- The Center for Migration Studies of New York (CMS) initiated its “Democratizing Data” project in 2013 to make detailed demographic information widely available on the US undocumented, eligible to naturalize, and other non-citizen populations. The paper begins by outlining top-line findings and themes from the more than 30 CMS studies under this project. It then examines and refutes four persistent misconceptions that have inhibited public understanding and needed policy change: (1) migrants never leave the United States; (2) most undocumented migrants arrive by illegally crossing the US-Mexico border; (3) each Border Patrol apprehension translates into a new undocumented resident; and (4) immigrants are less skilled than US-born workers. The paper then offers new analyses in support of select policy recommendations drawn from a decade of democratizing data. It concludes with a short reflection and a case study on the failure of data, evidence-based policy ideas, and national ideals to translate into necessary reform.

- Like public finances elsewhere, the public finances of the Egyptian state suffer from a semi-permanent deficit. Although a limited deficit in state budgets is acceptable for most prevailing economic theories, the persistent and worsening deficit in public budgets leads to severe phases during which the economy suffers. During periods of economic prosperity, soft loans are easily accessible, which encourages states to rely on borrowing as a secondary source of financing for extended periods until it becomes a permanent source of financing. The financial market eventually puts an end to every period of easy borrowing, forcing the government to face the reality it has tried to avoid. Under such circumstances, governments have three tools at their disposal: borrowing at the highest interest rate, austerity and disabling services and social protection programs, and raising taxes and customs duties. Borrowing at the highest interest rate is every government's first choice because it does not require a reformulation of the social, economic, and political contract between the state and its citizens. But the price of such a policy is a worsened deficit. Borrowing, before or after a crisis, is not a solution but merely a postponement of the crisis, in the hope that the market recovers. When it is no longer possible to borrow amid the worsening economic conditions of a crisis, the government resorts to other tools with varying degrees of risk. Austerity is a recipe for widespread social outcry and has catastrophic effects on the poor and middle classes as well as the overall economy due to decreased purchasing power. To overcome the crisis with the least social tension, the state can also resort to taxation to generate possible revenues whether from the economy as a whole or the sectors and classes with concentrated surpluses of value. The more severe the crisis, the more the government is forced to use additional tools and impose strict measures. Debts are nothing but deferred taxes, and taxes remain key in every economic crisis. When a global economic crisis looms, questions abound. Could the crisis be approached with fewer social and economic burdens and with more room for maneuver? In this context, this paper will discuss the tax policies adopted in the past few years in Egypt and how they could have been more effective. The primary role of taxes is to meet the government's financial needs to implement its role under the social contract, whether formal or informal. Therefore, taxes are a convenient introduction to understanding the political economy of any state. Tax policies are an essential tool for achieving macroeconomic goals, and they directly reflect the political and socioeconomic considerations driving a country’s economy. This paper will address the main role of taxes in financing the requirements of the social contract from the perspective of the adequacy and effectiveness of tax collection.

- This study firstly aims to classify the environmental protection and climate change (EPCC) goals stated in the 2022 performance programs of the 14 metropolitan municipalities (MM) with the highest expenditures in Turkey and their affiliated institutions (AF) (water and sewerage departments and transportation administrations) according to mitigation, adaptation, waste, and other environmental goals and to examine the budget allocated to these targets. The study, also, evaluates the pros and cons of the budgets allocated by the 14 metropolitan municipalities to mitigation, adaptation, waste, and other goals and develops concrete policy recommendations for areas in which budgets should be increased/decreased.

