Abstract:
There is ample research on the correlation between inequality and exclusion on one side and conflict on the other. For instance, the connection between inequities and violence is one of the underpinnings of the concept of fragile situations, utilized frequently by the World Bank and showcased in publications such as the World Development Report 2011 or Pathways for Peace 2018. It is therefore tempting to draw a logical conclusion that escalating inequality and exclusion can be influenced by both violent conflicts and events such as civilian disorder and political volatility. It also makes sense at an intuitive level as humans are wired to spot unfairness when it affects them, which fits into this hypothesis. The linkage has been in fact proposed since at least the antiquity. For example, in 4th century BCE, Aristotle warned that accumulation of wealth among few Athenians could lead to toppling of the city government. In more modern times, communist revolutionaries were predicting a worldwide violent uprising by the impoverished, agitated by economic injustice. A recent New Yorker article draws the arc between inequities and protests in Latin American countries.

State capture is a type of systematic corruption whereby narrow interest groups take control of the institutions and processes that make public policy, excluding other parts of the public whose interests those institutions are supposed to serve. State capture is often associated with the first decade of transition in the former Soviet Union (FSU) and Eastern Europe. State capture has also spread to many countries that had once seemed to be resilient democracies or, in the case of transition countries, on a secure path toward democratization.

This report documents the findings of the first ever national assessment of small arms prevalence and impacts in Nigeria. The National Small Arms and Light Weapons Survey (NSALWS), implemented in 2016 by Nigeria’s Presidential Committee on Small Arms and Light Weapons (PRESCOM), was conducted to better understand the prevalence, proliferation, perception, use and impacts of small arms in Nigeria. The Small Arms Survey supported PRESCOM on survey methodology and analysis, and with the provision of training on survey methods specific to small arms. Nigeria: National Small Arms and Light Weapons Survey reveals that, at the time of the survey, Nigerians considered firearms-fueled armed violence a significant problem, although variations in threat perceptions show that some regions and communities were more affected than others. The survey also found that Nigerians did not feel the need to own weapons, and did not want one, even though security in their communities was poor. Furthermore, respondents felt that acquiring a firearm was difficult. While direct purchase was the most commonly reported source of small arms, the general public did not know exactly where firearms came from. Diversion and illicit supply, as well as craft production, also appeared to be important. Finally, based on survey responses, it is quite clear that Nigerians expected stronger efforts at arms control, including through civilian disarmament. They asserted that the most effective way to limit arms proliferation is to address structural conditions that cause poverty and insecurity.

Abstract:
The 2021 edition of the Small Arms Trade Transparency Barometer—which scores the transparency of top and major exporters’ reporting on authorized arms trade activities carried out in 2018—finds Switzerland to be the most transparent small arms exporter. Countries scored an average of 12.61 points out of a maximum of 25, which is a slight increase of last year’s score (12.36). The most transparent countries are, in descending order: Switzerland (21.75 points), the Netherlands (21.00), Germany (20.25), Serbia (19.75), and the United Kingdom (19.50). Meanwhile, North Korea (0.00 points), Iran (0.00), Saudi Arabia (0.50), and Israel (3.00) remain the least transparent countries in terms of arms trade activities.

This working paper argues that, while the state is a key actor in facilitating national dialogues as mechanisms of nation-building in post-colonial contexts, it can also co-opt these processes to entrench the status quo and undermine genuine dialogue and nation-building objectives. As a process built on solidarity, relationship-building, and “open-endedness” with indeterminate and subjective results, nation-building can be used as a pretext to depoliticize and control national dialogues and offer the illusion of change while evading any real challenge to the status quo. This paper shows the ways in which this applies to Uganda and Rwanda, where state-controlled national dialogues have been open-ended, longterm processes that have played a double-edged role as facilitators and inhibitors of meaningful dialogue. In the absence of effectively organized, empowered, and credible non-state actors to counter its dominant discourse, the national dialogues in these contexts are likely to operate on the terms and interests of elites who wield state power. This is because they fall short on the requirements of “a credible convener” and “inclusive participation” necessary for genuine dialogue. Moreover, even where the dialogues are dubbed “citizen-led” as is the case in Uganda, they are still infused with dominant elite interests that seek to maintain the status quo.

