Abstract:
The Middle Eastern and North African region is in flux, while attempts to identify a new dominant structural logic have been limited so far. For the time being, the new “order” appears to consist of the absence of any one clear-cut organising principle and in overlapping, dynamic, often contradictory geopolitical developments. Among many other features, the geopolitical equation in the Middle East is being altered by a number of larger structural shifts regarding the position and relative weight of specific actors. Notable instances include the relative loss of influence of the United states and Europe; the game-changing regional roles of Russia and China, respectively; the resurgence of the IranianSaudi rivalry; the emergence of a number of regional “swing states”; and the increasing role of non-state actors in shaping regional developments. the complexity of this outlook makes policy choices by regional and external actors ever more difficult.

The Mediterranean is currently facing a number of challenges, ranging from political instability and intra-state conflicts to economic and social disparities and uncontrolled pockets of criminality. Although the conceptualisation of the Mediterranean as a region is often disputed, this is a space where initiatives for dialogue, cooperation and integration have proliferated in the last two decades as an attempt to tackle some of those challenges either regionally or multilaterally in cooperation with external partners. This paper overviews the existing initiatives, analyses why some previous attempts have failed and examines the elements of the new context that could favour or hinder further attempts to revive regional dialogue and integration, by identifying potential goals and relevant actors to be involved.

While during the last few decades developed countries were the main buyers of Iranian export items, in the last couple of years, the developing countries have become the primary destination of Iranian exports. It can be argued that a strategic shift has occurred in the Iranian export orientation. Exploration of the reasons for such a reorientation is of importance. The aim of this research is study of the impacts of international trends on the Iranian export orientation with the emphasis placed on non-oil exports. The primary question of this study is: what factors have contributed to the change in Iran's export orientation? The hypothesis posed in response to the question is that: the trend of power transition in the international political economy and intensification of the West's sanctions against Iran constitute key factors in the change. Analyzing Iran's export data, the authors have reasoned that a turn has occurred in the orientation of Iranian export. They have discussed the rise of emerging powers in the international political economy as well as the escalating tension between Iran and the West (manifested in international sanctions) as the two main factors that have contributed to this reorientation. In their point of view, the change in Iran's export orientation is probably permanent which will leave an important imprint on the geopolitical and geo-economic status of Iran.

Abstract:
This paper aims to highlight the linkage between domestic public policy and international bargaining power in the realm of science and technology policy. To do so, it constructs a model hybrid of two independent theoretical frameworks: Advocacy Coalition Framework by Paul Sabatier and Double Edged Diplomacy by Peter Evans. The main question to answer is how policy learning at the national level can occur as a result of the factor of enlightenment according to the Advocacy Coalition Framework and the second question is how this learning stretches to the foreign policy sub-system and invigorates the capacity of negotiating team for providing more innovative package of technical instruments or the so-called “win-set”, according to the Double Edged Diplomacy. This hybrid model is applied to the case of nuclear policy/ diplomacy of Iran. Thus, the objective of the paper is twofold: first, it takes on an analysis of the domestic nuclear policy change or readjustment in Iran that has been produced by policy learning. The second objective is to explain how this domestic learning factor overflowed to the foreign policy sub-systems and has provided the country with a new approach to the nuclear negotiations with foreign partners.

The Israel lobby in Washington is a network of organizations and community groups dedicated to influencing American policy towards the Middle East. Their success and access has made them the model for lobbies on Washington's Capitol Hill and US Government. Long known for successfully influencing American policy towards the Middle East, the lobby now faces its strongest challenge in history at a time when it is also facing what it considers a historically significant issue. The interim accord between Iran and members of the P5+1 have led to turmoil in Washington over the wisdom and plausibility of President Obama's diplomatic approach and about the softening of the current US posture towards Iran. In this debate, powerful conservative groups, a number of key Democrats, and the Israel lobby have been pit against progressive groups and Democratic elected officials in the Senate and the White House. In this article, I will briefly look at the history of the Israel lobby in America and explore its evolution as well as investigate the factors that, over time, caused it to take on a hard-line posture and drift towards the right. I will explore the tactics and strategies that the Israel lobby-the America Israel Public Affairs Committee (AIPAC) in particular-has undertaken to influence the outcome of events and undermine the possibility of diplomatic conflict resolution. Finally, I will examine the pitfalls and challenges hard-line pro-Israel groups face in effectively pursuing these policies and the long term harm they expose themselves to in alienating progressive and pro-peace groups.

