Abstract:
Russia recently conducted military strikes on several fronts in Deir Ezzor province in eastern Syria, especially to the south in the border town of Boukamal. These strikes were conducted to retake ISIS’ last strong- holds in Syria after the liberation of Raqqa, the group’s de facto capital, in mid-October by the so-called Syrian Democratic Forces (SDF), a Kurdish-led militia. The militia, backed the US-led coalition, controls the east side of the Euphrates river in Deir Ezzor and now is in a frantic race with al-Assad’s forces to recapture Boukamal, where Russia’s use of air and naval re- power aims to settle the battle and consolidate its presence ahead of the coming political milestones in Syria.

The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. Because Assad’s forces rely on help from Iran’s proxies – Shiite militias and Hezbollah – Israel may have to fulfill a counter-threat if any of the red lines it announced are crossed.

President Donald Trump has spent his first months faced with a potential scandal involving Russia, an issue that’s only grown since the election with discussions and investigations about possible obstruction and collusion. In recent weeks, this has dominated national political debates, especially in Congress and the White House. Benjamin Wittes, co-founder and editor-in-chief of the Lawfare blog, joins this episode of Politics & Polls to discuss where things stand in the Trump-Russia scandal. The Lawfare blog is “devoted to sober and serious discussion of ‘hard national security choices.’” Wittes, a journalist who focuses on national security and law, is also a senior fellow in governance studies at the Brookings Institution. The basic tenet of the Russian disinformation strategy is the claim that all news is constructed and therefore contested. In the best postmodern tradition they claim there is no ‘objective news’ – only different, rivalling interpretations which purport to show different aspects of what may be called ‘reality’. And what the Russian media outlets present are merely possible explanations which serve as alternatives to the stories offered by Western media. It is a strategy which is both cunning and elegant as it preys on the enlightenment tradition and on the vulnerabilities of liberal democratic media. The Russian authorities seem to believe that (dis-) information campaigns hold great prospects. In a 2017 article, the Russian Chief of Staff informed the public about the Russian military thinking on the topic of ‘war’ and on the role of the non-military or "non-kinetic" in this. It seems premature to conclude that this thinking sees the possibility of war as an exclusively non-kinetic activity – this at least was not announced in the article – but the development points strongly in this direction and we should therefore expect to see an increased Russian focus on (dis-) information campaigns designed to bring well-defined outcomes. There will not be any easy or fix-it-all solutions to this development. Rather, liberal democracies, especially vulnerable as a result of their free media culture, should prepare themselves for a long-term commitment to countering disinformation and to building up cognitive resilience to ensure that the former has minimal effect.

Turkey and Russia recently announced that their talks about the delivery of the Russian S-400 surface-to-air missile defense system to Ankara were now at a nal stage. That is a sign that a key element of the deal, estimated at USD 2.5 billion, has already been achieved. According to statements delivered by Sergei Chemezov, the head of Russia’s Rostec state corporation, in Moscow one week before the MAKS-2017 air-show, the two countries resolved technical issues regarding the con- tract of the four missile interceptor batteries, with only administrative issues remaining. His statement indicates that the serious steps have been already taken towards implement- ing what can be described as a done deal.

Questions regarding definitions of authoritarianism and totalitarianism date from the interwar period. This article draws on the classic approaches and argues that the definition of Juan Linz, with changes suggested by Roman Bäcker (2011), and may o er a solid base for understanding the location of each non-democratic regime on a continuum determined by two extreme ideal types: authoritarianism and totalitarianism. e former is de ned here by three essential features: bureaucratic sovereignty (or siloviki), social apathy and emotional mentality. e latter is identified by references to: state-party apparatus sovereignty, mass and forced mobilisation, and political gnosis. these categories are useful to deal with the research problem considering where Russia is on this continuum, after the annexation of Crimea. On 25 September 1990, one of the rst meetings of the Presidium of the Supreme Soviet of Russia was held in the building of the Supreme Soviet of the RSFSR. e agenda consisted of the issue of ensuring the economic sovereignty of Russia in the USSR. The aim of this paper is to identify the enduring principles at the basis of Russian military thought, offering an alternative to the contemporary analytical mainstream – which deems Moscow’s military behavior to be revolutionary and unprecedented. This is based on comparative analysis of Russian official military discourse and practice between 2008 and 2016. Critical inspection of the two Military Doctrines approved during this timeframe and of various military drills will reveal a series of rhetorical and operational recurrences. Notwithstanding numerous changes at the international and domestic levels that could have had an impact on Russian military behavior, no substantive shift is distinguishable. These empirical findings will constitute the basis for a reconstruction of Russian military thought. Through a deductive method, we will be able to reconstruct the ultimate assumptions granting them logical coherence and legitimization. Far from being incomprehensible, Russian military thought will be presented as the adaptation of classical strategic principles to contemporary contingencies.

