4701. Trouble on the tracks: Averting the Turkey-EU ‘train wreck’

Abstract:: With the European Parliament decision to “freeze” accession talks, Turkey’s decades-long engagement with Europe is in crisis. In 2016 Turkey-EU relations took a step forward, with a historic deal on refugee resettlement, but also a step back, with a sweeping crackdown in the wake of the failed 15 July coup and global criticism of Turkey’s human rights situation. Instead of populism and resentment, both Europe and Turkey need to develop “strategic patience” to anchor Turkey to Europe. Turkey’s history has been an ebb and flow between Westernisation and nativist reaction. It is important for the EU to think long-term about Turkey. One way to bypass the current impasse might be to offer Ankara an upgraded customs union, with political benchmarks for market access. Despite tensions, Turkey and the European Council should think about their shared interests and high degree of integration to avert a “train-wreck”.

4702. EU differentiation and the push for peace in Israel-Palestine

Abstract:: The adoption and streamlining of differentiation measures represents a unique and effective European contribution towards Israeli-Palestinian peace at a time in which the Middle East Peace Process in its current configuration has failed. Differentiation disincentives Israel’s illegal acquisition of territory and re-affirms the territorial basis of a two-state solution. It also feeds an Israeli debate over national priorities by framing the negative consequences that Israel will face in its bilateral relations if it continues its annexation of Palestinian territory. Despite Israeli efforts to erode consensus within the EU, differentiation continues to receive broad support among member states. EU officials must allow the correct, full, and effective implementation of existing legislation and policy positions relating to Israeli settlements European entities engaging in financial activity with Israeli settlements – even indirectly – could face serious legal, financial and reputational risks. The EU and its member states should offer more advice on the consequences of doing business with settlement-related entities.

4703. Europe’s new counter-terror wars

Abstract:: In recent years, several EU member states have launched military operations against terrorist groups overseas, but have given little apparent thought to the risks that these operations involve. Military action is only likely to succeed against terrorist groups when it is matched by a political solution on the ground. Otherwise it will be ineffective in reducing the threat of terrorism and may even be counterproductive. European countries are at risk of setting damaging legal precedents for the expansive use of force if they do not articulate clearer standards for when attacking terrorists overseas is permissible, both outside and within armed conflict. There has been an unnoticed convergence in the military practice of European countries and the US. Both are conducting operations that mix attempts to recapture ground from armed groups with direct counter-terrorist strikes. Even though ISIS is now on the defensive, the threat of jihadist groups in regions surrounding Europe will persist. EU member states should develop tighter guidelines for deciding when military force should be used against them.

4704. From Renzi with Love: Italy’s Constitutional Referendum

Abstract:: Regardless of its outcome, the Italian constitutional referendum will affect Italy’s position within the EU. Prime Minister Matteo Renzi proposes to simplify the legislative process by stripping the Senate of most its role in the law-making process whilst boosting the power of the executive branch. Voters will have the opportunity to decide whether to approve or decline these substantial constitutional changes on December 4, 2016, in the third constitutional referendum of the country’s history. The aim of this paper is to analyse the proposed bill and offer a prognosis of both the outcomes of the referendum in terms of Italy’s position within the EU before the 60th anniversary of the Rome Treaty in March 2017.

However, policy action (or inaction) should not be the only metric by which to judge Mogherini’s successes and failures. Any High Representative of the Union for Foreign Affairs and Security Policy/Vice- President of the European Commission (HRVP) is also responsible for the effective organization and management of the European External Action Service (EEAS) and its officials. The importance of this issue lies in the fact that it is the EEAS personnel who prepares HRVP’s foreign policy proposals and represents the EU in third countries.

Abstract:: At a time when the Visegrad Group (V4) is becoming a more ambitious regional bloc, several policymakers and analysts have floated the idea of deepening a dialogue with Turkey, a country of tremendous importance for the EU, and one that is enjoying unprecedented interest of policymakers, business circles and publics at large.2 Perhaps this should not come as a surprise – although the V4’s approach to the refugee crisis left some Western EU leaders questioning whether accepting the Eastern Europeans in the 2004 enlargement was a mistake – the V4 has a track-record of constructive engagement in the EU neighborhoods, and consistent support for further enlargement, including Turkey’s accession.

Abstract:: The Germany-Poland-Russia Trialogue Workshop held at the DGAP in December 2015 focused on security. It brought together a group of Russian, Pol- ish, and German experts to discuss their respective national security discourses and the security situation in Europe more generally. The three short papers includ- ed here provide brief analyses of how the security situation is currently perceived in each of the three countries. From the German side, the answer was the refugee crisis. Polish experts pointed to the threat posed by Russia, while the Russian speakers described their worries about color revolutions and regime change in the post-Soviet sphere. Certainly, perceptions of security threats differ greatly among EU member states, to say nothing of the difference between Russia and the EU as a whole. Only real understanding of our counterparts can help in forging a new modus vivendi and overcoming the dangerous situation in which Europe currently nds itself. The Germany-Poland-Russia Trialogues aim to forge better understand- ing of “the other side” through presentations and opportunities for discussion, offering crucial rst steps toward overcoming misperceptions and stereotypes. Abstract:: The EU claimed it would learn the lessons of the Arab Uprisings with a ‘qualitative step forward’ in its approach to development, democracy, and security. However, an examination of the conceptual structure of revised EU Neighbourhood Policy (ENP) suggests EU policy changed little, and that in later incarnations it displayed a retrenchment towards conventional notions of democracy, development, and security, prioritising the latter over the former two. The Union seems to have failed to re-examine its approach to democracy, development, and security, falling back on approaches to all three which have been tried – and have failed – in the past.

4714. Glass half full? Or half empty? Civil service professionalization in the Western Balkans between successful rule adoption and ineffective implementation

Abstract:: This paper examines the professionalization of the civil service in the Western Balkans in the context of European integration. It focuses on the fit of civil service systems with European principles of administration as applied by SIGMA and the European Commission to accession states. The analysis distinguishes ten domains of civil service management and three levels of institutionalisation including formal rules, the quality of implementation and the attitudes of civil servants towards European principles. Based on extensive documentary research, personal interviews and a web-based survey of ministerial civil servants, the analysis reveals that formal-legal frameworks fit the European principles to a considerable extent. The main challenge for civil service developments in the Western Balkans concerns the ineffective implementation of formal rules. Even if formal rules and procedures are routinely applied, they do not reach expected outcomes such as merit selection and impartial behaviour of civil servants in policy-making and implementation. Finally, it is shown that civil servants partially support the European principles. In particular, discretionary approaches to civil service management have become increasingly popular in the region. The conclusion explores potential explanations of the emerging pattern of civil service professionalization in the Western Balkans.

4715. Choosing Your Battles Wisely? Activist Preferences, Party Size and Issue Selection

Abstract:: This paper seeks to explain why parties emphasize particular positional issues in their campaigns – a hitherto understudied topic. I find that the policy preferences of activists are an important influence on party platforms, and therefore, party emphasis decisions on positional issues. However, my analyses reveal party size to be a more important determinant of parties’ emphasis strategies than whether a party is ‘mainstream’ or ‘niche’. Large mainstream parties—termed ‘major parties’—de-emphasize issues on which their activists are relatively extreme, whereas both small mainstream and small niche parties—‘minor parties’—emphasize issues on which their activists are relatively extreme. Further, large niche parties appear to behave more like large mainstream parties than small niche parties in this respect. Using a variety of empirical approaches, I show that these findings can be explained as the consequence of vote-maximizing choices made by parties responding to different electorates. Conversely, they cannot easily be explained by strategic error or dogmatism on the part of some parties, or by the selection of activists into parties. These patterns hold across Western and Eastern Europe, suggesting that, in a variety of information environments, the appearance of policy moderation may be viewed as advantageous by major parties, and as potentially disadvantageous by minor parties.

4716. Ukrainian Identity: Changes, Trends, Regional Aspects

Abstract:: The Razumkov Centre has been studying the identity of Ukrainian citizens since 2005, when for the first time in history of an independent Ukraine distinctions between the society’s different identity groups have created a foundation for a large-scale socio-political conflict known as the Orange Revolution. These studies, conducted in the period of 2005-2009 in Ukraine and its separate regions, including Crimea, uncovered a number of special features of Ukrainian identity, the major ones being: contradictions in the process of forming a common, national civic identity and vagueness of its prospects; presence of an opposing trend – formation of regional sub-national identities on the basis of regional localisation of different linguistic, cultural, national and ethnic, denominational identities of citizens in various parts of Ukraine. The studies have also found interdependence and cross impact between different identity distinctions, in particular linguistic and cultural, and the civic identity.1 Subsequently, starting from 2010, a whole number of events of different scale have taken place in the history of Ukraine due to internal and external factors. These events have, on the one hand, significantly influenced national identity formation in Ukraine and, on the other hand, have themselves become the consequence of the existing trends. In particular, the Razumkov Centre has expressed warnings that since a common national identity of Ukrainian citizens has not been fully formed yet, there is a risk of sub-national identities of some communities integrating with other foreign national identities. Unfortunately, this came true, with such tragic consequences as annexation of Crimea by Russia, attempts by several Eastern and Southern regions to split away from Ukraine (known as the “Novorossiya project”) and the armed conflict in Donbas with thousands of casualties. Results of opinion polls conducted in 2014-2015 demonstrate changes in different dimensions of Ukrainian citizens’ identity. Along with this, due to the circumstances, these changes are of different, at times inconsistent nature, and consequently may bring different outcomes for further development of Ukrainian society and statehood. This creates a need for deeper comprehensive study of Ukrainian identity, changes that occurred during 2006-2015, current processes and trends. The Razumkov Centre’s Project “Identity of Ukrainian Citizens: Changes, Challenges and National Unity Prospects” aims to solve these tasks. A national opinion poll was conducted as part of this project.2 The presented informational and analytical materials contain main results of this poll in terms of different aspects of citizens’ identity3 (“identities”) and their attitude to major topical problems in the society,4 and also describe aspects of identity of citizens from different regions and social groups.

