35401. Just Enough, Just in Time: Improving Sovereign Debt Restructuring for Creditors, Debtors and Citizens

Abstract:
Recent international financial turmoil — most notably in Greece — has refocused attention on the risks posed by severe sovereign debt crises and weaknesses in our approaches to restructuring sovereign debt. Since early 2010, these risks have driven a range of debt-related policy proposals and actions in individual economies, across regions and at the international financial institutions. While some incremental first reform steps have been taken, these have not yet produced a more efficient, effective or resilient international framework for handling severe sovereign debt crises and effecting sovereign debt workouts. In contrast, some institutional and policy changes made in the heat of the euro-zone crisis have raised as many questions as they have resolved. Old policy ideas are also being resurrected and configured in new ways for current challenges. After years of substantial fiscal stimulus and exceptional monetary policies, high debt burdens across the advanced economies, fears of secular stagnation, signs of an imminent increase in US borrowing costs and deteriorating demographics together make a compelling case for concerted action to improve international arrangements for dealing with distressed sovereign debt.

Abstract:
During 1999-2007, the international balance sheets of emerging economies grew stronger through a combination of current account surpluses, a shift from debt funding to equity funding, and the stockpiling of liquid foreign reserves. This risk-mitigating strategy improved the international financial standing of many emerging economies and helped these economies withstand the 2008-2009 global financial crisis. However, a combination of domestic and external factors has led to a partial reversal of this strategy, with some emerging economies accumulating significant external debt since 2010. Previewed by the May 2013 “taper tantrum,” there has been considerable speculation that a tightening of dollar-funding conditions and a macroeconomic slowdown in emerging economies may result in financial instability in some emerging economies.

On November 15-16, 2015, leaders of the world's major advanced and emerging economies will meet in Antalya, Turkey for the G20 summit. In this special report, CIGI experts present their perspectives and policy analysis on the key priorities facing the G20 at Antalya. The Right Honourable Paul Martin states that the multilateral institutions created to make globalization work should be a G20 priority. Thomas A. Bernes asks whether G20 leaders and the institutions that support them can articulate a “policy upgrade” that brings more credibility than last year’s Brisbane Action Plan. Olaf Weber argues that the next step for the G20 should be the development of policies and guidelines that help to manage climate change and financial risk in a prudential way. Hongying Wang examines China's rare opportunity as it assumes the presidency of the G20 to push for collective new thinking on how to establish a less fragmented and more coherent global framework for investment governance that balances the interests of different stakeholders. Finally, Kevin Carmichael suggests that the G20 should elevate gender balance to the top of its agenda.

Abstract:
The Paris Conference of the Parties (COP) 2015 is designed to produce the next round of climate change action. There are reasons to believe that the chances for success at the multilateral level are better now that they were before, but even under the most optimistic scenarios, Paris will not be the end of the negotiations. The Paris summit will be crucial to maintaining the momentum that has been building in the private sector and civil society on the issue of climate change. COP 21 has generated an enormous amount of public interest. Civil society actions both before and during the Paris meeting promise to be on a grand scale. In addition, COP21 has excited action from a number of other levels of government not normally seen at these events. Leaders of the IMF, the World Bank and the OECD have all stated that climate change is the principal economic issue facing the world this century. There is a growing realization among the world's economic decision makers that the shift to a low-carbon economy is not only a necessity, but also may be less costly than we believe. The need to identify both public and private financing solutions is the greatest hurdle facing the Paris COP. CIGI's climate change research is tackling the issue of financing sustainable development, in addition to how agreements can be reached by smaller countries, how to address the problems of the delayed benefits from mitigation, ways that China can exercise leadership in this arena, and how the world's financial institutions can help mobilize climate finance from the private sector.

35405. Central Banks Can and Should Do Their Part in Funding Sustainability

Abstract:
Central banks, when purchasing financial assets, should consider selecting assets that will promote sustainability, including climate change mitigation and adaptation. During the 2008 financial crisis, central banks deployed unconventional means to rescue failing banks and insulate economies from depression. Their asset purchases have had strong social impacts, but traditionally, central banks have not explicitly factored social objectives into their decisions or evaluated their impacts beyond the narrow monetary domain. Social impact investing is consistent with a central bank’s mandate to maintain price stability, but those not yet ready to move in this direction should at least incentivize bankers and asset managers to invest in, or lend to, climate mitigation activities and low-emission growth, as well as support a financial transaction tax.

35406. Climate Technology Partnerships: Form, Function and Impact

With halting progress in climate negotiations, there are growing calls for partnerships among self-selected pools of countries, in the expectation that they would facilitate consensus (among both developed and developing countries) and result in faster decision making. In critically examining such a claim, this paper asks: what kinds of partnerships could facilitate coordinated climate-related action across several countries? By focusing largely on technology partnerships (a key demand in climate negotiations), it examines characteristics of successful partnerships and the conditions under which they are created and sustained. While the motivations of existing partnerships are diverse, their functional scope has remained limited. A review of more than 30 initiatives reveals that very few had been designed to extend beyond sharing knowledge and some preliminary research and development activities. Even fewer had enlarged functional focus on actual transfer of equipment, joint production or extensive deployment mandates. The paper intensively analyzes the purpose, membership and governance of four partnerships. Drawing on their lessons, the paper identifies critical features — appropriate financing, leveraging capacity, flexible intellectual property rules and coordination across several institutions — which could become the foundation of new partnerships to deliver measurable action and possibly increase trust among negotiating parties.

35407. Investor-State Arbitration Between Developed Democratic Countries

Abstract:
Investor-state arbitration (ISA), also known as Investor-State Dispute Settlement (ISDS), by which a foreign investor is entitled to sue a state for damages resulting from the alleged violation of an applicable bilateral investment treaty or an investment chapter in a regional trade agreement, has come under scrutiny in many parts of the world. But in no countries has it been subject to greater scrutiny and challenge than in developed democracies. First in Canada and the United States as a result of the adoption of NAFTA Chapter 11, subsequently in the European Union as a result of the adoption of the International Energy Charter, and latterly in other countries such as Australia, critics have alleged that ISA grants an undue privilege to foreign investors whose complaints should be heard by domestic courts instead of panels of international arbitrators. Availability of ISA is in fact worldwide, due to a network of more than 3,200 investment treaties; criticisms have been voiced in different parts of the world and various proposals for change have been made. The criticisms in developed democracies have become sufficiently strong for it to be necessary to raise the question of whether recourse to ISA is appropriate in any form in developed democracies. Armand de Mestral’s paper is the first in the Investor-State Arbitration project. The series of papers will be prepared by leading experts from a number of developed democracies. Each will review the experience of ISA within specific jurisdictions, with a view to understanding the debates that have occurred in each one. The focus of the debate is on developed democracies, but the implications for the whole international community are very much in mind.

