- Religious repression is often targeted at individuals and groups that express religious behaviors or religious affiliation (Fox, 2016; Sarkissian, 26 May 2015). However, repressive acts can also be directed at imposing a coercer’s religious values regardless of the victim’s religious affiliation (or lack thereof). ACLED-Religion captures this type of religious repression under the ‘imposition’ religious context (ACLED-Religion Codebook, 2021). Critically, religious imposition does not delineate specific repression victims. Indeed, a perpetrator can impose their values on believers of a different religion, on “religiously unaffiliated” or non-practicing individuals (Pew Research Center, 18 December 2012), and on individuals practicing the perpetrator’s religion differently.

- It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

- Social movements are considered by sociologists as agents of social change. They are not isolated entities but an outcome of prevailing circumstances and at, the same time, result from continuity with the historical roots. Moreover, the mobility of contemporary movements can only be shown in comparison with previous kind of collective actions. Two revolutionary movements within one century (Constitutional Revolution 1905-06 and Islamic Revolution1979), and eight years’ IranIraq war (1981-89) and globalization have significantly contributed to the evolution of distinctive nature of contemporary Iranian society. This makes it an interesting subject for research in general, and particularly the case of social movements and their transformation. The paper aims to give an overview of Iranian social movements from the constitutional movement to the recent Green movement of 2009. The intention is to find out, first, whether there was any continuity in social movements during this period; secondly, to investigate the differences of the recent Green movement from the previous social movements of modern-day Iran. An overview of social structure, the state-society relationship, causes of mobilization and the outcomes of each movement will be studied. Moreover, the complex relation between state and social movements that emerged overall will also be examined. The Touraine/Melucci model has been applied in Iranian milieu

- In 2008, the IRGC established a new branch that remains little known or studied today: the Provincial Guard. Operating in all of Iran's thirty-one provinces plus Tehran city, the IRGC-PG carries out the regime's revolutionary aims at the local level, inculcating conservative religious values, shaping educational curricula, and even sponsoring sports activities. It also delivers military might and security through its Imam Hussein infantry battalions and anti-riot Imam Ali battalions. This pathbreaking Policy Note, written by expert Saeid Golkar, casts the Provincial Guard as a rising actor in Iran's national narrative. If Tehran has its way, the organization will succeed in finally enshrining Iran as an "Islamic society." But domestic precedent suggests this bid will meet more than a little resistance, especially given a regime dealing with economic weakness, a coronavirus pandemic, and a restive, increasingly secularist public emboldened by last year's mass protests.

- Modern constitutional and political concepts, in a broad sense, represent an expressed codification of the elements of value that structure the relevant society or the particular group that tries to project or channel them through the existing order. The secularism vs. Islamism dichotomy is a part of such a conceptual framework. The author elaborates and compares both ultimate constitutional and political designs, specifying them through the example of Turkey and Iran, as well as to shows the basic characteristics through the prism of their political legitimacy, the organization of power, the human rights and freedoms, as well as the possibility of political activism. The thesis that the author notes develop in the direction of a warning that the extremes contained in the constitutional provisions in the vividly ideologically divided societies can be a source of conflict and/or can generate instability or suffocation of the pluralism in the political arena.

- POMEPS Studies 28: New Analysis of Shia Politics The study of Islamist movements has often implicitly meant the study of Sunni Islamist movements. An enormous amount of political science scholarship has dissected the ideology, organization, and political strategy of Sunni Islamist movements.However these academic communities that study Sunni Islamism often proceed without any interaction with the academic communities that study Iran or Shi’a politics in Arab countries. Studies of Iran and of Shi’a movements similarly often proceed in isolation from the literature on the Arab world or Sunni Islamist movements. This is unfortunate, because Sunni and Shi’a Islamist political dynamics engage many similar theoretical or intellectual issues and could offer each other critically important comparative perspective. Therefore, on October 13, 2017, POMEPS convened an interdisciplinary workshop of scholars of Shi’a politics to discuss these questions and to probe the similarities and differences between the two academic communities. We are delighted to publish this collection of essays resulting from that workshop. The essays range widely, both thematically and geographically, and together offer a deeply informed and often surprising portrait of political changes across very different contexts. They also reveal the profound methodological and intellectual divides between the academic communities studying Sunni and Shi’a Islamism. The essays in this collection range broadly over these issues and represent a starting point for the development of a research community. In the coming years, we hope to see much more attention paid to the comparative study of Sunni and Shia Islamism across diverse contexts. Bridging these linguistic, analytical, methodological and political divides would be an important step forward in the broader understanding of Islamist politics.