Abstract:
The article aims to highlight Russian approaches to Chinese One Belt-One Road initiative. It examines possible opportunities and challenges for co-development of the Eurasian Economic Union and the Belt project. Both projects and their co-development may reduce the uncertainty in Eurasia, caused by significant structural changes in international relations and the world economy, the emergence of new trade regimes and the erosion of leadership in international affairs. Russian interests in this regard are determined by the need for modernization and long-term development, which could also help to address acute security issues. These particular factors encouraged Russia to come up with an ambitious plan of the Extensive Eurasian Partnership, although the prospects of its implementation currently are uncertain. The present article argues that the success of Russia-China collaboration in Eurasia will depend crucially on the future dynamics of the Eurasian integration, as well as on the agreement to co-develop the Eurasian Economic Union and the Belt Initiative with concrete and mutually beneficial projects.

In this new Transition 2017 paper, Institute expert Andrew J. Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Moreover, it would further Washington's cause to drive a wedge into the country's Russia-Iran alliance, and both isolate and pressure the Assad regime. If Washington's objectives in Syria are to defeat U.S.-designated terrorist groups and stem the outflow of refugees, President Bashar al-Assad is under no circumstances the right person to entrust with these missions. Simply in practical terms, he lacks the manpower to retake and hold the two-thirds of Syrian territory outside his control any time soon, despite having sufficient support from Russia and Iran to maintain control in large parts of the country. But more important, Assad is an avowed adversary of the West, undeserving of its cooperation.

Revolutionary or dynamic regimes around the world tend to encourage supporters to act independently, or even engage in decentralized violence. By contrast, more conservative, static regimes typically discourage and distrust such unplanned, spontaneous demonstrations of support. For most of Russian history, the country’s leaders have employed a top-down political system. When Crimea was annexed in 2014, the Kremlin temporarily allowed more decentralized patriotic activism to rally support, but they soon saw the potential risks and reverted to more centralized political control. Russia’s reinstated traditional conservative rule may seem dull, but, paradoxically enough, its return might prove beneficial to future reformers.

The current level of Russian presence in the Middle East is unprecedented for the region since the fall of the Soviet Union. Records of diplomatic and political contacts show increased exchange of multilevel delegations between Russia and the main regional countries. After 2012, Moscow has attempted to cultivate deeper involvement in regional issues and to establish contacts with forces in the Middle East which it considers as legitimate. Moreover, on September 30, 2015, Russia launched air strikes against Syrian groupings fighting against the regime of Bashar al-Assad. Before that time, Russia had tried to avoid any fully-fledged involvement in the military conflicts in the region. It was also the first time when it adopted an American military strategy by putting the main accent on the use of air power instead of ground forces. Under these circumstances, the turmoil in the Middle East, which poses a political and security challenge to the EU and United States, makes it crucial to know whether Russia could be a reliable partner in helping the West to stabilize the region or whether, on the contrary, Moscow will play the role of a troublemaker.

U.S. domination in global politics provided a powerful incentive for the post-Cold War rapprochement between Russia and China. The worsening of Russia’s relations with the West since 2014 made Moscow even more willing to offer significant concessions to Beijing. However, closer Russian-Chinese cooperation predates the Russian-Western crisis over Ukraine and reaches back to the 2008-2009 global economic crisis. Even the growing power asymmetry has not dissuaded Moscow from deepening its cooperation with China. This challenged widespread Western expectations that Russia would be eager to cooperate with the West in order to compensate for China’s increasing advantage. Hence, a potential improvement of Russian-Western relations is highly unlikely to result in the weakening of Russian-Chinese ties

With the growing tension between East and West, and with the rejection by Russia of common international rules, the question how the post-Soviet states should construct their foreign relations remains of utmost importance. Armenia, a landlocked country in the South Caucasus, has yet to accomplish its transition from socialism to democracy and market economy. Moreover, efforts along these lines have regressed, and the authorities do little to implement reforms or to establish a healthy system of checks and balances. In recent months the country has been overwhelmed by protests. The authorities neither address domestic problems nor satisfy protestor demands. Instead the Armenian government frequently resorts to disproportionate use of police forces against peaceful protestors. With political prisoners and hundreds of detained civil activists, journalists and politicians, it will be impossible to build an independent and prosperous country. Armenia has a rich history and culture, but at the same time it has experienced dark historical periods. The Armenian Genocide of 1915 and the unresolved Nagorno-Karabakh conflict shape Armenian identity. However, such historical issues have been instrumentalized by the Armenian government. Instead of building the future, Armenian authorities emphasize the past. Policies based on past grievances lead the Armenian government to become more and more dependent on Russia. Armenia needs to tackle corruption, falsified elections, a corrupt judiciary and many other problems -- and Western partners whose efforts are based on democratic values, free and fair elections, and respect towards human rights have a crucial role to play. This chapter offers background on Armenia's relations with various actors, historical matters that shape Armenian identity, and the failure and lack of will to improve the country's current situation. It then discusses the role of the West and its importance for Armenia. We seek to answer why Armenia slowed down its reform efforts, what the West needs to do to improve the situation in Armenia.