South Sudan is making major strides in peace consolidation and strengthening social cohesion since the signing of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) on 12 September 2018 in Addis Ababa. However, this paper argues that, despite these efforts, the center is not holding as inter-communal violence and a myriad of political and security dynamics are reversing many of these gains. As the conflict is protracted, peacebuilding remains a severe challenge while social cohesion remains weakened. The paper commences with a conceptual clarification of social cohesion before analyzing current evolving social cohesion dynamics and trends. This is followed by a discussion of the social cohesion programming challenges and consequently centers on Key Driving Factors (KDF) of conflict. Finally, the paper ends with an analysis of the drivers of conflict and peace and makes recommendations for strengthening social cohesion going forward.

Se subraya la importancia de los factores contextuales,especialmente aquellosdesencadenados a partir de 2004, con el fin de explicar la división interna —con protagonistas internacionales—del país en dos bloques cuya confrontación serviría de pretexto para la puesta en marcha de un tribunal único que responde a los intereses de una comunidad internacional seducida porla posibilidad de lograr una condena judicial por terrorismo contra Hizballah —y/o Siria—en un momento de preponderancia de la formación chií.La decisión interlocutoria de 2011 de la Sala de Apelaciones pareció manifestarse como un buen augurio en aquella dirección al afirmar la necesidad de interpretar el delito de terrorismo recogido en el artículo 314 del Código Penal del Líbano conforme a un crimen internacional de terrorismo de carácter consuetudinario. La revolucionaria decisión —junto con el proceso que llevó a su publicación—reveló,sin embargo,cierta precipitación y oportunismo que por fortuna y justicia la sentencia de 2020 rechaza por innecesaria e incierta.El artículo sostiene que todo ello ha contribuido a debilitar la credibilidad de un Tribunal,ejemplo de justicia selectiva, y ha mostrado pocadeferencia por la soberanía del Estado libanés.

Abstract:
Este artículo trata los diferentes enfoques geopolíticos de las causas de la guerra. Comienza con la exposición de la relación histórica entre la geopolítica y la guerra a partir de las contribuciones de diferentes autores para presentar las principales explicaciones sobre esta materia. De esta forma analizamos el papel de la geografía en la guerra y su impacto en los conflictos. Esto nos conduce a la perspectiva organicista que considera que la expansión del Estado es un fenómeno natural que produce la guerra. Además, la geografía físicainfluye en el estallido de la guerra. El segundo enfoquees el de la disposición de las tierras emergidas que afirma que determinados lugares son propensos a la guerra debido a su ubicación estratégica. El tercer enfoque es el accidentalista. Los autores de esta perspectiva afirman que la guerra depende de la distancia geográfica entre países y los conflictos fronterizos. Finalmente, desarrollamos una nueva perspectiva basada en la fragmentación geopolítica para explicar la guerra en la Europa moderna. Este enfoque explora la importancia de la fragmentación en la formación del Estado moderno y en el moldeamiento de un entorno anárquico con el nacimiento del sistema de Estados. La guerra se convirtió en un rasgo del sistema internacional debido a que el Estado moderno nació para hacer la guerray se convirtió en la institución dominante. Por tanto, la fragmentación geopolítica es la causa principal dela violencia entre Estados en la Europa moderna.

