North and South Kivu, an entire generation has grown up knowing little else than conflict and deprivation. This article intends to give a voice to young Congolese in this troubled region in the heart of Africa. The article is based on the results of a survey that was conducted at the end of 2009 among nearly one thousand students. It examines the way young people in the Kivu make sense of the prevalence of violence in their home-provinces and the solutions they envision for a peaceful future. In its analysis, the article exposes a predominant role of ‘the Rwandese’ in Congolese narratives of war and peace. Influenced by fresh memories of war, various respondents exhibited Manichean views and deep-seated feelings of resentment towards those who were deemed responsible for the Congo’s recent suffering. This article argues that, unless such understandings and sentiments are acknowledged and addressed, the risk of further escalation of conflict will continue to loom on the horizon. Educational and cultural programmes targeting the youth and their views of ‘the other’ are here proposed as a promising peacebuilding measure that should complement existing efforts to promote stability in the region.

Abstract:
The customary dispute resolution mechanisms of Ethiopia are playing an important role in resolving crimes of any kind and maintaining peace and stability in the community though they are not recognised by law and not properly organised. The customary dispute resolution mechanisms are run by elders; involve reconciliation of the conflicting parties and their respective families using different customary rituals where needed; emphasise the restitution of victims and reintegration of offenders; and aim at restoring the previous peaceful relationship within the community as well as maintaining their future peaceful relationships by avoiding the culturally accepted practices of revenge. However, despite the fact that Ethiopia’s indigenous knowledge base of customary justice practice has the enormous advantage of implementing the ideals of restorative justice, restorative justice has not yet taken root in the criminal justice system of Ethiopia. This article examines the legal, de jure, and factual, de facto, jurisdictions of Ethiopian customary dispute resolution mechanisms in resolving criminal matters, and explores whether they are compatible with the core values and principles of restorative justice. Based on the analysis of the relevant legislations, literature in restorative justice and customary dispute resolution mechanisms, and interviews, it is found that Ethiopian customary dispute resolution mechanisms are compatible with the values and principles of restorative justice. Hence, it is argued that the customary mechanisms of Ethiopia can be used as a basis to develop restorative justice programmes if they are properly institutionalised and sufficient legal recognition is provided for their functioning.

Abstract:
The paper examines the legal nature of the dispute between the International Criminal Court (ICC) and the African Union (AU), and observes that the core issue revolves around the arrest warrant issued by the Court for Al-Bashir. Therefore, it locates this to be within a legal rather than political impasse. The paper argues that the general rules of the law of international organisations may provide the key to resolving the impasse. And that accordingly, the general principles of the regime of international law point to the interpretation of the provisions of the constitutions of the two international organisations to identify the extent to which they were empowered to make the decisions that resulted in the dispute. The provisions of the Rome Statute on immunity are identified as providing the key to the resolution. Therefore the interpretation of the Statute on the immunity of certain state officials is important. The paper argues that accordingly the ICC should change its approach to the arrest of certain officials in order to prevent facilitating the violation of the customary principles of diplomatic immunity in international law – which should have also been codified in treaties. Such an interpretation of the Rome Statute would indicate that states should exercise caution in arresting a sitting Head of State such as Sudanese President Al-Bashir until such a time that he leaves office or that Sudan waives his immunity.

On September 2012, a Congolese doctor stood before the world's leaders at the United Nations General Assembly and denounced the mass rapes of women and girls in the Democratic Republic of Congo (DRC), and the impunity enjoyed by those responsible. Dr. Mukwege said he was ashamed of the international community's failure to stop these atrocities. A month later, he was attacked in his residence in Bakavu, DRC, and was forced into exile. Dr. Mukwege, who was nominated for the Nobel Peace Prize in 2012 and in 2013, returned to the Congo earlier this year in January to resume his work at the Panzi Hospital. There, he treats victims of sexual violence in a country ripped apart by sixteen years of conflict. According to the UN, "Sexual violence in the Congo is the worst in the world." Around 500,000 women have been raped in the country since 1996. Dr. Mukwege shared his insights with the Journal about the Congolese crisis and the role of women in conflict.