In this chapter, Haran and Burkovskiy begin with a general analysis of mutual perceptions from both sides, then proceed to identify key interests and concerns regarding the war in Donbas, and analyze whether the political aspects of the Minsk agreements can be implemented. They then suggest some recommendations on the way ahead. The authors argue that Putin’s success in attacking Ukraine, which is impossible to achieve without undermining unity among Western powers, could embolden him to exert his power and influence in wider Europe. Moreover, as U.S.-EU ties are likely to undergo some stress after elections on each side of the Atlantic in 2016 and 2017, Russia will to be tempted to take advantage of such turbulence by pressing forward with its goals in Ukraine and pushing the so-called “grey zone” of insecurity westward before a new equilibrium is found within the Euro-Atlantic area.

Since Moldova's November 2014 election, the country's image has changed drastically from the “success story” of the EU´s Eastern Partnership to that of a “captured state.” Moldova's politics continue to be defined by corruption and vested interests, which take advantage of weak state institutions and public administration, an ineffective judiciary and law enforcement agencies. This environment has enabled hostile takeovers of financial companies, often through concealed offshore operations, for criminal purposes, money-laundering schemes and a spectacular banking fraud, which was uncovered in autumn 2014. Low incomes have prompted hundreds of thousands of Moldovans to leave the country in search of a better life. Rivalries for political power, control over institutions, and economic assets have generated growing crises within different ruling coalitions, resulting in rapid changeover in governments, the break-up of major political parties and the formation of new parliamentary majorities with precarious democratic legitimacy. All of these factors have subjected Moldova to an unrelenting series of governmental, economic, financial and social crises since early 2015. The deeper causes of these crises can be traced to much earlier developments, however, and are deeply rooted in local structures.

Once again, the world is grappling with historic challenges, as it did when the Soviet Union fell in 1991, and once more, Ukraine is at the forefront of these challenges. The Kremlin’s attempts to destroy Ukraine’s European aspirations is simply one of Russia's many challenges to the post-World War II international liberal order. The actions of the Kremlin -- be they in Ukraine, Georgia, Moldova, and Syria; in the U.S. electoral process; or in the funding of far-right and far-left political parties throughout Europe -- have but one purpose: to destroy the transatlantic partnership and the principles of the post-World War II order and peace. Ukraine is simply one of the battlegrounds, but it is a key because it is in Europe. Unity of the transatlantic partnership and of the democratic nations is critical. Unity of support for the Ukrainian transition process is a serious part of this battle, because Ukraine’s successful democratic, rule-of-law based transformation is key to ensuring a Europe whole, free and at peace.

It was early-1980s Leningrad, as St. Petersburg was known under communism, practically on the doorstep of the collapse of the Soviet Union, but so deep in the slough of communism that nobody would have considered it possible that a monumental change was in the offing. Bustling Moscow, where my then-future husband was serving at the same time, had a reasonable KGB to foreigner ratio. In the backwater of the one-time capital of the Russian Empire, the ratio was out of sight, more than 10-1. Still, it didn’t matter if you had five KGB thugs in black leather jackets dogging your footsteps or fifty. They always got what they wanted in the Soviet Union.

Consular officers at posts abroad face a range of difficult duties including informing relatives of a death abroad, counseling and helping victims of crime (do NOT go into Moscow’s underground street crossings late at night), visiting citizens arrested and jailed, refusing visas and dealing with the angry losing parent in a child custody fight. Still, we get a generous share of delightful duties like issuing passports and certificates of birth abroad, issuing adoption visas that give a child a route out of an orphanage to a family in the United States and informing an individual of an unknown claim to American citizenship.