- The term “post-colonial” has presented a seminal problem for historians of the 20th century Middle East. As this essay will detail, debates over the term have provided an important axis around which discussions of political identity revolve. Following World War Two European power in the Middle East crumbled and a number of post-colonial states emerged. These states often justified their existence in terms of ideologies that were tied to specific post-colonial, political identities. Endless debates have occurred over how much emphasis to put on the post-colonial nature of these states and their political identities. In this essay, I will discuss whether a state’s status as post-colonial matters. If so, how? And what are the consequences? Following a general discussion of debates over post-colonialism, will look more closely at three case studies: Egypt, Iraq, and Iran.

- We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. - The Islamic Revolution of 1979 in Iran led to serious differences and disputes between the new revolutionary government on the one hand and major world powers as well as countries in the region on the other. Many analysts have, attributed this to the idealism of Iran's revolutionary leaders and their attempts to export the revolution. Often in these works, without paying attention to the events of the years after the revolution, the roots of this aggressive foreign policy are sought in the thoughts and actions of the new revolutionary leaders. This paper, while criticizing this approach, will seek to confirm the hypothesis that the foreign policy of the Islamic Republic of Iran was molded principally by actions and reactions that took place between 1980 and 1983 between Iran and the aforementioned nations. In other words, the new foreign policy was not created to be inherently aggressive, but a series of interactive communications, in the outlined time period, have influenced the contours of this new identity.

- What paved the way for the establishment of the foreign policy of the Pahlavi dynasty in Iran? This paper seeks to analyze the phenomenon of the construction of the enemy image in the diplomatic history of Iran from 1798 to 1921 and assess its historical roots as it can be useful for the understanding of the attitudes of Iranian policy makers towards the West. The authors' proposal is to explain the construction of enemy image in a historical context in the cognitive structure of Iranian political leaders towards the great powers in the 20th century until the advent of the Islamic Revolution in February 1979. In doing so, the authors have proposed the following hypothesis: With the continuation of Iran's diplomatic relations with Western powers (Great Britain and Russia) under the Qajar dynasty in 1798, a process took shape which gradually led to the construction of an enemy image in the cognitive structure of future Iranian statesmen in the Pahlavi era, underpinning their political relationships with contemporary powers. The authors' findings include the notion that the historical process in question under the Qajar Dynasty involved a combination of military domination, political influence and economic exploitation by the aforementioned powers.

- Hezbollah's deepening involvement in Syria is one of the most important factors of the conflict in 2013 and 2014. Since the beginning of 2013, Hezbollah fighters have operated openly and in significant numbers across the border alongside their Syrian and Iraqi counterparts. They have enabled the regime to regain control of rebel-held areas in central Syria and have improved the effectiveness of pro-regime forces. The impact of Hezbollah's involvement in Syria has been felt not just on the battlefield, where the regime now has momentum in many areas, but also in Lebanon where growing sectarian tensions have undermined security and stability.

- Does Iran, which is known in political science literature as a developing, oriental and ancient country, have specific, examinable and predictable models in a way that can be applied to foreign policy studies? In this study the author intends to analyze six models of Iranian foreign policy between the two revolutions (from the constitutional to the Islamic); these patterns have been fluctuating dialectically between an idealism embedded in the Iranian grieving ontology and realism as it relates to the international environment. At the beginning, the nostalgic worldview of Iranians that is a reflection of their subjective collective constructs is analyzed. Then counter-scientism and anti-positivism in Iranian epistemology is studies. The outcome of these two is the absence of realism as the most significant paradigm of foreign policy. In order to prove the assumption, six models of Iranian foreign policy will be briefly assessed with the aim of demonstrating how the unconsciousness of Iranian ancient civilization and mystical and severely anti-science and anti-reality covers have given life to an anti-reality which has caused Iranian foreign policy patterns to be infused with unwarranted idealism. The dialectic between the two different atmospheres, however, has given way to creative models; and the Iranian Ministry of Foreign Affairs has been efficient and taken the initiative in their design, implementation and assessment.