4717. Constitutional Process: Current Results, Risks and Prospects

Abstract:: The current stage of the constitutional process was initiated by the President of Ukraine Petro Poroshenko in March 2015 with the establishment of the Constitutional Commission.1 Already on 1 July 2015, the Parliament registered the Draft Law of Ukraine “On Amendments to the Constitution of Ukraine – on decentralisation” (Reg. No. 2217a), developed by the Constitutional Commission and submitted by the President of Ukraine. On 31 August 2015, the day this bill was approved, grenades exploded in front of the Parliament on the Constitution Square. The presence in this bill on decentralisation of the controversial Paragraph 18 “Transitional Provisions” did not allow entering the process of final adoption of amendments to the Constitution (on decentralisation) in compliance with requirements of Article 155. On 25 November 2015, the subsequent Bill “On Amendments to the Constitution – on justice” (Reg. No. 3524) was registered in Parliament. In February 2016, the bill was approved, and on 2 June 2016, finally adopted by the Verkhovna Rada of Ukraine. For the first time since the “political reforms” of December 2004, significant amendments to the Constitution of Ukraine were legally introduced. The adoption of a decision by Parliament to amend the Constitution of Ukraine in the part of justice, did not complete the reform of the judiciary. The fact that a number of amendments to the Constitution raised deep concerns among representatives of the expert community, and even more the judicial community, cannot be ignored. However, a number of updated provisions of the Constitution, implemented in effective mechanisms of special laws, are capable of positively influencing the judiciary. In this regard, firstly, the adoption by Parliament of the Law of Ukraine “On Judicial System and Status of Judges” in an unconstitutional way, with a gross violation of the Verkhovna Rada requirements cannot but cause concern. Second, the main content of the implemented law, introduced to the Parliament without obtaining opinions of the Scientific Experts Office or the Venice Commission, or discussing it in the expert community, can cause a real chaos in the process of implementing constitutional changes. The question remains uncertain about the prospects of the Draft Law of Ukraine “On Amendments to the Constitution of Ukraine – on human rights and freedoms” prepared by the Working Group of the Constitutional Commission. The analytical report has summarized theoretical grounds of regulations contained in the draft law. Since the work on the draft amendments to the Constitution was completed by the Working Group, the Constitutional Commission must make a final conclusion as to its readiness for submission to the President, who will decide on the introduction of a relevant bill to the Verkhovna Rada of Ukraine. Both aspects of constitutional amendments were analysed in the study by the Razumkov Centre, which is reflected in the content of the Analytical Report.

4718. Consolidation of Ukrainian Society: Challenges, Opportunities, Pathways

Abstract:: This issue of the journal summarises findings of the second stage of the Razumkov Centre’s Project “Formation of a Common Ukrainian Identity under New Conditions: Features, Prospects and Challenges”. Studies undertaken as part of the first project stage helped to identify the shifts that took place in various aspects of national identity between 2005 and 2015, including those brought about by the Revolution of Dignity and provoked by the Russian aggression against Ukraine. These studies paint a fairly detailed portrait of identities of Ukrainian citizens, including cross-regional differences and specifics attributable to citizens belonging to various social groups.1 Certain important issues remain insufficiently explored, particularly the hierarchy of various types of identity, the correlation between civil, national and ethnic components of identity, how citizens in different regions perceive one another, public assessment of the significance of cross-regional differences for the country’s future, etc. Since the previous public opinion survey, notable changes have taken place at the state and society levels as well as in the international political landscape. These changes have affected the public mood. They mainly have to do with falling living standards, a declining level of trust in government institutions, political parties and individual politicians, active attempts of the aggressor state to destabilise situation in Ukraine, lack of progress in resolving the Donbas conflict and returning Crimea, a somewhat decreased level of attention to Ukraine from the international community coupled with Russia’s growing influence on political processes in certain Western countries, the conflicting positions of some EU countries on Ukraine’s European future, certain aspects of Ukraine’s relations with the EU as well as Russia’s role in the ongoing armed conflict. With these factors in mind, the Razumkov Centre has outlined the following key research objectives for the second stage of the project: • Obtain a more detailed picture of how citizens understand specific aspects of identity (particularly civil and socio-cultural identity); • Assess the intensity and nature of the impact these socio-political and international trends have on various identity aspects of citizens, primarily the civil aspect; • Study how citizens in different regions of Ukraine perceive one another, explore the specifics of this perception and the existing beliefs and stereotypes; • Identify the specifics of the viewpoints that residents in different regions have on factors contributing to the division or consolidation of society, and assess their potential impact; • Learn about the attitudes of citizens to possible political approaches and specific efforts in “sensitive” areas, particularly those concerning language, cultural and national policies, and their impact on national unity; • Analyse the experience of specific post-Soviet and post-socialist countries of Europe in matters of shaping and preserving national identity. Formulated in this way, objectives are aligned with overriding goal of the second project stage: to devise effective and theoretically sound political tools adapted to the existing social reality (i.e., the substance of public policy and methods for implementing it) intended for shaping a common national identity among Ukrainian citizens, which would accelerate the process of consolidation of Ukrainian society, help achieve mutual understanding and support national unity.

4719. Russia's "Hybrid" War -- Challenge and Threat for Europe

Abstract:: Russia’s aggression against Ukraine that started in February 2014 with the annexation of Crimea and is still going on in Donbas, demonstrated critical vulnerability of the Western world to Kremlin’s “hybrid warfare” policy. The West, divided and burdened with internal problems (“migrant crisis”, Brexit) and external challenges (D. Trump “effect”, Syrian war), is experiencing a critical deficit of unity and coordination of actions toward Russia, lack of public awareness as to the nature and goals of Putin’s regime, fears of nuclear confrontation with Russia. Meanwhile, the far-right political movements, Euroscepticism, populism, isolationism – i.e., “LePenisation” of Europe – may gain ground after the elections in France and Germany. (Quite telling in this context have been the recent elections in Bulgaria and Moldova, where pro-Russian socialists won). All of this is happening amid total depreciation of global and regional security structures, and is threatening not only with escalation of conflicts on the continent, but also with destruction of the European community. The Western world has not generated adequate and effective means, mechanisms and policies to counter Russia’s hybrid expansion. On the contrary, there is an increasing threat of disintegration of a single “sanctions front”, which Kremlin will view with impunity and encouragement for further active actions. The conflict in Syria has proven that Kremlin’s imperial policy is not limited to the post-Soviet space, and Ukraine is just a springboard for further expansion. In the past three years, the Russia-Ukraine conflict has become deep-rooted and long-term causing tectonic changes in relations between Kyiv and Moscow. Russia’s aggression has inflicted unprecedented human, territorial, economic losses on Ukraine, and from the entire range of bilateral relations (not to mention the war itself), for a long time to come has left Ukraine only the format of confrontational coexistence with Russia – limited, forced, and cold – depending on the unfolding situation. The Russia-Ukraine hybrid war is not a local, peripheral conflict. Kremlin’s aggression poses a threat not only to Ukraine’s statehood and sovereignty, but also to the unity of the EU and, in general, to the political structure of Europe. Therefore, finding adequate, effective forms of response, developing a common policy of countering Russia’s expansion is critically important.

Despite scattered shows of solidarity, however, the European response has proven slow and fragmented. This volume offers a complete and encompassing analysis of the current state of play in terms of migration flows across the Mediterranean and policy responses by European transit and receiving countries. Attention is specifically devoted to ongoing debates about the management of mixed migration, the peculiar profile and needs of asylum seekers, migrants’ labour market access, and integration policies in Europe.

Abstract:: Donald Trump’s Republican presidential nomination and the Brexit have shocked and somehow caught by surprise the entire world. A growing sense of concern or even alarm is now spreading across Western countries and is putting traditional democratic processes to the test. In particular, when looking at the political landscape in Europe, populism may turn out to be an unprecedented game-changer. Populists parties came to power in Poland and Hungary, they are in coalition governments in Switzerland and Finland, top the polls in France and the Netherlands, and their support is at record highs in Sweden. Not to mention the recent rise of Alternative für Deutschland in Germany and the successful story of Syriza, Podemos and of the FSM in Southern Europe. The Report explores the rise of populism in Europe and the US by analyzing its root causes, the rationale behind its success, its impact on traditional political parties and, more broadly, on Western democracies. It also draws some policy recommendations to tackle this widespread challenge.

Abstract:: This report contains an analysis of over 4,600 unique Islamic State personnel records that were produced by the group primarily between early 2013 and late 2014. The importance of this data for understanding the Islamic State and, in particular, the foreign fighter flow, cannot be overstated. To put it simply, it is the largest cache of primary source documents produced by the Islamic State available in the open-source as of this date. These particular documents were acquired by NBC News from an Islamic State defector and subsequently provided to the CTC (and other entities). This report provides a window into the organization’s global workforce, revealing information about foreign fighters’ countries of origin, citizenship, points of entry into Syria, marital status, skills and previous occupations, education levels, religious knowledge, fighting role preferences in the group, and previous jihadist experience. In addition to analyzing the data at the macro-level, the report also highlights numerous anecdotes of individual fighters. Taken together, the analysis in this report reveals an organization that is attempting to vet new members, manage talent effectively within the organization, and deal with an incredibly diverse pool of recruits.

The purpose of this project is to contribute to the knowledge of the evolution of the jihadist landscape by exploring it through the lens of the worldviews and experiences of actors who have shaped it. While some states and organizations, wittingly or unwittingly, contributed to the growth of the jihadist enterprise, it may be argued that modern jihadism, as it continues to unfold, is also the product of individuals, who made it into the global phenomenon that it is. As we study the biographies of jihadis, we are faced with a world crowded with different and differing worldviews. Beneath the banner of jihad that seemingly unites jihadis worldwide is a world marked not just by cooperation between groups and individuals, but also by competition and divisions. Some of the jihadis who occupy that world are characterized by a commitment to idealistic goals, by acumen, skills, and agility; others are driven by sectarianism, criminal disposition, and opportunism; while others manifest an odd combination of all. That is why the actions emanating from the jihadist landscape are the results of an amalgam of strategy, sophisticated planning and targeting, randomness, and juvenile enthusiasm. It is for these reasons and more that the complexity of the jihadist landscape requires different layers of analyses and a rigorous and patient approach to the subject. In short, the study of jihadism is about both the “forest” and the “trees;” and this series of biographies is a study of the “trees” as they are situated in the broader “forest.”