Abstract:
This paper provides a brief description of the principles of cross-border resolution that have emerged after the 2008 global financial crisis, and the progress that has been achieved. The paper then provides an overview of developments on resolution of financial firms in India. It finds that while there is cognizance of the need for international cooperation on resolution, the focus is on first developing institutional capacity on domestic resolution that can interact with the international community in the future. The policy choices of India may be reflective of the thinking in a large number of emerging markets, which considerably lag behind the more developed markets, partly due to lower interconnectedness and partly due to limited experience in domestic resolution.

35409. Capital Controls and Implications for Surveillance and Coordination: Brazil and Latin America

Abstract:
From 2009 until 2011, Brazil utilized capital controls to deter real exchange rate appreciation. These measures may have obstructed necessary changes in the fiscal policy stance from occurring. In Chile, which employed capital controls heavily in the 1990s and then decided not to use them again during the commodity super-boom in the 2000s, suggests that an adequate fiscal policy stance provides better results than the use of capital controls. In addition, the recent experiences of Colombia and Peru demonstrate capital controls are not always necessary. This paper makes recommendations for capital control surveillance and coordination, using the Brazilian experience as an example, and draws on experiences in other Latin American countries. When analyzing the implications for surveillance and coordination, international institutions, such as the International Monetary Fund, should take into consideration that, no matter how many caveats are listed before its guidelines, capital controls mainly serve to bypass needed changes in macroeconomic policy, thereby jeopardizing economic performance.

The International Law Research Program (ILRP) of the Centre for International Governance Innovation (CIGI) congratulates the Province of Ontario’s Ministry of the Environment and Climate Change for launching a province-wide public consultation process — Ontario’s Climate Change Discussion Paper 2015 — in relation to an issue of global importance and urgency for Ontarians and Canadians alike, at a time when nations need to galvanize their subnationals, climate experts, civil society, business and industry to commit to intended nationally determined contributions (INDCs) to reduce carbon emissions and mitigate the effects of climate change. The CIGI ILRP is optimistic that through this provincial consultation process and implementation of the best ideas it generates, as well as through Ontario’s initiatives undertaken in collaboration with other provinces and foreign subnationals, Canadians will be able to prove to the world our commitment to make a meaningful contribution to achieving an ambitious, verifiable and enforceable international agreement on climate change in December 2015 in Paris. By proactively addressing climate change now, the Government of Ontario positions this province, its citizens, universities and businesses to be innovators for sustainable prosperity rather than victims of global environmental and economic crisis.

Against the International Monetary Fund’s (IMF’s) fraught experience with crises where debt restructuring is needed, Ukraine’s recent restructuring agreement has been a success. Several factors — in particular, Ukraine’s geopolitical position and the composition of its creditors — facilitated official support for the deal. As these are unlikely to be replicated in future debt crises, the IMF still needs a revamping of its policies and approach in crises requiring debt restructuring. This policy brief examines a number of key challenges in the evolution of a coherent role for the IMF in future crises.

35412. The 2015 Survey of Progress in International Economic Governance

The annual CIGI Survey of Progress in International Economic Governance assesses progress in five areas of international economic governance: macroeconomic and financial cooperation; cooperation on financial regulation; cooperation on development; cooperation on trade; and cooperation on climate change. In this year’s survey, 31 CIGI experts conclude that international economic arrangements continue to show a level of “status quo,” averaging a score of 50% across all five areas. The 2015 survey indicates a slight improvement to the result of last year’s survey, which suggested a minimal regression overall. The experts’ assessment of progress was most promising in the area of climate change cooperation, with an average score of 57%, whereas the least promising area was macroeconomic and financial cooperation, with a score of 44%, indicating minimal regression. The remaining three areas polled all fell within the “status quo” range, with trade at 46%, development at 48% and international cooperation on financial regulation at 53%. Interestingly, in the area of cooperation on development, CIGI’s experts provided a relatively mixed assessment. Responses varied based on experts’ perception of the effectiveness of current rhetoric, from 70% (indicating some progress) to 10% (suggesting major regression). Compared to last year, climate change governance has made the greatest improvement, but the remaining three areas (with the exception of development, which was not included in the 2014 survey) have all, on average, regressed further or remained stagnant. This trend is cause for concern.

35414. The Case for Intellectual Property Rights: Should Patents Be Strengthened, Weakened or Abolished Altogether?

The case for patents rests crucially on three conditions: that innovation is undersupplied in the absence of patents; that patents promote increased innovation; and that the welfare benefits of any additional innovation outweigh the welfare costs associated with the temporary monopoly that patents generate. While it is probably true that innovation is undersupplied, the empirical evidence is mixed on whether patents foster innovation. This may be due to patents stifling cumulative innovation because of holdup and ex ante uncertainty over patent rights. This policy brief recommends that to reduce the potential for holdup, uncertainty around patent rights should be reduced. Patents should be easily searchable and more easily understood by non-legal experts. In addition, patents should be narrower and more clearly demarcated. To the extent that the welfare costs of patents appear to outweigh their benefits, the requirements for obtaining a patent should be tightened. Further, patents should be made less broad and, concomitant with the reduction in the length of the product cycle, the length of patents should also be reduced.

The World Trade Organisation (WTO) is celebrating the 20th anniversary of its creation. As the successor of the General Agreement on Tariffs and Trade (GATT), it has inherited a wide scope of trade issues to address. An ambitious agenda along with a lack of consensus, mainly between the developed and developing states, are the main reasons for a stalemate in negotiations within the flagship initiative, The Doha Round. The ineffectiveness of the talks has pushed numerous countries to seek regional cooperation, which further hampers multilateral negotiations. In this situation, it is high time to rethink the future shape of the WTO and its role in the world economy.