- Ukraine has been a stellar example of a little reform going a long way. First invaded by Russia in 2014, the Ukraine of 2022 was a different country, with more resilience, more ability, and more depth. As it pushes to repel the Russian aggressor, it is never too early to think about how Ukraine can continue its reform process and become a state that is free of Russia, economically strong, and a model for policy reform. The ways in which Ukraine can attain this goal are contained in the economic roadmap, “Economic Priorities in Post-war Ukraine,” produced by Ukrainian experts and world-class policy advisors under CASE-Center for Social Research and CASE Ukraine and funded by agencies from around Europe and the United States. This report focuses on the essential reforms that will help Ukraine with the post-war reconstruction, as well as enable progress in its efforts on the way to EU membership. Over 30 years of independence, Ukraine has launched almost all of the necessary reforms to build and develop a market economy. In 2014, Ukraine signed the EU-Ukraine Association Agreement, and substantial progress has been demonstrated since then. However, the country fought against a legacy of start-stop reforms and inattention to major objectives such as building the rule of law and encouraging private sector competition. Before the full-scale Russian invasion, it had been making progress in institutional reforms but still had far to go. This report addresses many of the complex tasks that Ukraine needs to complete, with the main challenge being the rule of law, a problem lasting for three decades. Our team of experts propose specific mechanisms to make the transition to a country which respects the rule of law, including ways to improve the judiciary, respect property rights, and encourage private sector competition. The report also examines the question on how the Ukrainian government can attract funding and rebuild the country after the war is over, discussing ways in which the EU and the donor community can be involved. The eventual end of the war also provides Ukraine with a unique opportunity to leap ahead in the European integration process and to finish its institutional reforms. With Ukraine now a candidate for EU membership, the prospects of the integration process, the unprecedented support for integration with the EU in Ukrainian society and the continued support of the West, present Ukraine with a way forward and overcoming the obstacles that have delayed, stalled, or even caused the abandonment of reforms in the past.

- This paper explores the design of Indian regulatory agencies established post-liberalisation from an administrative perspective. Regulatory agencies were set up to replace state inefficiencies, and to discipline profligate state agencies, even as much as they were a response to state-market reorganisations and the challenge of privatization. Regulation provided an opportunity for upper levels of the Indian bureaucratic state to recast their power, with the idea that it would provide a framework for economic rationality, independence and technical specialization to take centre-stage. In actual practice however, the design of each of the regulatory agencies is shaped largely by pre-existing legal frameworks and institutions, and the agencies have remained quite tied in with their counterpart departments and on retired bureaucrats. However, in spite of these limitations, these agencies have some common features imbued by legislative mandate and organisational design which are unique in the context of the Indian state. They have focus and stability, a degree of functional independence, and most importantly, a concentration of power, which enables them to think through and implement complex policy transitions from multi-year and context-specific perspectives. The paper builds on learnings from a series of conversations with regulatory agency chairpersons in order to identify what regulatory governance is, in terms of the powers and mandate of the regulatory agencies and what makes them distinctive from the rest of public administration.

- Despite the government’s efforts on augmenting the supply of houses, recent estimates suggest that the housing shortage in urban areas have widened. It is a result of the mismatch between the housing needs of the urban poor and the typology of housing supply. The present study analyses and assesses the housing needs of the urban poor using secondary data from 76th round of NSS (2018-19) on housing and living condition vis-à-vis the typologies of housing supplied by public sector. Through this analysis, we highlight in the report the mismatch between the need and supply of public housing and suggest ways to bridge this gap through policy interventions. The choice of housing, its tenure and location for the urban poor is guided by nature of employment they are engaged in, their stage of life and household size. We find that casual wage workers and urban poor are more likely to compromise on housing conditions, amenities, and privacy to locate themselves near to their livelihood opportunities. Urban housing for urban poor is predominantly supplied by the small households that form part of the informal sector however, the quality of housing remains a concern. Housing provided by formal private sector is a miniscule proportion of total housing constructed by them and is not affordable for most urban poor. The current public housing supply is designed to cater to the urban poor remains mostly at the periphery of the cities making them less desirable to the targeted population – lacks tenure diversity and often disrupts livelihoods linages. The study recommends that public sector should focus on diversifying their housing supply based on the needs of urban poor. It should strive to create a robust housing ecosystem that is responsive to the urban growth, evolving economic structure of the city as well as local preference and aspirations. It should also establish modalities for collaboration with formal private sector to develop newer models of public-private partnerships that also involves and incentivizes, informal private sector, especially the small households that are categorized as subsistence landlords, non-profit sector and communities, to supply better quality housing for the urban poor residents.

- The presence of digital technology within urban governance in India is not new. Computerization and the use of enterprise software was encouraged in municipalities through the 1990s, followed by varied e-governance reforms in the early 2000s. These ranged from centralized policies like the National e-Governance Plan (NeGP), to projects such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), and city and state initiatives such as online billing and certification services for citizens and GIS platforms for administrators. The Smart Cities Mission (SCM) launched in 2015, gave a substantial and centralized push for digital interventions by choosing 100 cities to create “smart solutions” for urban governance, planning, and digital infrastructures. These were seen as “lighthouse” cities, expected to create technology-centric solutions that could be emulated by other cities in the mission.