Abstract:
Undertaking research on the political economy of sanctions in Iran covers a wide area of study. In a research project, relevant data and key questions can be collected in order to organize them methodologically and write a book on this issue. In this article, within the conceptual framework of political economy, interactions of a few variables involved in the sanctions on Iran are studied. First, the article explores the immoral aspect and consequently illegal aspect of sanctions as an American policy tool to coerce Iran's behavior regarding its legal right of nuclear enrichment. Then the article sheds light on economic impacts of the sanctions through examples. It also discusses political impacts of the sanctions and practical experience of how Iranians tackle these restrictions. It finally proposes an alternative way to change this hostility dominated environment of the Iran-US relations. This article concludes that As sanctions remain over a prolonged period they tend to become even less effective in achieving their political objectives; the sanctioning countries consequently tend to impose additional, more extensive sanctions, which only promotes further radicalization in both the sanctioned and sanctioning countries. The only way to stop this vicious cycle is for both sides to negotiate in good faith and with open minds.

Abstract:
Does Iran, which is known in political science literature as a developing, oriental and ancient country, have specific, examinable and predictable models in a way that can be applied to foreign policy studies? In this study the author intends to analyze six models of Iranian foreign policy between the two revolutions (from the constitutional to the Islamic); these patterns have been fluctuating dialectically between an idealism embedded in the Iranian grieving ontology and realism as it relates to the international environment. At the beginning, the nostalgic worldview of Iranians that is a reflection of their subjective collective constructs is analyzed. Then counter-scientism and anti-positivism in Iranian epistemology is studies. The outcome of these two is the absence of realism as the most significant paradigm of foreign policy. In order to prove the assumption, six models of Iranian foreign policy will be briefly assessed with the aim of demonstrating how the unconsciousness of Iranian ancient civilization and mystical and severely anti-science and anti-reality covers have given life to an anti-reality which has caused Iranian foreign policy patterns to be infused with unwarranted idealism. The dialectic between the two different atmospheres, however, has given way to creative models; and the Iranian Ministry of Foreign Affairs has been efficient and taken the initiative in their design, implementation and assessment.

India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo-Iran's relations.

The US-UK special relation has always been an attractive and important issue in international relations. The pro-American tendencies of the British and their partnership with American policies as opposed to being willing to more clearly align with the EU and other European countries, have raised various questions in the minds of scholars. Now, considering that David Cameron's Premiership is coming to an end and the next year's election in the UK and also the different challenges which Barack Obama faced in foreign affairs during his presidency along with his declining popularity in the US, this paper is going to find out whether the Anglo-American special relations have already came to an end or not. At the end, the Anglo-American dispute over Iran would be also examined. The Constructivism theory of international relations has been used here to analyze data which have been gathered from library sources and various other internet resources. It is concluded that the Anglo-American special terms which started after the Second World War and were deepened in the Cold War, have lost its strength in one way or another – especially after Bush-Blair era- and is waiting for a new shape with the change of British Premiership.

The newly formed Kata 'ib al - Mosul (the Mosul Battalions) was first announced in July 2014, followed by a statement from the Nujaifi family 1 that the movement would have their full support to combat IS in Mosul. Despite false local Iraqi media insinuations about Osama al - Nujaifi, there was no suggestion that members of Kata 'ib al - Mosul were receiving training in Iraqi Kurdistan or Iran. The latter in particular would be highly implausible anyway. In any event, Kata 'ib al - Mosul ' s affiliation with the Nujaifi family is shown by the fact that the official Facebook page for Kata 'ib al - Mosul " Likes " the official Facebook pages of Atheel and Osama Nujaifi.

Since 2009, under President Barack Obama, the U.S. has pursued a "Russian reset" policy, promising a fresh start to previously tense relations. Yet this policy has failed to improve American interests, particularly in the South Caucasus region, which is strategically important for both Israeli and U.S. policy towards the greater Middle East and the post-Soviet space. This article examines the priorities of both the Obama administration and President Vladimir Putin's doctrine and evaluates the implications of the Crimean crisis for the South Caucasus. Finally, it demonstrates that in light of this failure, new U.S. initiatives are urgently needed to enforce peace along international borders and America's strategic interests in the South Caucasus and throughout Central Asia.

At just the right moment in global history, the Anti-Defamation League of the B'nai Brith organization has released new data on antisemitism in over 100 countries. This data is based on solid opinion surveys and for the first time includes large parts of the Muslim world, not only Western countries. This article presents these data with rankings and maps and then examines some of the most important implications of these data, including possible drivers of contemporary antisemitism, in understandable, everyday language. The goal of this statistical analysis was to ascertain whether antisemitic attitudes indeed coincide with structural characteristics or policies of nations around the globe or opinion structures on other issues.