El momento crítico que atraviesa la seguridad europea tras la agresión de Rusia contra Ucrania ha alterado el entorno estratégico y obliga a la Alianza Atlántica a repensar su posición. Sunuevo concepto estratégico a aprobar en 2022 está marcado por este hecho histórico. Si bien, esta nueva estrategia está guiada a su vez por la Agenda OTAN 2030, adoptada en 2019, que establece una serie de principios como guía: unidad, defensa colectiva, resiliencia, salvaguarda de las infraestructuras y superioridad tecnológica. Así, este ensayo estratégico quiere reflexionar sobre este proceso para que la Alianza y la OTAN sean claves en la defensa del orden de seguridad internacional. En este artículo se pretende explicar la adecuación de los modelos que explican el comercio internacional en términos generales al ámbito del comercio internacional de material de defensa. Estudiaremos la evolución de los modelos explicativos del comercio para ver en quémedida servirán o no para explicar el comercio en seguridad y defensa, particularmente en el modelo Heckscher-Ohlin. Con el objeto a entender el comercio de material de uso militar recurrimos a un análisis de la composición de la industria,estudiando casos de los principales exportadores e importadores, así como los motivos que llevan adar el salto de la mera producción de bienes al comercio internacional teniendo en cuenta las distintas maneras de exportar y las regulaciones a las que se puede enfrentar la industria cuando decide lanzarse al comercio internacional.

Conflictos como los de Nagorno-Karabaj, el Donbás, Libia, Siria o Yemen han demostrado que incluso en escenarios tan diferentes, la difusión de los avances clave que protagonizaron la Revolución en los Asuntos Militares de la Información, es un hecho. Es más, la mayor parte de dichos avances están tan consolidados, que ya son de uso cotidiano no solo por parte de numerosos Estados, sino por sus proxiese, incluso, por parte de grupos terroristas y criminales transnacionales. Este fenómeno está íntimamente asociado a la erosión de la superioridad militar estadounidense, país que ve cómo la República Popular de China o la Federación Rusa, pero también Corea del Norte o Irán son capaces de retar a la otrora superpotencia. En este escenario, conscientes de la necesidad de compensar los avances realizados por el resto de actores, los EE. UU. han lanzado una serie de iniciativas, como la Third Offset Strategy, encaminados a lograr nuevos desarrollos tecnológicos y armamentísticos susceptibles de desembocar en una nueva Revolución en los Asuntos Militares o, quizá, en una Revolución Militar en toda regla. En este complejo contexto, en el que confluirán conflictos librados con medios heredados, con las nuevas armas, sistemas y plataformas y con la entrada en servicio de desarrollos que todavía no imaginamos, la industria española de defensa deberá luchar por sobrevivir, sabiendo que su principal cliente -el Ministerio de Defensa de España-, se encuentra en una situación muy delicada de cara a afrontar esta nueva etapa.

Este artículo aborda la cuestión del coste asociado ala defensa, es decir, de los recursos que la sociedad debe dedicar a proporcionar seguridad a sus miembros. En él se examina los métodos y formas de establecer y distribuir estos recursos para obtener un conjunto apropiado de capacidades militares que soporten la percepción de seguridad del ciudadano, resolviendo así el problema de la defensa y aumentando así el bienestar económico y social. Se trata de una cuestión antigua que hasido objeto de una preocupación constante del ser humano.La novedad más importante de este artículo es examina resta cuestión desde la perspectiva de la racionalidad limitada del ser humano, dela información imperfecta de la que dispone, de la existencia de preferencias sin una clara racionalidad económica y de instituciones y normas deeficacia limitada. Todo ello conducea asignaciones de recursos para la defensa que pueden encontrarse lejos delos valores que ofrecen un bienestar general mayor.