- In the 15 years that have gone by, India has seen a significant transition in the social sector, and lived through a pandemic. At the Accountability Initiative, Centre for Policy Research, we have tracked the provision of welfare services and entitlements since 2008, in-step with the country’s evolution over these years. The year 2023 marks a moment to pause and reflect for us as we celebrate our 15th anniversary, and the Centre for Policy Research reaches its milestone of 50 years. But, aside from our legacy of evidence-based knowledge sharing, this reflection is important in one more way. In 2024, India will choose a new government. A lookback on welfare spending and outcomes is an essential first step to understanding future priorities and pathways to development. Drawing from previous Union Budgets, this Special Brief will dive into six major aspects. Firstly, reviewing the sources of funding available with the government. Secondly, analysing trends in expenditures including social sector allocations for key ministries and schemes. Thirdly, the devolution of funds to states who are primary spenders on welfare services. Fourthly, unpacking social sector schemes over the years. Fifthly, analysing select outputs and outcomes over time. Lastly, we offer our own experience by providing a snapshot of the changes in government Management Information Systems which are critical to monitoring welfare schemes, among other aspects. For the purpose of this Special Brief, we are covering the period from 2009-2023. Actual Government of India (GoI) expenditures have been used till Financial Year (FY) 2020-21. For FY 2021-22, figures are Revised Estimates (REs) and Budget Estimates (BEs) for FY 2022-23.

- Abstract:
- Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

- This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

- This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

127. A Genealogy of the Concept of Civilization (Medeniyet) in Ottoman Political Thought: A Homegrown Perception?

- Since the first translation of the concept of civilization into Turkish as “medeniyet” in 1837 by Sadık Rıfat Pasha, the then Ottoman Ambassador to Vienna, this coinage has turned out to be an essential component of Turkish modernization. This paper aims to establish a genealogy of the concept of “medeniyet” to demonstrate the divergences of Ottoman perceptions in different periods throughout the nineteenth and early twentieth centuries. It argues that civilization was first perceived by a group of Ottoman intellectuals as a tool to reach an ideal state of being (c. 1840-1860). The next generation of Ottoman intellectuals (c. 1860-1890) defined civilization as “the” ideal state of being, yet they had different views on the concept, particularly concerning the distinction between material and moral elements of civilization. Finally, the third generation of Ottoman intellectuals (c. 1890-1920), whose thoughts were more or less crystallized under three broad political currents labeled as Westernism, Islamism, and Turkism, had different and sometimes contradicting perceptions of civilization based on their political outlooks. By referring to the writings of these intellectuals, the paper will discuss central debates on civilization in the late Ottoman Empire, such as the singularity/plurality of civilization(s), the existence of Islamic civilization as an alternative to European civilization, the degree of importing from European civilization, and the distinction between culture and civilization. Moreover, it argues that the Turkish perception of “medeniyet” is different from the European perception of “civilization”; in other words, while the Ottoman perception of the concept of civilization is not homeborn, it is homegrown. Accordingly, Ottoman intellectuals not only divided the material and moral elements of civilization and opted for importing the former, but they also questioned the singularity and supremacy of European civilization by referring to “Islamic civilization” either as an extinct yet once-present form of civilization or as a potential rival to European civilization.

- The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

- This essay is based on the author’s long-time observation of the International Relations discipline and the repeated crises it has experienced. The piece identifies ‘event-drivenness’ as the structural reason behind these crises, in other words, the course of the discipline naturally follows global IR events and, depending on how transformative these events are, when responding to them, is more likely to fall into an existential crisis—with the most recent one being potentially fatal. By discussing in detail the a) science-statecraft relationship; b) scholar-practitioner disconnect; c) distortion of theories by scholars and practitioners; d) paradoxical relationship between rationality and irrationality; and e) theory-practice disconnect, the essay seeks to operationalize these crisisgenerated processes when responding to major events. In order to show these crisis generation processes in detail, it uses the theories of political realism and, to a lesser degree, classical liberalism, as case reflections. As a possible solution to the reciprocal condescension between scholarship (theory-making) and statecraft (practice), the essay proposes a “Clausewitzian” modus vivendi that aims at creating a culture of synthesis between the presumed producers and consumers of IR knowledge.