While international organizations and governments move to expand equality for all—regardless of sexual orientation—recent global developments threaten this progress. The timeline begins at a pivotal moment, the 1969 Stonewall Riots in New York, widely regarded as a catalyst for the modern LGBT movement. Stonewall is considered the first instance of community solidarity against systematic, state-sponsored persecution of sexual minorities. While the struggle has been ongoing, the most significant developments have occurred in the last 25 years, including expansion of voting rights, social welfare benefits, and political power. JOHANNESBURG, South Africa—Xoliswa, 11 years old, was given a science assignment in class. The worksheet, written in English and handed to her on Monday, was due that Friday. The task was to build a model solar system using paper maché, newspaper, paint, wire, polystyrene, and balloons. Xoliswa's mother, who earns a precarious living through child-care and occasional laundry orders, speaks little English and could offer no assistance. Worse yet, Xoliswa had never heard of paper maché or polystyrene. She arrived with a small packet of water balloons at the Learning Center—an afterschool institution in the affordable housing apartment block where she lives—and wondered if the Center could help her complete the task at hand.

ZBEIDAT, West Bank—The electricity in the village went out for the third time on a warm July night. But the young men, some in their teens, didn't want to stop playing cards. A few took out their mobile phones to project some light on the patio's low table outside Amjad's house, the regular hangout for a dozen or so of the young men of Zbeidat, a village of 1,870 in the northern West Bank. Three minutes later, the lights flicked back on, illuminating the cards strewn across the table, the young men's grinning faces, and a few additional patio areas outside other Zbeidat homes, where men were drinking tea or coffee and talking. On Amjad's patio, Hamza Zbeidat, a Palestinian from the village, and Christopher Whitman, a New Englander from the United States, were sitting with the guys, some teenagers in high school, others in their twenties and working or in universities.

BUCHAREST, Romania—Mauro, 28, and Adrian, 27, are two brothers from the southern Italian region of Puglia, who were sent by their father to cultivate 750 acres of corn in southern Romania, not far from the Bulgarian border. Their plot is small by Romanian standards. The two brothers are considered tiny landowners. Country life is hard, they confess, and they live in an area where they often go without electricity for days. “Here, the goal is quantity, not quality,” one of them says. “For months we have had a single young worker—young because the older ones have a concept of working that is light years away from farming as we understand it. At the same time, we know many of our people who were cheated, who have had all their possessions stolen. Because here, Romanian workers see us as rich western entrepreneurs from whom they can steal as much as possible instead of seeing us as people who can employ them, and offer them a future. Even the [Romanian] state shares the same point of view. Sometimes we must give a gift to someone, paying for attention.”

HANOI, Vietnam—The best way to feel the sheer energy of Vietnam's under-29 population is to ride pillion on Do Duyen's motorbike. Like most Hanoi drivers (except when they drink too much rice wine at Tet or at weddings), Duyen has a sixth sense of how others will react in the flood of motorbikes and intruding cars, trucks, buses, bicycles, and village peddlers balancing bamboo poles across their shoulders. Never mind that motorcyclists routinely make illegal turns at intersections by plunging left against traffic that is hurtling right. Everyone else simply swerves to accommodate this anomaly in his or her own way, and the collective streams of traffic glide on.

At noon on August 10, 1978, I arrived at the frontier between Austria and Czechoslovakia in my rickety old Opel sedan that was The New York Times bureau car. I'd driven up from Belgrade, where I was then based, covering an Eastern Europe thoroughly in the grip of communism. Now, when I arrived at the frontier, I steeled myself. I was about to pass through what Winston Churchill had 32 years earlier dubbed the Iron Curtain, separating East from West. These were difficult times. Communism and capitalism were very much at each others' throats, and there was no more extreme a contrast than in some of these heavily-fortified border points where the favored few could cross in both directions, provided they had all the right papers. Indeed, I had my American passport, my Czechoslovak visa, a fistful of dollars, my notebooks, and some background material, from which I had carefully expunged any Czech contacts and sliced off the letterhead of Radio Free Europe Research, the virulently anti-communist, American-backed propaganda source, that would likely have landed me in hot water with the ever-vigilant border police.

LONDON—One of the cornerstones of Marxist-Leninist thinking is that the state should control the "commanding heights" of an economy—industry, agriculture, infrastructure, and, perhaps above all, money and banking. That vision has largely perished, with one gaping exception. Government remains omnipotent in the financial system, not only on Wall Street or Threadneedle Street, but far beyond. Across the world, the state weighs in on all sides of the ledger, insuring both a bank's assets (mortgages and loans) and its liabilities (deposits). State intervention in banking ranges from muscular day-to-day regulation through to crisis-time bailouts, and is an entirely accepted feature of the financial system. Financiers complain about excessive red tape, because that is what all businessmen do. But absent the state's involvement in their sector, it is a safe guess far fewer would still be gainfully employed following the carnage of 2008. Those who survived would likely find their ensuing careers to be nasty, brutish, short, and entirely devoid of outsized bonuses.