Abstract:: In early October 2016, the group that calls itself the Islamic State killed two Kurdish soldiers with an explosive device hidden inside a drone. While terrorist groups have long had a fascination with drones and experimented with their use, the incident was a first for a terror group, and it potentially represents the leading edge of a wave of similar incidents that could follow in the months, years and decades ahead. Much has been made of the threat of terror use of drones, but little empirical and historical work has been done to support our understanding of this phenomenon and its evolution. This report seeks to address this gap by providing a review of, and framework to situate, cases in which terrorist entities have either shown a substantive interest in drones or have used them. It evaluates both individual use cases and the activity of groups that have used drones frequently enough to constitute their having a “program.” These cases are then complemented by a review of the creative ways that private citizens have used drones, in order to provide decisionmakers with a firmer baseline of both demonstrated terror capability and what lies within the immediate realm of possibility, given what has already been achieved by others. This report also includes an overview of new technologies that are likely to further complicate the scope of this developing threat.

Abstract:: The spirit of our times has been increasingly determined by refugee crisis and asylum institutions. If one could read the ongoing economic, political, environmental and demographic crises correctly, a refugee crisis would not have been treated as unexpected, unfortunate singular coincidence. A comprehensive, non-proscriptive approach with a collective, multilevel engagement must urgently be generated by the international community to create an all-encompassing legal consciousness. This paper seeks to delve into the question of the current refugee crisis from an historical point of view and recount the progress of the international refugee regime. In doing that it will also discuss the possibility of the launch of a collective action by the international community in the present. Refugee history is not progressive; it has not linearly proceeded towards comprehensive solutions. There are ruptures, retreats, changes of attitude -from positive to negative, from negative to inaction. Despite the growing global governance with the participation of international and non-governmental organizations, states are still the major actors in the refugee regime. The dominant role of the states in managing the refugee crisis creates an ethical dilemma, as is the case in every normative context state is involved. This paper, therefore, will finally assess the ethical dilemma unveiled by the recent EU-Turkey refugee deal.

4727. The Process Behind Turkey’s Proposed Extradition of Fethullah Gülen

Abstract:: It is hard to overstate the gravity of what happened in Turkey during the failed July 15 coup attempt. More than 270 people were killed and thousands wounded in clashes related to the attempted overthrow of the elected government. Tanks and armored vehicles rumbled through the streets of Istanbul and Ankara; soldiers fired into civilian crowds; and rogue F-16 jets and military helicopters bombed and strafed targets in Ankara, including the parliament, the intelligence ministry, and the presidential palace. This litany of atrocities is now familiar to those covering Turkey but should provoke no less soul-searching. There has been a troubling tendency in some Western quarters to respond glibly to Turkey’s trauma, but it is worth considering how the United States government and public would react in the wake of such a crisis. The outpouring of anger and emotion from Turks of all political backgrounds is natural. Without question, those behind the coup attempt must be brought to justice and face trial. As the coup attempt unfolded through the night of July 15, Turkish officials quickly pointed to Fethullah Gülen and his followers—generally referred to collectively as Gülenists or the Hizmet movement—as the driving force behind the overthrow plot. Gülen, an Islamic scholar and U.S. permanent resident, has been living in a compound in rural Pennsylvania since his self-imposed exile from Turkey in 1999, granting few interviews and rarely seeing outside visitors. Gülen’s movement has set up schools in hundreds of countries—including the United States—and established cultural exchange programs, business associations, and media outlets. The exact personal relationship of Gülen to many of these bodies and his degree of direct control over them is not clear. Gülen and Turkish President Recep Tayyip Erdoğan are former political allies, and members of the Gülen movement helped populate the state bureaucracy following the 2002 election victory of the ruling Justice and Development Party, or AKP. For a decade, the AKP and the Gülenists cooperated and, indeed, the movement was an integral part of the burgeoning AKP political, media, academic, and business establishment. The alliance helped both the AKP and the Gülen movement, allowing them to erode the control of traditional military and secular elites in Turkey; there is strong evidence that Gülenists in the police and judiciary collaborated with the AKP government to purge military officers and secular rivals in two massive—and manufactured—cases against supposed coup plotters in 2008 and 2010. But Gülenist prosecutors turned on the AKP in December 2013, opening major corruption cases against senior party leaders and their families. Gülenists are believed to have leaked—or, Erdoğan supporters say, manufactured—tapes implicating Erdoğan and his family in widespread corruption, possibly in a bid to swing upcoming elections. Erdoğan and the AKP decried the corruption cases as a coup attempt and declared open political war with the Gülen movement, seizing businesses and closing media outlets and schools associated with the movement. The Turkish demand for Gülen’s extradition, then, is not new and is part of a long-running political fight. But Turkish officials and the public are absolutely convinced of Gülen’s personal complicity in the coup attempt, and the request for his extradition is a primary element of Turkey’s response to the crisis. Despite the gravity of the wider issues surrounding the coup attempt for Turkish politics and society, this brief is primarily focused on the narrower question of Gülen’s potential extradition, the process by which such extraditions are pursued under the treaty between Turkey and the United States that governs extradition, and the political ramifications for U.S. policy and relations with Turkey.

Abstract:: The recent U.S. presidential election caught much of the world by surprise and raised a number of questions about how the new administration will govern. Was the rhetoric on the campaign trail a harbinger of things to come, was it a divisive campaign strategy to get elected, or a bit of both? Either way, there is reason for concern and dismay. Taking a closer look at the Trump campaign, there are parallels to the right-wing national populist political movements in Europe. The recent transformation of Hungarian politics—in particular, the metamorphosis of Hungarian Prime Minister Viktor Orbán, leader of the ruling Fidesz Party—offers a cautionary tale of what can happen when a right-wing national populist leader gets elected. Unfortunately, Orbán, who has been invited to Washington by President-elect Donald Trump,1 is only one part of a larger right-wing national populist phenomenon that has taken root in Europe. For example, he is an inspiration for Jarosław Kacszyński, head of the Polish Law and Justice Party, or PiS, which now controls Poland’s government.2 The PiS, taking a page out of Orbán’s playbook, has been trying to consolidate its power by doing such things as attacking Poland’s Constitutional Tribunal, its highest court.3 The idea behind this and related moves in Hungary and Poland is to ensure that once the party is in power, it will remain there by rigging the system to make sure its leaders can get specific programs enacted and create a more favorable electoral climate.

4729. Advancing Climate-Compatible Infrastructure Through the G-20

Abstract:: To date, 17 G-20 countries—which account for 67 percent of global greenhouse gas pollution—have officially joined the Paris Agreement, bringing the pact into effect sooner than anyone expected.1 If they follow through with their commitments to reduce emissions, it will represent unprecedented progress in the global effort to curb climate change. U.S. President-elect Donald Trump, meanwhile, has suggested a number of actions, including dismantling the Clean Power Plan and pledging to “cancel” the Paris Agreement, that would drive the United States—and potentially other countries—in the opposite direction.2 In light of this, the G-20 summit in July 2017 provides an important opportunity for committed major powers to resist backsliding by any and all G-20 countries—and even to make some progress in meeting the climate challenge. To its credit, the German government, which officially assumed the G-20 presidency in December 2016, has taken steps that position the summit well for just such an effort. When German Chancellor Angela Merkel announced her three “pillar” objectives for the summit, she explicitly identified climate change as a priority. These pillars include fostering global economic stability; making the global economy viable for the future, including through the Paris Agreement and the 2030 Agenda for Sustainable Development; and establishing the G-20 as a “community of responsibility,” including by promoting a compact with Africa that would address infrastructure investment, among other topics.3

Abstract:: On October 16, 2016, the U.S. Director of National Intelligence James Clapper and Secretary of Homeland Security Jeh Johnson issued an extraordinary statement, indicating that the “U.S. Intelligence Community is confident that the Russian Government directed the recent compromises of e-mails from U.S. persons and institutions, including from U.S. political organizations.”1 The release of this hacked information was all directed at the Democratic presidential campaign and its affiliates, with no hacked information leaked regarding the campaign of the Republican presidential nominee, and now president-elect, Donald Trump. These senior U.S. intelligence officials pointed out that Russia, under President Vladimir Putin, had used similar tactics across Europe and Eurasia to bolster right-wing nationalist parties and that “[t]hese thefts and disclosures are intended to interfere with the U.S. election process.” Director Michael Rogers, head of the National Security Agency, noted, “There shouldn’t be any doubt in anybody’s minds, this was not something that was done casually, this was not something that was done by chance, this was not a target that was selected purely arbitrarily. This was a conscious effort by a nation-state to attempt to achieve a specific effect.”2

Abstract:: The detritus of the U.S.-Soviet Union relationship remains a part of the U.S.-Russian relationship. During the Cold War, U.S. policy went from containment to détente to confrontation. Today, the vicissitudes of Russian President Vladimir Putin’s engagement with the United States range from the productive—the Iran nuclear deal is one example—to confrontation—Ukraine is a good example—to doing a bit of both—Syria is an example of this. Putin wants Russia to not only have a seat at the table where decisions are made about global international issues but also wants the seat once held by the former Soviet Union.1 In other words, Putin wants a return to the great power politics of the Cold War and a free hand in the territory that was part of the Soviet Union. In this regard, Putin needs the United States as an adversary, though not necessarily as an enemy.2 This sort of dynamic allows him to maintain political support at home—he is protecting Russia from an outside threat—which allows him to avoid fixing an economy that is faltering3 and addressing the corruption that is a significant part of the political scene.4

Abstract:: The result of the UK’s June 2016 referendum on continued membership of the EU was unexpected and its consequences may be wide-ranging and grave. This report considers the impact of the UK’s exit from the European Union (‘Brexit’) on the security of Estonia, the Baltic Sea region and Europe more widely. Its focus is hard security – military security and defence. The UK is a defence and security actor of considerable prominence, able to contribute significant military capability to the organisations and operations in which it participates. It is, however, sceptical about the place of the EU in defence matters and has achieved a certain level of infamy for its perseverance in obstructing the further development of an EU defence dimension. One immediate consequence of the Brexit referendum result was a burst of ideas for further EU defence integration, which has led to an agreement on the first steps for implementing the EU Global Strategy in the area of security and defence. Not all member states, however, are enthusiastic for these ideas. Interviews conducted for this report with officials and researchers in the Baltic Sea states of Denmark, Germany, Estonia, Finland, Latvia, Lithuania, Poland, Sweden, and also in the UK found that interviewees believed that their countries shared with the UK approaches to security that would be harder to pursue after Brexit without the active support of the UK itself, and were largely sceptical about the need for further defence integration in the EU. In general, though, interviewees felt that the character of the European security environment post-Brexit is very difficult to forecast and the many factors that will contribute to shaping it are highly uncertain, complex, and intertwined. In these circumstances, scenario planning methodologies offer perhaps the best means of thinking about the future and informing policy decisions. The report thus identifies a range of possible post-Brexit scenarios as a vehicle for testing policies and identifying those likely to result in maximum benefit and minimum cost.