Despite the limited mobility of EU citizens across the European Economic Area, let alone that of migrants, this cherished right has found itself at the centre of political debates in Europe. As illustrated by the key cases debated, and against the backdrop of a rise of populist solutions, one cannot expect a complete overhaul of the free movement framework. All in all, intra-EU mobility for EU citizens and migrants has not been changed as such, only certain provisions have been specified. To this end, bilateral cooperation between sending and receiving countries gains in importance. Cooperation between Norway and Poland, especially on integration, could help depoliticise the debate, and ensure the continued success of Polish workers in Norway.

However, the improvements they propose are substantially undermined by opaque decision-making procedures and the lack of consistency in EU institutional culture. The open-governance drive is also stymied by fears among the Member States that too much disclosure might diminish effective policymaking there. The conflict in Ukraine continues to attract global attention. Moreover, foreigners are also involved in actual combat in the eastern part of the country. Russians, be they soldiers or volunteers, are the dominant foreign group in the war zone. Others, mostly Europeans, constitute neither “NATO’s foreign legion” nor the “Donbass international brigades,” as their numbers likely do not exceed 300 on either side of the conflict. Interestingly enough, many of these European foreign fighters share common ideological roots, i.e., anti-Americanism, anti-liberalism, extreme nationalism, fascination with authoritarianism, rejection of European integration, but these do not, however, stop them from taking opposing sides in the ongoing conflict in Ukraine. They, as a group or as lone individuals, might constitute a threat to European security and must be closely monitored.

During 2014, the Belarusian economy experienced serious problems, which were deepened by the crisis in Russia. Further deterioration of the economic situation in Russia and Belarus’ other trade partners such as Ukraine mean that 2015 could be much worse. That is why the Belarusian authorities need external financial support, although this need is still not forcing them to conduct structural reforms. Moreover, as presidential elections are planned for November, the president, Aliaksandr Lukashenka will traditionally try to postpone reforms and impose pro-social policies.

Countries wishing to accede to the EU must involve civil society organisations (CSOs) actively in the process. In Serbia, in order to champion their effectiveness in cooperation with the government, the CSOs gathered in networks, and the three main, nationwide ones have proven to be of greatest relevance. The National Convention on the EU covers all 35 negotiation chapters, the Sectoral Civil Society Organisations group is involved in pre-accession funds distribution, while prEUgovor focuses exclusively on the hottest potato in the negotiations, which concerns chapters 23 and 24. Although in general terms the legal basis and good practices for such collaboration are established, more understanding of the government’s approach to the CSOs is needed in order to achieve visible benefits.

Under the fifth generation of leaders, a conceptual shift in China’s foreign policy is becoming abundantly apparent. Xi Jinping is more clearly jettisoning long-standing Deng Xiaoping’s foreign policy dictum of “hide and bide,” calling for big power diplomacy and a great revitalisation of the Chinese nation. This is not merely rhetoric. China is becoming more active in its closest neighbourhood and Asia, and is expanding its influence worldwide. Apart from coining new diplomatic catchphrases to win hearts and minds, China is establishing new institutions as an alternative to the Western-led global architecture, to reflect its ascendancy and normative power.

Given the multidimensional transformation taking place in the Arctic, it is timely to redefine and develop Poland’s engagement in the region. Although Poland has neither vital nor direct political and economic interests in the Arctic, the state’s multi-faceted involvement in international cooperation in that region may improve national security as well as enhance Poland’s international standing, especially in the EU, European and transatlantic dimensions. A clearly defined and comprehensive Arctic policy should be the foundation for further Polish engagement in the region. How this policy should look may be determined on the basis of the previous achievements, current potential, and identification of key rationales and of the areas for future activities.

With the decision to select Patriot as its next medium-range air and missile defence system, Poland is launching a programme considered the most important one out of the $35 billion Armed Forces Technical Modernisation Plan for the years 2013–2022. The sheer value of the contract ($4–6 bln), its strategic and operational significance, and the technologies involved, are all enough to make it a hot topic in popular debates. But this programme is special also because it involves a U.S. contractor, which will be responsible for providing key technologies. While Poland has long been gravitating towards closer defence political ties with the United States, it has also been particularly anxious with regards to defence cooperation with Washington, even despite the fact that the U.S. became the top importer of Polish defence materiel. To make the most out of the AMD selection, and any other possible programmes that may be won by a U.S. contractor, Poland should drop unrealistic or simply false assumptions regarding defence industrial cooperation with the U.S. and push the envelope of collaboration, wherever it is possible, while limiting its ambitions where they are exaggerated.

With the Eastern Partnership summit in Riga set for 21–22 May, Georgia is seen as one of the most advanced EaP members in terms of adoption of European standards. The country is quite successful in terms of building a democratic and transparent state, which is both rare and sets an important precedent in the post-Soviet region. Still, such positive changes in Georgia are not irreversible, and many reforms are only at the initial stage. The EU should offer more support, and encourage the government in Tbilisi in reforming state institutions. Priority should be given to the justice sector, public administration, and local government in order to secure democratic governance and a fair political environment for further transformation. Moreover, the EU should also increase support for Georgia’s civil society, which is the most efficient “whistle-blower” in the event of bad practices such as corruption, cronyism or use of prosecutors and the judiciary against political opponents.

Although Central Asian states are vulnerable to the activities of radical Islamic organisations due to the weaknesses of their political and social systems—marked by authoritarianism, corruption, nepotism, and ethnic and religious tension, as well as their poor economic circumstances—interest in ISIS among their citizens remains low. These states so far also have not become an area of interest for ISIS, although that may change. When some people in these countries do leave for Syria and Iraq, their decision is not rooted just in poverty but also in social exclusion and poor religious education. At the same time, citizens of far more affluent and often far less authoritarian European and Middle Eastern countries travel in higher numbers to Syria to join ISIS. Nonetheless, a potential increase in the popularity of radical Islamist factions will not only be a problem for the five countries of the region, where the authorities will try to use the phenomenon to strengthen their special services and raise funds for border protection, but also for Russia, especially since people from Central Asia are mainly recruited to ISIS on Russian territory and traverse it to reach the battlefields. Russia, therefore, will continue to support its neighbours in the fight against such organisations by helping to strengthen border control, support for local special services and by CSTO Rapid Reaction Forces. The European Union and the United States should offer not only intelligence support and assistance in protecting these borders against this threat but also economic programmes and development assistance that can be used to decrease the factors that may contribute to the radicalisation of those living in Central Asia.