- Revolution and Reform in Russia and Iran: Modernisation and Politics in Revolutionary States In her comparative study, Ghoncheh Tazmini investigates the Russian revolution of 1917 and the 1979 Iranian revolution to identify patterns of continuity and change, including attempts at reform. At first, both revolutions might appear entirely different. In Russia, the Tsarist monarchy was replaced by socialism, whereas in Iran political Islam prevailed. However, Tazmini convincingly shows that both revolutions had related roots: the people's opposition to Western-inspired, autocratically enforced modernization that was endorsed by the Russian Tsars and Iranian Shahs. Moreover, in Vladimir Putin and Mohammad Khatami, she argues, both countries saw reformers with a similar outlook. By adopting beneficial Western practices without 'Westernizing' their countries, Putin and Khatami overcame the “antinomies of the past.” After the introduction, chapters two, three, and four discuss the experiences of modernization in Russia and Iran under the Romanov tsars and Pahlavi shahs. Both Peter the Great (in the 18th century) and Reza Shah (in the 20th century) sought to catch-up with developed European countries. To this end, they embarked on ambitious modernization programs, which were continued by their successors. In this context, Tazmini shows that the Russian and Iranian modernization programs only partially followed the European example. While embracing outward signs of modernity such as modern industries, state-society relations remained traditionally autocratic. Tazmini rightly grasps this as “modernization without modernity” in an attempt of “modernization from above.” Modernization from above is described as a “double helix” of economic modernization on the one hand and authoritarian political stagnation on the other hand. She notes, “Whilst both countries aspired to converge with the West by meeting its material and technological achievements, they ended up diverging by retaining the autocratic foundations of the ancient régimes.”

- Abstract:
- Muslim Minorities and Citizenship: Authority, Communities and Islamic Law In her comparative study, Ghoncheh Tazmini investigates the Russian revolution of 1917 and the 1979 Iranian revolution to identify patterns of continuity and change, including attempts at reform. At first, both revolutions might appear entirely different. In Russia, the Tsarist monarchy was replaced by socialism, whereas in Iran political Islam prevailed. However, Tazmini convincingly shows that both revolutions had related roots: the people's opposition to Western-inspired, autocratically enforced modernization that was endorsed by the Russian Tsars and Iranian Shahs. Moreover, in Vladimir Putin and Mohammad Khatami, she argues, both countries saw reformers with a similar outlook. By adopting beneficial Western practices without 'Westernizing' their countries, Putin and Khatami overcame the “antinomies of the past.” After the introduction, chapters two, three, and four discuss the experiences of modernization in Russia and Iran under the Romanov tsars and Pahlavi shahs. Both Peter the Great (in the 18th century) and Reza Shah (in the 20th century) sought to catch-up with developed European countries. To this end, they embarked on ambitious modernization programs, which were continued by their successors. In this context, Tazmini shows that the Russian and Iranian modernization programs only partially followed the European example. While embracing outward signs of modernity such as modern industries, state-society relations remained traditionally autocratic. Tazmini rightly grasps this as “modernization without modernity” in an attempt of “modernization from above.” Modernization from above is described as a “double helix” of economic modernization on the one hand and authoritarian political stagnation on the other hand. She notes, “Whilst both countries aspired to converge with the West by meeting its material and technological achievements, they ended up diverging by retaining the autocratic foundations of the ancient régimes.” Chapter five examines the people's opposition to the modernization from above, which resulted in the 1917 and 1979 revolutions. Tazmini argues that the contradiction inherent to modernization from above – economic development versus political stagnation – made people lose confidence in their respective state institutions. This provided the ground on which “ideological channels and fateful 'sparks' culminated in revolution” that replaced the Romanov and Pahlavi monarchies with communism in Russia and an Islamic Republic in Iran.