Abstract:: This paper analyzes the Euro crisis in light of the experience of center-periphery relations over the last 40 years of renewed financial globalization. The crisis shows the characteristic pattern evident in so many other crises in the developing world: i.e. “boom” and “bust” phases of cross-border financial flows of massive magnitude, dominated by “push” factors from the center. Financial institutions at the center play a crucial role. The “boom” phase leads to serious imbalances in the peripheral economies - losses of competitiveness among them -ending in a “sudden-stop” that poses acute problems for the overexposed creditors, which then turn to their own governments for bailouts.

Abstract:: Recent technological advances have brought with them a swath of benefits for displaced persons fleeing their country of origin. Relatively cheap mobile devices have made it easy for refugees today to keep in touch with each other and with their families over large distances using instant messaging or video-calling services. These capabilities provide refugees with a larger social network, and may prove especially important to those not as well-integrated into their host communities, such as Somali refugees in Jordan. Improved formal wire transfer systems and informal banking systems have also eased the sending of monetary remittances, a crucial aspect of social ties between refugees and their families in the homeland, who use the money for immediate subsistence needs as well as social functions. Transnational social media networks such as Facebook and Twitter have, in some cases, also benefited refugees, often in raising awareness of the refugee crisis.

Abstract:: The place of women in the French academic world is often analyzed through the aspects of their place in research or the evolution of women's careers in universities and centers for research. In this article, we propose to consider aspects which have been overlooked by researchers, in particular their place in governing bodies of French universities: Administrative Council, the Council for Research (Conseil Scientifique), the Council of Studies and University Life (Conseil de la formation et de la vie universitaire) and the National University Councils (Conseil national des Universités). These councils have an important role in academic careers. For example, they deliberate about promotions, they decide on sabbatical leave for research, they establish schedules for courses, and they elect researchers to various posts or positions of responsibilities. What our research shows is a very contrasted result: - the place of academic women remains deeply unbalanced in these councils at the places of governance in spite of the parity principles that were introduced by the law in 2013; - women want to be invested in the places of the decision-makers when they have the opportunity to do that. They do not shy from them as it has been suggested in previous research; - but when large numbers of them have the opportunity to secure these places, as in the National University Councils, they are relegated to administrative tasks rather than decisional and political ones.

Abstract:: This paper aims to examine the representation and role of Portuguese women in French public space. If the media discourses today are still being dominated by the national and masculine figures, it is nonetheless true that the immigration context is often a space of gender roles reorganization. Between a dual legal discrimination in media sphere (being an immigrant and being a woman) and a process of individual emancipation in the spheres of work and family, migrant women outline a process of identity reconfiguration. Our case study focuses on the diachronic analysis of the image of Portuguese women in France (since 1960) from a corpus consisting of thirty samples from emissions of the main TV channels as well as formulated in the framework of the so-called ethnic humour speeches. Abstract:: This paper is suggesting a periodization of Czech emancipist women’s movement within historical, political and other contexts, from the perspective of feminist analysis. The first phase (roughly up to 1860s – 1870s) represents the beginings of of the movement. This period of the emancipist movement was much influenced by liberal thoughts, namely those of John Stuart Mill. The main emphasis was put on female education. During the seconf phase (up to the end of the First World War and establishing of independent Czechoslovakia), new political aims were articulated, especially the struggle for the female suffrage. In 1905, a “Committee for women’s suffrage” was founded. This phase can be characterized as a shift from more vague emancipism to feminism as a political program. The period between the First and Second World Wars is often called as a „Golden age of feminism in the Czech country“. By the constitution of the new state, education became equal for all the citizens, women got the right to vote and be elected. Czech feminist movement became a part of the world’s movement of the times. This development was cut by the war. The communist dictatorship (1948-1989) supressed any activities from below, feminist activities included. Women as obligatory “builders of socialism” remained loaded with the duties in the private sphere (family) and thus faced a double burden work. Their “emancipation” was rather doubtful. After 1989, a beginning of a transfer to democracy opened the scene for independent activities, the feminist ones included (NGOs). Some laws supporting equal opportunities were passed but some are waiting for acceptance. In the academy, gender studies emerged for the first time – a separate Master´s department was established at Charles University, Prague. Feminism has been developing as a plural system of thoughts, with the specifics of the Czech historical experiences.

Abstract:: This article tries to contribute to one of the most relevant debates within the framework of current Gender Studies and feminist activism: the debate dealing with feminism and religions. The aim is to provide these reflexions with some theoretical elements that help us to better understand some of the complex issues of this field, such as the meaning of considering secular feminism as the only acceptable feminist model, and the possibilities of building one feminist movement that takes into account all the diversity of women's needs, wishes and oppressions. The author goes in depth these questions through the analysis of the "Islamic feminism", which takes an element as the religion (historically discarded by the European hegemonic feminism) as its starting point. Firstly, the article puts it in context by analysing "new feminist currents from the margins" that, in the eighties, started to question the ethnocentric and classist visions of an hegemonic feminism that concentrated their struggles on the concerns and interests of western, white, secular and middle class women, leaving aside the specific claims of other women's profiles. Afterwards, the article goes deep into the characteristics shared by the different Islamic feminist movements, its areas of work as well as its main purposes. Finally, it highlights some of the most important Muslim feminist thinkers and activists emerged in recent decades in the United States, Europe, Latin America, Africa and Asia.

Abstract:: Environmental issues have been on the international agenda for so long. However, International Relations (IR) theory acknowledged the environmental problem belatedly. When dealing with it, IR theory generally saw this problem as an annex to its central concerns. So, the environment as a research subject is considered either an issue of conflict or of cooperation from the perspectives of realism and liberal institutionalism respectively. By questioning this sort of consideration as a starting point, this article discusses the international environmental problem within the context of complexity and multiplicity of structural contradictions and overlapping and opposing interests of actors. The first section reveals the impasses of mainstream IR theory. The second section explores different aspects of the internationalization of the environment through a critical reassessment of state-centric understandings and problem-solving strategies. The interactions between national and international domains are also argued by employing normative environmental regulations. The last section examines the effects of corporations, states, international institutions and NGOs as main actors on the internationalization of the environment. This examination needs to take into consideration actor-structure relations. In other words, instead of separating politics from economics, and actors from capitalist structures at the domestic and international levels as does mainstream IR theory,

Abstract:: The question of difference and multiplicity in IR has been conventionally defined by the particularistic ontology of the sovereign-state based on a certain understanding of the relationship between humanity and socio-political community. In the last three decades by bringing gender, race, class, post-sovereign socio-political communities, cultural-civilizational identities etc. into IR, critical international relations theories have sought to rethink the international as being conscious of its historico-cultural settings and recognizing multiple ethico-political worlds and international imaginations in contemporary human societies. The recent debate on post-Western IR theory emerging within this conceptual-historical context seeks to problematize Eurocentrism in IR and to find ways to include non / post-western historico-cultural worlds, socio-political forms and international imaginations. Postcolonial account of this scholarly debate focuses on the colonial relations of international politics originated in the world historicity of European modernity / capitalism defending the co-constitution of self and other and accordingly develops the postcolonial subjectivity. This article critically engages with this debate on post-Western IR theory and specifically postcolonial standpoint by asking whether, how or to what extent we could conceptualize differences of non / post-Western subjectivities. Abstract:: This article aims to present some notes and findings about the fieldwork that I conducted in Istanbul with Syrian musicians in 2015. The main questions of the research were the identity of the Syrian musicians and the status of Syrian music and musicians in Istanbul. In this article I will first present some details about the musical institutions in Syria and the problems related to “being a musician” and studying music in the era of Al-Baath party ruling. I will add some notes about the Kurdish musicians in Syria. The second section is about Syrian musicians in Istanbul. I will discuss how far they can communicate among each other and with musicians from Turkey, and what are the messages that they try to spread through their music. For this aim, I analyze some musical activities that took place in Istanbul, such as the concerts of the Syrian community, as well as the relationship with the Turkish music of the Syrian alternative media in Turkey. Then, I discuss whether Turkey is seen as a temporary or permanent station by Syrian musicians. Lastly, I will analyze two musical activities and their repertoire that took place in two different stages to show the diversity of Syrian community in Istanbul. Abstract:: Turkey undertakes an important role in responding to the Syrian humanitarian crisis by hosting the largest number of refugee population around the world through opening its borders to Syrian refugees subsequent to the conflict in Syria after 2011. Turkey has been managing the refugee phenomenon at the beginning with a discourse of 'guest'. The temporary protection regime for Syrian refugees in Turkey ratified in October 2014 on the one hand, and the discourse of 'guest' on the other, constitute significant basis to the sociological aspect of the matter at hand. By nature, the terms 'host' and 'guest' imply an element of temporariness. Against this backdrop, there is a pressing need to focus on the fact that over 2.5 million refugees settled in the urban areas will not be returning shortly to their country of origin even if the war is over now. This study, based on gendered perspective, aims to explore the factors determining the perception of the insider for the outsider and vice versa within the scope of Simmel's 'stranger' typology. Following Simmel's definition of the stranger, in this article I consider Syrian refugees as people who comes today and stays tomorrow. The methodology of this study is based on in-depth interviews with refugee women from Syria and native women in Turkey as well as focus group meetings in Hatay and Gaziantep provinces, conducted in the framework of my PhD thesis.