La Defensa no ha sido prioritaria paralas políticas comunitarias, aunqueen los últimos años se hatomado conciencia de la necesidad de impulsarla, con una atención especial al desarrollo industrial. En 2013 se produce un hito significativo cuando el Consejo decide debatir,de forma monográfica,el futuro de la seguridad y defensa. Hasta entonces el Consejo primaba las ópticas nacionales y la Comisión actuabahacia la industria,fundamentalmente como regulador para extenderlas reglas de mercado único alámbitode defensa.La crisis de Libia de 2011 mostróla necesidad de disponer de autonomía estratégica. La crisis se produce en un momento de caída generalizada de los presupuestos de defensa que dificultabaabordar grandes programas de forma individual por las naciones. Cobra valor la necesidad de disponer de una base industrial competitiva que respalde las operaciones autónomassin dependencias externas.Eneste marco se promulga la Estrategia Global de2016,de la que derivan la aplicación a defensa de la iniciativa PESCOy el Plan Europeo de Defensa, en el que se incluye un fondo dirigidoa incentivar la cooperación industrial.La dotación del fondo entre2021 –2026 se ha rebajado, pero se ha mantenido a pesar de las presiones por reducirlo a niveles mínimos o incluso suprimirlo.Las iniciativas de los últimos años para propiciar la cooperación en defensa, con especial atención al componente industrial, están en marcha y será difícil volver atrás,aunque los europeos estén inmersos en el dilema entre proteccionismo y cooperación, y en el debate sobre el papel de la Unión en el escenario global.La crisis COVID 19 ha desviado la atenciónhacia otras políticas, pero no ha relegado la actuación en defensa. El futuro presenta un escenario de mayor inestabilidad, y mayor competencia entre grandes potencias en el que Europa no presenta una voz única. En esas condiciones se enfrenta a la necesidad de decidir entre disponer de capacidades adecuadas a sus objetivos políticos o mantener los modelos actuales.Si el objetivo es contar con autonomía suficiente para abordar acciones independientes, el desarrollo de una política industrial de defensa resultará un elementobásico y estará condicionado por las visiones de los estados, el esfuerzo presupuestario, y lacoordinación entre oferta ydemanda.

Please join the Ukrainian Studies Program at the Harriman Institute for a presentation by Mychailo Wynnyckyj of his book Ukraine’s Maidan, Russia’s War: A Chronicle and Analysis of the Revolution of Dignity (ibidem Press, 2019). Moderated by Mark Andryczyk (Harriman Institute). In early 2014, sparked by an assault by their government on peaceful students, Ukrainians rose up against a deeply corrupt, Moscow-backed regime. Initially demonstrating under the banner of EU integration, the Maidan protesters proclaimed their right to a dignified existence; they learned to organize, to act collectively, to become a civil society. Most prominently, they established a new Ukrainian identity: territorial, inclusive, and present-focused with powerful mobilizing symbols. Driven by an urban “bourgeoisie” that rejected the hierarchies of industrial society in favor of a postmodern heterarchy, a previously passive post-Soviet country experienced a profound social revolution that generated new senses: “Dignity” and “fairness” became rallying cries for millions. Europe as the symbolic target of political aspiration gradually faded, but the impact (including on Europe) of Ukraine’s revolution remained. When Russia invaded—illegally annexing Crimea and then feeding continuous military conflict in the Donbas—Ukrainians responded with a massive volunteer effort and touching patriotism. In the process, they transformed their country, the region, and indeed the world. This book provides a chronicle of Ukraine’s Maidan and Russia’s ongoing war, and puts forth an analysis of the Revolution of Dignity from the perspective of a participant observer.

Abstract:
Part of The Work of Care in Russia speaker series, a book talk by Tatiana Chudakova (Tufts University), author of Mixing Medicines: Ecologies of Care in Buddhist Siberia (Fordham University Press, 2021). After the collapse of state socialism, Russia’s healthcare system, much like the rest of the country’s economic and social sphere, underwent massive restructuring, while the public saw the rise to prominence of a variety of nonbiomedical therapies. Formulated as a possible aid to a beleaguered healthcare infrastructure, or as questionable care of last resort, "traditional medicine" in post-socialist Russia was tasked with redressing—and often blamed for—the fraught state of the body politic, while biomedicine itself became increasingly perceived as therapeutically insufficient. The popularization of ethnically and culturally marked forms of care in Russia presents a peculiar paradox in a political context often characterized by a return to robustly homogenizing state policies. In a context where displays of cultural, religious, and ethnic difference are tightly woven with anxieties about Russia's status as a modern state, the rise of a therapeutic sphere that tended towards multiplicity, fragmentation, bricolage, and a certain ontological agnosticism in the treatment of bodies and subjects appears, at the very least, counterintuitive. Focusing on the therapeutic life at the peripheries of the state, in the Siberian region of Buryatia that unexpectedly finds itself at the forefront of projects of medical integration via a local tradition of “Tibetan Medicine,” this talk explores how categories of official and unofficial medicine are co-constituted, and with what effects on conceptualizations of medical legitimacy, as well as on concrete ways of caring and curing.