CAIRO—During a private conversation following Egypt's bitterly contested and closely fought presidential election of 2012, a Western diplomat marveled, naively, at the multitudes of veiled women who had come out to support the old regime's candidate, the avowedly anti-Islamist figure of Ahmed Shafik. NAIROBI, Kenya —In the winding alleyways of Mlolongo, one of Kenya's densest slums, heavy rainfalls from the previous night carpet the road with mud and animal waste, making both nearly impossible to avoid. Visitors approach and remove their shoes at the door to Mama Agnes' home, a mud shack, then step into a room where the air is pungent with the smell of urine and feces. In the darkness, one misstep and a visitor stumbles upon an infant, who seems unshaken by the accidental nudge. A few steps further lie two dozen more infants, none older than 18 months —some sitting on a broken couch, many lying on the concrete ground. Though all awake, their perfect little bodies remain still, only their bellies ri sing with each breath. In an eight-foot square space, there are at least 25 babies, and the only sound —silence.

KOOVAGAM, India —In the middle of India's southernmost state of Tamil Nadu is the hamlet of Koovagam —a spit of dry dust surrounded by two empty rice fields and crisscrossing dirt pathways that converge like veins into the heart of town. At the center is a temple —a modest structure adorned with statues of gods and goddesses, where incense sticks burn. Surrounding the temple are market stalls that, on a normal day, offer displays of spices, flour, and seasonal fruits and vegetables for the town's handful of residents. But, on the full moon of the Chithirai month of the Tamil calendar, generally late April or early May, flamboyant arrays of offerings, religious figurines, and refreshments fill the stalls for tens of thousands of townsmen, women, children, and Aravanis, or transgender pilgrims.

TOKYO—The concrete and steel tsunami wall at a nuclear plant south of Tokyo is nearly 50 feet high and stretches a mile long. It is only one of a host of other earthquake and tsunami refits—waterproofing some of the most vital areas of the plant, backing up cooling systems, and improving venting for the facility in the event of hydrogen build up. On March 11, 2011, known as 3/11 in Japan, in the aftermath of the nuclear disaster at Fukushima Daichi, thousands died in the earthquake and resulting tsunamis; countless others lost their lands and livelihoods. There were a number of casualties from stress, dislocation, and more, especially among the elderly. And worse yet, future health fallouts are still to be seen. It was unquestionably a social and cultural calamity for a country that has had so many in its past, yet always seems to recover and come back stronger than ever.

PARIS—In March 1975, in what would turn out to be the final month of the war in Cambodia, I thought it might be a nice touch to place a call to my bride of six months and wish her a happy birthday. My interpreter/fixer/photographer, Dith Pranh, advised me to book the call a week or so in advance, which I did at the PTT (Post Telegraph)—the only locale where an international call had even a prayer of going through. At the appointed time, I appeared there and, after a wait of only several hours, the operator announced that my party was on the line in New York, and I could pick up "the apparatus" in Cabin #1. I lifted the phone and there, 7,000 miles away, was a very faint voice of Susan making its way through a cloud of electronic noise, crackles, and pops. We shouted at each other for a minute or so, before we finally gave up on any meaningful communication.

Connectivity is the intellectual lubricant of our time. And today, more than at any other point in human history, we are all connected—with each other, with our leaders and followers, with our friends, relatives, and even strangers—for better or, all too often, for worse. Connectivity has sparked revolutions, cured disease and famine, and led to more advances in a shorter period of time than any previous point in history. Of course, today's social media frenzy is not the first such effort. Connectivity and its media enablers began with Alexander Graham Bell and his telephone, or even earlier with Samuel Morse and his telegraph, followed by Guglielmo Marconi and his radio. But each incremental advance, down to today's revolutionary connectivity is all part of a fundamental urge of the human species—to communicate, to connect. The home was recently built by its Palestinian Christian owner, Adnan, from money he had saved while working for a foreign company in Jerusalem. His permit had recently expired, though, and he was no longer able to work in Jerusalem. The November 2013 defeat of the M23 armed group raised the hope that, after almost two decades of conflict, fundamental change and stabilisation were possible in the Democratic Republic of Congo (DRC) and the region. This was the result of a rare convergence of interests between Kinshasa and major international and regional actors. However, the unity of vision and action that materialised in the February 2013 signing of the Peace, Security and Cooperation Framework (PSCF) agreement has now dissolved. It needs to be restored, if necessary through the UN Security Council (UNSC) convening a high-level meeting of DRC government, other key regional players and international actors to develop a shared and comprehensive strategy to deal with the armed groups still operating in eastern DRC. Failure to do so will prolong the tragic status quo of attacks and pillaging by armed groups against an already brutalised civilian population.