North Korea's nuclear weapons and ballistic missile tests during the Kim Jong-un era have strengthened the country’s military power, deterring South Korea, Japan and, in particular, the United States. While North Korea's nuclear and missile capabilities are rapidly improving, parallel developments aren’t occurring in the traditionally technical air and air defense forces. Plagued with aging airframes, technical problems, parts shortages and budget shortfalls, the North Korean Air Force no longer challenges the South Korean and American air forces. This paper examines the North Korean Air Force, analyzing its organization and deployment, air defense and early warning capabilities, aircraft acquisition, and aircraft production. Shortfalls in each of these areas caused Pyongyang to develop, test, and operate an increasingly sophisticated drone fleet. While North Korea won’t be able to build a state-of-the-art aircraft industry, it will nonetheless find creative ways to strengthen its air force capabilities.

Abstract:
Moralization is an essential part of any geo-political game, and that is especially the case with countries such as the United States and Russia. Presently, Washington has become especially prone to playing the morality card. At least, that is the case with Hillary Clinton supporters who stated that the ugliness of Donald Trump is clearly manifested by his desire to overlook the noble principles on which American foreign policy has rested since the founding fathers designed it. Consequently, Trump’s desire to befriend Vladimir Putin, the authoritarian Russian President, is a clear departure from his basic principles. Moscow also likes to assure that Russia always follows high moral principles in its foreign policy design. Still, Kremlin residents mostly limited moralizing to an internal audience, whereas people in Washington made the moralization publicly known to an international audience, urbis and orbis, so to speak. A closer look at the Soviet/Russia and the U.S. relationship could reveal that it is not high principles, whatever they might be in the context of the prevailing ideological shibboleth, but rather it is pragmatism that defines their relationship. The image of both countries has followed the pragmatic model. This implies that the U.S. and Russia could well cooperate in the future despite hostile rhetoric that dominated discourse in Moscow and Washington – a rhetoric that might not disappear completely in the future.

As the 72nd session of the United Nations General Assembly convened on September 19, 2017, in New York to address issues with worldwide implications, significant attention was paid to nuclear nonproliferation and the threat that possession of nuclear weapons presents to the security of the entire interna­tional community. Addressing the Security Council, U.S. Secretary of State Rex W. Tillerson con­veyed a comprehensive vision of reducing the threats emanating from weapons of mass destruction. First and foremost, Secretary Tillerson outlined the importance of highlighting the positive trajectories of nations that have voluntarily renounced their nuclear weapons. In this context, he said, “Kazakhstan is a particularly illustrative example of the wisdom of relinquishing nuclear weapons. In partnership with the United States, and aided by the Cooperative Threat Reduction Act spearheaded by U.S. Senators Sam Nunn and Richard Lugar, Kazakhstan opted to remove from its territory former Soviet weapons and related nuclear technologies, and [it] joined the Non-Proliferation Treaty as a non-weapons state.” This courageous decision by the leaders of Kazakhstan greatly reduced the prospect of nuclear weapons, components of nuclear weapons or nuclear materials and dual-use technologies from falling into the wrong hands. Nuclear weapons introduced complexity into relations with other countries, and they introduced the risk of miscalculation, accident or escalation. Kazakhstan’s actions represented a key step in that country’s becoming part of the community of nations. As a result of Kazakhstan’s letting go of nuclear weapons, the world does not look on Kazakhstan as a potential nuclear aggressor or a rogue state. It did not make enemies of its nuclear neighbors, Russia or China. Today Kazakhstan has overwhelmingly been at peace with its neighbors, and its trade relations are robust. This year, it hosted World Expo 2017, an event in Astana that showcased the sources of future energy and investment opportunities in Kazakhstan to attendees from around the world. This demonstrates that Kazakhstan is a modern nation making a substantial contribution to regional and international peace and prosperity. Kazakhstan has only benefitted from its early decision. In my previous career, I met President Nursultan Nazarbayev, the founding president of Kazakhstan, on many occasions and had the opportunity to ask him about this decision. He is more at peace with his choice than ever. He once remarked to me, “It was the best thing I ever did for our young country.” Indeed, the international community is well aware of the fact that one of the legacies of the former Soviet Union’s policy strategy in the aftermath of World War II and as a result of the Cold War arms race was building the new nuclear-weapons complex on Kazakhstan soil. The USSR leadership sought to use the country’s central geographical location to deploy Soviet nuclear missiles in a way that would reach even the most remote parts of the world and lead to the most devastating outcomes in affected areas.