National leaders have the ultimate responsibility to balance the needs of a diverse set of constituents in society while using their country’s unique set of resources to grow the economy and to gain comparative advantages. Salient to many observers, the United States of America, the world’s largest economy, has never had a female president or vice president and has had only forty-four women serve in the 224-year history of the U.S. Senate. Moreover, if women do make it into top-ranked government leadership positions, whether or not they perform notably different from their male counterparts still remains unknown. Though studies presented by several psychologists validate that women’s leadership styles differ from their male counterparts (i.e., more democratic, inclusive, participative and transformative), how this plays out nationally and in terms of setting national policy agendas and making key decisions for society is explained only anecdotally.[2] For example, Ellen Johnson Sirleaf, affectionately known to her countrymen as the “Iron Lady,” was said to bring a “motherly sensitivity” to her post-war torn country, Liberia; Michelle Bachelet, the Republic of Chile’s first female national leader, won in 2006 on a campaign championing “gender equality” and “inclusion;” and most recently, Park Geun-hye won the presidential election in the Republic of Korea under the political platform of “disarming vicious cycles of distrust and building peace” with the Democratic People's Republic of Korea.[3] These anecdotes all suggest an association with a gender-specific perception of governance, as well as a gender-specific expectation for substantive policy changes with a female taking the lead at the national level. To develop a better understanding of the unique contributions of female national leaders, this article uses global cross-national comparative leader data from 188 countries to explore the following questions: 1) How have global trends of national female leadership changed over time? and 2) Is there evidence that having a female—as compared to a male—leader has differential consequences for economic growth as ethnic diversity increases?

The analysis begins with a review of trends in financing peace operations, including the proliferation of actors; existing financing mechanisms used by the UN, the European Union (EU), the North Atlantic Treaty Organiza- tion (NATO), and the World Bank; and the devolution of these operations to African regional organizations. Efforts of the past two decades to respond effectively to challenges to peace and security in Africa have produced vari- ous new programs and institutions, funds, and budgets and led to revisions of previous programs and financing mechanisms. The political realities of post-conflict situations present hard choices in the peacebuilding and reconstruction processes. Most post-conflict societies face the dilemma of how to deal with past atrocities, especially genocide, war crimes, and crimes against humanity. Where the perpetrators are the winners of the war or elections, victors’ justice has usually been rendered against the vanquished. Yet, even where this is not the case, national judicial systems in most post-conflict societies cannot immediately handle wide- scale prosecutions for atrocities in accordance with international standards of due process, and, in cases where a political compromise has taken place, the question is usually whether to forego justice for the sake of peace. The answer is often to offer amnesty to the perpetrators of atrocities, effectively giving them impunity. This discussion will explore a victim-oriented approach toward resolving the peace and justice dilemma while promoting reconciliation and development in post-conflict settings. The starting point is the assertion that mass atrocities such as genocide, war crimes, and crimes against humanity can brook no impunity, although each conflict is sui generis, and legal concerns must be balanced with political reality in determining the appropriate reaction to past atrocities. Following the analysis is an outline of the steps that should be taken to eradicate the root causes of conflicts leading to mass atrocities in Africa.

After more than three1year deadlock, 2013 was marked by the attempt by Brussels and Ankara to restart the dialogue for Turkey’s accession to European Union. Two developments were remarkable in this process: the release of the most favorable Progress Report on Turkey since 2009, and the opening of the community acquis Chapter 22 on Regional Policy and Coordination of Structural Instruments. Regarding the former development, the European Commission underlined the positive steps achieved by Turkey and the pressing need for the EU to enhance its engagement with Turkey and revitalize the accession negotiations’ framework as the main way to promote EU sponsored reforms. As far as the latter development is concerned, the relevance of the opening of a new chapter cannot be overestimated as the political stumbling blocks, which led the negotiations to stagnation, have been kept untouched and are still far from solved. This policy update is intended to give account of the main issues connected with these developments and underline the reasons for why they have to be considered important steps forward but¬ the decisive ones.

The 2011 Arab uprisings marked a turning point for Turkey’s foreign policy toward the Middle East. When the protests erupted in Egypt, former Prime Minister Recep Tayyip Erdoğan became the first leader to voice support for former President Hosni Mubarak’s immediate resignation. However, the months following Morsi’s removal marked an historic deterioration of bilateral ties: Egypt’s ambassador to Turkey was withdrawn; Turkey’s ambassador to Egypt was expelled; both countries declared each other’s ambassador persona non grata; and Egypt downgraded its relations with Turkey to chargé d’affaires. This policy brief advocates renewing efforts to revive bilateral diplomatic relations between Turkey and Egypt, both countries of strategic importance. Further, it explores the geopolitical, security, economic, and capacity-building incentives which can facilitate the normalization of Turkish-Egyptian relations.