In the midst of the Ebola crisis, Guinea is preparing for the presidential election due in 2015. The exact election date is just one of many points being contested by the government and opposition. The political debate is increasingly held along ethnic lines, rallying the vast majority of the Malinké behind President Alpha Condé's coalition and the Peul behind former Prime Minister Cellou Dalein Diallo's alliance. Violent protests around elections in 2012 and 2013, with highly contested results, brought both sides to the negotiating table, but the July 2014 talks about a future electoral framework quickly failed, marking the parties' deep suspicion and unwillingness to compromise. A highly flawed judiciary adds to the climate of uncertainty and the government is reluctant to listen to calls for a new round of dialogue and international mediation. The potential pitfalls of failing to tackle Africa's foodwater- energy challenges are enormous, for Africans themselves and for all countries sharing the Atlantic Ocean space. But the potential downside is more than matched by the potential upside, and the gains to be had from solving nexus problems in Africa might prove as profound as any set of goals in the world.

The Resolution on the Middle East adopted without vote at the 1995 Nuclear Non- Proliferation Treaty (NPT) Review and Extension Conference calling for the establishment of a zone in the Middle East free of nuclear weapons, and all other weapons of mass destruction (WMD) and their delivery vehicles (DVs), was reaffirmed by the 2000 and 2010 NPT Review Conferences. The 2010 Conference mandated the Secretary- General of the United Nations and the co-sponsors of the 1995 Resolution, in consultation with the states of the region, to convene a conference in 2012, to be attended by all states of the Middle East. The mandate was the establishment of a Middle East zone free of nuclear and all other weapons of mass destruction, on the basis of arrangements freely arrived at by the states of the region, and with the full support and engagement of the nuclear-weapon states. The anticipated 2012 Conference was mandated to take the 1995 Resolution as its terms of reference.

For the last several years, California has considered the idea of recognizing, within its greenhouse gas cap-and-trade program, offsets generated by foreign states and provinces through reduced tropical forest destruction and degradation and related conservation and sustainability efforts, known as REDD+. During their deliberations on the issue, state policymakers have heard arguments from stakeholders in favor of crediting REDD+ offsets, and those against. After years of planning and cooperative efforts undertaken with states in Brazil, Mexico, and elsewhere, California is still determining whether to embrace REDD+ offsets. The most salient and potentially persuasive arguments in favor stem from the opportunity to influence and reduce international forest-related emissions contributing to climate change, while simultaneously reducing the costs imposed by the state's climate change law. The state is still grappling, however, with serious questions about the effectiveness of REDD+ in addressing climate change, as well as the impacts of REDD+ on other social and environmental objectives. The suitability of the state's cap-and-trade program as a tool for reducing emissions outside the state, given the co-benefits that accrue to local communities from in-state reductions, remains another key area of debate. The outcome of this policy discussion will depend on interrelated questions of program design, future offset supply and demand, and the weight given to the importance of prioritizing in-state emissions reductions and co-benefits.

This paper provides an analysis of the international political dynamics around the reduction of tropical deforestation and forest degradation as a climate mitigation strategy, emphasizing the necessity of an enabling environment and sustainable financing to support the scaling up of these efforts globally. After describing the evolution from the 1990s of international cooperation to combat tropical deforestation, the paper focuses principally on the United Nations Framework Convention on Climate Change (UNFCCC), and how it provided an impetus for a renewed effort on this issue. The paper describes the complex process through which the climate and tropical forest agenda got inserted into UNFCCC processes, from its marginal role in the Clean Development Mechanism (CDM) created by the Kyoto Protocol to the emergence of REDD+ (Reducing Emissions from Deforestation and Forest Degradation and the Role of Conservation, Sustainable Management of Forests and Enhancement of Forest Carbon Stocks) as the forum where decisions have been made on climate and tropical forests. The paper dissects the issues that have dominated the REDD+ negotiations, identifies and characterizes the actors and constituencies that have been influential in the process, analyzes lessons learned from the successes of this UNFCCC agenda, and suggests recommendations to move the REDD+ and overall tropical forests and climate agenda forward. The paper concludes with an anticipation of what to expect in the future, in the light especially of what could possibly be a new climate change agreement in 2015.