Abstract:: Host societies typically draw boundaries towards immigrants on the basis of specific axes of diversity that are important to their self-understanding. This article analyzes Turkey's self-definition and resulting treatment of immigrants in the context of the current refugee influx by evaluating choices and justifications of political decision-makers. It argues that the highlighting of religious brotherhood towards Syrian refugees and the use of religious arguments to justify hospitality point to a recurrence of religion as key variable of identification in Turkish society and provides evidence for a neo-Ottoman turn. Also, it suggests that Syrian refugees in Turkey are mainly treated as temporary guests who are tolerated, rather than seen as permanent members of society. therebye, Turkey highlights a boundary towards outsiders and protects a homogenous core, thus employing aspects of an assimilationist mode of immigrant incorporation. 4745. The Train Journey: Transit, Captivity, and Witnessing in the Holocaust

Abstract:: Deportations by train were critical in the Nazis’ genocidal vision of the “Final Solution of the Jewish Question.” Historians have estimated that between 1941 and 1944 up to three million Jews were transported to their deaths in concentration and extermination camps. In his writings on the “Final Solution,” Raul Hilberg pondered the role of trains: “How can railways be regarded as anything more than physical equipment that was used, when the time came, to transport the Jews from various cities to shooting grounds and gas chambers in Eastern Europe?” This book explores the question by analyzing the victims’ experiences at each stage of forced relocation: the round-ups and departures from the ghettos, the captivity in trains, and finally, the arrival at the camps. Utilizing a variety of published memoirs and unpublished testimonies, the book argues that victims experienced the train journeys as mobile chambers, comparable in importance to the more studied, fixed locations of persecution, such as ghettos and camps.

4747. Europe`s migration crisis: threats to Schengen

Abstract:: 2015 has been the year of refugees. Acording to ACNUR, around 1.006.768 migrants have arrived to the European Union running from war and poverty crossing the Mediterranean Sea. More than 850.000 asylum seekers arrived in Greece crossing the Egean Sea, standing for the 84,5% of the people who arrived in Europe in irregular conditions, while the number using the Italian route went slightly down from 170.000 in 2014 to 152.700 in 2015. Member states and EU institutions have a duty to respond to this situation under international law and agreed on an European Agenda on Migration that stated the “immediate imperative is a duty to protect those in need” adopting a substantial package of new measures: Setting out a common approach to managing Europe's external borders, migration flows and the implementation, strengthening and development of a common Asylum and immigration policy withing the Schengen Area. Under this agreement, an Asylum, Migration and Integration Fund (AMIF) has been set up for the period 2014-20, with a total of EUR 3.1 billion for the seven years. As part of this strategy, the European Commission, in its attempts to push forward an EU agenda, has proposed to establish a European Border and Coast Guard to ensure a strong and shared management of the external borders. In this line, Frontex recently accepted a Greek request to deploy Rapid Border Intervention Teams (RABIT) increasing the number of officers and technical equipment, such as boats and patrol cars, allowing to identify and register more migrants as soon after they arrive. In addition to 448 officers offered by Member States under thise mechanism, Frontex deploys 16 vessels and more than 260 officers assisting in new arrivals, as well as border surveillance officers, and document experts. However, and due to the lack of political commitment, after this serie of so-far unsuccessful attempts to address the stream of migrants and refugees the EU has opted to push the problem out of its borders following in Greece the model implemented in the West African migration route. According to EU data, the fact is incontestable: through subsidizing third countries to block the route to keeping migrants out of EU borders; express readmission agreements, reinforcing border control, guards and fences whilst dismantling camps at third countries soil; irregular immigration to Spain by sea decreased to very low levels. However, as in tthe Spanish case, this is not only illegal under international law. Human Right Watchdog organizations report gross and systematic violations of human rights since those measures may represent "an unjustified militarization of the border" and "an outsourcing of the control of external borders of the EU to a country that does not respect human rights". Following this strategy, in March 2016, the EU sealed an agreement with Turkey, temporary home to more than 2 million Syrians, to stop commuting to Greece. In return, Turkey will double the 3,000 million euros of aid approved by the European Union in exchange for their commitment to 6,000 million € to “improve border control and to cooperate in the fight against traffickers. Besides allowing the express devolution of irregular migrants and refugees to Turkey, the deal will cap the number of Syrian refugees resettled from Turkey at 72.000. Far from the 850.000 that arrived last year and even far from the 160.000 agreed last year. Undoubtedly, the agreement represents the last attempt to save Schengen after the continous EU failure to set up a common response to the crisis. The EU Parliament -which action is very limited due to the lack of compentencesis officially discussing the agreement in addition to the future of the Schengen zone; the rights of refugees under international law; and racism and violence suffered by these incomers. Many MEPs have expressed grave reservations about the deal, questioning whether the agreement with Turkey violated international conventions.

4748. A new step towards a common European defense

Abstract:: EU security has reached a critical point unparalleled since the end of the cold war. The threat of Jihadism, instability in Eastern Europe, failing states and human trafficking are problems it must deal with at a moment at which the United States is seeking to play a lesser role in European defence. Although as many as 34 civilian and military operations have been conducted during the 16 years in which the CSDP has been active, this instrument is far from being sufficient to meet the EU's security requirements. Of the various areas in which the CSDP must now be strengthened – which range from strategy definition and the development of common capacities to financing and force structure – the most important is Command and Control, a point that has been resolved at the political-strategic level but remains pending at the military-strategic level due to the lack of a permanent European operational headquarters (OHQ) that obliges the Union to negotiate specific agreements in every instance that one is required. None of the three current options for establishing an OHQ satisfies the availability, rapid response and capacity requirements for conducting CSDP operations. The use of NATO assets contemplated in the Berlin Plus agreement has for all intents and purposes been blocked by the diplomatic deadlock between Cyprus and Turkey, the response provided by national OHQs (which are not exclusively devoted to EU defence) is slow, and the capacity of the EU Centre of Operations is severely limited. This problem can only be resolved by creating a permanent, joint, combined, modular and sustainable European Operational Headquarters (EOHQ) with the planning, command, control and coordination capacities needed to guarantee that a 6 military commander can carry out his responsibilities in close coordination with the commander of civilian operations and the Civilian Planning and Conduct Capability. An EOHQ would give the CSDP the visibility and rapid response capability it must have to work effectively in an increasingly unstable environment in which heightened security measures are essential and the launch of new operations is inevitable. Its establishment would have a multiplier effect in that it would lead to other initiatives that would pave the way for the expansion of the CSDP – a crucial step towards the common European defence envisioned in EU Treaties that should be a key EU objective. Promoting the creation of this structure and participating in its realisation should be one of the priorities of those Member States, including Spain, that are in favour of strengthening the CSDP as part of a process of political convergence, and consider such a measure to be the most appropriate, urgent and effective action to afford European citizens a higher level of security and a collective contribution towards the achievement of the paramount goal of peace.

The wounds of transition from the analogue model are being gradually left behind and a new model of culture has taken root in our societies. Evidentently, this new model has generated disruptions and transformations, which, in the case of music, were initially dramatic. 4751. Turkey's Nonnuclear Decisions on Nuclear Issues

Abstract:: Beyond its history of military coups and incomplete civilian oversight of its armed forces, Turkey has struggled with defining an independent international security policy. Its perception of U.S./NATO security guarantees has historically shaped its decision to either prioritize collective defense or seek solutions in indigenous or regional security arrangements. As part its domestic political transformation during the past decade, Turkey has decreased its reliance on NATO, leading to questions among observers about Turkey’s future strategic orientation away from the West. This brief argues that Turkey’s strategic objectives have indeed evolved in the recent past and that this is apparent in the mismatch between the country’s general security policy objectives and the outcomes of its policies on nuclear issues. At present, nuclear weapons do not serve a compelling function in Turkish policymakers’ thinking, beyond the country’s commitment to the status quo in NATO nuclear policy. Since nuclear deterrence is secondary to conventional deterrence, Turkey’s policies on nuclear issues are predominantly shaped by non-nuclear considerations. These decisions, in the absence of careful consideration of nuclear weapons, increase nuclear risks. This brief explores how Turkey could formulate more effective and lower risk nuclear policies than it currently does by employing cooperative security measures and how such a reorientation could strengthen to its overall security policy in the process.

Abstract:: Promoting Research and Development (R&D) activities is the main goal of the EU 2020 Strategy in order to achieve an R&D spending at least 3% of GDP. The Innovation Union is one of the seven flagship initiatives of the EU 2020 Strategy, which has the aims: to improve access to finance for R&D; to get innovative ideas to market; to ensure growth and jobs (European Commission, 2014b). The aim of the present paper is to identify and explain the main mechanisms related to four commitments of Innovation Union: i) Commitment 10 (Put in place EU level financial instruments to attract private finance); ii) Commitment 11 (Ensure cross-border operation of venture capital funds); iii) Commitment 12 (Strengthen cross-border matching of innovative firms with Investors); iv) Commitment 13 (Review State Aid Framework for Research, Development and Innovation). To this purpose, a review of both theoretical and empirical literatures about ’Innovation, Access to Finance and SMEs’ based on more than 80 scientific and other articles and analyses is presented. The paper provides an analysis of the main alternative financial instruments to bank loans, namely Risk-Sharing Facility Financing, Venture Capital, Business Angels and public subsidies. We found some evidence in the literature that Venture Capital could have a limited impact in enhancing innovation in the long- term and that some public support schemes could be more effective than other, depending on the firm’s maturity state.

Abstract:: In the period between September 2015 and March 2016 Croatia was faced with a refugee crisis during which over 700 000 people passed through its territory on their way to Western Europe. Croatia was just one of the transit countries on the so called Balkan route. This study, authored by Senada Šelo Šabić and Sonja Borić, presents an analysis of the situation in the four countries along the route: Macedonia, Serbia, Croatia and Slovenia, taking into account the wider European context. The analysis of each country includes an overview of procedural solutions, relevant legislative framework, political discourse, media reports and the role of the civil society in the crisis.

Abstract:: The team of IRMO researchers has published a study about the nonstandard work in Croatia in the period since outbreak of the economic crisis, based on the desk research and the interviews. The study is focused on the activities of the trade unions and employers related to increase of the nonstandard work in the sectors of construction, metal industry, retail trade, public healthcare and agency work. The research was published within the project ‛PRECARIR – The rise of the dual labour market: fighting precarious employment in the new member states through industrial relations’ which IRMO implements as a partner from Croatia while it is coordinated by the Dublin City University (DCU). Together with nine other national studies it was published as a CELSI Research Report at the webpage of the CELSI institute from Bratislava. The study was reviewed by three scientific reviewers, and it will be presented at an international conference concerning the nonstandard work in Ljubljana on the 31st May 2016 and at the final conference of the PRECARIR project in Dublin 20th June 2016.