Please join the Harriman Institute for a presentation by Thane Gustafson, author of Klimat: Russia in the Age of Climate Change (Harvard University Press, 2021). Moderated by Kimberly Marten (Harriman Institute). Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of Russia’s territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to Russia’s south, threatening the country’s agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing Russia’s export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunities—higher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Lucid and thought-provoking, Klimat shows how climate change is poised to alter the global order, potentially toppling even great powers from their perches.

Please join the Njegoš Endowment for Serbian Language and Culture at the East Central European Center for a lecture by the award-winning director and film scholar Mila Turajlić. Moderated by Aleksandar Bošković and Christopher Caes, co-directors of the East Central European Center. Mila Turajlić is an award-winning director born in Belgrade, Yugoslavia. Her films have screened at numerous festivals including Toronto and Tribeca, and have been released theatrically in Europe, North America and across the former Yugoslavia. Her most recent film The Other Side of Everything (2017) was HBO Europe’s first co-production with Serbia. It won 32 awards including the IDFA Award for Best Documentary Film, the Grand Prix for Best historical documentary released in France in 2018, the IDA Award for Best Writing and was nominated for the LUX Prize the European Parliament. Turajlić's debut feature doc, Cinema Komunisto (2011) played at over 100 festivals and won 16 awards including the Gold Hugo and the FOCAL Award for Creative Use of Archival Footage. Turajlić is currently in post-production on her third feature film, The Labudović Reels, an archival road trip through the archives of African liberation movements of the 50’s and 60’s filmed by Stevan Labudović, the cameraman of Yugoslav President Tito. In her work with archives, Turajlić researches the intersection of personal and national memories, seeking to reactivate forgotten histories, through forms ranging from lecture performances and video art to analytical essays. She teaches documentary and creative use of archives at Sciences Po and INASup in Paris, as well as at a documentary programs run by the Balkan Documentary Center, and Scottish Documentary Institute.

Please join the Ukrainian Studies Program at the Harriman Institute for a talk by Myroslav Shkandrij exploring the artwork of David Burliuk. Mark Andryczyk (Harriman Institute) will moderate. The art of David Burliuk, the founder of futurism in the Russian empire, went through several phases. From the moment he founded the Hylaea group near Kherson in 1903, during his travels through Siberia and Japan, and after his arrival in New York in 1922 he explored various styles. Among them were impressionism, neo-primitivism, cubo-futurism, surrealism, and ‘radiostyle.’ There were, however, some constant sources of inspiration, to which her continually returned up to his death on Long Island in 1967. These included an enthusiasm for nature, vitality, the Steppe, and the Cossack past of his ancestors. The evidence of his writings, paintings and archives provide keys to understanding puzzling aspects of his development. Myroslav Shkandrij is Professor Emeritus at the University of Manitoba where he taught Slavic studies. He has published books on Ukraine in the 1920s, Ukrainian-Russian relations, nationalism, avant-garde art, and contested views of revolutionary events. He has also curated a number of exhibitions dealing with the early twentieth-century avant-garde, and has translated several Ukrainian authors into English. In the fall 2021 semester, he is Visiting Professor in History, Ukrainian Studies at the Harriman Institute, Columbia University.