By applying an international political sociology to NATO’s military intervention over Libya, this paper proposes an analysis of securitization processes developed into particular military technologies and representations of the use of violence in the context of international military interventions. Our aim is to study securitization logics contained in the use of highly sophisticated military technologies allowing to create a particular sense of (in)security fixed on the referential of the use of violence. We try to demonstrate the different ways through which the use of violence is represented as more or less securing by an analysis of a practical and discursive construction of an opposition between NATO’s instrumental-rational use of violence and Gaddafi’s one, portrayed as irrational and indiscriminate.

Social agents in charge of the coordination of local security committees dedicated to delinquency and its prevention seem to integrate submissvely the tools offered by the “new criminology” (such as local observatories, statistics, mapping, population profiling). In reality, such tools are mobilised for various reasons that are not only geared towards efficiency. The agents in charge not only use quantitative techniques because they believe in their legitimacy. They also use them as a way to consolidate the legitimacy of their roles. These roles are indeed quite new in the security landscape in France, and mobilising such criminological tools enable the agents to claim a particular form of expertise.

Michel Foucault’s work occupies a special place in the field of criminology. While the author of Discipline and punish has been (dis)credited as a source of division between criminologists or promoted as a legitimizing basis for “another” criminology, he has often been portrayed as a figure of rupture within this research tradition. The present article aims at clarifying this idea of rupture with the foucauldian concept of “illegalisms”. This paper is intended as a reminder of the heuristic value of such a conceptual framework to shed light on the various dynamics between financial crime and social control. To do so, I discuss a number of academic studies on business crime, the social relation to tax and dirty money in order to underline the rich possibilities of the foucauldian reflection for this wide area of research. Ultimately, the articulation of those academic studies helps to better understand the numerous changes in the management of economic and financial illegalisms over past decades in France. Their articulation shows a process of conversion and adaptation of differentiation between illegalisms that (re)produces an inequality of treatment depending on the situations and the categories of population.

Since 2000, elections in Ghana have been lauded by observers both internally and externally as being “free and fair.” The losing political party, however, has consistently contested the election results. After the 2004 presidential election, three key opposition National Democratic Congress (NDC) members challenged the results announced by the Electoral Commission (EC), suing the EC to publish detailed data from the election. Similarly, at the end of the closely contested 2008 presidential election and the subsequent run-off, leading NDC members accused the EC of trying to manipulate results, and their frustrated supporters invaded the EC head office in Accra. When the NDC was eventually declared the winner, the incumbent New Patriotic Party (NPP) accused the NDC of rigging the election. Again in the aftermath of the 2012 presidential election, the opposition NPP accused the winner – John Dramani Mahama and the NDC – of rigging the election, boycotted the inauguration of the president, and asked the Supreme Court to overturn the official results declared by the EC.

Africans express growing attachment to democracy according to citizen attitude surveys conducted by the Afrobarometer in 34 countries1. Seven out of ten Africans prefer democracy to other political regimes, and the proportion of deeply committed democrats (that is, those who also reject authoritarian alternatives) has risen steadily over the past decade. These insights run counter to an emerging view that the impetus for democratization on the African continent has stalled. Influential analysts have suggested recently that “political reform left Africa ‘too democratic’ given the level of income… [and] that the continent has begun to regress to its expected level… by becoming less democratic.” Others have pointed to a global trend of “democratic retreat” that is driven in Africa by China’s economic expansion and the Western security response to spreading Islamic jihad.

In the December 2012 Afrobarometer survey, Malians highlighted the primary causes of the serious sociopolitical crisis that their country was going through, as lack of patriotism on the part of the leaders and weakness of the State. At that time, most Malians had lost trust in the political class and in politicians. One year later (December 2013), however, a follow-up Afrobarometer survey revealed that foreign terrorists and corruption are rather the two primary causes of the Northern conflict and occupation. The change in perceptions on this question in the space of a year is explained by the change in the nature and scale of the crisis. The crisis went from the occupation of two-thirds of the territory to war via the intensified radicalism in the occupants’ management of the occupied areas and their many acts of banning and punishment. Next, the change in perceptions is also explained by the peaceful organization of presidential and legislative elections with record participation rates of Malian citizens since the advent of democracy in 1992, more than 50% in the presidential ones and a little less than 50% in the legislative ones. These elections deemed free and honest explain in turn that the need to resort to violence for a good cause is perceived by close to one out of five Malians versus close to one out of three Malians one year prior. One of the major challenges of the governance in Mali is still maintaining and deepening confidence between Malians and their ruling class. To do so, measuring the populations’ perceptions helps to track the will of the people and ensure that policies serve this will and not the reverse.