Abstract:: On 29 September 2015, representatives of twelve Central and Eastern European countries held the �irst exploratory meeting of the Adriatic-Baltic-Black Sea (ABB) Initiative, aimed at strengthening the political and economic cooperation of EU member states located between the three seas. The meeting was held in New York, on the sidelines of the 70th Session of the United Nations General Assembly, under the initiative of Croatian president Kolinda Grabar-Kitarović. The other heads of state attending the meeting were Polish president Andrzej Duda, Romanian president Klaus Iohannis and Bulgarian president Rosen Plevneliev. Hungary, Slovakia, Lithuania, Latvia and Estonia dispatched ministers of foreign affairs, whereas Austria, Slovenia and the Czech Republic were represented on a lower level. The meeting was also attended by representatives of the Atlantic Council think tank. Bolstering cooperation between Central European states on the north-south axis has been the declared foreign policy goal of Croatian president Grabar-Kitarović ever since she assumed of�ice in February 2015 . Since then, she has found a staunch ally in Polish president Duda, who took of�ice in August of that same year and stressed that he was striving for the creation of a partner bloc between the Baltic, Black and Adriatic seas. This development is noteworthy for two reasons: �irstly, it represents a widening of the foreign policies of their predecessors – Ivo Josipović of Croatia and Bronislaw Komorowski of Poland. In his �ive-year term, Josipović focused mainly on reinvigorating the ties among former Yugoslav republics, whereas Komorowski concentrated on aligning Warsaw’s interests with those of the European Union’s leading capitals, Berlin and London.

Abstract:: A few months ago, the newspapers in Southeast Europe reported extensively on an arms race in the region, sparked by Croatian attempts to acquire the US artillery system M270 MLRS and Serbia’s reaction to that event. Of�icials in Belgrade found the aforementioned move assertive and, by way of response, announced the procurement of Russian-made S-300 within the wider programme of rearming with Russian military equipment. Those who wanted to dig more deeply into trying to �ind evidence for a developing arms race cited the fact that Serbia, on the occasion of the visit of Russian President Putin, had organised a military parade to commemorate the liberation of Belgrade from Nazi occupation. That was followed by Croatia’s military parade on the occasion of the 20th anniversary of the military-police operation ‘Storm’. The display of military strength, they concluded, was another sign of growing military rivalry between the two states which had the capacity to dramatically destabilise the fragile peace in the region. Those with more detailed knowledge of the region remind us that neither Croatia nor Serbia - especially the latter - had the political, economic or human capacity to engage in a military con�lict, especially given the existing international presence and strategic set-up in the region. Numerous experts rightfully pointed to the prevailing low level of cross-border political dialogue and the fact that political elites in the region had frequently used populist rhetoric to fuel the support of their electorate, focusing less on the real substance of the dispute with the neighbour. Lastly, but certainly not of least importance, was the fact that, both countries, together with Bosnia and Herzegovina and Montenegro, had taken on international obligations to safeguard a stable military balance, thus preventing any potential escalations and destabilisation in the region. The so-called 1996 Florence Agreement on Sub-Regional Arms Control, derived from Article IV of the Dayton Peace Agreement, set the basic framework for negotiations on the limitation of arms. The Amendments to that agreement, signed at the 21st OSCE Ministerial Council in Basel (December 2014), imposed full responsibility on signatory states for regional stability and arms control.

Abstract:: With the Presidential Elections coming closer, the global attention is shifting more and more to the United States. During the terms of George W. Bush, especially during his second tenure, the image of the US as an untouchable superpower was somewhat mitigated. In 2001 the US witnessed the largest attack on its territory since Pearl Harbor and military interventions in Afghanistan and Iraq took a heavy toll in human lives and material and �inancial expanses. Upon this, the campaign in Iraq had no legal foundation, and that caused a rift with the European allies, especially with two big continental powers Germany and France, and the consequences are still largely felt to date. The legitimacy and the credibility of the US as the global strong leader was further watered down with the �inancial crunch originating on Wall Street, spilling over to the rest of the world, especially the European Union (EU). At the moment when American image and credibility hit the ground, the White House saw a new president Barack Obama, the �irst African American to sit in the Oval Of�ice. In the internal policy, Obama’s two terms saw the American economy gaining an undisputed strength. Unemployment rate and de�icit were cut in half, exports and the dollar were on the hike, just like the GDP growth and the real estate market. Obama’s foreign policy showed to be much more diplomatic and arguably more ef�icient than that of the Bush administration.

4760. Brexit and its discontents

Abstract:: In the weeks following June 23rd, the day of the historic Brexit vote, it seemed as if the United Kingdom was on the brink of dissolution. Exasperated by the prospect of Scotland being dragged out of the European Union against the clearly expressed will of its population (62 percent voted “remain”), Scottish First Minister and leader of the Scottish National Party Nicola Sturgeon announced the preparation of a second independence referendum, which – if successful – would sever Scotland’s ties with the UK, and keep it in the EU. Emboldened by SNP’s move, Sinn Fein’s deputy First Minister of Northern Ireland Martin McGuinness called for a border poll on the uni�ication of Ireland. His line of reasoning was the same as Sturgeon’s: the majority of voters in Northern Ireland voted “remain” (56 percent) and would not be forced out of the EU by English and Welsh “leave” voters. Less than two years after the original Scottish independence referendum Downing Street was faced with a new wave of secessionism and separatism. It was generally accepted that the surprising result of the plebiscite on UK’s EU membership might persuade a portion of the “no” voters from the September 2014 Scottish independence referendum to change their minds and tip the scales in favour of secession. Namely, a considerable number of Scottish “no” voters in 2014 opted for the continuation of the union with England precisely out of fear that an independent Scotland would have to exit the EU and renegotiate its admission into the club. SNP’s rationale after June 23rd was that these people would now naturally join the pro-independence camp and help it pass the 50 percent hurdle. However, polling conducted by YouGov during the summer showed that 50 percent of Scots opposed a new referendum on independence, while only 37 percent supported it. If a new referendum was to be held nevertheless, 54 percent would vote against independence and 46 percent in favour – a shift of only one percent point compared to the original referendum which ended with the result 55 percent to 45 percent.

4761. General Election in Montenegro: A step closer to Euro-Atlantic integration?

Abstract:: Montenegro has yet again drawn the attention of the European public during the general election on 16 October. On election day many irregularities were recorded and several incidents occurred, including an alleged coup attempt, as the big question loomed over the country: Is Montenegro still going to be ruled by the same man, the incumbent Prime Minister Milo Đukanović who has been in power for over a quarter of a century, as president and Prime Minister during four terms, with just two short periods of ‘retirement’ when he actually pulled strings behind people loyal to him? Montenegrin opposition was quite adamant in their demand that Đukanović has to leave the political scene of Montenegro after twenty-�ive years of almost undisputed rule. The four major opposition parties in Montenegro, the Democratic Front (DF – Demokratski Front), the Key Coalition (Ključ), the Democratic Montenegro (DCG – Demokratska Crna Gora) and the Social Democratic Party of Montenegro (SDP – Socijaldemokratska Partija Crne Gore), have all decided that they would not make coalition agreements with the Democratic Party of Socialists of Montenegro (DPS – Demokratska Partija Socijalista Crne Gore) presided over by Milo Đukanović and help him by any means to form a government. The DPS managed to win 41% of the votes on 16 October and consequently 36 seats in the 81 seat Parliament, and they needed �ive more mandates to form the government. At its �irst session after the election Montenegro’s Parliament was inaugurated on 7 November, just days after Milo Đukanović unexpectedly stepped down as the DPS’s candidate for the new Prime Minister, leaving the place to Duško Marković, the party’s Vice President and Deputy Prime Minister of Montenegro. Montenegro is expected to join NATO next year as the rati�ication process should end by spring 2017, and the country has so far opened 24 chapters in negotiations to access the European Union, but it is still not clear whether this process would be tempered by the current unstable political situation.

Abstract:: The European Court of Human Rights’ (the Court, ECtHR) granting opportunity to Contracting States to strike a balance between the public good and the interests of the individuals is designated as “margin of appreciation doctrine”. Unfortunately, the Court is facing harsh crtitism applying the doctrine to especially cases concerning the violation of Article 9- freedom of thought, conscience and religion and Article 10- freedom of expression, since it seems to lack standards in application. In this study, the European Court of Human Rights’ controversial application of margin of appreciation doctrine to freedom of religion and freedom of expression will be addressed. The discussion will seek to analyse the reasons behind the Court’s significant discretion affording to Contracting States when Article 9 and Article 10 cases are in question.

Abstract:: In the years between 1995 and 2008 South Africa was engaged in trade negotiations with the European Union (EU), which were seen as platform for addressing the trade imbalances in favour of the EU. In 2002, a Free Trade Agreement (FTA) was signed between South Africa and the EU. Despite its membership to the Southern Africa Development Community (SADC), South Africa engaged on the negotiations on its own which led to trade and political tensions with other countries within the community. By going alone South Africa was clearly indicating an appetite to vigorously pursue its interests at the expense of regional partners. It is argued that the exclusion, at an early stage of the negotiations, of other regional countries within SADC was counterproductive and had the potential to harm the regional trade relations. In addition, the change of approach at later stage that brought in the regional approach to the negotiations improved the regional trade relations within SADC.

Abstract:: Results of a nationwide sociological survey conducted by the Razumkov Centre KYIV-2016 This publication presents the results of a nationwide sociological survey conducted by the Razumkov Centre’s Sociological Service in the framework of Ukraine’s security governance challenges monitoring project, implemented by the Geneva Centre for Security Sector Governance (DCAF), jointly with Razumkov Centre, with support from the Kingdom of the Netherlands. The survey and the publication were made possible through financial support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The assessments and conclusions made by the authors do not necessarily coincide with official position of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The survey was conducted by the Razumkov Centre’s Sociological Service on 27-31 May 2016, in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Luhansk regions. 2,019 respondents aged above 18 years were polled. The sampling error does not exceed 2.3%.