After more than a decade of international military assistance in Afghanistan, the newly created Afghan National Security Forces are still facing several daunting challenges, including the need to stabilise a still volatile security situation and sustain a sufficient level of manpower. The latter, in particular, may prove to be extremely difficult, as statistics show that the ranks of the Afghan National Army (ANA) are shrinking dramatically. On the one hand, many independent assessments show that the ANA has reached a high level of maturity and efficiency in combating the insurgency (as demonstrated by the ANA recently when parliament was attacked by the Taliban). Moreover, the armed forces also receive a level of social support unprecedented in the modern history of Afghanistan. On the other hand, the unstable political situation, a potential loss of financial support from donors, and the re-emergence of militias that, under the command of warlords, act as parallel security forces in Afghanistan, may result in the progressive disintegration of the ANA, depriving it of the strong mandate given to it by the Afghan population.

Although it happens rarely, national governments, including those of EU countries, do sometimes hire foreign experts. In Ukraine, employing Georgians from former president Mikheil Saakashvili’s administration seems to be a logical move. His presidency’s biggest successes were the establishment of well-functioning police and an efficient fight against corruption, something both of which Ukraine badly needs. Other foreigners, including renowned experts such as Ukrainian American Natalie Jaresko and Lithuanian Aivaras Abromavičius, responsible for economic recovery, may be successful but face extremely difficult tasks. As all these figures are affiliated with the West in one way or another, their failure would be interpreted by pro-Kremlin media as a collapse of President Petro Poroshenko’s policies (perceived by Russia as a Western project).

Prior to the Paris Climate Conference each country is to submit an Intended Nationally Determined Contribution (INDC) – a vision of the country’s efforts to tackle climate change. The EU’s submission is very clear in its goal to reduce greenhouse gases emissions by 40% by 2030, but it leaves room for defining precisely how the Union plans to achieve this target. The European INDC also lacks specifics on the adaptation and climate finance, thus putting at risk the EU’s ability to build a more ambitious coalition in support of the Paris Agreement. Also important for the Union is to hammer out plans for adjusting its domestic policy processes to regular five-year review cycles.

Leading up to the formation of Moldova’s third government since elections a year ago, Chisinau faces not only political and macro-financial instability, but also suffers from a severe trust deficit in relations with external partners, some of which have suspended aid flows this year. If Moldova was once the most advanced Eastern Partnership state in terms of aid coordination, government ownership of the process has significantly weakened as a result of the protracted political crisis. Although donors continue to cooperate among themselves via well-established channels, participation by state institutions is currently limited. Once the political setting is stabilised, the government will need to go to great lengths to regain the trust of its external partners and re-establish donor coordination. This is fundamental if Moldova is to make the best use of assistance in order to recover its finances quickly.

For the first time since the outbreak of the war in Donbass, the situation on the frontline is nearly a proper cease-fire. This is the outcome of the interplay of three factors: the political-military balance in Donbass, sanctions and Russia’s military intervention in Syria. Nevertheless, it is premature to assume that military options in Donbass are no longer in the cards. Russia is likely to use force if needed to repel a Ukrainian attempt to retake parts of the area, to obstruct the Minsk process if it goes in a disadvantageous direction for Moscow, or to seize more territory if there is further political and social turmoil in Ukraine. To minimize the risks of an eruption of violence in Donbass, the EU and U.S. should prolong the sanctions, fine-tune the diplomatic pressure on both sides to implement and uphold the Minsk Protocols, and pay more attention to the political and economic transformations in the rest of Ukraine.

Although most of the structures and mechanisms for aid coordination have been conceived, they still need to be set in motion, and this requires time. For the system to be functional, the donors should improve coordination at a planning stage (especially those large donors with strict development agendas), while the Ukrainian government has to enhance its capacities for implementation of the reform as a matter of urgency. During his first visit to Warsaw after re-election as prime minister of the UK, David Cameron found an ally in support of one of his ideas to reform the EU. Rafał Trzaskowski, the Polish minister for Europe, speaking on behalf of the Polish government, officially endorsed the British position to strengthen national parliaments in EU policymaking. Yet, the proposals to date either require treaty changes or are merely technical adjustments. In fact, much more could be achieved by enhancing the mechanisms of inter-parliamentary cooperation within the existing scope of the treaties. Although this would play very well with the current institutional climate of better regulation and more transparency, it also requires a genuine political will on the side of EU institutions and Member States, which seem to be the missing link.

The migration and refugee situation in Eastern Europe receives comparatively little attention in the EU for a simple reason: the people displaced by the fighting in eastern Ukraine have tended to stay close to home or travel to Russia rather than head to the European Union. But eastern migration deserves attention. Migration issues, including questions of population loss, diaspora loyalty and border management, are gaining real geopolitical significance across Eastern Europe. Moreover, the EU’s technocratic efforts to leverage access to its labour markets in return for political reform in Ukraine, Moldova and Georgia are becoming increasingly politicised there. This paper therefore sets out some basic data on the issue. It takes as its case studies the receiving countries Norway and Poland, both located at the external border of the EU, EEA and Schengen zone and next to Russia, and pays special attention to the question of border management, including small border traffic and migration control, looking particularly at the gender dimension of migration.

Azerbaijan recently had to face a wave of criticism from the European institutions (the OSCE and the European Parliament) due to its government’s undemocratic practices. In response, Baku accused its European partners of Islamophobia and declared the suspension of parliamentary cooperation in the framework of the EU’s Euronest. The Azerbaijani ruling elite also blames the West of supporting a “fifth column” in Azerbaijan (meaning civil society organisations) as well as of giving political support to its arch-enemy Armenia in the Nagorno-Karabakh conflict. At the same time authorities in Baku are displaying their developing political partnership with Russia. This paper examines the consequences of the crisis in relations between the EU and Azerbaijan and Azerbaijani-Russian rapprochement for the prospects for EU-Azerbaijan energy projects and regional security in the South Caucasus.