- One of the most important tools utilized by states to maximize their impact in foreign affairs is public diplomacy and to this extent, public diplomacy is considered a source of soft power. The robust use of public diplomacy can enhance and reinforce the soft power of countries. Central Asia is among the regions that have an ever increasing relevance to regional and international affairs in the aftermath of the collapse of the Soviet Union, and is currently considered a critical subsystem for our country. The foreign policy of the Islamic Republic of Iran towards this region is, on one hand, built on the foundation of converging factors in political, economic, and cultural arenas and looking towards opportunities for influence and cooperation. On the other hand, considering the divergent components, it also faces challenges and threats, the sum of which continues to effect the orientation of Iranian foreign policy towards the region. This article will study Iranian public diplomacy in this region and examine the opportunities and challenges, as well as, provide and proper model for a successful public diplomacy in the region of Central Asia, while taking into account the Islamic Republic of Iran's tools and potential.

- Diplomatic relationship between Iran and the United Kingdom is one of the most heated debates in the foreign policy of the Islamic Republic. The pros and cons of these relations have always been subject to argument and controversy among politicians and academics. This article seeks to analyze diplomatic ties between the Islamic Republic of Iran and the United Kingdom, applying the cost-benefit analysis method. In this relationship, the costs and benefits are discussed in three situations including the maintenance, downgrading, and rupture of diplomatic relations. The main question answered by the authors is how diplomatic relations between the Islamic Republic of Iran and the United Kingdom can be analyzed according to the cost-benefit analysis method, and what costs and benefits can be brought about for Iran in case of the rupture, downgrading or maintenance of diplomatic relations with Britain. The final conclusion of this research suggests that under the current circumstances, downgrading diplomatic relations with the United Kingdom can lead to fewer costs and further benefits for the Islamic Republic of Iran in comparison to the other two options.

- When the 2009 presidential election in Iran went awry, and its aftermath rocked the authority and legitimacy of the system (nezam), it seemed that nothing could bring the Islamic Republic back to normalcy. Back then, the next presidential elections looked far away and beyond anyone's ability to imagine. Yet, for all other things that can be said about the Islamic Republic, it has insistently and regularly held its presidential polls, wars and political crises notwithstanding. And now, in 2013, we are yet again trying to grapple with the complicated game of politics in Tehran as the official campaign has started. Doubts exist about how many citizens will actually go to the polls this time (it was a remarkable 80 per cent in 2009), but the fact that - on 14 June - presidential elections are to be held in conjunction with local and city council votes may increase the chances of a decent voter turnout.

- William Polk, born in 1929, is one of the more successful scholar-diplomats in American life. He has written more than a dozen books, mainly on the modern Arab world, some for trade publishers and some for university presses. He taught Middle East and Islamic history at Harvard and the University of Chicago. He also served in the Kennedy and Johnson administrations, on the State Department's Policy Planning staff and later as an adviser to McGeorge Bundy, President Johnson's National Security Adviser, charged with handling the aftermath of 1967's Six-Day War between Israel and its Arab neighbors. His latest book is his first on Iran. He has visited the country from time to time since 1956, and in the 1960s met the Shah, Mohammed Reza Pahlavi and some of the Iranian political elite. Aware of the stalemate that bedevils U.S.-Iranian relations, and frustrated by what he sees as the narrowness of war-game exercises and the field of international relations, Polk wrote this book “to bring forward what war games omit: in short, what it means when we speak of Iran and Iranians.” He feels American policy-makers pay insufficient heed to the history and culture of Iran and Iranians, and are thereby baffled by what seems to them illogical behavior. If they had adequate grounding in things Iranian, he believes, they would better understand Iran, its government, its policies, and its people. Adequate grounding, in Polk's view, extends back 2,500 years. He maintains that even if the majority of Iranians alive have scant knowledge of the Achaemenid dynasty they are nonetheless influenced by it. Indeed, he writes, “I am certain that the inhabitants of Iran today are largely governed by their past regardless of whether they consciously remember it.” He appeals to Carl Jung's notion of “collective unconscious” and Jean-Jacques Rousseau's “social contract” to make his case.

- In 2012, alongside the negotiations on Iran's nuclear program, special media attention was paid to a Fatwa (religious decree) issued by Ayatollah Seyyed Ali Khamenei, Leader of the Islamic Revolution of Iran, banning all weapons of mass destruction (WMD), nuclear weapons in particular. This study address es some misunderstandings and erroneous claims, about the Fatwa. Its aim is to provide accurate and clear information and to investigate why the Fatwa was issued, its importance, credibility, relevance and relationship to international law. The latter is achieved through examining the Fatwa's legal concordance with international principles regarding nuclear weapons non - proliferation and disarmament, as embodied in the Treaty on the Non - Proliferation of Nuclear Weapons (NPT). In addition to providing sources and texts of the Fatwa, the study pays special attention to its logical consistency and solid historical roots. The Fatwa elaborates and confirms Iran's commitment regarding WMD ban, on the one hand, and Iran's insistence on its NPT right to peaceful uses of nuclear technology, on the other. It is concluded that the commitment undertaken by Iran via the Fatwa, is, in some important respects, more comprehensive and more long - lasting than that Iran has undertaken under the NPT.