38874. Climate Policy Constraints and NGO Entrepreneurship: The Story of Norway's Leadership in REDD+ Financing

Norway – a small northern country with only 5 million inhabitants – is at present a global leader in REDD+ financing. In this paper, we explain why and how this happened by telling the story about the emergence of Norway's International Climate and Forest Initiative (NICFI) in 2007 and its institutionalization in the following years. We emphasize how a set of Norwegian climate policy characteristics prepared the ground for NICFI. These characteristics were the relative absence of less expensive potential emission cuts domestically, a tradition of seeking cheaper emission reduction options abroad, and few fiscal constraints due to high petroleum revenues. When the domestic demand for a more proactive climate policy started to increase from 2006 onward, two Norwegian environmental NGOs, The Rainforest Foundation Norway and Friends of the Earth Norway, exploited the window of opportunity that emerged from the tension between high domestic abatement costs and increasing domestic climate policy demands by proposing a large-scale Norwegian rainforest effort. This proposal resonated well with the new emphasis on reduced deforestation as a promising climate policy measure internationally. Towards the end of 2007, these ENGOs managed to convince a broad majority in Parliament that large-scale financing of measures to reduce deforestation globally should become an important part of Norwegian climate policy. Financing NICFI through the growth in the steadily increasing development aid budget dampened opposition from more fiscally conservative actors and facilitated the rapid set-up of a flexible implementing organization directly linked to some of the most proactive politicians. Several agreements with key rainforest countries were rapidly established, and including ENGOs in policy formulation and implementation helped maintaining the momentum and legitimacy for NICFI as a more permanent solution to Norway's climate policy dilemmas. NICFI's robustness and high level of legitimacy are illustrated by the fact that the initiative has survived the recent 2013 change of government quite intact. However, we also suggest that the long-time survival of the initiative may be dependent on the future of the UNFCCC process as well as the destiny of the national projects.

38876. Value Subtraction in Public Sector Production: Accounting Versus Economic Cost of Primary Schooling in India

We combine newly created data on per student government expenditure on children in government elementary schools across India, data on per student expenditure by households on students attending private elementary schools, and the ASER measure of learning achievement of students in rural areas. The combination of these three sources allows us to compare both the “accounting cost” difference of public and private schools and also the “economic cost”—what it would take public schools, at their existing efficacy in producing learning, to achieve the learning results of the private sector. We estimate that the “accounting cost” per student in a government school in the median state in 2011/12 was Rs. 14,615 while the median child in private school cost Rs. 5,961. Hence in the typical Indian state, educating a student in government school costs more than twice as much than in private school, a gap of Rs. 7,906. Just these accounting cost gaps aggregated state by state suggests an annual excess of public over private cost of children enrolled in government schools of Rs. 50,000 crores (one crore=10 million) or .6 percent of GDP. But even that staggering estimate does not account for the observed learning differentials between public and private. We produce a measure of inefficiency that combines both the excess accounting cost and a money metric estimate of the cost of the inefficacy of lower learning achievement. This measure is the cost at which government schools would be predicted to reach the learning levels of the private sector. Combining the calculations of accounting cost differentials plus the cost of reaching the higher levels of learning observed in the private sector state by state (as both accounting cost differences and learning differences vary widely across states) implies that the excess cost of achieving the existing private learning levels at public sector costs is Rs. 232,000 crores (2.78% of GDP, or nearly US$50 billion). It might seem counterintuitive that the total loss to inefficiency is larger than the actual budget, but that is because the actual budget produces such low levels of learning at such high cost that when the loss from both higher expenditures and lower outputs are measured it exceeds expenditures.

This paper presents an overview of the state of measurement and monitoring capabilities for forests in the context of REDD+ needs, with a focus on what is currently possible, where improvements are needed, and what capabilities will be advanced in the near-term with new technologies already under development. We summarize the role of remote sensing (both satellite and aircraft) for observational monitoring of forests, including measuring changes in their current and past extent for setting baselines, their carbon stock density for estimating emissions in areas that are deforested or degraded, and their regrowth dynamics following disturbance. We emphasize the synergistic role of integrating field inventory measurements with remote sensing for best practices in monitoring, reporting and verification. We also address the potential of remote sensing for enforcing safeguards on conservation of natural forests and biodiversity. We argue that capabilities exist now to meet operational needs for REDD+ measurement, reporting, and verification (MRV) and reference levels. For some other areas of importance for REDD+, such as safeguards for natural forests and biodiversity, monitoring capabilities are approaching operational in the near term. For all REDD+ needs, measurement capabilities will rapidly advance in the next few years as a result of new technology as well as advances in capacity building both within and outside of the tropical forest nations on which REDD+ is primarily focused.