Following the 2015 national election in Turkey the AKP, for the first time since coming to power in 2002, failed to win enough votes to form a majority government. Since the election the AKP has given the impression that it is attempting to form a coalition government, but in reality the party has been employing a number of tactics in order to increase its share of the vote in preparation for a snap election. These tactics have mainly revolved around increasing the nationalist vote and damaging the main Kurdish party. However, these manoeuvres have increased polarisation in Turkey and have resulted in an escalation of the conflict with the Kurds. Worryingly, it has become evident that the AKP aims to win power in the next election at all costs.

The EU-India Strategic Partnership launched in 2004 has made only modest achievements and needs a thorough rethink. Both sides must reset cooperation and base it on a more realistic footing centred on common interests, such as economic cooperation, global governance, development cooperation, and defence. The resumption of free trade negotiations, the organisation of a long overdue bilateral summit, and more frank dialogue on contentious issues is necessary in order to utilise the partnership’s potential. Syrians constitute the biggest national group migrating to Europe in 2015, according to Frontex. Of all the social diversity within a single society, two generalised profiles of a Syrian refugee can be inferred from available information: a poorer, rural worker based in camps in Jordan, Turkey and Lebanon, and a richer, middle-class professional living outside of refugee camps, recently migrating to Europe via the Greece and Western Balkans route. While Europe has so far received the best of the Syrian society, poorer Syrians may also be on the move without an immediate and substantial improvement of educational infrastructure and their legal labour market status in host countries.

The traditional approach has been to collect waste in open dumps and landfills. But overwhelmed sites and unsanitary conditions are driving governments to seek alternative solutions. Hawai'i has implemented "resource recovery" systems in past decades to deal with waste, including an innovative energy-from-waste project on O'ahu, and a recycling/composting program on Maui that focuses on diverting material from landfills. While both have been successful in reducing waste and generating products, the programs have also endured unexpected delays and problems. Despite differences in scale and capacity, the Hawai'i experience offers insights for other Pacific islands into how to tackle their own solid waste management issues, and create systems and policies that deliver the greatest ecological and economic benefits.

Two industries, automotive and information technology, demonstrate the experience of and opportunities for rebalancing. Both offer improved employment conditions with better wages, but continue to incorporate large swaths of low-wage employment with little protection for workers' health and the environment. 35456. From Catching Up to Forging Ahead: China’s Policies for Semiconductors

China, the world's leading exporter of electronic products, faces a fundamental dilemma. It is the largest and fastest-growing market for semiconductors, the core component of those electronics products. Yet, at least 80 percent of the semiconductors used in China's electronics products must be imported. As a result, China's trade deficit in semiconductors has more than doubled since 2005 and now exceeds the huge amount it spends on crude oil imports. To correct this unsustainable imbalance, China's new strategy to upgrade its semiconductor industry seeks to move from catching up to forging ahead in semiconductors. The strategy calls for simultaneously strengthening advanced manufacturing and innovation capabilities in China's integrated circuit (IC) design industry and its domestic IC fabrication, primarily through foundry services. Drawing on policy documents and interviews with China-based industry experts, this study takes a close look at the objectives, strategy, and implementation policies of China's new push in semiconductors and examines what this implies for China's prospects in this industry. The study shows that China's new policy resorts to private equity investment rather than subsidy as the tool of industrial policy. The government participates in equity investment and claims it will do so without intervening in management decisions. This policy is expected to reduce the cost of investment funds for a selected group of firms, which is to form a "national team" in the semiconductor industry. China's new policy to upgrade its semiconductor industry through innovation does not represent a radical break with its deeply embedded statist tradition. Within these boundaries, however, the study detects important changes in the direction of a bottom-up, market-led approach to industrial policy. In response to the rising complexity and uncertainty of today's semiconductor industry, the government seems more open to experimentation with new approaches to investment finance and flexible, bottom-up policy implementation, based on multilayered industrial dialogues with private firms. China's policies to forge ahead in semiconductors, thus, provide an interesting example of its current efforts to move from investment-driven catching up to an innovation-driven development model.

On 7 August 2014, the Extraordinary Chambers in the Courts of Cambodia (ECCC) reached an important institutional milestone when the Court published its long-awaited Trial Judgment in the first case against two of the surviving alleged senior leaders of the Khmer Rouge--Nuon Chea and Khieu Samphan ("Case 002/01"). The Court found both men guilty of crimes against humanity, and sentenced them each to life imprisonment, while awarding "moral and collective reparations" to the 3,869 Civil Parties participating in the trial. Despite hopes that the five-year process of judicial investigation, trial, deliberation, and Judgment-drafting would produce a rigorous and insightful final product, in reality, as this report argues, the Case 002/01 Judgment fails to deliver the most fundamental output one expects from a criminal trial--systematic application of the elements of crimes to a well-documented body of factual findings. Based, in part, on insight gained from the continuous presence of a team of trial monitors throughout trial, this report provides commentary on how a contentious and confusing trial process in Case 002/01 ultimately produced a similarly problematic final Judgment.

West Papua is the most violent area of Indonesia. Indonesian security forces battle the country's last active separatist insurgency there. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.

The North Korean cyber attack against Sony Pictures Entertainment in connection with the planned release of The Interview raised important questions about the feasibility of deterrence in cyberspace, the protection of First Amendment values, and the responsibility of the US government to safeguard private networks. It also resulted in the unprecedented attribution of responsibility for a cyber attack to a nation state by a US president, despite public controversy over the evidence. North Korea has long engaged in provocative behavior on the Korean peninsula, recently including cyber attacks, but the probability of general war with South Korea remains quite low. Strategists describe this problem as the stability-instability paradox. North Korean coercion targeting a corporation on US soil in effect extends this dynamic into global cyberspace. It is impossible to deter all forms of cyber harassment, but policymakers can manipulate the threshold of ambiguity that makes limited aggression more or less attractive.