In an Afrobarometer survey in December 2012, three quarters of adult Malians were worried that the country was moving in “the wrong direction.” At that time, at the depths of a profound national crisis, most Malians thought the future looked bleak. A year later, however, a follow-up survey reveals newfound hope in the future. By December 2013, two thirds of all Malians now consider that that the country is headed in the “right direction.” What explains this remarkable turnaround in the public mood? The upswing in the country’s collective frame of mind within the space of a single year is traced to several positive developments. These include an improved security situation, the restoration of a freely elected government, and rising confidence in economic recovery.

Afrobarometer survey data, covering 29 countries in sub-Saharan Africa reveal widespread citizen commitment to the principle of taxation and to taking responsibility – by paying their taxes – for national development. But taxation systems across the continent remain opaque to large majorities. Most find it difficult to know what they owe, and the public is even more in the dark when it comes to understanding how tax revenues are actually used by governments. Moreover, perceived corruption among tax authorities remains significant, and evidence suggests these perceptions undermine public commitment to the integrity of the tax system and increase the likelihood of non-compliance.

South Africa has seen a significant increase in the size of its black middle class in the post-apartheid period, but the attitudinal consequences of indicators of the middle class, as of 2011, are inconsistent and modest in size. While members of the middle class are no more likely to hold democratic values than other black South Africans, they are more likely to want government to secure higher-order, rather than basic, survival needs. They are less likely to identify with the governing African National Congress, to turn out to vote, or to voice their concerns by contacting officials or joining collective action. At the same time, intra-class racial differences between middle-class black respondents, on one hand, and middle-class white, coloured, and Indian respondents, on the other, are still substantial.

Barrington Moore’s famous line “no bourgeoisie, no democracy” is one of the most quoted claims in political science. But has the rise of the African middle class promoted democratic consolidation? This paper uses the case of Kenya to investigate the attitudes and behaviours of the middle class. Analysis of Afrobarometer survey data reveals that the middle class is more likely to support the opposition and hold pro-democratic attitudes. This suggests Moore’s claim holds, at least for some African countries, and that contemporary demographic changes will improve the prospects for democratic consolidation. However, qualitative evidence from the Kenyan 2013 general election raises important questions about the resilience of these attitudes. The middle class may be more inclined to democratic attitudes than their less well-off counterparts, but class continues to intersect with ethnicity, and its political salience is likely to wax and wane as a result.

Because of limited governmental resources in Africa, communities are often left in charge of managing their own schools. Two theories of African community’s ability to engage in collective action and improve quality of schools have emerged. While cross-country evidence underlines ethnic divisions as a key limit to collective action in Africa, field work suggests that social capital (i.e. the community’s ability to engage in collective action or establish shared norms) is the main driver of the quality of local public goods. In this paper, we use Afrobarometer data to test the role of social capital and ethnic divisions in determining the quality of schools. We capture social capital by the average level of trust and ethnic divisions via an index of ethnic fractionalization. We skirt reverse causality problems between trust and quality of public goods by using historical information on the settlement patterns of ethnic groups in Sub-Saharan Africa. This yields measures of ethnic inherited trust which we use as an instrument for trust. To address concerns about endogenous residential sorting, we instrument ethnic fractionalization by the initial population density of ethnic historical homelands. We find that a one percent increase in the local level of trust increases the quality of local public goods by 0.2 to 1.14 percent. After controlling trust we discover ethnic fragmentation plays only a marginal role.

39700. Another Resource Curse? The Impact of Remittances on Political Participation

International remittances have grown dramatically over the past few decades. Existing scholarship on the impact of remittances has focused on their socioeconomic effects. This article focuses instead on the political impact of remittances, and in particular, its effect on political participation. Recent work on Mexico suggests that remittances may be a resource curse. They insulate recipients from local economic conditions, weaken the link between government performance and individual well-being, and reduce incentives to participate in politics. The resource model of participation, however, suggests that since remittances increase incomes, they should increase political engagement. To our knowledge, we provide the first cross-country, individual-level analysis on remittances’ effect on political participation. We employ data from 27,713 individuals across 20 sub-Saharan African countries. We find that remittance recipients are less likely to vote but more likely to participate in politics by contacting government officials directly as well as joining demonstrations and protest marches. Our work thus shows that remittances may not necessarily demobilize citizens, as previous work on Mexico suggests.