The talk will be chaired by David L. Phillips (ISHR) with Alexander Cooley (Harriman Institute) as discussant and interviewer. In There Is Nothing for You Here, a celebrated foreign policy expert and key impeachment witness reveals how declining opportunity has set America on the grim path of modern Russia—and draws on her personal journey out of poverty, as well as her unique perspectives as an historian and policy maker, to show how we can return hope to our forgotten places. Fiona Hill grew up in a world of terminal decay. The last of the local mines had closed, businesses were shuttering, and despair was etched in the faces around her. Her father urged her to get out of their blighted corner of northern England: “There is nothing for you here, pet,” he said. The coal-miner’s daughter managed to go further than he ever could have dreamed. She studied in Moscow and at Harvard, became an American citizen, and served three U.S. Presidents. But in the heartlands of both Russia and the United States, she saw troubling reflections of her hometown and similar populist impulses. By the time she offered her brave testimony in the first impeachment inquiry of President Trump, Hill knew that the desperation of forgotten people was driving American politics over the brink—and that we were running out of time to save ourselves from Russia’s fate. In this powerful, deeply personal account, she shares what she has learned, and shows why expanding opportunity is the only long-term hope for our democracy. Fiona Hill is the Robert Bosch Senior Fellow at the Center on the United States and Europe in the Foreign Policy program at the Brookings Institution. From 2017 to 2019, she served as deputy assistant to the president and senior director for European and Russian affairs on the National Security Council. From 2006 to 2009, she served as national intelligence officer for Russia and Eurasia at the National Intelligence Council. She has researched and published extensively on issues related to Russia, the Caucasus, Central Asia, regional conflicts, energy, and strategic issues. Coauthor of Mr. Putin: Operative in the Kremlin and The Siberian Curse: How Communist Planners Left Russia Out in the Cold, she holds a master's degree in Soviet studies and a doctorate in history from Harvard University and a master's in Russian and modern history from St. Andrews University in Scotland. She also has pursued studies at Moscow's Maurice Thorez Institute of Foreign Languages. Hill is a member of the Council on Foreign Relations and lives in the Washington, DC, area.

10842. Residential Institutions for Disabled People in Russia: Two Models of Care

Please join us for an event in our Work of Care in Russia speaker series, a talk with Anna Klepikova, Associate Professor in the Department of Anthropology at the European University at St. Petersburg, and author of I Must Be A Fool (European University Press, 2018). Moderated by Svetlana Borodina (Harriman Institute). Anna Klepikova’s dissertation field research was conducted in two residential institutions for people with disabilities in St. Petersburg. Klepikova was inspired to study institutional disability care after watching an NGO volunteer recruitment ad about an orphanage for children with disabilities. She decided to learn more about the volunteers’ motivations and experience by joining them as a volunteer and participant observer for her dissertation research. At the orphanage, Klepikova witnessed a conflict developing between the NGO volunteers and the nurses: a clash between two models of care on the practical level, and two versions of understanding disability on the ideological level. This disconnect resembled the conflict between Western humanistic pedagogics and a patriarchal discriminating approach to disability and difference. After a year, Klepikova transferred to volunteer at a similar institution for adults. There, she found a different conflict between the volunteers and medical staff due to the latter being responsible for various psychiatric restrictions, forced administration of sedative drugs, and involuntary hospitalizations. In this case, the conflict was between the social-constructionist and medicalized approaches to mental illness. In this presentation, Klepikova discusses the differences and intersections in these polar approaches to disability care. Introducing her ethnographic material, she reflects on the nature of anthropological understanding that might form various grounds for solidarity.

Please join the Ukrainian Studies Program at the Harriman Institute for a talk by Kateryna Iakovlenko entitled "Memory Battles and Ukrainian Contemporary Art." After the 2014 Maidan, memory and Ukrainian history became essential topics for Ukrainian contemporary artists. Facing contemporary political challenges and war, they started looking to archives, blind historical spots, and their family history. The historiographical turn in Ukrainian art became a part of an archival impulse process in global art (Hal Foster, 2004). What makes Ukrainian art unique? What specific topics and methods do Ukrainian artists provide? Moreover, how has all this movement influenced intellectual discussion in Ukraine? Kateryna Iakovlenko, Ukrainian curator, critic, and Fulbright Research Fellow at the Scientific Shevchenko Society in the USA, will try to answer these questions. During her talk, Kateryna Iakovlenko will introduce the new book, Stone Hits Stone, which presents research and artistic reflection on Ukrainian history, political violence, the national historical heritage, the avant-garde, and Soviet utopia within the framework of Nikita Kadan’s artistic practice. The book was published as part of the PinchukArtCentre Research Platform and on the occasion of a solo exhibition by Nikita Kadan entitled Stone Hits Stone, where Iakovlenko was an assistant curator, contributor author and book editor.