At the end of 2015 the Association of Southeast Asian Nations (ASEAN) will announce the establishment of the ASEAN Economic Community (AEC). In theory, this agreement should produce an association-wide economic integration. However, following the announcement, and for the foreseeable future, ASEAN member states will continue in significantly less than full regional economic integration. Why? Some observers believe that the AEC plans involve an "overly ambitious timeline and too many ill-thought-out initiatives." Others point to ASEAN's traditional aversion to legally binding agreements. While progress has been made in reducing or eliminating intra-ASEAN trade tariffs, substantial non-tariff barriers to trade persist. However, for most member states, the ASEAN market is relatively small while external markets, especially China, are growing rapidly. Given this outward-orientation for ASEAN trade, is the lack of an unhindered regional market really a problem?

A drought is moving through the Pacific Islands, brought by one of the strongest El Niño events since record keeping began 60 years ago. It started in the southwest Pacific, where it has brought famine to Papua New Guinea and Vanuatu. It is expected to reach the South Pacific, tropical West Pacific, and Hawaiian Islands between December 2015 and May 2016, potentially affecting 4.7 million people. While the effect of El Niño in the Pacific Islands receives little global attention, it has already proved severe, particularly among vulnerable island populations. Prolonged drought can compromise not only freshwater supplies and food security, but can also have cascading impacts on public health, economies, food distribution, and even trigger civil unrest. Past experiences with regional drought, current actions being taken, and the most current predictions for El Niño’s anticipated effects on the Pacific Islands, suggest strategies that governments and aid groups can take to prepare for this powerful climate event.

The Path to Peace has always been thorny, unlike the path to war: it is always easier to walk down a slippery slope, while the expectations are often brighter than the results that are achieved, that is, of course unless the goal is to indulge in self-publicity on the captain’s bridge of an aircraft carrier, fly a victorious flag over Baghdad or “win a difficult victory over the opponents of democracy” ahead of elections in one’s own country. We are the avowed proponents of the “if you want peace, prepare for peace” approach, but under different circumstances, at different historical and geopolitical periods, “preparations” can and should be different. In one situation, the reduction of the military capability and “disarmament” are regarded by opponents and partners/rivals as the striving for the relaxation of international tensions and the building of new relations, with a new substance and with the “friendly” proportions of positive and confrontational interaction.

The Ukrainian Storm of 2013-2014 pushed the world dangerously close to Cold War. The coup and the bloodshed which swept the country were caused by the refusal of the Yanukovich regime to draw closer to the EU no matter what rather than by the fairly acute social, economic and political disagreements inside the country. The consecutive packages of anti-Russian sanctions imposed by the European Union and coordinated, to a great extent, with the U.S. and several other non-european allies look very logical in the context of the stalled dialogue between the two key European players. it was in 2012-2013 that many of the expert community recognized an absence of a more or less noticeable progress in moving toward a visa-free regime between the EU and Russia and in settling other important bilateral issues for what it really was: the EU’s unwillingness to develop equal partnership with Russia rather than technical discrepancies (according to Brussels). Its attention was riveted to the Eastern Partnership program designed, among other things, to detach CIS countries from Russia and draw new dividing lines in Europe.

Although the International Traffic in Arms Regulations (ITAR) do help prevent potential foreign adversaries from using U.S. arms against the United States and its allies, the Regulations, as enforced, can weaken U.S. national security in other important ways. For example, by excessively impeding defense exports, the ITAR makes it more difficult for U.S. firms to sustain core U.S. defense technological and industrial advantages, decreases U.S. military interoperability with allies that purchase ITAR-free weapons from other sources, and generates other undesirable effects for the U.S. Army and U.S. national security.

Beginning in 2013, the U.S. Army began an effort to “engage regionally and respond globally.” A central tenant of this strategy, building upon National strategic guidance, is the necessity to build partner capacity. Army units, through the regionally aligned forces concept, may find themselves conducting security force assistance (SFA) missions across the globe as a means to achieve these ways. However, after examining the Army’s SFA mission in Operation IRAQI FREEDOM from 2003-10, it becomes apparent that institutional and organizational shortcomings plagued the Army’s initial efforts in this critical aspect of the campaign. Many of these shortcomings remain in the Army today, particularly within the Army’s core formation—the brigade combat team (BCT). This monograph examines the Army’s role in conducting SFA in Iraq, drawing key lessons for the Army’s experience there, and then provides recommendations as to how the Army can better optimize the BCT to conduct SFA, while still retaining its core mission to fight and win America’s wars.

While supporters claim that drone warfare is not only legal but ethical and wise, others have suggested that drones are prohibited weapons under International Humanitarian Law (IHL) because they cause, or have the effect of causing, indiscriminate killings of civilians, such as those in the vicinity of a targeted person. The main legal justification made by the Barack Obama Administration for the use of armed drones is self-defense. However, there is ambiguity as to whether this argument can justify a number of recent attacks by the United States. In order to determine the legality of armed drone strikes, other factors such as sovereignty, proportionality, the legitimacy of individual targets, and the methods used for the selection of targets must also be considered. One justification for the ethical landscape is the reduced amount of collateral damage relative to other forms of strike. Real time eyes on target allow last-minute decisions and monitoring for unintended victims, and precise tracking of the target through multiple systems allows further refinements of proportionality. However, this is of little benefit if the definition of “targets” is itself flawed and encompasses noncombatants and unconnected civilians. This monograph provides a number of specific recommendations intended to ensure that the benefits of drone warfare are weighed against medium- and long-term second order effects in order to measure whether targeted killings are serving their intended purpose of countering terrorism rather than encouraging and fueling it.

While the rest of the world is concerned about the refugee crisis in Europe, the conflict in Syria, and the potential contenders in the U.S. presidential elections of 2016, there is a brewing dispute between Guyana and Venezuela in Latin America. As a result of this diverted attention, there are few reports regarding the instability of an already fragile region. The dispute between the two nations centers on the lands west of the Essequibo River of Guyana. This stretch of land covers 40 percent of Guyana’s sovereign territory and, according to experts, is rich in gold, bauxite, diamonds, and other natural resources. The dispute over control of the Essequibo region was initially settled by international arbitration in 1899, awarding the Guyana Government the region. However, the Venezuelan Government has rejected the final decision granting Guyana the Essequibo region; and, since the 19th century, it has been laying claim to this vast mineral rich area, alleging that the decision was fraudulent and therefore null (see map of Guyana)

The Human Terrain System embedded civilians primarily in brigade combat teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program’s evolution, the experiences of these social scientists clarifies the U.S. Army’s decision to integrate social scientists at the tactical level in conflict. Based on interviews, program documents, material from Freedom of Information Act requests, and secondary sources, this book finds a series of limiting factors inhibiting social science research at the tactical level, common to both Iraq and Afghanistan. Complexity in integrating civilians into the military decision-making cycle, creating timely research with a high level of fidelity, and making granular research resonate with brigade staff all contributed to inhibiting the overall effect of the Human Terrain System. Yet, while high operational tempo in contested spaces complicates social science research at the tactical level, the author argues that there is a continued requirement for a residual capability to be maintained by the U.S. Army.