4771. Primary or Secondary? Regionalism’s Multiple Roles in Brazil’s International Emergence

Abstract:: Of all the countries identified as rising powers on the world stage, Brazil appears to have drawn considerable economic and political strength from its engagement with various forms of regionalism during the expansionist years when Lula was president. Whether by helping create a local, intra-regional entity (Mercosul) or, later, proposing a continental one (UNASUL), Brasilia appeared to have the capacity to further its own economic and political interests by generating cooperative interactions with its smaller neighbors. Subsequently it took a leading role in inter-regional negotiations between Mercosul and the European Union in the global North and between Mercosul and ASEAN in the global South. More recently still, it spread its wings by associating trans-regionally with powers that are similarly dominant within their own regions – IBSA (India, Brazil, and South Africa) and BRICS (Russia, India, China, and South Africa) which shared with it a desire to play greater roles in the major institutions of global governance. While these new associations have their inner raisons d’être, belonging to them also bolsters Brazil’s weight in such traditional multilateral organizations as the United Nations and the WTO which were previously dominated by the US-Europe-Japan triad. This working paper assesses the relative importance of these different regionalisms in Brazil’s emergence on the global stage by counterposing them with such standard explanations of a state’s global significance as its military might, economic strength, and its soft-power influence overseas. We identify how various regionalisms interact with traditional bilateral and multilateral relations in helping or hindering Brazil in its global ascent. We conclude to our surprise that regionalism has only played a minimally positive role economically. Even politically, it has on occasion become more hindrance than help in boosting Brazil into its current orbit – as its announced intention to negotiate separately with the EU suggests.

4772. Piling on: The Rise of Sanctions Cooperation between Regional Organizations, the United States, and the EU

Abstract:: When a country is sanctioned for violating international rules today, it is usually targeted by several different entities. The degree to which sanctions by different senders overlap remains a largely unexplored phenomenon. In this paper, we examine the extent of sanctions cooperation, i.e. joint action among major sanctions senders (the US, the EU, and regional organizations) against identical targets. We then map regional patterns and evaluate one potential explanation for them. Our analysis leads to three major findings. First, sanctions overlap is predominant and has consistently increased over the last three decades. Twothirds of sanctions involve more than a single sender. Targets today are usually subject to punishment by at least three different sanctions senders (up from one in 1980) and sometimes up to six different senders. Second, world regions vary widely in the extent of sanctions cooperation, the profile of sanctions senders, and their interactions. Third, to explain variation in sanctions cooperation, we find that hegemonic stability theory does not provide much leverage. We conclude by outlining avenues for future research on sanctions cooperation relating to sanctions onset and effectiveness.

Abstract:: The study of European integration has traditionally focused on organizational growth: the deepening and widening of the European Union (EU). By contrast, this article analyzes organizational differentiation, a process in which states refuse, or are being refused, full integration but find value in establishing in-between grades of membership. It describes how the EU’s system of graded membership has developed, and it explains the positioning of states in this system. The core countries of the EU set a standard of good governance. The closer European countries are to this standard, the closer their membership grade is to the core. Some countries fall short of this standard and are refused further integration by the core: their membership grade increases with better governance. Other countries refuse further integration because they outperform the standards of the core countries: their membership grade decreases as governance improves. These conjectures are corroborated in a panel analysis of European countries.

Abstract:: The Liechtenstein Institute on Self-Determination at Princeton University (LISD) convened a special Liechtenstein Colloquium,“Emerging European Security Challenges,” in Triesenberg, Principality of Liechtenstein, from November 12-15, 2015. The colloquium brought together senior diplomats, academics, policy-makers, experts and representatives of European civil society and NGOs. The colloquium was off-the-record and was financially supported by a grant from the Carnegie Corporation of New York and SIBIL Foundation, Vaduz. The objective of the colloquium was to examine the interactions between and the various effects of three key crises—the Ukraine war, the war in Syria, and the European refugee crisis—for broader regional, EU, and international security. Cluster One considered “Russia, Ukraine, the West, and the future of collective security,” including the role of the Baltic states in security issues, the relationship between Russia and the European Union, and the role of media, information and hybrid warfare. Cluster Two, “The Syrian War and ISIS/Da’esh” focused on several issues related to the ongoing civil war and conflict in the Middle East, including alliances of the Assad government, rebel and other opposition groups, ISIS/Da’esh, Russia, Iran, Turkey, Saudi Arabia and the Gulf States, and, especially, the Kurds. Emphasis was put on the plight of Christians and other religious groups in the region. Cluster Three, “The refugee crisis and the challenge of European collective action,” connected the worst refugee crisis in Europe since World War II to the situation in the MENA region. It focused on refugees and migrants within Europe’s borders and along the Balkan route, the role of Turkey, Greece and Germany, terrorism concerns, and EU actions and emerging differences between member states. The protection of religious minorities and the longer-term question of integration and assimilation of refugees and asylum-seekers offered another focus. This report reflects the substance of these discussions and includes an updated Chair’s Addendum.

Abstract:: In many places it is forgotten that Europe, especially the EU, is a veritable success story, as this continent has never before experienced a period such as the past seven decades of democracy, peace and prosperity. Faced with the current challenges, especially the refugee crisis, there has been an increasing tendency among European governments to take unilateral action. This approach cannot be successful, however, as European governments attempt to implement policy prescriptions of the past to solve problems of the present. In fact, we need not less but more Europe—but also a reformed Europe: a European Union with one voice for external policy (common foreign, security and defense policy and asylum and migration policy) and the capacity to overcome its internal turmoil (common economic, budget, and tax policies, and a minimum of a transfer union). We also need a European Union that makes the benefits of globalization available to all people. The European Union is currently experiencing one of its worst crises in its history. Old fault lines that have run through the continent for centuries, once considered overcome, have become prominent once again; new challenges have arisen, especially in the wake of globalization, climate change and new technological developments (the Digital Revolution). The world has seemingly become ungovernable. The proclaimed 1989 “end of history” (Fukuyama) is certainly over, and history has a firm grip on Europe. This, at least since the outbreak of the financial and economic crisis in 2007/08, no longer deniable fact is reflected in the still unresolved crisis in Greece (“Grexit”), the associated Euro Crisis, the British referendum on exit from the EU (“Brexit”), and in the renaissance of geopolitics. The annexation of Crimea by Russia undertaken in violation of international law, the war in eastern Ukraine, as well as state disintegration in Libya, Yemen, Iraq and Syria have made it clear that, from the Caucasus to the Balkans and from Pakistan/Afghanistan via the Middle East to North Africa, extends a “Ring of Fire,”—a term used by former Prime Minister of Singapore Lee Kuan Yew to describe the geopolitical challenges of Europe more than twenty years ago. These long concealed —or ignored—distortions are now breaking out again in the form of “wars of succession,” leaving behind territories plagued by unrest, civil wars, and failed states, and resulting in terrorism and refugee waves now reaching the center of Europe. The resulting “crisis mode,” within which the European Union has been operating for several years now, reached its climax with the result of the referendum conducted in June, determining Britain’s exit from the European Union (Brexit). Aside from the medium and long-term economic implications for the country, Brexit was an earthquake with unforeseeable consequences especially on the political level. Scotland is once again discussing its potential separation from the United Kingdom, the fragile peace funded by the EU in Northern Ireland is threatened by collapse, and in a considerable number of other EU countries—mainly France and the Netherlands—populist and nationalist parties are interpreting Brexit as a signal to seek their salvation in national initiatives.

Abstract:: Access to talent is central to London’s competitiveness. It is important that all companies can recruit the skills and experience they need to innovate and grow. Tier 2 of the UK’s visa system is the main economic route for skilled immigration from outside the European Economic Area (EEA), where the position cannot be filled by a UK/EEA national or is on the Shortage Occupation List. This report assesses the extent to which start-ups and SMEs, particularly those in the science and technology sectors, have difficulties in recruiting from outside the EEA through Tier 2. It finds that while some firms are undoubtedly facing challenges, the problem is not especially widespread across the science and technology sector as a whole. However, at least some employers are encountering difficulties with Tier 2 and a faster, better-supported, and simpler process would make a real difference to employers.

Abstract:: A quarter century after the USSR’s breakup, the region it occupied has become more rather than less authoritarian on average. The rise has been neither steep nor steady, however, and the dominant regional pattern has been regime cycling, with movement both toward and away from authoritarianism at different points in time. Key causes are the tenacious pre-Soviet legacy of patronalism, the prevalence of presidentialist constitutions, and strong leadership popularity without the strong Western linkage and leverage that has often mitigated similar authoritarian tendencies in places like Africa and Latin America.

Abstract:: The citizens of wealthy, established democracies are less satisfied with their governments than they have been at any time since opinion polling began. Most scholars have interpreted this as a sign of dissatisfaction with particular governments rather than with the political system as a whole. Drawing on recent public opinion data, we suggest that this optimistic interpretation is no longer plausible. Across a wide sample of countries in North America and Western Europe, citizens of mature democracies have become markedly less satisfied with their form of government and surprisingly open to nondemocratic alternatives. A serious democratic disconnect has emerged. If it widens even further, it may begin to challenge the stability of seemingly consolidated democracies.

Abstract:: This article argues that the unraveling of the post–Cold War liberal order is manifested by the West’s declining influence in international politics; the waning attraction of liberal democracy; and the maturing tensions within liberal democratic regimes. This unraveling renders problematic the European project of trying to extend democracy beyond the nation-state—a project that has enhanced the appeal of illiberal democracy, defined by majoritarian regimes in which the majority transforms the state into its own private possession. These regimes have become an answer to the pressures of a world where popular will is the only source of political legitimacy, and global markets are the only source of economic growth. Their rise portends devastating and far-reaching consequences throughout Europe.

Abstract:: This article takes issue with the common practice of uncritically lumping together as “populist” the various and distinct challengers to democracy in contemporary Europe. It disaggregates and then classifies such challengers into three analytically distinct categories: antidemocrats, nativists, and populists. In so doing, the article reveals the geographical distribution of these categories across Europe, and highlights the value of treating each category based on its unique set of symptoms. It further shows that the gravest threat to contemporary liberalism comes from populist rather than from antidemocratic or nativist parties.