- The 1979 Iranian Revolution undoubtedly belongs to the "great" revolutions of modern times – all of which were characterized by universalistic efforts and the claim to have set new social, political and cultural norms with global validity. In this sense, the Iranian revolutionaries felt the obligation to actively reintroduce Islam as a revelation for the whole world, not only for Muslims. Yet, they soon became aware that most Muslims viewed their export strategy as either an attempt to enforce Shiism, or – even worse – to conceal mere national megalomania. Therefore, the current leadership argues that the revolution should no longer be exported actively, but that Iran should serve as an example. Consequently, Supreme Leader Khamenei called the events of the Arab Spring a "natural enlargement of Iran's Islamic revolution of 1979" and credited his country for being the catalyst of this "Islamic awakening." The present article will analyze selected regional reactions to the Islamic awakening concept, which did not altogether meet Iranian expectations.

- This paper studies the impact of domestic politics upon Indonesia's foreign policy-making. Serving as a non-permanent member of the United Nations Security Council from 2007 to 2008, Indonesia voted on two key resolutions concerning the Iranian nuclear issue. While approving international sanctions against Iran under UNSC Resolution No. 1747, the Indonesian government preferred to abstain from voting on Resolution No. 1803. This paper argues the country's changing response to the Iranian nuclear issue was a consequence of domestic opposition. The case study specifically identifies the interplay between majority Moslem population, religious mass organizations and political parties as key factors which weigh upon the “strategic calculus” behind Indonesia's foreign policy formulation. The paper will conclude while the executive still drives the country's foreign policy, the parliament and social-political groups have new powers to cajole and criticize the government into reversing or softening an established policy.

- The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. - This report examines the political, religious, and military resurgence of Asa'ib Ahl al-Haq (AAH) in Iraq since the withdrawal of U.S. Forces, identifying the group's key actors, their present disposition and strategy, and their regional expansion. AAH is an Iranian-backed Shi'a militant group that split from Moqtada al-Sadr's Jaish al-Mahdi (JAM) in 2006. Since that time, AAH has conducted thousands of lethal explosively formed penetrator (EFP) attacks against U.S. and Iraqi forces, targeted kidnappings of Westerners, rocket and mortar attacks on the U.S. Embassy, the murder of American soldiers, and the assassination of Iraqi officials.

However, beginning in the fall of 2011, Israeli rhetoric and international concerns about military action against Iran have reached unprecedented levels. Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak began to proclaim that Iran was nearing a “zone of immunity” to Israeli attack and therefore Israel would have to act soon. - Developments relating to the Islamic Awakening in the Middle East, especially in 2011, influenced and intensified, more than ever, the efforts made by the Obama Administration to securitize nuclear activities of the Islamic Republic of Iran. In fact, these activities have always been one of the major preoccupations for the foreign policy the USA. Obama followed up seriously on what George Bush did, especially during his second term. The approach of both US presidents, predicated on considering the Iranian nuclear energy programme as a threat against the US and its interests, has its root in the security-oriented approach, and its adverse consequences, towards the Iran. Therefore, a major part of Iran's foreign policy has been influenced by nuclear activities. This paper proposes to consider the process of securitizing Iran's nuclear file, especially under Obama's administration, on the basis of the conceptual pattern provided by the Copenhagen School and from speech act and action perspectives. This paper seeks also to answer the question as to what methods Obama has used to securitize Iran's nuclear file. It presupposes that the attempts to isolate Iran have been made through speech act and actions.