Since the breakup of the Soviet Union, a number of gas disputes between Russia and Central and Eastern European countries have unveiled the strategic dependence of Europe on Russian piped gas. The recent Ukrainian crisis demonstrated that Europe has a desperate need to improve the security of its gas supply. The United States is interested in the economic stability and growth of Europe, because the European Union (EU) is its principal and largest economic partner. The United States and the EU enjoy the largest trade and investment relationship in the world, which should not be jeopardized by disruptive, anti-status-quo powers. Europe’s energy independence is not only an economic interest of America, but also a political and security one. Europe’s dependence on Russian natural gas undermines European unity and weakens the primary U.S. allies in their relations with Russia. U.S. Armed Forces in Europe and the U.S. Army in particular can and should play an important role in promoting energy security. This involvement includes: increased situational awareness; deployment to the sensitive areas; and enhanced training activities, including with the allies of the U.S. military in Central and Eastern Europe.

In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

Recently, one of the most respected voices of those who work and teach in the field of American civil-military (civ-mil) relations, Professor Peter Feaver, provocatively offered the following question: When it comes to national security, should one advise President Barack Obama on the best course of action or just the best course of action that he is likely or able to accept and implement?1 Thus, owing primarily to the Obama administration’s difficult civ-mil relations and what some consider to be ineffective policy implementation, particularly in Syria, this question is now sprouting up in journalistic reporting, academic journals, and in classroom discussions here at the U.S. Army War College. The import of the question for military professionals lies in the fact that it could lead one outside the traditional norms of American civil-military relations. These norms have in general held that the responsibility of senior military leaders is simply to give their best professional military advice – no shading allowed, and most certainly no shading that might make policy implementation less than fully effective. In fact in the Army’s new doctrine of the profession (ADRP 1 – The Army Profession),2 the principles are clearly stated: Military leaders offer their expertise and advice candidly to appropriate civilian leadership . . . Army professionals properly confine their advisory role to the policymaking process and do not engage publically in policy advocacy or dissent. Army professionals adhere to a strict ethic of political nonpartisanship in the execution of their duty.3

Experience from Afghanistan and Iraq has demonstrated the vital nature of understanding human terrain, with conclusions relevant far beyond counterinsurgency operations in the Islamic world. Any situation where adversary actions are described as “irrational” demonstrates a fundamental failure in understanding the human dimension of the conflict. It follows that where states and their leaders act in a manner which in the U.S. is perceived as irrational, this too betrays a lack of human knowledge. This monograph offers principles for operating in the human domain which can be extended to consideration of other actors which are adversarial to the United States, and whose decision-making calculus sits in a different framework to our own — including such major states as Russia and China. This monograph argues that the human dimension has become more, not less, important in recent conflicts and that for all the rise in technology future conflicts will be as much defined by the participants’ understanding of culture, behavior, and language as by mastery of technology.

India’s impressive economic growth over the last two and a half decades has brought India’s role and interests to the forefront of global politics and statecraft. Importantly, it has put India into a comparative perspective with China, another aspiring Asian great power poised to stiffen competition for resources and influence worldwide. Both are resource-hungry and rapidly emerging powers seeking a new place and role in the global and regional orders. Both are also strategic rivals and consider their immediate neighborhood of Central Asia of growing strategic importance to their grand strategies. For now, China has outperformed India in Central Asia on all counts, securing the region as a key resource base and platform for power projection. India launched the “Connect Central Asia” policy in 2012 to shore up its presence, but the policy has not yet secured for it even a remotely comparable stake in the region due to aspects of India’s strategic culture and geopolitical constraints. Meanwhile, the U.S. strategic presence in the region leaves much to be desired. The United States is withdrawing from Afghanistan without major political or military gains from the conflict that has cost it and its partners a fortune in lives and money. The future of its military infrastructure and relationships with countries in Central-South Asia is a big unknown, with regional partners equating the U.S. military pullout with its waning commitment to support the regional economic and security order. To help unlock their strategic potentials, Delhi and Washington should join forces and cultivate a strategic partnership that makes Central Asia its major pillar. Until then, neither Delhi, nor Washington is likely to succeed.

In 2014, the National Defense Authorization Act directed the Department of Defense to reconsider the way the Army evaluates and selects leaders. This call for reform came after repeated surveys from the Center for Army Leadership suggested widespread dissatisfaction with the current approach. The Army today is seeking to inculcate a philosophy of mission command across the force based on a culture of mutual trust, clear intent, and decentralized initiative. It is therefore, reasonable to ask if our current performance evaluation system contributes or detracts from such a culture. This paper seeks to answer this question by considering the essential leader attributes required for the exercise of mission command and then considering practical methods for evaluating this behavior. It then reviews the history of the existing Army performance evaluation system and analyzes how well this existing system conforms to the attributes of mission command. Finally, the paper examines other methods of performance evaluation outside of the Army to determine if those methods could provide a better model. This examination includes a variety of best practice models in private business and the public sector and identified alternative approaches to performance evaluation.

American security policy rests on a three-legged stool consisting of defense, diplomacy, and development. As President Obama implied in his May 2014 speech at West Point, the United States is in the midst of a resurgence of diplomacy and development, as it seeks to leverage diplomatic influence, foreign aid, and multilateral institutions to solve the most vexing international security challenges. However, the dramatic rebalance toward diplomacy and development over the last several years has largely has failed. Rhetoric, official strategies, and actual policies have all aimed at rebalancing the three legs of the foreign policy stool. However, several factors point to a continued militarization of U.S. foreign policy, including funding levels, legal authorities, and the growing body of evidence that civilian agencies of the U.S. Government lack the resources, skills, and capabilities to achieve foreign policy objectives. Continued reliance by senior decisionmakers at both ends of Pennsylvania Avenue on the U.S. military in the development, planning, and implementation of U.S. foreign policy has significant implications. Foremost among them is the fact that the military itself must prepare for a future not terribly unlike the very recent past.