She will be joined by translator Valzhyna Mort and moderator Mark Lipovetsky. This event is part of our Contemporary Culture series. The Siege of Leningrad began in 1941 and lasted 872 days, resulting in the most destructive blockade in history. Already shaken by Stalin’s purges of the ’30s, Leningrad withstood the siege at a great human cost. Air Raid takes us through the archives of memory and literature in this city of death. Polina Barskova’s polyphonic poems stretch the boundaries of poetic form—this is what we’re left with after poetry’s failure to save nations and people: post-death, post-Holocaust, post-Siege, post-revolution; post-marriage and post-literature. How does language react to such a catastrophe? How does a poet find language for what cannot be told? This new translation of a leading contemporary Russian poet confronts English excavating its muteness, stutter, and curse.

With the fall of the Soviet Union, the marginalized Central Asian republic suddenly found itself with the world's fourth largest nuclear arsenal on its territory. This book takes us inside Kazakhstan's extraordinary and little-known nuclear history from the Soviet period to the present. 10847. Building back better after the COVID-19 pandemic

Abstract:
In this policy-oriented paper, we provide a pre- and post-pandemic socioeconomic analysis of Peru, along with a financially sustainable five-year Building Back Better recovery plan, which emphasizes the urgency of addressing some of the country’s structural weaknesses. We underscore the importance of public investment for this effort, but widen the focus to include current public expenditure, in order to take steps towards building a more universal social protection system. We show that this also contributes to reducing the gender imbalances in the labor market that the pandemic exposed and exacerbated. We provide a financial programming exercise that demonstrates that the plan is financially responsible under a reasonable fiscal rule. Four core ideas stand out from our analysis. Firstly, while public investment can be key to reigniting economic growth, it does not go very far in tackling structural weaknesses. Secondly, public spending in health can actually achieve this from two fronts: by beginning to build a universal access social protection system and by addressing gender imbalances in the labor market. Thirdly, focusing public discussion on social protection enables a broader approach to policy reform by including formal employment and productivity enhancing reforms, which are essential for the sustainability of a broad social protection system. Finally, we also show that the sector mix in public investment has an impact on employment results, both in terms of the volume of jobs generated and their gender composition.

Abstract:
Many of the underlying causes and drivers of instability and conflict in Afghanistan have existed for a long time and have been well recorded in IEP indices and registers, and these causes and drivers had shown exacerbation recently, making instability and conflict more likely. There is a long history of resource degradation leading to conflict and conflict further degrading the resources – a vicious cycle. Our analysis is that these underlying causes and drivers of instability are likely to continue to frustrate efforts for peace and federalised governance in Afghanistan into the future with the Taliban likely to struggle with its own challenges to peace. For the United States and its coalition partners, recent events in Afghanistan may be the closing of a chapter, but for the people of Afghanistan this is part of a continuum of conflict and crisis that will likely continue.

Abstract:
This is the second edition of the Ecological Threat Report (ETR), which analyses 178 independent states and territories. Produced by the Institute for Economics and Peace (IEP), the report covers over 2,500 subnational administrative units or 99.9 per cent of the world's population. It assesses threats relating to food risk, water risk, rapid population growth, temperature anomalies and natural disasters. These assessments are then combined with national measures of socioeconomic resilience to determine which countries have the most severe threats and lowest coping capabilities. These are the countries most likely to suffer from increased levels of ecological-threat related conflict. The report also looks at the future, with projections out to 2050.

Abstract:
This paper perceives fiscal support as a policy instrument and examines alternative policy frameworks that can simultaneously stabilize labour income, output and debt-GDP ratio. The need to stabilize labour income over and above output follows from the possibility of income growth rate of labour falling below output growth rate. This paper points out the limitations of sound finance regime in meeting these targets and proposes an alternative policy framework which is termed as Debt-Neutral Functional Finance with Fiscal Support (DNFS). The DNFS framework highlights the role of development financial institutions and the need for a floor level of corporate tax-GDP ratio.