Experiences under the Immigration Reform and Control Act of 1986 (IRCA) may prove to be a poor guide for understanding how smoothly today's unauthorized immigrants will integrate into the economy under reform proposals such as the Border Security, Economic Opportunity, and Immigration Modernization Act (S. 744). While IRCA provided a relatively quick path to legal permanent resident status, S. 744 proposes a decade long process with much attendant uncertainty. International human rights are "inalienable, indivisible, and universal." One cannot bargain away one's rights ("inalienable"); human rights are a whole with economic rights and civil rights being inter-dependent ("indivisible"); and human rights do not depend on citizenship or membership in a nation state ("universal"). A human being does not lose his or her human rights by crossing a border. However in state regulation of the entrance and stay of temporary migrant workers, the ideal of universal human rights clashes with the prerogatives of sovereignty and power.

Since 1990, the United States has offered hundreds of thousands of non-citizens who are unable to return to their countries of origin because of war or a natural disaster a vital form of humanitarian protection: temporary protected status (TPS). While a grant of TPS does not place a non-citizen on a path to permanent residence, TPS recipients receive protection against deportation and temporary permission to live and work in the United States. Nearly 25 years after the statutory creation of TPS, however, the use of the program has been the subject of some debate, largely because of concerns over whether TPS grants are truly "temporary."

Most human capital and migration studies classify migrants with limited formal education as "unskilled," despite substantial skills developed through job and life experiences. Drawing on a binational multi-stage research project that involved interviews with 320 Mexican migrants and return migrants in North Carolina and Guanajuato, Mexico, we identify the lifelong human capital they acquired and transferred throughout their careers and discover that these include not only basic education and English, but also technical and social skills and competences acquired informally on and off the job throughout the course of one's life. We further find that the learning and transfer of skills is a lifelong, gendered process, reflecting the different social contexts and jobs in which men and women learn. In this paper we document several mobility pathways associated with the acquisition and transfer of skills across the migratory circuit, including reskilling, occupational mobility, job jumping, and entrepreneurship.

World War II caused the displacement of millions of people throughout Europe. In response, the United States initiated a public-private partnership that assisted in the resettlement of hundreds of thousands of the region's displaced persons. For nearly 40 years after the War, the US commitment to refugee resettlement played out in an ad hoc fashion as it responded to emerging crises in different ways. During this period the government's involvement with resettlement became gradually intertwined with that of non-governmental resettlement agencies, which came to play an increasingly vital role in the resettlement process. The budding relationship that began in the middle decades of the twentieth century set the foundation for an expansive and dynamic public-private partnership that continues to this day. The Refugee Act of 1980solidified the relationship between resettlement agencies and the federal government, established political asylum in US law, and created the refugee resettlement program and a series of assistance programs to help refugees transition to life in the United States. This legislation marked a decisive turning point in the field of refugee resettlement.

There has been no significant legislation related to the asylum process enacted in Congress in nearly a decade. In 1996, the Illegal Immigration Reform and Immigration Responsibility Act (IIRIRA) became law, rolling back protections for asylum seekers by including a one-year deadline for filing asylum applications, subjecting asylum seekers to "expedited removal" procedures, and expanding the detention of asylum seekers. In 2005, Congress enacted the REAL ID Act, which created additional legal barriers to asylum, including new requirements for proving an asylum claim.

As a matter of principle, the international community has agreed to a treaty-based rights regime designed to make refugees autonomous drivers of their own survival and future. Under international law, refugee status and rights accrue based on facts, not formalities. The interests of receiving states are addressed by the treaty's emphasis on incremental acquisition of rights as attachment increases; by a contingent rights structure; by rules addressing legitimate security concerns and the duties of refugees; and by the limitation of obligations to the duration of risk in the refugee's country of origin. In reality, and despite the treaty-based regime's focus on ensuring refugee self-reliance by the granting to them of rights focused on self-reliance, most of the world's refugees live either in camps where they have little if any autonomy or, if outside camps, face the ongoing risk of summary detention or deportation. More than 80% of refugees live in the less developed world and spend an average of nearly 20 years in a first country of refuge without access to either resettlement or the ability safely to repatriate. This discrepancy between principle and the reality for most refugees might be explained by conflicts with other priorities of receiving states; limitations on UNHCR's ability as an institution effectively to ensure compliance with treaty-based rules; and the absence of convincing evidence of refugees' net economic contributions to host societies.

Le duel qui oppose le président sortant Moncef Marzouki à l'ancien chef de gouvernement Béji Caïd Essebsi dans le cadre du second tour de la présidentielle, prévu le 21 décembre 2014, révèle les lignes de fracture de la société tunisienne que les élites politiques croyaient avoir résorbées grâce à leur sens du consensus et du compromis. La cartographie électorale des législatives et du premier tour montre une Tunisie divisée entre un Nord en grande partie pro-Essebsi et son parti Nida Tounes, et un Sud majoritairement pro-Marzouki et favorable au parti islamiste An-Nahda. Afin d'éviter que les craintes réciproques finissent par conduire à des violences, le vainqueur de ce premier scrutin présidentiel libre et concurrentiel devra d'abord reconnaitre les inquiétudes de l'électorat du vaincu. Pouvoir exécutif et législatif devront s'engager de concert à traiter la question du déséquilibre régional et prévenir les risques de blocage institutionnel ou de répression des oppositions.