- In recent years, the Economic and Monetary Community of Central Africa (CEMAC) has experienced sluggish economic growth. This has fallen from 4.86% in 2010 to 0.04% in 2021 (World Bank, 2021), a drop of 4.82 percentage points in a decade. In addition to the high vulnerability of economies to exogenous shocks, several economists such as Asteriou & Spanos (2019) attribute the slowdown in growth to the underdevelopment of the financial sector. In CEMAC, the access of populations to mobile money or commercial bank deposit services has undoubtedly become insufficient to keep economies on a sustainable and inclusive growth path. This article reviews the evolution of financial development indicators in the CEMAC zone since 2013, and its impact on the performance of states in terms of economic growth. We use secondary data collected from the World Bank and the Bank of Central African States (BEAC), between 2013 and 2021. The analysis provides public authorities in CEMAC with arguments to promote financial development in the sub-region to boost economic growth, and better take advantage of the opportunities of the African Continental Free Trade Area (AfCFTA). The paper is structured in two sections. Section 1 presents the evolution of financial development indicators in CEMAC and section 2, the implications for economic growth and sustainable development.

- The financial autonomy of Decentralized Territorial Collectivities (DTCs) is today considered as the foundation of local governance. It confers decision-making power in financial matters to municipalities and regions, as well as a certain level of independence in the management of the resources at their disposal. In Cameroon, the general principles of financial autonomy are defined in the law on the General Code of DTCs, in particular in the Fifth Book, which repeals the law establishing the financial regime of local authorities and that on the financial regime of the State. Thus, financial autonomy should enable DTCs to develop by using their own resources in improving the living conditions of their populations. Despite these powers, DTCs still depend for the most part on income from municipal taxes and income transferred by the State. However, DTCs in Cameroon have real economic and financial potential but not a degree of financial autonomy that would allow them to accelerate the development of their locality. This reflection is aimed at local elected officials, political authorities, government authorities and civil society, with the aim of examining the effectiveness of financial autonomy in the face of the economic and financial potential of DTCs and their ability to implement their own local development projects. This article relates financial autonomy and local governance, on the one hand, and shows how financial autonomy is a factor of valorization of local resources, on the other hand.

133. What Synergy of Action in the Fight Against Corruption in Cameroon?

- The phenomenon of corruption is growing so much in Cameroon, to the point where we must be careful that it does not become a characteristic of Cameroonian identity. Cameroon has twice held the rank of the highest corruption index in the world.[1] However, the will of the public authorities to put an end to it is matched only by the determination of the actors of corruption to escape the meshes of the control mechanisms. Given the government strategy and the proliferation of organizations fighting against corruption, one could expect a significant reduction of this scourge in Cameroon. But like a hydra, corruption remains a major problem in Cameroonian society. A substantial literature has been able to highlight the strengths and weaknesses of administrative, political, and jurisdictional bodies in the fight against corruption.[2] Among other weaknesses are prominently the subordination of the power of sanction to the will of the president of the Republic, the politicization of special operations to fight against corruption, and the lethargy of certain control bodies. The creation of the NACC, an organization specializing in the fight against corruption, has created hope in Cameroon. But, the decree fixing its attributions does not give it its own power of sanction. Consequently, NACC limits itself to noting the facts of corruption and reports them to the public authorities or seizes the judge by denunciation. This technique of referral by denunciation was mainly oriented toward the judicial judge. In practice, however, NACC had to experiment with referral to the Audit Bench of the Supreme Court, which opens up the prospect of collaboration between these two bodies in the fight against corruption in Cameroon. The question arises as to how NACC and the jurisdiction of accounts can combine their actions in the fight against corruption in Cameroon. After analysis, it appears that the ways of functional collaboration between the two organizations exist (I); however, they require some operational coordination (II).