- From the beginning of human life on earth, human needs have been crystallized in their relationship and interaction with each other. As a result of such an inter-relationship and interaction, it has been necessary for a body of law to exist that would specify humans' duties and obligations towards each other. Even though different regulations concerning human rights have been codified, human beings have not taken benefit from these rights on an equal basis. In fact, we see that throughout history, the oppressed have fought oppressors. In these protracted struggles, human beings continued to seek transcendental rights; rights they wanted to enjoy regardless of power and wealth, skin color and race. Based on this argument, if we look at the objectives and activities related to human rights, we can suggest that monotheistic religions also played a crucial part in promoting human rights. According to the findings of this research, although international law and Islamic international law both believe in the universality of human rights, without any doubt their nature and foundation differ. Nonetheless, there are numerous shared grounds and points between the two aforementioned bodies of law for whose study and utilization international human resources have to be used to forge unity and to protect world peace and security.

- In 2012 Western sanctions on the Islamic Republic of Iran's oil and gas industry, aimed at putting economic pressure on it to change its nuclear policy, have reached an unprecedented level. Since the Iranian revolution in 1979, Iran has been in a state of hostility with the US, and has had cool relations, at best, with most European states. Sanctions against official Iranian financial institutions, individuals associated with the Islamic Republic and organisations suspected of being involved in nuclear proliferation activities have been mounting for some time. However, it is only recently that Iran's oil and gas sector has been specifically targeted by both the US and the EU in such a co-ordinated manner. Importantly, this marks the first time since the foundation of the Islamic Republic of Iran that the EU member states have collectively put in place sanctions on the export of Iranian crude oil—until now an action that, with a few exceptions, had only been taken by the US. The stakes have therefore been raised in Iran's confrontation with Western powers over the nuclear issue.

Most frequently, such violence involves clashes between members of the two main sects of Islam – Sunnis and Shias – but violent incidents between the Barelvi and Deobandi sub-sects of Sunni Islam are also on the rise. - This policy brief seeks to contribute to and inform the debate concerning a possible attack by the United States and/or Israel on Iranian nuclear and military facilities. The presumed aim of such an attack would be to weaken the Islamic Republic, particularly by hindering its ability to build a nuclear weapon. However, the history of the Iraqi invasion of Iran in September 1980 calls into question the contention that an attack will weaken the regime in Tehran. This policy brief examines Iran's reactions to the Iraqi invasion in order to shed light on Iran's possible reactions to a U.S. or Israeli attack. It will assess how the Iranian people responded to the invasion and its effects on Iranian politics and the position of the new regime. It will also explore the nature of the policies adopted by the Islamic Republic in waging the Iran-Iraq War that carried on for eight years after the Iraqi invasion.

- As the link between religion and international affairs has come under special scrutiny especially since 9/11, there has been an increase in the number of books and articles that investigate the issues of the public sphere from a faith-based perspective. Edited books have especially enjoyed considerable attention since they bring diverse voices in manageable bits. Some have explored theoretical links between international relations and religion, while others have drawn attention to more practical issues on the ground. Thomas Banchoff's Religious Pluralism, falling between these purely theoretical and completely practical projects, is a book worth reading especially given the diverse backgrounds of the 12 scholars it brings together. These contributors draw attention to the multiple roles religious actors have been playing in the international arena. Religious ideas constitute a market with its supply and demand side and the volume explores the actors, obstacles and possibilities in such a market. Especially with the trauma of 9/11 —and one can make the argument that the trauma actually started with the 1979 Islamic Revolution in Iran— there has been a disproportionate attention given to the violent manifestations of religion. Therefore, the acknowledgement of the constructive role of faith-based initiatives can still be considered a relatively new topic both to the academic and policy worlds. The authors discuss a number of contentious issues that have been subject to heated debates but due to the space limitations that pose a challenge to a thorough review of edited volumes, only a couple of issues are highlighted in this essay.

- In this book, Asef Bayat explores Islam and democracy especially with regard to what he calls the “post-Islamist” movement in the Muslim world. Instead of asking whether Islam and democracy are compatible, he asks, “under what conditions can Muslims instigate democratization within their countries?” He challenges the Orientalist view on Islamic exceptionalism by not only contesting the validity of the question about the compatibility of democracy and Islam, but also through a very thorough investigation of the post-Islamist movement in Iran and the Islamist movement in Egypt. He defines post-Islamism as a “condition” and a “project” that emphasizes change through religiosity and rights that arises after Islamism runs its course as a legitimate source of hope for political and economic development (p. 10-11). Through his in depth case studies he demonstrates that the state has been successful in suppressing the post-Islamist social movements and their secular and reformist demands for political change in Iran. While the state has been equally successful at suppressing opposition (the political Islamist movement) in Egypt, the Egyptian state has not been able to quell society's turn to Islamism.