Although Chinese President Xi Jinping uttered “peace” 18 times in his brief opening remarks and Chinese government propaganda flooded China’s media with massive unqualified praise afterward, this show of force was by no means a blessing for peace. On the contrary, it arguably will cast a shadow over China’s outreach in the Asia-Pacific region for years to come.

The Syrian civil war began in March 2011 and has claimed nearly 250,000 lives so far. After over 4 years of internal fighting, the Kremlin has decided to expand its role in this conflict by moving combat aircraft and some ground troops to Syria to support the Bashar al-Assad government. These actions seem like a clear prelude to a direct Russian combat role, although the scope of such an effort is not yet clear. It has started with a limited number of air strikes against the opposition forces fighting Assad. Additionally, Russia is providing the Syrian army with new weapons supplies which that army seems to be absorbing very quickly. The United States has expressed concern about the deployment and is facing the question of how seriously it seeks to oppose increased Russian involvement in this war, and what, if anything, to do about it.

A recent editorial in The New York Times asked the question, “Who threatens America most?” It proceeded to compare recent pronouncements by incoming senior military leaders, the President, the FBI director, and finally the Director of National Intelligence. The major candidates included the usual nation states (Russia, North Korea, and China), a few nonstate terrorist organizations (ISIS and al-Qaeda), and a couple of unattributed capabilities (weapons of mass destruction and cyberattacks). The editorial concluded with the lament: “If officials cannot agree on what the most pressing threats are, how can they develop the right strategies and properly allocate resources?”1 Given the confusion and uncertainty generated by the current strategic environment, compounded by America’s resource-driven retrenchment, it is a fair question. However, I contend that we could pursue a more focused national strategy and do a better job of allocating resources if we focus on the opportunities as opposed to this wide array of threats. The opportunity that beckons is the increasingly interconnected global economy and the integral role played by the United States in both its institutional design and future evolution. A functioning, interconnected global economy will mitigate most, if not all, of the previously mentioned threats, whereas a fractured and disconnected global economy will exacerbate them.

Armed unmanned aerial vehicles—combat drones—have fundamentally altered the ways the United States conducts military operations aimed at countering insurgent and terrorist organizations. Drone technology is on track to become an increasingly important part of the country’s arsenal, as numerous unmanned systems are in development and will likely enter service in the future. Concerned citizens, academics, journalists, nongovernmental organizations, and policymakers have raised questions about the ethical consequences of drones and issued calls for their military use to be strictly regulated. This level of concern is evidence that the future of drone warfare not only hinges on technical innovations, but also on careful analysis of the moral and political dimensions of war. Regardless of whether drones are effective weapons, it would be difficult to sanction their use if they undermine the legitimacy of U.S. military forces or compromise the foundations of democratic government.

Is offshore balancing the right grand strategy for America? Is it time for Washington to roll back the vast system of overseas security commitments and forward military deployments that have anchored its international posture since World War II? This monograph argues that the answer to these questions is no. Offshore balancing represents the preferred grand strategy among many leading international-relations “realists,” who argue that significant geopolitical retrenchment can actually improve America’s strategic position while slashing the costs of its foreign policy. The reality, however, is rather different. The probable benefits of offshore balancing—both financial and geopolitical—are frequently exaggerated, while the likely disadvantages and dangers are more severe than its proponents acknowledge. In all likelihood, adopting this strategy would not allow America to achieve more security and influence at a lower price. The more plausible results would be to dissipate U.S. influence, to court heightened insecurity and instability, and to expose the nation to greater long-range risks and costs.

Most recently, the Army’s Human Development White Paper supports TRADOC Pamphlet 5250301, The U.S. Army Operating Concept, “Win in a Complex World” document (2014), by emphasizing the Army’s desire to become the nation’s leader in “human development.” In short, the Army Operating Concept requires that emerging leaders must understand the political-social-military environmental context, the defense-diplomatic-development (the 3-Ds) policies of the U.S. Government, and their roles as emerging leaders and followers in a variety of operational settings. Collaboration, not just within the Army, but across government agencies will be crucial to success in this complex operating environment.

Abstract:
Events on world battlefields over the past two years should give the U.S. Army pause to reconsider the entire Foreign Internal Defense (FID) mission. The seemingly unarguable axiom that "good training makes good soldiers" has been proven to be not always true. Good training does not always make good soldiers. If the definition of a good soldier is "a member of the armed forces who stands and fights for his or her country," then a good deal of money has been spent in Afghanistan, Iraq, and elsewhere without measurable and sustainable success. More than a third of all Afghan defense forces trained with U.S. taxpayer money desert in Afghanistan each year, and in Iraq they simply disappear.

The dynamic nature of the future security environment necessitates better retention of diversified talent among officers from the Millennial Generational Cohort. Although the U.S. Army has done well to attract a diverse and talented group of junior officers at commissioning, a revision of the Army’s Personnel System, that incorporates a more personalized management approach, could help to motivate and retain millennial officers and better prepare them for senior leadership. Lieutenant colonels and colonels must provide the transformational leadership and innovation needed to create the intrinsic value that millennials seek in their profession. In order to explore what is most appealing to talented millennial officers and what is most effective for the Army, this Carlisle Paper will explore, as its methodology, the salient features of leadership theory, the characteristics of the Millennial Generational Cohort, and what senior leaders must do to improve attraction, motivation, and retention of millennial officers in the U.S. Army.

Abstract:
This manuscript focuses on the present threat posed by terrorist and insurgent use of unmanned aerial vehicles (UAVs) as well as associated future threat potentials. This work presents a counterintuitive analysis in the sense that armed drones are typically viewed as a component of America’s conventional warfighting prowess—not a technology that would be used against U.S. troops deployed overseas or against civilians back home. The emerging threat of such UAV use against the United States is investigated, and the unique analysis and creative approach related to the threat scenario variants generated are very informative. Hopefully, the larger implications posed by this analysis related to semi-autonomous and autonomous UAV type robotic systems will be of benefit.