134. The Russian-Ukrainian War: An Opportunity to Strengthen the AfCFTA

- The world had hardly covered from the horrors of the COVID-19 pandemic when it was once again tested on February 24, 2022, by the outbreak of war between Russia and Ukraine. The consequences of this war are quite significant for humanity. On the economic level, the Russian-Ukrainian conflict has highlighted the disadvantages of globalization, understood as a process marked by the interconnection and interdependence of world economies. The inflationary shock and the food crisis resulting from the inoperative nature of import channels for certain basic necessities from Russia and Ukraine have demonstrated the fragility of the economies. With regard to African countries, in particular, the prices of several basic food products (wheat, flour, rice, maize, bread, vegetable oil, etc.) have risen sharply. Indeed, most African countries are almost dependent on the import of agricultural products and seeds from the two belligerent countries. These imports correspond to 35 billion US dollars of imports each year (1). This appears to be an incongruity given the extent of arable land on the African continent. The low production and especially processing capacity increases the dependence of African economies on the import of these basic products. The outbreak of the Russian-Ukrainian conflict makes it possible to question the economic resilience of African States, that is to say, their “capacity [ to] keep output close to [their] potential despite a shock ” (2). Above all, it offers the opportunity to analyze the economic and commercial potential of the AfCFTA in the process of building the resilience of African economies to external shocks. Indeed, the AfCFTA was officially launched in January 2021 with the main objective of “creating a single market for goods and services facilitated by the movement of people in order to deepen the economic integration of the African continent…” (3). This policy note is structured around the idea that the Russian-Ukrainian conflict, in view of its socio-economic consequences on the African continent, offers an opportunity for African countries to work toward the strengthening of the AfCFTA. So that it appears as a real pole of competitiveness and inter-African trade likely to counter the shocks and uncertainties of the dynamics of world trade. Before analyzing the AfCFTA as a pole of production and export of African products (II), it is necessary to take stock of the socio-economic consequences of the Russian-Ukrainian war on African economies (I).

- Bentham’s theory of utilitarian morality leads us to know that the purpose of economic activity is to ensure social progress for the happiness of the greatest number. Thus, excluding people from an economic system without considering their interests is considered a destruction of the common good. According to the United Nations (1962), population is one of the most important factors of economic productivity, as it influences the rate of development of a country. Women represent 49.6% of the world’s population and young people aged 10 to 24 represent 15.5% of the world’s population (UN World Youth Report, 2020; World Bank, 2020). In Cameroon, youth and women represent more than 60% of the population, but remain the most economically excluded (BUCREP, 2005). This reality appears to be a challenge for a country that wants to be an emerging country by 2035. The main objective of this paper is to show the role that entrepreneurial development could play in promoting the economic inclusion of youth and women in Cameroon. It is expected to raise awareness among public authorities as well as the private sector of the importance of economic inclusion of youth and women through entrepreneurship development. Based on studies carried out by credible international and local institutions, we focus on the challenges of entrepreneurship in the context of the economic inclusion of youth and women and the opportunity of entrepreneurship for the economic inclusion of young people and women in Cameroon.

- Universal basic income (UBI) scheme provides regular payment in cash to everyone in the economy irrespective of their social, economic, financial, and political status. UBI has a direct effect on poverty reduction; this implies that providing cash to everyone in the society irrespective of their financial status will reduce the rate of poverty as citizens will be able to meet basic needs such as food, housing, and clothing especially if this basic income amount is above the poverty line. For others, UBI will only increase inequality and poverty especially in developing countries who lack finances to provide such income to everyone in the society (Robert, 2019). UBI is a simple and practical solution to eradicating poverty, by giving everyone a minimum income, regardless of whether they are young, old, employed or unemployed, the government can tackle poverty reduction (Centre for Social Justice, 2018). More recently UBI has been a major issue of concern and it is seen as the answer to wider problems of technological unemployment, wealth inequality, mental health stability and social mobility. In India, UBI improved mental and physical health and in Namibia UBI program reduced household poverty from 76% to 37% in one year (Johanna, 2014). The high poverty rate and the scanty nature of the UBI literature in Africa makes this study an important contribution to the body of knowledge and further enable policy makers to reflect on the implementation of UBI principle. The objective of this paper is to analyze the effects of universal basic income on narrowing the poverty gap in Africa. The rest of the paper will bring out the role of UBI in poverty reduction, and propose some policy recommendations for the introduction of the UBI in Africa.

137. The African Continental Free Trade Area: A boon for the “Africa We Want” by 2063?

- One of the major objectives set by the African Union (AU) in Agenda 2063, is to achieve a “prosperous Africa, based on inclusive and sustainable growth”. To ensure the prosperity of the people, especially of women and youth, member states have, in the first ten years of the adoption of this agenda, taken a number of initiatives to strengthen economic integration of the continent. Among these initiatives, the implementation of the African Continental Free Trade Area (AfCFTA) in January 2021, occupies a prominent place. In launching the AfCFTA, and making it effective, the intention of the AU is to overcome the historical fragmentation and isolation of the various African economies. The challenge is to open them up to new global trade opportunities and improve transport and communication links across the continent. However, not all AU member countries have ratified this major project. The objective of this article is to take stock of the economic integration process that has been set in motion with the effective entry into force of the AfCFTA. It highlights, on the one hand, the main reasons that justify the reluctance of states that have not yet signed the AfCFTA agreement and, on the other hand, outlines the opportunities offered by AfCFTA for an Africa that wants to emerge as a strong, united and influential player and partner on the world stage.