Jonglei state's combustible mix of armed political opposition, violent ethnic militias and dysfunctional political system were part of the tinder that led to the eruption of the civil war in South Sudan in late December 2013. Despite eleven months of peace talks, mediated by the Intergovernmental Authority on Development (IGAD), the war threatens to reintensify in the coming weeks. The negotiations do not reflect the diversity of armed groups and interests in South Sudan and the region, most of which are nominally allied with either President Salva Kiir's government or former Vice President Riek Machar's Sudan Peoples' Liberation Movement/Army-In Opposition (SPLM/ A-IO). The constellation of regional and South Sudanese armed groups in Jonglei is emblematic of the regional, national and local challenges to peace and the pattern of a war that cannot be resolved by engaging only two of the nearly two-dozen armed groups in the country and ignoring those that have not yet engaged in the fight.

The protection of their rights, at least in part, became a key element to afterwards legitimize the war which followed. The international response to the Ebola epidemic is on the right path, but there is a long way to go. The UN's interim objective was to treat 70 percent of cases and to ensure that 70 percent of burials were done safely within 60 days, i.e. by 1 December 2014. Case numbers are stabilizing in Liberia and Guinea, but remain out of control in Sierra Leone – such that the targets for cases treated has not been met. The UN has not provided figures for what had been achieved by 1 December, but a previous sitrep on 21 November showed that only 13 percent of Ebola cases in Sierra Leone have been isolated, compared with 72 percent in Guinea.

In May 2014, initial reports were received of the Ebola outbreak in Sierra Leone. One month later, the president of Sierra Leone declared a public health state of emergency in a bid to contain the spread, limiting public gatherings. Since then, quarantine measures have been imposed, including self-quarantines informed by district and chiefdom bye-laws and government-imposed quarantines. In November 2014, standard operational procedures (SOPs) on the management of quarantines were released by the National Ebola Response Coordination (NERC) function to streamline quarantine operations across the country.

To what extent have developing countries' patterns in reducing under-5 mortality rates (U5MR) changed since the advent of the Millennium Development Goals (MDGs)? This paper investigates that question across multiple time horizons, with attention to the fact that countries' progress had already begun to accelerate during the late 1990s compared to the early 1990s. The paper gives special consideration to countries the MDGs were primarily intended to support, including initially “Off Track” and low-income countries. Although only 21 percent of originally Off Track countries and 34 percent of originally low-income countries are now on a path to achieve the MDG target by 2015, at least 80 percent of each group has seen accelerated progress since 2001. Approximately 90 percent of countries in sub-Saharan Africa have accelerated. Most importantly, regression analysis indicates that cross-country trends since 2000 differ considerably from previous decades. The years since the launch of the MDGs include the first extended period in at least four decades during which rates of U5MR decline have not been negatively correlated with U5MR levels. Compared to a conservative counterfactual trend from 1996 to 2001, at least 7.5 million additional children's lives are estimated to have been saved between 2002 and 2013. The results suggest that much of the greatest structural progress has been achieved by countries not likely to achieve the formal MDG targets, even if their progress might be linked to the pursuit of those targets. Implications are considered for setting U5MR targets through to 2030.

38900. Fertilizing Growth: Agricultural Inputs and Their Effects in Economic Development

This paper uses cross-country panel data to estimate the agronomic inputs that lead to cereal yield improvements and the consequences for developing countries' processes of structural change. The results suggest a clear role for fertilizer, modern seeds and water in boosting yields. It then estimates empirical links in developing economies between increased agricultural yields and economic growth; in particular, the spillover effect from yield growth to declines of labor share in agriculture and increases of non-agricultural value added per capita. The identification strategy for the effect of fertilizer includes a novel instrumental variable that exploits variation in global fertilizer price, interacted with the inverse distance between each country's agriculturally weighted centroid and the nearest nitrogen fertilizer production facility. Results suggest that a half ton increase in staple yields (equal to the within-country standard deviation) generates a 13 to 20 percent higher GDP per capita, a 3.3 to 3.9 percentage point lower labor share in agriculture five years later, and approximately 20 percent higher non-agricultural value added per worker a decade later. The results suggest a strong role for agricultural productivity as a driver of structural change.