Abstract:
U.S. policy faces numerous challenges in Central Asia, such as the decreasing U.S. military and economic resources in the region; Russian and Chinese hostility to a long-term U.S. military presence in Eurasia; restrictions on religious and other freedoms due partly to counterterrorism concerns; limited U.S. involvement in the region compared to other external players (like Japan as well as Russia and China); an undeveloped U.S. policy regarding regional multinational institutions; and the indifference and ignorance of U.S. business toward regional commercial opportunities beyond the energy sector. However, advocates of “America First” in the Trump administration do not see these threats as sufficiently serious to garner U.S. military intervention beyond occasional training, equipping, and intelligence sharing. Terrorism, drug trafficking, economic isolation, and human rights restrictions in Central Asia do not present an immediate existential threat to the United States, sowing ambivalence over the future of U.S. foreign policy in the region.

Abstract:
The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Russia experienced its revolution late in the game. By that time, most Western countries had already gone through coups and industrialization and promptly rejected feudal rules and practices. Most importantly, they had had enough time to resign themselves to their revolutions and their consequences and national scars left by any upheaval had healed. Moreover, countries and peoples are – if not proud – not ashamed of the past events. In terms of historical memory, revolutions are often reconciled with national archetypes.

2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.

May 5, Vyacheslav Volodin, the State Duma’s Speaker, paid a significant visit to Serbia for working negotiations with President-Elect Aleksandar Vučić, acting Prime Minister and Foreign Minister Ivica Dačić, President of the National Assembly Maja Gojkovic, Serbian Orthodox Church Patriarch Irinej and other officials. The parliamentary delegation’s trip came at a difficult time. Montenegro’s accession to NATO and internal political changes in Macedonia are reconfiguring the military and political landscape of the region. All the events are unfolding amid a massive information campaign mounted by the mass media and Western pundits capitalizing on the issue of Russian influence in the Balkans, with yet another information attack being launched on the day of Volodin’s visit. Moreover, Russia’s relations with Montenegro have reached their lowest point over the past year. In its turn, Serbia is completing the phase of consolidation of Vučić’s regime. The agenda includes the creation of a new government, which may require new parliamentary elections. It is noteworthy that the President-Elect, however, fails to command total popular support. At the same time, Vučić is singled out for allegations and fierce criticism for embracing Euro-Atlantic integration. When it comes to Russia’s assets and liabilities in the Balkans, Volodin’s stay in Serbia, therefore, was of particular importance.

The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

With the advance of globalization, the spread of new technologies and communication, diffusion of power to non-state actors, as well as the emergence of new forms of rivalry and statecraft, the concept of “gray zone” conflict has very recently produced substantial debates in the US and internationally. Most analysts do not view this phenomenon as entirely new, but they distinguish certain characteristics of gray zone and argue that it will progressively depict and challenge the international system in the near future. The gray zone form of conflict is usually defined by the presence of several crucial elements including rising revisionist states that seek to alter some aspect of the existing, status quo international order, incremental or gradual strategy often ambiguous, and unconventional tools, which are short of outright war. Actors using a gray zone method strive to achieve their goals while minimizing the scope and scale of actual fighting[3]. Russia’s actions in Eastern Europe are often described by the theorists of gray zone conflict as using multi-instrument strategies while employing direct action. China’s use of incremental approaches to produce a critical basis for its claims in the South China Sea also represents a prominent example of the gray zone conflict.

In the Annual Presidential Address to the Federal Assembly, President Vladimir Putin placed special emphasis on the idea that the anniversary of the February Revolution and the October Revolution is “a good moment for looking back on the causes and nature of these revolutions in Russia. Not just historians and scholars should do this; Russian society in general needs an objective, honest and deep-reaching analysis of these events”. Indeed, history is a great teacher giving us a variety of cases and making us draw numerous lessons. However, we need to learn from our experience and apply our knowledge to specific circumstances and particular landscape for these lessons to be more than just a tribute to the memory of the events. The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. Moreover, this step was due to receive the approbation of the major “domestic sponsors”, including the military-industrial complex, the oil industry, and financiers. Insurgencies are often thought of as domestic conflicts between state and non-state actors seeking to challenge governmental legitimacy, overthrow the government, or take territorial control from the state. However, thinking about insurgency merely in terms of domestic affairs substantially limits our perspective, and might be misleading both in terms of theory and policy. In addition, the tendency of policymakers and scholars to focus their attention on counterinsurgency bears the risk of considering the solution before understanding all nuances of the problem. Seth G. Jones’ Waging Insurgent Warfare is truly a book about insurgency. Using both qualitative and quantitative methods, Jones analyzes how insurgencies start, strategies and tactics used by insurgent groups, their organizational structures, and their informational campaigns. The author devotes particular attention to the role of outside support for insurgencies from various types of actors including great power states. Finally, he addresses the issue of how insurgencies end. Only in the concluding chapter does Jones discuss the implications of the key findings of the book for counterinsurgency.