Abstract:: The movement has been part of human history; it is and has been integrated inside every human, becoming active as a result of various factors which at a moment are more or less dominant in one’s life. It is like a code written down in everyone’s DNA, making humans unable or better said “hungry” to be free and always look for better. Starting in March 2010, the Arab Spring opened a door for the biggest migration flow in modern history. Such as conflicts were crossing borders from one state to another in the fight for democracy and freedom from regimes, as domino effect migration did the same. Numbers increased every day and during 2015, in time of the Syrian crisis, we were witnessing a major migration flow to Europe since the European colonization and the Transatlantic Slave Trade. Mentioning the theory of push and pull factors as a starting point, although it has been used to explain the everyday movement of people, victims of human trafficking, towards rich countries which at the end become their countries of destination in the labyrinth of exploitation, lured by stories of well-paid jobs and good life, it can also be discussed in the context of migration movements during the 2015 and the beginning of 2016.

Abstract:: Many things have changed in Turkey within the last decade, but also in Brussels as to the political practises. This commentary seeks to answer whether Turkey and the EU can find and maintain a sensible balance between toughness and empathy, between considerations of hard power and soft power. Turkey is obviously an essential, regional player both economically and militarily. Geopolitics may not appear high on the agenda of the EU, but the situation in the Middle-East simply could not and cannot be ignored as a geopolitical challenge, one that might beg for acting in concert with Turkey. On the other side, Europe represents an attraction and example based on a long history and struggle for material wealth, technological and scientific progress as well as for the accomplished degree of democracy and the rule of law. More recently, however, EU soft power suffers a number of setbacks. We disown our most basic values of soft power and will lose impact in promoting a just, democratic order in the world. If the EU and its member states fail to recover from this set-back, we risk to fall back in the hard power game, also with potential and aspiring states.

The attacks created a new security environment in which intelligence has become increasingly significant. Accordingly, intelligence agencies had to update their strategies to put more emphasis on collaboration. This article analyzes the current EU intelligence network and tries to answer whether full intelligence cooperation in the EU could develop into a discrete organization in the aftermath of 2004 Madrid, 2005 London and the 7 January 2015 Charlie Hebdo attacks, or whether it is an impossible dream to have concerted action whereby states acknowledge their mutual alliances, interests, and strategies.

Abstract:: In the final months of 2015, China-Russia interaction started with President Putin’s state visit to China and ended with the 20th annual prime ministerial meeting in Beijing. While Putin’s visit was full of historical and geopolitical symbolism, the prime ministers meeting was geared for substance, aiming to energize bilateral economic relations against the backdrop of Western sanctions against Russia and China’s economic slowdown. In between, Chinese and Russian leaders met at multilateral forums, and a $2-billion sale of 24 Russian Sukhoi-35 fighter-bombers to China after eight years of negotiations was finalized. Meanwhile, the world witnessed Russia’s intervention in the Syrian civil war, the European refugee crisis, the Paris massacre, and the rise of anti-establishment forces across the West. The apparent warming of Sino-Russian relations led to another round of questions: were they moving toward an anti-West alliance?

Abstract:: The first months of 2016 witnessed a significant escalation of tension in Northeast Asia following North Korea’s fourth nuclear test on Jan. 6. The test, coupled with renewed US-ROK interest in deploying the Terminal High-Altitude Area Defense (THAAD) system, presented China and Russia with a “double-layered predicament”: nuclear proliferation on the heavily militarized Korean Peninsula and a direct threat to their nuclear deterrence posture. Meanwhile, talk of a Sino-Russia alliance was back on track in China. In reality, however policies of the two powers seemed to go in different directions. Russia continued to surprise the world, including China, over its involvement in Syria. For China, the “One Belt, One Road” initiative took Xi Jinping to three major Muslim nations (Iran, Saudi Arabia, and Egypt) in January. China also dispatched its own Syrian special envoy and initiated a mini-security alliance with Afghanistan, Pakistan, and Kyrgyzstan to the displeasure of Moscow. By the end of April, the two countries announced they would conduct their first-ever joint anti-missile drills in Russia.

Abstract:: The China-Russia relationship was both extraordinary and ordinary. On one hand, both sides were visibly, albeit reluctantly, moving toward more security-strategic coordination to offset growing pressure from the US and its allies. On the other hand, they continued to interact with a mix of cooperation, competition, and compromise for interests and influence in a range of areas including trade, investment, and regional development. Neither trend was definitive, given the complex dynamics between the two, as well as their respective relations with others, which are beyond the control of Moscow or Beijing. The asymmetry between “high” and “low” politics in their bilateral ties may be normal, if not necessarily desirable. Nevertheless, the scope, speed, and sustainability of the emerging Sino-Russian strategic alignment deserve careful scrutiny.

4792. The Making of a State: Transition in Montenegro

Abstract:: The first Montenegrin state started to take shape in the 8th century with the arrival of the Slavs and their mingling with the local population. Originally it was called Doclea, whose ruler received a royal insignia by the Pope Gregory VII in 1078 (Andrijaševi ´c and Rastoder 2006). Montenegro fell under the Ottomans in the late 15th century, but acted as a de facto independent state until formal recognition came at the Berlin Congress in 1878. Despite being on the victors’ side in the Balkan Wars and in World War I, it was annexed by Serbia and lost its sovereignty in 1918. After the Second World War it became a part of socialist Yugoslavia, where it remained until 1992. Montenegro’s political transition started in earnest after the Belgrade Agreement signed in March 2002. Montenegro held an independence referendum in 2006 and was subsequently admitted to the United Nations and other international organizations. Today Montenegro is engaged in accession talks with the European Union (EU).

4793. Beyond Propaganda: Soviet Active Measures in Putin’s Russia

Abstract:: This paper investigates the role of Soviet-style “active measures” as an element of modern Russian “political warfare.” These techniques were commonly used during the Soviet-era, encompassing a broad range of influence activities, including: covert media placement, forgery, agents of influence, “friendship” societies, front organizations, and more. Today, in Putin’s Russia, these active measures are once again in use, updated for digitally interconnected “global information space.” The paper begins with an introduction to active measures, then discusses their role in Soviet foreign policy and the attempts by the American “Active Measures Working Group” to counter them. The paper then describes how the Soviet active measures playbook has been updated for the modern era, using three case studies as examples. The paper concludes with a discussion on strategy, reproducing a number of recommendations from key publications.

Abstract:: As the post-cold-war unipolar system transforms into a polycentric one, it becomes more complex and less predictable. The new system may be crushed with less effort than needed to keep it on track. The polycentric international system, as it emerges, suffers from hybrid threats. They are difficult to identify and predict. Russia pioneered exploiting the new vulnerabilities to gain unilateral advantages. Russia's hybrid war against Ukraine was just a starting episode of her wider attempt to crush the whole world order. Responsible world powers have either to fix the vulnerabilities of the polycentric world, or to block malicious attempts to exploit it.

Abstract:: Russia’s non-standard intervention in Ukraine was accomplished in four major areas—the economic system as a whole, the energy and security sectors, and information policy. The deliberate policy of the Kremlin has transformed Ukraine into economically fragile and institutionally weak nation. Due to efforts of former regime and Russian intelligence agencies, main Ukrainian government institutions were involved in semi-legal, semi-criminal transnational business scheme. Macro-financial vulnerability of Ukraine, in conjunction with a strained economic structure, proved to be the necessary and sufficient conditions for preparing and implementing hybrid aggression. The Ukrainian precedent might be replicated as a special operation to destroy statehood, whereby disruption is achieved through the escalation of internal political and economic challenges. One universal means of undermining statehood in an era of hybrid wars is to encourage corruption among holders of the highest office.

Abstract:: The military conflict in Southeastern Ukraine provides vast research opportunities in most diverse areas and in a zone of ongoing combat with all its attendant social ramifications. This article provides a review of some key questions of this war: why volunteer battalions conduct some harmful and inhumane acts and what may be done next to prevent violence after the war. Because war creates big areas without any control, there are huge non-transferable investments, incidents like torturing civil people, etc. The authors try to explain what conditions may impact the behavior of battalions and what should the governments do after the war ends.

Abstract:: Intelligence Studies have established themselves as a common subject in higher education in the Anglosphere. Germany so far offers no dedicated program in the field. A postgraduate program that promotes an understanding of the role and context of intelligence, strengthens analytical skills and deepens subject-matter expertise would combine the best features of various educational models, and provide a real contribution to building a cadre of highly qualified intelligence professionals. In this research report, the authors succinctly document the state of the discipline, present examples of some twelve degree programs, and, finally, develop initial proposals for an intelligence curriculum for German universities.

Abstract:: The security landscape at the beginning of the 21st century is a fluid and dynamic one, characterized by developments in technology, in weapons and communications systems as well as by shifts in the international political landscape and organizational structures of non-state actors posing serious and imminent threats to national and international security. Within this environment NATO finds itself at a crossroads. Its Strategic Concept, adopted in Lisbon in November 2010, marks the beginning of its adjustment to this new reality, reflecting a security environment with effects far beyond NATO and its partners – an environment which will see the fundamental global shifts continue in the coming years: In the global distribution of power, including revisionist activities in our immediate neighborhood and a fundamental challenge to our rules-based international order by mainly radical islamist organizations; in demographics; in economics; in technology; in the environment. Faced by such very different global challenges to our security, NATO must seek to maintain its cohesion and develop a broader notion of transatlantic security and enhance its relevance in meeting modern day threats and challenges.

Abstract:: The idea that international conflict might be seeing more hybrid warfare and hybrid threats has animated debate among security and defense establishments in the run-up to NATO’s 2016 Warsaw Summit. While the Alliance has located the issue of hybrid war in the specific context of the Russia/Ukraine crisis and in 2014 triggered efforts to prepare NATO to effectively meet hybrid warfare threats, the scope of the challenge is much wider and the core dynamics are often located outside of the military realm. The article reviews the recent conceptual debates about hybrid warfare, suggesting that hybrid conflicts defy our attempts to press them into known categories and locate them clearly on a spectrum of war and peace. NATO Member States will have to invest in resilience and conventional deterrence to counter hybrid threats.

Abstract:: The term hybrid warfare has been widely analyzed by scholars, policymakers and commentators since Russia occupied Crimea in March 2014. The topic has ceased to be a subject only studied by military strate-gists, but has entered the wider policy domain as a significant security challenge for the West. This article seeks to place the debate about hybrid warfare in a broader analytical and historical context and summarizes discussion to date on this and related strategic concepts. The Russian approach to hybrid warfare as demonstrated by operations in Ukraine is a particular focus for discussion.