- Of all the explanations why calm has prevailed in the Israeli-Lebanese arena since the end of the 2006 war, the principal one also should be cause for greatest concern: fear among the parties that the next confrontation would be far more devastating and broader in scope. None of the most directly relevant actors – Israel, Hizbollah, Syria and Iran – relishes this prospect, so all, for now, are intent on keeping their powder dry. But the political roots of the crisis remain unaddressed, the underlying dynamics are still explosive, and miscalculations cannot be ruled out. The only truly effective approach is one that would seek to resume – and conclude – meaningful Israeli-Syrian and Israeli-Lebanese peace talks. There is no other answer to the Hizbollah dilemma and, for now, few better ways to affect Tehran's calculations. Short of such an initiative, deeper political involvement by the international community is needed to enhance communications between the parties, defuse tensions and avoid costly missteps.

- Iran has the most politically active youth among the 57 nations of the Islamic world. As the most restive segment of their society, Iranian youth also represent one of the greatest longterm threats to the current form of theocratic rule. Young activists have heavily influenced the Islamic Republic's political agenda over the past 13 years. After the 2009 presidential election, youth and women were the two biggest blocs behind the region's first sustained “people power” movement for democratic change, creating a new political model in the Middle East. The Islamic Republic has forcibly regained control over the most rebellious sector of society through mass detentions of young activists, expulsions from universities and widening the powers of its own young paramilitary forces. - The breakdown or modification of the Islamic Republic, though not imminent, is increasingly conceivable. However, in the event that the regime were to fall, Iran is bereft of many of the social and economic requisites for a stable democracy to emerge. About 80% of the Iranian economy is in the hands of the state, the private sector is dependent and feeble, and the 70% of the Iranians that are under the age of 30 are neither propertied nor middle class. This has implications for US policy, made all the more urgent by the timeline imposed by the looming nuclear issue. Rather than experiment with ineffectual and counter-productive attempts at democracy promotion, this study suggests that a policy of long-term international diplomatic and economic engagement is the best available tool for transforming Iranian society and politics in such a way that a transition to a sustained and stable democracy and, by implication, a resolution of Iran's nuclear issue, becomes more likely.

Absent a last-minute breakthrough, ElBaradei will leave incomplete the critical safeguards investigations of Iran and Syria. - Nearly three months have passed since Iran's bloody crackdown on the mass protests over the controversial June 12 presidential election. The Obama administration, however, has yet to determine a strategy to support the first serious challenge to the regime since the 1979 Islamic Revolution. Last week's statement by Iran's top leader, Ayatollah Ali Khamenei -- that he saw no proof the British or the West were behind the protests -- should encourage the United States to pursue a more assertive approach to support Iranians working for change. Nevertheless, the State Department's Iran Democracy Fund -- currently the only tool available for promoting democracy in Iran -- has been extremely cautious in its funding decisions since President Barack Obama's inauguration.

- A new opportunity is now emerging for the "Green Movement" in Iran to demonstrate opposition to the Islamic Republic and the manipulated presidential election results earlier this year. Friday, December 18, marks the beginning of the months of Muharram and Safar in the Islamic lunar calendar. For the regime in Tehran, gaining control of the streets has become gradually more difficult since the Green Movement turned all officially sanctioned political ceremonies into opportunities to wage protests against the Islamic Republic. The coming two months, however, represent the first time that a religious opportunity has come up.

- Iranian President Mahmoud Ahmadinezhad's congratulatory letter to U.S. president-elect Barack Obama was the first of its kind in the history of the Islamic Republic. In his letter, Ahmadinezhad expressed his hope for fundamental change in U.S. domestic and foreign policies. Although some observers speculate that the letter suggests a transformation in the mindset of Iran's supreme leader, Ayatollah Ali Khamenei, about normalizing relations between Iran and the United States, this is unlikely. Majlis speaker Ali Larijani expressed the widespread attitude of Iranian leaders on November 9, saying, "Whoever thinks that Obama will change the U.S. foreign policy is naive."