138. Cameroon: The State’s Transfer of Powers to the Regions

- If there is one thing that is hardly debatable in legal science, it is the evolution of law through constitutional or legislative textual reform on a given issue. The issue of decentralisation in Cameroon is an illustration. The constitutional and legislative dynamics since independence reflect this, particularly with the inclusion of local authorities in the Constitution of 4 March 1960, the 1974 laws applicable to the Communes and their subsequent amendments , the constitutional reform of 18 January 1996 explicitly raising decentralisation to the constitutional rank , the laws of 22 July 2004 on decentralisation and today Law No. 2019/024 of 24 December 2019 to lay down the General Code of Regional and local authorities(CGCTD). This Code enshrines an evolution in decentralisation law and sets out the terms and conditions for the exercise by the State of powers transferred to regional and local authorities in general and to the Regions in particular. From a legal point of view, this reframing does not seem to have aroused the interest of the doctrine in the same way as the question of the special regime for the North-West and South-West Regions, which has been addressed . In view of its scope, however, it is easy to admit that the legislator has made a significant change. It is necessary to examine the contours of this evolution in order to untangle the threads and consequently set the markers for understanding, following an approach based solely on the Regions as a framework for analysis and not on all the Regional and Local Authorities. Indeed, the choice of the Regions as the analytical framework is not insignificant. As the first level of decentralisation in Cameroon, the Region has only recently been established since its consecration in 1996. It is the characteristic of regionalism instituted since the constitutional reform of 18 January 1996. This regionalism is legally translated by the erection in 1996 of administrative provinces into Regions, headed by a President, an indigenous personality of the Region elected by his peers , and an elected Regional Council whose political colouring prints a mixture of traditional chiefs with the other departmental Councils. Compared to the Commune, therefore, the Region is a new feature of decentralisation which finds its basis in the controversy that took place during the 1996 reform on the form of the State between the supporters of the centralised State and those of the federal State. According to the doctrine, it is a point of agreement between these two (02) trends. When we know that regionalism as a technique for organising the unitary State is an advanced version of decentralisation that could border on federalism without being one, we can only subscribe to the idea that the Region is the point of agreement that would have federated the actors of the 1996 reform. With these considerations in mind, the attention given to the Region is justified. Following this logic, it must be agreed that the exercise by the State of powers transferred to the Regions did not disappear with the advent of the CGCTD, as some authors have suggested. It was maintained, however, with a reform of the legal framework that underpins an evolution in this area. If yesterday, the exercise by the State of powers transferred to the local and regional authorities in general and to the Regions in particular was legally self-evident (I), in the current state of Cameroonian decentralisation law, it is now only a possibility (II).

139. The Regional Administrative Structure in Cameroon

- Be it from a common law or a special status, a regional and local authorities[1] resulting from the constitutional reform of January 18, 1996[2], has an administration in charge of instructing and implementing the decisions taken by its executive organs. Under the authority of a secretary general who is appointed by the President of the Republic[3], it is implemented according to the standard organisation set out in decree n°2021/742 of 28 December 2021. It should be noted that this important legal text taken in application of article 496 of law n°2019/024 of 24 December 2009 on the general code of regional and local authorities (hereafter CGCTD), has greatly contributed to the acceleration of the process of establishing the regions initiated by the elections of December 6, 2020. The configuration of the standard model of regional administration that it suggests, highlights a complex combination of structures with diverse functions, the articulation of which may vary from case to case. This organisational scheme reveals the extent of the tasks that a regional administration must undertake, but it is not easy to access. As such, it deserves to be explained. This note is intended for professionals in the field of decentralisation, researchers and citizens seeking information. More clearly, the aim is to inform the reader about the subtleties of the structuring of the regional administration. To achieve this, it relies on an interpretive approach to the texts, mainly, the law n°2019/024 of 24 December 2019, and the decree of 28 December 2021. After presenting the different structures of the regional administration (I), the text will dwell on their articulation (II).