Here's one thing you might not know about our work, however: our most privileged document, one of the things that, in a community of tens of thousands of people, is read by only a handful. It is called the President's Daily Brief, or PDB. It's the daily intelligence summary that the Office of the Director of National Intelligence prepares for the president. Whenever the president is in town, Director McConnell usually briefs him. About 20 percent of the time, I do it. Each morning, six days a week, one of us goes to the Oval Office with a few subject-matter expert briefers to lay out issues of concern around the world, as best we know them, from the top of the intelligence community. - It is widely speculated in the media that the relationship between the Shi'a government of Iran and the Sunni insurgent group, al-Qaeda in Iraq, is a hostile one, primarily because of the sectarian differences between the two. However, there is clear evidence of Iranian support for another Sunni group, the Taliban in Afghanistan. Therefore, it is worth investigating the potential links between al-Qaeda in Iraq and the Iranian regime, particularly the Iranian Revolutionary Guard-Quds Force (IRGCQF). The dossier below contains articles, press releases, and Defense Department briefings from the last year that consider the nature of this relationship. While it may not present a definitive explanation of the connection between these groups, it does suggest possible links exist between the groups and the sectarian grounds for dismissing the relationship are likely too simplistic. - The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a conference, “Iran, Its Nuclear Ambitions, the Region, and the West,” on 31 March and 1 April 2006. The conference gathered a group of diplomats and international practitioners concerned with the ongoing Iranian nuclear crisis, as well as academics and experts familiar with the nuclear question, Iran, the region, and related policy issues. Over two days of intensive discussions, participants engaged with the pressing issues of Iran's nuclear aspirations based on the internal politics of the country, Iran's interstate relations and the role it occupies within the Middle East and Central Asia, and Iran's and the wider region's relations with Asia and the West. On Friday, participants viewed, via videolink with the Geneva Center for Security Policy in Switzerland, an address delivered at the Center earlier in the day by Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran. On Saturday Ambassador Javad Zarif, Permanent Representative of Iran to the United Nations in New York, also participated in the discussions via videolink.

- The intention of this paper is to give an overview of the internal structure of the security sector of the Islamic Republic of Iran (IRI), one of the few states in the Islamic world in which in general the security sector is submitted to the control of the civilian leadership. This paper will not deal with the issues of WMD, the Israeli-Palestinian conflict, Iran's open and covert support for militant Islamic groups abroad, the system's fight against exiled militant opposition groups or Tehran's policy towards Iraq prior to and after the US invasion, although some aspects of the security sectors' tasks are connected to these issues. Instead the paper will focus on the relationship between civilian leadership and the influential heads of the different branches of the security sector, a relationship which is extremely complex and often defies explanation. Therefore it is vital to offer some explanatory remarks on the overall political structure of the system and its main features.

- While Iran did not have a clearly deliniated policy towards Central Aisa (and Azerbaijan) during the Soviet period and conducted its relations through Moscow, it tried to develop constructive engagement with the regional states since the collapse of the Soviet Union. At the same time, Iran clearly came to accept the dominant postion of Russia in the region. Although it avoided involvement in internal affairs of the regional countries, Iran's political relations with them have not develop into a satisfactory level. In this, American discouragement of the regional countries to enter close relations with Iran, their identification of political Islam as domestic threat and Iran as its external hub, as well as Iran's own economic and technological weaknesses played important roles. Despite this political weaknesses and US pressures, however, Iran, with its suitable geographic location and acceptance of trampa with the energy reach countries, has emerged as an importan regional economic partner and alternative transit route.

- In his January 29 State of the Union address, President George Bush criticized Iran as one of three states (the other two being Iraq and North Korea) forming an 'axis of evil' and castigated its "unelected leaders" for denying the will of the majority. Indeed, the perennial conflict between Tehran's political factions seems to have escalated, deepening the stalemate that has essentially paralyzed its governing system. The durability of the Islamic Republic has always stemmed from its flexibility and capacity to absorb change. Since the election of Muhammad Khatami in 1997, however, the popular demand for change is outstripping the system's accommodative capabilities. The youths' demands for employment and cultural freedom, the middle class's quest for representation, and the women's clamor for social emancipation are creating tensions and pressures that threaten the foundations of the Islamic Republic.
